Reserve Your Spot

To ensure a smooth and enjoyable experience, Winter Fest operates on a reservation system. Attendees will need to select a 45-minute time slot for their walk-through experience when registering for the event.

The available time slots are: 6:15 p.m., 7:15 p.m., and 8:15 p.m.

Each time slot is designed to give visitors enough space to explore the displays at their own pace while managing crowd sizes for a more intimate and enjoyable experience. Because Winter Fest is expected to be a installations.

Cooper City Native Named Sailor Of The Quarter Serving At Navy Medicine Readiness And Training Unit Bahrain

2nd Class Luke O’Malley, a native of Cooper City, Florida, was recently named Sailor of the Quarter (SOQ), fourth quarter, serving in the U.S. Navy Medicine Readiness and Training Unit (NMRTU) Bahrain.

The SOQ program recognizes Navy personnel, E-6 and below acting as role models of Navy professionalism and personal dedication.

O’Malley, a 2017 graduate of Cooper City High School, joined the Navy four years ago.

“I joined the Navy to serve in the greatest fighting force the world has ever seen alongside people who share the core values of honor, courage and commitment,” said O’Malley.

The skills and values needed to succeed in the Navy are similar to those found in Cooper City.

“I learned that you have to not care about people’s opinion of you,” said O’Malley. “My brother and sister are amazing at that, however I am still working on it.”

Today, O’Malley serves as a hospital corpsman responsible for providing medical care to Navy and Marine Corps personnel and their families.

Assistant Chief of Police, Luke Plesa

Assistant Chief of Police, Luke Plesa joined the Sunny Isles Beach Police Department in 2005 as a non-certified police officer. After completing the Miami-Dade College Police Academy, he was sworn in on June 6, 2006, as a cer tified officer.

Plesa has served in Uniform Patrol, the Criminal Investigation Unit as a Detective which included being a part-time task force officer for the Federal Bureau of Investigation. Upon being pro moted to Police Corporal, Plesa worked in Uniform Patrol and the Administrative Division as a super visor ultimately being promoted to Sergeant. While serving as a Sergeant in the Administrative Division he supervised the Communications Unit, Records Unit, and the Criminal Investigations Unit.

He also served as acting Lieutenant of the Administrative Division for approximately one year and then was promoted to Lieutenant. During his time as a Lieutenant, Plesa was the Commanding Officer for the Administrative Division which includes the Administration Unit, Criminal Investigations Unit, Training Unit, Communications Unit, Records Unit, Property and Evidence Unit, and the Internal Affairs/Accreditation Unit.

Lieutenant William L. Howell

Lieutenant William L. Howell began his career in 1995 by selfsponsoring himself through the Broward County Police Academy’s 175th Session. He was then hired by the Golden Beach Police Department in 1995 and served the Agency as a Road Patrol Officer, Field Training Officer, and Acting Supervisor for the midnight shift.

Plesa was promoted on June 17, 2024 to Assistant Chief of Police, serving as second in Command.

He holds a Bachelor of Science in Criminal Justice from Florida International University, a Master of Public Administration from Barry University, and an Executive Certificate in Leadership from the University of Notre Dame. Additionally, he is a graduate of the 78th University of Louisville Command Officer Development Course.

He is also a member of the MiamiDade County Association of Chiefs of Police, the Florida Police Chiefs Association, and the International Association of Chiefs of Police.

Lieutenant Michael Mulvey

Lieutenant Michael Mulvey joined the Sunny Isles Beach Police Department in July 1998 as one of the inaugural officers following the City’s incorporation and the creation of its own police department.

Lieutenant Mulvey began his law enforcement career in September 1988 as a Trooper with the New Jersey State Police. After relocating to South Florida with his family, he was recruited to help establish operations at the newly formed Sunny Isles Beach Police Department.

Initially assigned to the Uniform Patrol, Lieutenant Mulvey transitioned to the Criminal Investigations Unit in 2002, where he dedicated most of his career. In 2022, following the department’s restructuring, he was appointed as the commander of the Strategic Services Division, overseeing the Traffic Motor Unit, Community Resources Unit, Marine Patrol Unit, and Ocean Rescue Lifeguard Unit.

In 1998, Lieutenant Howell joined the Sunny Isles Beach Police Department and is one of the original founding members of the agency. He has served the agency in the capacity of a Road Patrol Officer, Field Training Officer, and as a Detective.

In 2000, Lieutenant Howell was assigned to the Federal Bureau of Investigation’s (FBI) Transnational Organized Crime Task Force where he spent sixteen years contributing to countless indictments of organized crime figures.

In 2017, he was promoted to the rank of Corporal where he served as a Road Patrol supervisor until he was transferred to the Administrative Division in 2018. In 2022, he was promoted to the rank of Sergeant in the Administrative Division overseeing the Accreditation Unit, the Property and Evidence Unit, and the Records Unit and in 2024, Lieutenant Howell was promoted to the rank of Lieutenant in charge of Professional Compliance, Ethics, the Accreditation Unit, the Property and Evidence Unit, and the Records Unit.

Lieutenant Howell holds a Bachelor’s Degree in Criminal Justice and is a graduate of the University of Louisville’s Southern Police Institute 95th Command Officer’s Development Course.

Lieutenant Javier Estevez

Lieutenant Javier Estevez graduated from the Miami Dade College Police Academy in 2001 and began his law enforcement career with the Village of Pinecrest Police Department as a Road Patrol Officer. In 2002, he joined the Sunny Isles Beach Police Department, where he served in the Patrol Division. Early in his career, Lieutenant Estevez developed a strong passion for traffic enforcement and crash investigations, which led him to join the Traffic Motor Unit in 2004. He has since completed over 200 hours of traffic homicide investigation courses and became a certified police motorcycle instructor, teaching alongside the Broward Sheriff’s Office Motor Unit. Lieutenant Estevez has also actively participated in multiple police motorcycle rodeos—charitable competitions between local

Florida. Throughout his 26-year career, Lieutenant Athanasiou has worked in and supervised various specialized units. He started as an officer assigned to Beach Patrol and Marine Patrol. After being promoted to Sergeant in 2003, he served as a midnight supervisor. In March 2012, he established the Community Policing Unit, overseeing beach/bike patrol, ocean rescue, school resource liaison, and the motor unit. He remained the Motor Unit Sergeant until 2021 when he returned to Road Patrol. In September 2022, he was promoted to Patrol Lieutenant, overseeing all daily patrol operations.

Lieutenant Athanasiou has been one of the department’s Honor Guard coordinators since 2001 and has served as a department instructor since 2000, teaching firearms, taser, and patrol carbine. He also attended Miami-Dade County Police Department’s Rapid Deployment Force (RDF) #10. He holds a Bachelor’s Degree in Criminal Justice from Florida International University.

Lieutenant Ruben Zamora

Lieutenant Ruben Zamora began his law enforcement career in 1994 as a Police Service Aide with the City of Hollywood Police Department. After graduating from the 178th Session of the

Corporal in 2010, and then to Sergeant in 2013 while overseeing the Training Unit.

Lieutenant Zamora is a highly skilled instructor, Certified by FDLE as a Firearms Instructor, ASP Instructor, Chemical Agents Instructor, Defensive Tactics Instructor, Active Shooter Instructor (FLETC), and TASER Instructor.

In May 2023, Zamora was promoted to the rank of Lieutenant. He holds a Bachelor’s Degree in Criminal Justice Administration and is a graduate of the 84th Command Officer’s Development Course and the FBI-NA Florida Executive Development Course.

Lieutenant Melissa Porro

Lieutenant Melissa Porro joined the Sunny Isles Beach Police Department in June 2000 as a Police Trainee and attended the Miami-Dade Police Academy. After graduating, she was sworn in as a Police Officer in November 2000. Lieutenant Porro began her career in the Patrol Division, serving as a Road Patrol Officer, Beach Patrol Special Operations Officer, Field Training Officer, and in-house CPR/AED Trainer.

She was promoted to Corporal in 2008 and to Sergeant in 2015. As a Sergeant, she served in both the Patrol and Administrative Divisions before being promoted to Lieutenant in July 2024. Currently, Lieutenant. Porro is assigned to

In 2018, after over 15 years in the Traffic Motor Unit, Lieutenant Estevez was promoted to the rank of Sergeant. He also completed Miami-Dade County Police Department’s Rapid Deployment Force (RDF) training course, an extensive 80hour program specializing in rapid tactical response, including crowd management, building searches, and the operation of heavy machinery and cutting instruments. His participation in this unit included multiple presidential and dignitary protection details.

Lieutenant Estevez was promoted to the rank of Lieutenant in August 2024. He now oversees the Criminal Investigations Division (CID), managing six detectives and all criminal investigations for the Sunny Isles Beach Police Department. He and his unit also participate in several task forces across the tri-county area, engaging in proactive investigations when called upon.

With Elections Over, We Are Back To Work

As the nation settles into the transition of Washington, D.C., our City will be going right back to work addressing the needs and concerns of our residents. All the incumbents won overwhelmingly and approximately a third of our residents cast votes for our opponents. We are elected to serve every resident whether they voted for us or not. I always chose to be pragmatic when it comes to politics. When I was first elected, I had an interesting conversation with a friend’s father that lived in the southwest. That is my philosophy.

Our Former City Manager RJ Intindola and the Commission at the time had just concluded a very contentious meeting at OB Johnson Park where residents rightfully were demanding investment in our neighborhoods on the western side of our City. I agreed with our residents and was working to address their needs alongside a commission that was stuck in the sand when it came to making change happen. The quality of life, on ‘the other side of the tracks’ was glaringly lacking investment.

My friend’s father came up to me after the meeting and asked me to give him a minute. I of course obliged and we stepped off to the side. I will never forget the conversation. He started with “You seem like a lovely smart young lady. I can tell that you seem to want to make everyone happy. My advice to you is you will never make everyone happy.” I was taken back, and my response was, “you may be right, but I will not stop trying.” He gave me a smile and said, “Keep up the great work.” And I said thank you.

So, while we have all won the election thirty percent of the voters feel disenfranchised and want their voices heard. I will remain true to making sure I continue to work for every resident. As a Commission, we need to work hard and address issues we continue to hear about. Traffic, Homeless and cleaning up our corridors. We recently made these issues priorities this summer through our vision plan. Our main roadways are controlled by Broward County and FDOT. Federal Highway is already budgeted for repaving and upgrades. There was a meeting right before the election conducted by FDOT on their planned project. Hallandale Beach Boulevard is also slated to be repaved the following year. Traffic is another issue that we have only a bit of control over. We have been

There is another project that will adversely impact our traffic, and it is the red light system on the ramps to I-95. The goal is to move traffic on I-95 by adding lanes and adding lights on the ramps without regard to local traffic impacts. This goal has already changed the pattern on Hallandale Beach Boulevard, and we are backed up all the way to Federal during rush hours. I fought against these changes, but FDOT has control. I, along with the Commission, will continue to lobby for improvement.

Many voters I spoke with were unaware that all of the development north of Hallandale Beach Boulevard is all in Hollywood. As a City, we fought the development of Hyde through litigation. Our case was weak at best as we had limited standing. We won a settlement of $350,000.

As we can see developments continue to march forward. With the State preempting cities with the Live Local Act many developments do not need to receive city approval. It allows commercial property owners to develop up to ninety units per acre so long as it is a mixed use and includes 40 percent affordable units. We have not had one of these projects yet but be prepared because they are on their way.

We were on the right track to begin getting help for the homeless or arresting the homeless, refusing to move on. What You Need To Know About Cholesterol Stay In Control To Help Prevent Heart Disease, Heart Attack And Stroke

High Cholesterol usually has no symptoms. In fact, about 38% of adults in the United States are diagnosed with High Cholesterol, according to the American Heart Association. Understanding what Cholesterol is, the role it plays, when to get screened and how to manage it are important aspects of protecting your overall health and preventing a Heart Attack or Stroke.

Understanding Cholesterol

A waxy, fat-like substance created by the Liver and consumed from meat, poultry and dairy products, Cholesterol isn’t inherently bad for you. In fact, your body needs it to build cells and make Vitamins and other Hormones. However, too much Cholesterol circulating in the blood can pose a problem.

The two types of Cholesterol are LowDensity Lipoprotein (LDL), which is considered “bad,” and High-Density Lipoprotein (HDL), which can be thought of as “good” Cholesterol. Too much of the “bad” kind, or not enough of the “good,” increases the risk of Cholesterol slowly building up in the inner walls of the arteries that feed the heart and brain.

Cholesterol can join with other substances to form a thick, hard deposit on the inside of the arteries called plaque. This can narrow the arteries and make them less flexible - a condition known as Atherosclerosis. If a blood clot forms, it may be more likely to get stuck in one of

Your body naturally produces all the LDL it needs. An unhealthy lifestyle can make your body produce more LDL than required. Behaviors that may negatively affect your Cholesterol Levels include lack of physical activity, obesity, eating an unhealthy diet and smoking or exposure to tobacco smoke.

In addition to unhealthy habits, which are the cause of High LDL Cholesterol for most people, some people inherit genes from their parents or grandparents - called Familial Hypercholesterolemia (FH)that cause them to have too much Cholesterol and can lead to Premature Atherosclerotic Heart Disease. If you have a family history of FH or problems related to High Cholesterol, it’s important to get your levels checked.

Getting Cholesterol Checked

Adults aged 20 and older should have their Cholesterol and other traditional risk factors checked every 4-6 years as long as their risk remains low. After age 40, your health care professional will use an equation to calculate your 10-year risk of Heart Attack or Stroke. People with Cardiovascular Disease, and those at elevated risk, may need their Cholesterol and other risk factors assessed more often.

Managing Cholesterol

Stroke is one of the most important things you can do, along with taking steps to lower your Cholesterol.

Often, simply changing certain behaviors can help bring your numbers into line.

Eating a heart-healthy diet that emphasizes fruits, vegetables, whole grains, lean or plant-based protein, fish and nuts while

more physically active, as a sedentary lifestyle can lower HDL. To help lower both Cholesterol and High Blood Pressure, experts recommend at least 150 minutes of moderate-intensity aerobic exercise a week, such as walking, biking or swimming. For some people, lifestyle changes

limiting red and processed meats, sodium and sugar-sweetened foods and beverages is one of the best ways to lower your Cholesterol. While grocery shopping, look for the American Heart Association’s Heart-Check mark to help identify foods that can be part of an overall healthy eating pattern.
