Caraga’s tourism

BUTUAN City – At least 706,677 tourist arrivals were recorded in the Caraga Region in 2022, almost double from the previous year, the regional Department of Tourism (DOT-13) reported Tuesday. Data from the agency indicated that the tourist arrivals in 2022 has almost doubled compared to the 377,441 vacationers recorded in 2021. Of the total number of visits last year, 692,515 were domestic visitors while 14,162 were foreign tourists.

Davao Norte welcomes filing of bill expanding Davao Light’s franchise

DAVAO City — The provincial government of Davao del Norte lauded the filing of House Bill 6740 seeking to expand the franchise area of the Aboitizowned Davao Light and Power Company (DLPC) to eight additional areas.

Davao del Norte Governor Edwin Jubahib, in a statement on Tuesday, said that the proposed measure is a “necessary piece of legislation” to address the perennial problem of power supply and exorbitant power rates encountered by residents of the province.

“HB 6740, if enacted into law, is a major milestone for the province of Davao del Norte as the expansion of the energy services provided by Davao Light will bring about a positive change to the lives of our constituents, providing them with reliable and efficient power supply,” he said.

He added that this would lead to a more sustainable and productive environment, driving economic growth and development in the province.

Ferdinand Marcos Jr. vetoed HB 10554, which sought to amend Republic Act 11515, extending for another 25 years the franchise granted to DLPC.

HB 10554 would have placed Tagum City, Island Garden City of Samal, and the municipalities of Asuncion, Kapalong, New Corella, San Isidro, and Talaingod under the franchise area of DLPC.

These areas are being serviced by the North Davao Electric Cooperative Inc. (NORDECO), which has an existing franchise for the mainland until 2028 and Samal until 2033.

In her explanatory note, Nograles said HB 6740 would seek to expand the franchise of DLPC by including those same areas in the vetoed bill, and the municipality of Maco in the Davao de Oro in the jurisdiction of DLPC.

DLPC currently services Davao City, Panabo City, and the municipalities of Carmen, Dujali, and Sto. Tomas in Davao del Norte.

Davao City enterprise collects P177-M in 2022

DAVAO City – The Davao City Economic Enterprises (CEE) has generated an income of P177.7 million in 2022, an increase of 26.5 percent from the P140.4 million collected during the previous year. CEE officer-in-charge Maximo P. Macalipes Jr., however, said their 2022 collection only hit 88.18 percent of the year’s collection target set at P201.5 million. "Despite this, we are bouncing back to pre-pandemic conditions," he said. DILG chief to conduct probe on drug trades inside jails

THE Department of the Interior and Local Government (DILG) will launch a deeper probe into the illegal drug trade in jail facilities after receiving information of similar incidents in Northern Mindanao. Gov’t 2022 debt down as economy recovers

THE continued recovery of the domestic economy, along with the strengthening of the Philippine peso against the US dollar, helped reduce the peso value of the national government’s (NG) total liabilities by end-2022 to P13.42 trillion compared to the previous month’s.

The Bureau of the Treasury (BTr) said Thursday the fullyear NG debt went down by P225.31 billion, or 1.7 percent, from P13.64 trillion by endNovember last year, also due to the net redemption of domestic government securities (GS).

However, NG debt grew by 14.4 percent, or P1.69 trillion, compared to P11.73 trillion in end-2021.

Of the total, domestic debt accounted for 68.62 percent of the total debt last year amounting to P9.21 trillion.

Domestic debt declined by 2.3 percent, or P219.58 billion, compared to P9.43 trillion as of end-November last year.

The BTr attributed the decline to the net redemption of P217.95 billion worth of GS and the peso appreciation, which reduced by P1.63 billion the peso value of foreign currency-

denominated liabilities.

Foreign debt accounted for 31.38 percent of NG liabilities amounting to P4.21 trillion as of end-2022, lower by P5.73 billion from the end-November 2022 level.

It has increased by P652.34 billion since the start of 2022, it said.

The BTr said currency adjustments due to the appreciation of the peso against the dollar reduced the foreign debt by P58.34 billion.

It said the improvement of the level of NG debt last December and the continued robust growth of the domestic economy resulted in the decline of the country’s debt-to-GDP level.

The country’s gross domestic product (GDP) expanded by 7.2 percent in the last quarter of 2022 and by 7.6 percent for the full year.

The share of NG liabilities to domestic output went down to 60.9 percent as of end2022 from 63.7 percent at the end of the third quarter last year and is lower than the 61.8 percent target in the government’s medium-term fiscal framework.

“This reflects the consistent drive to bolster debt sustainability through prudent cash and debt management backed by resurgent economic growth,” the BTr said.

Rizal Commercial Banking Corp. chief economist Michael Ricafort said he expects the sustained growth of the domestic economy and the impact of tax and other fiscal reform measures to be of advantage to the improvement in the share of debt to economic growth.

“More disciplined government spending would help further reduce/improve the debt-to-GDP ratio to below the 60 percent international threshold to help sustain the country’s favorable credit ratings at 1-3 notches above the minimum investment grade,” he said in a report on Thursday.

Nowadays, we can see a lot of farm-to-market roads that allow our farmers’ products and goods to be delivered in the markets for customers to consume them fresh and at a lesser price due to manageable labor services. This is one of the reasons why we have to promote safety on our public roads. It is one main picture of development connecting places, businesses, people, and communities.

There are several Philippine laws that emphasize safety on our roads. For example, is this Land Transportation and Traffic Code or Republic Act. No. 4136 and Road Speed Limiter Act of 2016 or Republic Act No. 10916 regulate speed limits to avoid

reckless driving and accidents on the road. This will help preserve human life as well as prevent road damage. Another is Republic Act No. 917 which is an act that provides an effective highway, administration, and modify apportionment of highway funds. This act seeks to aid provinces, chartered cities, and municipalities in the construction of roads and streets.

We make use of our roads by being on time to the office since we have vehicles to pass through safe roads. Our kids can go to school safely and securely because we know the streets they are paving allow walking to be safe and accident-free. The roads we have in our communities can be translated into opportunities for us and progress to our place. We have to continuously preserve the roads for they affect our way of life.

I Hope You Dance (Part 1)

Think a minute… In 1972 Life magazine published a story about the true adventures of John Goddard. When he was 15-yearsold John heard his grandmother sadly say: “If only I had done that when I was young…” At that moment, John determined not to have regrets at the end of his life, so he wrote down 127 goals for his life.

He named 10 rivers he wanted to explore and 17 mountains he wanted to climb. He wanted to read the entire Bible, Encyclopedia Britannica, plus everything written by Shakespeare, Plato, Aristotle and other famous authors. He wanted to marry and have children. Professionally he wanted to pursue a career in medicine, as a pilot, and also serve as a missionary. Sound impossible? Already at the age of 47, John Goddard had accomplished 103 of his 127 goals!

You may not have as many goals as John Goddard. But if you do not have any goals in your life, you will not have much motivation to get up in the morning, nor will you have much satisfaction at the end of each day—let alone at the end of your life.

Reuters Fact Check on Feb. 4, 2023 headlined on its news side the very important and clarificatory news, “Fact Check – HBAL617 balloon tracker online is from US company Aerostar, not China” which shoots down the sensationalized false story of US mainstream media that it was a Chinese “spy balloon”. Despite this Reuters fact check being issued on Feb. 3, the false narrative of the “Chinese balloon” has continued to this day.

Another important news that shoots down the US narrative about the “Chinese “spy balloon” is the absolute nonsense is the comment of ex-Pentagon analyst Chuck Spinney who said, “It is hard to imagine why the Chinese would risk sending military-grade surveillance equipment in a vulnerable, uncontrollable balloon that cannot even be directed to a specific target,... These high altitude balloons basically go with the wind-flows.”

Of course, China itself was confused for a moment since it, as many nations do, have many highaltitude balloons floating around the atmosphere for many purposes from meteorological, atmospheric and climate research, pollution monitoring, telecommunications and imaging, educational and submillimetre astronomy. China, being invariably

straightforward in its official communications provided honest information at hand at that time.

The Global Times in the early hours of Feb. 3, headline China’s response:

“China rejects US’ spy balloon accusation, says civilian airship deviated from planned course caused by force majeure.” On Feb. 4, Global Times issued its second report, “China blasts ‘spy balloon’ hype, urges communication to avoid misjudgment” and stressed that the postponed Blinken visit to China anti-China elements were linking to the incident was never as formally scheduled event yet.

Some believe that the false “China spy balloon” hype was instigated by the Deep State to abort the Blinken meet in China agreed upon between Biden and Xi to help iron out difference between the two sides that erupted from the Pelosi visit in 2022 and China cut major bilateral talks over vital issues with the US – hence Blinken’s statement that the timing at the moment is “not conducive” due to the “Luftballon” incident. I use the German term for “air balloons” to transition to our next point.

would also say it was a big hit in the Philippines. I am playing the song from You Tube as I write this piece, enjoying the popular beat and wonderful guttural German when put into songs -- but the important thing is the story of the song which I will use the Wiki summation to facilitate:

With a firm collective intent, the Concerned Parents, Teachers, Alumni & Communities (COPTAC) are opposing the sale of the 6.3 hectares of the downtown main campus plus the 14 hectares of the developed Manresa campus.

As an alumnus of Xavier University having finished my elementary (Grade 7), high school, college degree (BS Agriculture) and Post Graduate (law degree) in my beloved University, I cannot help but feel so much pain at the thought that Xavier University may be sacrificing its living cultural heritage to an image of commercialism.

If that were the case, the Study of Oxfam is indeed correct which concluded, “high veneration to the profit-motive has already captured the mindset of all governments, all institutions, all universities and even of religious groups. Because humanity is now buried in unbridled consumerism and materialism, there is so much denigration of spirituality.”

The contemporaneous development paradigm has prioritized profit over Mother Earth and the people. Thousands of concerned scientists and environmentalists world-wide have categorically warned that “humanity is now in the precipice of its 6th extinction that is man-made. And yet, there continues to be

climate-change deniers, many are politicians and people in leadership positions. I would like to believe that XU is on the side of Mother Earth, but with the plan of XU and Cebu Landmasters for Manresa, I am beginning to have doubts as to where XU stands.

Ecological conservation counters climate change. The agricultural spaces in Manresa contribute to ecological conservation needed by the city for open and wooded areas.

Millions of species in our planet are becoming extinct, and the plans for Manresa would contribute to this extinction and to the destruction of the species’ habitat. As stated in the COPTAC Paper, “An earlier study made by visiting Jesuit scholastic from Malaysia indicated 40 species of birds identified in the Manresa area. The community of Barangay Balulang situated at the foot of Manresa ridge has expressed their objection to the proposed development in Manresa because of the uncontrolled flooding already experienced by them during heavy rains.”

I have learned in my days at XU that it stands for the transformation of people who are kind to the planet while working for prosperity and peace. It has been inculcated in me that commercialism has never been XU’s priority.

In underscoring the

importance and noble undertaking of Xavier University, may I share a poem of Thomas Gray entitled, “An Elegy Written in a County Churchyard.” I learned this poem from Fr. Francis Calputura, S.J., my High School teacher.

The poem’s 12th stanza says: “Perhaps in this neglected spot is laid, Some heart once pregnant with celestial fire; Hands, that the rod of empire might have sway’d, Or waked to ecstasy the living lyre.”

Thomas Gray has underscored that when a dead person is laid to rest, had the heart felt that “celestial fire” of love? Had he developed kingly qualities that could have served a community? Had he used his creativity to influence/entertain like a light illuminating darkness?

As emphasized by my priest-teacher, the number one asset in the universe is not wealth, fame or power, as no less than King Solomon in the Old Testament, pronounced that these are “meaningless, utterly meaningless.” The most important asset/capital is the human being and the development of the human potentials is of utmost importance.

All these years, Xavier University has propelled us to greater heights of love and service. I dream that it would continue to do so for years and

years into the future in a world that is in constant change. It is tempting to meet the challenges of being an excellent university by amassing as much wealth as possible, through commercialization of XU’s assets.

COPTAC has pointed out that this is being done without regard for what Xavier stands for. This lack of respect is demonstrated by the unceremonious digging up of the burial ground in Manresa, where our Jesuit professors, mentors, and indeed, the pillars of Xavier University, including Fr. William Masterson and Fr. Francis Madigan, were laid to rest.

I urge Xavier University to re-examine or, if need be, to terminate, its plans with Cebu Landmasters, and listen to the concerns expressed by its alumni. We love Xavier, we have ideas, and we can help in drawing up alternative plans for its future.

On October 22, 2015, petitioners, heirs of Romana Cabañeros (hereafter petitioners), filed a Petition for Re-issuance of Decree No. 668313 dated January 22, 1936 and Issuance of the Corresponding Original Certificate of Title1. Petitioners seek the issuance of a Court order canceling Decree No. 668313 dated January 22, 1936 and re-issuance of the same decree and issuance of the corresponding original certificate of title in the names of the petitioner's predecessors-in-interest, Romana Cabañeros, Jose Tapnayon, Crispin Tapnayon, Agatona Tapnayon and Tomasa Tapnayon. Petitioners advanced the property covered by Decree No. 668313 dated January 22, 1936 was acquired by their predecessors-in-interest from the original cadastral claimant and mother of Romana Cabañeros, Petrona Bandialan. Petitioners further advanced that Decree No. 668313 was issued by the Court of First Instance of Misamis Oriental acting as a Cadastral Court but the original certificate of title to the property subject to Decree No. 668313 dated January 22, 1936 was not issued based on the records of the Land Registration Authority and is not available in the records of the Register of Deeds of Cagayan de Oro City.

You are hereby served this notice to appear before this Court at its initial hearing to be held at the Hall of Justice, Goldridge Building, PN Roa corner Mastersons Avenue, Cagayan de Oro City, Philippines, on APRIL 14, 2023 at 2:00 o'clock in the afternoon, then and there to present such claims as you may have to said land or a ny portion thereof, and to submit evidence in support of such claim; and unless you appear in Court at the same time and date aforesaid, your default will be recorded and the title to the land will be adjudicated and determined in accordance with law and the evidence before the Court and thereafter you will be forever barred from contesting said application or any decree entered thereon.

The property was surveyed and its boundary delineated during the Cadastral Survey of Cagayan de Oro sometime in February 28, 1929 and was designated as Lot No. 2416. Copy of the Bureau of Land Form No. V-37 is hereto attached as ANNEX "C";

6. That the heirs are the lawful owners of the subject property by right of succession. The said Decree No. 668313, issued on January 22, 1936 upon the order of the then cadastral court, the Court of First Instance of Misamis Oriental, has long become final and executory;

7. That as provided under Sec. 31 of the Property Registration Decree (PD 1529), the decree of registration shall bind the land and quiet title thereto, subject only to such exceptions or liens as may be provided by law. It is conclusive upon and binding against all person including the National Government;

8. That despite the issuance of the said decree of registration in March 25, 1926, the original certificate of title corresponding to the subject property was never issued. The original certificate of title is not available in the records of the Office of the City Register of Deeds of Cagayan de Oro and there was no evidence of its being ever issued based on the records of the Land Registration Authority;

9. That no deeds or other instrument affecting the property has been presented for registration;

10. That pursuant to Section 38 of the Land Registration Act, (Act 496 as amended) it is stated that:

13. That as provided under the Section 31 of PD 1529 otherwise known as the Property Registration Decree, it states and to quote: xxxx

Sec.31. Decree of registration – Every decree of registration issued by the Commissioner shall bear the date, hour and minute of its entry, and shall be signed by him.

That considering that the person who signed the Decree No. 668313 in January 22,1936, the then Chief of the General Land Registration Office, ENRIQUE ALTAVAS, is no longer in office and presumably has passed away due to the length of time since it was signed in 1936, and could no longer sign the decree of registration, it is prayed that Decree No. 668313 be cancelled and ordered re-issued to be signed by the incumbent Commissioner of the Land Registration Authority and thereafter the original certificate of title be issued in the name of the original cadastral claimant/decreed owner;

WHEREFORE, it is most respectfully prayed of this Honorable Court, that after due notice and hearing, an order be issued pursuant to the pertinent provisions of "The Land Registration Act" (Act No. 496, as amended) and Sec. 31, 38 & 39 of P.D. 1529 otherwise known as "The Property Registration Decree", directing the Land Registration Authority, the following:

Thereupon, the Commissioner shall cause to be prepared the decree of registration as well as the original and duplicate of the corresponding original certificate of title. The original certificate of title shall be a true copy of the decree registration. The decree registration shall be signed by the Commissioner, entered and filed in the Land Registration Commission. The original of the original certificate of title shall also be signed by the Commissioner and shall be sent, together with the owner's duplicate certificate, to the Register of Deeds of the city or province where the property is situated for entry in his registration book. Decree awarded in favor of the person entitled to the lands or to parts thereof and such decrees shall be the basis for issuance of original certificates of title in favor of said persons and shall have the same effect as certificates of title granted on application for registration of land under ordinary land registration proceedings. That if I should thereafter learn that a similar action or proceeding has been filed or is pending before the Supreme Court, Court of Appeals, or any other Tribunal or Government Agency, I undertake to report the fact within five (5) days there from to the Court or agency wherein the original pleading and sworn certification contemplated herein have been filed.

Chris Canizares, president of United Delivery Riders of the Philippines-CDO chapter, earlier said the Foodpanda hub, situated in Barangay Carmen here, has been closed since the start of the Covid-19 pandemic.

Among their concerns, he said, were related to their daily earnings, healthcare insurance for delivery riders and other internal problems from the company such as glitches in the system – which can affect their daily earnings – and inappropriate suspension and termination.

However, councilor Jose Pepe Abbu, Jr. said that majority of the delivery riders’ concerns are corporate prerogative which the local government unit cannot impose on Foodpanda.

The only thing that the LGU can do, Abbu said, is to help and assist the delivery riders to bring their concerns to the said company.

“Maybe the prayer of the reporter (Esparcia) is that probably we can assist them (delivery riders) in asking the company to perhaps give these benefits and privileges to the delivery riders,” he added.

City council presiding officer Vice Mayor Jocelyn Rodriguez echoed Abbu’s comment, citing the LGU’s function as an overseer. However, she said the city government must provide help if it’s necessary.

“Even if they are under a corporation, for me, because our function is to determine whether they are safe and they are paid fairly,” Rodriguez said.

“Walay kaugalingon nga (lugar). They will just sit somewhere sa daplin sa kadalanan. I hope we can look into this matter because it’s not fair,” she added.

When asked on the recurring dilemma of funding shortfall for nationwide electrification, Almeda noted “If we can present to Congress, or if we can present to the President or to DOE (Department of Energy) that we have streamlined the monitoring and implementation of sitio electrification — having set the target, then I think Congress would be mindful to support this national program of the government — that there has to be 100-percent electrification program.”
