LANDBANK agri loans jump 14.8% to P271.8-B as of Q1 2023

The Land Bank of the Philippines (LANDBANK) continues to firm up its support to the agriculture sector, with outstanding loans reaching P271.8 billion as of 31 March 2023 – a 14.8% year-on-year growth from P236.8 billion in the same period in 2022.

Of the Bank’s agri loans, P42.3 billion directly benefitted small farmers and fishers, including those which were channeled through cooperatives and farmers’ associations, rural financial institutions and other conduits.

ues to provide accessible financing for small farmers and fishers, as well as the whole agri-value chain. We are fully committed to supporting the National Government’s efforts to ensure food security towards advancing growth that is sustainable and inclusive,” said LANDBANK President

As support to other agri-value chain players, LANDBANK extended P181.2 billion to finance the requirements of small, medium and large agribusinesses.

The remaining P48.3 billion in loans backed agri-

and aqua-related projects of local government units (LGUs) and governmentowned and controlled corporations (GOCCs).

In terms of economic activities, P64.5 billion of the agri loans were channeled to boost livestock and crop production, while P120 billion accounted for

loans for agri-processing and trading.

Meanwhile, P87.3 billion supported the construction and improvement of essential agri infrastructures such as public markets, farm-tomarket roads, warehouses, cold storages, and irrigation systems, among others.

LGU Magsaysay in MISOR adopts DOST RxBox Telehealth device

The Local Government Unit of Magsaysay, Misamis Oriental adopts the RxBox telehealth device for enhanced healthcare services in the municipality. In partnership with the Department of Science and Technology, the LGU will now make use of the unit at the Municipal Health Office.

RxBox is a multicomponent system (biomedical device, electronic medical record system and telemedicine training) designed to provide better access to lifesaving health care services in isolated and disadvantaged communities nationwide.

The ceremonial turnover held on March 31 was held with the presence of the Municipal Mayor, Charlie Buhisan, alongside with the Municipal Health Officer, Dr. Fortunato M. Ramonal at the town hall. The department heads of the local government unit witnessed the said turn-over.

Dr. Ramonal in his acceptance speech, emphasized the features of the RxBox device and how it will positively impact the people of Magsaysay.

“With its telehealth system function, easy referral of patients to tertiary hospitals will be realized”, Dr. Ramonal explained. Mayor Buhisan expressed his gratitude to the Department of Science and Technology (DOST) for receiving the RxBox device. "Through this device, we can bring the healthcare services closer to the Filipinos”, said Mayor Buhisan. He also signified the interest of the LGU in procuring the device by the time

it will be commercially available.

The RxBox telehealth device is among the Department of Science and Technology’s efforts for a “Smarter Philippines''. It is also an ICT (Information and Communications Technology) innovation designed to support the Department of Health’s call for Kalusugang Pangkalahatan or Universal Health Care. DENR 10 JOINS CLEAN-UP DRIVE

In line with the Earth Day annual celebration, the Department of Environment and Natural Resources, Region 10 joins with the Cagayan de Oro City Local Environment and Natural Resources Office, various national government agencies, academe, private organizations, youth groups and other volunteers for the clean-up drive on April 22 in Coastal Road, Barangay Lapasan, Cagayan de Oro City.

An estimated of 4,000 volunteers participated in the Earth Day activity to demonstrate support for environmental protection and to promote sustainable development to raise awareness on environmental issues and encourage people to protect planet Earth.

– The clock is ticking and the Senate needs to pass an important bill seeking to extend the estate tax amnesty period for two more years.

Deputy Speaker and Batangas 6th District Rep. Ralph Recto said in a news release on Sunday that his “former classmates can approve what is a simple bill” without having to wait for President Ferdinand R. Marcos Jr. to certify the measure as urgent.

He said that when session resumes on Monday, both chambers of Congress have 12 session days before it adjourns anew by the end of the month.

Under the current estate tax amnesty law, the period to avail of the benefits expires on June 14.

But Recto expressed hopes of an extension “because in legislation, a

Senator shuns NAIA privatization

MANILA – The privatization of Ninoy Aquino International Airport (NAIA) and other airports would not solve the worsening condition of these facilities, Senator Risa Hontiveros said on Sunday.

Instead of pushing for the airports’ privatization as proposed by fellow legislators, Hontiveros suggested that the government should focus on improving management and greater accountability of local airports.

“Privatization is not the correct prescription to solve the worsening problems of service within our airports," Hontiveros said in a news release.

Operations at NAIA and other local airports will never improve even if the private sector runs them unless management systems are reformed, she said.

Hontiveros issued the statement after some colleagues in the Senate brought up the idea of privatizing the airport.

Senate President Juan Miguel Zubiri even suggested allowing a foreign firm to run the problematic airport.

But the opposition solon disputed such a claim, adding that allowing international firms to manage the

She said well-maintained airports around the world like Doha’s Hamad International Airport, Tokyo’s Haneda International Airport, Korea’s Incheon International Airport, Paris’ Charles de Gaulle, and Istanbul Airport are all managed by their respective states.

“The majority of the best airports in the world remain state-owned. There

are plenty of good practices in airport operations for us to emulate if the government is indeed serious about fixing our airports,” Hontiveros said.

The senator echoed the earlier call of House Deputy Speaker Ralph Recto and other officials for an immediate technical system audit of NAIA operations so the government can proactively identify and address its weaknesses.

Manila International Airport Authority officerin-charge Bryan Co said

in a statement Friday that with the assistance of power distributor Manila Electric Company (Meralco), the electrical audit of the NAIA Terminal 3 has started following an outage on May 1 that disrupted flights and affected about 9,300 passengers.

PBBM attends royal reception; singles out 'thriving' PH-UK ties

MANILA – President Ferdinand R. Marcos Jr. on Friday night graced the royal reception hosted by King Charles III on the eve of the latter’s historic coronation, at Buckingham Palace in London, the United Kingdom.

Donning a barong with a Philippine flag lapel pin, Marcos was seen exchanging pleasantries with King Charles III, based on the photo released by the Presidential Communications Office (PCO) on its official Facebook page on Saturday.

The President was accompanied by his wife, First Lady Liza Araneta-Marcos, clad in an elegant Filipiniana dress.

In a separate Facebook

post, Marcos said he was “deeply honored” to attend the royal reception with his wife at Buckingham Palace.

He also emphasized the importance of the Philippines’ “thriving” relations with the UK.

“We underscore the thriving relationship between the Philippines and the United Kingdom, which has been promising in increasing trade, investment, and cultural exchanges for the Filipino people,” he said.

Marcos flew to London to witness the Grand Coronation of King Charles III on Saturday.

SOCIAL injustice looms in so many ways in a highly skewed societal order. It is seen in the life of the peasantry telling the land not their own, and if they own the land, they do not control the mode of production and marketing. This is the reason why everyone profits from farming except those who work under the excruciating heat of the sun – the farmers.

It is manifested in the life of the Filipino buyers who are victims of so many marketing layers as everything sold in this country, from needles to tractors, passes at least five marketing layers. A bag of Ammonium Sulfate fertilizer which is just bought in Ukraine at P100 per bag is sold in

Mindanao at P1,500. Lipitor bought in New Delhi at 30 centavos per pill is sold in the Philippine pharmacies at P50.

But the height of social injustice is perpetuated in the life of the 13 million member-consumer- owners (MCOs) of so called Electric Cooperatives who until now are deprived of their fundamental right as shareholders of their respective multi-billion peso ECs.

Every time the MCOs will claim such right, they will just be told that they have only contributed P5 as membership fee. The truth is, in the unbundling of their monthly payment, it is shown that from the very beginning, each MCO has been paying two items as

Cebu guv says 200 capitol workers, teachers to get new homes

CEBU CITY – Governor

Gwendolyn Garcia on Friday said more than 200 capitol employees and public school teachers will have a new home before the year ends.

This developed as Garcia reported that the first phase of the provincial government’s housing project will be completed in October this year.

The first 210 units will be awarded to qualified workers in the provincial capitol and government school teachers in Minglanilla.

“This is another step forward. It will benefit the public school teachers and capitol’s workers,” she said in Cebuano.

The entire project which has a total land area of 73,836.57 square meters, including phase 1, stands to benefit about 400 employees of Cebu capitol and teachers from Ming -

lanilla.

Likened to a middleend subdivision as the site development, including a road network, drainage system, and other amenities, costs PHP111 million, the Tunghaan Minglanilla Subdivision Project will be undertaken by a private contractor, SeventySeven Living Spaces,

in a lot occupied by the Gawad Kalinga community.

Each unit will have a floor area ranging from 100 to 212 square meters.

May 7, 2023, MANILA, PHILIPPINES – Globe (PSE:GLO), a leading digital platform in the Philippines with major interests in telecommunications, financial technology, virtual healthcare, digital marketing solutions, corporate venture building, and most recently, climate technology, announced today the signing of the sale and leaseback agreement with Unity Digital Infrastructure (Unity), a partnership between Aboitiz InfraCapital (AIC) and Partners Group for the sale of 447 towers.

The tower assets consist of 84% ground-based towers and 16% rooftop towers. The sale comes with a commitment to build over 200 towers across Visayas and/ or Mindanao. Globe expects to raise total proceeds of 5.4 billion from executing this transaction.

The towers, which are all located in Luzon, will be leased back to Globe for an initial period of 15

years. The first close for this portfolio is targeted to occur in the third quarter of 2023, with subsequent closings happening as and when closing conditions are met. Globe estimates the pre-tax net transaction gain from this transaction to be 1.8 billion, reporting and recognition of which will be according to the timing of the transaction closings.

“Signing this agreement with Unity is consistent with our endeavor to promote capital efficiency and prudence in our transactions. We keep our shareholders and customers' welfare in mind by finding the right balance of funding sources and transformational projects designed to steer the company towards the digital forefront,” said Rizza Maniego-Eala, Globe’s Chief Finance Officer.

The sale to Unity brings Globe’s total tower sold from 7,059 towers to 7,506 towers and the expected proceeds will be used to

finance capital expenditures and maturing debts. This tower deal will strengthen Globe’s balance sheet, thus providing sufficient flexibility to compete in this dynamic market as well as propel Globe’s shift into becoming the Philippines’ leading digital solutions platform.

Leo The Late Bloomer

Once upon a time, a little lion named Leo lived in the jungle with his family. Leo was a late bloomer - while all his siblings were already walking and roaring, Leo was still stumbling and making feeble noises. His parents worried about him but didn’t give up hope that he would catch up with his siblings soon.

Despite their encouragement, Leo felt discouraged and frustrated. He didn’t like feeling left behind, and he longed to be able to do the things his siblings could do. One day, he decided to try extra hard to learn how to walk and roar.

Leo practiced and prac

ticed, but he just couldn’t seem to get it right. He became more and more discouraged, and his parents didn’t know what to do to help him. They watched as Leo’s siblings played and explored, while Leo sat on the sidelines.

One day, as Leo was sitting alone, he noticed a butterfly fluttering by. He watched in awe as it gracefully flitted from flower to flower, and he realized that the butterfly was once a caterpillar, just like him. The caterpillar had to go through a metamorphosis to become a butterfly, and Leo realized that he too would go through a metamorphosis of sorts.

Leo’s parents watched in surprise as Leo suddenly stood up and took his first wobbly steps. He let out a small roar, and his parents cheered him on. Leo continued to practice and try new things, and before long, he was walking and roaring just like his siblings.

Leo had bloomed late, but he had bloomed in his own time. He realized that everyone has their own path and their own timeline, and it’s important to never give up and keep trying. From that day forward, Leo felt more confident and more happy, and he knew that he could achieve anything he set his mind to.

2 Siargao people’s orgs get P977-K livelihood projects from DSWD

BUTUAN CITY – Two people’s organizations (POs) from the town of Socorro in Siargao Island, Surigao del Norte, received livelihood projects from the Department of Social Welfare and Development in the Caraga Region (DSWD-13) in separate turnover ceremonies held Thursday.

In a statement Friday, the DSWD-13 said the projects were released through the Sustainable Livelihood Program (SLP) of the agency.

The Tanawan Consum-

ers Sustainable Livelihood Program Association received motorcycle spare parts livelihood project amounting to PHP488,727.

The other group, the Nueva Estrella Women’s Sustainable Livelihood Program Association, was also awarded with a general merchandise amounting to PHP488,728.

“DSWD-13 Regional Director Mari-Flor Dollaga and Asst. Regional Director for Operations Jean Paul Parajes led the handing over of the projects to the beneficiaries,” the DSWD13 said.

It said some 60 members of the two associations will directly benefit from the livelihood projects.

Rolando Erong and Jheia Guy-ab who lead the two groups expressed gratitude to the government and vowed to work hard to sustain their respective projects.

The SLP is a capabilitybuilding program of the DSWD for the poor, vulnerable, and marginalized households and communities by helping them improve their socio-economic conditions. (PNA)

Abalos cites need to beef up coastal patrol in Zamboanga City

ZAMBOANGA CITY – De-

partment of the Interior and Local Government (DILG)

Secretary Benjamin Abalos Jr. on Saturday called on local authorities in Zamboanga City to beef up efforts to protect its coastlines from the entry of illegal drugs.

Abalos made the call as he led the launch of the “Buhay Ingatan, Droga’y Ayawan” (BIDA) program here, bringing together all sectors in the fight against illegal drugs.

“Mayor (John) Dalipe told me the problem here in Zamboanga City is its large coastline. So, there is a need to strengthen seaborne and coastal patrol here,” he said.

“We must check on our borders because the worst part of it is we might become the dumping ground of illegal drugs.”

Abalos said he would coordinate with the Philippine Coast Guard to assist local authorities in guarding the coastline and prevent the entry of drugs and smuggling other contraband.

He urged the local police to strengthen also its intelligence operation against illegal drugs and criminalities

as he underscored the goal of the BIDA program that promotes a holistic campaign against illegal drugs.

The program involves the participation of partner national government agencies, local government units, private sectors, faith-based organizations, and civil society organizations in the campaign against illegal drugs.

BIDA, which began in October 2022, is a response to the order of President Ferdinand R. Marcos Jr. to strengthen the government’s

anti-drug campaign by focusing on arresting drug lords, rehabilitating users, and reducing demand.

Meanwhile, Philippine Drug Enforcement Agency 9 (Zamboanga Peninsula) Director Laurefel Gabales reported during the launch of the BIDA program that 1,334 of the 1,904 barangays in the region have been drug-cleared.

Gabales said 455 barangays remain drug-affected, while 115 are certified unaffected barangays in the region. (PNA)

14. In case there are identical offers constituting the highest bids, the tie shall be resolved by considering the Mode of Payment. The priority in terms of mode of payment shall be as follows:

15. If there is still a tie after considering the mode of payment, it shall be resolved through toss coin. However, in case there are more than two (2) highest bidders, the tie shall be resolved through draw lots.

16. The result of the sealed public auction shall be released and posted in the Pag-IBIG Fund official website at www. pagibigfund.gov.ph. Bidders are encourage to check the result on the said website.

17. Any notification sent by Pag-IBIG Fund through email or SMS shall be sufficient compliance to the notification requirements and presumed to be deemed received by the buyer. In this regard, the Bidder shall ensure that the contact number and email address indicated on the Offer to Bid are active. The bidder shall inform Pag-IBIG Fund immediately on any changes on his/ her contact number.

18. The winning bidder shall be required to pay his/ her BID BOND equivalent to five percent (5%) of the BID OFFER and shall be paid within 3 working days after the publication of the winning bidders. It shall be in Philippine Currency and may be in the form of cash or manager’s check payable to Pag-IBIG Fund. It shall likewise serve as the down payment of the winning bidder.

19. For bidders whose bid bond is in the form of a MANAGER’S CHECK, they are advised to adhere to the current Bangko Sentral ng Pilipinas’ (BSP) memorandum relative to the proper handling of checks: Do not staple, crumple, fold, bind or pin checks.

20. Payment of the remaining ninety five percent (95%) bid offer balance may either be thru any of the following modes:

a. Cash Payment – the balance on the net selling price shall be paid not later than thirty (30) calendar days from date of signing of Deed of Conditional Sale (DCS).

b. Short-Term Installment – the balance on the net selling price shall be paid in equal monthly instalment and provided the chosen payment term shall not exceed twelve (12) months subject to an interest based on the Full Risk-Based Pricing Framework for three-year fixing period.

c.. Long-Term Installment – payment shall be in the form of monthly amortization based on the approved term, which may be up to a maximum of thirty (30) years with the following considerations:

c.1. Approval and term shall be subject to eligibility requirements stipulated under the Circular 428 Omnibus Guidelines on Sale of Pag-IBIG Fund Real and Other Properties Acquired;

c.2. The amount shall be the bidder’s bid offer, net of 5% down payment;

c.3. The bidder shall be required to file his/her Long-Term Installment application and pay the processing fee within thirty (30) calendar days upon receipt of Notice of Award:

- Processing fee of Two Thousand Pesos (P2,000.00);

- Equity, if applicable;

c.4. In case the Bid Offer, net of the five percent (5%) bid bond and additional discount, is still higher than the approved amount for Long Term Installment, the amount in excess shall be treated as equity. It shall be paid by the buyer within thirty (30) calendar days from receipt of Notice of Conditional Approval of Sale (NCAS).

c.5. Original Borrowers who wish to participate on the Sealed Public Auction sale shall not be allowed to avail long term installment as mode of payment. They may only submit offer thru cash or short-term installment basis.

c.6. In case the application has been disapproved due to buyer’s fault, the 5% bidder’s bond shall be forfeited in favor of the Fund.

21. If the winning bidder fails or refuses to push through with the purchase of the property, or fails to pay in full the remaining balance within 30 calendar days from receipt of the Notice of Award (NOA), he shall lose his right as winning bidder and the 5% bidder’s bond shall be forfeited in favor of the Fund.

22. The Fund shall declare the next highest bidder as the winning bidder in case the sale to the original winning bidder is cancelled. He shall be required to pay a down payment of 5% of the offer price within 15 calendar days from notification and the remaining ninety five percent (95%) of his/her bid offer within the approved payment period. In the event there are two (2) or more complying bidders, the same rule on resolving ties shall be applied.

RI 3870 DGE Go appoints assistant governor for Zone 2

ROTARY Club of Iligan Maria Cristina president Anna Maria Castillo-Leopoldo has been appointed as Rotary International District 3870 assistant governor for Zone 2.

The appointmnent was signed by RI 3870 District Governor-Elect Gilda “Gigi” Go who will begin her term this July for RY 2023-2024.

With this appointment, AG Anna will be part of the district leadership team.

AG Anna has earlier exhibited her leadership skills most recently during Discon 2023 when she received the distinguished service award as club president.

This impressed Go and made Rotarian Anna as her choice for assistant governor of Zone 2.

For their respective zones, assistant governors serve as the district governor’s official representa -

tive among the designated Rotary clubs; support club effectiveness by assisting the governor with the administration of designated clubs including the timely submission of semi-annual reports, payment of Rotary International and district dues and monthly membership and attendance statistics.

They shall visit each club at least quarterly to meet with the club president and other club leaders to discuss the business of the club and resources available to them.

Mindanawon marathon runners bag silver and bronze in 32nd SEA Games

— Mindanawon marathon runners from Tupi, South Cotabato and Malaybalay City bagged the silver and bronze medals Saturday in the men’s and women’s marathon in the ongoing 32nd Southeast Asian Games (SEA Games) in Cambodia.

Arlan Arbois Jr. of Tupi, South Cotabato bagged the silver medal in the men’s marathon in his first appearance in the games while Malaybalay City’s Christine OrganizaHallasgo, who won the gold medal in the 2019 SEA Games and silver in the 2022 edition of the games in Vietnam, settled for a bronze medal in the women’s marathon.

The marathon races for both the men and women categories took place on Saturday morning in Siem Reap with the Angkor Wat serving as background along the 42-kilometer route.

Hallasgo clocked

02:50:27, tailing Indonesia’s Odekta Elvina Naibaho (02:48:14), and Vietnam’s Thi Tuyet Le (02:49:21).

Arbois clocked 02:33:27 behind Indonesia’s Agus Prayogo (02:32:59). Vietnam’s Nguyen Thanh Hoang placed third with a time of 02:35:49.

Like Hallsgo, Arbois Jr. is being trained by Eduardo Buenavista, the national

record holder in marathon.

The 31st SEA Games, a biennial event, was supposed to be held in 2021 but was rescheduled to 2022 due to the COVID-19 pandemic.

Hallasgo’s third place finish frustrated her bid to reclaim the championship, which she won before her compatriots in 2019. The Philippines hosted the SEA Games in 2019.

Senate President Juan Miguel Zubiri, on the other hand, said among their priorities are bills on the proposed PHP150 daily wage hike, Virology Institute, E-Commerce, Salt Industry Development and Revitalization, Maharlika Fund and Medical Reserve Corps.

In a radio interview on Sunday, Zubiri said he expects to end all deliberations during the last week of May and ratification before the adjournment.

On the wage hike, Zubiri said majority of senators expressed support for the bill.

He said top companies can afford the hike while gradual increase may be implemented by micro, small and medium enterprises.

“Kumikita naman sila ng PHP500 million pataas bawat taon at may mga tax incentive na sila (They are earning at least PHP500 million and have tax incentives),” Zubiri said of top-tier corporations.

On the Maharlika Fund, Zubiri said it will be passed by the first week of June and assured amendments to safeguard the investments.

Recto said the extension is a “lifeline to a government scrounging for revenues and an act of kindness” to seniors whose vulnerability during the 30 months the pandemic raged prevented them from availing of the amnesty.

As society opens and restrictions are lifted, people are now free to move around in completing the complex legal requirements in putting a deceased loved one’s estate in order so these can be used for productive purposes, he added.

Recto said if the government had extended “lifelines, bailouts in the billions” to distressed commercial firms during the pandemic, “then why should not the same compassion be extended to families, more so that it won’t cost the government anything?”

Intensified support to rice, coconut industries

In support of the National Government’s thrust to boost palay production and ensure sufficient rice supply in the country, the Bank continues to ramp up its lending activities to rice farmers and other rice industry stakeholders.

As of end-March 2023, LANDBANK’s outstanding loans to the local rice industry has reached P9.7 billion to finance requirements for palay production and processing, such as farm inputs, machineries, equipment, and facilities, among others.

Apart from loans, the Bank has also distributed cash grants amounting to P1.5 billion to 291,241 farmer-beneficiaries nationwide under the Rice Competitiveness Enhancement Fund - Rice Farmers Financial Assistance (RCEF-RFFA) Program, in partnership with the Department of Agriculture (DA).

LANDBANK likewise continues to provide responsive credit assistance to the coconut sector with outstanding loans amounting to P643 million, benefitting coconut farmers and other stakeholders engaged in the production and processing of coconut-based products.

Earlier this year, LANDBANK launched its new Coconut Farmers and Industry Development (CFID) Lending Program, in support of the Coconut Farmers and Industry Development Plan (CFIDP) spearheaded by the DA and the Philippine Coconut Authority (PCA).

Under the Program, eligible coconut farmers, cooperatives and associations can access financing

for various projects, including the establishment of intercrops and poultry or livestock integration in coconut farms.

Individual coconut farmers can use the loan to increase production and working capital, to acquire machines and equipment, and establish necessary facilities. Coconut cooperatives and associations can also utilize the financing for relending and rediscounting to their members.

LANDBANK will provide short-term and longterm loans with a fixed affordable interest rate of 2% per annum.

age capital contribution of about P90,000. This is very categorically stated in the EC’s By-Laws under Sec. 1, Article 2, “the members are the joint owners of the Cooperative with their individual equity in its assets determined on the basis of their patronage.”

I was informed that the MCOs are not even notified of their respective patronage capital contribution which is contrary to the provision of the By-Laws under 2(b) Article VII, “. . . within a reasonable time after the close of the fiscal year notify each patron of the amount of capital so credited to his account.”

There are about 119 ECs in the country and in region 10 alone, we have about eight, namely: Fibeco, Buseco, Moresco 1 and 2, Camelco, Moelci 1 and 2, Moresco 1 and 2, and Laneco and all these years, these so-called ECs have not recognized the MCOs’ patronage capital contribution. Such is the height of social injustice. This is a contributing factor to why the people are still in the quagmire of poverty.

There are some 13 million Member-Consumer-Owners (MCOs) in the country who until now their capital contributions have not been recognized. In a family of 5, some 65 million Filipinos are deprived of their monthly patronage refund of about P3,000 to P5,000 per month per family. Indeed, these socalled Electric Cooperatives are cooperatives in name only as they are not practicing the essence and values of cooperativism. Such truism was glaringly stated in a landmark decision penned by the Supreme Court thru Justice Mariano del Castillo in 2003 that these so-called ECs are not genuine cooperatives and were mandated to follow the universally-accepted cooperative principles and values. Until now, the oligarchs-controlled cooperatives are masquerading as cooperatives. Such social wrong must be rectified. If you were the CDA Chairman and would follow the Supreme Court order, you will be harassed, even charged in court administratively and even criminally which happened to yours truly.

In the past Mindanaowide Cooperative Congress, the participants have the following Declaration: “We have witnessed hunger and poverty in an island oozing with ecological wealth. We are well aware that the cause of economic deprivation if rooted in the powerlessness of the people to have access and control over their resources and over their utilities which are fast slipping through their fingers.

Even the millions of MCOs of electricity are being deprived to exercise their rights as owners because those running the affairs of the so called electric cooperatives (ECs), who through all these years have formed powerful cabal of vested interest, are stubbornly insisting that these ECs are cooperatives despite the fact that they do not adhere to time honored and universally-accepted cooperative principles and practices and not withstanding the fact that Supreme Court has ruled resoundingly on the EC’s non tax exemption for not being genuine cooperatives.

However, instead of registering with CDA, what the ECs did was to “unleash formidable arsenal of lies, deceit, fear-mongering and cashbacked lobbying to ensure the continued proliferation and hold of private interest over electric cooperatives. Member-consumers were enticed with bags of grocery items and other goodies to sway their mindset. Lies and deceits were employed to cast doubt on the economic viability of electric cooperative if it would be registered with CDA.”

Let us serve notice to one and all that the only countervailing force against social injustice which is legal and peaceful is COOPERATIVISM. This is well stated in the 1987 Constitution which is “to promote the viability and growth of cooperatives as instruments of equity, social justice and economic development.” Indeed, let justice be done till heavens fall.

To the so-called Electric Cooperatives, here’s a poem for you:

My name is Veritas, so simple is my language

Mankind runs after me because I am a precious possession,

But to the rule of the socalled electric cooperatives, I am a threat

So, I have to be imprisoned in the dungeon to silence me

But there will always be lovers of truth who will seek for me

Because they cannot live without my presence

Many have marched to their death because of me

These ECs do not know that in the silence of the dungeon I gain strength

One day I will burst out into the open and Liberate the oppressed to unfetter them from diabolic mindset.

Datu Salibo holds barangay assembly day

DATU SALIBO, Maguindanao del Sur --- Municipal Local Government Operations Officer (MLGOO) Esh -

nayra D. Ayob reminded the barangays of this town to continue to fulfill their mandate and discuss their plans for their communities during barangay assembly day on Saturday, May 06 held at Ferdausah's Royal Castle Convention Management Services.

"Barangay officials have the responsibility to inform

and discuss their plans with their constituents," Ayob stressed.

As part of the program, the lady MLGOO read the 6-page statement of Department of the Interior and Local Government (DILG) Secretary Benjamin Abalos Jr. to the present barangay officials, which aims to utilize "barangay assemblies" to garner support for the government’s various campaigns.

Abalos said in a statement BLGUs must take advantage of barangay assemblies to comprehensively explain government's programs to their constituents.

Mayor Solaiman Sandigan together with his supportive First Lady Ferdausah Sandigan repeatedly called for cooperation and strong coordination among the barangays.

"Let us continue to strengthen our collective efforts because after all, what we all do is for the welfare of our beloved Datu Salibo," Mayor Sandigan said.

Under the Local Government Code, barangays are required to hold a barangay assembly every semester to keep their constituents abreast in the undertakings of the barangay government,

especially on its spending. Through the assembly, residents are also given a venue to air their concerns on the problems in their community.

For this semester, the national synchronized barangay assembly carries the theme “B-BIDA KA! Barangay BIDA Ka sa Pagpapatupad ng Kapayapaan, Pangangalaga ng Kalikasan, at Pagpapaigting ng Pagkakaisa Tungo sa Isang Ligtas, Mapayapa, Maunlad at Masaganang Pamayanan (Implementation of peace, environmental protection, and strengthening unity towards a safe, peaceful, prosperous community).

The barangay assembly aims to discuss the semestral report of the sangguniang barangay, discuss issues affecting the barangay, and provide an opportunity for community members to participate in the decisionmaking process of their barangay.
