Welcome to Bulletin no. 305 and the second half of 2010. By the time you read this you may be aware that several postage rates in Australia changed on 28 June 2010. This has meant some necessary late changes to our stamp issue program for June, revising information announced in Bulletin no. 304. I apologise for any inconvenience this may have caused; the changes are explained on the following page. With the basic postage rate going to 60c, we have issued a new and colourful definitive issue titled Fishes of the Reef. This issue is in two parts, allowing us to have 60c stamps on sale before the rate change, to meet the requirements of customers who purchase stamps in advance for their postage needs. Part 2 of this issue follows a week later, when the new postage rates become valid. 2010 marks a significant anniversary for Australian exploration, with the 150th anniversary of the Burke and Wills expedition. We commemorate this with a stamp issue being released on 3 August, using historical artworks to tell the story of this fateful expedition and to honour those involved. Having celebrated the centenary of Scouting in Australia in 2008, it is only fitting that we commemorate the centenary of Girl Guiding with a stamp issue in 2010. Girl Guides evolved from the Scouting movement, with Baden-Powell’s sister, Agnes, and his wife, Olave, taking charge in the early years. Today more than one million Australian women are or have been Girl Guides. Have you ever stopped to think what Australia would be like if we didn’t pay taxes? While the initial thought of more money in your pocket might be appealling, without schools, hospitals, roads, social services and all the other services we take for granted the standard of living we enjoy in Australia today would not be possible. We commemorate the Australian Tax Office in August, with a stamp issue marking its centenary. I hope you enjoy this Bulletin and our new stamp issues. Until next time.

RaTE RISE INFORMATION NEW ISSUE DATES The following stamp issues, advertised in the last edition of the Bulletin, have had their release dates changed due to the increase in the basic letter-rate charge. The increase from 55c to 60c takes effect on 28 June 2010. The new release dates are: • Emergency Services will be issued on 13 July 2010. Australia’s tropical and subtropical waters support an astounding range of marine life, particularly in the reef areas. The largest coral reef system in the world, the Great Barrier Reef spans more than 2,000 kilometres of our north-eastern coast. This area alone is home to an estimated 1,500 species of fishes, up to 8,000 species of molluscs and 360 species of corals. Fishes are an important part of reef ecology and the eight fish species in this stamp issue occupy the waters of Great Barrier Reef. Several are also found around reefs off northern and Western Australia. Some 16 species of rabbitfishes inhabit Australian waters. Like other species in this family, the Coral Rabbitfish is mainly herbivorous, which may give rise to the family’s common name. Triggerfishes take their name from the long, sharp first spine that they can lock into an upright position. We show here the spectacularly patterned Clown Triggerfish, a large, aggressive species. The Spotted Sweetlips and the Orangefin Anemonefish are two species that cleverly mimic other marine fauna to defend themselves against predators. Butterflyfishes display a great variety of colouration and patterning, which is evident in the two species featured on the stamps, the Chevron Butterflyfish and Saddle Butterflyfish, as well as the closely related Regal Angelfish. The Golden Damsel belongs to a plentiful family, of which there are some 300 species.

Sun, sand and surf – Australia is renowned for these, and three of its most beautiful beaches are shown on these stamps. The Bay of Fires in north-eastern Tasmania is located within Mt William National Park. The rocks and stones along the beach are visible reminders of the land bridge once connecting Tasmania to the mainland. It was named by Captain Tobias Furneaux, in 1773, when he noticed numerous fires along the coast. Cape Tribulation, in the Wet Tropics World Heritage Area in northern Queensland, is in one of the most biologically diverse areas in the world. The Eastern Kuku Yalanji Aboriginal people are the traditional owners of this area. The Cape was named by Lieutenant James Cook after his ship, Endeavour, was holed on a reef in 1770. Hellfire Bay is located east of Esperance in Cape Le Grand, one of Western Australia’s best known and most spectacular national parks. The park is named after Le Grand, an officer of the L’Esperance, one of the ships in a French expedition that sailed in 1792.

For just over a decade Australia Post has regularly released its popular Special Occasions stamp series. The purpose of this series is to provide postage stamps for mail relating to specific events and celebrations. Some of the designs in this year’s issue are occasion-specific, such as those marking a wedding or the birth of a baby; others, such as the tulip and the balloon designs, can be used for a broader range of occasions. While some stamps are best suited for personal occasions, others, such as the Southern Cross and the wattle stamps, have been designed with the needs of community and business organisations in mind. For 100 years the Australian Taxation Office (ATO) has worked for all Australians. Beginning in 1910 as the Land Tax Office in the Commonwealth Treasury, its purpose then was to collect revenue to fund Australia’s old age and invalid pension. From the outset, commissioners of taxation emphasised the importance of this connection between the work of the ATO and the continued wellbeing and prosperity of all Australians. It is a role that has helped to shape the Australian social and economic landscape we know today. Although the ATO’s role as tax collector is familiar to the Australian community, perhaps less well known are the ways in which it also manages and delivers support and assistance in areas such as superannuation, tax refunds and bonuses, health insurance, and natural disaster and other emergency relief.

On 20 August 1860, the Burke and Wills expedition left Melbourne for the Gulf of Carpentaria. The explorers hoped to be the first Europeans to cross Australia from the south to the north. While the explorers reached the Gulf, the expedition ended in tragedy. Physically exhausted from their journey, they hoped to find William Brahe and much needed help and supplies at Cooper’s Creek. Their expectations were dashed when they learned that Brahe had left Cooper’s Creek only hours before their arrival. Burke, Wills and King then set off towards Mt Hopeless, in South Australia. Despite offers of help from local Aboriginal people, Burke and Wills died on Cooper’s Creek in June 1861. The only person to survive was John King, who was found in September by a search party sent from Melbourne. Following their deaths, Burke and Wills became heroes. In country Victoria memorials to Burke and Wills were erected at Ballarat, Beechworth, Bendigo, Castlemaine, Daylesford, Fryerstown and Swan Hill. In 1866, a statue of the two explorers was erected in Melbourne. Today the statue can be found at the intersection of Collins and Swanston Streets.

The Christmas Island Frigatebird issue is part of the World Wide Fund for Nature (WWF) Conservation Stamp Collection. The frigatebird (Fregata andrewsi) is the rarest endemic seabird on Christmas Island, listed as vulnerable under the Environment Protection and Biodiversity Conservation Act 1999. Considerable areas of the frigatebird’s former breeding habitat have been cleared, and its current breeding areas are now threatened by the invasive Crazy Ant and pollution from past phosphate mining. The male frigatebird is all black, except for a small white patch on the belly and brownish areas on the wings. It has a grey-black beak and develops a large, red and inflatable throat sac during courtship. The female has a black head and throat, white breast and belly, a white collar around the neck and a pink beak. The juvenile has a white or russet head and breast, white belly and a pale grey or flesh-pink beak.

Girl Guides Australia is celebrating its centenary from September 2009 to February 2011. Girl Guides evolved from the Scouting movement, founded by Robert Baden-Powell, in the early years of the 20th century. Baden-Powell’s sister Agnes took charge of Girl Guiding in its early years and was followed by Baden-Powell’s wife, Olave. The name “Guide” was taken from a famous frontier regiment in the British Indian Army, the Corps of Guides, which was noted for its skills in tracking and survival. Internationally, the Guides movement is governed by the World Association of Girl Guides and Girl Scouts, comprising member organisations in 145 countries, with over 10 million members taking part in non-formal education programs that provide a flexible and values-based training in life skills, decision-making and leadership. The program is adapted by each member country to fit the culture and diversity of its youth members.

In Australia, Guiding began as early as 1909, but it wasn’t until 1926 the Federal Council of the Girl Guides Associations of Australia was formed. In 1928 Australia became a foundation member of the newly formed World Association of Girl Guides and Girl Scouts. Today, Girl Guides Australia comprises seven member organisations, one in each of the six states and the Northern Territory. More than a million Australian women have been or are still Girl Guides.

TALKING STAMPS WITH NOEL LEAHY The 2010 London International Stamp Exhibition was held in May at the Islington Business Design Centre. This is the venue for which Stampex is held in spring and autumn each year. This show continued the UK tradition of holding a major international show every 10 years and was well attended by collectors and stamp dealers alike. Several postal administrations were represented, including those of Australia and New Zealand. A number of countries released special stamp issues for the show, with Royal Mail naturally having the largest presence with its themed stand (see picture below). The Australia Post stand was well attended throughout the eight days, with a lot of interest shown in both the special show miniature sheets as well as the Great Australian Railway Journeys and Colonial Heritage issues, which were released to coincide with the event.
As you would expect, we were continually meeting collectors who have an affinity with Australia. Many have family who had emigrated to Australia or children who had married an Australian and settled “Down Under”. Their admiration of the Australian lifestyle and the natural beauty of our country were often discussed, with many looking for stamps of Australian flora and fauna (especially the koala and kookaburras).
The Australian Philatelic Federation was well represented at the show, with many exhibits winning awards in their respective classes (see www.apf.org.au for details). Australia Post shared its stand with the organising committee of the “Australia 2013 Centenary of Kangaroo Stamps” international show which promoted its show to collectors and dealers alike. The show is scheduled for May 2013 and will be held at Melbourne’s Royal Exhibition Buildings. Interestingly, most people who attend shows such as these plan their itineraries many years ahead! I spoke to several people who are now thinking of making 2013 the year to visit Australia.

ADELAIDE STAMPEX 2010 20–22 AUGUST 2010 Adelaide Stampex 2010 is a modified national philatelic exhibition taking place from 20 to 22 August 2010. The event attracts stamp enthusiasts and dealers from around the country, and Australia Post will be attending. The venue is the Drill Hall, Torrens Parade Grounds, King William Road, Adelaide. This popular venue was used for the show in 2008.

Souvenir minisheet A commemorative minisheet has been produced by Australia Post and features an image of the River Torrens and the Adelaide city skyline. The stamps in the minisheet reflect two of the show’s themes–polar and historical philately–and the minisheet features the Adelaide Stampex 2010 logo. Products
The minisheet for the Centenary of Australian Commonwealth Coinage 1910–2010 will be overprinted by Australia Post and numbered (1/200) in gold, red or black. There will also be 400 unnumbered minisheets overprinted in black. A prestige booklet with imperforate panes (limited to 250) will also be available. The Centenary of Australian Commonwealth Coinage 1910–2010 stamp and coin cover has been privately overprinted in limited quantity by the committee.
Postmarking
The pictorial postmark themes will be postcards (20 August), polar (21 August) and postal history (22 August). More details www.adelaidestampex.com
A Competitive Exhibition
National classes offered at
this year’s Stampex are postal
history, open philately, polar stamps, first day covers, frugal, cinderellas and youth. The exhibition will also feature national one-frame and multiframe (three to eight frames) picture postcard competitions to be judged by a separate jury. Display frames hold 16 sheets (four x four). The entry fee is $30 per frame in the national-class divisions and for the one-frame postcards class.The fee for the multi-frame postcards competition is $75 for three to four frames and $120 for five to eight frames.
