Troubled abaca industry

DAVAO City – The Davao del Norte provincial government has initiated interventions to address the troubled abaca sector in Talaingod town, where thousands of indigenous people (IP) are affected by the suspension of abaca-buying operations.

In a statement Tuesday, Governor Edwin Jubahib said he met with the Philippine Fiber Industry Development Authority (PhilFIDA) personnel and local buyers on Monday to find a solution to the problem faced by mostly IP abaca farmers.

“There is a need to resolve the issue to prevent the return of insurgency in the province,” he said, referring to the past influence of the New People’s Army in the town.

CDO govt to decongest city hall

THE CAGAYAN de Orocity is set to establish satellite offices in different barangays to accommodate clients from far-flung areas and at the same time decongest the city hall.

Glenn Bañez, one of the consultants from the City Mayor’s Office (CMO), revealed in a media forum on Thursday, Feb. 9, that among the barangays that have been initially eyed for the plan include Puerto, Lapasan, Kauswagan, Bulua and the Cogon area here.

The plan is to provide the Kagay-anons convenient public service. With the satellite offices, tax payers and other transactions that involve payments can be accommodated right there in their locations.

pa sila sa (The Mayor saw that those who are far from the city hall are pitiful because they still need to come to the) city hall just to pay their taxes,” Bañez said.

Apart from establishing satellite offices, the LGU is also planning to use the ‘delivery’ method for those establishments or people who want to get documents from the city hall such as cedula, mayor’s permit, business permits among others.

“You don’t need to go to the city hall anymore. You pay online and we will deliver it to your house,” Bañez added.

The LGU still needs to write a letter to the Commission on Audit and the Bureau of Local Government Finance pertaining to the said plan as the LGU, Bañez said, needs an authority from the monetary bank to allow commercial banks to accept

payments.

Streamlining permits issuance

Apart from decongesting city hall, the local government also wanted to give resolution to the existing problem on the issuance of building permits, as it would take three to four months, or up to six months, Bañez said.

Under the LGU’s plan through a proposed ordinance, the LGU is looking to hasten the issuance of building permits based on the category. The categories are simple (garage or lowcost housing), complex (2-3 story building) and highly technical (five floors up).

Bañez said the applicants only need to submit the top documents and the building permit will be released within three working days under the simple category; seven working days for complex

category and 15 working days for highly technical category.

Among the documents the applicants need to submit include barangay clearance and locational clearance from the city planning; title or any documents proving ownership of land or lease contract; real property tax clearance on land, building

and machinery; ancillary permit/documents and payment of fees, taxes, and other charges.

However, apart from submitting the said documents, applicants must also sign a notarized affidavit of undertaking in order to submit the remaining requirements within 30

working days from the released date of the building permit.

Bañez said the public hearing for the said proposed ordinance is currently ongoing and they were currently working on the said plans in order to possibly implement them within this year. (PNA)

Davao City forms body vs. anti-trafficking, VAWC

DAVAO CAity – The city government has formed a body to address the issue of human trafficking and violence against women and children.

In a statement Monday, the City Information Office (CIO) said the Local Committee on Anti-Trafficking and Violence against Women and Their Children (LCAT-VAWC) will serve as a functional and parallel structure to monitor and oversee the implementation of laws and policies on the matter.

The LCAT-VAWC is composed of the city mayor as the chairperson and the City Social and the City Social Welfare and Development Office (CSWDO) department

head as co-chairs.

In addition, the CIO said Mayor Sebastian Duterte signed an order on Feb. 9 declaring support for Republic Act No. 9208 (Anti-Trafficking in Persons Act of 2003) and Republic Act No. 9262 (AntiViolence Against Women and Their Children Act of 2004).

“The LCAT-VAWC, anchored on R.A. Nos. 9208 and 9262, is tasked with implementing policies and programs to protect women and children who are victims of trafficking and violence,” the CIO said.

BSP warns public anew vs virtual asset firms

THE Bangko Sentral ng Pilipinas (BSP) on Tuesday, Feb. 14, has again issued a warning against transacting with virtual asset service providers (VASPs) that are unregistered and domiciled abroad or unknown foreign virtual asset companies.

The BSP said there are only 20 registered VASPs with the BSP as of endJanuary 2023, of which two are not yet operational and two are inactive. Of the registered VASPs, the BSP also listed four that are not operating at the moment.

In total, of the 20 that did register with the BSP, only 12 are active and in operation as of end-January.

These 12 VASPs are:

COEX STAR; Appsolutely; COINS PH; Bexpress; Bloomsolutions; Frenetic; Moneybees Forex; Maya Philippines; Philbit; PDAX; TopJuan; and Zybi Tech.

The BSP on Tuesday also reissued an August 17, 2022 public advisory reminding Filipinos that the BSP will not be able to enforce legal recourse or protect consumers such as redress mechanisms for VASPs based abroad. Dealing in virtual assets, said the BSP, are generally considered as high risk activities “which may result in huge financial losses due to price swings.”

The BSP highly encourage financial consumers to verify with the BSP if the virtual

asset firm or companies they are dealing with is supervised and regulated.

Based on a Dec. 7, 2022 memo, the central bank has likewise instructed all registered VASPs not to engage in any business activities other than for the safekeeping of assets.

The BSP imposed a three-year ban on VASP licensing beginning on Sept. 1, 2022. The BSP refers to virtual currencies as virtual assets. It issued a circular to govern VASPs in 2017. The VASP regulation expands the BSP’s previous rules on virtual currency exchanges to include businesses that perform an exchange between one or more forms of virtual

Fonacier said all VASPs, particularly those providing safekeeping and administration services for virtual assets such as custodians, should ensure that customers’ virtual assets are not being used for any business activities other than for safekeeping on the customers’ behalf. VASPs facilitate the conversion or exchange of fiat currency to virtual assets or vice versa.

Fonacier also reminded all VASPs to be especially critical in assessing the risk profile of liquidity providers and check the following: license and registration status; the legal and supervisory framework of the jurisdiction from which the liquidity providers are domiciled; and supervisory/ enforcement capabilities of relevant regulatory bodies/ enforcement agencies.

This claim is correct because students are engaged in school for at least eight hours per day, five days per week thus, safety is the most essential aspect to be considered all the times.

A healthy classroom environment helps learners and teachers to be at their best, physically, mentally, emotionally and socially. There are indications of a healthy and safe classroom; these are the absence of violence, bullying, harassment and others.

In a classroom setting, everyone needs to feel safe and protected. A positive

classroom climate accepts everybody as part of the whole; acceptance of the learners’ diversity; where individual differences should always given importance and considerations. Indeed, interests, skills, needs and abilities differ from one learner to another.

Teachers must foster a positive school environment that not only promotes academic excellence but also creates a warm, safe, and nurturing environment. A sense of belonging and acceptance can keep these young people away from danger.

Whatever the situation is, and whoever our learners are; cultivating a healthy and safe classroom environment promotes learning in a better way.

Earth Democracy For Justice, Sustainability & Peace

WHEN the late chieftain of the Higaonon Tribe of Cagayan de Oro City, Fausto Orasan known as Datu Sandigan, was passionately advocating and protecting the integrity of the environment in the uplands against illegal loggers and miners, he was killed after seven attempts to his life. On the seventh attempt, his residence in Pigsag-an was rained with bullets by these armed men who, as narrated to me by Datu Sandigan himself, were even brandishing their high powered guns, shouting while walking in the streets at 2:00 o'clock in the morning not to follow the good Datu or else, they would also be killed. Miraculously, he survived but not the on the 8th attempt in the mining area of Tuburan during his watchful visit as he was then a volunteer to report to the "Task Force Kinaiyan," which I am heading to stop these illegal mining activities as embodied in the "Writ of Kalikasan" issued In 2013 by the Court of Appeals.

His life was taken away by the assassins' bullets in that Saturday afternoon of September 13,2014 in his efforts to stop the degradation of the environment where the Higaonons are now living who were before inhabitants of the city but now have been pushed to live in the hinterlands.

Why must Datu Sandigan sacrifice his life for Mother Earth? Perhaps, those who are viewing the planet as private property for enclosure of the commons to satisfy their profit motive that have already captured the mindset of all governments, institutions, universities and even religious groups, Datu Sandigan, for giving his life for God's creation, is crazy. That was how we were perceived before when we were lying in the streets to stop the illegal flow of logs in the 90's.

The truth is what Datu Sandigan had dedicated his life for Earth Democracy for justice, sustainability and peace which seemed to be too alien to a world that has been deeply buried in so much materialism and consumerism. No less than the world known environmentalist and a physicist Dr. Vandana Shiva, a professor in a University in Canada mentioned to me when she was visiting us during the heights of our direct action against logging through human barricades together with Datu Sandigan and the IPs in the 90's that what the Indigenous Peoples are advancing worldwide is Earth Democracy which is both an ancient worldview and an emergent political movement for peace, justice and sustainability. She said that "Earth Democracy connects the particular to the universal the diverse to the commons, and the local to the global. Native American and Indigenous cultures worldwide have understood and experience life as a continuum between human and non-human species and between present, past and future generations. An 1848 speech attributed to Chief Seattle of the Suquamish tribe captures this continuum."

"How can you buy or sell the sky, the warmth of the land? The idea is strange to us. If you do not own the freshness of the air and the sparkle of the water, how can you buy them? Every part of this earth is sacred to my people. Every clearing and humming insect is holy in the memory and experience of my people. The sap which courses through the trees carries the memories of the red men. This we know: the earth does not belong to man; man belongs to the earth. This we know. All things are connected like the blood which unites our family. All things

are connected."

Earth Democracy is the awareness of these connectedness and of the rights and responsibilities that flow from them. This is what our Indigenous People are advancing as exemplified by Datu Sandigan. Indeed, all species, peoples, and cultures have intrinsic worth. It is the firm belief of that Indigenous People that all beings are subjects who have integrity, intelligence, and identity not objects to ownership, manipulation, exploitation, or disposability. No humans have the right to own other species, other people, or the knowledge of other cultures through patents and other intellectual property rights.

Today, the Indigenous People (the Higaonons and Maranaos) are very much bothered as their ancestral domain is now the subject of interest by the LGUs nearby to convert a very wonderful holy ground into tourism site for money raking. In their letter to me, they expressed such alarm, to wit:

exactly that. It shows no embarrassment about lovers. Consequently, intermittent attempts have been made to rule "Song of Songs" out of the bible. It's like making it "for adults only". Imagine, my dear reader, in 16th century Spain for instance, professor Fray Luis de Leon was dragged out of his classroom and taken to jail for four years. His crime? He translated "Song of Songs" into Spanish.

If you start reading "Song of Songs", you will find out that this book conveys a very different atmosphere from most modern love songs and pop music. Since love songs are always popular, many people approach "Song

of Songs" with great expectations. However, readers often find the book much different from what they had expected. One is the poetic imagery. Second: "Song of Songs" is hard to follow. One part doesn't seem connected to the next.

Try to explore the "Song of Songs". One thing is for sure. You'll learn a lot about the love between God and His people.

THE Securities and Exchange Commission (SEC) is launching a nationwide roadshow that aims to highlight easy and accessible funding options for micro, small and medium enterprises (MSMEs) in the capital market this week.

The commission will kick off the SEC Roadshow on Capital Market Formation for MSMEs and Start-ups at the Pinnacle Hotel in Davao City on Feb. 15. The roadshow will emphasize how MSMEs can tap the capital market, including crowdfunding platforms, to raise funds for business expansion.

Crowdfunding is a fundraising activity typically conducted by start-ups and SMEs, where the public can

support or fund a business idea through an online platform.

The SEC regulates crowdfunding activities in the country, with the Rules and Regulations Governing Crowdfunding provided under SEC Memorandum Circular No. 14, Series of 2019.

Under the crowdfunding rules, SMEs no longer have to register securities with or secure approval directly from the SEC before they can solicit investments from the public. SMEs need only conduct their fundraising activity with a crowdfunding intermediary, funding portal or crowdfunding platform registered with the SEC.

CREC president and chief executive officer Oliver Tan told reporters over the weekend that the company targets to operate solar power projects, run-of-river hydro plant, offshore wind power and energy storage system over the next seven years.

Tan said CREC plans to launch 1 gigawatt (GW) of solar projects every year until 2027, or a total of 5 gigawatts (GW) installed capacity within five years.

This year, the company will infuse $800 million in capital expenditure for its solar power projects, with its project in Batangas getting the lion’s share.

He said CREC is also in talks with Chinese

The energy storage facility will start commissioning by early 2024.

“The energy storage system will complement our 5-GW solar projects,” he added.

Tan also shared that the RE firm has started the construction of its first hydropower project in Isabela province. It will have a capacity of 19.7 MW peak.

The hydro facility is expected to be completed by 2026.

As the government polishes its policies to encourage investments in offshore wind power resources, Tan said CREC will be venturing into

offshore wind projects. He added CREC has secured seven service contracts from the Department of Energy for its offshore wind projects. Three of which will be located in North Luzon, two each in the provinces of Zambales and Guimaras. By 2030, Tan said the energy firm targets to operate at least two offshore wind projects, with a combined capacity of 700 MW.

He said CREC is looking for foreign partners to support its future renewable energy projects.

“We welcome them (foreign partners) because of the enormous capital requirement to fund these projects. The local firms can’t do it alone, so we welcome them. And I think, it will be mutually beneficial for them to partner with local,” he added. (PNA)

DAVAO CITY – The Department of Human Settlements and Urban Development, Region XI (DHSUD XI) conducted the first seminar workshop on risk-sensitive comprehensive land use on February 6-10, 2023, at the Fair Crown Suites, Aguho St., Davao City.

“Media plays an instrumental role in protecting children by increasing public discourse on the issue,” he said.

Ariel Sebellino, executive director of the Philippine Press Institute, added that efforts and initiatives must be smarter to combat challenges and problems.

“People just don’t know that once kids are left like that, they are already exposed to so many dangers, be it potential or real. These are the realities now,” he said.

He added that the role of journalists in addressing these online dangers is “very critical and crucial.”
