OUR ORGANISATION Dear Members, Launched in 2019, the 25/25 program changed how SPASA engages with and provides value to our members and delivers on the constitutional objectives. COVID-19 has shown 25% growth is achievable in a short time by removing a large industry competitor; travel. The intent behind the 25% growth of industry hasn’t changed. It forces us to ask the hard questions around what has been achieved and how it can be sustained. Our members know that the path to where we are today will not be the same to get us to 2025. However, the fundamentals remain. Our pillars provide us with the structure needed to serve members and our objectives, which are continuously reviewed to ensure relevance, allow for growth and innovation. This year’s Annual Report provides a different communication style to previous years. We have sought to provide clarity on the strategies of the Association; to show what we are working on, how we are progressing and why it adds value to our members, industry and the community at large. The increase year on year in membership, subscribers, expo attendance and the level of engagement in education provides positive feedback to us that this strategic and collaborative approach is what is required to succeed.
SPASA remains committed to its 2025 vision for the aquatics industry. The purpose of this Annual Report is to celebrate our successes and more importantly, highlight areas that require greater focus from industry in policy development. Please review this summary of the output from the past year and gauge for yourself whether we’re on track to meet the aspirations of the 25/25 vision. We encourage input and constructive feedback from all and expect to consistently evolve based on this advice. The rate SPASA has expanded and grown since its unification in 2017 is a testament to the board, committees and staff. I have the privilege to lead a tremendously dedicated group of people who embrace a start-up style culture to deliver extreme efficiency and effectiveness. The Board is a diverse group of skilled volunteer professionals whose positive strategic culture sets the standard which flows throughout SPASA and into our programs and services. I thank each of them for their support, time and input.

SPASA has continuously evolved to better service our members and organisational objectives. Half of our highly skilled staff are dedicated to local support, serving member needs in their home states and giving us a leading edge staff to stakeholder ratio in the associations sector. CHAIRPERSON REPORT It is a great pleasure to sit as Chairperson of the Board for SPASA Australia, working alongside a team of dedicated and highly accomplished individuals within our industry who give of their time and knowledge to help steer the Association to achieve outcomes that benefit the whole industry – from back door to boundary. The unique circumstances of 2020 saw the Board meet formally online bi-monthly, but lots of subcommittee and informal discussions continued behind the scenes to navigate the rollercoaster that is a global pandemic, whilst still advancing the Association in line with our Strategic Plan. I would like to take this opportunity to thank each and every member of the Board, as well as all of the SPASA staff, who worked tirelessly throughout 2020 to ensure that business could continue throughout these uncertain times.
COVID-19 showed the value of a united national body, advocating at all levels to promote the value of our industry. SPASA Australia advocated that the pool and spa industry be recognised as an essential service delivering important health and safety benefits to the community. SPASA Australia continues to advocate for one united body across Australia and New Zealand and stands by its assertion that our greatest impact can be achieved by working in unison. The 2020 AGM saw several Board members retire, as part of the biannual renewal process. I would like to thank outgoing members John Daniel, Neil Davey, Elena Gosse, Garth Jackson and Andrew Jakovac for their commitment and dedication to the SPASA Australia Board.

The Board is a group of volunteer individuals that govern, control, direct and manage the Association in accordance with its constitution. They are responsible for the overall management, strategic direction and for delivering accountable performance in accordance with the Association’s goals and objectives. The day-to-day operations of the organisation are delegated to the management team via the CEO, but the board remains accountable to the members for the Association’s performance. They monitor and support management through regular meetings and the establishment of subcommittees where required, ensuring the Association develops and implements strategies and supporting policies to enable it to fulfill the objectives set out in the constitution. The Board also ensures systems, processes and procedures are in place to enable the Association to comply with legal, regulatory and industry obligations and to protect assets and operations by not exposing the Association to undue risk. Boards therefore need to have a broad mix of competencies, knowledge and experience. It is ideal to have board members with a complimentary range of experience, skills and attributes to represent members, and the industry.

FINANCE REPORT It is my pleasure to submit to members the 2020 consolidated Annual Report of the Swimming Pool & Spa Association of Australia Ltd (SPASA). SPASA reports all entities in a consolidated manner, including the Institute of Research and Learning, SPASA Australia Benefits the Trustee Watertight trust fund and the Pool and Spa Association Limited (NZ). This provides a total true and correct report of all financial operations within SPASA Australia’s responsibility. COVID-19 had a large impact last year, with event income reduced significantly due to the postponement of almost all scheduled events across 2020. Government support in the form of Job Keeper and the Cash Flow Boost provided $351,100 to the bottom line, ensuring SPASA could retain all staff at full-time hours. This enabled the delivery of increased advocacy and industry communication that supported members during an unprecedented time where everyone was responding to a global pandemic. In addition to the strong financial position and sustainable business model of SPASA, this support ensured we could withstand something as detrimental as COVID-19 while increasing our support to members across Australia and New Zealand.

The Association’s external Auditors, William Buck Accountants and Advisors, conducted the Audit Report for the year ending 31 December 2020. Key findings from this audit can be found on the opposite page. I’d like to take this opportunity to thank Lindsay, Melinda and the whole SPASA team for a remarkable effort during the year and congratulate them all on the achievements they’ve managed to accomplish, both financial and non-financial, for the Association, Members and Industry as a whole. SPASA Australia continues to focus on building a strong and sustainable financial position for the long term to help underpin its ability to support and help member businesses grow into the future, and it was an honour to see the Association be in a position to do just that in my role over the last 12 months.

Key points from the 2020 Financial results include: • Operational efficiency and growth programs resulted in a full year underlying net surplus of $185,247 (total reported net profit of $536,347 including Government stimulus), supported by a Net Asset and Equity base of $4,872,998. • Membership revenue increased by 7%, which is all the more impressive given it includes the impact of the planned reduction to our builder member fee structure during the period. This reduction follows the program initiated in 2017 to reduce the number of tiered fee structures and deliver a more consistent and fairer fee model to suit our membership. • The Investment strategy saw the 2019 acquisition of the Pool+Spa Media business transition from a trade-based product to one more focussed on the consumer. The SPLASH! Magazine provided relief to advertisers for the early part of 2020 to assist with the unknown impact of COVID-19. This negative impact in advertising revenue for SPASA was appreciated by our advertising partners who continued to support the SPLASH! brand and have embraced the Pool & Spa strategy to raise consumer awareness of the industry. • Research and Education investment took another leap forward with SPASA Training and the Registered Training Organisation rebranding in 2020 as the Institute of Research and Learning. The Institute of Research and Learning proudly invested $752,044 in workshops and trade qualifications during the year. • New Accounting Standards impacted the way we accounted for our South Australian premises with rental expenses now being classified as depreciation and financing expenses. The net impact on the reported results however is minimal once group consolidations are taken into account. To help meet the future requirements of the industry the SPASA offices in SA and NSW (which is also owned by the consolidated entities of the Association) have a valuation reflecting $1,607,690. • Despite the impacts of COVID-19 the Association was able to continue towards its strategic goal of increasing member support and was fortunate to be able to invest in some great people to help achieve this. SPASA welcomed new Business Development Managers Daena Bougoure-Latchford in Victoria and Michael Brennan in NSW during the year. The plan to hire a General Manager for the Pool & Spa Association Limited (NZ) closely followed, with Jonty Mills subsequently starting at the beginning of 2021.

Daena Bougoure-Latchford Business Development Executive Victoria Daena Bougoure-Latchford has hit the ground running in Victoria since her commencement in July of 2020. Daena has extensive experience in building customer relationships based on value and trust and is extremely enthusiastic about growing the industry in Victoria.

Micheal Brennan Business Development Executive New South Wales Michael Brennan started in New South Wales in October and is based from the SPASA office in North Parramatta. Mick is a well-respected, long standing member of the pool industry across various sectors. His technical knowledge makes him a great addition to the SPASA team.

1000 members As of January 2021, SPASA Australia exceeded 1,000 member organisations
By the end of 2020 SPASA were just shy of 1000 members across Australia and New Zealand. Our numbers have grown steadily over the years and we are very proud to say that in early 2021 we reached over 1000 members. Our planned reduction to our builder member fee structure continues. This reduction follows the program initiated in 2017 to reduce the number of tiered fee structures and deliver a more consistent and fairer fee model to suit our membership._ Networking was a little more difficult in 2020 due to the pandemic, however this led to many positives for our industry through collaboration and new forms of communication.

SPASA has been working on a community platform for members to foster the growth of this communication and look forward to launching this to our members in 2021. The Building Business Conference was presented in September by our RTO, The Institute of Research and Learning. Learning The event was supported by both SPASA and the Australian Swim Schools Association and was held online via an events portal. This successful event featured presentations from eight leading speakers in their field and provided attendees lots of networking opportunity resulting in robust discussion. The event was proudly sponsored by Fluidra, Pentair and Hayward.

Last year we launched SPASA Contracts, which are available exclusively to SPASA Australia members and allow businesses to complete professional and secure swimming pool building contracts online, anywhere!
After significant consultation and legal advice these member contracts (physical and digital) were released, enabling members to be better protected than ever before whilst consumers will be the recipients of a contract with clear terms with supporting information, raising the standard of our members in the eye of the consumer. We were lucky enough to hold end of year celebrations in Brisbane and Adelaide due to the lifting of restrictions, and look forward to being able to bring more of you together once again throughout 2021.

Westfund Health Insurance is a fellow not-for-profit which offers a network of health providers located across Australia to support, add benefits and improved services to members at a discounted rate. Podium offers customer interaction technology (including two-way messaging and webchat). This provides the ability to invite customers via SMS and/or email to review local operations on local listings and to interact with customers via SMS and/or email, plus much more. Podium has assisted SPASA greatly with our strategic goal of increasing customer referrals to members.

In 2020 our Registered Training Organisation (RTO) evolved into the Institute of Research and Learning Limited (IRL).
This was the first step towards our strategic goal of developing a leading RTO delivering a full range of training options and expanding our education and recognition programs to meet industry needs and emerging requirements. Our ultimate goal is to be able to attract, retain and grow talent in our industry by being able to promote ourselves as a career destination of choice with professional training programs and clear progression pathways.

Trade Students
Last year we increased our scope of course offering, adding a range of business and management qualifications to further strengthen our industry as well as target students from outside of the swimming pool and spa industry. This additional revenue enables IRLearning to further invest in recognition of our qualifications across Australia and New Zealand, as well as develop and review our offering to ensure our industry continues to evolve. Awareness continues to grow with our increased course offering, with over 500 new students enrolling in trade qualifications. SPASA added new Building and Landscaping trainers in 2020 – providing additional support for our students.

This offers industry an improved learning and more robust licencing pathway. There were some setbacks to education in 2020 due to COVID-19. We could not run our national training calendar workshops as scheduled due to travel and distancing restrictions, however we delivered a free webinar series in business management skills. We successfully fought off a challenge to have the units from the Building and Construction CPC40110 retained in the CPC40808 - Cert IV Swimming Pool and Spa Building qualification. This would have kept our profession from being seen as an equal to other trades.

The new qualification, Certificate IV in Swimming Pool and Spa Building (CPC40820) has direct relevance and appropriate outcomes to the sectors within the swimming pool construction, installation and interior finishing sectors. Our position was accepted by ARTIBUS and ultimately the Australian Industry and Skills Committee (AISC). In 2020 we successfully applied to the Victorian Building Authority to be an endorsed VBA provider of their course - VBAISP2020 – Barrier Inspections. Enrollment of students commenced after receiving formal notification in September from the VBA, with 95 students completing the qualifications by the end of December.
SPASA commissioned Griffith University to author a Discussion Paper on the risk to public safety caused by inadequate pool or spa maintenance last year. This assisted with lobbying local and federal governments about the importance of maintenance during COVID-19. The Resurg Benchmarking Project also commenced in 2020, this exercise will gather data to set industry wide benchmarks on key metrics that create operational challenges and ultimately competition that will drive increased industry performance.
Also in Victoria, our submission to the Department of Environment, Land, Water and Planning (DELWP) regarding CPD for builders, pool builders and plumbers resulted in the opportunity for pool and spa builders to undertake flexible, no cost and low cost CPD sessions and workshops. Work has also continued in progressing with qualifications in New Zealand. Last year we engaged with New Zealand Qualifications Authority (NZQA) to have our swimming pool service and pool building qualifications recognised, receiving notification that our CPP31218 was awarded equivalency status against NZQA standards.

Advocate responsible outcomes for members and the community
We will: • Be the voice for the pool and spa industry • Lobby authorities on behalf of members • Advocate for responsible policy outcomes • Publish best practice guidelines. A key focus of representation throughout 2020 was the ongoing impact of COVID-19. SPASA successfully lobbied government across Australia and New Zealand, advocating for our industry to be classified as an essential service as we deliver products and services that ensure health and safety in the backyards of millions through our diverse trades covering all sectors including construction, retail, service, supply and manufacture.
SPASA represents and advocates for all sectors of the spa and pool industry ensuring all members in all regions across Australia and New Zealand are supported equally. SPASA used various platforms to update both members and consumers throughout lockdowns and restrictions. Members were kept abreast of critical information such as implications to building and construction contracts, information on maintaining pool and water safety, workplace entitlements and obligations, economic support from federal and state governments, restrictions to trade, social distancing requirements and more. Ensuring our members were well equipped with all necessary information provided comfort to consumers, assuring them that members were open for business and taking necessary precautions to ensure their safety by instigating services such as contact-free home delivery, service and construction.
Key COVID-19 Messaging Pool and spa businesses are an essential service that manage the service, maintenance and construction of swimming pools and spas, to prevent the transmission of infectious diseases and maintain community health Pool and spa businesses are essential to public safety as we undertake safety assessments to keep children and the public protected in a compliant pool and spa environment Pool and spa businesses are viewed as professional, responsible and trusted to work unsupervised in backyards. We adhere to Government requirements, such as social distancing, strict hygiene processes and contact-free construction, retail and service PAGE 20

To improve industry knowledge and awareness, SPASA often works in partnership with other Associations and bodies. In 2020 we worked with Master Electricians Australia and New Zealand to prepare industry and consumer guidance documents, specifically on the issue of equipotential bonding. “ Safety of pool builders, service technicians, electricians and consumers is paramount, that’s why SPASA Australia and Master Electricians Australia have worked together to prepare industry and consumer guidance documents specifically on this issue,” Lindsay McGrath, CEO SPASA Australia. SPASA also worked alongside the Department of Industry, Science, Energy and Resources to obtain feedback on the exposure draft of the Greenhouse and Energy Performance Standards (GEMS) determination on swimming pool pumps. Climate Care Certified is the industry’s efficiency and sustainability certification program. SPASA is proud to deliver an industry wide program to support, protect and promote the way the swimming pool and spa industry operates and strives for best practice sustainable solutions.
CCC Active Products All Climate Care Certified products undergo independent third-party testing and/or verification to assess and report on claims being made such as water efficiency and energy savings. Only credible and trusted local, national and international testing and verification bodies are considered by SPASA to ensure that claims being made on energy and water efficiency and sustainability are substantiated. Climate Care Certified highlights your products environmentally sustainable qualities. It also shows your commitment to preserving the environment and industry best practice, and demonstrates your investment in the industry’s sustainable future which inspires others to do the same.
Climate Care Certified continued to grow through 2020, with 28 applications approved throughout the year and an impressive total of 50 products now certified through the program since implementation in late 2018, and a further 15 products in review. SPASA AUSTRALIA - ANNUAL REPORT 2019

Mermaid Pool Constructions - Pool and Spa Combination - Concrete
A particular highlight for Climate Care Certified in 2020 was working with the water regulatory bodies in Queensland, South Australia and New South Wales to combat drought conditions through the introduction of Climate Care Pool Covers. This resulted in the Climate Care Certified program being recognised as a sustainability program by SEQWater, SA Water, Hunter Water and Sydney Water.
Throughout the year, SPASA provided many submissions to governments at state and federal level, including the following: • Review of AGVET chemicals regulatory framework in order to remove consumer products and swimming pool and spa chemicals, antifouling paints and certain overthe-counter companion animal products from the AGVET chemicals regulatory system due to low risk profile; • Contested APVMA decision to ban hydrogen peroxide and/or polyhexanide hydrochloride swimming pool and spa pool sanitiser products. Industry pushback and court challenge reversed APVMA’s decision; • National Registration Framework – to enhance public confidence and improve national consistency in the registration of building practitioners.

SPASA has sat on nearly 50 standards in the last five years, with seats on an additional ten added to our remit in 2020, including the following highlights: • Restart of Pool Barrier Standard - AS1926.1; • AS1838 – 2021 Swimming pools - Premoulded fibre reinforced plastics design and fabrication (Previously AS/NZS 1838:1994) finalised for release; • AS1839 – 2021 Swimming pools - Premoulded fibre reinforced plastics installation (Previously AS/ NZS 1839:1994) finalised for release; • Commenced Pool Solar Heating Standard – AS3634 to update current standard and better protect and improve industry and consumer outcomes; • Commenced new Pool Cover Standard - AS5348 to provide new performance-based standard for all pool covers to benchmark against; • Revision on AS1288 - Glass in Buildings - Selection and installation to ensure glass used for pool barriers is properly captured.

Market members and ownership of a pool and spa
We will: • Promote a positive view of pool and spa ownership and lifestyle • Increase the recognition and respect of the professions that deliver their products and services • Direct more customers to our members Keeping our industry and the community healthy became our number one objective in 2020. While it was an uncertain time, SPASA Australia closely monitored developments related to Coronavirus (COVID-19) and provided reassurance through communications to members, industry, and the general community. SPASA provided a collection of posters, social media tiles and infographics for members to use, along with up to the minute general information and advice. Our #spasapoolhero, #swimcation and #onepoolatatime campaigns provided marketing support to businesses, while also targeting consumers through our communication channels.
Where possible our regular promotions continued in 2020, they just looked a little different. We were able to hold one expo (NSW) before restrictions were implemented. Our awards program for 2020 was a resounding success thanks to the wonderful team at Wise Connections who worked around the clock to assist us with delivering the program virtually, which enabled consumers to be involved for the first time. A key highlight for winners were the individual videos provided after the event that allowed them a unique marketing tool to promote their win through their own channels to maximise the impact of this recognition and generate further leads/bookings on the back of their win.

Our partnerships continued to go from strength to strength in 2020, delivering more options for our members to save money for their businesses whilst supporting the organisations that support SPASA. Podium, Payright and Westfund Health Insurance all came on board as partners last year and SPASA hosted a number of webinars to introduce these partners and a number of general communications pieces were sent out to members explaining the services they offer. In 2020 we launched Pool & Spa Enhancing Outdoor Life magazine, with three issues published before December. Designed to create a significant source of lead generation from consumers that are aspiring towards a better outdoor life, this new magazine tells the stories and captures the overwhelming and countless positive experiences and lifestyle benefits of Pool and Spa ownership. SPASA is dedicated to exploring exciting new ways to reach existing and prospective pool and spa owners. If only 2% of current owners convinced their neighbour of the value of a pool or spa, the industry’s yearly construction and sales would double. The Pool & Spa brand is expanding beyond the traditional yearly magazine and expos into a year round brand that supports the entire consumer life cycle.

SPLASH! is the voice of the industry to the industry. The magazine includes the latest industry news and case studies, as well as in-depth features on a broad range of issues relevant to the residential and commercial pool and spa market.
The growth experienced in 2020 for the SPLASH! brand was astounding. In June SPLASH! launched its remarketing initiative, running 76 campaigns. In December SPLASH! also launched a podcast called Ready.Set.SPLASH! with early results demonstrating significant interest in this new brand platform.

SPASA maintains ten websites on behalf of members to ensure that we deliver on our strategy to promote and grow the industry to all sectors. These websites are continually monitored and updated as required. During the peak of the concern around the pandemic in Australia, the SPASA website had a 300% increase in users over a standard month. Statistics from the website continue to show us that fencing legislation remains one of the most searched topics – with information on fencing regulations by state provided by SPASA accessed the most on the SPASA website.
In line with our strategic goal to be the voice of the industry, SPASA provided articles to several magazines and news outlets promoting the industry throughout 2020, as well as participating in several radio interviews. The positive relationships being built by SPASA will enable us to continue to capitalise on extensive promotion of our industry to consumers.
The sky is the limit in 2021! Consistent growth is made easier with partners and sponsors who embrace our long term vision. SPASA acknowledges our year round sponsors who make is possible for the association to explore new promotional ideas to grow the industry, which benefits all members.

SPASA is a well-governed association that adopts best practice to benefit members improving effectiveness and efficiency of our services. We represent a network of professionals who seek to provide families a better life through ownership and access to pools and spas. Swimming is part of the Australasian culture and it is our belief that everyone deserves to swim, play and relax in a beautiful pool or spa. An association needs a solid foundation to assure sound governance and management of the organisation. The basis of this is a clearly defined vision and mission, with a well-managed organisational capacity and capability to deliver on these to meet the organisation’s strategic objectives. This also enables an association to promote ethical and responsible decision making to its members while safeguarding the organisation’s financial position, integrity and sustainability.
The plan was prepared using information provided by the Association, members, leadership and staff and sets clear direction and time frames as well as how our success will be measured. Hot on the tail of our expansion into SPLASH! and the Pool & Spa magazine, in 2020 we merged with the Pool and Spa Covers Association of Australia (PASCAA), a collaboration of leading Australian manufacturers and fabricators of pool and spa covers. This merger is another step towards the strategic goal for SPASA of one unified industry voice, promoting the pool and spa lifestyle.
Throughout 2019/2020 the board confirmed the values of the Association and further developed the Strategic Plan 20-25, formalising the direction of the organisation and sharpening our focus.

Derek Prince, Vice-President of PASCAA, said “PASCAA is proud to merge with the peak industry body. SPASA Australia set out to and has achieved their clear goals to build our national industry body and PASCAA has seen the importance of one body to unify our swimming pool industry. This merger will deliver a better outcome for the swimming pool industry and ultimately the consumer.” Recruitment commenced for a General Manager for SPASA New Zealand at the end of 2020, with Jonty Mills appointed to the position and commencing in early 2021. As a previous CEO of membershipbased organisation Water Safety New Zealand, preceded by a lengthy career in the private sector, Jonty comes with a wealth of leadership and advocacy experience across diverse stakeholder and membership groups. Describing himself as fundamentally about people and partnerships, Jonty has a specialist background in commercial business, communications and relationship management across the private, public and notfor-profit sectors. He is looking forward to moving the industry forward in New Zealand with a strong united voice and member benefits delivered locally by a local. SPASA AUSTRALIA - ANNUAL REPORT 2019

SPASA also works to ensure that the board are qualified and skilled for the future of the Association by mapping their skills and identifying opportunities to strengthen their capabilities.
