Broward County Transit Keeps Moving, Even During A Storm

In a discreet, nondescript building nestled in the heart of Broward County, the Emergency Operations Center (EOC) serves as a hub of strategic focus on keeping the county safe during an emergency like a storm. Rows of monitors illuminate maps and live updates, guiding rapid decisions and coordinated actions from government agencies across the county. During a storm, this center operates 24 hours a day, becoming the focal point for ensuring the safety and

mobility of Broward County residents.

When Hurricane Milton threatened the area recently, Broward County Transit (BCT) top administration reported to the EOC, monitored storm conditions and made critical decisions to maintain transit services during the storm. “Even in moments like this, the goal of BCT is to provide 100% on-time service while ensuring the safety of our bus operators and staff,” BCT Deputy General Manager Tim Garling explained.

In the fast-paced environment of the EOC, communication is vital. The BCT team relies on real-time reports from operations teams, including bus operators and supervisors in the field. Dispatchers continuously adjust routes based on road conditions.

“Another goal for BCT especially during a storm is ensuring the safety of riders while keeping the buses operational,” Garling continued. “We always remain committed to getting people where they need to go safely even during emergencies.”

As the storm approached, BCT fully activated its communication strategy to keep the public informed of its operations. It utilized the news media, social platforms, BCT website, and BCT e-newsletter, Transit Flash, which provides subscribers with real-time service changes. BCT 24-hour customer service hotline also remained available to assist passengers with trip-related inquiries.

Traveling Exhibition

The 2024 Southern Prize and State Fellowships for Visual Arts exhibition will be on display from October 19th, 2024 through January 5th, 2025 at the Art and Culture Center / Hollywood, before touring to three additional locations across the Southern states. The traveling exhibition features nine artists from nine states selected by a national jury that will receive a fellowship award from South Arts to create greater cultural equity, diversity of artistic expression, and accessibility to the arts. The opening reception will take place on Saturday, October 19th from 6:00 p.m. - 8:00 p.m. and there will be FREE Admission for everyone.

Now in its 8th year, this award honors outstanding visual artists from the South, showcasing the region’s creativity and talent.

Hurricane Milton, Stormwater Management And A New City Park

Fellow Hollywood Residents, I want to take a moment to express my heartfelt thanks to each and every one of you for your diligence and preparedness as we faced the potential impact of Hurricane Milton. Your cooperation, readiness, and care for the well-being of one another made a significant difference during this time.

I also want to extend my deepest gratitude to our first responders, especially the remarkable teams from our Police Department, Fire Rescue, Public Utilities, and Public Works for their work to prepare our city for the storm.

Our teams deployed a record 20 Stormwater Pumps throughout Hollywood to be ready to reduce any flooding. Our new High-Water Rescue Vehicles were placed on standby. Over 12,000 sandbags were distributed to our residents. City parking garages were made available for vehicle storage, essential equipment and teams were ready to respond at a moment’s notice. Throughout this period, our city communications team kept everyone informed via text messages, emails, voice alerts and social media.

I’m proud to say that while the forecasted rain and wind thankfully did not materialize due to the ultimate structure and trajectory of Hurricane Milton, our city’s level of preparedness for a windstorm has never been higher.

Thank you everyone for your resilience and cooperation. Together, we stand strong, ready to meet any future challenges.

As we continue to pray for our fellow Floridians who were in the catastrophic path of Hurricane Milton, below I am sharing some updates on our Stormwater Master Plan with Short-Term and LongTerm Flood-Prevention Projects that are being implemented to enhance Hollywood’s resilience for generations to come.

I’m also sharing below some great news about a $7.5 Million Federal Grant that we were awarded to assist us in creating what will be our newest green space and largest city-owned park.

Implementing our Stormwater Master Plan

When more frequent “history-making” rainfall events are coupled with higher water tables, South Florida’s cities and counties understand that we must embark on large Infrastructure upgrades to shore up our region’s Stormwater Defenses. All cities have Stormwater Management Systems that work to contain and control rain water in order to minimize flooding and enable the community to live through rain events with as little interruption to our daily lives as possible. In Hollywood, the Stormwater System includes: miles of Pipes,

Ditches, Swales, Natural Waterways and Drainage Easements. It also includes: thousands of Manholes and Inlets, various Pumping Stations and Retention and Detention Basins.

Stormwater Systems always need maintenance and frequently need updating, especially when they no longer deliver an adequate level of service for a community experiencing changing climate conditions. The good news for us on this

To reach a better level of service for our city, the 20-year Stormwater Master Plan itemizes and recommends a selection of $980 Million to $1.9 Billion dollars of Infrastructure Improvement Projects, including the upgrading and addition of

jects within the budget. We’ll also need to determine the city’s Long-Term Financing Plan and continue to pursue Regional, State and Federal Grants in parallel. The same need exists for the hopes of converting and connecting our many septictank neighborhoods to our City’s Sewer System for Proper Wastewater Treatment.

This is a top-most priority for our city and we will embark on these projects year-after-year to achieve the level of service goals that we desire for neighborhoods throughout our city. Below is an excerpt and example of 3 areas of focus. These same Capital Improvement Plans exist for all areas of our city east to west. Federal Grant Awarded to Create a New City Park - Congratulations Hollywood.

I am pleased to report that our city has been awarded a $7.5 Million Land and Water Conservation Fund Outdoor Recreation Legacy Partnership Program grant (ORLP) for the creation of Sunset Park. (This is the old and long closed-

servation and restoration efforts to address the nature and climate crises, improve equitable access to the outdoors, and strengthen the economy. This award represents the first of four grants that staff is actively pursuing to support the Sunset Park Project. More information about this exciting award and a contract for approval is forthcoming to the City Commission.

Established by Congress in 2014 and administered through the National Park Service, this program is processed through the Florida Department of Environmental Protection — and it’s a great example of how the shared policy goals of our federal, state and local governments can result in a great outcome for a local community.

The Florida Fellowship is awarded to Elliot and Erick Jimenez, identical twins and first generation Cuban-Americans born and raised in Miami. Each of the State Fellows receives a $5,000 Award. The Southern Prize for Visual Arts Finalist receives an additional $10,000, and the Southern Prize for Visual Arts Winner receives an additional $25,000. Southern Prize recipients also receive a two-week residency with The Hambidge Center for Creative Arts and Sciences. Since the inception of this program, South Arts has awarded $640,000 to 72 individual artists to date, helping them advance their careers and reach a larger, well-deserved audience. Here’s why the 2024 South Beach Seafood Festival is a must-attend culinary celebration for seafood lovers and funseekers, alike.

1. Celebrity Chef

Robert Irvine Hosting Food Network star Robert Irvine, best known for “Restaurant: Impossible,” is bringing his culinary expertise and largerthan-life personality to the festival. Irvine will host and serve as the official “Chef Ref” at the “VIP Chef Showdown.” There, he’ll be in charge of highlighting local chefs, overseeing the culinary face-offs and participating in special events throughout the weekend, including culinary demos in the Milam’s Market’s Culinary Showcase Kitchen on Saturday with a special bottle signing to introduce his latest venture, Irvine Vodka.

2. Supporting Local Talent

The festival shines a spotlight on Florida’s culinary stars, with chefs from some of the region’s most beloved restaurants taking center stage during different events across the multi-day soiree. For example, guests can expect to sample dishes from top spots like RED South Beach, ZUMA, Pubbelly Sushi and Meat Market during the five-course experience at Thursday’s “Crabs, Slabs, and Cabs.” Each participating chef will serve their own delectable course, or in collaboration with other chefs confirmed for the event, meaning patrons are sure to experience sensational cuisine from some of the area’s best.

3. Epic Live Entertainment

The South Beach Seafood Festival is more than just great food—it’s also about enjoying the experience. Live entertainment will keep the energy high throughout the event, with the Jack Daniel’s Live Stage being the main site for chef battles, such as the “VIP Chef Showdown” hosted by “Chef Ref” Irvine. In addition to the mouthwatering food, guests will enjoy live DJs to dance the day away at the Jack Daniel’s Live Stage when competitions aren’t ongoing, as well as plenty of action at the Pacifico Beach Club and High Noon’s Lifeguard Dance Party throughout the event.

The festival begins Wednesday with an exclusive five-course dinner at the renowned Joe’s Stone Crab. Hosted by Jack Daniel’s Single Barrel, this will offer guests a menu of exceptional cuisine, kicking off the week with freshly cracked stone crabs. The ultimate culinary competition takes center stage on Friday of the festival. Twenty-two of Miami’s top chefs will go head-to-head in 11 thrilling battles, each showcasing their skills and seafood mastery, with Chef Ref Irvine serving as host. Festival-goers will sip on their favorite cocktails, sample dishes at the battle tents and vote on their favorites in each battle to help each restaurant win the people’s vote, before turning their attention to the Jack Daniels’ Live Stage to watch the 22 executive chefs battle it out live. Each chef will have 15 minutes to curate the perfect dish against their competitor for a panel of main stage judges who will weigh and determine the champions. The event will also feature the Tequila Herradura Bartender Showdown, where four bars will go head-to-head in competition.

6. All-Inclusive Saturday Seafood Slam

This year’s main event is the “Seafood Slam” on Saturday, debuting a new allinclusive format. With one ticket, festivalgoers can enjoy unlimited tastings of the leading samples and beverages from over 40 of South Florida’s finest restaurants on the seafood scene. The event features a stellar lineup of restaurants from across the area’s favorite neighborhoods, including: Area 31, Barton G, Billy G Catering, Café Bernie, CalaMillor Gourmet Experience, Casa Matilda Steakhouse and many more.

Throughout the weekend, festivalgoers will have the chance to watch and learn from the best. The Auto Club Group is providing advice to help residents who suffered either Wind or Flood Damage from Hurricane Milton.

“Once conditions are safe to do so, begin assessing your property, take pictures of any damage and contact your insurance provider immediately to begin the claims process,” said Jennifer Pintacuda, President of AAA’s Florida-Based Insurance Provider. “Many providers like AAA offer multiple ways to file a claim, whether that be over the phone, online or a mobile app.”

Filing An Insurance Claim

To file a claim, residents should contact their insurance provider. Floridians who have insurance from AAA can visit: www.AAA.com/Claim for information on filing a claim for Home, Auto and Flood Policies.

Know Your Coverage

Hurricanes can cause both Wind and Flood Damage, yet not all events are covered by the same insurance policy. Damage caused by wind and debris is covered by a residents’ Homeowners Insurance Policy. However, that policy does not cover Flood Damage to the interior of your home. Hurricane Deductibles are normally imposed only once per calendar year.

Flooding is covered by Flood Insurance, which is a separate policy provided by the National Flood Insurance Program or other Private Flood Insurance Providers. Without Flood Insurance, homeowners could apply for Federal Disaster Assistance via a loan from the U.S. Small Business Administration. Unlike claims payments for Flood Insurance, SBA Loans must be repaid. Unlike with the Homeowner’s Policy, Deductibles are typically imposed for each flood event. Wind and Flood Damaged Vehicles are often covered by “comprehensive” Auto Insurance Policies. However, because Floridians are not required to carry this coverage option, some may not be protected.

What to do if your property suffered Wind/Debris Damage:

Document the damage

Take photographs and videos of any damage for your claim.

File your claim immediately

The sooner you file, the sooner you will get assistance.

Prevent further damage

Only do what’s necessary to prevent further damage, until an adjuster can review the damage. This includes covering broken windows with plastic or getting a professional to cover the roof with tarps to keep rain out. Document expenses and keep receipts for any preliminary repairs, displacement or other Out-Of-Pocket Expenses related to the claim, which can count toward your deductible. This could include: Tree Removal, Tarps, Ice Chests for food, overnight stay in a hotel, etc. Make sure to contact your insurance company immediately to begin the claims process.

What to do if your home was flooded:

• Contact your insurance provider immediately to begin the claims process.

• Take photos and videos of the damaged areas.

• Measure and record flood water levels. Take photos of the water line with a visible tape measure to show how high the water rose in your home.

• Do not clean the flood debris line before the adjuster arrives.

• Carefully remove water and dry out the area, as long as it’s safe to do so.

• Do not enter rooms with standing water if electricity is on.

• Take precautions to limit exposure to flood water, which can contain Harmful Bacteria and other pests.

Flooded Vehicles

When a car has been partially or completely submerged, AAA recommends that you do not attempt to start a vehicle if the water level has risen above the door opening. Doing so could cause irreversible damage to your vehicle’s engine and other components. Make sure

to take photos from the exterior of the vehicle. Do not open the doors if the water levels are still high, once the waters have receded, take photos of the interior. Make sure to contact your insurance provider and have your vehicle towed to a mechanic for a full inspection to ensure it’s safe to be driven.

Flood-Damaged Electric Vehicles

Batteries in Hybrid and Electric Vehicles are highly corrosive and should not be exposed to standing water. EVs that have been submerged in water have a high potential to combust due to the battery short circuiting. If your EV has been exposed to flood conditions and you suspect your battery is damaged, do not drive it or connect it to a charging station. Instead, have the vehicle inspected by a certified technician. Seek emergency help immediately if you see or hear anything unusual coming from underneath the EV.

Causing Flood Damage While Driving

Do not drive down flooded streets, you may not realize how deep the water is or what’s lurking underneath. If you drive through deep water and your engine cuts off, do not attempt to restart it. Doing so could flood the engine. Instead, quickly exit the vehicle and go to a safe location to call for help and have the vehicle towed to a repair facility to be inspected.

Beware Of Contractor Fraud

AAA cautions residents about the potential of Contractor Fraud. The aftermath of a Hurricane or other Severe Storms, creates the opportunity for scammers and unlicensed contractors to take advantage of those who need help. Many dishonest contractors may try to profit by: Accepting payment then never completing (or even showing up for) the job and using inferior materials or performing work that’s not up to code.

Red Flags To Watch For:

• Contractor shows up unsolicited.

• Points out damage you have not previously noticed.

• Asks for full payment up front and/or in cash only.

• Promises services at no charge to you or offers to waive your insurance deductible.

• Pressures you to encourage your family, friends, or neighbors to hire them for services.

• Offers you a discount for letting them use leftover materials from a previous job.

AAA’s Advice

Before hiring someone to make repairs, contact your insurance company to file your claim and ensure the damage is covered by your policy. Don’t sign any paperwork or authorize a contractor to start work until after your insurance company reviews the damages. Make sure to get itemized written estimates from at least three different licensed, insured contractors before hiring someone for the job. and be sure to check the Contractor’s Credentials. Do not allow a contractor to inspect your property, including your roof, until you have verified that they are licensed and insured.

Jewish families committed to keeping a Kosher Diet now have space to store, prepare, and eat food at Joe DiMaggio Children’s Hospital, thanks to the generosity of local donors that contributed to make the area a reality.

Donations by Ben J. and Dorit Genet, Avi and Debra Naider, Healing Hearts, and the Jewish Federation of Broward County established the Kosher Family Lounge, an area that also includes space for prayer and relaxation. Healing Hearts, a NonProfit Organization that helps families

Over the past year Israel has been fighting a war to defend herself. This war did not just start with the horrific events of October 7th. Israel, Jerusalem, and the Jewish people have been for 1000’s of years victims of invasions, slavery, programs, and countless occupations.

The recording of history as we know it goes back to when the Jews were invaded by the Babylonians. This was before the Common era, BCE. This is also referred to as before the Christian era. Jesus was Jewish and came from the area of Galilee. It is thought that almost 1 million Jews were descendants in the city. There were 12 tribes that came to be counted. As time has passed the history of the Jewish people and Jerusalem has been distorted.

Israel as we know it today was not on the map. The area was called Palestine. There was Egypt, Mesopotamia and two deserts. Herein lies the trick, there was no “Palestine.” The area was Hebrew and invaded by the Arabs. Arab nations include Egypt, Syria and areas of Africa. So the Jewish people’s main home was and has remained Jerusalem. That was the birth of the first religion. History to some may seem boring but it really does matter, now more than ever.

Two Miami-based organizations dedi cated to protecting South Florida’s water—The Everglades Foundation and Miami Waterkeeper—have introduced their latest collaboration: “Miami’s Water and The Everglades.” The collection of five short videos is designed to inform residents about South Florida’s depend ence on America’s Everglades for its daily water supply, how the area’s waterways are interconnected, and the role Canals and Infrastructure play in the Water System.

The new series, which will be released collaboratively on social media every Tuesday during the month of October, fea tures Meenakshi Chabba, Ph.D., Ecosystem and Resilience Scientist at The Everglades Foundation, and Rachel Silverstein, Ph.D., Chief Executive Officer, and Miami Waterkeeper. I spoke about strength and the courage of our Jewish brothers and sisters and how they continue to fight the world’s war against Terrorism.

As the Vice Mayor shared, we need to own and defend our Zionism. We are not simply strong but successful Zionist. Jewish people will continue to survive. Since the dawn of recorded time, we have. Jews have created a strong country out of desert. Not simply the blood of battle but from hard work, knowledge and the desire for peace and property for all.

This event was very special. Vice Mayor Lima-Taub arranged to have art from 7–9-year-olds that survived our Sister City Sderot massacre at the hand of barbaric Hamas. The artwork was a project of healing for the children that witnessed these atrocities. We can see

the pain and suffering and hope in many of the over 80 pieces. The exhibit will remain at our Cultural Center on display over the next few weeks including early voting.

I had the opportunity to recognize Senator Jason Pizzo with a proclamation. He has and remains a strong and vocal advocate for Israel, he visited the war-torn area. He has fiercely sponsored and defended legislation in Tallahassee to support Israel and support sanctions against Arab nations that sponsor Terrorism and established proxies in the Middle East.

As we continue to support Israel and their right to defend their county. We all need to understand this is not simply Israel’s war, it is a war against Terrorism. All nations need to unite. Stand against AntiSemitism. Like in World War II it is not just about Jews. It is about everyone that is not with religious extremists. Let us pray for peace, but never forget!

The series also addresses how the altered flow of water impacts Miami’s Water Supply. Before the natural flow of water was diverted, it would slowly move across the Everglades, seeping into the porous rock below and replenishing the Biscayne Aquifer—the sole source of drinking water for millions of people in South Florida. Man-made Canals, concrete, and asphalt replaced the permeable surfaces of green spaces like Wetlands and Parks, preventing the natural flow and absorption of water.

“Urban Pollution like pet waste, Fertilizers, Chemicals, and debris collects in Storm Drains and ends up in the Canals, ultimately flowing into Biscayne Bay,” says Silverstein. “That’s because all of our waterways are connected, from the

Everglades to Miami-Dade County’s Canal System, and from the Aquifer below ground to the beautiful waters of Biscayne Bay.”

The Everglades Foundation’s Ecosystem and Resilience Scientist, Chabba, further enlightens viewers: “Most of us live on land that was originally part of the Everglades, a Wetland where flooding is natural. Numerous canals were built to drain water out of the Everglades and into the ocean, which enabled residents to stay dry, grow cities, and prosper, but also resulted in the degradation of the Everglades.”

The first canals were dug in the early 1,900’s, but due to the region’s frequent storms and four to five feet of rainfall each year, flooding persisted and led to loss of lives and millions of dollars in damage. In response, the canal system was expanded.

“We now have about 2,600 miles of canals and levees, 1,300 water structures, and 66 pump stations,” notes Chabba, who also explains how water managers lower and raise water levels in the canals depending on whether conditions are dry or wet. However, the largely gravity-based canal system is aging, struggling to maintain flood protection and minimize Saltwater Intrusion amidst Rising Sea Levels.

“Everglades Restoration is crucial for Miami’s flood protection,” adds Chabba. “By modernizing the water management system, and storing and sending clean water south, Everglades Restoration is rejuvenating Local Ecosystems, supporting flood protection, and recharging the Biscayne Aquifer—Miami’s only source of freshwater.”

This partnership highlights the shared commitment of both FPL and the Broward Education Foundation to advance STEM education in economically disadvantaged schools across FPL’s service territory. The transformation at Dillard High School marks a significant milestone in this ongoing effort to provide students with the resources they need to excel.

FPL’s STEM Classroom Makeover Grants program provides funding up to

$50,000 each for five schools in Florida to provide transformational learning opportunities in economically disadvantaged K12 classrooms. Funds are available to address needs in technology or resources that will advance STEM curricula and careers to students in a classroom setting. For the 2024-25 school year, the FPL STEM Classroom Makeover Grant program is now open.
