New Sports and Entertainment Complex for Austin is BIG’s first Texas Venture By Subcontractors USA News Provider

T

he new East Austin District is an entirely new sports and entertainment neighborhood tailored to celebrate world-class sports and cultural experiences under one checkered roofscape. Located at the site of Rodeo Austin, the 1.3 million sf East Austin District is a world of worlds for sports fans, music festival-goers and adventurists, capturing the distinct spirit of Austin with the city’s first prosports stadium and large-scale music arena. Inspired by local vernaculars including the Jefferson Grid, the individual buildings in East Austin District are arranged as a checkerboard of different functions, appearing as a latticed roofscape from above. Offering more than protection, the rooftop covered in red photovoltaic panels could someday allow the self-sufficient district to share its energy resources community-wide—powering East Austin’s electricity and economy. At the center of the District, a 40,000-seat stadium is designed for large-scale soccer and rugby matches, music festivals and other major events, and is connected to the 15,000-seat multi-purpose arena that will serve as the home for Rodeo Austin, musical acts, basketball, hockey and other programs. The stadium and arena are conjoined by 190,000 sf state-of-the-art premium facilities and support functions, optimizing efficiency and cost while providing views to the best of both worlds. Though separate in program, the individual buildings

are unified by all-wooden interiors based on the local barn and porch vernacular, tapping into Austin’s characteristic style and warmth. An extension to Austin’s patio culture where so much happens outside as much as inside, East Austin District’s generous courtyards are the outdoor ‘living rooms’ for public life. Sandwiched between buildings and connecting the entire district, the eight courtyards never go off-season for the community. At the district’s edge, various buildings for Austin’s burgeoning retail, shopping, dining and hospitality scene as well as 28,000 sf of youth facilities complete the new ecosystem by providing job opportunities as partnerships with local business owners and schools and community programs.

Base of talent provides lift to Houston's renewable energy sector Fieldwood Energy Files Prepackaged Chapter 11 Cases and Announces Gulf of Mexico Acquisition By Subcontractors USA News Provider

F

ieldwood Energy LLC (together with its subsidiaries and certain affiliates, the "Company" or "Fieldwood") announced today that it has filed a voluntary petition for relief under Chapter 11 of the United States Bankruptcy Code in the Bankruptcy Court for the Southern District of Texas as part of a “prepackaged” chapter 11 case. In connection with the filing, the Company entered into a Restructuring Support Agreement (“RSA”) with support from stakeholders representing, in principal amount, approximately 75% of its first lien term loans, 72% of its first lien last-out term loan, 77% of its second lien term loan, and Riverstone, as the holder of 100% of the Company’s sponsor second lien term loan as well as the Company’s private equity sponsor. The Chapter 11 plan of reorganization (the “Plan”) filed on the “first day” of the case encompasses a comprehensive restructuring of the Company’s balance sheet and an acquisition of significant revenue-producing assets. Specifically, the proposed restructuring contemplates (a) reducing current debt by approximately $1.6 billion, (b) raising capital of approximately $525 million through an equity rights offering (the “Rights Offering”), and (c) acquiring all deepwater oil and gas assets of Noble Energy, Inc. located in the Gulf of Mexico. The assets complement and enhance the Company’s asset base and operations. The Company will use the proceeds of the Rights Offering to fund the acquisition, fund the costs and expenses of the Chapter 11 cases, and for general working capital after emergence from Chapter 11. The Plan also provides that holders of undisputed general unsecured claims will be paid cash in full. Fieldwood’s Chief Executive Officer, Matt McCarroll, commented, “These developments are the result of extensive negotiations with our lenders and Riverstone as well as Noble Energy, Inc. We appreciate the incredible efforts by all parties involved in structuring this unique plan of reorganization, which we expect to allow the Company to emerge from chapter 11 within the next 60 days with a much stronger balance sheet and greater financial flexibility to grow. Our goal going into this process was to fix our leverage and liquidity issues while continuing to honor our commitments to all of our business partners, vendors, and employees as well as all of the government agencies that touch our business. I believe that we have accomplished that goal with this plan.” Additionally, in connection with this process,

the Company has obtained a $60 million debtor-inpossession financing facility which is available, if necessary, to ensure that the Company has adequate funds to operate the business during the restructuring process. Fieldwood also filed First Day Motions seeking approval to continue paying in full, all operating expenses, joint interest billings, royalties, insurance and surety bond costs, employee related expenses, and taxes, among other things. Mr. McCarroll continued, “We fully expect that our operations will continue in the normal course and that we will continue to be able to meet all of our business obligations to third parties as well as the government throughout this process.” Fieldwood's Chapter 11 case is being heard in the United States Bankruptcy Court for the Southern District of Texas. W

hen reflecting on his childhood, it’s safe to say that entrepreneurship was and is a part of Marshall D. Isom’s DNA. It became a calling, a destiny and a ministry that would lead him to now competing in a $600 billion industry. “I was the kid at school with the separate backpack selling candy. I understood business. I can remember getting the big variety packs for cheap at Walmart then selling Blow-pops, Now-and-Laters, M&M's and all of that to my classmates,” he says. “I used to cut yards and wash cars in my neighborhood. I just don't remember a time where I didn't understand that if I do a service or sell a product, that I couldn't make money and be able to buy school clothes, go to the movies or Astro World, have money in my pocket, and not necessarily have to rely on my parents giving me money.” Isom grew up in Missouri City, Texas and spent summers in Mobile, Alabama where his grandmother, Cleathal Kiser, provided awesome examples of the importance of business ownership. Isom and his sister, Moeshea Danielle, would assist her in preparing lunches that she then sold to co-workers while working as a welder on a shipyard in Mississippi. She also owned and operated a transportation service that her co-workers used to commute to and from the shipyard. Isom went on to attend Texas Southern University with a major in education out of his love for children, teaching and the ministry. He admits he didn’t go to college to learn how to run a business. However, understanding entrepreneurship was first nature to him, he would launch a minor venture on the yard. “While I was in school I started the valet parking company that I still own; Cruise Control Valet. I started a valet company because I saw a need. College students, organizations, and fraternities were throwing parties all of the time and the parking was a mess,” he noted. At the time he was working as a valet attendant for another company, so he was familiar with operations. “We started valeting for fraternity parties. All I hired were athletes. If you didn't play baseball, football or any other sport, you couldn't work on my crew, because I needed you to be in shape. I needed guys who could run 2-3 blocks and look good in uniform.” The valet company took off and his mind shifted towards business, so he enrolled in a few accounting and marketing courses while still pursuing education.

school levels. He left the education field in 2007 to manage his valet company full-time with his wife Shaunta’ Sherie. “We did really well for about three years. Then the country went into a recession in 2009. It was especially bad for Houston because we also experienced Hurricane Ike. We had clients that were closed for weeks,” Isom recalls. “We took huge loses. That was my first time experiencing devastation, business wise. We simply could not work.” To supplement his income, he worked as a security officer, where he immediately recognized large gaps in employee-employer relations, training and job expectations. “As an officer, supervisor then account manager I overheard a lot of those disgruntled employee water cooler talks. I'm not a complainer, so being in an environment where there were complaints everywhere and people feeling like they're powerless to change anything inspired me to want to do something.” Experiencing all of that sparked an interest in running his own security company. He felt the industry was missing the mark and that security officers were

me that to get people to buy-in to what we are building, I had to write the vision and make it plain. So, I also developed a mission, vision and philosophy. You must represent something greater than yourself to compete at a high level. I want to create a company that will be one of the top five companies in the world one day; a company our son can take over and build on like T’Challa.” he said.

Although he graduated in the top of his police academy class, he was derailed by a hiring freeze throughout Harris County. It was during these turbulent times, he calls “God’s hand,” that his wife asked him to reconsider starting a security company. “It was really her influence, plus the birth of our daughter in 2014, that led me take the idea seriously. From that point, I started researching and studying the top companies in the world. I wanted to know who started them and how they grew. ouston Public Works has appointed Christon Butler as the new Deputy Director of the Houston Permitting Center. Butler was Acting Deputy Director since July 2017. The Deputy Director of the Houston Permitting Center (HPC) oversees predevelopment, plan review, permits, inspections and enforcement of the City's building and development codes. HPC is staffed with a trained workforce of over 600 employees and operates with an annual budget of nearly $85 million. Butler has an extensive background both in the public and private sector. He has worked for the City of Houston for 11 years including with the Mayor’s Economic Development Office and the Housing and Community Development Department. xxonMobil announced today that a new 1.5 million ton-per-year ethane cracker at its Baytown, Texas complex is mechanically complete with commissioning progressing well. Project startup is expected during the second quarter of 2018. The new ethane cracker, part of ExxonMobil’s multi-billion dollar Baytown chemical expansion project, will provide ethylene feedstock to the new performance polyethylene lines in Mont Belvieu, which began production in the fall of 2017. “With the completion of the project in Baytown, we are on the verge of fully realizing one of ExxonMobil’s most significant U.S. Gulf Coast investments,” said John Verity, president of ExxonMobil Chemical Company. “Our new ethane cracker will allow us to economically meet rapidly growing demand for highperformance polyethylene products around the world while continuing to sustain economic development and create jobs for decades to come.” The project has created more than 10,000 construction jobs and 4,000 related jobs in nearby Houston communities since construction began in 2014. Once operational, it is expected to support 350 new perma-

nent positions at the Baytown complex, $870 million a year in regional economic activity and $90 million per year in local tax revenues. The Baytown chemical expansion project is a key component of ExxonMobil’s previously announced Growing the Gulf initiative. In addition to the ethane cracker in Baytown, ExxonMobil and SABIC are proposing to build a jointly owned petrochemical complex in San Patricio County, Texas, that would include a 1.8 million ton-per-year ethane cracker – the largest capacity of any ethane cracker built to date. Massive new supplies of oil and natural gas have dramatically reduced energy costs and created new sources of feedstock for U.S. refining and chemical manufacturing. Most of ExxonMobil’s planned new chemical capacity investment in the Gulf region is focused on supplying export markets such as Asia with high-demand products, which will contribute to strengthening the United States’ balance of trade. Recent changes in the U.S. corporate tax rate also create an environment for increased future capital investments in projects such as these, and will further enhance the company’s competitiveness in global markets. “The U.S. chemical industry is rapidly expanding along the Gulf Coast due to abundant supplies of domestically produced natural gas, as demonstrated by the investments ExxonMobil alone is making,” Verity said. “This expansion will not only increase the nation’s existing manufacturing and export capacity, but also further stimulate economic growth and create thousands of full-time jobs.” To support the industry’s need for skilled workers

as part of this growth, ExxonMobil has contributed $2 million over the last five years to the Community College Petrochemical Initiative, a training program offered by nine Houston-area community colleges to provide technical skills to high school graduates, returning military veterans and others.

Texas high-speed train unveils passenger station in Dallas • Maps, renderings show terminal near convention center in Cedars neighborhood • Bullet train project seen as catalyst for economic growth, new jobs and development • Station expected to increase property values, generate more local tax revenue By Subcontractors USA News Provider

evelopers of the Texas Bullet Train unveiled new details today on its passenger station in Dallas, giving riders quick and comfortable access for their in-state travels instead of being stuck on traffic-clogged roads. Texas Central said the terminal will be built on a largely vacant 60-acre plot south of the Kay Bailey Hutchison Convention Center in the revitalized Cedars neighborhood, near the Interstate 30 and Interstate 35 interchange. The area is undergoing a remarkable transition from mostly light industrial and manufacturing facilities to a walkable neighborhood, featuring repurposed and new-build mixeduse developments. The announcement comes a month after federal regulators overseeing the project said in an environment analysis that the 200-mph, North Texas-toHouston train would “alleviate the strain” on the state’s infrastructure and “is needed to accommodate growing demand.” From the Dallas station, passengers will have a 90-minute connection to the Greater Houston region, along with a midway stop in the Brazos Valley. Plans call for connecting the local station to multimodal transportation networks, including DART services. The introduction of the Texas Bullet Train to the Cedars will accelerate and enhance economic growth in the southern edge of downtown, including office, retail, entertainment, restaurants, hotels, apartments and condominiums. Texas Central released maps and conceptual renderings – final designs are pending – that show a sleek multi-level station between South Riverfront Boulevard and Austin Street, built to link with nearby roadways and other forms of transportation. That includes proposed traveler-friendly connections with DART’s light-rail system, buses and other transit systems. “This station will be a magnet for economic activity in an area ripe for development. And it will connect seamlessly with local roads and public transit,” said Texas Central CEO Carlos Aguilar. As North Texas’ population continues to soar, this project also will attract new residents to the area, encouraging the densification of the Cedars neighborhood and aiding the region’s highway congestion relief efforts. The development would be comparable to the recent transition of the Uptown area of Dallas, the Federal Railroad Administration’s (FRA) said in its Draft Environmental Impact Survey (DEIS). The Texas Bullet Train would bridge the two largest cities – and half of the state’s population. Last month, the FRA identified the train’s preferred route, mostly following transmission lines in a utility corridor between North Texas and Houston, with the Brazos Valley stop serving Bryan-College Station, Texas A&M

University and others. The federal report provides additional guidance as the project moves into its preconstruction phases, ensuring the safety and environmental wellbeing of counties and communities along the 240-mile route. Aguilar said the Texas Bullet Train also is a draw for Amazon’s new headquarters, providing easy access to the urban, suburban and rural parts of the state, and puts highly ranked research facilities within a train ride away. "This creates a super economy. It’s an amazing way to accelerate transit-oriented development that sets Texas apart from any other state, and provides businesses with unparalleled access to workers, suppliers and other critical needs,” he said. Federal regulators, in the environmental report, cited the Dallas station’s many economic benefits, including an increase property values within a half-mile of the terminal as a result of the train project. That’s in addition to new and related transit-oriented development in the area.

Also, the DEIS said the station and its support facilities would generate more revenue for property-taxing entities, and station ticket sales would produce more in local sales taxes. “The impact to property tax revenue would be beneficial for all local jurisdictions,” the FRA said. “These additional resources would benefit schools, libraries, parks, municipal utilities, hospitals and emergency services that are funded through property taxes.” Texas Central, an investor-owned project, is not taking federal or state grants for construction or its operations. It has reached an agreement with developer Jack Matthews, who owns the site picked for the proposed terminal. The DEIS said construction of the high-speed train station could boost The Cedars neighborhood and potentially “increase land use densities” near the terminal and encourage transit-oriented development in downtown Dallas, “which would be consistent with local plans and policies.” “It’s no surprise that this area is ideal for the bullet

train station and the many benefits it will bring,” said Phillip Robinson, president of the Cedars Neighborhood Association. - 2 - ‘Location is everything, and the southern sector of Dallas continues to be one of the hottest spots for the city’s growth.” “The station is sure to help local establishments, continue our organic growth and support our cultural amenities. We are very excited to be part of such an amazing project,” Robinson said. The Cedars neighborhood already has seen a burst of new buildings and conversion projects, including Southside on Lamar, the Dallas police headquarters, restoration of historic industrial buildings to mixeduse facilities and the opening of a movie theater, Alamo Drafthouse Cedars, and a boutique hotel, NYLO Dallas South Side.

“Construction of the [high-speed train] station would result in the short-term acceleration of new development’’ along with other activity to support the needs of the train’s riders, the DEIS said. The Railroad will create 10,000 jobs during each year of construction and about 1,500 fulltime jobs when operations start. According to the DEIS, the Dallas station concourses would consist of public areas, such as restaurants, bars, seating areas, fast foods, concessions, newsstands and rental car counters. Enclosed, elevated pedestrian bridges would connect it to new parking facilities. The bridges may be extended to provide easy access to public transit, such as DART’s nearby stations at the convention center and Union Station, and an extension of the Trinity Railway Express commuter line from Union Station to the bullet train terminal, the DEIS report said. Improvements also would be planned for Riverfront Boulevard at Cadiz Street, Riverfront Boulevard at Corinth Street, Belleview Street at South Akard Street and Hotel Street north of I-30, along with an extension south along the station area. These would be designed in part to alleviate current congestion and improve traffic flow.

Officials Break Ground on TxDOT’S Clear Lanes Project

TxDOT to Rebuild/Widen I-35E/US 67 Corridor That First Opened in 1950s By Subcontractors USA News Provider

exas Department of Transportation officials and state and local leaders kicked off construction on The Southern Gateway corridor Wednesday, marking the beginning of a four-year effort to rebuild and widen I-35E and US Highway 67 in southern Dallas County. Texas Transportation Commission Chairman J. Bruce Bugg, Jr., was joined at the ceremonial groundbreaking by State Sen. Royce West, Dallas County Judge Clay Jenkins, Dallas Mayor Mike Rawlings and a host of other county and local officials. “This project, along with others we’re building across the state, are part of Governor Abbott’s directive to the Transportation Commission to ease traffic jams in our major metropolitan areas,” said Chairman Bugg. “It is the reason the Texas Clear Lanes initiative was created; to tackle congestion and cut commute times using these Texas voter-approved funds for non-tolled transportation solutions.” “Today is a tangible result of what Texas Clear Lanes is all about,” he said. The Texas Clear Lanes initiative is designed to address Texas’ most congested highways, using funding from Proposition 1, approved in 2014 by 80 percent of Texas voters, and from Proposition 7, approved by 83 percent of Texas voters in 2015 for non-tolled transportation projects. All Texas Clear Lanes projects are non-tolled. The $666 million, 11-mile Southern Gateway project includes $260 million in Clear Lanes funding. It includes two segments. Segment 1 is the I-35E portion of the project which includes full reconstruction and widening to include five general purpose lanes in each direction and two reversible, non-tolled express lanes from Colorado Boule-

vard to US 67. Segment 2 includes the US 67 portion that adds a third general purpose lane in each direction from I-35E to I-20. The existing concurrent US 67 HOV lane will be rebuilt to become one reversible, non-tolled express lane in the center median. The project’s plans date to 2001 when TxDOT and the local stakeholders first met to address the needs to improve the aging corridor. The approved project will extend numerous entrance and exit lanes, reconfigure/ improve ramps and shoulders, and improve bicycle/ pedestrian sidewalks and paths. The project, which began in early 2018, is expected to be completed by late 2021. The project contractor is Pegasus Link Constructors, Inc., a joint venture between Balfour Beatty and Fluor, the contractor that built the Horseshoe Project in downtown Dallas. "Having been involved in this project since its inception well over a decade ago, it’s great to see all the planning and hard work by local and regional transportation officials come to fruition. Because of their efforts, Southern Gateway was ready to go as soon as funding became available," said State Senator Royce West. "It is noteworthy also that public input was key

in the decision for Southern Gateway to be a non-tolled project. The expansion of the I-35E and US 67 corridor through southern Dallas County will bring muchneeded relief to the more than 180,000 drivers who travel to and from Dallas each day from the south," Senator West said. The Southern Gateway project is the second Texas Clear Lanes project in Dallas County to start construction since the program began in 2015. The program includes more than 40 projects state-wide designed to improve mobility. The second Texas Clear Lanes project in Dallas County is the Lowest Stemmons Project. The Lowest Stemmons Project is a 2.3-mile, $79 million project funded from the Texas Clear Lanes initiative. It is designed to ease congestion on I-35E from Interstate I-30 to north of Oak Lawn Avenue. The project will leverage existing funding from the Texas Clear Lanes Initiative to provide interim operational improvements to the congested I-35E corridor. The project will tie in with the recently completed Horseshoe Project to the south.
