This time of the year we begin to get really excited. Temperatures are rising, flowers begin peaking from their winter slumber and the sound of play echoes throughout the parks. There is nothing like the smell of a barbeque coming from a picnic, our furry four-legged friends scampering around the dog park or hearing the crack of the bat in hopes of a homerun. All of our winter planning is launching into a fun filled year and we can’t wait.
You spoke, we listened and created an Admissions Policy at our aquatic facilities. Our facilities were created for our resident’s enjoyment and we are focusing on this effort in 2023 and beyond. Residents will need a FREE Parks Passport Card to show at entry of the aquatic facility and pay the reduced daily rate specifically for residents. See the information to the right on how to get your Parks Passport Card. The number of non-resident daily admission entries will be limited and will require on-line advanced purchasing. Come enjoy your aquatic facilities!
Along with favorites such as Summer Fun Day Camp, the Pickleball Tournament and Food Truck events, we have added new programming to the lineup. Safety Town is a prequel to COPS Camp, teaching 4 to 6-yearold children all about safety. Taking one step beyond the T-Ball program, be sure to learn more about the Youth Baseball Co-ed League and join us for a one-in-a-melon pool party at the Watermelon Splash!

St. Charles City Residents will need a Parks Passport Card to enter Aquatic Facilities beginning in 2023. The free Parks Passport Cards can be obtained at the Parks and Recreation Administration Office in Blanchette Park, 1900 Randolph.
Thanks to a special partnership between St. Peters and St. Charles, the two cities are sharing some resident recreation opportunities. St. Charles City Residents will receive St. Peters resident rates on an Annual Pass and Gold Memberships at RecPlex and resident daily admission rates at The Cove and Laurel Park Pool showing their Parks Passport Card.

As we settle into spring, we are also settling back into outdoor athletic season. This year players will be able to take advantage of some ball diamond improvements in Blanchette Park on Field #2. The dugout and player bench areas have been improved to provide a better experience to the various schools and private rentals that use the field each year.
Additional improvements have also been implemented at several facilities across the Parks and Recreation Department. These improvements include upgrades to the concession stands at McNair Park and the St. Charles Soccer Complex. Concession upgrades will provide a more efficient work space for concession employees and in turn a better customer experience. Park visitors might also notice improvements to restroom facilities and roof updates in parks including Blanchette, Jaycee, McNair and Fountain Lakes.
Along with the green grass on our playing fields, this time of year brings green leaves back to the trees. Spring is a great time of year to celebrate our urban tree canopy — you can join the St. Charles Parks and Recreation Department at Wapelhorst Park on Friday, April 28th for our annual Arbor Day Celebration (see page 18). The event will run from 10 a.m. to noon and includes the opportunity to talk with park horticulturalists and arborists about all things trees and shrubs in the parks. Participants can also receive a free tree sapling or register for a tree identification walk led by park staff. This program and the tree care efforts throughout the parks receive support through grant funds from the Missouri Department of Conservations Community Stewardship Grants Program.
Finally, a bit of a staffing highlight … this past January our St. Charles Parks and Recreation Department again participated in an annual Parks Maintenance Rodeo. This event, sponsored by the Missouri Park and Recreation Association, is a skills competition where teams face-off in 5 events including a skid loader course, backpack blower race, zero-turn mower race, park bench build, and finally a truck and trailer pull. We are proude to report our team represented well, achieving a first place finish in the backpack blower race, third place in the zero-turn mower race, and earning a 2nd place team finish overall. Way to go St. Charles Frontiers!

It has always been the goal of the St. Charles Parks and Recreation Board to provide our residents with the upmost quality services and access to our aquatic facilities. We are focused on creating facilities that are accessible to our residents and equipped with enjoyable spaces for everyone. Beginning this year, the number of daily admission entries by non-residents will be limited at all of our aquatic facilities allowing more space for our residents.
• St. Peters City residents are included in our city resident policy as a part of the Cooperative Use Agreement between the two cities.
• All residents MUST present a Parks Passport Card or St. Peters Privilege Card at the admissions gate to receive the resident admission rate.
• Residents entering the facilities with a daily admission fee will not be allowed to bring additional non-resident guests.
• Parks Passport Cards may be obtained for free at the St. Charles Parks and Recreation Administration Office in Blanchette Park. (Visit www.stcharlesparks. com/information/park-passport-card/ to learn more about obtaining your St. Charles Parks Passport Card.) St. Peters Privilege Cards may be obtained for free at the Citizen Action Center at the St. Peters City Hall or the St. Peters Rec-Plex. (Visit www.stpetersmo. net/resident-privileges.aspx to learn more on how to obtain your St. Peters Privilege Card.)
• Aquatic season passes may be purchased by St. Charles residents and non-residents for the designated fee associated to their residency status.
• A season pass holder is permitted to bring 2 nonresident guests per pass, per visit.
• Season pass holder guest will not be required to pre-purchase tickets in advance, however, they will still be required to pay the non-resident rate the day of the visit at the admissions gate when entering with the season pass holder.
• A limited number of non-resident tickets will be sold per day, per facility.
• Tickets go on sale one week at a time for FridayThursday and are available for purchase Thursdays at 12:01 AM prior to the week going on sale.
• Non-Residents must pre-purchase tickets prior to coming to the facility.
• Tickets may only be purchased online through the St. Charles Parks and Recreation Department’s website (www.stcharlesparks.com).
• See website for the slide height requirements of each facility.
• Coast Guard approved life jackets, noodles, water wings and rings no larger than 38 inches in diameter are allowed with adult supervision. Other floatation devices such as inner tubes and rafts are not permitted.
• Use of a season pass card by person(s) other than the person listed on the membership will result in cancellation of the pass.
• All aquatic facilities have concession stands. Outside coolers, food, drinks and glass are prohibited.
• Guests must be 12 years or older to enter the aquatic facility without a guardian. Children 11 years and younger must be accompanied by a guardian 14 years of age or older.
• All children still in diapers must wear a swim diaper provided by the Parks and Recreation Department due to health and safety issues.
• Guests with infectious conditions/contagious disease/open wounds will not be allowed entrance into the aquatic facility. No one will be allowed to enter water with open sores, apparent skin disease or any visible bodily fluid discharge.
Blanchette, McNair and Wapelhorst Aquatic Facilities will remain open except during threatening weather such as thunderstorms, lightning, tornadoes and/or low air/water temperatures. During periods of low attendance various attractions and/or pools within the aquatic facility may close.
Rain checks will be issued when the pool has been cleared and has remained clear for at least 45 minutes after the manager on duty has made the announcement to exit the pools. After 45 minutes, guests can receive a rain check to visit the facility on a different day during the season. The aquatic facilities will remain open until the Aquatics Coordinator makes the decision to close for the day. Guests must present their time stamped receipt for all individuals wanting to receive a rain check. Guests requesting a rain check must have been in the facility for less than 3 hours to be eligible for a rain check. There are no cash refunds. Rain checks expire on the last day of the season.
Each Aquatic Facility has a set maximum occupancy or capacity limit that is allowed at one time. Once the facility has reached the capacity limit, its Staff will allow guests to enter as other guests leave. If a guest or guests would like to leave for any reason (i.e. to eat outside of aquatic facility, go to their car, etc.) they will be asked to re-enter the facility using the main entrance line and may experience a wait to re-enter. Guests will not have to pay to re-enter if they receive a hand stamp or show their receipt with the current date. Signs will be posted at the front of the facility to inform guests of the policy.

Get your pass to endless summertime fun! Aquatic Passes, excluding the fitness passes, can be used at all three Aquatic Facilities; Wapelhorst, Blanchette and McNair. Passes may be purchased by phone or in-person at the Administration Office in Blanchette Park. All passes need to be picked up from the Administration Office during regular business hours, M-F from 8:00A - 5:00P (excluding holidays, please see page 10 for the extended hours schedule). Photos are required for season passes. • Parties must be reserved at least 1 week prior to your reservation date.
• Party guests include both adults and children. All party attendees must be included in your count or pay admission to enter the facility even if they do not swim.
• Upon arrival, the party planner must provide the reservation receipt to receive wristbands for their guests. All guests must wear wristbands to gain entrance into the facility. Party planner is responsible for distributing wristbands at the entrance.
• Party planner and guests may enter the facility ahead of the reservation but only when the party planner arrives. Guests can stay after the reservation time but will need to move from the designated party area.
• No outside food or drinks may be brought in with the exception of dessert (e.g. birthday cakes).
• Food options for Party Package B must be selected at the time of making your reservation. Please contact the Aquatics Coordinator if additional food is needed in advance prior to your reservation date.
• Standard decorations (balloons, table cloths) are welcome. Party planner is responsible for setting up and taking down within their reservation time frame.
• If the facility must close due to inclement weather our Aquatics Coordinator will contact you to let you know that day and will discuss options of rescheduling or refunding. If your reservation was cut short due to inclement weather, you will receive a prorated refund dependent upon the length of the party and if food was served.

Increase your swimming skills and have fun in friendly competition with the Blanchette Barracudas Swim Team. Compete in 6 meets with other teams throughout the county. Swimmers must be able to move themselves forward, unassisted, one length of the pool or 25 yards. Participants also receive a team t-shirt and swim cap.

Baby Bubblers focuses on parent interaction with their child in the water. Early introduction and more time spent in the water will allow children to become acclimated with swimming before a potential fear develops. Every child will progress and develop at their own pace.

Formal swim lessons and teaching children to swim at an early age, ideally before the age of 5, results in an 88% reduction to the risk of accidental drowning for children, according to the National Institutes of Health. In 2022, our swim instructors and swim team coaches taught 711 swim lesson and swim team participants important water safety skills and techniques all while having fun making a splash!
GROUP SWIM LESSONS
Group lessons have a staff ratio of 1 instructor for every 6 children. Below is a list of options for both Preschool and Youth Swim Lessons.
PRESCHOOL SWIM LESSONS (AGES 3 - 5)
For child participation without parents in the water. Basic safety and water adjustment skills are presented.
YOUTH SWIM LESSONS (AGES 6 - UP)
Children will be tested and placed into groups most suited to their level of experience on the first class.

AQUA CYCLING
This class combines the intensity of a traditional spin class with the low impact of water. It is a great workout for those recovering from an injury or those looking for a different exercise experience.

The Lazy River at the Wapelhorst Aquatic Facility is approximately 335 feet in length and takes about 16 laps to complete one mile. The River Walk Program had a total of 7,185 River Walkers during the 2022 season.
Aquacize is a water aerobics class that is geared toward those who prefer less choreography in their workouts but still enjoy cardiovascular fitness and toning, modified to fit the need of the participant. Hand and leg water weights will be used in this class. All equipment will be provided.

C.O.P.S. Camp is an annual children's camp, hosted by the St. Charles Parks and Recreation Ranger Division in conjunction with the St. Charles City Police Department and Fire Department. This camp provides children the opportunity to learn about the duties of First Responders while teaching the importance of teamwork. All proceeds from this trivia night will be used towards C.O.P.S. Calling all explorers, join us as we learn about pond life. We'll focus on the aquatic ecosystems within our Parks and all of the life they support. Learn about aquatic invertebrate identification as well as information about their life cycles, physical adaptations and what each critter can tell us about the water habitat.

Introducing our new Youth Baseball COED league in Fall 2023. The league will be our next step after our Coach Pitch programs. This league is a recreational league where teams will compete against each other in a total of 10 games per team.
Games will be played Monday-Friday evenings, one or two per week starting in August. Practices will occur at the discretion of the coaches.
First and second place teams of each division will receive trophies. Teams will provide their own uniforms with the only requirement to have a 6-inch number on the back. For team registration, the coach must have between 10 and 15 players, pay the team fee at the time of registration and provide a roster.

This active program affiliated with the US-ITF teaches self-discipline, self-defense and builds self-esteem. It encourages the development of positive character traits such as courtesy, integrity, perseverance and self-control. This year-round program is offered in monthly sessions. Ritu Singh, a 16 year-old cricket player from St. Charles, was recently named to the inaugural U19 Women's World Cup, placing her among the top young women in the sport. The team is also the first USA women's team to appear in any cricket world cup.
Ritu grew up training in St. Charles — more specifically at the Ed Bales Area of DuSable Park — about 10-15 hours a day.
As Ritu trained with her dad and brother, she advanced up the ranks of local men's leagues due to few women's opportunities in the area.
Recently, Ritu earned her way onto the world cup team through her play in three tournaments over Summer 2022. In total in 2022, Ritu hit 43 6s, the cricket equivalant of a home run.

Helen “Dolly” Oelklaus was a sweetheart who loved to cook. Her favorite room in the house, of course, was her kitchen. Her grandchildren fondly remember the huge pot of homemade vegetable soup simmering on her stove and her paper-thin sugar cookies at Christmas time. Other treasured memories involve going to see her at work. Besides cooking or baking for her family, she also worked in the concession stand at Blanchette Park for many years, which started a family tradition that has lasted through four generations.
Dolly began working at the Blanchette Park concession stand with her sister Dorothy (Achepohl) Terni in the mid-1940’s. They served countless ice cream cones, snocones, hot dogs, and sodas to the children and families who had come to the park to play on a hot summer day, to young baseball and softball players who had just finished their games, and to the many people who had come to the park on a summer evening to listen to the municipal band. They also sold tickets to the rides for the church and school picnics regularly held in the park. Although many of those activities are now outdated, having an Oelklaus descendent work in some capacity for the department has not changed in the last eighty years.
The second generation of Dolly’s family to serve the department were her son Don, daughter-in-law Mary Ann Oelklaus, and son-in-law Tom Borgmeyer. For many years, Don organized and ran the snow-ball slow-
pitch softball tournament that was held every winter at Blanchette Park. His wife Mary Ann served on the Parks and Recreation Board from 1984 through 1993. Dolly’s son-in-law Tom, also co-wrote and produced “19142014: 100 Years of Growth,” a film commemorating the 100-year anniversary of the Parks and Recreation Department.
Five of Dolly’s grandchildren continued the Oelklaus family tradition through a third generation. Grandson Jeff Kolkmeier was on the maintenance staff for a time, and along with his brother Wally helped to build the concession stands at McNair and the Soccer Complex. Her granddaughter Julie (Oelklaus) Donovan was a lifeguard and Manager at Blanchette pool as a teenager. Her granddaughter Ellen Parker umpired for the city slo-pitch softball leagues for many years. Another grandson, Don Borgmeyer, was able to work side by side with his grandmother Dolly for three summers in the late 1970’s. In 2005 he returned to the Department to serve on the Parks and Recreation Board, was hired as the Concessions Coordinator beginning in 2010 and has been the Enterprise Superintendent since 2015.
Rounding out the fourth generation to work for the St. Charles Parks and Recreation Department during their high school years are four of Dolly’s great grandchildren. Christine (Sigmund) Pirtle, Julia (Sigmund) Branco, and Jeffrey Kolkmeier all worked as lifeguards at the Wapelhorst and Blanchette pools. Great granddaughter Emma Kolkmeier worked in the pool concession stands. The motto of the City of St. Charles Parks and Recreation Department is “an extension of your own backyard.” The St. Charles Parks and Recreation Department has been an integral part in the lives of four generations of the Dolly Oelklaus family since the mid 1940’s. Her descendants have gone to school picnics at the park, played on the swings, and competed in baseball, softball, soccer, and football at the various parks. They have also volunteered and worked for the department in many capacities for over eighty years. For the children, grandchildren, and great grandchildren of Dolly Oelklaus, St. Charles Parks and Recreation has most definitely been “an extension of their own backyard.”

Safety Town is a nationallyaccredited program designed to teach children how to play safe and stay safe. Children will develop confidence and knowledge they need during the beginning of their first years in school. The course will be taught at the Early Childhood Center by St. Charles City Police Officers, Park Rangers, Paramedics, Firefighters, Animal Control Officers and trained staff and volunteers from the Early Childhood Center. The program uses a simulated city layout, a classroom facility and an off-campus field trip to provide kids with “real life” events and teach kids to evaluate “safe” from “unsafe” situations, and how to react safely. Add Flavor to Water: Fresh fruits and herbs can be natural ways to add flavor to water. Just add the ingredients to a jar or bottle of water and let it sit for a while. You can drink from a straw or strain out the fruit. Some flavor examples: strawberry, lemon and mint; orange and lime; watermelon and rosemary
Drink Nutrient-Rich Dairy Beverages: Choose fat-free or low-fat options. The calcium in dairy foods help build and maintain healthy bones, teeth and muscle mass.
Limit Fruit Juice: While 100% juice can be a great source of several nutrients, it is recommended to consume no more than 4 ounces of fruit juice daily. Whole fruits are much better ways to get vitamins, minerals and fluids. Plus you get the added value of fiber and phytonutrients from the skin and pulp.
Use Caution with Other Beverages: Soft drinks, sweetened teas, coffee, sports and "energy” drinks can be high in sugar, calories and sometimes caffeine.
Blanchette Park was the first City Park acquired on September 26, 1914 and the beginning of the St. Charles Parks and Recreation Department. The Blanchette athletic fields have a long history of unique uses, including donkey ball (worth looking up) in the 1940s and Minnesota Twins tryouts in the 1970s. Over time, many improvements have taken place in Blanchette Park and its athletic fields to make it a high-quality facility.
Last year in a partnership with American Legion Baseball and St. Charles High School, a new LED scoreboard on Diamond 2 was installed. In addition, electrical service for special events was added in the outfield of Field #1. On Field #2 this year the dug outs will be updated (new concrete, new roofs) and made larger. New player friendly dugout fencing will be added as well as new two tier player benches. The pitching mounds and batters boxes will also be redone.
The tennis courts at Blanchette were updated in November to accomodate both pickleball and tennis. The courts were resurfaced and repainted with pickleball and tennis stripes, while several movable pickleball nets are now featured for everyday use.

While out and about in the parks, our Ranger Division would like to remind you of a few safety tips and rules for everyone to have the most enjoyable experience.
• Do not leave valuables inside your vehicle in plain sight. Properly secure your belongings or leave them at home.
• Carry your cell phone or have a buddy join you while exercising in the parks.
• Keeping your cell phone close can not only save your life in an emergency, but also aid in saving the lives of others.
• Speed limit in ALL parks is 15 mph, be vigilant and watch for pedestrians.
• Dogs are required to be on a leash at all times and owners are responsible for removing pet waste.
• No motorized vehicles, including golf carts, on trails, sidewalks or grass
• Please be sure all fires within a barbecue pit are extinguished prior to leaving.
• Please be courteous to other park visitors by picking up your litter and avoiding disruptive behavior.
To report a suspicious person, activity or vehicle of concern, call the St. Charles Police/Ranger Dispatch at (636) 949-3300. We appreciate all eyes and ears within the parks and welcome comments. General observations can be made by calling the St. Charles Parks and Recreation Department's Administration Office at (636)949-3372. The St. Charles Parks and Recreation Foundation was founded in 1984. This nonprofit organization supports the St. Charles Parks and Recreation Department through projects and endowment funds, capital improvements, park maintenance, land acquisition, beautification projects and scholarship funds for recreational programs and special events. This program is designed to provide an opportunity for individuals, groups and businesses to show pride in their community by assisting Park staff with routine maintenance, clean up and beautification of parks, open spaces and trails. Tasks performed range from removing litter and debris, controlling weeds, caring for plants, mulching, raking leaves, identifying hazards, reporting vandalism and planting approved vegetation. This card is free and available to St. Charles CITY Residents only. To receive your card you must visit our Administration Office in Blanchette Park with two proofs of residency. Bring in two of the following three types of ID with you: Driver's License with current address AND a current Tax Receipt OR current paid Utility Bill.
