Introduction

Annual Report 2014/15 - Key Performance Indicators This report presents performance information used to monitor progress made by the council in relation to its Key Priorities and other performance targets during the financial year 2014-15 (April 2014 – March 2015).

Performance information is presented under the following themes.

1. Finance and Economy 2. Social Care and Health 3. Environment and Housing 4. Community Planning and Regeneration 5. Education These themes relate to Stirling Council’s Committees. Each Committee has responsibility for monitoring the Council’s performance in different areas of council activity as well as monitoring progress towards the achievement of the Council’s Key Priorities. Further details are provided under each section.

This report represents a small sample of the extensive information on Stirling Council’s performance that is available on the Stirling Council website.

On the Council website you will find additional performance indicators and background information. From the website you can also access the Local Government Benchmarking Framework which enables comparison of performance between local authorities and facilitates the sharing of good practice.

This is an important indicator in relation to the Council’s Key Priority O - deliver and improve upon access to and speed of internet access across the Council area. High-speed internet connectivity is essential to the development of local economies and the future provision of services to communities. The indicator provides details of progress in relation to increasing high speed broadband availability. The target is to ensure 97% of premises have access to superfast broadband by 2017.

Coverage is on target with 76.1% of Stirling’s premises now able to access superfast broadband. Coverage will continue to increase as the new infrastructure rolls out, especially in rural areas such as Callander which has recently been upgraded and is now benefiting from superfast connectivity.

This is an important indicator in relation to the impact of the Council’s key priority P - streamline business support under the leadership of the business community.

During 2013/14 business support services were integrated within Stirling Enterprise (STEP) - the local economic development agency responsible for local delivery of Business Gateway the national business support and development programme. This has included transfer of the Council’s Economic Support function to STEP and the establishment of a Service Level Agreement between the Council and STEP. The indicator measures the number of start-up businesses assisted by STEP . It gives an indication of support for local business start-up activity.

During 2014/15 238 Start-Up businesses were assisted, contributing to the local economy and creating new local jobs.

This indicator provides details on the level of General Fund capital spend as a proportion of the allocated budget.

For the total General Services capital programme, overall expenditure was £17.792m, representing an expenditure rate of 81% and a variance of £4.279m against a full year programme of £22.071m.

The Capital Programme for 2014/15 included Priority Based Budgeting implementation; investment in Council Assets; investing in our schools; investing in the roads infrastructure, investment in early years provision; investment in broadband infrastructure; investment in social care to help people stay in their homes; investment in flood mitigation and adaptation; street lighting and civic realm improvements.

A detailed analysis of the variance on the core capital programme was undertaken to distinguish between slippage, overspends and underspends, with a view to re-direct any underspend. The Capital Programme approved on 19 February 2015 provided that the first £1m of any additional receipts or other adjustments should be spent augmenting the roads budget for years 2015/16 and 2016/17. £0.470m of identified underspend will therefore be redirected accordingly.

This indicator shows the projected end of year balances as a percentage of General Fund budget.

The General Fund is the statutory fund into which all the receipts of the Council are required to be paid and out of which all liabilities of the Council are to be met, except to the extent that statutory rules might provide otherwise.

The General Fund is funded by Government Grants, Fees & Charges, Council Tax Income, Non Domestic Rates Income (subject to pooling arrangements) and interest/returns on investments and is split between uncommitted balances (the level of funding available to the Council to manage financial risks and unplanned expenditure) and balances which have been earmarked for specific purposes.

The draft accounts show the Council ending the year with uncommitted balances of £7.237m represent 3.5% of the General Fund Budget for 2014-15 and exceeding the target level of balances (between 2% and 2.5% of revenue budget over the medium term). The figures were reported to Stirling Council on 25 June 2015 and are expected to represent the final position for 2014/15, however the figures remain subject to audit.

Despite a difficult financial climate, Council Tax Income exceeded budget by £0.452m. The Council Tax collection rate for 2014-15 was 97.4% of total billings, an increase of 0.1% from the 2013-14 level, and still continues to represent one of the highest in-year collection rates across mainland authorities. Direct Debit payment facilities now account for 84% of total Council Tax Income collection, being in line with the previous year and also representing the highest level across all authorities. For 2014-15, Council Tax represented 19.8% of the Council’s overall funding (19.6% in 2013-14).

This indicator measures the percentage of looked after children with three or more changes of placement within the previous year. The figures are for the year to 31st July; the 2014/15 figure is the position at 31st July 2014.

Stability at home has long been linked to healthy development, growth and self-worth. For children and young people who are under the care of local authorities, a stable environment is even more important. Depending on individual needs looked after children may reside in a number of settings, such as at home; with friends or relatives; with foster carers; with prospective adopters; in a local authority home; at a residential school, in secure accommodation or another residential setting.

Being a good corporate parent is one of Council’s 18 Key Priorities and this indicator is an important measure, to monitor the consistency of living arrangements for looked after children.

This indicator is measured for all local authorities in Scotland and is monitored by the Scottish Government. The Stirling figures for 13/14 and 14/15 mirror the Scottish average for all local authorities. The Scottish Government made changes to this indicator which is why previously published figures may be different. The 14/15 figure is provisional and may also be subject to change.

This indicator is an important outcome indicator in relation to the Council’s Key priority G “Improving care for our vulnerable people at home”. It measures the percentage of Stirling service users surveyed who report satisfaction that social services have helped them to lead a more independent life.

The increase in target from 75% previously, was ambitious for 2014/2015. The response rate relates to adult service users and the sample size is small. Understanding customer experience and making improvements in this area is central to Adult Care Redesign activities.

This indicator reports the number of delayed hospital discharges and sets a target of zero for those delayed over the standard 4 week planning period.

Prior to April 2013, the national target was that no patient should be delayed in hospital for longer than 6 weeks from when they were clinically ready for discharge. The current target, which came into effect in April 2013, stated that no patient should wait more than 4 weeks from when they are clinically ready for discharge and, subsequently,

by April 2015, no patient should wait more than 2 weeks as a delayed discharge. These delay periods are the national ‘standard’ delay periods which are applied to delays.

These figures are collated during a monthly census and are provided by NHS Forth Valley. The figure for each month is a snapshot of the discharges at that point in time, rather than the total across the month. The annual figure is an average over 4 quarters.

The impact of individuals remaining in hospital longer than necessary are fully recognised by the service who are taking forward actions to ensure that their discharge from hospital takes place as soon as possible. An improvement plan is being developed as the service will move to a 2 week target in April 2015.

Concerted efforts have been made over the winter period to ensure that individuals are not delayed in hospital any longer than required. However due to the additional needs of a small number of individuals and the high level of demand on community based services at this time, a couple of individuals were delayed in their discharge beyond the target. The Service is working with NHS Forth Valley and our external care at home providers to review and strengthen arrangements to support appropriate and timely discharges from hospital for every individual.

Percentage of Stirling service users aged 65 and over with intensive care needs who receive 10 hours or more of home care per week.

Reablement Services are fully implemented across Stirling Council area and work to ensure that older people regain and retain as many skills as possible to enable them to stay in their own homes, wherever possible without the need for long term care at home provision. This means that the Service are working both to reduce the proportion of older people cared for in residential settings and to ensure that people do not receive care at home services that they do not require.

Significant efforts have been made with additional investment via the Change Fund - Scottish Government funding aimed at improving services for older people by shifting the focus towards anticipatory care and prevention.

This is a measure of the quality of the street cleansing services provided by councils. The Cleanliness Score (% areas assessed as clean using A and B Code of Practice definitions) allows authorities to manage for improvement by tackling litter problem areas to achieve better results.

The cleanliness index is achieved following inspection of a sample of streets and other relevant land.

Relevant streets and land are defined in the Code of Practice on Litter and Refuse 1999. Streets and land refers to those areas for which the council is responsible. The index provides an indication of the standards of cleanliness in a council’s area on four grades.

This measure includes % of streets receiving A and B code of practice definitions (i.e. no litter and predominately free of litter and refuse with no accumulations) and provides a measure of the % of streets considered ‘acceptably clean’.

2014/15 figures show a small decrease in the percentage of areas assessed as clean, but the overall figure remains in line with the local target.

This indicator shows the percentage household waste composted/recycled as a percentage of the total household waste collected.

The Percentage of Household Waste Recycled & Composted for 2014-15 more or less ran parallel to performance for 2013-14 on a month by month basis. A dip below the 55% target figure for September through February reflected the seasonal decline of garden waste generated and composted.

Tonnages of recycled materials have been broadly similar month to month over the past 2 years, with minor and sporadic variations in materials like cardboard, glass or paper. Some of this is due to the timing of shipments out to market within the space of a calendar month. For instance, waiting for a full load of cardboard may determine the amount shipped out in any given month, which is not a reflection on the amount being collected at kerbside.

In March 2015, the % Recycled and Composted was lower than in March 2014 primarily due to an accumulated amount of compost back end reject (282 tonnes) being sent to landfill. This material was from incoming loads of garden waste that have been picked to remove unwelcome materials like plastics, stuffed animals, garden furniture and so on before composting. Unfortunately, rejection of entire brown bin loads contaminated with materials that cannot be composted also increased significantly over the past year. These loads were too contaminated to pick and were sent straight to landfill, contributing to higher landfill tonnages in general. Currently, stronger efforts to police brown bins have been addressing this problem with notable success. Additionally, to encourage more recycling, Recycling Promotion Officers have been targeting areas throughout the council that produce the highest per capita landfill tonnages via their grey bins. These efforts resulted in promising improvements, as well as an APSE Striving for Excellence 2015 Bronze Finalist Award in the Waste and Recycling Category.

This indicator shows the percentage of waste and recycling collection routes completed on the correct day.

Throughout 2014/15 performance has generally been above the target of 95% although performance started to fall in November and this continued during December when performance fell to 92.99%. Performance improved slightly in January and February. A number of actions and operational improvements have been undertaken this year and it is anticipated that performance will continue to improve in the coming months. The operational improvements have included clearer communication and an operational focus on increasing supervisory cover and monitoring across all aspects of the operations and a major focus on completing routes on the same day. Additional operational changes have been made including moving to an earlier start time and implementing changes to the numbers of operational staff on different shifts to provide additional support for those collection routes that require it on a more managed basis. The impact of these and other changes is being closely monitored and it is anticipated that performance will continue to improve as a result.

This indicator measures the percentage of Housing emergency repairs (4 hour & 24 hour) which were completed on time.

The introduction of the Xmbrace work scheduling system resulted in partial recording of emergency repairs between January and April 2015. The system is now fully operational and the service has confidence that all repairs are being accurately recorded.

Performance for the year remained below the 95% target, however the introduction of the new scheduling system will assist the service to achieve targets for the completion of emergency and non-emergency repairs in the future.

When considering the outcomes from the Council’s efforts to address homelessness it is important that the Council not only assists those who have been homeless into permanent accommodation but also monitors the extent to which such a move is sustained. This indicator measures the percentage of homeless households provided with permanent accommodation in Council stock who have successfully sustained their tenancy for 12 months.

The tenancy sustainment rate for those housed through the Homeless List remains above target and improving. Our target is a tenancy sustainment rate of 90% for both Homeless and Waiting and Transfer lists. Tenancy sustainment rates for those housed from the Transfer and Waiting lists show similar results with a 94.9% sustainment rate for 2014/15.

Where a tenancy ends within the first 12 months, the reason given by the tenant is noted. Some tenancies end for unavoidable reasons such as, relationship breakdown, some requiring a transfer of tenancy, death or a move to a care home. Other tenancies end for positive reasons such as a mutual exchange or moving to a new property through choice. For reporting purposes failure reasons are taken into account and tenancies ending due to a mutual exchange, a transfer of tenancy or death are not included.

Stirling Council Carbon Management Plan adopted October 2011 set out a five year plan for the reduction of carbon emissions from within the Council’s own activities. Figures are reported one year in arrears.

The 20% carbon emissions reduction target was achieved 3 years early. A new target has been adopted of a 40% reduction in emissions by 2021, with a longer-term target of 80% by 2050.

Scottish Government guidance on this indicator now focuses on corporate emissions which means removing emissions from household waste from the calculations, and this indicator will be revised accordingly from 2014/15.

This is an important indicator in relation to Key Priority M - make resurfacing roads, paths and pavements the service priority across the whole Stirling area.

The Scottish Road Maintenance Condition Survey is undertaken throughout Scotland, using machine-based survey equipment, which measures carriageway rutting, texture, profile and cracking. These surveys include 100% of the ‘A’ class road network over a 2-year period and a percentage of all other roads.

The 2014 Road Condition Indicator indicated that the percentage of our road network that needs treatment has increased slightly from 42.1% last year to 43.1%.

Over 2014/15 we resurfaced 3.7% of our 1,011 km road network which is a slight increase compared to the last year. However, in order for the road network to meet steady state condition there is a need to resurface 4% each year. The Council is aware that this indicator has been below target for a number of years and is aware of the repairs required. Based on recent years’ performance and the current investment challenges facing the Council, however, it will be several years before the Council is in a position to realise its target.

This indicator monitors completions or acquisitions of all types achieved by the Council and any other Registered Social Landlord in the Stirling Council area. It is an important indicator for monitoring progress in relation to Stirling Council’s Key Priority N:Build more socially rented housing.

In 2014/15, 111 properties were acquired and built by Stirling Council, Rural Stirling Housing Association and Forth Housing Association. The target of 97 properties was exceeded by a total of 14. This was largely due to the early completion of 16 properties in St Ninians by Forth Housing Association.

Community Planning and Regeneration

The Council has responsibility for facilitating local community planning and regeneration processes and for ensuring the delivery of advice services, sport and recreation, culture, libraries and archives. Key Priorities include the following:

This indicators measures the number of visits (including ‘virtual visits’ ie website transactions) to libraries and is expressed per 1000 population.

There were 633,419 physical visits to libraries in 2014/15, which is the highest number of physical visits in over six years. Online visits to library web-pages were lower 2014/15 than in previous years however, due to a change in the way these are recorded.

This indicator monitors the number of attendances at indoor sport and leisure facilities within the Stirling Council area in relation to Active Stirling programmes and activities. It does not include swimming facilities which are measured separately. The number is expressed per 1,000 of the population. This is an important indicator in relation to the Council’s Key Priority H - promote opportunities and support access to physical activity and sport for all.

Attendance levels at Active Stirling indoor sports and leisure facilities in 2014/15 were similar to the previous year.

In September 2014, a draft Sport, physical activity and well-being Strategy for Stirling was developed. A wide consultation then took place to capture the views of Stirling’s residents and inform the final content of the strategy.

This included the views of the general public, mainstream services, and particular interest groups. The consultation ran over a period of four weeks and attracted in excess of one thousand responses. In June 2015 the new draft Sport, Physical Activity &Wellbeing Strategy for Stirling was approved. This represents an ambition from all partners to establish Stirling as the sport, physical activity and wellbeing capital for Scotland. The Strategy represents a partnership commitment to supporting sport and health and wellbeing throughout the area. Organisations dedicating themselves to achieving this aim include the University of Stirling, the Loch Lomond & Trossachs National Park, Active Stirling, NHS Forth Valley and the Council itself.

Macmillan Money Matters was established in March 2007 and is a best value service delivery partnership between Macmillan Cancer Support and the three local authorities in Forth Valley: Stirling, Falkirk and Clackmannanshire Councils, NHS Forth Valley and the Department of Work and Pensions.

The scope of the project was extended in April 2010 to include other identified long-term conditions, and to replicate the existing cancer model into other areas. Macmillan Long Term conditions is fundamentally a financial wellbeing service, however advisers identify other important issues for patients, their carers and families.

Referrals are made to a number of partner organisations including the Macmillan Helpline and Macmillan Financial Guidance Team; the Local Authority Money and Debt Advice Teams; the DWP Visiting Service; and local Carer Organisations to further support clients. We have established links with local support agencies. The project was invited in late 2014 by Macmillan to showcase its services to a UK wide audience at a conference. Performance has improved steadily over the last few years and we have received particular commendation from Macmillan for our work.

The Macmillan Money Matters Long Term Conditions Project worked with 979 clients in 2014/15. The overall income generated was ÂŁ2,639,520. The total financial gains equals ÂŁ18,961,111 since the launch of the service in March 2007.

Education

The Council has a range of responsibilities in relation to Education at all levels from nursery to youth and adult learning.

Key Priorities include the following:

Long Term Trend

This indicator shows the percentage of school leavers in a positive destination approx 3 months after leaving school.

A ‘positive destination’ includes further and higher education, training and employment.

91.5% of those leaving school in Stirling in academic year 2013/14 entered a positive destination. This was an improved local position on previous years, however the figure remains below the figure for Scotland as a whole.

Across Scotland 92.3% of pupils leaving school in 13/14 entered a positive destination.

Further analysis of these figures highlights the following key features with national figures being shown in brackets: Higher Education = 45.4% (38.6%) Further Education = 19.6% (26.3%) Training = 3.5% (4.1%) Employment = 22.4% (21.7%) Other = 0.7% (1.5%) Not in Employment, Education or Training = 8.5% (7.7%) It is hoped that programmes such as the SCOTS programme will support young people in attaining and maintaining places in Further Education which is an area highlighted for improvement.
