The 4th Annual Clays for College shooting event, a fundraiser supporting the Michael G. Meyers Design & Scholarship Competition (MGMC) Fund, is scheduled on Thursday, Jan. 30, 2025, from 11:30 a.m. – 5 p.m.

The event, happening at the Greater Houston Sports Club (6700 McHard Rd., Houston, Texas 77053), is expected to be a day of competition and recreation. It is a fun way to help raise scholarship money for high school students aspiring to be in the field of architecture.

The MGMC is an annual event sponsored by Architecture Center Houston Foundation and AIA Houston that emphasizes creative problem-solving.

Students participate in a series of events led by architects, such as learning basic architectural drawing skills and how to understand clients’ needs, a news release stated. Winning students receive scholarships to a university or college of their choice.

The program has reportedly awarded over $250,000 in scholarships over the years. Many past participants return to support the program after graduating from college with architecture degrees.

H-E-B STARTS CONSTRUCTION ON STORES IN MURPHY, TEXAS

-E-B has started construction on two H-E-B stores in Murphy, a city northeast of Dallas, and in the MidCities area in the Euless and Bedford communities.

Both stores are expected to open in 2026, a news release stated.

The Murphy H-E-B store will be 122,000 square feet and located at FM 544 and McCreary Road in Collin County.

For the Mid-Cities location, the 126,000-square-foot store will be at the northwest corner of Cheek-Sparger Road and

Rio Grande Boulevard in Tarrant County.

The company’s continued expansion into the DFW Metroplex reinforces the retailer’s commitment to serve more customers and communities in this dynamic and growing part of Texas, the release said. “Regularly recognized as a top employer in the nation, H-E-B will offer positions that range from department managers to cashiers. The eight-story, 238,000-square-foot facility will house professional programs, including Texas A&M University, Tarleton State University, the Texas A&M School of Law, and Texas A&M engineering, agriculture, emergency management and health sciences, a news release stated.

The building is designed to foster academic/industry partnerships that both prepare students for workforce success and generate economic development opportunity across the region.

The Small Business and Entrepreneurship Department (SBED) of Bexar County hosted the Bexar County Business Conference, one of the department's most important events, on Wednesday, Dec. 11, 2024. Developers and builders of residential and multifamily buildings are eligible to claim the 45L tax credit if their projects meet specific energy efficiency standards. Eligible properties include:

• Single-family homes

• Townhomes and duplexes

• Low-rise multifamily buildings (typically three stories or less)

KEY CRITERIA

• The property must achieve at least 50% energy savings, compared to the 2006 International Energy Conservation Code (IECC).

• A certified third-party verifier (such as a HERS Rater or BPI Certified Professional) must confirm that heating, cooling, and water heating systems contribute to the majority of the energy savings.

• The credit applies to units completed and sold or leased as a residence.

Austin City Council Unanimously Adopts Austin Energy’s

Resource, Generation and Climate Protection Plan

The Austin City Council unanimously adopted Austin Energy’s Resource, Generation and Climate Protection Plan to 2035 on Thursday, Dec. 12, 2024.

According to a news release, the plan will provide a flexible path to a clean energy future that incorporates the community’s core values of reliability, affordability, environmental sustainability and energy equity.

“We are extremely grateful to Austin City Council and our many community partners and industry experts who played a vital role in shaping Austin Energy’s future,” said Bob

Kahn, Austin Energy General Manager. “We are confident that this plan provides the flexibility Austin Energy needs to meet the challenges ahead while reflecting the priorities of our community.”

According to the release, Austin Energy developed this plan at the direction of the Austin City Council and in partnership with a broad cross-section of 40 diverse organizations, industry experts and community voices. The 2035 plan allows the utility to address the immediate risks affecting the community, including increased electricity demand, projected reliability risks from insufficient local generation, limited capacity on transmission lines and risks from extreme weather events.

“A big part of this plan is readying ourselves to get out of

Fayette Power Project,” said Mayor Kirk Watson. “There must be replacement power to protect customers from energy shortfalls and additional energy market risks. For those who share the goal of getting out of coal, this plan is a step forward.”

The 2035 plan builds on the strategies of the Resource, Generation and Climate Protection Plan adopted by the city council in 2020 and reportedly gives the community:

• Continued progress to an industry-leading goal of 100% carbon-free energy by 2035.

• Prioritized customer energy solutions, including enhanced demand response and energy efficiency programs, expanded solar options and greater use of customerinstalled battery storage.

• Phasing out coal and expanding energy portfolio with more clean, renewable resources, such as wind and solar.

• Leveraging local solutions, such as utility-scale batteries and peaker units, to increase reliability during extreme weather events.

• Furthering a culture of innovation by exploring advanced nuclear and geothermal technologies, expanding research and development partnerships, and integrating virtual power plants and other cutting-edge solutions.

"I’m incredibly proud of this council and the Austin Energy team for building one of the strongest, most environmentally responsible plans in the country – carbon-free by 2035," said Lisa Martin, Austin Energy Deputy General Manager and Chief Operations Officer. “This plan provides the tools to deliver reliable electricity, keep customer bills low and help the most vulnerable in our community."

UH RESEARCHERS PART OF $3.3M PROJECT TO IMPROVE UNDERGROUNDING ELECTRIC POWER LINES

The U.S. Department of Energy launched an ARPA-E Program called GOPHURRS, which stands for Grid Overhaul with Proactive, High-speed Undergrounding for Reliability, Resilience, and Security, and allocated $34 million for 12 projects across 11 states.

One of the projects selected, awarded $3.3 million in funding, is the “Artificial Intelligence and Unmanned Aerial Vehicle Real-Time Advanced Look-Ahead Subsurface Sensor,” which combines the technological expertise of Hawaii-based Oceanit with the University of Houston's “Tier-One” research abilities.

The funds will be used to “strengthen and modernize America’s aging power grid by spurring the development of cost-effective, high-speed and safe undergrounding technologies,” according to a news release from UH’s Cullen College of Engineering.

According to the Edison Electric Institute, underground power lines are eight to 10 times more reliable than their overhead counterparts. However, less than 20% of power lines in the U.S. are buried, a much lower percentage, compared to other nations, such as France (40%), Germany (70%), and the Netherlands (90%), the release stated.

Experts say the main obstacle to burying power lines is the high cost, which can be five to 10 times more than overhead lines.

“Additionally, current undergrounding methods, such as trenching, raise safety concerns, including the potential for damaging other buried utilities during installation, as well as prolonged surface disruptions and traffic detours that can impact the safety and convenience of local communities. These challenges make undergrounding a complex and costly undertaking,” the release stated.

A team of researchers from the Cullen College of Engineering is working to develop a subsurface sensing system to guide safe and efficient underground power line installation.

“The aim is to create a real-time, highresolution look-ahead sensing system using

unmanned aerial vehicles, electromagnetic resistivity well logging, and machine learning,” the release stated. “This technology will detect underground obstacles in front of a drill bit, minimizing damage to existing infrastructures and enabling a smoother installation process.”

Jiefu Chen — associate professor of electrical and computer engineering — focuses on designing electromagnetic antennas installed on UAV and HDD drilling string, as well as optimization of the subsurface imaging system;  Yueqin Huang , assistant professor of information science technology, leads the geophysical signal processing needed to

construct precise subsurface images ahead of the drill bit; and  Xuqing Wu , associate professor of computer information systems, integrates machine learning for faster modeling and real-time image generation.

Advanced subsurface sensing and characterization technologies are essential for the undergrounding of power lines,

Chen said. “This initiative can enhance the grid’s resilience against natural hazards such as wildfires and hurricanes.”

The end goal of the project is to produce a prototype capable of generating near realtime, high-resolution underground images during horizontal directional drilling or HDD.

“If proven successful, our proposed look-ahead subsurface sensing system could significantly reduce the costs of horizontal directional drilling for installing underground utilities,” Chen added. “Promoting HDD offers environmental advantages over traditional trenching methods and enhances the power grid’s resilience.”

“Modernizing our nation’s power grid is essential to building a clean energy future that lowers energy costs for working Americans and strengthens our national security,” said U.S. Secretary of Energy Jennifer M. Granholm in a DOE press release.

RRC ADOPTS NEW OIL AND GAS WASTE MANAGEMENT RULES

After reviewing public comments and stakeholder input, the Railroad Commission of Texas adopted an overhaul of rules regulating oil and gas waste management facilities in the state.

RRC commissioners voted to adopt the new regulations at their open meeting on Tuesday, Dec. 17, 2024.

According to RRC, the regulations cover waste from oil and gas operations, such as rock and other material pulled up from the ground during drilling, as well as waste from other operations for which the legislature

has given the RRC jurisdiction, including geothermal, carbon sequestration and brine mining wells. It is the first overhaul of RRC’s waste management rules in four decades.

“The new rules help the RRC continue to safeguard groundwater and surface water while adapting to modern waste management practices, such as recycling produced water,

and recent advancements in production methods,” a news release stated.

The rule updates requirements on the design, construction, operation, monitoring, and closure of waste management units, and will improve the RRC’s ability to track and collect data on oilfield waste transported throughout Texas.

The new rules also arrange informal guidance that RRC experts have developed over several decades to give operators and the public certainty on how regulations of waste management facilities are carried out.

TTexas Oil and Natural Gas Industry Sets $27.3B Record in

Paid State and Local Taxes, State Royalties

he Texas oil and natural gas industry paid $27.3 billion in state and local taxes and state royalties in fiscal year (FY) 2024–the highest total in Texas history, according to the Texas Oil & Gas Association (TXOGA).

TXOGA President Todd Staples hosted a media briefing to share the association’s annual Energy & Economic Impact Report and to provide an update on the industry’s global energy leadership, environmental progress, and its policy priorities for the 89th Texas Legislature.

“Remarkably, 2024 was yet another recordbreaking year as the Texas oil and natural gas industry does its part to help reach Governor Abbott’s goal for our state’s economy to surpass France as the 7th largest economy in the world,” said Staples. “From tax revenues and production to pipelines, storage, processing, refining, and exports, Texas’ oil and natural gas industry has achieved record-breaking performance across every sector.”

“The oil and natural gas industry’s success in delivering for the Lone Star State–a success shared by every Texan–is the direct result of policy, partnerships and perseverance,” he

said. “Texas leaders embrace policies that recognize oil and natural gas as an asset, not a liability. They view businesses as a partner, not an adversary. For its part, the industry has persevered through hostile federal policies of the outgoing Administration, global unrest and market volatility–including negative prices for natural gas–to shatter its own records, all while protecting and improving the environment.”

According to Staples, $27.3 billion in state and local tax revenue and state royalties from the Texas oil and natural gas industry

translates to $74.8 million every day that pays for Texas’ public schools, universities, roads, first responders and other essential services.

He noted that $27.3 billion is greater than 34 states’ entire tax revenues.

Staples said the United States is not only the world’s number one producer of oil and natural gas – with Texas at the forefront – but the nation also leads the world in emissions reductions.

“No one produces, transports, and refines oil and natural gas with the same commitment

to safety and protecting the environment as American operators,” he said. “Industryled initiatives like the Texas Methane & Flaring Coalition and The Environmental Partnership are dramatically reducing flaring and emissions and achieving environmental gains unseen anywhere else in the world.”

Between 2015 and 2022, methane emissions have dropped 42% in key production regions across the U.S., according to the EPA. According to a new analysis from S&P Global Commodity Insights, methane emissions from oil and natural gas production operations in the Permian Basin in 2023 decreased 26% from the previous year, equal to the total amount of carbon emissions avoided by every electric vehicle on the road in the United States that year.

In Texas, the flaring rate has dropped by 60% since June 2019 with a flaring rate of less than 0.94% in August, meaning more than 99% of natural gas produced in Texas was being beneficially used. Operators are working to eliminate routine flaring entirely by 2030, with many companies ahead of schedule.

According to a news release, this acquisition secures longterm supply and capacity offtake for Shell in the deregulated

Obstacles, Challenges and Mental Barriers

During a challenging season for PMG, Vladimir learned that in order to survive the stresses related to work, he not only needed to feed his mental

and spiritual health—he also needed to do things that would positively impact his physical health. In January 2014, he was encouraged by a close friend named Cesar Gongora to compete in his first Ironman competition. Since then, Vladimir has competed in 41 Ironman competitions, including two world championships. Because of his participation in these grueling athletic events, he developed the mental capacity needed to maintain his business and home life.

“The Ironman is more mental than physical. Your body can withstand a full day of exercise, but the mind will tell you, ‘It’s so hard.’ ‘Why are you doing this?’ ‘Are you kidding yourself?’ ‘It hurts.’ ‘You’re thirsty.’ ‘You’re hungry.’ ‘What are you trying to prove?’ ‘This is my last one and I’m not doing this anymore.’ All these things are going through your mind,” Vladimir explained. “But when you cross the finish line, you get this satisfaction of receiving your medal. You look back and you realize it was worth it.”

Contracts, Commitment and Training

One of the things that helped Vladimir with his commitment to participate in his first Ironman challenge was signing a contract reflecting his desire to complete the mission.

“They wrote a contract on paper by hand and made me sign it. I had about four months to train. I knew how to swim but I had no technique. He (Cesar) gave me a training plan. I got a bike on Craigslist and started getting ready,” he said.

While training from January to April, Vladimir says he began losing weight, eating better, and sleeping better. He even began changing the course of his business by making better decisions.

“It was really hard and took more than seven hours to finish a half-distance Ironman, but I felt good and knew I needed to continue doing it. Had I not had a contract signed, I probably would’ve quit. When I finished that one, I signed more contracts for more competitions.”

Family and Leadership

While Ironman challenges are based on individual efforts, participants can draw strength from other competitors. Vladimir has created an environment where collaboration, mentorship and teamwork matter in business, his family and in his friend groups.

When asked about his family’s participation in the competitions, Vladimir lit up while describing the athletic accomplishments of his daughters Sofia and Sarah, and son Santiago. His wife Gloria has also participated in a few competitions.

I know that the new year brings lots of excitement, especially when you have new projects in your pipeline, but here’s what we know at PermitUsNow. DEPT. OF LABOR FINALIZES RULE ON REQUIREMENTS FOR PERSONAL PROTECTIVE EQUIPMENT IN CONSTRUCTION

he United States Department of Labor announced that its Occupational Safety and Health Administration finalized a revision to the personal protective equipment standard for construction.

The final rule requires the equipment to properly fit any construction worker who needs it. This will help improve protection from hazardous conditions, a news release stated.

"I've talked to workers in construction, particularly women, who have spoken of personal protective equipment that didn't fit or was simply unavailable at the job site in their size," said Assistant Secretary for Occupational Safety and Health Doug Parker.

PPE must fit properly to work. I'm proud of the broad support from both employers and unions for OSHA's efforts to make clear that employers must provide the right PPE for each worker who needs it.

The revision requires that employers provide PPE that properly fits construction industry workers. The change aligns the construction industry standard with the standard already in place for the general industry.

OHSA advises that many types of personal protective equipment must be sized to fit a worker properly.

"Improperly sized PPE can be ineffective in protecting workers; create new hazards for the worker, such as oversized gloves or protective clothing being caught in machinery; and discourage use because of discomfort or poor fit," a news release stated. "The matter has been a longstanding industry safety concern, particularly among some women as well as among physically smaller or larger workers."

PORT HOUSTON SECURES $25M FEDERAL GRANT

ort Houston announced $25 million in grant funding received from the U.S. Department of Transportation’s Maritime Administration (MARAD).

PAccording to a news release, the port’s proposal is one of 11 large Port Infrastructure Development Program (PIDP) grant projects selected from across the nation, aimed at enhancing the safety, reliability, and resiliency of ports.

“This important project will improve the efficiency and competitiveness of United States grain exports, improve air quality by reducing dust and truck emissions, and support neighboring communities through stormwater improvements,” said Charlie Jenkins, Port Houston CEO.

We are once again grateful for the work of the U.S. Department of Transportation’s Maritime Administration and the Port Infrastructure Development Program, supporting Port Houston’s mission of moving the world and driving regional prosperity.

Port Houston’s “Agriculture Export Improvement and Community Resilience Project” will focus on the following key areas:

REPLACE DATED INFRASTRUCTURE TO SUPPORT GRAIN EXPORTS

Funding will reportedly be used to upgrade a Port Houston grain elevator, allowing farmers to transport their grain more efficiently to national and international markets. The project includes a new high-efficiency grain truck receiving system, a more efficient truck loadout system, and a new outbound conveying system, capable of loading a 30,000ton vessel with a 75% reduction in loading time. These improvements are planned to increase the grain elevator’s

throughput capacity from 700,000 tons per year (TPY) to 2,100,000 TPY, providing an anticipated economic benefit of approximately $255 million for the local community. The increased capacity would give 1,329 more farms access to global markets and enhance global food security.

REDUCE EMISSIONS AND DUST

According to port officials, these infrastructure updates are also expected to result in a significant reduction in emissions and improved safety for the area, especially through eliminating the use of heavy-duty trucks, which are currently needed to transfer outbound products to ship berth.

“Removing these trucks from the operation will result in improved environmental quality for nearby residents and workers around the project site, by reducing emissions by an estimated 32% or 13,710 tons over 30 years,” the release stated. “A new high efficiency dust collection system will also be installed to replace the existing baghouse system. These improvements, with integrated explosion suppression systems,

should operate more efficiently and improve housekeeping, and reduce dust emissions and overall carbon emissions.”

SUPPORT COMMUNITY-LED STORMWATER DRAINAGE PROJECTS

The project will provide additional stormwater capacity with improved channel outfalls that will allow current and expected stormwater flows to move more efficiently. This drainage project is the first step in updated measures to more efficiently direct stormwater away from homes and public areas, promoting community health and safety by minimizing stagnant water and contributing to a more resilient, sustainable, and pleasant living and working environment, port officials said.

“We are grateful to the Port Houston team for their focus and efforts in securing this vital funding. We also extend our appreciation to our elected officials, industry partners, and community groups for their support and collaboration,” Jenkins said.

METRO BREAKS GROUND ON NEW FACILITY TO ENHANCE RAIL OPERATIONS

The Metropolitan Transit Authority of Harris County (METRO) broke ground on the new 30,000-square-foot Maintenance of Way (MOW) Facility on Monday, Dec. 9, 2024.

The project is supposed to enhance efficiency, safety, and reliability across the METRORail system.

Located near the Burnett Transit Center, METRO officials say the MOW facility will be a centralized hub for maintaining and making repairs along the Red, Green and Purple lines. It is designed to “improve incident response times, streamline operations, and provide the resources and materials needed to ensure a smooth experience for passengers,” a news release stated.

"As part of our METRONow plan for 2025 and beyond, we are working to increase our

on-time performance and reliability," Board First Vice Chair Bob Fry said at the event. "Our goal through METRONow is to earn our customers’ trust each day with improvements and service upgrades that will improve their experience and make them excited to choose METRO."

THE FACILITY WILL FEATURE:

• A 3,500-square-foot maintenance shop

• A storage warehouse and laydown yard

• Surface parking and stormwater detention infrastructure

The project will add sidewalks, street enhancements, and better drainage on Brooks and Keene streets.

The facility is the last project associated with the extension of the Red Line and is expected to be completed in July 2026.

VIA Secures $268M Federal Grant for ART Project

VIA Metropolitan Transit signed a $268 million grant agreement on Wednesday, Dec. 18, 2024, with the Federal Transit Administration to support the VIA Rapid Green Line.

This project will be the region’s first Advanced Rapid Transit Corridor, delivering convenient, high-frequency service by late 2027, according to a news release.

"The service is designed to improve transportation options for the nearly 54,000 residents and 108,000 jobs located in the 10.35-mile corridor. The grant represents the largest federal investment in VIA’s history and marks the first time the agency sought this highly competitive federal funding opportunity,"

the release stated. "To qualify, VIA demonstrated its ability to provide highquality transit services along dedicated busonly lanes and secure local matching funds for construction and operation of the project."

“The Green Line will make life easier and better for everyone in this vibrant, fastgrowing city,” FTA Deputy Administrator Veronica Vanterpool said. “Right now, many

San Antonio households are spending nearly a quarter of their income just on transportation. This new transit line will help lessen that financial burden and create a thriving environment where everyone can enjoy greater mobility and economic opportunities.”

In 2020, San Antonio voters approved a measure to redirect an existing 1/8-cent sales tax to the transit agency, starting in 2026.

This initiative, approved by more than 68% of voters, will provide the necessary local match and operating funds for the Green Line.

“Today’s signing is momentous for VIA and our community. Together with the FTA, we’re now fully funded to construct the backbone of a system designed to meet the mobility needs of San Antonio, well into our evolving future,” VIA President/CEO Jeffrey C.
