The action takes place at the City of Hollywood Marina. All Sailors are invited, so start your paddles! It’s time once again for the Department of Parks, Recreation and Cultural Arts’ Cardboard Boat Race! Gather your crew, coordinate your outfits and construct a floating masterpiece made entirely of cardboard! An enthusiastic crowd will gather to watch as your adventurous team paddles across the waters of North Lake. This wet and wild event takes place on Saturday October 12th 2019 at the Hollywood Marina, 700 Polk Street. Boats may be built on site (they provide the cardboard) or off site. Same situation, same year, same amount in Bradenton. A bookkeeper in a West Palm Beach homeowners association allegedly used the association’s credit cards to charge $95,000 in personal expenses. A former treasurer of a Palm Beach Gardens homeowners association diverted association checks to a business she owned.

Kickbacks from contracts are nothing new. It’s done everywhere, all the time. It’s that small percentage padded somewhere in the contract, or the open drawer in the office. I’ve heard several people say that it’s a ‘given’ to keep the manager/ purchasing agent/ board member happy enough to secure the agreement and cement relationships for future business. When it involves a commercial entity, just like product breakage or loss, it is considered the ‘cost of doing business.’ But, when it involves money that is taxed or assessed from the public, investors or condo owners, that is outright theft and according to condominium laws, is fraud. In the past few months, we became aware of several of these fraudulent acts perpetrated right here in Aventura when man-

agement had their ‘hands in the till’ for tens of thousands of dollars. Owners were happy with him. The manager was doing a good job, had a great relationship with everyone, went above and beyond and stole. “We sort of know these things go on,” says a condo owner in that building, “but it’s hard to prove unless you actually catch someone in the act. When it comes to the surface and you realize how much the owners are paying for kickbacks or padded contracts, it really hurts,” he added. Florida has more than 47,000 condo and community associations that house approximately 9.5 million residents who pay maintenance fees to pay for common utilities, grounds and amenity maintenances, as well as association insurance. The City of Hallandale Beach is the place to be! By Hallandale Beach Mayor Joy Adams

Hello Everyone. I would like to say that the City of Hallandale Beach is the place to be! With all the improvements and great people who make this community greater our City is getting better and better as the time goes by. September 11 is a tragic day in history as we all mourn the fallen heroes and victims of the attack that took place in 2001. Each year we pay our respects to the men and women that were sadly taken away too soon. In place where the Twin Towers once stood is the 9/11 Memorial and Museum. The memorial consists of over 100 trees that were dedicated to the victims of the attack. To keep the tradition continuing the City of Hallandale in partnership with TD Banks, Arbor Day Foundation, Florida Atlantic University, and the TD Green Space Grant program created the City’s first Bioswale. A bioswale is a type of swale which uses plants to filter pollutants from stormwater before recharging our groundwater resources. Following the memorial service on September 11, 2019, volunteers from all organizations came together to make this incredible transformation possible. During the memorial service it was great seeing members from the Baitul Naseer Mosque come to speak and show their

respects as well. Seeing different cultures and religions come together has truly shown that we stand together as a community. A special thanks to the Mayor of Weston, Daniel J. Stermer, for joining us for this event. The City of Hallandale Beach Police Department is considered the guardians of the city ensuring that we are always safe. We as a whole are thankful to every individual that is a part of our COHB’s family. We must show our respect and gratitude while we still have the time to do so. On Thursday, September 12, the city held its First Responders Dedication Breakfast. Where we Congratulated Detective Novoa alongside Driver Engineer Blatchford which was facilitated by the City of Hallandale Beach, Hallandale Beach Chambers, Mount Sinai and Beachwalk Resort. We sincerely thank the pair for their constant unwavering work that they do in our community. Telling Detective Novoa and Driver Engineer Blatchford that they’re “appreciated” does not do their service enough justice. The work that they do is nothing short of legendary! The Hallandale YMCA Family Center has finally opened its doors to the public. The official Ribbon Cutting ceremony will take place at 10 am on

The Future of Our Town Center District A Message from Chris Russo, Sunny Isles Beach City Manager Your opinion is important as Sunny Isles Beach moves forward to address growth issues that will define the future of our Town Center District. City staff is available to answer your questions so you may better understand the issue. We welcome your inquiries so we may provide factual public information on this very complicated issue. More importantly, we invite you to join us for the second reading of an ordinance on September 19 at 6:30 pm that will impose a yearlong moratorium on the review and approval of any zoning applications, development orders, and development permits in the Town Center District. Simply put, we want to take a self-imposed “time out” or “pause” to allow for more thoughtful analysis of where we are at and where we are going as a city. We are taking a deeper look at the intricacies of the existing regulations and developing a plan to correct any conflicts between the zoning code and our comprehensive plan. The final reading of the ordinance provides an opportunity for public comment. We hope you will join us at the microphone to let your voice be heard. Our commissioners are interested in knowing what you want. They are the policy makers. My staff and I carry out their policy directives. Due to all of the confusion on what is before the Commission, please allow me to be clear. The ordinance set for second reading is not, repeat NOT, to approve any new projects. No wood, plastic, rubber, Styrofoam, fiberglass or epoxy allowed. Paint must be a water based product, no epoxy paints or coatings permitted. Boats must be enclosed to permit the crew to remain

In May, the New York District Attorney indicted three women for fraud in an alleged affordable housing scheme. Two co-op board members and an office manager allegedly falsified housing applications by claiming applicants were relatives of existing residents, which skipped a waiting list of 24,000 people. They are reported to have collected $875,000 in bribes. If convicted, the women face 15 years in prison and the applicants who submitted false information can also face charges. In a different case of fraud here in Florida, the Department of Business and Professional regulation recently referred a case to the local police department of alleged ballot fraud in a condo’s 2019 election. Evidence was produced that two of its incumbent board members were re-elected based upon forged signatures. In Florida, signature forgery is only a third degree felony and subject to fines up to $5,000 and as many as five years

However, even when these criminals are caught, it can take years for the associations to recover these lost funds.

SO, WHAT SHOULD WE DO? Close scrutiny over those who manage our money would be a good suggestion. But, these people obviously are unscrupulous and know all the angles. Here are some ‘red flags’ to watch for, issued by the state: • Balances that exceed budgeted amounts • More than one payment to a one-time vendor • Vendor linked to a board member or employee by family name, address • Delayed bank deposits • Duplicate payments • Missing petty cash • Discrepancies in accounts payable or receivable

• Suspicious ‘consulting fees’ • Services paid for, but not performed • Checks made out to ‘Cash’ • Copies of receipts other than the original Individually, any of the above may be simple incidents, but a pattern of these ‘errors’ should alert you to an investigation by an experienced Florida fraud attorney, or at least a serious due diligence assessment by board principals. Board members have a fiduciary responsibility to association owners. By accepting this position and being installed, board members take on the obligation

As for contracts, the full board should be responsible for the following: • Get three bids from reliable companies. • Have several board members scrutinize why they are different. • Check promised product quality. • Check references and previous jobs personally on-site. • Have an attorney review the contract for protection in case of default. • Make sure the association is covered by the mechanics lien law. Then, scrutinize the job before any additional payments are made. Are the products the same as those listed in the contract? Is the workmanship and time scheduled as stated? Draws can be held if stated in the contract. As for theft of funds, it should be the responsibility of several board members to review accounts payable at least once a month and question any irregular payout. So, are kickbacks a given? Only if the board lets it slip by. Thorough oversight could pick it up. Is your board doing its job?

The blood is diverted down better and is more competent in the veins. The patient is placed in a compression hose for a few weeks and told to walk as much as possible. On The Cutting Edge With Venaseal Venaseal is one of the newest FDA approved methods of closing off varicose veins and getting rid of venous insufficiency. It uses a crazy-glue like cyanoacralate solution to close off damaged veins. The patient has to first have a venous ultrasound to diagnose venous insufficiency. No heat is used, so there is no damage to the tissue or the nerves. The patient does not need to wear a compression hose afterwards. They can resume most normal activities even immediately afterwards. With any vein procedure there are always risks of blood clots and other more rare risks. This procedure is covered by medicare and done in the office in a matter of minutes. Tattoo Removal Is A Popular Procedure Dr. Fox and her team are also experts at tattoo removal. Feel Good From The Inside Out (NAPSI) - The U.S. Census Bureau estimates that more than 15 percent of all Americans are over 65 years old. If you’re among them, or hope to be someday, here’s news that could be good for you. Healthy aging starts with your cells. One way to keep cells healthy is to give them what they need to function properly—from the inside out. And one of the most important ways of doing that is with a co-enzyme called nicotinamide adenine dinucleotide (NAD).

NAD is Necessary for Life NAD is a molecule found in every cell in the body. NAD is used to power metabolism by enabling the mitochondria – the ‘power stations’ of the cell to convert the food we eat into the energy our body needs to sustain all its functions. Americans don’t get out much anymore. We’re indoors for 90 percent of each day, according to the Environmental Protection Agency. For a big chunk of that time, many of us are behind a desk. One study found that just one-quarter of office workers spent more than an hour outside each day. Research shows that people who are cooped up all day have less energy and worse moods. That’s bad news not just for them but for their employers. After all, a happy, energetic worker is more productive. Our indoor existence is hazardous to our health. Electrical lighting disrupts our natural circadian rhythms, which makes it

harder to sleep. Limited exposure to sunlight can lead to depression. Just a bit of time outdoors can counteract these negative health outcomes. One 2010 study found that even a fiveminute walk outside can boost mood and self-esteem. Greenery can be particularly effective medicine. According to one study, a 90-minute stroll through nature decreased negative thinking more than a walk for the same amount of time in a city. Research out last year found that exposure to greenery reduces the risk of cardiovascular disease, type 2 diabetes, and other illnesses. A University of Pennsylvania study found that giving com-

munities access to green spaces like small gardens or parks reduced feelings of depression by over 40 percent. Harnessing the mood-altering power of nature at the office is one way for employers to ensure their workers are in the right state of mind and performing their best. Managers can’t let their teammates spend the bulk of the workday wandering around outside. But with the right design, employers can empower people to work productively outdoors. That design need not be fancy -- outdoor patios, small gardens, picnic tables with umbrellas, and laptops that can be checked out. The biggest hurdle for many companies may be cultural --

embracing the idea that work can get done outside. Tech companies have been among the earliest adopters of this approach. KI Furniture recently conducted interviews with almost 400 architecture and design experts at the fastestgrowing tech companies. They found that 40 percent of these firms already have outdoor workspaces. There are also plenty of ways to bring nature into the office. The technical term for this approach is “biophilic design,” and it can deliver significant benefits. Employees in offices that incorporate natural elements are 15 percent more productive than those in offices without them. Employers aren’t just

depositing potted plants all over the office -- though that can help. McDonald’s has built a plant-covered wall in its new Chicago home base. Amazon has famously taken biophilic design to the next level. The three Spheres -- 90-feet tall, dome-shaped offices that double as greenhouses let up to 800 people at its Seattle headquarters work in a veritable forest full of plants and trees. Not every company can build a jungle inside its offices. But when something as simple as scattering plants throughout a building can increase well-being by 40 percent, it’s worth it for employers to explore how they can make the great outdoors a bigger part of their workday.

To Tackle Climate Change We Need to Rethink Our Food System By Kathleen Rogers and Dr. Shenggen Fan

The way we produce, consume and discard food is no longer sustainable. That much is clear from the newly released UN climate change report which warns that we must rethink how we produce our food - and quickly - to avoid the most devastating impacts of global food production, including massive deforestation, staggering biodiversity loss and accelerating climate change. While it’s not often recognized, the food industry is an enormous driver of climate change, and our current global food system is pushing our natural world to the breaking point. At the press conference releasing the Special Report on Climate Change and Land, report co-chair Eduardo Calvo Buendía stated that “the food system as a whole - which includes food production and processing, transport, retail consumption, loss and waste - is currently responsible for up to a third of our global greenhouse gas emissions.” In other words, while most of us have been focusing on the energy and transportation sectors in the climate change fight, we cannot ignore the role that our food production has on cutting emissions and curbing climate change. By addressing food waste and emissions from animal agriculture, we can start to tackle this problem. How do we do that? Livestock production is a leading culprit - driving deforestation, degrading our water quality and increasing air pollution. In fact, animal agriculture has such an enormous impact on the environment that if every American reduced their meat consumption by just 10 percent – about 6

ounces per week – we would save approximately 7.8 trillion gallons of water. That’s more than all the water in Lake Champlain. We’d also save 49 billion pounds of carbon dioxide every year - the equivalent of planting 1 billion carbon-absorbing trees. What’s more, to the injury from unsustainable food production, we add the insult of extraordinary levels of food waste: nearly one third of all food produced globally ends up in our garbage cans and then landfills. We are throwing away $1 trillion worth of food, or about half of Africa’s GDP, every single year. At our current rates, if food waste were a country, it would be the world’s third-largest carbon emitter after the U.S. and China. To ensure global food security and sustainable food practices in an ever-growing world, we need to reexamine our food systems and take regional resources, such as land and water availability, as well as local economies and culture into account. To start, the United States and other developed countries must encourage food companies to produce more sustainable food, including more plant-based options, and educate consumers and retailers about healthy and sustainable diets. Leaders must create policies that ensure all communities and children have access to affordable fruits and vegetables. And we all can do our part to reduce food waste, whether it’s in our company cafeterias or our own refrigerators. Technology also plays a part. Developed countries should support and incentivize emerging innovative technologies in plantbased foods, as well as carbon-

neutral or low-carbon meat production. Developing countries, on the other hand, face high levels of undernutrition, as well as limited access to healthy foods. Many nutrient-dense foods (such as fruits, vegetables and quality meats) are highly perishable, often making prices significantly higher than ultra-processed, nutrient-poor and calorie-dense foods. The high cost of nutrientdense foods creates a significant barrier to healthy diets, as seen in urban Malawi and many other countries. By promoting enhanced production of healthy and nutritious foods while also improving markets in low-income countries, we can lower prices and increase accessibility of healthy and sustainable diets. Politicians can also tackle systemic inequalities by redirecting agricultural subsidies to promote healthy foods, as well as investing in infrastructure like rural roads, electricity, storage and cooling chain. Change must happen at every level if we want to build a better food system. International participation and resource-sharing can spread regional solutions across countries. And working for change at the ground level — among individuals, communities, local and federal governments and private entities - can help fight hunger and food inequality firsthand. Yes, our food system is broken, but not irrevocably so. The challenges are enormous, but by understanding the problem and potential solutions, we can effect critical changes in the ways we produce, consume and dispose of food.

Dutch Oven Idaho Potato Chicken Cordon Bleu ®

Ingredients: • 10” Dutch oven • 24 charcoal briquettes • 2 Idaho® russet potatoes, 1/8 slice • 1/4 oz fresh poultry pack herbs (rosemary, thyme, sage), minced • 3/4 teaspoon coarse sea salt • 1/2 teaspoon fresh ground black pepper • 1 tablespoon olive oil • 2 skinless boneless chicken breast, 3/4” - 1” medallions • 1/4 oz fresh poultry pack herbs (rosemary, thyme, sage), minced • 1/2 teaspoon coarse sea salt • 1/2 teaspoon fresh ground black pepper • 1 tablespoon olive oil • 1 red onion, halved, 1/4 inch slices • 6 oz Canadian bacon slices, halved • 1 Gravenstein apple (or your favorite), 3/4 cored from top • 2 - 3 tablespoon brown sugar • 6 oz Gouda cheese, grated • 1/2 cup seasoned bread crumbs Directions: Mix together potato blend of 1/4 oz of fresh herbs, 3/4 teaspoon salt, 1/2 teaspoon black pepper and 1 tablespoon olive oil. Gently mix the potato slices with fresh herb mixture. Set aside. Mix together chicken blend of 1/4 oz fresh herbs, 1/2 teaspoon salt, 1/2 teaspoon black pepper and 1 tablespoon olive oil. Gently mix the chicken medallions with fresh herb mixture. Lightly oil your dutch oven Layer horizontally the Idaho® potato slices, Canadian bacon, red onions slices and chicken medallions. Repeat until a full circle has been completed. Add cored apple to center and green onions to the top. Using charcoal briquettes, place 8-9 briquettes under Dutch oven and 14-15 briquettes on the lid. Bake approximately 20 minutes until the chicken reaches 165° F.
