On Friday, April 18th, 2025, The Caring Place at Miami Rescue Mission | Broward Outreach Centers will host their annual “Giving Thanks on Good Friday” Block Party, a heartfelt and community-driven event for the homeless, hungry and families in need across South Florida. In a world where the most vulnerable often go unseen, this initiative provides not just a meal but a reminder of God’s love and the hope of a better tomorrow.

The event, which will take place on the streets in Miami and Hollywood, will see over 200 volunteers come together to serve more than 2,000 Thanksgiving-style meals to those in need. But this isn’t just a typical charity gathering. True to its name, “Giving Thanks on Good Friday” is a celebration of community and compassion, with a variety of activities and services designed to uplift those who often feel forgotten.

At the heart of the event is a sit-down Thanksgiving-style meal, offering Thanksgiving style meals to individuals and families experiencing homelessness. This gesture is more than just about providing a meal—it’s about offering dignity, respect and community. It’s a reminder that the homeless are not invisible. Volunteers work tirelessly to ensure that every guest feels valued and cared for.

One of the most profound aspects of the event is the foot-washing station, where volunteers will wash the feet of guests, mirroring the actions of Jesus at the Last Supper. This powerful ritual of humility and love reinforces the central message of the event - that everyone is

worthy of compassion, no matter their circumstances. It is a deep expression of faith and care that creates lasting emotional impact for both those receiving the service and those providing it.

In addition to the warm meal, attendees will receive gifts that address some of their most basic needs. Presented in collaboration with Art and Culture Center/Hollywood, ArtServe, ArtsUnited, and History Fort Lauderdale, BLOOM promises to showcase more than 50 local artists who have captured the essence of nature in all its forms - from the lush greenery of mangroves to the dynamic coastlines and the flourishing wildlife that calls South Florida home. The event will not only spotlight artistic talent but also offer a platform for conversations around environmental awareness and the preservation of the planet.

This free, one-night-only event is set to bring together art lovers, community members and environmental enthusiasts. At the heart of the exhibition, the Best in Show artwork will be awarded a $500 prize, which will be announced during the BLOOM reception. Adding an extra layer of excitement, the event will feature a special live performance by Ry Rivers, whose music will enhance the atmosphere of creative celebration.

An Artistic Tribute to Nature BLOOM invites visitors to immerse themselves in a diverse array of artistic mediums. The exhibition will feature multimedia paintings, sculptures, photography and even fashion, with each artist offering their unique interpretation of nature’s breathtaking beauty. Whether through a canvas that mimics the texture of a forest floor or a photograph that captures the splendor of a coastal sunrise, the art presented is designed to evoke a deeper appreciation for the environment.

Why Are There CRAs? Part 1

Why are there CRAs? In short, they were set up to address areas within cities that had been typically underserved when it came to economic factors. The factors could include: Basic Infrastructure, abandoned and unsafe housing, shuttered stores, lighting, crime and other factors that create a lack of private investment. Community Redevelopment Agencies are different from the Community Investment Act which was set up in 1977 as a Federal Banking tool.

Community Redevelopment Agencies were enabled by Florida in 1969 as a vehicle for cities to leverage funds to address these neglected areas. Chapter 163 governing Intergovernmental Programs. There are various parts to this chapter that include districts that provide specific services. Transportation, Public Safety, Planning, Special Commissions and CRAs.

Our City has three special districts. We have two safe neighborhood districts that grant taxing authority to allow additional safety measures. Three Islands and

Golden Isles Safe Neighborhood Districts are granted the ability to tax up to 2 Mills on properties within the district to enhance safety. The money can only be used in the district.

CRAs are different in the fact that they do not have a separate Millage Rate. CRAs are set up based on the need to remove slum and blight within a designated boundary. The Property Taxes within the boundaries are put into the CRA Trust. The fund is called Tax Increment Funding, TIF.

Once there is an established need based on criteria defined as slum and blight conditions, the Property Tax Values within the boundaries are set as the base. Once a base year is set, all Property Tax Revenue including the increases from the base are placed in the CRA trust for the purpose of paying for the CRA Plan to address slum and blight.

Our CRA was established 28 years ago. It was not without a fight between the county and the city. The CRA does not simply include City Property Taxes but includes: County, Children’s Service Tax

and Hospital District Tax Revenues. At that time, there were 13 CRAs in Broward County that were established with TIF. They are all different in size. Some cities have more than one.

The county did not want to give up control of their money. They fought and won the battle requiring TIF on the state level. After this, the first CRA that was created without TIF was Dania Beach.

Our City set up the CRA from 14th Avenue west. The designation of this area was not supported by all stakeholders as it included both parimutuel tracks. While the tracks were operational there was not any investment occurring to redevelop.

The homes in the area heading west lacked sidewalks, lighting and parking. Stores had been closed and were going out of business.

Other stakeholders fought against the CRA as the Property Tax Revenues in the

CRA area were in a lock box and could not be used for the general fund. The biggest opposition was from Police and Fire agencies that view this as taking money from their budgets for salaries and equipment. Sounds like a fair argument unless the CRA plans did not include crime prevention and plans to enhance public safety. In our case, our plan does! For years, the counties continued to go to the state and complain about CRAs. Opponents would complain about fraud and abuse. They would target expenditures or programs and report them to be investigated. This happened Statewide and there was an all-out war on CRAs. In the end, CRAs were not totally abolished but other government agencies were not required to contribute to the trust. There are seven CRAs that have either no TIF or are simply City TIF.

Managed by the City and funded by the Broward County Surtax, Holly-Go is designed to support daily errands and other essential journeys within Hollywood. The Holly-Go vans are white with a Holly-Go logo located on each side.

Operation Paintbrush, Saturday, April 19th, 2025 from 8:00 a.m. until 12:00 p.m. Noon will provide up to 20 gallons of high-quality exterior latex paint for FREE to singlefamily homeowners and NonProfit Organizations in Hollywood. All of the latex paint collected through the Broward County Household Hazardous Waste Collection Program is recycled into new, high-quality exterior paint which is then provided to participating cities at no cost. Paint can be picked up at the Department of Public Works, located at 1600 South Park Road, Hollywood, Florida 33021 beginning at 8:00 a.m. Distribution is on a first-come, first-served basis while the City’s supply lasts!
