Noise Control in Ground Testing By Jeff Jowett
A quick review is in order: A ground test is the means by which a grounding electrode, that protects the electrical system by diverting fault currents to ground and fixes the voltage rating to a specified value, is tested for performance and its ability to keep the grounded electrical system running safely, efficiently, and to spec. Grounding electrodes are typically buried metal objects; rods, interconnected arrays of rods, plates, grids, and various other designs aimed at putting a sufficient amount of metal in contact with the soil so as to safely and efficiently divert unwanted fault currents out of the electrical system and out of the protected facility. Upon construction, there is generally a ground resistance specification that is not to be exceeded. A performance test is run to assure that the system meets spec. Subsequently, maintenance tests should be run to assure that the system remains in spec, as grounding electrodes can deteriorate through corrosion, be damaged or destroyed in major fault clearance, or rise in resistance due to changes in the surrounding environment. So far, so good… A ground test is typically performed as described in IEEE81, where a test current is established between the electrode under test and a remote metal probe driven at some distance in the soil. The ground tester typically applies a square wave test current so that it can recognize its own current apart from noise currents traveling in the soil. There are more than you might think! All sorts of sophisticated electronic equipment common in offices and factories chops up the utility sine wave in order to meet the requirements of their own circuitry. Much of this ends up on the grounding system as “noise”. This can interfere with a ground test by unduly influencing or disturbing the readings. Similarly, the ground tester senses voltage drop caused by resistance by means of a second measurement circuit and another long lead and probe. The two measure6

ments…current and voltage drop…are combined through Ohm’s Law to calculate the ground resistance, which appears on the display. The less resistance, the better. The procedure used…graphic or mathematical…determines the accuracy and reliability of the reading. But what are we actually measuring? The term that appears in the literature is “to remote earth”. This means to the limits of the volume of soil around the electrode that actually determines its resistance. A measurement taken only a few feet from the electrode would be, understandably, quite low. But that would not be the resistance a fault current encounters as the electrode diverts it out of your system. (Continued ON page 8)

Rather, there is a critical volume of soil around the electrode, beyond which no further resistance is added. This limit is what is referred to as “remote earth”. It can be large or small, depending on size of electrode, soil type, prevailing weather and climate conditions, and other factors. But the accuracy and reliability of the measurement depend on it. It can be seen, therefore, that getting a good ground resistance measurement can be a complicated and demanding operation. It’s not like hooking up a DMM! But modern features added to ground test meters have come a long way in effectively dealing with potential problems. One of the most useful developments is in noise mitigation. In the old days, noise mitigation consisted in judiciously guessing the 8

midpoint of pointer swing. Then, useful suppression features were added; noise filtration, frequency adjustment, high current option. These went a long way to eliminating noise interference from the measurement, and in most normal testing environments, a quality instrument and trained operator would suffice. But there were still problem areas. Noise is one of the worst electrical problems in many applications and can be a formidable barrier to reliable results and acceptable performance. For good grounding, substations and heavy industry can provide daunting noise sources that make testing and evaluation difficult, deceptive and inconclusive. A valuable addition to the modern full-featured ground tester is the continuous graphic mode. With this function,

the operator can view in real time, straight from the display, the amount, characteristics, and progress of noise interference in the measurement. Your neighbor may be your biggest problem. It isn’t just the grounded electrical system under test that puts noise onto the test setup. Neighboring properties can be prime contributors, and they have the added disadvantage that you can’t turn off equipment to mitigate the source. An advanced instrument with a continuous graphical mode can effectively counter this problem by displaying the extent of background noise in real time against the measurement. With an old-style tester, a reading taken at any given time may or may not be affected by noise interference and the operator has no way of knowing except by judicious guesswork. Running the test continuously or repeatedly could be a help but often led to a series of different readings with no objective way of knowing which is correct. In worst case, a single test could be run at a bad time and produce a highly inaccurate reading with the operator accepting it as good. Two typical examples are shown in Fig. 1 from one of the most prevalent problem areas, utility substations. Taken with an oscilloscope, the top graphic shows a regular fluctuation of as much as 30 volts in regular intervals. This is beyond the tolerance level of many common ground testers. Undetected, it would cause destabilization of the reading and possibly promote the acceptance of a highly influenced measurement as a valid reading. The bottom graphic of interference versus frequency shows a pronounced spike at 60 Hz. An instrument of a quality tech level would have a frequency adjustment feature, so that the operator would not have to accept a reading that may have inadvertently been left on 60 Hz. In Fig. 2 it is shown that a less electrically active site, in this case a church, can still have a burst of noise activity, around 4 volts for about 2 minutes, and again at 60 Hz, with additional harmonics at less intensity. A fairly common tester of good quality would be expected to have tolerance for this level, and so a graphic mode wouldn’t necessarily be required. Fig. 3 was taken from a tester with full noise defeating features. Even smoothed out, the graph is far from the flat line you would expect from a perfectly quiet test (Continued ON page 12)

area. But it shows that the destabilization of the anticipated flat line over an interval of a minute has been reduced to only hundredths of a volt, effectively eliminating ambient noise which could be reflected in jumping digits on a less developed tester’s display. Fig. 4 indicates the pronounced effect of a discrete electrical event occurring on the system while the test is in progress. It could be startup of a heavy piece of equipment drawing current. Once again, a ground test reading taken right at that time could be negatively influenced. Without a graphic mode feature on the tester, the operator could be taken unaware. If you’ve detected noise interference, 12

what can be done about it? The most long-standing remedy is simply to try to get away from it. Move the leads and probes. Position the current probe as far from any electrical source as possible. Especially, try to get at right angles. If you suspect the noise is being generated by some longitudinal source, like a power line, try to cross it at a right angle or as close to that as possible. Whatever you do, don’t run parallel! The first electronic corrective feature is to adjust the frequency of the test signal. This option was not available in early testers and many still do not offer it. But quality testers have steadily expanded the capability, now

to even half-Hertz intervals over a wide range. Furthermore, a top-of-line instrument will include an input bandpass filter to perform an auto scan and find the quietest frequency. The operator is left with the option of manual selection or accepting the tester’s choice. Finally, as we’ve indicated, if the tester has a graphic mode, the results can be analyzed over time for stability and repeatability. This ability makes an objective determination of result acceptance, removing all guesswork and operator influence on test results, and provides an objective factor against third party discussion. Let’s take a look at how this capability can help in a practical example. A substation was surrounded by heavy industry and active railroad tracks. The electrical maintenance program called for bi-annual shutdown and testing. This included the grounding system, a critical and indispensable part of substation function. Time is money and with the station shut down, testing had to be completed in two to three days. But even shut down, noise proved a problem for the grid testing. It emanated from the adjacent properties. Routine procedure called for five tests to be made with reasonable agreement and then averaged. Standard ground testers without augmented noise capabilities, however, frequently produced such lack of agreement as to be unacceptable. An advanced model, however, dealt with the problem efficiently and effectively. Switching on graphic mode readily identified the problem and eliminated guesswork and trial-and-error. Filtering and high current functions then empowered the tester to extract meaningful results despite the presence of noise. Testing could proceed without interruption and on schedule. Do you need an advanced tester complete with graphic mode? Not necessarily. Size of the electrode is a determining factor. Smaller systems consisting of a limited number of rods can generally be tested with a standard-quality instrument. Electrodes falling within industry-standard 5 – 10 Ω range generally can be tested. But large electrodes with exceptionally low resistance requirements, especially if in high resistivity soil that doesn’t mitigate noise well, can be prohibitively difficult to test reliably in the absence of state-of-theart features and functions. o

Compression Grounding and Cable Cleats are Driving Successful Infrastructure Projects, and Engineers and Contractors are Taking Notice By Fred Dorman There are many ways for an infrastructure project to go wrong. Getting the design and installation of electrical infrastructure correct from the start is a crucial for a successful project. An improper design and installation plan for electrical infrastructure can set any well-intended project up for failure before ground is even broken and before any of its supposed benefits can be realized. Understanding and implementing the right electrical infrastructure and partnering with the right manufacturers is critical in avoiding the negative ramifications of failed infrastructure projects. By doing the design and installation of electrical infrastructure right the first time with standardized processes, rework that takes away from on-time delivery becomes preventable. With projects approved with an expected return on investment, the proper design and installation of electrical grounding and short circuit protection is paramount so that it can be installed to increase productivity and profitability. The right electrical foundation for industrial environments ensures that a project is built to improve system reliability, while also providing a safe work environment. There are two commonly accepted methods for connecting wireto-ground rods, wire-to-rebar, or wire-to-wire in direct burial grounding applications: 1.) exothermic grounding and 2.) the safer, quicker alternative - compression grounding.

Exothermic Grounding Exothermic grounding uses weld metal which, when ignited, creates a combustible exothermic reaction with a temperature of up to 3,000°F in a contained enclosure to weld two elements together, such as wire-to-ground rod, wire-to-rebar, or wire-to-wire. Although this is the most commonly used method and has been around for decades, it has limitations because is not UL 467 compliant, can be dangerous for workers, requires hot permits, is difficult to perform in wet environments, is time consum-

ing, and is not visually inspectable. To meet UL 467, a general safety standard used in grounding and bonding, various tests are conducted, and requirements are provided as a baseline of quality for grounding and bonding equipment. All reputable manufacturers of direct burial exothermic and compression grounding connectors comply with UL 467, which provides requirements for tensile force strength, short time current, direct burial and markings such as DB (direct burial rated). Compression Grounding Although less commonly used than the exothermic method because it is a newer solution, compression grounding is a visually inspectable UL 467 approved method for making direct burial grounding connections. Gaining preference as engineers and contractors learn its benefits, it adheres to IEEE 837-2014, a much more stringent requirement than UL 467 that is not subject to a third-party testing agency. It is, instead, self-proclaiming by the manufacturer, who should provide test data to show that they comply. Required in the harsh and heavy environments often seen in industrial applications like offshore oil rigs, mining, and coastal environments, IEEE 837-2014 is an approved method for making direct burial grounding connections. Using a compression-style grounding connector that can be crimped using an ergonomic manual or battery-operated tool ensures a long-lasting connection. product SPOTLIGHT PANDUIT (Continued FROM page 14) compound on the connector provides a high quality electrical and mechanical bond, and cable ties act as a third hand to hold the connector and elements to which they are being connected in place while their free hands operate the crimping tool. Stainless Steel Locking Tie Cleats Stainless steel locking tie cleats feature a polyurethane cushion to prevent damage to cables and mounting brackets to secure the tie to various styles of ladder rack. These cleats are suited for lower to medium peak short circuit current requirements and can be installed using a manual or battery-operated installation tool, which helps reduce installation time. Clamp-Style Cable Cleats Clamp-style cable cleats are a widely used cleat solution also suited for a broad range of peak short circuit current requirements and are the most durable for high peak kA requirements. Standards Compliance The key to the success of any design and installation of electrical grounding and short circuit protection, though, are standards. Standards compliance provides engineers and procurement with a baseline to read beyond a supplier’s marketing and compare like products. They highlight a product’s ability to get the job done, having been rigorously tested to prove reliability. With the global scale of projects being worked on, standards ensure there is seamless integration of these proven products when work is done across borders and that product safety is guaranteed. Most megaprojects - those that cost $1 billion or more - go over budget, according to the McKinsey Global In1

With these sorts of projects approved with an expected return on investment, these negative outcomes will have the opposite effect of their intended purpose and burden investors with losses, taxpayers with higher taxes, and break down earlier than expected. The article deals only with the bypass function, which must not be confused with open- or closed-transition automatic or manual transfer switching.

Fail-safe Bypass Design Fail-safe bypass/isolation switches provide an absolutely foolproof method of bypassing either the normal or the emergency power source around the automatic transfer switch (ATS) part of the unit to the load. To achieve maximum operational flex18

ibility, the fail-safe bypass design utilizes an additional set of load contacts between the manual bypass switch section and the automatic transfer switch section (see Figure 1), which allows the bypass switch handle to be thrown at any time—regardless of the position or

condition of the transfer switch. This extra set of load contacts in the bypass switch section momentarily isolates the load side of the ATS, allowing an operator to actuate the source bypass contacts with no thought whatsoever to the ATS. This is a (Continued ON page 20)

After quickly checking to see that emergency power is available (automatic engine start would have been initiated upon failure of the normal source), the operator can simply throw the bypass handle to emergency—in one single motion. Advantages •D esigned for rapid response in emergencies, the fail-safe bypass switch offers a fast, easy, totally mechanical, and absolutely foolproof method of bypassing the ATS—regardless of its condition or position—and allows an operator to restore power quickly to vital circuits in an emergency. • The design is extremely simple and reliable. With its additional load contacts and foolproof mechanical interlocks, the fail-safe bypass switch design precludes the possibility of a direct short circuit that could bring down the entire power system. • The fail-safe bypass switch’s foolproof mechanical interlock system is not dependent upon additional electrical interlocks, such as those required with maintenance bypass designs. Mechanical interlocks are engineered and purpose-built for extreme reliability. Their cam design, precision machining, and welding ensure long-term alignment and flawless operation without need for adjustment. Aircraft ball joints prevent interlock rods from binding. •F ail-safe bypass switch contact mechanisms are identical to those used in the switch’s ATS section, simplifying maintenance and stocking of spare parts. Disadvantage
Maintenance Bypass Switch Design To bypass to either the normal or emergency source with a maintenance bypass switch, the ATS must be in the source position to which the operator wishes to bypass. If it is not, then it must be electrically or manually transferred to that source be|

When designing or updating a power control system, it is very important to choose the ATS/ bypass switch type best suited to the particular use case.
“Bypass of load to either the normal or emergency power source with complete isolation of the automatic transfer switch shall be possible regardless of the position or condition of the automatic transfer switch”. • If for some reason the automatic transfer switch portion of the unit has been rendered mechanically or electrically inoperable while in the opposite position, bypass becomes impossible and the bypass/isolation switch is left useless. It is also important to consider that, in accordance with UL l008, manual operation of the automatic transfer switch is hazardous unless the manual operating handle of the transfer switch is external to the enclosure (a feature not typically specified). • To prevent the possibility of a direct short circuit (by inadvertently connecting both sources together), the operation of most maintenance bypass switches is inhibited by an elaborate arrangement of electrical and mechanical interlocks that prevents the operator from bypassing a source to load while the transfer switch is in the alternate source (see Figure 2). The more elaborate these safeguards, the greater the possibility of malfunction or operator error. Conclusion

In this situation, operating the bypass switch could trigger an extended electrical outage (ironically, a situation it was designed to prevent) and/or present a serious safety hazard to personnel. Advantage • Allows bypass of the ATS section from either normal source to load or emergency source to load without load interruption, but only if the ATS is connected to the source to which the operator wishes to bypass. Otherwise, the operator must first manually transfer the ATS to this source and experience a load interruption.
• When a fail-safe bypass switch is bypassed, its load contacts will cause the same type of momentary load interruption that occurs when transferring a comparably sized transfer switch.

fore it can be safely bypassed. Some designs require feeder breakers to be opened first to accomplish the transfer. Or, the manual bypass switch must be bypassed to whatever source position the ATS is in, the ATS must be isolated, then the manual bypass switch must be bypassed a second time to the desired alternate source. In an emergency situation, these additional steps can significantly increase the time required to bypass the ATS and restore power to the load. In addition, if the ATS portion of the unit has been damaged or intentionally locked in the opposite position, a manual transfer could be, at best, extremely hazardous or, at worst,

With its additional (break-before-make) load contacts, the fail-safe bypass switch design reduces the number of steps and, therefore, the time required to bypass the ATS. This design allows the bypass switch to be thrown at any time—regardless of the position or condition of the ATS— dramatically simplifying the switch’s operation in emergencies and virtually eliminating the chance of operator error. Fail-safe bypass switches should be considered when simple, fast and foolproof bypassing is needed for emergency outage situations and is the overriding concern. Maintenance bypass switches should be considered when maintenance is the overriding concern. Both types are advantageous in different use cases. When designing or updating a power control system, it is very important to choose the ATS/bypass switch type best suited to the particular use case. o

Vince Miller started Miller Safety Consultants, veteran owned business in 1999. The goal of the business was to provide cost effective safety consulting, employee training such as: confined space entry, fall protection, electrical safety and provide sales of electrical shock and flash protective equipment and fall protection equipment to businesses in the Washington DC area. Reliance Industries provided fall protection products and much of the sales and training was on behalf of the supplier. In 2000, the owner decided to retire from his business, and Vince decided to discontinue the fall protection line of his business and concentrate more in the electrical training and products. Vince had been a distributor for Certified Insulated Products (CIP), a manufacturer of electrical insulated tools and electrical arc flash clothing manufactured by Otex in Rochester, New York. Working closely with the manufacturer, they have made slight changes in how the cloth pattern was modified to meet final production. An example is the lightweight 40 Calorie vented hood offered by Otex. The material is of the latest technology. The vented assembly is constructed for balance on the back of the hardhat and the airflow is 27 CFM to prevent fogging of the face shield and provide cooling to the worker. It took over a year to develop the product with the user prior to having the hood “flash tested”. This product is now standard issue with many electrical contractors. Being a small business and having quality providers has resulted in satisfied customers for Miller Safety Consultants. New Wire Mesh Cable Tray Production Line On March 28th, Chalfant Manufacturing Co., a member of the OBO Bettermann Group, conducted a ribbon cutting ceremony for its new state of the art, wire mesh welding manufacturing facility. The new production line at Chalfant’s second production facility in Ohio is now responsible for producing the complete line of wire mesh cable trays, a product previously imported from Europe. The new wire mesh welding machine was not only a large investment of capital, but also an investment in the time and training of personnel. Machine operators, along with our plant manager, spent months training in Europe including France, Hungary, and at the OBO Better-
mann Global Headquarters in Menden, Germany. There, they learned every aspect of the machine including full operations and how to properly maintain this new equipment. From the months spent training in Europe to the weeks for machine transportation via container across the Atlantic, the journey has been truly global. “It seems the world is becoming smaller and smaller and this project shows what you can achieve with international power.” states, Torsten Schlegel, President of Chalfant Manufacturing.
