Every year, thousands of Florida property owners agree to have local real estate agents list and offer their houses and condos for sale to the public. While reviewing their Listing Agreements, just about all of them notice that the relationship

between seller and Broker has been designated as “Transaction,” which is the default brokerage relationship in Florida unless another is agreed to in writing.

Florida’s New Cyber Fraud Enforcement Unit Strikes Back Against Online Crime

In today’s fast-paced digital age, the Internet has become an integral part of our lives. However, as our reliance on Technology grows, so does the threat of Cyber Crime. In a bid to protect its citizens from the perils of Illicit Online activities, Florida’s Attorney General, Ashley Moody, took a bold step by announcing the establishment of the Cyber Fraud Enforcement Unit. This new team of expert attorneys, in collaboration with the Florida Department of Law Enforcement (FDLE), aims to combat Cyber Crime and fill the Enforcement Gap left by Federal Authorities focusing on High-Dollar Cases.

The need for such a specialized unit is undeniable. According to the Federal Bureau of Investigation’s Internet Crime Complaint Center, a staggering number of 42,000 Floridians fell victim to Cyber Crime in the previous year, resulting in a combined loss of over $844 Million. This alarming surge in Online Criminal Activity demands immediate attention and proactive measures.

Attorney General Ashley Moody recognized the Enforcement Gap created by Federal Agencies concentrating their efforts on Cases with MultiMillion-Dollar Losses, which often leaves smaller yet equally damaging Cyber Crimes overlooked. To address this, Moody collaborated with Legislative Leaders and Law Enforcement Partners to assemble a team capable of handling these emerging HighTech Schemes and protecting the State’s Residents from Cyber Threats.

A Force to Be Reckoned With

Since its inception, the Cyber Fraud Enforcement Unit has already made

significant strides in tackling Cyber Crime across the State. Recently, in collaboration with the FDLE, they managed to shut down a complex criminal enterprise that employed the Dark Web and Cryptocurrency to conduct Massive Identity Theft and Money Laundering, totaling over $350,000. The ringleader involved in this Case is now potentially facing a staggering 135-year prison sentence if convicted.

Spotting The Difference Between Urine Marking and Urinary Problems

Once pets have learned to urinate where it is appropriate, whether it is outdoors or in their litter box, it can be frustrating for owners when their pet urinates elsewhere in the house. While your first instinct may be to reprimand them for the unwanted behavior, you should first consider if they are simply marking or if there is a bigger health concern at play.

Urine marking, a natural behavior for dogs and cats, is when pets release small amounts of urine in multiple places, whether it is on new objects in the home or their favorite spot. Marking typically occurs when pets are relieving stress or signaling ownership of their territory to other animals.

Urinary diseases, on the other hand, are an unwanted and often painful experience for pets that will most likely require veterinary attention. But because urinary diseases result in increased urination, similar to urine marking, it can be difficult for owners to spot the difference between the two.

Dr. Genna Atiee, a clinical assistant professor in small animal internal medicine at the Texas A&M School of Veterinary Medicine & Biomedical Sciences, says owners can differentiate between urine marking or urinary diseases by keeping a watchful eye on their pet’s bathroom habits.

“There are some easy things to tip an owner off that something is medically wrong, such as blood in the urine, visible pushing or straining to urinate, crying out in pain when peeing, unpleasant-smelling urine, or urinating near the door or around the litter box,” Atiee explained.

“Increased drinking can also indicate that there is a kidney problem,” Atiee continued. “Kidneys are responsible for maintaining water balance by pulling water out of what they filter from the blood, leaving waste in the urine behind. But when the kidneys lose function, they can no longer pull water effectively, so pets have to drink more to avoid dehydration and urinate more as a result.”

Additionally, the amount of urine a pet releases at one time can help differentiate the type of urinary disease.

“Dogs and cats with inflammation in the lower urinary tract, such as the bladder or urethra, may urinate frequently in small amounts,” Atiee said. “On the other hand, dogs and cats with kidney disease may urinate large volumes of urine because they cannot filter urine appropriately.”

If an owner notices symptoms of a urinary problem or is concerned about their pet’s peeing habits, Atiee encourages them to take their pet to their veterinarian because a urine test can reveal

whether there is a health concern.

“A urinalysis can show us many things,” Atiee said. “For example, how concentrated the urine is, as a low concentration can indicate the kidneys are not working well; if there is evidence of infection or inflammation; what the pH of the urine is because a high pH can indicate a urinary condition like UTIs or kidney stones; if there is protein in the urine; and sometimes even show us evidence of Cancer.”

Once the vet has ruled out any medical conditions causing a pet to urinate more frequently, owners can consider behavioral training for marking, as this can help them spot abnormal bathroom behavior in the future that may be the result of a medical issue. Atiee specifically suggests that owners work with a veterinary behaviorist or reputable trainer in order to change marking behavior.

“Marking is a very disruptive behavior that can lead to resentment and unnecessary expenses if marking ruins furniture, carpet, or hardwood floors, which may result in an owner altering the living situation of their pet, either moving them outside or by rehoming them,” Atiee said. “A

Hallandale Beach Parking Has Changed

The City’s Parking Ordinance Revisions Are Now In Effect

Sun, sand, and surf - Hallandale Beach is a haven for locals and tourists alike. With its beautiful coastline, vibrant parks, and a bustling Hallandale Beach Boulevard corridor, it’s no wonder that parking can sometimes be a challenge. However, the City of Hallandale Beach has recently implemented significant changes to its Parking Ordinance, aiming to improve Parking Accessibility and Ensure a Smoother Experience for all visitors.

A New Exemption System

One of the most significant changes brought about by the Revised Parking Ordinance is the introduction of a New Exemption System for Parking Fees in the North City Beach Park and South City Beach Park Parking Lots. Previously, Parking Fees applied to all Vehicles, regardless of their purpose or regardless of their equipment. Now, the following Vehicles are Exempt from Parking Fees in all these Specific Lots:

• Florida Toll Exemption Permit: Vehicles displaying this Permit are now Exempt from Parking Fees, providing a welcomed relief for certain motorists.

• Disabled Veteran “DV” License Plate: Honoring those who have Served Our Country, Vehicles displaying the “DV” License Plate can now park in these lots without Incurring Parking Fees.

• Disabled Parking Permit With Specialized Equipment: Vehicles that carry a Disabled Parking Permit and have Specialized Equipment such as: Ramps, Lifts and/or Foot or Hand Controls are also included in the Exemption System.

It’s worth noting that these exemptions apply specifically to the North City Beach Park and South City Beach Park Parking Lots.

Beach & Park Parking Rules

To Maintain Order and Improve Parking Availability, the Revised Ordinance also includes some Important Rules for Parking in City Parks. These rules include:

• Reserved For Park Patrons Only: Parking Lots within City Parks are now exclusively reserved for Park Patrons. This ensures that Parking Spaces are utilized by those visiting the Parks and enjoying their Amenities.

• Pull-In Only Parking: The Ordinance Prohibits Back-In Parking,

Handicap Parking Rules

The Revised Parking Ordinance also addresses the Rules for Handicap Parking. In Accordance with Florida Statute §316.

1964 (8), City Code Section 28-137 stipulates that ALL drivers MUST pay to park in the City’s Off-Street Parking Facilities, even in Marked and Designated Handicap Spaces. However, there are Exemptions for certain Vehicles:

• Florida Toll Exemption Permit:

Parking Adjacent To Parks For On-Street Parking adjacent to Parks, Vehicles displaying a Disabled Parking Permit or License Plate are allowed to park for FREE for up to four (4) hours in any Standard Non-Designated Handicap Space. After the four-hour limit expires, the Prevailing Parking Rate MUST be paid, or a Parking Citation with a Minimum Fine of $39.00 may be Issued. Complimentary Parking is provided only once per 24-hour period. However, any Vehicle displaying a Disabled Parking Permit can park for FREE with NO time limitation in any Marked and Designated On-Street Handicapped Parking Space.

As per Florida Statute §320.0848, Disabled Parking Permits and License Tags MUST be Properly Displayed with a Visible Expiration Date and should ONLY be used when the Vehicle is transporting the person to whom the Disabled Permit

is Issued. Misuse of Disabled Parking Permits is Strictly Prohibited!

conditions, including proximity to Seawater. This means that some Coastal Condominiums may no longer be subject to the Mandatory 25-Year Milestone Inspection. Associations must ascertain whether their Local Enforcement Agency imposes this requirement and plan inspections accordingly.

Focused Inspection Requirements

The Amendments have introduced more focused Inspection Requirements for Condominium Buildings. Now, Milestone Inspections are limited to buildings with Residential Condominiums, ensuring that other types of properties are exempt from this process. Additionally, the Law clarifies that for Mixed-Use Condominiums, all owners of the building are responsible for ensuring compliance and sharing Inspection Costs. This change highlights the need for collaboration among Owners in Mixed-Use Properties to uphold Safety Standards effectively.

Flexibility In Inspection Deadlines

To accommodate unforeseen circumstances and practical challenges, Local Enforcement Agencies are now Authorized to Extend Inspection Deadlines for valid reasons. When an Association contracts an Architect or Engineer to Perform the Milestone Inspection and finds it impossible to complete before the deadline, a petition showing good cause may lead to an extension. While this provision adds flexibility, it emphasizes the importance of diligent planning and timely initiation of Inspections.

Acceptance Of Previous Inspections

Associations that underwent Milestone Inspections before July 1st, 2022, may be eligible to use those Inspections to meet the Current Requirements, provided they substantially comply with the new standards. However, it’s Essential to note that Unit Owners must still be informed of the Inspection results, even if a previous Inspection is Accepted. This approach streamlines the process for some Associations while maintaining transparency.

Condominium Associations are responsible for all Inspection Costs related to the portions of the building under their governance. This clarification ensures that each Association bears the financial burden proportionate to its responsibilities. Consequently, Associations must carefully assess their financial capabilities to meet the New Inspection Requirements.

The Updated Legislation emphasizes better communication between Associations and Unit Owners regarding Inspection Deadlines and results. Associations are Required to Provide Notice about Inspection Deadlines within 14 days of Receiving Notification from the Local Enforcement Agency. Additionally, the Milestone Inspector MUST Submit a Phase Two Progress Report within 180 days of the Phase One Inspection Report. Furthermore, Associations must distribute a Copy of the Inspection Reports Summary to Unit Owners within 45 days of receiving it. These requirements promote Transparency and Accountability throughout the Inspection Process.

Given the significance of the recent changes to Florida’s Mandatory Milestone Inspection Requirement, Association Board Members MUST seek expert guidance from Licensed Professionals to Ensure Full Compliance. A Licensed Professional can help navigate the complexities of the New Legislation and Avoid Potential Violations. Additionally, Associations should Review their Directors and Officers (D&O) Insurance Policy to Ensure Sufficient Coverage, as mistakes may occur during periods of legal change.

The changes made to Florida’s Mandatory Milestone Inspection Requirement reflect a proactive approach by Lawmakers to prevent tragedies like the Surfside Collapse from recurring. The Amendments provide greater clarity and flexibility, allowing Associations to tailor their Inspection Plans to meet specific needs. However, it is imperative for Board Members to thoroughly understand the New Requirements and seek Professional Advice to navigate the complexities successfully.

By taking these actions, Associations can Ensure the Safety of their residents, Uphold Regulatory Compliance, and Mitigate Potential Risks.

Take The City of Hollywood Community Survey

The City of Hollywood Community Development Division is conducting a community survey to develop the Consolidated Plan and subsequent One-Year Action Plans that identify eligible activities for uses of federal funding. The Consolidated Plan (Con Plan) is a five-year plan, describing the City’s development needs, resources, priorities and proposed activities to be undertaken under certain U.S. Department of Housing and Urban Development (HUD) programs including Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME). These federal funds are used to address affordable housing needs, homelessness, supportive housing services and community development needs for programs which either directly or indirectly benefit low- and moderateincome households.

The Community Development Block Grant

The CDBG Program provides annual grants on a formula basis to states, cities, and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low-and moderate-income persons.

HOME Investment Partnership

The HOME Investment Partnerships Program (HOME) provides formula grants to states and localities that communities use - often in partnership with local nonprofit groups - to fund a wide range of activities including building, buying, and/ or rehabilitating affordable housing for rent or homeownership or providing direct rental assistance to low-income people.

HOME is the largest federal block grant to state and local governments designed exclusively to create affordable housing for low-income households. HOME funds are awarded annually as formula grants to participating jurisdictions (PJs). The program’s flexibility allows states and local governments to use HOME funds for grants, direct loans, loan guarantees or other forms of credit enhancements, or rental assistance or security deposits.

In Florida, all relationship agreements for residential real estate services are between a principal (seller or buyer) and the office’s Broker, NOT with the individual real estate agent who will be dealing directly with the seller or buyer. Any form of brokerage relationship (Transaction, Single Agent, or No Brokerage) applies to all agents whose licenses are attached to that Broker and office.

Keep in mind that the sales commission received by a buyer’s Florida real estate agent is paid by the seller. In the Listing Agreement the seller agrees to pay a negotiated total commission to the listing office at closing, which is then shared with the buyer’s real estate agent’s office. This is called a cooperative commission.

The Transaction Broker relationship does not require a separate written disclosure to principals in order to apply. All relationships between Brokers and sellers/ buyers in Florida are automatically Transaction unless and until a separate written disclosure changes it. (That’s the “best-kept secret” part.)

This is how the Florida Statutes (see the above link) describe Transaction Brokerage:

“(b) Presumption of transaction brokerage. — It shall be presumed that all licensees are operating as transaction brokers unless a single agent or no brokerage relationship is established, in writing, with a customer.

2) TRANSACTION BROKER RELATIONSHIP. — A transaction broker provides a limited form of representation to a buyer, a seller, or both in a real estate transaction but does not represent either in a fiduciary capacity or as a single agent. The duties of the real estate licensee in this limited form of representation include the following:

(a) Dealing honestly and fairly;

(b) Accounting for all funds;

(c) Using skill, care, and diligence in the transaction;

(d) Disclosing all facts that materially affect the value of residential real property and are not readily observable to the buyer;

(e) Presenting all offers and counter-offers in a timely manner, unless a party has previously directed the licensee otherwise in writing;

(f) Limited confidentiality, unless waived in writing by a party. This limited confidentiality will prevent disclosure that the seller will accept a price less than the asking or listed price, that the buyer will pay a price greater than the price submitted in a written offer, of the motivation of any party for selling or buying property, that a seller or buyer will agree to financing terms other than those offered, or any other information requested by a party to remain confidential;

(g) Any additional duties that are entered into

or by separate written agreement.”

A Single Agent relationship includes the fiduciary duties of Loyalty, Obedience, and Confidentiality, while a Transaction Broker relationship does not. Transaction brokerage is non-fiduciary and involves “Limited Confidentiality” as men tioned above, which is a confus ing concept to many sellers, buy ers, and even real estate agents.

Listing Agreements indicating (or defaulting to) Transaction Brokerage establish the relation ship with sellers. However, if buy ers have not signed a Single Agent or No Brokerage agreement with their real estate agent’s Broker, Transaction Brokerage status automatically extends to their representation relationship.

Local real estate Boards refer to Transaction Broker limited rep resentation as “facilitating” the transaction and “assisting” both seller and buyer, which includes filling in some paperwork, arrang ing access for viewings and inspections, and referring both sides to attorneys or title com panies for closing. Under a Transaction Broker relationship, buyers and sellers are referred to as “customers,” not clients.

Licensed Brokers who manage offices and Sales Associates often call this a “non-agency” relationship.

Transaction agents are expected to provide marketing services and property/ market information in order for sellers and buyers to make an informed decision on their own. Providing negotiation suggestions and/or advice may be interpreted as overstepping the limitations of a Transaction Broker relationship.

Transaction agents can be viewed as neutral third parties helping both the buyer and the seller navigate a Florida real estate deal.

Real estate attorneys tell us that handling sales under Transaction Broker relationships reduces potential liability on Brokers, offices, and companies for agent errors and omissions. The majority of real estate agents in Florida operate as nonemployee independent contractors to the companies where their licenses are attached.

One of the reasons Florida real estate agents like to operate within a Transaction Broker relationship is because it opens the door to handling both sides of the deal and receiving both seller-side and buyer-

side commissions. To many of them, the “holy grail” jackpot is receiving commissions from both the seller side and the buyer side in the same transaction.

Unless established in writing through a

relationship in Florida, Transaction Brokerage is valid, accepted, and works adequately when properly adhered to, then competently and ethically applied in actual practice. Issues and misunder-

separate Single Agent disclosure, Florida real estate agents do not work for individual sellers or buyers, they work to help complete the transaction for both parties.

When Transaction agents give sellers or buyers advice or opinions about whether an offered price is too low, whether or not to counter with different terms or price, or which side should pay for certain negotiable items, they may be overstepping the limits of their Transaction Brokerage relationships.

This could be interpreted as implied agency and is the basis for many misunderstandings (and sometimes lawsuits) between buyers, sellers, and their agents/ Brokers. Speak with a Florida-licensed real estate attorney for details on agency relationships and implied agency.

Even when one Transaction agent handles the seller side, and a different one handles the buyer side, both agents are there as neutral parties to facilitate the transaction and assist (not advise) both the buyer and the seller. Either one may be creating implied agency by not adhering to the limitations of Florida’s Transaction Brokerage relationship.

standings arise when one side (seller or buyer) feels that their interests have not been looked after or protected as well as they assumed or expected.

When interviewing real estate agents to handle your side of an upcoming deal, be sure to have each one discuss Florida’s Transaction Broker, Single Agent, and No Broker relationships with you. Depending on how you would like your interests addressed, you should know the differences and have the opportunity to ask basic questions.

Hollywood’s Historic Armory: Transformed Into A Vibrant Community Center

In the heart of Hollywood, history and modernity are coming together in a remarkable way. What started as a local baseball park quickly became the spring training home of the Baltimore Orioles. The park later became the spring training camp for a New York Yankees minor league baseball team, making it a significant piece of sports history for the city.

The park itself was named after Earl T. “Pop” Dowdy, a well-loved manager of the town’s Piggly Wiggly grocery store and a passionate supporter of local baseball leagues. Located in the city’s south-central section on Johnson Street, Dowdy Field was a symbol of community spirit and shared experiences for decades.

Adjacent to Dowdy Field stood the National Guard Armory, constructed in 1954. This sturdy building served as the base for the Florida National Guard’s First Battalion 124th Infantry, from where soldiers were deployed around the globe. Stepping into the armory was like entering a time capsule, with its original construction and lack of modern amenities like HVAC.

In 2018, as the National Guard moved on to new facilities, the City of Hollywood took ownership of the Armory. Unfortunately, for the last five years, it served merely as storage space, its

Fight Hunger, Serve Hope

Selfless Ways To Support Community Members In Need

day-to-day schedules and varying dietary needs, many families face the dreaded daily question: “What sounds good for dinner?” In contrast, millions struggle to put food on the table each night, impacting about 1 in 8 children, according to Feeding America.

You can help support those in need through the Albertsons’ “Fight Hunger, Serve Hope” Cause Program - an initiative to fight hunger in local communities during summer months when households with school-aged children face higher rates of food insecurity. The company’s private label will donate one meal for every O Organics product purchased, up to $7 Million and the equivalent of 28 million meals. Donations will be made to Nourishing Neighbors, a Program of Albertsons Companies Foundation, to Fund Grants dedicated to providing healthy meals for at-risk youth throughout the summer. “While summertime sparks excitement for countless students, it also marks the unfortunate reality that millions of children face when they lose access to school cafeteria lunches and breakfasts they depend on throughout the school year,” said Jennifer Saenz, EVP and Chief Merchandising Officer at Albertsons Companies. “As a company, we are committed to making a difference in the lives of children in need. Once school is in session, many classrooms participate in canned food drives for a variety of causes while serving a dual purpose: feeding those in need and teaching children the importance of giving back. Volunteer At A Food Pantry

Sharing valuable resources like canned goods helps make a difference in communities, but local food pantries also need willing volunteers to sort and distribute food, among other duties. It can provide a unique sense of perspective as you meet other volunteers, improve the lives of people in your community and gain new skills.

Ribeye Steak, Grape Tomato and Mushroom Kebabs

Total time: 30 minutes

• 2 Cloves of Garlic

• 1/2 Small bunch of Italian Flat-Leaf Parsley

• 1/4 Cup of O Organics Extra-Virgin Olive Oil

• 1/8 Cup of Red Wine Vinegar

• 2 Teaspoons of O Organics Dijon Mustard

• 1/2 Teaspoon of Salt

• 1/2 Teaspoon of Black Pepper

• 3/4 Pound of O Organics Ribeye Steak

• 1/2 Pint of O Organics Grape Tomatoes

• 1/4 Pound of O Organics White Mushrooms

• Green Pepper, sliced optional

• 1/2 Medium Red Onion

• 6 Skewers

Peel and mince the Garlic. Wash and dry the Parsley. Shave the Leaves off the

Stems; discard the Stems and mince the Leaves.

In a large bowl, whisk the Minced Garlic, half the Minced Parsley, reserve the remainder for the Garnish, the Olive Oil, the Vinegar, the Dijon Mustard, the Salt and the Pepper.

Cut the Steak into cubes; transfer them to the Marinade bowl and toss to coat.

Wash the Tomatoes, the Mushrooms and the Green Pepper. Halve the Mushrooms. Add the Tomatoes, the Mushrooms and the Green Pepper to the Marinade. Peel the Onion and cut it into chunks and add them to the Marinade. Toss the Beef and the Vegetables until they are well coated.

Heat the grill pan, outdoor grill or skillet to Medium-High Heat.

Thread the Steak and the Vegetables onto the six skewers.

Cook the Kebabs in batches until the Steak is browned and the Vegetables are tender, 3-5 minutes per side. Transfer them to a plate and repeat with the remaining Kebabs.

To serve, plate the Kebabs and sprinkle them with the remaining Minced Parsley.

Grilled Chicken Salad With Goat Cheese, Fresh Blueberries and Pecans

Total time: 20 minutes

• 3/4 Pound of Boneless, Skinless O Organics Chicken Breasts

• 1/4 Teaspoon of Salt

• 1/8 Teaspoon of Black Pepper

• 2 Teaspoons of O Organics Extra-Virgin Olive Oil

• 1 Package 5 Ounces of O Organics Spring Mix

• 1 Package 6 Ounces of O Organics Blueberries or desired Berry

• 1/4 Cup of O Organics Pecan Halves

• 3 Tablespoons of O Organics Olive Oil

• 1 Tablespoon of O Organics Balsamic Vinegar

• 1/2 Log 4 Ounces of O Organics Goat Cheese

Pat chicken dry with paper towels and place on a cutting board. Cut chicken in half horizontally to form thin cutlets. Season with salt and pepper on both sides.

Preheat the grill pan, the outdoor grill or the skillet to

Once the pan is hot, coat it with the Oil. Add the Chicken to the pan and grill it, turning it once, until it is cooked through for 3-4 minutes per side.

Wash and dry the Spring Mix. Place in a medium bowl.

Wash and dry the Blueberries. Add to a bowl with the Mixed Greens. Using a clean cutting board, roughly chop the Pecans. Add to the bowl.

Transfer the cooked Chicken to a cutting board and cut it into thin strips.

In a bowl, mix the Olive Oil and the Balsamic Vinegar to create the Dressing. Add the Chicken and the Dressing to the Salad bowl; toss to combine.

To serve, divide the Salad between the plates or the bowls and crumble the Goat Cheese over the top.

Mixed Berry-Lime Smoothie Bowl With Banana and Granola

Total time: 10 minutes

Yield: 3 cups

• 1 Banana

• 1/2 Package 6 Ounces of O Organics Blackberries

• 1/2 Lime

• 2 Cups of O Organics Frozen Mixed Berries

It’s Budget Time: What’s The Process & What To Expect

This week’s news: It is budget time. Our budget cycle kicks off around February and culminates with two Public Hearings where the Final Budget and any Amendments are adopted. We also adopted the two Safe Neighborhood Districts’ Budgets and the Fire Fee. The good news is the Millage Rate Fire Fee remained the same. This does not mean individuals will not see an increase in their Taxes. The State Requirements show an increase in Market and Fair Market Taxable Values. When Values go up, taxes go up. Homestead Property Percentage Tax Increases are capped at 3 percent and Non-Homestead Properties are Taxed at Value.

This system has been in place for years and is not changing anytime soon. It is called Save Our Homes For A Reason. It protects Homeowners that live here full time from Tax Increases as a result of extreme jumps in Values due to speculation and spikes due to Market Conditions. It is not at all a perfect system and obviously, we are seeing the impact now on the Rental Market. On the other hand, Values are so high it is doing its job to keep residents in their homes.

Over the course of the past five years, we have been implementing a Budget Stabilization Process. If you’ve followed my articles, I covered this topic extensively in my State Of The City Address and the South Florida Sun Times ran multiple articles covering it. We have made tough decisions and stopped kicking the can down the road.

Honey-Lime Quinoa and Grape Salad

Prep time: 15 minutes, plus at least 1 hour chill time

Cook time: 22 minutes

Servings: 6 (1 1/3 Cups per serving)

Lime Vinaigrette:

• 1/2 Cup of Extra-Virgin Olive Oil

• 1/3 Cup of Lime Juice

• 2 Tablespoons of Honey

• 3/4 Teaspoon of Sea Salt

• Freshly Ground Pepper, to taste

Salad:

• 1 1/2 Cups of Quinoa

• 2 Cups of Vegetable Broth

• 2 Cups of Halved Grapes from California

• 1/2 Cup of Minced Red Onion

• 1/4 Cup of Chopped Fresh Cilantro

• 2 Tablespoons of Minced Jalapeño Pepper

• 1 Large firm, Ripe Avocado, peeled, pitted and cut into bite-size pieces

• 1/2 Cup of Chopped Peanuts (optional)

To make the Lime Vinaigrette: In a medium bowl, whisk the Olive Oil, the Lime Juice, the Honey, the Sea Salt and

I will tell you that we are utilizing every bit of those Tax Dollars to ensure we stabilize, maintain and in some cases increase services.

It needs to be noted that when you get a Tax Bill it includes every Taxing District and Special District for Broward County. Ours is a portion of your Tax Bill. Municipal Taxes and Fees provide the necessary life sustaining and Quality Of Life Services that are Required by Law for us to provide. We watch every dollar and individuals would be surprised to just see what you get for each dollar.

I like to say you get round the clock Security and Fire Protection, round the clock Emergency Healthcare, Safe Drinking Water. The ability to flush your toilets, Trash Removal, Roads, Parks to recreate and other daily items that are often taken for granted. I like to break them down to a dollar.

The Ad Valorem Taxes go to the General Fund: $0.30 of these Funds go to Day-To-Day Operations, Administrative Charges from the various Departments, Non-Departmental Costs and many items that you would expect are needed to run a business. In addition, this portion includes transfers to the CRA, Community Redevelopment Agency.

The next largest use of the Fund includes: Public Safety: $0.45. $0.26 of each dollar goes towards Police Services and $0.20 goes towards Fire and Rescue. While we do have a Fire Fee that is $265,

this Fee can only be used for specific items relative to Fire and Apparatuses. The General Fund Supplements the other costs to run Fire and Emergency Medical Services. $0.12 goes to Staffing Costs of the City Manager, Procurement, Budget Monitoring, the City Attorney, City Clerk Information Technology, Human Resources and the City Commission.

The City also provides Building Services which include: Code Permitting and other Business Operations. $0.03 cents of each dollar accounts for those services. $0.05 goes towards our Parks and Recreation and Open Spaces. Human Services accounts for $0.02 of each dollar and Public Works accounts for one cent of every dollar. So, you can see every dollar is accounted for and goes to services people depend on.

The General Fund is only part of the City Budget. Quite often you hear complaints about budgets getting larger. Our budget includes all Capital Works Projects and this year we are embarking on a huge Citywide Rehab and Replacement of our Underground Infrastructure. Hundreds of thousands of dollars will be spent on Water Systems, Sewer Pipes and Pumping Stations. These projects do not just take brick and mortar but involve Staff from multiple Departments.

Capital Projects also include: Replacement and Maintenance of our Parks System. This year we are Upgrading Equipment that cleans our Beaches. As we stabilized the Budget, we are also introducing some more programs at our Parks. As a note, we are always looking for partnerships at our Park Facilities. If you have a Special Program that you

would like to offer please reach out to our Director. We also continue to Upgrade and maintain our Technology Division to ensure we provide a Safe and Reliable Platform for users to access Services and Information. While in today’s world, everything is moving to Online and to Cloud Based Solutions and these Services cost money.

We currently have a great Budget Portal where residents can go Online and see our Budget in an interactive way. Permitting, Business Licenses and Financial Services have all moved Online. We still have In-Person Services for all our residents and businesses Mondays through Thursdays from 8:00 a.m. - 6:00 p.m.

Sweet and Tangy Pickled Grape Dogs

To make the salad: In a fine mesh strainer, rinse the Quinoa; drain well. In a medium saucepan, bring the Broth and the Quinoa to boil; reduce the heat and simmer covered for 12 minutes. Remove from heat and let it stand for 10 minutes then fluff it with a fork and let it cool, then transfer it to a large bowl.

Pour the Vinaigrette over the Quinoa; stir it well to coat it. Add the Grapes, the Onion, the Cilantro and the Jalapeño Pepper; cover it and chill it for at least 1 hour.

Lightly stir in the Avocado and transfer it to a decorative bowl. Sprinkle with the Nuts, if desired.

Notes: Salad may be prepared and refrigerated up to 2 days ahead without the Avocado and the Peanuts. Add the Avocado and the Peanuts just before serving.

Sweet and Tangy Pickled Grape Dogs

time: 15 minutes, plus 1 hour marinating time

• 1/2 teaspoon mustard seeds

• 1/2 teaspoon coriander seeds

• 1/2 teaspoon black peppercorns

• 1/2 cup wine vinegar

• 1/4 cup packed brown sugar

• 2 1/4 cups quartered or coarsely chopped Grapes from California (red, green, black or combination)

• 1/4 cup thinly sliced red onion

• 8 turkey or chicken hot dogs

• 8 hot dog buns, lightly toasted

Place the Mustard Seeds, the Coriander Seeds and the Black Peppercorns in a small resealable bag. Using a meat mallet or rolling pin, crush the Seeds and the Peppercorns. In a small saucepan, stir the Vinegar, the Sugar, Seeds and the Peppercorns; bring it to a boil. Remove them from the heat and stir them to dissolve the Sugar; let it cool. Stir in the Grapes and the Onion; set it aside to cool and marinate it for 1 hour, stirring it occasionally. Heat grill to medium heat. Grill the Hot Dogs for 5 minutes, turning them occasionally, or until they are charred and heated through. Place the Hot Dogs in the buns. Using a slotted spoon, top them with the Pickled Grapes.

Creamy Vegan Grape Ice Cream

Prep time: 20 minutes

Cook time: 10-15 minutes

Servings: 8 (1/2 Cup per serving)

• 1 Pound of Stemmed Black Grapes from California

• 12 Ounces of Vanilla Oat Coffee Creamer, well chilled

• 12 Ounces of Unsweetened Oat Coffee

Creamer, well chilled

In a high-speed blender, purée the Grapes until they are smooth. Transfer them to a medium saucepan and bring them to a simmer. Reduce the Heat to Low and cook for 10-15 minutes, or until reduced to 1 Cup. Cover and refrigerate it until it is well chilled. Stir the Creamer into the Puréed Grapes and pour them into the bowl of the Ice Cream maker. Freeze according to the manufacturer’s directions. Transfer to a freezer-safe container; cover and freeze until it is firm.

Substitution: For lighter color, use 3/4 Pound of Black Grapes and 1/4 Pound of Red Grapes.

Note: Make sure the Ice Cream maker bowl is well chilled or frozen before making the Ice Cream.
