STATEMENT OF WORK VERBAL DEFENSE AND INFLUENCE 1. Naval Consolidated Brig (NAVCONBRIG) Miramar is a military correctional facility which, as part of our Staff’s duties and responsibilities is to reduce conflict, generate voluntary compliance, and increase personal safety through interpersonal communication. Additionally, interpersonal communication skills enhance self-confidence when dealing with prisoners, improve interaction with prisoners, and contribute to physical, mental and emotional safety in crisis situations. The NAVCONBRIG requires a course of instruction delivered through a “train the trainer” course for 15 selected brig staff members. The NAVCONBRIG’s goal is to allow specific Brig personnel to train other Brig staff members. Furthermore, communication skills training is required IAW BUPERSINST 1640.22. 2. The “course” is required to provide sufficient and detailed content to train the Brig personnel to a level of proficiency through communication skills. Technical Evaluation: For solicitation evaluation purposes each offeror will be required to provide a technical narrative addressing each topic listed under Para 2 a-l (12 topics total). The submission of the technical narrative is in accordance with FAR 52.212-1(b)(4). The technical narrative should clearly and sufficiently provide enough descriptive information explaining the contractors approach to teach the topics. A full course curriculum is not required during the solicitation process. The technical narrative will allow the NAVCONBRIG personnel to perform a technical evaluation in determining technical suitability of the approach to teach the topics considered most important to the Government and to assist the Contracting Officer in making an award decision. There are 12 identified topics under this SOW. One page per topic, total of twelve pages for the technical narrative is the limit allowed for this solicitation. Failure of a contractor to comply with the requirements for the submission of a technical narrative will render a contractor technically unacceptable and not further considered for award.
