As H-E-B continues its expansion in North Texas, the retailer announced the acquisition of property in Irving with plans to open its first H-E-B store in the Las Colinas community.
The Irving H-E-B store will be built at Interstate 635 and Olympus Boulevard in front of the former Fry’s electronics store. It’s expected to open in late 2026.
The store, which will provide convenient shopping for Irving, Coppell, Grapevine, and West Dallas residents, is expected to create about 700 jobs.
Construction is expected to start later this year. Additional details will be shared closer to the store’s opening.

"We are sharpening our focus, elevating different perspectives, and ensuring that everyone with the talent and desire has an opportunity to succeed," the release stated.

Entergy says it wants to broaden the path to employment for HBCU students by ensuring close the gap between academia and industry, the Entergy Faculty Extern Program invites
STEM educators from regional HBCUs to participate in facility tours and job shadowing, which helps them better prepare their students for careers in energy.
In addition, Entergy launched The Power of Prosperity program in 2023, which consists of two components. The first one is removing barriers to student success through a partnership with Single Stop, a national nonprofit that connects students and their families to resources and funding from local, state and federal sources. The second component consists of a partnership with Stackwell Capital through which the company will equip students with the knowledge, tools and resources – including seeded investment accounts – to build generational wealth, which is a foundation for economic stability, access to opportunity and long-term prosperity. By investing more than $700,000 in the pilot program, Entergy's shareholders are helping 1,200 HBCU freshmen in New Orleans unlock new opportunities.
With the new $20 million commitment, the company is able to expand The Power of Prosperity Program throughout the service area so that HBCU students across Texas, Louisiana, Mississippi and Arkansas will have new doors opened to them through partnerships with Stackwell Capital and Single Stop.

upiter Power LLC announced the achievement of commercial operations of 400MWh of dispatchable power to the ERCOT grid from its Callisto I battery energy storage facility in Houston.
This new facility, which will significantly increase Houston's supply of reliable, zero emissions power as it faces record demand increases, is a product of the market-based improvements by lawmakers in recent years to add competitive dispatchable power to the ERCOT grid, a news release stated.
The Callisto I Energy Center is a 200MW/400MWh battery energy storage system located in central Houston, five miles from the Medical Center and 10 miles from the Houston Ship Channel at the site of a former HL&P H.O. Clarke fossil fuel power plant. The site can accommodate an additional 400MW/800MWh of battery energy storage generation.
"Jupiter couldn't be prouder about bringing the Callisto I project online," said Andy Bowman, Chief Executive Officer of Jupiter Power. "This project responds to lawmakers' calls to increase affordable and dispatchable new generation in an area where people need more power. Callisto I is the first energy storage project at this scale in the City of Houston and
will help meet Houston's growing power needs while also increasing resiliency from extreme weather events."
Callisto I reportedly represents Jupiter Power's expansion of large-scale operational battery energy storage projects outside of West Texas and into Houston, to provide the city with clean, resilient and emissions-free power.
TAMU ENGINEERS EXPLORE INTELLIGENCE AUGMENTATION
TO IMPROVE SAFETY
"The announcement of Jupiter Power's Callisto I Energy Storage project is significant and exciting for the region, as it's the first large-scale transmission-connected energy storage project in the City of Houston. This critical project will help address peak power demand and is another great example of our region's leadership in scaling and deploying impactful solutions for an all the above energy future," said Jane Stricker, Greater Houston Partnership, Senior Vice President and Houston Energy Transition Initiative (HETI) Executive Director.
"It is essential that Texas has a diversified generation portfolio," said State Senator Charles Schwertner, Chairman of the Senate Committee of Business and Commerce. "Batteries play an important role within that portfolio to help address demands in times of need."
Jupiter Power is a developer, owner, and operator of stand-alone, grid-connected battery energy storage projects that was founded in 2017. Callisto I is Jupiter's ninth project in ERCOT, bringing its total ERCOT fleet to 1,375MWh. In December of 2023, Jupiter Power announced the closing of a $65.2 million financing with First Citizens Bank to finance the construction of Callisto I.

s a result of artificial intelligence (AI) growing rapidly in the last few years, industries have been able to automate and improve their efficiency in operations.
AA feature article published in AIChE Journal identified the challenges and benefits of using intelligence Augmentation (IA) in process safety systems.
Contributors include Texas A&M University's Dr. Faisal Khan, professor and chemical engineering department head at Texas A&M University, Dr. Stratos Pistikopoulos, professor and director of the Energy Institute, Drs. Rajeevan Arunthavanathan, Tanjin Amin, and Zaman Sajid from the Mary Kay O’Connor Safety Center, according to a news release. Additionally, Dr. Yuhe Tian from West Virginia University contributed the novel perspective of using AI in process plants from a safety perspective.
The research basis is to use an AI approach to process safety alongside humans rather than replacing them in operational decision-making, according to Khan.
“This research aims to develop a comprehensive framework based on IA that integrates AI and Human intelligence (HI)
into process safety systems, ensuring enhanced safety and efficiency,” Arunthavanathan said. “We aim to provide a clear understanding of the potential and limitations of AI, propose IA strategies for their effective implementation to minimize risks and improve safety outcomes.”
Khan believes that AI and human intelligence can be combined, dismissing the fear that AI may eventually replace humans as it advances in its ability to perform tasks.
“The study examines the challenges in incorporating AI technology in real-world industrial applications and how IA can improve process monitoring, fault detection, and decision-making to improve process safety,” Amin said.
Khan maintains that AI will improve safety by analyzing realtime data, predicting maintenance needs, and automatically detecting faults. However, the IA approach, using human decision-making, is also expected to reduce incident rates, lower operational costs, and increase reliability.
“The application of AI in chemical engineering presents significant challenges, which means it is not enough to ensure comprehensive process safety,” Sajid said. “To overcome these limitations, IA is introduced to work alongside human expertise rather than replace it.”
The research identifies several risks associated with implementing AI and IA in process industries. AI risks include
data quality issues, overreliance on AI, lack of contextual understanding, model misinterpretation, and training and adaptation challenges. On the other hand, the risks associated with IA include human error in feedback, conflict in AI-HI decision-making, biased judgment, complexity in implementation, and reliability issues.
“The researchers are particularly interested in the challenges of AI and conceptualize IA to augment human decision-making in process safety,” Tian said. “They are fascinated by how AI can provide accurate and prompt responses based on data analysis while human intelligence can offer broader insights and considerations, including ethical and social factors.”
Khan believes that this research emphasizes the importance of developing reliable, trustworthy, and safe AI systems tailored to industrial applications.
“The collaboration between AI and human intelligence is seen as essential for advancing process safety,” Khan said. “Ongoing exploration of this synergy to meet the evolving demands of industrial safety will continue to enhance AI’s capabilities while ensuring robust risk management frameworks are in place,” Pistikopoulos added.

SHELL INVESTS IN WATER INJECTION AT

hell Offshore Inc. (Shell), a subsidiary of Shell plc, has taken a final investment decision (FID) on a “waterflood” project at its Vito asset in the U.S. Gulf of Mexico. Water will be injected into the reservoir formation to displace additional oil.
SThe process is due to begin in 2027 and is expected to significantly enhance volume capacity at the Vito field, a news release said.
"Over time, we've seen the benefits of waterflood as we look to fill our hubs in the Gulf of Mexico," said Zoë Yujnovich, Shell Integrated Gas and Upstream Director.
This investment will deliver additional high-margin, lower-carbon barrels from our advantaged Upstream business while maximizing our potential from Vito.
Waterflood is a method of secondary recovery where the injected water physically sweeps the displaced oil to adjacent production wells while re-pressurizing the reservoir. The three water injection wells were all drilled as pre-producers.
Shell is the leading deep-water operator in the U.S. Gulf of Mexico, where their production has among the lowest greenhouse gas (GHG) intensity in the world for producing oil.

rom Texas City to Sugar Land to Austin to San Marcus and even Texas A&M University, many public entities in Texas are leveraging public-private partnerships known as P3s due to budget constraints, limited staff, and challenges in using traditional procurement models. I first wrote about P3s in 2022 –“4 Pillars to De-Risk Permitting on P3 Projects ” – because permitting was identified as a major risk for P3 projects being delivered on time and for being successful.
Permitting for public-private partnership (P3) projects in Texas involves navigating a complex landscape that is continuously evolving. Those agencies that undertake a P3 relationship are exercising a creative way
to move forward in infrastructure demands like housing, road improvements, or mixeduse developments in their geographical area.
P3s carry a certain level of financial risk, especially for large-scale projects, making it essential for permits to be obtained in a timely manner. To assist developers and government organizations that have selected a P3 to move forward, below are some key aspects and best practices in permitting P3 projects in the state:

The Texas Oil & Gas Association’s Workers’ Compensation Safety Group announced that member companies collectively earned $3.84 million in dividends from Texas Mutual Insurance Company for prioritizing workplace safety and keeping the group’s loss ratio low. Texas Mutual is a policyholder-owned company that recognizes policyholders’ successful safety records through dividends.

Battery MXP incorporates AI techniques in the manufacturing process, which enables the detection and remediation of quality issues before they result in scrapped material. The solution then utilizes machine learning
to identify conditions that lead to quality issues and turns this data into action-oriented insights that manufacturers can use to improve efficiency and productivity.

METRO NOT PROCEEDING WITH FEDERAL GRANT APPLICATION FOR UNIVERSITY CORRIDOR PROJECT

ased on a financial review, METRO officials announced on Tuesday, June 18 they will not proceed with the federal grant application for the University Corridor Project at this time.
BAccording to METRO's Board of Directors, the Federal Transit Administration has communicated with METRO’s executive staff the agency will not be precluded from applying for funding at a later date, should the project prove to have future financial viability. Additionally, it will not impact other funding opportunities.
Financial estimates for the project in 2019 were
aspirational, but the COVID-19 pandemic significantly reduced ridership and increased costs — variables that were not calculated at the time the project was proposed, METRO explained.
The project, as planned, would reportedly put the agency in a position that would financially impact METRO's day-to-day operations and "severely limit the ability to
implement essential services such as increased public safety, bus frequency, bus and train cleanliness, improved bus shelters, and enhanced sidewalks and roadways since the federal grant does not cover the estimated $1.5 billion liability," a news release said.
“Our priority is a public transit system that is safe, clean, reliable and accessible,” stated METRO Chair Elizabeth González Brock.
METRO says it plans to move forward with proof of concept and more viable infrastructure projects that are part of overall growth and development plans for the entire community, such as the Gulfton Transit and Revitalization Project.
“We will continue to engage with METRO customers, community leaders and key stakeholders as we review the viability of future projects and initiatives,” stated Brock.

AUSTIN AWARDED $10.5 MILLION FEDERAL GRANT FOR CITYWIDE PEDESTRIAN SAFETY

S Department of Transportation Secretary Pete Buttigieg announced Thursday, September 5, that the City of Austin has been awarded $10.5 million to improve safety for pedestrians.
The Safe Streets and Roads for All grant funding will allow the city to install crossings at nearly 50 locations and more fully develop the city's Living Streets Program, which seeks to follow resident-led requests for making their local street more comfortable to gather, walk and play. The city will contribute $2.5 million in matching funds required by the grant, a news release said.
The grant will fund the implementation of proven safety countermeasures at a systemic, citywide scale to reduce fatal and serious injury crashes, especially those involving pedestrians. Crossing treatments will reportedly include a combination of rectangular rapid flashing beacons, pedestrian crossing islands, curb extensions and pedestrian hybrid beacons, as well as one critically needed grade-separated crossing of I-35. Transportation and Public Works Department (TPW) staff are currently conducting a preliminary analysis to identify priority locations.
The project, officially named “Safer Transportation Routes using Inclusive, Demonstrative and Equitable Solutions” (STRIDES), will address the city’s highest priority crossing gaps based on the council-adopted Sidewalks, Crossings and Shared Streets Plan, including those on the Vision Zero High Injury Network, with a focus on improving safety in historically underserved communities.
The grant also includes a demonstration project on local, neighborhood streets that will test soft road closures using quick-build, cost-effective and temporary traffic calming and placemaking methods as part of the council-approved Living Streets Program.
According to the City of Austin Transportation Public Works, the award was part of a package of $1 billion in federal grants to local, regional and tribal communities around the United States, as part of the Bipartisan Infrastructure Law's Safe Streets and Roads for All (SS4A) program.
This is Austin’s third SS4A grant award, including a $22.9 million award in 2022 and a $288,000 award in 2023 to pursue ADA transition plans for urban trails and pedestrian crossings.
“Austin’s Transportation and Public Works Department has a proven track record of reducing fatal and serious injury crashes through low-cost, effective safety projects,” said Austin Mayor Kirk Watson. “This funding will help us expand that work, making Austin streets safer for everyone who uses them, whether they’re driving, walking, cycling or rolling.”

CHARLIE JENKINS ASSUMES ROLE AS PORT HOUSTON CEO

ort Houston announced on Tuesday, September 3 that Charlie Jenkins has officially assumed the role of Chief Executive Officer, taking the reins from long-time executive director Roger Guenther following his retirement on August 28.
Jenkins has worked at Port Houston for more than 30 years and was named incoming CEO in April 2024 after most recently serving in the role of Chief Channel Infrastructure Officer.
“I am confident that Charlie’s extensive experience in maritime operations and his longstanding tenure with Port Houston will successfully guide us into the future,” Port Commission Chairman Ric Campo said. “Leadership changes are rare at Port Houston, and we are certain that Charlie’s transition into this role will be seamless and effective. We are excited for this next chapter.”

Jenkins was also an instrumental leader in the development and execution of the Bayport Container Terminal and has recently help lead the Houston Ship Channel expansion project currently underway, commonly known as Project 11.
“I look forward to working with the Port Houston team, our customers, partners, community members, and other stakeholders, to help make the best decisions to balance the best interests of our organization and the Houston Ship Channel,” Jenkins said.
As an advocate and strategic leader for the busiest waterway in the nation, Port Houston is helping lead Project 11 to continue to safely and efficiently accommodate vessels calling the facilities along the channel. Jenkins’ expertise and enthusiasm will chart Port Houston’s path forward during a dynamic time in Houston’s maritime history.
