As the days grow longer and the weather warms up, it's time to embrace the beauty of nature and explore the wonders of our local parks. In this newsletter, we'll be your guide to all things spring and summer, from exciting activities and upcoming improvements to tips for making the most of your time amidst the lush greenery and vibrant blossoms.
In addition to changes to our on-line registration system for ease of use, we are extending our Administration Office hours providing greater flexibility. Page 15 details the addition of early morning and evening hours June 3 through August 2 to accommodate busy schedules whether in person or by telephone. We also have 3 Saturday mornings our Administrative Office Staff is here to serve you!
Do you have your Parks Passport Card? Don’t forget as a Resident of the City of St. Charles, you’ll need your card to enter Blanchette or Wapelhorst Aquatic Facilities. The current card is valid through December 31, 2024 so if you still have one from last year, you are ready for swimming season. Need a Parks Passport Card, visit our Administration Office with a valid driver’s license and current utility bill for proof of residency. Oh, and they are FREE. Join us as we celebrate the arrival of the seasons, breathe in the fresh air, and revel in the joy of spending time outdoors. PARKS PASSPORT INFO
St. Charles City Residents will need a Parks Passport Card to enter the Aquatic Facilities. The free Parks Passport Cards can be obtained at the Parks and Recreation Administration Office in Blanchette Park, 1900 Randolph St.
Thanks to a special partnership between St. Peters and St. Charles, the two cities are sharing some resident recreation opportunities. St. Charles City Residents will receive St. Peters resident rates on an Annual Pass and Gold Memberships at the RecPlex and resident daily admission rates at the RecPlex, The Cove and Laurel Park Pool when showing their Parks Passport Card.
See page 15 for extended office hours for extra opportunities to obtain passports and season passes.

PARK HIGHLIGHTS
With the season beginning to warm and the smell of fresh redbud and magnolia tree blooms in the air, we feel the energy of summer just around the corner. It is with that same exciting energy that we look forward to upcoming additions and improvements throughout some of our favorite St. Charles City Parks.
The summer of 2024 is set to kick-off with a completely updated playground at Schaefer Park. The current playground structures are original from before the park development was completed in 2005. Nearly 20 years of use and wear has brought the need for updated playground equipment and surfacing, all scheduled to be ready before summer hits.
Also new for summer of 2024 is an update to the George F. Gould Community Building. The building includes a set of restrooms that previously served building renters and park users alike. Now the building will have internal restrooms only accessible by renters as well as a new set of external restrooms for all park users. The building’s roof is also being updated. The renovations will be ready before the pool opens and summer day camp starts filling the park.
Last, but certainly not least, we are excited to introduce a new amenity to our parks system with the development of an all-new 18 hole disc golf course in McNair Park. The addition of disc golf means new experiences for park visitors. The disc golf course will be installed in phases. Baskets and signage will be installed before fully developed tee pads and final basket placements are permanently set. We look forward to park visitors finding new ways to get out some energy and enjoy St. Charles Parks this summer!

C.O.P.S. TRIVIA NIGHT
C.O.P.S. Camp is an annual children's camp, hosted by the St. Charles Parks and Recreation Ranger Division in conjunction with the City of St. Charles Police Department and Fire Department. This camp provides children the opportunity to learn about the duties of First Responders while teaching the importance of teamwork. All proceeds from this trivia night will be used towards C.O.P.S. Camp, helping to keep the registration fees affordable and to continue to provide an amazing experience for the campers. See page 20 for more information about C.O.P.S. Camp and how to register.

ARBOR DAY CELEBRATION
Join us as we celebrate the environment and all things tree at our annual Arbor Day Celebration. There will be a tree planting ceremony as well as free tree saplings to the first 100 people. Winner of the Motorcycle Safety Foundation's "Outstanding Community Training Site" Award
The Motorcycle Safety Foundation requires participants to complete a 5-hour online training class before attending the 2-day motorcycle class in person. Online training details will be provided once registered for class.
Our Basic Rider Courses use materials and techniques developed by the Motorcycle Safety Foundation and are ideal for both beginner and experienced riders. This 2-day course progresses from basic controls and riding skills to street strategies, special situations and accident avoidance maneuvers. Completion of this course eliminates the driving and written portion of obtaining your Missouri State motorcycle driver's license. AQUATIC ADMISSIONS POLICY
It has always been the goal of the St. Charles Parks and Recreation Board to provide our residents with the upmost quality services and access to our aquatic facilities. We are focused on creating facilities that are accessible to our residents and equipped with enjoyable spaces for everyone. Continuing this year, the number of daily admission entries by non-residents will be limited at our aquatic facilities allowing more space for our residents.
KNOW BEFORE YOU GO
ST. CHARLES AND ST. PETERS RESIDENTS:
• St. Peters City residents are included in our city resident policy as a part of the Cooperative Use Agreement between the two cities.
• All residents MUST present a Parks Passport Card or St. Peters Privilege Card at the admissions gate to receive the resident admission rate.
• Residents entering the facilities with a daily admission fee will not be allowed to bring additional non-resident guests.
• Parks Passport Cards may be obtained for free at the St. Charles Parks and Recreation Administration Office in Blanchette Park. (Visit www.stcharlesparks.com/ information/park-passport-card/ to learn more.)
• St. Peters Privilege Cards may be obtained for free at the Citizen Action Center at the St. Peters City Hall or the St. Peters Rec-Plex. (Visit www.stpetersmo.net/ resident-privileges.aspx to learn.)
AQUATIC SEASON PASSES:
• Aquatic season passes may be purchased by St. Charles residents and non-residents for the designated fee associated to their residency status.
• A season pass holder is permitted to bring 2 nonresident guests per pass, per visit.
• Season pass holder guest will not be required to pre-purchase tickets in advance, however, they will still be required to pay the non-resident rate the day of the visit at the admissions gate when entering with the season pass holder.
NON-ST. CHARLES RESIDENTS:
• A limited number of non-resident tickets will be sold per day, per facility.
• Tickets will be available for purchase on Thursdays at 12:01 AM for Friday-Thursday of each week beginning on Thursday, May 23, 2024.
• Non-Residents must pre-purchase tickets prior to entering to the facility.
• Tickets may only be purchased online through the St. Charles Parks and Recreation Department’s website (www.stcharlesparks.com).

GENERAL INFORMATION
• Blanchette Aquatic Facility Slide Requirements:
◦ Open Flume Slide, Enclosed Flume Slide, Drop Slide - Must be at least 48" tall
◦ Diving Boards, Climbing Wall - No Height Requirement but must know how to swim
◦ Slides attached to the Kiddie Structure - Must be at least 36" tall
• Wapelhorst Aquatic Facility Slide Requirements:
◦ Open Flume Slide, Enclosed Flume Slide, Speed Slide - Must be at least 48" tall
◦ Boomerango Slide- Must be at least 42" tall
▪ Maximum Operational Load: 2 people, 400 lbs.
▪ Maximum Individual Rider Weight: 1 person, 300 lbs.
▪ Minimum Total Vehicle Weight: 100 lbs.
◦ Slides attached to the Kiddie Structure - Must be at least 36" tall
• Coast Guard approved life jackets, noodles, water wings and rings no larger than 38 inches in diameter are allowed with adult supervision. Other floatation devices such as inner tubes and rafts are not permitted.
• Use of a season pass card by person(s) other than the person listed on the membership will result in cancellation of the pass.
• All aquatic facilities have concession stands. Outside coolers, food, drinks and glass are prohibited.
• Guests must be 12 years or older to enter the aquatic facility without a guardian. Children 11 years and younger must be accompanied by a guardian 14 years of age or older.
• All children still in diapers must wear a swim diaper provided by the Parks and Recreation Department due to health and safety issues.
• Guests with infectious conditions/contagious disease/open wounds will not be allowed entrance into the aquatic facility. No one will be allowed to enter water with open sores, apparent skin disease or any visible bodily fluid discharge.
INCLEMENT WEATHER POLICY
Blanchette and Wapelhorst Aquatic Facilities will remain open except during threatening weather such as thunderstorms, lightning, tornadoes and/or low air/water temperatures. During periods of low attendance various attractions and/or pools within the aquatic facility may close.
RAIN CHECK POLICY
Rain checks will be issued when the pool has been cleared and has remained clear for at least 45 minutes after the manager on duty has made the announcement to exit the pools. After 45 minutes, guests can receive a rain check to visit the facility on a different day during the season. The aquatic facilities will remain open until the Aquatics Coordinator makes the decision to close for the day. Guests must present their time stamped receipt for all individuals wanting to receive a rain check. Guests requesting a rain check must have been in the facility for less than 3 hours to be eligible for a rain check. There are no cash refunds. Rain checks expire on the last day of the season.

Get your pass to endless summertime fun! Aquatic Passes, excluding the fitness passes, can be used at both Aquatic Facilities; Wapelhorst and Blanchette. Passes may be purchased by phone or in-person at the Administration Office in Blanchette Park. All passes need to be picked up from the Administration Office during regular business hours, M-F from 8:00A - 5:00P (excluding holidays, please see page 15 for the extended hours schedule). Extended hours are available to give extra opportunities for you to get your pool passes.
Photos are required for season passes. If you are unable to bring everyone to the Administration Office to have their photo taken you can bring a clear portrait photo (i.e. school photo) with you instead. Use of a season pass by person(s) other than the person listed on the membership will result in cancellation of the pass.

• Parties must be reserved at least 1 week prior to your reservation date.
• Party guests include both adults and children. All party attendees must be included in your count or pay admission to enter the facility even if they do not swim. If Package B is selected, one complimentary admission and meal will be included for the person or event being celebrated.
• Upon arrival, the party planner must provide the reservation receipt to receive wristbands for their guests. All guests must wear wristbands to gain entrance into the facility. Party planner is responsible for distributing wristbands at the entrance. Any guests who enter the aquatic facility without a wristband will have to pay admission price.
• Party planner and guests may enter the facility ahead of the reservation but only when the party planner arrives. Guests can stay after the reservation time but will need to move from the designated party area.
• No outside food or drinks may be brought in with the exception of dessert such as birthday cake.
• Food options for Party Package B must be selected at the time of making your reservation. Please contact the Aquatics Coordinator prior to your reservation date if additional food is needed.
• If anyone in your group has dietary concerns please contact our Aquatics Coordinator so we can do our best to accommodate you.
• Standard decorations (balloons, table cloths) are welcome. Party planner is responsible for setting up and taking down within their reservation time frame.
• If the facility must close due to inclement weather, our Aquatics Coordinator will contact you that day discuss options of rescheduling or refunding. If your reservation was cut short due to inclement weather, you will receive a prorated refund dependent on the length of the party and if food was served.

Aquatic Facilities like Wapelhorst and Blanchette offer a variety of different amenities including water slides, a lazy river, diving boards, and designated children’s areas? Making them an ideal location for your next birthday party, large private event, or any special occasion you would like to celebrate. Our aquatic facilities hosted a total of 29 private rentals and 178 pool party packages in 2023.

BLANCHETTE BARRACUDAS SWIM TEAM
Increase your swimming skills and have fun in friendly competition with the Blanchette Barracudas Swim Team. Compete in swim meets with other teams throughout the county. Swimmers must be able to move themselves forward, unassisted, one length of the pool or 25 yards. Participants that are 8 or under AND brand new to the team will be asked to complete a swimmer evaluation prior to the start of the first practice. Everyone should be equipped with basic survival swimming skills to assist in preventing any and all drownings. JR. LIFEGUARD PROGRAM (AGES 13 - 14)
Have fun learning new skills and building a foundation of knowledge and attitude that will help you become a St. Charles Parks and Recreation Lifeguard.
The goal of the program is to introduce you to lifesaving skills such as water rescues, CPR, and more. Upon completion of the program, the participant will have the opportunity, if they choose, to shadow a current St. Charles Parks Lifeguard for at least one shift to gain a real life perspective on the job.

Aquacize is a water aerobics class that is geared toward those who prefer less choreography in their workouts but still enjoy cardiovascular fitness and toning as well as reduced impact on their bones, muscles, and joints. This camp is designed to help improve the player’s technical skills while having fun. CORE is truly the next evolution of Soccer Camps with their series of “Technical Training Grids.” During the week these grids help staff evaluate progress of player development. Each grid contains a different technical skill for the player to learn, understand and develop throughout the week. Each day we will introduce many challenging and exciting games related to these technical skills. SAFETY TOWN (AGES 4-6)
Safety Town is a nationallyaccredited program designed to teach children how to play safe and stay safe. Children will develop the confidence and knowledge they need during the beginning of their first years in school. The course will be taught at the Early Childhood Center by St. Charles City Police Officers, Park Rangers, Paramedics, Firefighters, Animal Control Officers and trained staff and volunteers from the Early Childhood Center. The program uses a simulated city layout, a classroom facility and an off-campus field trip to provide kids with “real life” events and will teach kids to evaluate “safe” from “unsafe” situations, and how to react safely. Space is limited and early enrollment is encouraged.

Join us for a literary adventure with the St. Charles City-County Library during their free storytime series at Wapelhorst Park. Children and their family will enjoy the beautiful outdoors while practicing their active listening skills during storytime. Each date will feature different children's books that vary in length. Some participation may be encouraged through song and rhyme. We invite you to come early or stay late for some exploration and play at the playground. Seating will be available at the picnic tables underneath the pavilion. Guests are welcome to bring along a blanket, lawn chair and snacks.

Youth Baseball COED League
Introducing our new Youth Baseball COED league in Fall 2024. The league will be our next step after our Coach Pitch programs. This league is a recreational league where teams will compete against each other in a total of 10 games per team.
Games will be played Monday-Friday evenings, one or two per week starting in August. Practices will occur at the discretion of the coaches.
First and second place teams of each division will receive trophies. Teams will provide their own uniforms with the only requirement to have a 6-inch number on the back. For team registration, the coach must have between 10 and 15 players, pay the team fee at the time of registration and provide a roster.

NEW! - YOGA IN THE PARK
BEYOND AND BASICS: This is an alignment-based hatha yoga class that incorporates basic and intermediate postures. It’s perfect for practioners who have already tried yoga and have a little familiarity with it! Classes typically begin with guided breathwork or meditation, transition to traditional warm-up poses, build heat through creative salutations, and culminate in a peak posture, which we work on for a few weeks. Peak poses incorporate multiple “pit stops” along the way where practitioners can choose to stay or progress further based on individual comfort and ability level. This is a community-practice style class where the instructor will provide demos and offer assistance as needed.
POWER YOGA CLASS: This yoga class focuses on blending strength and flexibility through a series of poses and movements. JIM WOLTERING
When a pipe burst in the basement of Memorial Hall, several people gathered in ankle-deep, freezing cold water to find a solution. This included Jim Woltering, Maintenance Supervisor for St. Charles Parks and Recreation Department. A jack of all trades, Jim does everything from electrical to plumbing to carpentry, all these skills coming from a lifetime of experience. Before working for the Park Department, Jim worked in construction and St. Charles County as an electrician.
After hearing about the great work environment in the St. Charles Parks and Recreation Department, he joined the maintenance team. On March 12th, we will celebrate his 21st anniversary of working in the department. Over the years, Jim’s knowledge and expertise has touched all aspects of our parks. Not only has Jim helped to train and educate most of the maintenance staff, he often helps other divisions within the depart-

ment. Whether he was performing regular maintenance at one of the Aquatic Facilities, replacing lights at one of the ball diamonds, or restoring electricity to the stage at Riverfest, Jim has helped many enjoy their time in the city he calls home.
Jim has been a St. Charles resident since 1989 where he raised his three children with his wife. His two sons are married while his daughter is currently finishing up college. Marketing and Communications Associate Lauren Reagan joined the St. Charles Parks and Recreations Department in September 2023 as the Marketing and Communications Associate. Lauren graduated from the University of Missouri - St. Louis in May of 2023. She got to explore the world of theme parks when she participated in the Disney College Program in Spring of 2022. She is a performer and has sung on the Jaycee stage several times with the old St. Charles performing group, the Patt Holt Singers and the young-adult group, the Connection. When attending UMSL, she was introduced to barbershop and joined The Ambassadors of Harmony’s sister group, Visions of Harmony. Lauren can’t wait to explore the parks and its programs with her niece, Reagan, and her dog, Lena. Be sure to keep an eye out for Lauren and her camera at park events!

Park Maintenance II - Turf Manager Mark Coffey joined the St. Charles Parks and Recreation Department in December of 2023 in the role of Park Maintenance II – Turf Manager. Mark brings to the department years of service in property maintenance. He developed maintenance and landscape skills while helping operate a family owned lawn care service, as well as working at Cody Properties. Mark grew up in St. Charles and remembers spending his summer at day camp in the parks as a youth, playing softball as a young adult, and now spending time in the parks watching his kids play sports. Be sure to wave hello if you see Mark out helping take care of the turf and athletic fields around St. Charles

The 18th Annual American Legion Freshman Baseball Tournament will feature teams from Missouri and Illinois. Last year there was no shortage of good plays including a coveted triple play turned on Saturday by Eureka, MO. On Sunday, it was Jefferson City, MO edging out Jerseyville, IL to take home the championship trophy. We expect more excitement this year.
Horseshoes have always been a summer favorite. Join a team or grab a comfortable seat and watch some of the best horseshoe pitchers show how it’s done. The National Horseshoe Pitchers Association of America governs this sport in the United States and holds national and world championship tournaments annually.

• Do not leave valuables inside your vehicle in plain sight. Properly secure your belongings or leave them at home.
• Carry your cell phone or have a buddy join you while exercising in the parks.
• Keeping your cell phone close, it can not only save your life in an emergency, but also aid in saving the lives of others.
• Speed limit in ALL parks is 15 mph, be vigilant and watch for pedestrians.
• Dogs are required to be on a leash at all times and owners are responsible for removing pet waste.
• No motorized vehicles, including golf carts, on trails, sidewalks or grass
• Please be sure all fires within a barbecue pit are extinguished prior to leaving.
• Please be courteous to other park visitors by picking up your litter and avoiding disruptive behavior.

HOW TO GET YOUR FREE PASSPORT
This card is free and available to St. Charles CITY Residents only. To receive your card you must visit our Administration Office in Blanchette Park with two proofs of residency. Bring in two of the following three types of ID with you: Driver's License with current address AND a current Tax Receipt OR current paid Utility Bill. St. Charles Parks and Recreation (STCP&R) reserves the right, and may give permission to the media, to photograph classes, programs, and participants at any of our facilities and properties or any sponsored activity. Please be aware that these photos are for promotional purposes and may be used in future publication and media communications in any format.
If you do not wish to be photographed, please inform staff and we will make reasonable efforts to honor your request. If you see staff taking pictures, and you do not wish to be photographed, please let us know.
If you see a photo of yourself or a family member that causes you concern, please notify us. As a courtesy, we will make every reasonable effort to dispose of the image, and will not use it in future publications. However, we will not be able to retrieve, destroy or discontinue existing printed publications in which the photograph may have been included.

The St. Charles Parks and Recreation Foundation provides funds to either children or adult CITY RESIDENTS who cannot financially afford a recreation program or trip participation fee.
