BUILDING DREAMS: AUSTIN HABITAT FOR HUMANITY UNVEILS AFFORDABLE HOUSING DEVELOPMENT
By Subcontractors USA News Provider
On Friday, Austin Habitat for Humanity started the construction of a new affordable housing complex named Persimmon Point. The complex will have 126 homes, including townhouses and condos, spread across 18 buildings in Southeast Austin. The Vice President of Real Estate and Planning, Andy Alarcón, stated that the housing units will be available for purchase by 2025. This project is one of the most significant efforts for affordable homeownership in the Austin region.
stated Attilio Rivetti, Vice President of Turner and compiler of the Cost Index. He went on to explain that “Early coordination and participation of trade contractors and suppliers serve to mitigate the impact of long lead times for equipment on construction schedules.” For over 80 years, Turner has been providing construction cost forecasts. However, it’s important to note that the building costs and price trends reflected in the Turner Building Cost Index may not necessarily reflect the specific conditions of a particular region during any given quarter. This Index is calculated by taking into consideration various factors on a national level, such as labor rates, productivity, material costs, and competition in the market. Other published indices may differ as they may not account for all these factors.

“What’s beautiful about the work that they put into motion is the connectivity,” District 2 Council Member Vanessa Fuentes said at the groundbreaking ceremony.
Alarcón estimates that the upcoming houses will be priced at less than $200,000 and will be available for purchase, not for rent. It has taken a decade to create and acquire the property located at 7051 Meadow Lake Blvd. During this time, collaboration with the city was necessary to construct a new section of Meadow Lake Boulevard that runs alongside the development area.
“That [the new road] connected the neighborhood, that connected the school, gives us the opportunity to build these 126 homes,” said Billy Whipple, senior vice president of construction for Austin Habitat for Humanity.
Mayor Kirk Watson of Austin, who attended the groundbreaking on Friday, commended the organization and his predecessor, former Mayor Steve Adler, for their dedication to the development. Mayor Adler was also present at the ceremony. “What is most exciting about this is the scale,” Adler said.
The city of Austin has been making significant efforts to tackle the problem of affordable housing for a long time. With the average cost of a home in Austin exceeding $500,000, various initiatives are currently in progress to build more affordable living spaces. One such project is Travis Flats apartments, a 146-unit complex offering affordable housing, which opened its doors in Central Austin in 2021.
Additionally, there are other developments in progress, such as Industry Soma near Menchaca Road and William Cannon Drive. In 2022, voters gave their approval to Proposition A, a $350 million bond aimed at supporting the city’s endeavors to create more affordable housing opportunities.
Billy Whipple, senior vice president of construction at Austin Habitat for Humanity, highlighted the significance of street connectivity and community collaborations in the construction of Persimmon Point. This project stands as one of Austin’s largest affordable homeownership initiatives. In April, the City Council passed a resolution prioritizing the construction of affordable housing on a property located in East Austin.
A report from the American-Statesman revealed that this property had previously been home to a recycling plant, raising concerns about potential pollution in the area. Construction on Persimmon Point is scheduled to commence in 2024, with completion expected in 2027. For additional information on Persimmon Point, please visit the Austin Habitat for Humanity website.

59 cents lower than the same time last year. It’s worth noting that gas prices are significantly lower than last summer when they exceeded $5 per gallon.
The increase in prices can be attributed to several factors. Gasoline inventories have decreased as demand remains strong during the summer travel season. Additionally, the OPEC+ group, which includes 23 nations responsible for 40% of global crude oil production, has reduced oil production to stabilize prices.
This decision has led to a $7 increase per barrel. Furthermore, some refineries have reduced output due to excessive heat, impacting the production of gasoline, diesel, and jet fuel. Daniel Armbruster, a spokesperson for AAA Texas, mentioned that increasing crude oil prices, decreasing gasoline inventories, and high demand for fuel during the summer travel season are all contributing to the rise in gas prices.
Although current price averages are still lower than last year, further increases in crude oil prices could narrow the year-over-year price gap.

Among the major metropolitan areas in Texas, El Paso has the highest gas prices at $3.84 per gallon, while San Angelo has the lowest at $3.22 per gallon. Nationally, the average price for a gallon of regular unleaded gas is $3.71, which is 13 cents higher than a week ago, but
• If you use premium unleaded fuel, make sure it is required for your vehicle, not just recommended. AAA’s Automotive Research Center found that vehicles with recommended premium fuel performed safely with regular unleaded gasoline.
• Make sure your tires are properly maintained and inflated to the correct level.
• Avoid “jackrabbit” starts and hard accelerations. These actions greatly increase fuel consumption.
• Slow down and drive within the speed limit. Fuel economy peaks around 50 miles per hour on most cars, then drops off as speed increases. Reducing highway speeds by 5 to 10 mph can increase fuel economy by as much as 14%.
• Use cruise control on the highway to help maintain a constant speed and save fuel. However, never use cruise control on slippery roads because you could lose control of the vehicle.

Subcontractors USA — Texas has dedicated itself to serving as a valuable resource for government agencies, corporations, and contractors, bridging the gap between prime contractors and subcontractors. Subcontractors USA focus on providing relevant opportunities and news in various industries, including construction, architecture, energy, manufacturing, education, engineering, oil and gas, safety, transportation, utility and infrastructure, and technology.
Through established relationships with notable organizations such as Dallas – Fort Worth Airport, Shell, DART, Turner Construction, Noble, H-E-B, PermitUsNow, METRO, and NAMC, Subcontractors USA — Texas is gearing up for its inaugural ECO Summit in October. This event will build upon the pillars of Expansion, Collaboration, and Opportunity.
With avid expertise, Keith “MR. D-MARS” Davis, Sr. discussed the strategic relationship in Texas while highlighting the upcoming ECO Summit Expo, emphasizing opportunities for growth and collaboration. Expansion is emphasized as a key factor in taking advantage of the current infrastructure development and shortage of companies able to help.
Expansion is a crucial tool for companies looking to increase employee engagement and government agencies seeking subcontractors and primes as demands for their businesses grow. Job enlargement plays a significant role in managing team members effectively.
Keith Williams from NOBLE emphasized the importance of relationship building in expansion in a constantly evolving market. He highlighted the prestigious opportunities that NOBLE has undertaken, such as projects for the University of Texas MD Anderson Cancer Center, Texas Southern University, Alamo College District, and Texas A&M University System. “By expanding into new markets and partnering with respected institutions, NOBLE can enhance its reputation and establish itself as a trusted construction partner in these regions,” said.
“Additionally, talent acquisition, both among employees and subcontractors, is key to success in the construction industry.”
By attracting skilled professionals and collaborating with reliable subcontractors, NOBLE ensures the delivery of high-quality projects and customer satisfaction. By emphasizing expansion, collaboration, and providing opportunities, NOBLE positions itself for continued success and growth.
Collaborations are generated through general contractors enlisting subcontractors to carry out specific tasks as part of a larger
project, making their collaboration crucial for the successful accomplishment of the entire undertaking.
Subcontractor collaborations entail various essential elements:
CONTRACTUAL ARRANGEMENTS: General contractors establish contractual agreements with subcontractors, which delineate the extent of work, payment conditions, project timetable, and other pertinent particulars. These contracts guarantee that both parties comprehend their respective duties and obligations.
SCOPE OF WORK: Subcontractors have specific responsibilities within the project, such as handling electrical work, plumbing, HVAC, painting, and other specialized tasks. They must coordinate their efforts with other subcontractors and the general contractor to maintain a smooth workflow.

COMMUNICATION AND COORDINATION: Effective communication and coordination are essential for successful collaboration. Subcontractors need to synchronize their schedules, share project updates, and address any issues that may arise during the project.
QUALITY AND STANDARDS: Subcontractors are expected to adhere to predetermined quality and safety standards. Their work must meet regulatory requirements and industry best practices to ensure the overall success and safety of the project.
PROJECT MANAGEMENT: The management of subcontractor collaborations usually falls under the responsibility of the general contractor. They oversee the entire project, ensuring that subcontractors stay on track and handle any challenges that may arise throughout the project’s duration.
PAYMENT AND COMPENSATION: Subcontractors receive compensation for their work based on the terms outlined in the contractual agreement. Payment terms may include fixed fees, hourly rates, or milestone-based payments.
LEGAL AND COMPLIANCE: Subcontractors must comply with legal requirements, including licensing, insurance, and permits. These measures ensure that subcontractors are qualified and authorized to perform their assigned tasks.
DISPUTE RESOLUTION: In the event of any disputes or disagreements, there should be a mechanism in place for resolving issues. This could involve mediation, arbitration, or other forms of dispute resolution. UNVEILING THE RESILIENCE: HOW THE U.S. OIL FIELD EMPLOYMENT WITHSTANDS LABOR MARKET SLOWDOWN
Employment in the U.S. oil field services and equipment sector decreased by 117 jobs, remaining steady as the labor market and economy slows. Even with a slight loss in July, jobs in the sector remain above 665,000, totaling 665,016, according to preliminary data from the Bureau of Labor Statistics (BLS) after adjustments to June numbers and analysis by the Energy Workforce & Technology Council (Energy Workforce). The BLS-adjusted June numbers showed a slight dip from preliminary reports of 665,258 to 665,133. Employment across the sector is holding steady, but still off the pre-pandemic level of 706,528 in February 2020. Overall, U.S. employers added 187,000, less than expected but slightly higher than June’s revised number of 185,000, representing a continued cooling in the economy and labor market. The overall participation rate remained at 62.6% in July, slightly off the historical average of 62.84%, and the overall unemployment rate dropped to 3.5% from 3.6% in June. “While U.S. job growth continues to ease, we encourage those seeking employment to look for opportunities across the energy services and technology sector, which provides exciting and challenging career opportunities in an industry at the forefront of developing and deploying new emissions-reducing technology, revolutionizing how we power the world with reliable, affordable energy,” Molly Determan, Energy Workforce & Technology Council President, said.

NAVIGATING THE CHALLENGES: A CLOSER LOOK AT SAN ANTONIO’S AIRPORT WOES
But to truly understand the biggest problem, we must take a step back.
The city served by the airport is experiencing significant growth, to the point where the travel demands of San Antonians will soon surpass the facility’s capacity. From 2010 to 2020, the metropolitan area grew by over 400,000 people, representing a 16 percent increase. At this rate, airport officials anticipate an annual passenger count exceeding 14 million by 2040.
By Subcontractors USA News Provider
IIf you’ve recently traveled from San Antonio International Airport, you’re aware that passenger volumes have returned. In August, the city-owned airport saw 813,000 travelers, which accounted for 93 percent of the average monthly totals in 2019, just prior to the devastating effects of the COVID-19 pandemic on the air travel industry.
However, the airport’s resurgence brings attention to some long-standing deficiencies. Travelers who waited out the worst of the pandemic are noticing that San Antonio has a limited number of nonstop flights compared to Austin-Bergstrom International, which is close enough to attract passengers who dislike connecting flights. Additionally, the cramped concourse in Terminal A, one of the narrowest among major airports, remains unchanged. These are the issues that are readily apparent at the airport.
To address this, the city of San Antonio has initiated a 20year, $2.5 billion expansion, and redevelopment project for San Antonio International. This master plan, approved by the City Council almost a year ago, includes extending one of the airport’s main runways, constructing a new Terminal C and additional parking garage, and renovating Terminal A. The capital project, funded through a combination of federal and state grants, bond revenue, and fees paid by travelers and airlines, is one of the largest in San Antonio’s history. Currently, the airport’s expansion remains largely conceptual. A Dallas-based architecture and design firm called Corgan has been contracted to develop plans for Terminal C and other airport projects, with a three-year contract worth $3.8 million. Construction of Terminal C, the most significant endeavor in the master plan, is scheduled to begin in 2024, with an opening date set for 2028. To fully grasp the magnitude of the challenges faced by airport officials, it is helpful to compare key aspects of San Antonio International’s operations and offerings to similar facilities across the country, including Austin-Bergstrom.

DataScope: EMPOWERING SAN ANTONIO’S LATINO-LED STARTUP SCENE WITH GOOGLE’S SUPPORT
The funding came from a combination of crowdfunding and investment from the Chilean firm, Broota. By January, DataScope had increased its workforce from 12 to 36 employees, operating remotely across Texas, Mexico, Argentina, Brazil, and Chile.
With its small team, the company secured more than 400 clients, including Coca Cola, in the United States and Latin America, achieving an annual revenue of $1 million. Now aiming to double revenue this year, Serrano is pleased to receive support from the Google for Startups Latino Founders Fund.
As part of Google’s ongoing effort to assist Latino entrepreneurs in San Antonio, DataScope will receive $150,000 in nondilutive capital, mentorship programs, and mental health coaching. This initiative from one of the world’s largest tech companies aims to address the challenge faced by Latino-owned businesses in accessing funding.
According to Bain & Co., less than 1 percent of funds from top venture capital and private equity investors are allocated to these businesses. Serrano believes that the support from Google will aid the further expansion of DataScope.
By Subcontractors USA News Provider
Nicolas Serrano encountered difficulties in securing funding when he established DataScope in 2016. Over the years, he invested a significant amount of money into the San Antonio tech startup, which offers cloud-based platforms for businesses to digitize safety and work order tasks and collect data through mobile devices.
To address the funding challenges, Serrano participated in various accelerator programs in search of capital, recognition, and guidance. Eventually, DataScope experienced growth through sales revenue and successfully raised $600,000 to expand the business.
He also expects to connect with other Latino startup founders who can offer guidance in fundraising and growth. The funds received will be utilized to enhance the company’s software, including the addition of new features and the development of artificial intelligence products. As a predominantly self-funded company, Serrano regards the Google Latino fund as a valuable initiative that can contribute to a more equitable ecosystem for startups. He particularly values the mentorship opportunities that come with the support from Google.
“We were a mostly bootstrapped company,” Serrano said. “The Google Latino fund is a great initiative to level up the whole different ecosystem. Funding hasn’t been kind of evenly distributed.”
Serrano specially appreciates the mentorship that comes with Google’s funding, pronouncing that whilst he and different Latino startup founders “don’t ask to be dealt with differently,” mentorship can “help us equalize and have greater possibilities and leapfrog sure challenges.”

Gulf Coast. Early trade along Buffalo Bayou eventually led to the Houston Ship Channel as we know it today – the number one waterway in the nation, which supports more than 1.35 million Texas jobs.
“It was important to us to remain close to the ship channel we serve,” said the Chairman of the Port Commission of the Port of Houston Authority, Ric Campo. “Part of the appeal of the property at East River is being able to contribute to the continued growth of the local community. It’s thrilling to see the expansion of businesses and green spaces in the area, and we are happy to be a part of it.”
Port Houston will be one of many businesses in Midway’s 150-acre East River mixeduse development. Additional offices, retail, and residential will also be in this area, helping contribute to the continued growth of the historic Fifth Ward and East End communities. Additional potential benefits to area residents include public park space, bike trails, recreational facilities, and job
Midway, a real estate company in Houston is partnering with Port Houston to build a six-story office building spanning 96,000 square feet. The building will also have a connected parking garage with 300 spaces
The Port Houston staff working in this office will handle government relations, public relations, community relations, legal, accounting, business equity, economic development, human resources, and other tasks. The move to this new location is expected to take place in the summer of 2025.
We are thrilled to announce the move of Port Houston’s administrative office staff to a new location. This strategic decision has been made to accommodate our growing needs as an organization that has long suppo-rted the Houston Ship Channel as its local advocate. In addition to being the local sponsor of this federal waterway, we also oversee Houston’s public marine terminals which serve America’s number one city and state in exports,

“Port Houston has been a driving force in Houston’s success since its inception, and its value as an economic catalyst and community partner is as critical as ever,” said Larry Sloan, Executive Vice President, Investments & Development at Midway. “We are proud to partner on the development of their new headquarters at East River and look forward to delivering an innovative new office environment that is uniquely suited to Port Houston’s current needs while attracting and retaining a new generation of talent in the years to come.”
The administrative building of Port Houston, situated at Turning Basin Terminal, is slated for demolition to make way for cargo operations at City Docks near the intersection of Highway 225 and the 610 Loop.
