Unleashing The Flying Disc

Disc Golf Welcomes All To The Great Outdoors

Frisbee Golf, shares many similarities with traditional Golf. However, instead of using clubs and balls, players employ specially designed flying discs to navigate their way through a course consisting of strategically positioned targets. These targets, often referred to as “baskets,” are elevated metal cages with chains that catch the discs, simulating the hole in traditional Golf.

The origins of Disc Golf can be traced back to the 1970’s when “Steady” Ed Headrick, known as the Father of Disc Golf,

the Professional Disc Golf Association (PDGA). Since then, the sport has flourished, attracting players of all ages and skill

greatly in terms of design and terrain. Some courses are nestled within pristine forests, challenging players with tight fair-

ment. Others are set in sprawling parklands, allowing for long, open drives and stunning vistas.

Israel Celebrates 75 Years of Independence

Israel Independence Day is celebrated annually on the anniversary of the establishment of the State of Israel, according to the Hebrew calendar, on the 5th day of the month of Iyar.

The day preceding this celebration is devoted to the memory of those who gave their lives for the achievement of the country’s independence and its continued existence.

This proximity is intended to remind people of the heavy price paid for independence. On this day, the entire nation remembers its debt and expresses eternal gratitude to its sons and daughters who gave their lives for the achievement of the country’s independence and its continued existence.

On May 14, 1948, the day the British Mandate expired, the new Jewish statethe State of Israel - was formally established in parts of what was known as the British Mandate for Palestine. With the establishment of the State of Israel in 1948, Jewish Independence was restored after 2,000 years.

Independence Day is a celebration of the renewal of the Jewish state in the Land of Israel, the birthplace of the Jewish people. In this land, the Jewish people began to develop its distinctive religion and culture some 4,000 years ago, and here it has preserved an unbroken physical presence, for centuries as a sovereign state, at other times under foreign domination. Throughout their long history, the yearning to return to the land has been the focus of Jewish life. Theodor Herzl, the Leader and Founder of the Zionist movement, increased international recognition for the need of a Jewish state.

Since its establishment, Israel continues to be a homeland to the thousands who make their way to Israel annually. It is home to some of the holiest religious sites

of the three major religions, all which enjoy the democratic rights delineated in the Declaration of the Establishment of the State of Israel.

Population of Israel

The Central Bureau of Statistics announced that on the eve of Israel’s 75th Anniversary, the population of Israel was estimated at 9.757 million - almost twelve times the population at the establishment of the state in 1948 (806,000). Jews today constitute 73.5% of the population, Arabs 21.0% and Others 5.5%. Today, about 75% of the Jewish population is comprised of native-born Israelis, and more than half are at least secondgeneration Israelis.

Since the establishment of the state, over 3.3 million immigrants have arrived in Israel. As a result, the allocation of Jews in Israel as a percentage of total Jewish population in the world grew from 6% on the country’s first anniversary to 44% on the eve of the 75th.

In 1948, only Tel Aviv-Jaffa had more than 100,000 residents. Today there are 14 cities in Israel with a population of over 100,000, and 6 others with over 200,000 residents: Jerusalem, Tel Aviv-Jaffa, Haifa, Rishon Lezion, Ashdod and Petah Tikva.

Become A Teen Ambassador

High School Students Can Learn About Careers in The Arts

The Broward Center for the Performing Arts is accepting applications from high school students interested in arts, journalism and marketing to join the 2023/2024 Broward Center Teen Ambassador Program. High school students attending public, private or home school in Broward, Miami-Dade and Palm Beach counties are invited to apply to become a Teen Ambassador.

As Broward Center Teen Ambassadors, high school students will have a unique opportunity to earn community service hours and learn about careers in the arts. Access to behind-the-scenes experiences and select educational opportunities, invitations to attend unforgettable performances in every artistic discipline free of charge and participation in master classes, backstage tours and monthly meetings are among the many experiences that come to life for Teen Ambassadors. Up to 24 students are selected annually for the program, which kicks off in October and concludes in May.

Teen Ambassadors are responsible for sharing their experiences at the Broward Center and affiliated venues with the community by posting to the Teen Ambassador website and their personal social media channels. Through their written and video reviews, these students offer a teen perspective of live performances as they gain exposure to a variety of performance styles and genres. They also actively participate in monthly meetings with their peers and have the opportunity to meet with theater industry professionals, gaining unique insights into the business of the arts.

Housing Assistance

Students must be at the high school level as of August 2023, hold an unweighted B average, have access to a computer and at least one social media account and attend one meeting and one performance at the Broward Center per month to be eligible. Application requirements for high school students include submitting a copy of their 2022/2023 report card and a letter of recommendation from someone other than a parent or legal guardian (e.g., a teacher). A parent or legal guardian must sign the application for any student under the age of 18.

All applications must be completed by Monday, August 28 at 5 p.m. and submitted by email. Mailed or in-person applications will not be accepted. Applications submitted by a parent or guardian on behalf of the applicant will not be considered. All applicants will be notified by September 25. The first meeting, which is mandatory, is on Tuesday, October 10 at 6 p.m. at the Broward Center.

A comprehensive schedule of services and activities are provided to enhance the ability of senior citizens to maintain their Independence, improve Socialization Skills, provide Counseling, Medical, Housing and Legal Aid.

Program services include:

Transportation to and from the Center, Continental Breakfast, Arts and Crafts, Computer Classes, Music, Enhance Fitness, Education, Forums, Field Trips, Nutritious Lunch, and Special Events.

The City of Hallandale Beach Human Services Department provides housing and financial counseling to assist individuals and families in the acquisition of a home or rental property. town, and its 35 residents, primarily Danes, decided to rename it “Dania” to reflect their heritage. As the years passed, Dania prospered, becoming a thriving community of almost 1,200 people by 1912.

However, the 1920’s brought with it significant setbacks for the city. A series of unfortunate events, including a devastating fire at the Dania Hotel, the failure of the Bank of Dania due to embezzlement, and the destruction caused by a powerful hurricane in 1926, led to challenging times for the residents. The destruction of the town’s first church building forced many to seek annexation to the neighboring city of Hollywood. But, despite these hardships, Dania Beach managed to survive, and de-annexation was eventually achieved in 1927.

Preserving The Past

Dania Beach’s commitment to preserving its rich history is evident through its dedication to maintaining various historic properties that reflect the city’s bygone era. Among the notable properties that have withstood the test of time are:

Nyberg-Swanson House (ca 1912)

The house is lovingly referred to by locals as the “Time Capsule Of Dania Beach,” has seen a myriad of events unfold over the past century. Constructed in the Early 20th Century, the house initially served as a private residence for the Nyberg family, prominent figures in the local community. Later, it passed into the hands of the Swanson family, adding further layers of history and memories to its walls. As one of the most cherished historical landmarks in Dania Beach, the Nyberg-Swanson House beckons curious minds and captures the hearts of all who wander through its storied halls. I.T. Parker House (1920’s)

A.C. Frost originally founded the Bank Of Dania on May 1st, 1912. The Bank’s Founders included: Frost, William S. Parker, I.T. Parker, A.J. Ryan, Sr, and M.C. Hardee. Originally located at 1 North Federal Highway, where the Pirate’s Inn stands today, the Bank Of Dania moved its location to 2 South Federal Highway in 1926, where it remained until 1956. Designed by Architects John Peterson and J.L. Hardgrove, construction on the new bank began in 1923.

Crudup-Hansen House (1938)

Built by the Crudup family in the late 1930s, the house was originally a simple yet elegant one-story structure that mirrored the architectural trends of the time. Over the years, the CrudupHansen House underwent several transformations, with the most significant occurring in the 1960’s when the Hansen family acquired the property. The front facade boasts a mix of Colonial Revival and Mediterranean Revival influences, characterized by its symmetrical design, a prominent central entrance, and a charming portico supported by grand columns.

Eureka Masonic Lodge (1952)

The Enigmatic Eureka Masonic Lodge is a historical treasure that has stood the test of time since its establishment in 1952. This Masonic Lodge, shrouded in an aura of secrecy and tradition, holds a significant place in the heart of the community, serving as a beacon of unity, philanthropy, and fraternal bond.

The roots of the Eureka Masonic Lodge stretch back to the centuries-old traditions of Freemasonry. Masonic Lodges have historically been a focal point for those seeking spiritual enlightenment, mutual support, and camaraderie.

Constructed in 1952, the twostory concrete block structure lies at 101 Southeast 1st Avenue, Dania Beach, Florida. A double door entrance with a flat hood is centered to the west elevation. Most of the original structure’s fenestration remains intact and includes 6/6 double-hung sash and metal awning windows. The structure retains its architectural integrity and is a well-maintained example of a commercial concrete block structure.

A typical Disc Golf Course comprises 18 holes, although some courses may have fewer or more. Each hole has a des ignated starting point, often referred to as a tee pad, from where players begin their throws. The objective is to complete each hole in the fewest number of throws, just like in traditional Golf. Players aim to reach the target, or basket, by throwing their discs along fairways that wind through trees, over water hazards and around obstacles. The challenge lies in skillfully maneuvering the disc around these obstacles while adapting to varying wind conditions.

There are drivers, designed for long-distance shots; midrange discs, suitable for accurate throws at shorter distances and putters, used for precise shots near the basket. In practice, it is often easier to notice a violation of Fiduciary Duty than to describe behaviors that fulfill it

When Florida Condominium and Homeowners Association Board members are elected, they automatically and immediately enter into a fiduciary relationship with the entire Association. This means they are obligated to put the shared interests of all Association members (property owners) above any personal motivations or views. Words used to describe a fiduciary relationship include Trust, Honesty, Loyalty, and Integrity.

The fiduciary responsibility of Board members is clearly established by both the Florida Condominium Act (Florida Statutes Chapter 718) & the Homeowners Association Act (Chapter 720).

While Fiduciary Duty is difficult to strictly or legally define, nor can a precise list of specific duties be compiled, the responsibilities addressed and actions performed by fiduciaries are understood by both parties in the relationship. A person acting as a fiduciary (similar to a Trustee) has the responsibility to act and make decisions that are prudent, wellinformed, financially, legally, and ethically sound, and intended to produce the best possible outcome for the person or people who will benefit from those actions (similar to Beneficiaries).

In very basic terms, the goal of effective Owners Association governance is to

protect, maintain, and potentially grow the value of property in it. Responsible Board Administration is an important part of achieving this.

Fiduciary Duty is an ethical and moral concept rather than an easily defined set of tasks or actions, and usually involves making sound financial decisions for others. In practice, it is often easier to notice a violation of Fiduciary Duty than to describe behaviors that fulfill it.

How does all this relate to the ongoing function of a Florida Residential Owners Association?

The responsibilities that go along with being on a Board of Directors cannot be waived, paused, rejected, or abandoned. Board members cannot view being elected as having any “trial period” to see if they want to be fiduciaries to the entire Association. The relationship starts as soon as they are elected or appointed.

For their entire terms as Directors, Board Members are obligated to put the Association’s collective interests above their own.

The primary ways for serving Directors to be released from Fiduciary Responsibility are to:

• Resign from the Board

• Finish an elected term without seeking re-election

• Sell their property and move out of the building or community (most Governing Docs require Directors to be property owners)

They must evaluate the wellbeing of the entire Association as a whole

What might be examples of a Condo or Homeowners Board Member breaching (violating) his or her Fiduciary Responsibility to the Association? In Florida, it could involve one or more of the following:

• Mismanagement of Association Funds

• Intentionally Under-Budgeting for Common Expenses

• Not maintaining the property’s Common Elements/Areas

• Selectively or Improperly Enforcing Association Rules and Regulations

• Making decisions without seeking expert or legal input when needed

• Making certain decisions outside a properlynoticed Board meeting that owners can attend

• Conflicts of interest (personal benefit from a Board decision)

• Spreading misinformation to promote a personal or Board-favored agenda

• Showing favoritism to certain owners

Note that some of the above actions are also violations of Florida’s Condominium Act or Homeowners Association Act and/or an Association’s own Governing Documents.

The primary consideration for proper Board Member behavior is full, accurate, and good-faith compliance with Florida Statutes and the Association’s own Governing Documents.

Florida Residential Owners Associations and their Boards often lose sight of how significantly Fiduciary Responsibility guides and influences their actions, Governance, and Internal Politics. When Board Members might be seen as straying from their Fiduciary Duties, it is often up to the rest of the Association to remind them and get things back on track.

While it may be difficult to specifically define Fiduciary Duty, you will very likely recognize a breach of it when one happens, so pay attention and participate in the business of running your Association.

When in doubt about whether or not a Breach of Fiduciary Duty has occurred, speak with your Association’s Attorney (not Manager or Management Company) before making any accusations or assertions.

“Celebrating Hallandale Beach First Responders” Mayor Joy Cooper Recognizes Dedication and Community Support

This past Wednesday morning Commissioner Michele Lazarow, Commissioner Joy Adams and I had the wonderful opportunity to attend a breakfast meeting to recognize our first responders. This new quarterly event is being organized by the Hallandale Beach Area Chamber of Commerce and was cosponsored by Memorial Hospital and Oasis. Oasis is the brand-new State-Of-The-Art Mixed-Use Development located at 1100 Hallandale Beach Boulevard. It was such an honor to join in and recognize our Police Department Sergeant Jennifer Higgins and from Broward County BSO Battalion Chief Brian Powell.

It has been quite some time since the Hallandale Beach Chamber Of Commerce has done this type of event and we are just so happy they have taken the initiative to celebrate the fine men and women of our departments that protect and serve our community 24/7/365.

As Elected Officials, we get to know many of these individuals and truly understand that they not only respond to calls. They go over and above. They ensure that they take the utmost care in addressing critical incidents and the victims that have been involved.

It’s not news to anyone that over the past five plus years there has been unrest around our nation involving Police Departments. I must say that the incidences that spark devastating riots are not without merit. Departments all have life and death incidents and challenges. It is up to the cities how they are addressed, evaluated and used to improve operations. Our Department for time due to Elected Officials pandering to the national movement to defund police had taken our department and City through very dark times. Luckily we are no longer that city.

For years Vice Mayor Annabelle Taub, whose husband is a police officer, continued to ring the bell about Crime and the regretful path our City had gone down placating or manipulating the defund movement. It is a new day in our City and our Commission is the most civil unified Commission our City has seen in over 10 years. We are fully united and support our Police Department 110%.

Over the past five years we have made a firm commitment to ensure we continue to invest in technology and continued training efforts for all our Police Officers. Under the leadership of new Chief Michel Michel and his Command Staff that is truly committed to old school community policing our Police Department is fully accred-

ited. We are also on our way to fulfilling the goal of having zero vacancies.

This combined with the leadership of City Manager Dr. Earle, we have continued these efforts and I can say through the history of our City we have just gone through the best and most civil union negotiations. We have ensured our officers continue to receive everything they need to know to do their job successfully and receive the just compensation they deserve. This mandate is not simply about salaries, it is about parity and Police Retention.

Please don’t get these comments wrong. Like every city we do have Crime. We have adopted a Zero Tolerance for Lawlessness. Every resident still has to be vigilant and partner with the City. We all need to do our part in reporting Crime and making sure that we are aware of our surroundings and secure our properties. Sadly, just like in the news there has been gang violence taking place. I assure our residents that the departments are working with Inter-Agency Task Forces to address these Crimes, make arrests, get Illegal Guns off of our street and bring these people to justice.

Sergeant Jennifer Higgins has been involved through the Detective Unit to solve some of these Crimes. According to

department records she’s made over 50 plus arrests and as recently 3 arrests that included seizing Illegal Firearms. Sergeant Higgins is an exceptional Law Enforcement officer and more importantly she is a community policing officer. She goes over and beyond serving our community. It’s not unusual for her to have toys and gift items in her car to help people that are in need and victims. We commend her continued service to our community.

BSO Chief Master in charge of Hallandale Beach Fire Services was on hand to receive an Award for Battalion Chief Brian Powell. As our residents know we contracted this service out to BSO. We have many new officers and some old officers that are excellent public servants. These FireFighters and EMT’s or like I say “the boots on the ground,” serve our residents during the most traumatic circumstances. They help countless victims and save lives. It’s a bit ironic but I had a unique circumstance meeting with Chief Brian Powell for the first time a week ago.

Managing Compulsive Disorders In Dogs & Cats

Dogs and Cats who cannot be distracted from an activity, such as biting or chasing imaginary objects, may be experiencing a compulsive disorder, especially when their behavior prevents them from maintaining their daily routine.

Because compulsive disorders are a sign of Mental Stress and can escalate to physical harm if left untreated, owners should learn to recognize their companion animal’s compulsive behaviors and triggers and then take the time to develop a management plan unique to their pet.

Dr. Ashley Navarrette, a Clinical Veterinarian at the Texas A&M School of Veterinary Medicine & Biomedical Sciences, says that the best form of management owners can implement is to remove triggers or provide distractions, especially since compulsive behaviors are hard to cure.

“Oftentimes, compulsive behaviors promote altered physiology in pets, such as decreased heart rate and the release of feel-good hormones, which make it very hard to cure these behaviors, as they are self-rewarding,” Navarrette said. “These behaviors are manageable, yet it often requires a large time investment from both

the owner and their veterinarian.”

When removing triggers, Navarrette emphasizes that owners should refrain from scolding pets when they behave compulsively and, instead, praise the pet for good behaviors; this is known as positive reinforcement-based training.

“Reprimanding pets is never the ideal way to go about getting the behaviors one desires,” Navarrette said.

“Rather, it is best to reward dogs and cats for behaviors that are desired and redirect them to something else when they are demonstrating unwanted behaviors.”

When implementing the method of distraction to manage compulsive behaviors, Navarrette recommends that owners provide activities that offer mental and physical enrichment.

“Mental enrichment examples are things that make a pet think, including puzzle toys, search games, sniffing tasks, visual stimulation (like dog or cat TV), or training,” Navarrette said. “Physical enrichment is exactly what it sounds like: walking both cats and dogs, hiking, herding, playing fetch, or agility activities.”

“No animal should be in a constant state of stress, anxiety, or fear, so providing things that can help decrease stress and promote a ‘calm’ environment – calming music, pheromones, and familiar things like toys or beds – can manage compulsive behaviors,” Navarrette said. “A relaxing environment is unique to the animal, and each owner knows their animal the best. For example, some dogs love being surrounded by noise and people, while others prefer a calm, ‘familyonly’ existence.”

While each form of management is personal to the pet, Navarrette pointed out that all pets can benefit from veterinary visits, behavioral training, and possible medications to manage compulsive behaviors.

“There are times when a pet may require medical management with the use of long-term medicine to help the pet maintain a good quality of life,” Navarrette said. “It is often a combination of behavioral modification and medication, which requires constant check-ins and adjust-

Whole Grains are, in fact, a key feature of the Association’s recommendations for a Heart-Healthy Diet.

There are two types of Grain Products: Whole Grains, which contain the entire Grain and Refined Grains, which have been milled into a finer texture like Flour or Meal. Most adults, according to the Survey, are able to distinguish Whole vs. Refined Grains. However, there are a few misperceptions.

Date Nut Granola Bars

Recipe courtesy of the American Heart Association and Sorghum Checkoff Servings: 12 (1 Bar per serving)

• Nonstick cooking spray

• 1 1/2 Cups of Rolled Oats

• 1/4 Cup of almond slices or whole almonds, coarsely chopped

• 1/4 Cup of shelled pistachios, coarsely chopped

• 1 Cup of pitted dates

• 1/2 Cup of unsweetened dried cranberries

• 1/4 Cup of uncooked whole-grain sorghum

• 1/4 Cup of honey

• 1/4 Cup of low-sodium peanut butter

• 1 Teaspoon of vanilla extract

• 1/8 Teaspoon of salt

Preheat the oven to 350 F.

Line the bottom and sides of an 8-inch square baking pan with plastic wrap or parchment paper. Lightly spray with nonstick cooking spray.

On a large baking sheet, spread oats, almonds and pistachios in a single layer. Bake for 10-15 minutes, or until lightly brown, stirring occasionally. Let cool slightly.

In a food processor or blender, process dates and cranberries 1-1 1/2 minutes, or until chopped and clumpy. Transfer to a large bowl.

Put 2 Tablespoons of Sorghum in a

Silicone microwaveable bowl or clean, brown paper bag. If using a microwaveable bowl, cover with a lid. If using a paper bag, roll it shut and place it on a microwavable dinner plate with a fold facing down. Microwave it on high for 2 minutes, or until there are more than 10 seconds between pops. Repeat with the remaining Sorghum, microwaving it for 1 1/2 minutes, or until more than 10 seconds between the pops.

Stir in the Popped Sorghum, the Oats, the Almonds and the Pistachios into a Date mixture.

In a small saucepan over Low Heat, heat the Honey and the Peanut Butter for 5 minutes, or until the Peanut Butter is smooth and the mixture is warmed, stir-

ring it occasionally. Remove it from the heat. Stir in the Vanilla and the Salt.

Pour the Peanut Butter mixture over the Date mixture, stirring to break into small clumps. Transfer half to a baking pan. Using the bottom of the drinking glass or fingers lightly sprayed with Nonstick Cooking Spray, press down firmly to flatten and pack it tightly so the clumps adhere to each other. Repeat it with the remaining half. Freeze it covered for about 1 hour until it is firm. Place the cutting board over the pan. Turn the pan over. Discard the plastic wrap. Using a knife, cut into 12 bars. Refrigerate the leftovers in an airtight container for up to 1 week.
