Dear Collector Welcome to the September edition of the Stamp Bulletin. The first thing that has probably struck you with regard to this Bulletin is the magnificent illustration of the Red Back Kingfisher by wildlife artist Christopher Pope on the cover. Australia is very fortunate to have both a diverse and beautiful range of birdlife. Christopher’s skill enabled him to capture the incredible detail of the Australian Kingfishers issue due out 26 October. I believe this is one of his best stamp issues to date, and possibly my favourite of 2010.

Of course, there are a number of other very special stamp issues in this edition. To begin with, we commemorate the opening of the National Service memorial at the Australian War Memorial in Canberra on 8 September 2010. Some 287,000 young Australian men were called up for service between 1951 and 1972 with 212 making the ultimate sacrifice for their country during that time. The memorial and this stamp issue honours their memory. On a lighter note, in September we will reflect on that great time honoured Australian tradition of getting away for a long weekend. As part of our ongoing Through the Years series we look back to how Australians made the most of these extended breaks with families and friends, be it at the beach, camping in the bush, boating on a river, or a trip to the snow. The issue is sure to bring back wonderful memories whilst reminding us just how lucky we are. We will also celebrate Australia’s first saint with the Canonisation of Mary MacKillop in October. The release of this stamp occurs the day following the official canonisation ceremony at the Vatican. This will be followed by services around Australia celebrating the historic event. October is also Stamp Collecting Month and we are releasing a stamp issue that we hope is educational for children whilst creating more awareness of the work of the many caring and dedicated people throughout our communities. Wildlife Carers focuses on those that give up their time for the many native animals that are injured or orphaned each year. The images on the stamps show just how vulnerable our wildlife can be. On a sad note for me personally, this will be my last Bulletin as manager of the Philatelic area of Australia Post. I have very much enjoyed working on Australia’s stamp issues with the talented team here in the Philatelic Group. I’m planning to head off on a bit of a sea change to the Fleurieu Peninsula in South Australia with my family and, like you, I’ll look forward to receiving my editions of the Stamp Bulletin to keep me up to date. I’d like to take this opportunity to thank all of you for your support, especially over the last five years that I’ve been writing this editorial. Hopefully I’ll see you in a postal retail outlet somewhere looking at the latest stamp release!

National Service Memorial 8 SEPTEMBER 2010 60c.......... National Service memorial
Between 1951 and 1972, 287,000 young Australian men were called up for service in the Navy, Army and Air Force. A total of 212 National Servicemen died on active service – two in Borneo and 210 in Vietnam. In 2002 the National Servicemen’s Association of Australia and the Australian War Memorial (AWM) agreed that a National Service memorial be built at the AWM in Canberra. Designed by architects Johnson Pilton Walker, the memorial is a dignified and striking tribute to all National Servicemen. Set in its own garden at the right-hand side of the AWM entrance, the memorial bears the inscription: “Dedicated to all Australian National Servicemen and in memory of those who died”. On 8 September 2010 the National Service memorial will be dedicated by the Governor-General of the Commonwealth of Australia, Her Excellency Ms Quentin Bryce AC.

Morinda citrifolia The Ipomoea pes-caprae, one of the most widely distributed beach plants throughout tropical and subtropical areas in the world, is a pink-purple flowered trailing plant that grows along the ground on beach dunes, helping to stabilise them. The Hibiscus tiliaceus is an evergreen tree, indigenous throughout the tropics and subtropics and highly variable in form. Its beautiful cup-shaped flowers are fragrant and short-lived, changing colours through yellow to pink prior to falling. The Suriana maritima, a shrub to three metres, is often found growing on sand dunes and rocky shores. It has yellow, cup-shaped flowers, which occur consistently throughout the year. The flower of the Morinda citrifolia is a composite cream colour, while its egg-shaped fruit is sometimes known as rotten cheese fruit because of its pungent smell.

The stamp issue is a continuation of the Through the Years series, which began in 2006 with Driving Through the Years and was followed in 2007 with Caravanning Through the Years. This latest in the series focuses on the various activities undertaken by Australians on long weekends, beginning with a beach weekend in the 1950s through to a skiing weekend in the 1990s. The other activities featured in the stamps include fishing, camping, surfing and house-boating. Australia is sometimes nicknamed the “land of the long weekend”, a reputation that may have developed because Australia was the first country in the world to institute a 40-hour working week and the first to legislate a fair and reasonable wage. Conditions like these enabled workers to enjoy weekends without work, and eventually paid leave. This reputation may no longer be deserved, however, as Australians work longer hours, have less annual leave and fewer public holidays than workers in most other industrialised countries. Furthermore, data shows most full-time workers fail to take all their annual leave. A recent study by the Australia Institute showed only 39 per cent of Australian workers took their allotted four week holiday.

Stamp Collecting Month 2010 is focused on wildlife caring, introducing children to the important work that an army of volunteers undertake everyday. The release of this issue coincides with Wildlife Awareness Month, which aims to raise public consciousness of wildlife rescue and rehabilitation. Australia has no national organisation for responding to wildlife emergencies. But many independent associations have been established nationwide. They are of varying size and sophistication, and typically operate thanks mainly to their dedicated volunteer members. Two of the largest are Wildlife Victoria and, in NSW, WIRES (Wildlife Information, Rescue and Education Service). Native animals are injured and orphaned in great numbers by both natural and human-induced trauma, such as sickness, bushfires, oil spills, floods and road accidents. The principles and practice of wildlife caring revolve around three Rs: rescue, rehabilitation and release. The intention of carers is to tend to injured and orphaned animals with minimal human intervention, so that they remain “wild” and can be released back into their natural environments with the greatest potential for survival.

Mary MacKillop will become Australia’s first canonised saint on 17 October 2010. Best known as Mother Mary of the Cross, she was born on 15 January 1842 in Fitzroy, Melbourne, to Scottish parents, Alexander and Flora. Mary was educated at private schools, but chiefly by her father, who had studied for the priesthood at Rome. To help her family Mary began working but wishing to become a nun, she, together with Fr Julian Tenison Woods, parish priest of Penola in South Australia, founded the Sisters of St Joseph of the Sacred Heart. With Mary its first member and Superior, the order was founded at Penola on 19 March 1866 with a mission to live in poverty and to educate poor children. Mary died in Sydney on 8 August 1909. Mary was proposed as a candidate for the honour of beatification and canonisation in 1972 and beatified on 19 January 1995. In February 2010, Pope Benedict XVI announced she was to be canonised as a saint. The canonisation ceremony will take place in the Vatican and following this there will be services across Australia commemorating the historic event.

In 2009, Australia Post released the very popular stamp issue Australian Songbirds, illustrated by wildlife artist Christopher Pope. Such was its reception that Christopher has again turned his hand to the bird thematic, with a new issue, Australian Kingfishers. Kingfishers comprise a distinctive and spectacular group. There are 95 species worldwide, 10 occurring in Australia. Two species are endemic – the Red-backed Kingfisher and the Laughing Kookaburra – and eight are shared with other countries. Kingfishers, which include kookaburras, belong to the bird order Coraciiformes, and are taxonomically divided into three families: Alcedinidae (river kingfishers), Halcyonidae (tree kingfishers) and Cerylidae (water kingfishers), the latter of which do not occur in Australia. Kingfishers vary in size. The smallest species is around 10cm in length, the largest – the Laughing Kookaburra – is around 45cm. The morphology of these carnivorous birds is otherwise reasonably consistent: the head being large and blocky; the neck, legs and tail short (with the exception of the tail in the Paradise Kingfisher); the beak being large and distinctive in shape; and the plumage predominantly bright turquoise, green and/or blue. The turquoise derives not so much from pigment but from the structure of the feathers, which scatters the blue light to give this effect. Unlike many other bird species, the visual differences between males and females are limited – in some cases they are not evident at all.

A subantarctic island, Macquarie Island is situated about 1,500km south-south-east of Tasmania, about half-way between Tasmania and Antarctica. Listed as a World Heritage Area and managed as a Nature Reserve by the government of Tasmania, it is an important meteorological monitoring site and home to a permanently occupied station run by the Australian government. Marine wildlife makes Macquarie Island one of the most remarkable places on Earth. Each spring and summer, millions of marine animals come ashore to mate, lay, pup and moult. There are no terrestrial native mammals on the island, with Southern Elephant Seals and fur seals being the only mammalian representatives.

TALKING STAMPS WITH RICHARD BRECKON Early Elizabeth II definitive stamps The accession of Queen Elizabeth II on 6 February 1952 led to the end of definitive stamps featuring King George VI. However, it took five years to replace all the George VI issues. In April 1952, photographs of the new Queen taken by the royal photographer, Dorothy Wilding, were supplied to postal administrations in the Commonwealth for use as the basis of new stamp designs. Various designs featuring the Wilding photographs were prepared by the Note Printing Branch for submission to Buckingham Palace. The Queen selected a profile portrait and this was adopted for Australia’s definitive stamps. Unlike previous definitive issues, the new series featured a common design. Also, the inscription “Postage” was omitted, having appeared on all definitive issues since the Kangaroo stamps. A 3½d Elizabeth II stamp for basic letter postage was issued in April 1953 and over the next year or so four other values were issued, each replacing a corresponding George VI stamp. In March 1955, a 1s 0½d Elizabeth II stamp was issued for registered letter postage in a design following the style of the 1s. 0½d George VI stamp it replaced. The Queen’s profile featured as a sculptured head – the image had originally been adopted for the new £1 banknote. By this stage, all George VI stamps had been replaced, except for the 7½d value, used for surface letter postage to non-Commonwealth countries. The use of the stamp was low and it was not until November 1957 that a 7½d Elizabeth II stamp was issued.

During 1956 a new series of Elizabeth II definitive stamps was developed to replace the 1953–54 designs. Photographs obtained from Baron Studios of London were used for a series of six stamps, featuring a variety of informal royal portraits. Other departures from established stamp design practice included the Queen’s depiction in three-quarter length, a seated portrait and portraits in horizontal stamp formats. The third Elizabeth II portrait series was issued mainly during 1959, with a final stamp appearing in 1962. The three-quarter length portrait was used for the 4d basic letter rate stamp. Following a postal rate increase in October 1959, a 5d basic letter rate stamp was issued, featuring a full-face portrait. Four years later, the 5d Queen’s head stamp was replaced by a design based on the Queen’s portrait featured on a commemorative stamp for the 1963 royal visit to Australia. Between 1959 and 1962, six definitive stamps were issued featuring Australian animals: 6d Banded Anteater (Numbat), 8d Tiger Cat, 9d Kangaroos, 11d Rabbit Bandicoot (Bilby), 1s. Platypus and 1s. 2d Tasmanian Tiger (Thylacine). They replaced three stamps that had been on sale for more than 20 years: the 6d Kookaburra, 9d Platypus and 1s. Lyrebird stamps, originally issued in the 1937–38 Zoological series. The next group of definitive stamps was the Flowers series, five stamps being issued during 1959 and 1960: 1s. 6d Christmas Bells, 2s. Flannel Flower, 2s. 3d Wattle, 2s. 5d Banksia and 3s. Waratah.

One-colour intaglio printing could not reproduce the vibrancy of the flowers although the use of yellow-tinted paper for the 1s. 6d, 2s. 3d and 2s. 5d stamps at least gave these designs a two-colour effect. Notably, the Animals and Flowers stamp series were designed by female artists, the former by Eileen Mayo, a British book illustrator, who had emigrated to Australia, and the latter by Margaret Stone, an Australian artist working for the Royal Botanic Gardens of Kew (London). It was the first time women had designed Australian stamps since the 19th century. The last group of definitive stamps issued was the Navigator series of 1963–64, designed by Walter Jardine. The stamps featured the six navigators in chronological sequence in the ascending order of denominations: 4s. Abel Tasman, 5s. William Dampier, 7s. 6d James Cook, 10s. Matthew Flinders, £1 George Bass and £2 Philip Parker King. The Navigator series replaced the Coat of Arms definitive stamps, current since 1949–50. Several definitive stamp themes around this time were issued as one or two stamps only: 7d Royal Flying Doctor Service (1957), 2 x 5½d Australian War Memorial (1958), 1s. Colombo Plan (1961) and 5s. Northern Territory Cattle Industry (1961). However, one single-stamp definitive issue never saw the light of day; a 2s. stamp portraying the theme of postwar immigration proved too difficult to design to everyone’s satisfaction and the stamp was abandoned.
