Welcome to the first annual E.C.O. Summit, a gathering of visionaries, leaders, and changemakers from diverse backgrounds and industries. Today, we want to talk about three essential pillars that underpin our collective journey: Expansion, Collaboration, and Opportunity.

Expansion is the pulsating core of progress within the construction sector. It involves extending our horizons, pushing the boundaries of what’s possible, and venturing into uncharted construction territories. This driving force propels growth and sparks innovation, serving as the catalyst for transformation. As we convene, it’s imperative to recognize that expansion is the very bedrock of evolution, whether it’s in the construction industry, technological advancements, or the broader societal context.

Collaboration within the construction industry embodies the intricate process of individuals, teams, and organizations working in synergy, uniting their knowledge and efforts to achieve common goals and successfully execute construction projects. UH’s facilities growth includes the continuous need to procure a variety of non-construction goods and services, all of which undergirds UH’s recognition as an institutional “Powerhouse.”

Fort Bend Independent School District

Small Business Enterprise Program

The Fort Bend Independent School District’s (FBISD) Small Business Enterprise Program (“SBEP”) provides increased business opportunities for locally certified small businesses to participate in contracting and procurement at the District.

• The FBISD Board of Trustees adopted the Small Business Enterprise Program. In November, Fort Bend ISD voters approved the 2023 Bond, a $1.26 billion package that includes funding for the construction of new schools and classroom additions, safety and security enhancements, renovations to address maintenance and adequacy throughout the District, and transportation and technology needs.

• The SBEP is a goal-oriented program, requiring contractors to whom the District awards prime contracts for architectural design services, engineering design services or construction services valued at $50,000 or greater to use, at a minimum, “Good Faith Efforts” to utilize certified small businesses subcontractors, suppliers and consultants.

• FBISD has set an annual SBEP participation goal of twenty-five (25%) percent of the dollar amount of all SBEP-eligible contracts.

• FBISD recognizes that individual actual participation may vary based on subcontracting opportunities, availability of small/minority businesses, and price competitiveness.

In 1968, Turner was the first major builder to create a Community Affairs (now Community & Citizenship) Department. As a result, it is our policy to promote the economic advancement of HUBs/MWBEs, which makes Turner’s program an integral component of our construction management process. We begin by understanding our client’s goals and then assessing their needs. We develop and implement outreach programs to solicit HUBs/MWBEs that are qualified and pre-qualified to work on the project. Turner has a written corporate policy of 25% utilization of HUBs/MWBEs on our projects, and our sites reflect our continuous efforts to provide equal opportunities and a fair process for all.

Diversity Partnership Programs

In partnership, the City of Houston, Metropolitan Transit Authority of Harris County, Houston Independent School District, Port Houston, Houston Community College, and Houston First Corporation implements IMPP to strengthen effective working relationships and fosters long term stability between established companies and local agencies with emerging historically underutilized businesses The goals of IMPP is to enhance the business skills and broaden the base of historically underutilized businesses by providing the knowledge and experience of established firms
