DART BREAKS GROUND ON NEW SILVER LINE FACILITY IN PLANO

Dallas Area Rapid Transit (DART) had a groundbreaking for its new Silver Line Equipment Maintenance Facility on Thursday, October 24.
At the event, DART President and CEO Nadine Lee told elected officials, federal agency representatives, business executives, and DART employees about the benefits of the new facility and its impact on the surrounding area.
“We are grateful to our partners at the City of Plano for sharing
the vision of bringing this facility to Plano, allowing DART to continue investing our agency’s assets into our member cities and growing transit opportunities across the DART service area,” Lee said.
The Silver Line is a major piece to solving the mobility puzzle in North Texas by providing a strong east-towest connection between Plano and DFW Airport.

AUSTIN AWARDED $32M FEDERAL GRANT FOR BARTON SPRINGS ROAD BRIDGE REPLACEMENT
The new facility is being built behind a 20,000+-square foot office building DART purchased earlier this year at 3201 Technology Drive in Plano’s industrial district, a news release said. The purchased office building will serve as the operations and maintenance home for Silver Line staff once the regional rail is in revenue service.
Construction of the facility will be within DART’s rail rightof-way (approximately 14 acres), near the end of the Silver Line track alignment and a few hundred feet from the Shiloh Road Station, which will cause minimal impact on road traffic and the surrounding area, DART officials say. The facility will feature two new buildings for the Silver Line vehicles to be housed, cleaned, and maintained as well as an underground fueling tank, a canopy structure for cover when dispensing fuel and a storage yard for all the vehicles.
By working with Plano officials to secure the construction of a full maintenance facility, DART reportedly saved over $30 million in capital costs and almost $1 million in annual operating expenses in comparison to a shared facility off the Silver Line alignment.
“The Silver Line EMF is proof that it takes a lot of various groups working together to deliver a project that will benefit many,” said Dee Leggett, DART Executive Vice President and Chief Development Officer. “With the area’s continued growth, we believe DART having a dedicated presence in Plano is a win for everyone.”
Once constructed, the Silver Line EMF would become just the fourth regional rail facility in the North Texas region and the only one in Collin County, joining Irving (TRE), Lewisville (DCTA) and Fort Worth (Trinity Metro). DART anticipates the entire 40,000 square foot complex to house 65 current and new permanent employees with additional room to grow in the future.

he City of Austin has been awarded $32 million to replace the Barton Springs Road Bridge, the U.S. Department of Transportation announced.
The Bridge Investment Program grant funding will allow the city to replace the existing Barton Springs Road Bridge, which consists of the original 99-year-old south structure and a north structure, a 78-year-old addition to the original, with a new bridge that will widen the current structure’s deck, a news release said.
“Structurally, the current bridge is in fair condition but is nearing the end of its useful life and does not meet current design standards,” the release stated.
City officials say the new bridge would connect to the existing active transportation network on Barton Springs Road, provide bicycle and pedestrian facilities and resolve the “problematic” pinch point that creates a gap in the Barton Springs Road All Ages and Abilities Bicycle network.
"The replacement of the Barton Springs Road Bridge is not just about enhancing connectivity, it’s about creating a more accessible environment for all Austin residents," said Austin Mayor Kirk Watson. "This grant will help us continue in our goal of building a vibrant, diverse transportation network."
"The Barton Springs Road Bridge is a key connection for all modes of transportation in our city," said Austin Transportation and Public Works Director Richard Mendoza. "This grant funding will allow us to address the age of the structure as well as reduce current and future maintenance costs."

Prairie View A&M University Awarded $8M for AI, Big Data Research Project
he U.S. Department of Defense has awarded Prairie View A&M University an $8 million grant for a new research project focused on advanced data analysis and artificial intelligence.
The project, titled “CREDIT+: Advancing Data Analysis for Mission-Critical Applications in the Era of Artificial Intelligence,” is led by Dr. Lijun Qian, an endowed professor in the Department of Electrical and Computer Engineering at PVAMU’s Roy G. Perry College of Engineering, a news release stated.
“This project offers a great opportunity for PVAMU to enhance its research capacity in artificial intelligence and big data analytics and for our students to be well-trained and pursue careers in these exciting fields,” Dr. Qian said. “The goals and objectives of the proposed project are well-aligned with our institutional mission and goals as we expand our research and education landscape.”
The new funding will allow Dr. Qian and his team to advance the CREDIT Center’s work. Their research will focus on five key areas:

“For instance, the CREDIT center created 12 new courses in AI, machine learning, and data analytics, and it is also leading the development of a new master of science degree in data science and engineering at PVAMU,” Dr. Qian said.

Entergy Texas Awarded Nearly $54M in Federal Funding to Enhance Grid Resilience

ntergy Texas has been awarded nearly $54 million in federal funding to improve power grid resilience in Port Arthur’s Pear Ridge, Kolbs, and Lakeview neighborhoods.
According to a news release, this funding will go toward a resiliency project aimed to help lessen the impact of future extreme weather events in this coastal community. Once completed, the project is designed to reduce outage durations, restoration costs, damage to utility infrastructure, and accelerate recovery after major storms, Entergy officials say.
The funding comes from the Department of Energy’s Grid Resilience and Innovation Partnerships program, established by the Bipartisan Infrastructure Law. The GRIP program supports projects that make the power grid more flexible and resilient against climate change and the growing threats of extreme weather. This award will match Entergy Texas’ investment on the project with $53.75 million dollars in federal funding.
“By securing this federal funding, we’re helping to keep bills affordable for our customers and building a stronger grid that they can count on,” said Entergy Texas President and CEO Eliecer Viamontes. “Despite not being selected for this award last year, we listened to the feedback, improved our approach, and tried again—because that’s what our customers deserve. This project will benefit not just Port Arthur but the entire Southeast Texas
community, reinforcing the Gulf Coast as a key economic hub and improving service for thousands of homes and businesses.”
BENEFITS OF ENTERGY TEXAS’ PORT ARTHUR RESILIENCE PROJECT INCLUDE:
· Increased resilience: Improving service resilience for approximately 7,000 homes and businesses by upgrading or burying 950 distribution structures, reinforcing 57 transmission structures, installing 14 devices to allow faster response to power outages, and adding a self-healing microgrid with a large battery to manage short-term outages.
· Faster recovery: Reducing the time customers are without power after storms by approximately 257 million minutes over the next 50 years.
· Cost savings: Lowering storm recovery costs, saving an estimated $74 million over the next 50 years.
· Community support: Creating job and training opportunities for residents of disadvantaged census areas.
“As extreme weather events continue to stress electric systems across the country, the BidenHarris Administration is using every tool in the toolbox to make sure America’s power grid can provide reliable, affordable power,” said Maria Robinson, Director of DOE’s Grid Deployment Office. “By fortifying critical infrastructure in both distribution and transmission systems to withstand extreme weather events, Entergy Texas will advance a critical step in maintaining reliable power in Port Arthur, a community that has endured some of the country’s most historic weather events.”

Entergy Texas’ Port Arthur resilience project also addresses the critical need to improve infrastructure in areas hit hardest by both extreme weather and social and economic challenges. More than 94% of Port Arthur residents live in federally recognized disadvantaged areas, Entergy officials said. This project will help ensure that improvements to the grid are fairly distributed, giving these communities fair access to more reliable and affordable energy.
“As a city that has faced the repeated devastation of extreme weather, this project comes at a crucial time for Port Arthur,” said Port Arthur Mayor Thurman Bartie. “This funding will provide a critical boost to our infrastructure, ensuring that our residents and businesses are better protected before, during, and after extreme weather events.

As part of this project, Entergy Texas has also developed a multi-phased community benefits plan, which includes the creation of a Community Benefits Working Group made up of community partners. The working group will build on the company's existing programs and relationships to deliver additional benefits to the Port Arthur community, such as labor engagement, education and job training programs, and financial services to lowincome families through partnerships with social services organizations.

According to a news release, the transaction aligns with Shell’s strategic priorities of optimizing its asset base and delivering greater value with lower emissions. The divestiture

If Texas were a country, these exports would rank #1 in the world.”
TXOGA’s estimates for October 2024 place Texas crude oil production at 5.7 mb/d, with natural gas marketed production at a record 33.8 bcf/d, and NGLs production at 3.8 mb/d, the release stated.
Through October 2024, Texas accounted for 43% of U.S. crude oil and 29% of U.S. natural gas marketed production, marking an increased share of both U.S. and global output.

thing that Bexar County can buy, we want to have that conversation and get them signed up as a vendor and train them on how to use our supplier portal. Once that contract is executed, we have a compliance team that does the follow-up to make sure there aren’t any payment or delivery issues. If there are, the businesses can talk to us about that.”

US LABOR DEPARTMENT AWARDS $12.7M TO SUPPORT WORKPLACE SAFETY AND TRAINING

The United States Department of Labor awarded $12.7 million to 102 nonprofits nationwide in September to fund education and training initiatives designed to create safer workplaces.
Administered by the department’s Occupational Safety and Health Administration, funds from the Susan Harwood Training Grants Program will support the delivery of training
and education on hazard awareness, avoidance and controls, and inform workers of their rights and employers of their responsibilities under the Occupational Safety and Health Act. This round of funding was awarded to programs in the categories of targeted topic training, training and educational materials development, and capacity building.
“The Susan Harwood Training Grants are a critical investment that the Department of Labor makes to help workers know their rights and power – in turn making their workplace safer and healthier,” said Acting Secretary of Labor Julie Su. “This grant honors Dr. Harwood's remarkable legacy
of safeguarding workers from workplace hazards throughout her years at the Department of Labor. I’m eager to witness the impact these organizations will achieve in her name.”
The grants are named in honor of the late Dr. Susan Harwood, who served as the director of OSHA’s Office of Risk Assessment. In 17 years with the department, she was instrumental in developing federal standards that today protect people from workplace hazards, including asbestos, benzene, bloodborne pathogens, cotton dust, formaldehyde and lead.
These grants are our most effective tool for connecting organizations with needed resources to train and educate hard-to-reach workers in high-hazard industries,
said Assistant Secretary for Occupational Safety and Health
Douglas L. Parker. “Training is a key part of ensuring vulnerable workers understand what protections should be in place in their workplace and to know their rights.”
OSHA awards grants to nonprofit organizations, including community and faith-based groups, employer associations, labor unions, joint labor-management associations, Native American tribes, and local and state-sponsored colleges and universities. Targeted training audiences include smallbusiness employers, limited English proficiency workers, as well as workers identified as illiterate/low literacy, disadvantaged, underserved, low-income, minority and others hard to reach.

The United States Department of Transportation’s Federal Aviation Administration (FAA) awarded Houston Airports and George Bush Intercontinental Airport (IAH) $9.6 million under the Airport Terminal Program, funded by the Bipartisan Infrastructure Law. The grant will fund the reconstruction of the post-security
Skyway people mover system at George Bush Intercontinental Airport (IAH) to improve ADA access and increase the efficient movement of passengers and baggage among the airport’s five terminals. This grant will also fund the reconstruction of the existing terminal people mover railway infrastructure between Terminals A and B.
IAH’s infrastructure improvement project is one of 128 projects selected at 125 airports for $970 million in federal funding available, officials stated.
As passenger demand continues to grow, Houston remains committed to delivering a world-class experience at every touchpoint,
said Jim Szczesniak, Director of Aviation for Houston Airports. “Thanks to the FAA, this $9.6 million helps us maintain a critical piece of infrastructure that speeds passengers throughout our terminals while creating good-paying jobs right here in Houston. METRO AWARDED $1.2M IN FUNDING FOR GULFTON REVITALIZATION PROJECT

ETRO has been awarded $1.2 million from the Federal Transit Administration (FTA) to plan for transit-oriented development (TOD) along the proposed Gulfton Corridor Bus Rapid Transit (BRT) line.
The funding will help create a strategy focused on enhancing mobility, housing, and community development in one of Houston’s most transit-dependent areas, a news release said.
A joint effort among METRO, Harris County Commissioner Lesley Briones, and Houston Mayor John Whitmire, the project aims to attract public and private investment and establish a community-supported vision for TOD. The initiative will also explore green infrastructure solutions
to address urban heat and flooding, according to METRO officials.
“This is an exciting step toward Gulfton's revitalization,” said METRO Board Chair Elizabeth Gonzalez Brock. "This collaboration goes beyond improving transit access. Working together with all levels of government and community leaders, we are making meaningful upgrades that will make it easier for residents to go to work, enjoy recreational activities, and access essential services, all while attracting new resources and businesses to the area.”
According to the release, the grant is expected to fund the entire TOD planning process, including extensive community engagement, detailed station area analysis, and the creation of an overall strategy to guide the improvements in the Gulfton Corridor.
Increasing and improving affordable housing near public transportation is especially crucial in Gulfton, where residents are five times more likely to ride transit than the average Houstonian. This grant will amplify and accelerate Harris County Precinct 4 work in this area, which has waited far too long for investment,
said Briones. "I am grateful to the Biden-Harris Administration for their commitment to advancing equity and promoting housing affordability, and I thank Chair Gonzalez Brock and Mayor Whitmire for their leadership and partnership in building the Gulfton that residents deserve.”

for $1.7 billion,” said TxDOT Executive Director, Marc D. Williams. “This type of buy-out is unprecedented in the United States and is a very big win for SH 288 drivers and our taxpayers.”
Tolling policies on the SH 288 managed toll lanes in Harris County will reportedly not change in the short term, due to a contractually required transition period.
“However, by transferring the project to state control, TxDOT anticipates that future toll rates will be able to be reduced and will escalate at a slower pace than allowed under the CDA,” the release said.
TxDOT also anticipates that future toll revenues will be able to fund on-going and future maintenance on SH 288, along with improvements like additional non-tolled lanes on a portion of the SH 288 corridor.
Drivers should not expect to see any immediate changes regarding maintenance, operations, or billing.
The “buy-out” payment of $1.7 billion is anticipated to be paid off with future toll revenue bonds (debt repaid by toll revenues), ensuring that other planned projects around Texas will proceed on schedule. This means the funds for the buyout ultimately come from toll users, officials say.
TxDOT will begin plans to build two free general-purpose lanes along portions of SH 288 between IH 610 and Beltway 8 by no later than 2030 (one lane in each direction).
