axle to the driven axle without requiring manual input or driver action. When the Bendix eTrac system engages, it automatically evacuates air bag pressure, dropping the nose of the trailer. The resulting extra forward weight on a 6x2 tractor helps compensate for the lack of a second drive axle to deliver traction control that is comparable to a 6x4 tractor in many situations. With 6x2s weighing roughly 500 pounds less than 6x4s, each 6x2 tractor with Bendix eTrac can haul more freight, increasing a fleet’s hauling capacity and reducing its total cost of ownership, while enhancing a fleet’s overall fuel efficiency. “Both Kenworth and Peterbilt continue to make a strong commitment to enhancing the driving experience for fleet owners and operators. And offering Bendix eTrac on 6x2 tractors and trucks reinforces this approach,” said TJ Thomas,

The Bendix eTrac automated air pressure transfer system provides protection against drivetrain damage by automatically disengaging after a low-traction event is complete or when the vehicle’s speed exceeds 25 mph. The system also allows for semiautomatic activation at speeds below 10 mph, or when a vehicle’s ATC mud/snow switch is enabled. Cache Creek Working Truck Show This year, the third annual working truck show will be held in Cache Creek, B.C. under the Cover-All building next door to the swimming pool on July 27th and 28th, 2013. The focus of the show is working and retired highway trucks, although any vehicle or piece of machinery is welcome at the show, no matter the age or condition. The past two shows drew trucks, owners and operators, retired and working from all over Western Canada with
some trucks arriving from as far away as the northern most parts of B.C. and Alberta. To help transport over two million passengers each month, La Compañía de Omnibus de Pando S.A (COPSA), Uruguay’s first passenger transport company, has recently purchased 38 Yutong buses equipped with Allison fully-automatic transmissions. COSPA joins two other Uruguayan transport companies, Corporación Ómnibus Micro Este S.A (COME) and Union Cooperativa Obrera del Transporte (UCOT) in bolstering its fleet with Allison transmission equipped buses. COME recently purchased 10 new Yutong vehicles to add to their fleet of Allison-equipped buses already operating in the country. UCOT purchased 20 Agrale MT17.0s equipped with Allison T270 transmissions, to continue a tradition of using Allison’s patented technology for over 30 years. Regarding The Egr…To Delete Or Not To Delete… That Is The Question! (Part 2) A
s stated in part one, for all those who may participate in the “underground highway” (manipulating or deleting emission controlling equipment), without a principle based, educated and articulated defense of tampering, what you are doing will probably be viewed as simple lawlessness rather than righteous civil disobedience. Civil disobedience may well be a “crime” (complete with consequences equal to or greater than lawlessness), but it may also be one of the most moral and ethical actions a human can engage in (remember slavery’s underground railway and hiding “political dissidents” in WW2 Germany). Deleting may not be a direct act of saving a life, but it may well be an act of financial self-preservation. The financial impact of malfunctioning (and functioning) pollution devices is catastrophic (increased maintenance/downtime costs and fuel consumption respectively). The extent of impact is so great that in some cases entire
families can be decimated in less than a year (the average in 2-4 years). Any financial threat to a family’s income must be taken seriously, with “taken” meaning, “understood, defended, and aggressively/proactively managed”. This means some form of proactive activity. Civil disobedience requires some form of active participation and confrontation with lawmakers, otherwise it’s simple lawlessness (an exception would be those who belonged to the underground rail road). Publically defying bounty hunters (who had the law on their side) would not have been advisable. Simple deception would have been the best route to protect the integrity of the railroad and the oppressed. However, there were still many other open forms of political action against slavery laws and its respective legal enforcement system. Meritor Announces Agreement To Sell Ownership Stake Meritor, Inc. (NYSE: MTOR) recently announced it has signed a purchase and sale agreement to sell its 50 percent ownership interest in Suspensys Sistemas Automotivos LTDA to its joint venture partner Randon S.A. Implementos E Participações. The purchase price for Meritor’s ownership interest is $195 million in cash and other consideration. The agreement is subject to regulatory approvals and other customary conditions. The sale is expected to be consummated by Meritor’s fiscal year end. “We are pleased to have entered into this agreement and look forward to using the proceeds from the sale
to support our continued efforts to strengthen our balance sheet,” said Chip McClure, Chairman, CEO and President of Meritor. The Suspensys Sistemas Automotivos joint venture was formed in 2002 and is primarily engaged in the manufacture and sale of air and mechanical suspension systems for trucks, buses and trailers, trailer axles, third axles, hubs and drums for trucks, buses and trailers. Meritor remains committed to its trailer business in North America and expects to continue supplying its customers in the region with a series of high-quality trailer products. b

However, once the truck is sold into private hands it has been made clear that the federal government is NOT responsible for further enforcement, and therefore allows purchasers to retain personal property freedom (at least initially). Since the fed will not push enforcement any further than the end of the assembly line, those who delete should view the Conservative Party as more of an ally (a non-sympathizer of my enemy is my friend). Manufacturers and dealerships have been very clear that tampering will void warranty and should not be done. Practically, however, tampering is usually only considered once warranty has expired. Dealerships, however, do battle with public perception of a conflict of interest due to lost maintenance revenue when someone deletes their system. I doubt whether the industry will hear any other message from them (other than maybe token sympathy or minor compensation). Trucking Associations may well present one of the biggest problems for those who wish to exercise their freedom over personal property. The Canadian Trucking Alliance has actually publicly pressured Provinces to enforce emission compliance standards according to original specs. This is actually a confusing position on several fronts. It conflicts with their principled stand against the Biodiesel mandate. CTA understands the bad science on Biodiesel, exposes it, and keeps pressure up against the mandate. If they understand the bad science on Biodiesel, why wouldn’t they stand against the horrible assumptions and inferences in “climate science”? Standing AGAINST tampering, on the grounds of “leveling the playing field”, is also a twisted form of logic, implying equal suffering produces justice. It totally ignores the injustice of the law itself. Applying that
kind of extreme “logic” in Samolia would require every citizen’s hand to be chopped off in mutual support of the child who was caught for petty theft. The position totally ignores confronting the extreme law. CTA’s logic would have abandoned the abolitionist movement against slavery and promoted a more expansive and inclusive field of victims, maybe Orientals, Native Americans or gays/lesbians (all to support “a more level playing field”). It ignores the lies and accepts defeat in the presence of tyrannical laws. In short, it is a cowardly position. It doesn’t defend an industry, it embraces its abuser. Enforcement will be left to individual Provinces. Which Province will enforce and which will ignore? The national outcome (at least initially) will become rather schizophrenic. For those who would like to see a history of Canada’s schizophrenic enforcement policies, simply research prohibition laws in the 1930s (Ve Villa Bronfman Family). Supply and demand will dictate that safeties on tampered equipment will be conducted by the closest and least offending Province. Owners of tampered vehicles will become much more “educated” as to where and how to maintain and operate their unique equipment. Never underestimate the sophistication that a couple thousand dollars a month will bring the underground highway. Each Province will have to weigh the financial and political costs of enforcement (let the lobbying begin). Politics May Change Enforcement (And Maybe Even Laws) The radical environmentalists can be pushed back. They don’t have nearly as strong a foothold as many think. Without radical immediate enforcement operators may be able to divert exposure or wait out the political environment till prudent minds prevail. Every day more ”real sci-
Page T-3 ence” is exposing “climate science” fallacies and radicals are loosing steam. The United States political environment may also be critical to surviving this encroachment. If the U.S. swings back to the centre right (as they historically have done every decade or two) the EPA onslaught may be halted (or even overturned) depending on media exposure. Canada can never stand completely alone. It will almost always follow U.S. direction. The question is, to what length? We must thankfully acknowledge our federal conservative government has only submitted to U.S. pressure to a point. Other political parties could have devastated our situation even more. We must not distance ourselves from any party that mitigates our damages. A brief look at History can provide a range of responses, some wise, some not. Consider two highly successful responses that created meaningful change. Abolition of slavery and the British rule of India, both situations fought unjust laws with education, boldness and clarity. The US needed rivers of blood to eventually purge the land of injustice, India not
nearly as much. But both reactions required a stern resolve for success. Each participant must be armed not with guns and swords but with knowledge, respect and care. If those who delete wish to prevail, they need to stand on science and principles. Make sure every level of government knows your position in the conflict and they know that all organizations and associations who support abusive laws do not represent you. Politicians must know that you truly wish to be a law abiding citizen but will stand firm to feed your family and pay your taxes first. Jay’s Moving T
here aren’t many companies who can claim that have donated so much time and effort back into their communities as Jay’s can. Jay’s Group owner, and operator, Dennis Doehl, started Jay’s Moving and Storage Ltd. back in 1964. A lot of employees have remained with Jay’s for the long haul. Many have been with the firm for over 20 or 30 years. They are part of the reason that this company has been able to thrive throughout five decades of doing business, while
combatting recessions and many other challenges along the way. Back then it was a, “small family owned and operated trucking proprietorship with one small freight delivery route and three trucks,” says Selene Cyca of Jay’s. Since then, the company has become a community leader, both in business and philanthropy. Inducted into the Saskatchewan Transportation Hall of Fame in 2004, Dennis has played a vital role in the progress of the
transportation industry in Western Canada. In addition to his work with the Saskatchewan Trucking Association, he has served as a board member for Atlas Canada, the Canadian Trucking Association, Canadian Association of Movers and the Canadian Tariff Bureau. But it isn’t just about trucking for Dennis Doehl. He also makes a point to give back to the community by keeping the company involved in community programs including time

Many charities have benefited from the generosity and efforts of the founder and owner of this company. For more than two decades, Jay’s has sponsored the Annual Telemiracle Golf Tournament and over the years raised an impressive $878,000 for the charity. Other charities that Jay’s has been involved with include Festival of Trees, Wheelchair Foundation of Canada, Breast Cancer Association, Rotary Club, Teen Challenge Saskatchewan and Parkinson’s Foundation. The company doesn’t just donate funds, they help out in various ways, such as providing transportation and refrigeration services and volunteers for the MS Bike Tour and MS Walk in both Saskatchewan and Alberta. The company also plays an integral part in the organization of the “World’s Largest Truck Convoy” that raises awareness and funds for Special Olympic athletes in Saskatchewan. “Jay’s has received many awards throughout the years from Atlas Van Lines, National and Regional Quality Awards, Sales Awards and Van Operator Awards. One of our proudest moments was the 27th Annual ABEX Awards in which we were given a Customer Service Award and named Business of the

We have also been among the Top 100 Saskatchewan Companies multiple times throughout the years,” says Cyca. Terry Simonson is the current President and COO of Jay’s. He has been with the company for 34 years and knows the business from the ground up. He began with the company as an owner/operator mover and continued on as a driver, dispatcher and salesman with the freight division before becoming a branch manager and then an area manager. Although the company’s beginnings were humble, today the company owns 137 power units, 114 straight trucks, 385 trailers and a variety of other equipment, and has 400 employees in 11 different branches located in Saskatchewan and Alberta. Jay’s has locations in a number of locations within Saskatchewan and Alberta including Battleford, Estevan, Melville, Moose Jaw, Prince Albert, Regina, Saskatoon, Swift Current and Yorkton and Calgary. In addition to the employment that Jay’s brings to these communities, Dennis Doehl spends significant time and energy devoted to promoting the economic
welfare of the communities where he does business. Jay’s Group of Companies includes both a moving and freight division. “Jay’s Freight Division offers premium Less Than Truckload (LTL) service in Saskatchewan. We also have interline connections with leading inter-provincial (extra-provincial) and cross-border carriers throughout North America,” says Cyca. With technology came the automation of practices internally but we still require ‘muscle’ to get the job done. While computers and scanners have allowed us to improve and streamline the process, it is our people and manual labour that complete the job much the same as it was done 40 years ago,” says Cyca. As with many other companies in the transportation industry, they face ongoing challenges that aren’t likely to go away. “Quality, driver shortage and competition,” are the big ones. situations quicker – thanks to additional sensors that measure driver intent and vehicle direction – and then delivers automatic brake interventions involving the steer, drive, and trailer axles. Roll-only systems typically don’t have the additional sensors and apply the brakes only on the drive and trailer axles. Slowing the vehicle quickly helps mitigate rollovers faster, while slowing and redirecting can help the driver manoeuvre in lossof-control situations. Bendix Wingman Advanced, built on the foundation of Bendix ESP technology, delivers active cruise control with braking features, along with collision mitigation technology. Using a radar sensor mounted to the front of the vehicle, Bendix Wingman Advanced delivers both warnings and active interventions to help drivers potentially avoid rear-end collisions or, at least, help reduce their severity. Whether or not cruise control is engaged, Bendix Wingman Advanced provides following distance and stationary object alerts at any speed greater than approximately 10 mph. The system’s collision mitigation feature provides additional braking interventions, delivering up to two-thirds of the vehicle braking power through the steer, drive, and trailer brakes. Above about 15 mph, this “always available” braking feature can assist drivers through an alert and an automatic application of the brakes to help decelerate the vehicle when a rear-end collision may be imminent. The driver still maintains control of the vehicle and can add additional braking or steering inputs to help avoid or minimize the collision situation. The Bendix ADB22X air disc brake exceeds the recent NHTSA mandate for reduced stopping distance. Extensive testing and realworld applications have confirmed that Bendix air disc brakes significantly reduce stopping distances for commercial vehicles; virtually eliminate brake

AutoVue Lane Departure Warning (LDW) System from Bendix CVS is a vision-based system that detects when a commercial vehicle begins to drift toward an unintended lane change and alerts the driver. MTO Provides 18-Month Extension For Transition To New Standard The Ministry of Transportation (MTO) has informed OTA they have extended until January 1, 2015 the transition period for carriers to comply with National Safety Code Standard 11B “Periodic Commercial Motor Vehicle Inspections.” The extended transition has been provided because of revisions to the existing standard currently underway. Ontario was scheduled to implement the existing national standard (2006 version) by July 1, 2013. However, since there are revisions being made to the national standard, MTO has determined it makes more sense to wait for the standard to be updated rather than to introduce the 2006 version, and then follow up with the updated version in such a short period of time. MTO has also notified all Motor Vehicle Inspection Station locations of the extension. The revisions currently underway to the national standard will not add any significant inspection requirements. However, it will add clarity and consistent language that is lacking in the current standard. The new standard will be
published by the Canadian Council of Motor Transport Administrators (CCMTA). OTA has also developed educational and reference materials that can aid fleets and maintenance facilities in adjusting to the national standard-type inspection processes. OTA will also be offering a voluntary training and certification program for fleets and service technicians in the coming months. During the transition period, vehicles can be inspected to the inspection requirements of Regulation 611, Schedules 1, 2 and 4, as they were in effect June 30, 2011; the National Standard 11B -- 2006 version or once published; and the updated National Standard 11B (expected late 2013). Vehicles can be inspected to any of the inspection criteria until December 31, 2014 provided all the requirements for the chosen standard have been met. It is important to note that all the current standards under the Highway Traffic Act that apply to commercial vehicles operating on a highway, including on-road inspections, will remain as they are. The changes outlined above only apply to the annual, semi-annual and SSC inspections conducted
by mechanics registered to licensed MVIS. Background The National Standard provides the inspection criteria for annual, semi-annual and safety standards certificates (SSC) for the following types of commercial vehicles: • Trucks, trailers and converter dollies alone or in combination with a total gross weight, registered gross weight or manufacturer’s Gross Vehicle Weight Rating (GVWR) exceeding 4,500 kilograms (kg); • Buses designed for 10 or more passengers, excluding those with a manufacturer’s GVWR of 4,500 kg or less used exclusively for personal use; • Accessible vehicles designed or modified to be used for the purpose of transporting persons with disabilities, excluding those used only for personal purposes; • School purposes vehicles operating under contract with a school board or other authority in charge of a school being used for the transportation of six or more children or adults with a developmental disability.

MTO first indicated in 2011 it would transition to the national standard in order to bring Ontario’s inspection regime more inline with other Canadian jurisdictions. A two-year transition plan was offered at the time, but national efforts concurrently got underway to update the standard with the goal of producing materials that provide clear direction to mechanics inspecting ve-
hicles. With the effort underway nationally, MTO decided to hold off and wait for a set of materials that could more effectively be implemented into the industry. Effective January 1, 2015, all annual, semi-annual and SSC inspections for the vehicles described above must be conducted to the updated national standard. Publication of the updated National Standard will
be announced on the CCMTA and MTO websites. OTA will ensure members are also made aware of all relevant updates. Upon release of the updated National Standard, copies will be available for purchase on the CCMTA website. OTA will also have updated materials based on the revised standard when it is released to complement its training and certification programs. b

Older Trucks Most Polluting On Metro Vancouver Roads Metro Vancouver recently completed on-road testing of the diesel pollution from thousands of heavy-duty vehicles across the region. The results of the study confirmed that national emissions standards have been successful in reducing air emissions from heavyduty vehicles, with newer vehicles producing significantly lower emissions than older models. Three-quarters of the
heavy-duty vehicles observed were 2007 and older models. These vehicles contributed 98 per cent of the measured diesel soot emissions and 90 per cent of the measured nitrogen oxide emissions. This finding indicates that replacing older vehicles with newer ones subject to stricter national emissions standards results in emissions reductions. “We clearly cannot ignore the impact of older ve-
hicles when talking about air quality,” said Metro Vancouver Environment and Parks Committee Chair Heather Deal. “A well-designed program will need to reduce the impact of the oldest vehicles on the public by removing them from the fleet or bringing them up to a higher emission standard, more on par with newer vehicles.” The study also examined the problem of “gross emitters.” These are the

When a check transmission light illuminates, the fault is sent to a dedicated Detroit DT12 technical contact who will immediately analyze the issue and provide a service recommendation. The DT12 comes with a five-year/750,000 mile standard warranty, and the clutch comes with a three-year/350,000 mile warranty. The DT12 is supported by the Detroit Customer Support Centre and the Customer Service network, which provides immediate access to maintenance information, and with hundreds of authorized locations in the United States and Canada, factory-trained technicians are always available. The 12-speed DT12 accommodates all DD15 engine ratings from 455– 505, with a 1550–1750 lbft torque input. Additional versions of the DT12 for the DetroitTM DD13 and DetroitTM DD16 engines will be released in late 2013 and 2014. The transmission is part of the complete line of Detroit powertrain components that also includes Detroit engines and axles. Optimized powertrain design and engineering is critical to DTNA’s environmental leadership. An example of this leadership is evident with DTNA’s GHG14 (Greenhouse Gas 2014) compliance which was achieved one full year ahead of the mandate for certification by the EPA and the Department of Transportation’s National Highway Traffic Safety. b
The start of production of the DT12 was celebrated at Daimler’s Gaggenau, Germany powertrain facility where production will take place until 2015, at which time manufacturing will be transferred to the Detroit brand headquarters in Redford, Mich. The DT12 will be available exclusively in the Freightliner Cascadia equipped with a Detroit DD15 engine, the DT12 enhances fuel economy and performance for overthe-road/line-haul applications. Full production assembly of DT12 into the Freightliner Cascadia is expected to commence on May 6 at the company’s Cleveland, North Carolina Freightliner Truck Manufacturing Plant. “The Gaggenau facility is the lead plant for all Daimler transmissions globally, so launching our production in Germany allows us to leverage operational efficiencies and production standards,” said Dr. Frank Reintjes, Head of Global Powertrain, Procurement and Manufacturing Engineering, Daimler Trucks. “With the launch of the heavyduty engine platform, we followed a similar process when transferring the production from Redford to Mannheim, Germany, benefitting from the experienced production force in NAFTA .Our manufac-
turing process adheres to our Global Excellence Strategy by leveraging the strengths of Gaggenau’s global and Detroit’s regional footprints, resulting in the highest-quality products.” The DT12 combines the operational ease of an automatic with the efficiency of a manual transmission. Engineered for economy, the DT12 includes innovative features such as eCoast, skip shift, Active Driveline Protection and optional direct drive. The DT12 also has three driving modes that drivers can select based on terrain and application. “The DT12 is not only more fuel efficient, but also has features that increase comfort and safety for drivers,” said Brad Williamson, Manager, Engine and Component Marketing for Daimler Trucks North America.” “We have incorporated a number of performanceenhancing elements that will ultimately benefit drivability, efficiency and overall total cost of ownership.” Like all Detroit products, the DT12 is designed and manufactured to the industry’s highest standards. The factory-installed Detroit Virtual Technician onboard diagnostic system further adds to the transmission’s overall
dirtiest vehicles contributing a disproportionately high amount of emissions per kilometre compared to a vehicle of the same age and type. The study found that the dirtiest ten per cent of the vehicle fleet emitted four to five times more nitrogen oxides and diesel soot and eleven times more carbon monoxide than a properly operating vehicle of the same model year. Many of these “gross emitters” have problems with their emission control systems, which can be repaired to improve emissions performance. Identification of the highestemitting vehicles can help in developing cost-effective programs for reducing emissions. These test results will inform policy and program development by the Province of British Columbia and Metro Vancouver over the next two years. The specialized testing technology used in this project was demonstrated to be a viable option for measuring emissions in a less invasive manner without pulling the vehicle off the road or requiring a visit to a specialized test facility. Roadside
Page T-7 vehicular emissions testing is one of several options which will be considered in the next phase of program development for on-road heavy-duty vehicles. Other options to be evaluated include scrappage programs, required retrofits, incentives and fees. “With these results, we can shape a comprehensive package of programs and policies to effectively target the real issues of aging fleet, gross emitters and tampering,” said Metro Vancouver Board Chair Greg Moore. “The regional district will work with the Province to reduce emissions in a way that makes the most sense and is cost-effective, given what the science tells us.” In 55 days of testing conducted at 24 diverse locations throughout the Lower Fraser Valley between July and October 2012, over 11,700 tests were made on passing semi-trailer trucks, dump trucks, buses and other heavy-duty vehicles. Different types of air emissions were measured as the trucks passed through specialized testing equipment. About one in five of
the region’s heaviest diesel trucks passed through the test equipment at least once. This study also measured emissions from vehicles that were not registered in the Lower Fraser Valley region, including those arriving from Alberta and the United States. Average emissions levels appeared to be similar across jurisdictions. The emissions testing technology, called “remote sensing”, directs infrared and ultraviolet beams from a specialized testing trailer across roadways and through the exhaust from a heavy-duty truck’s engine. Trucks and buses that pass by the test site do not have to slow down or stop to be tested. The test program did not require truck and bus owners to take corrective actions. This project was sponsored by the B.C. Ministry of Environment, Metro Vancouver, the B.C. Ministry of Transportation and Infrastructure, the Fraser Valley Regional District, AirCare and Port Metro Vancouver. The testing was carried out by Envirotest Canada. b

Metro Vancouver Diesel Emissions Study Results A remote sensing study of truck emissions in the Metro Vancouver region conducted in the summer and fall of 2012 confirms the BC Trucking Association’s (BCTA) position that a mandatory AirCare-like emissions testing program for trucks would be wasteful and unnecessary. The study, entitled Remote Sensing Device Trial for Monitoring Heavy-Duty Vehicle Emissions, concluded that most trucks tested are operating within the standards mandated for with their particular engine year and that emissions from newer trucks reflect the increasingly stringent engine emissions standards that were introduced in the 1990s and tightened significantly in 2007 and again in 2010. The study was commissioned by Metro Vancouver in collaboration with the Fraser Valley Regional
District, AirCare, Port Metro Vancouver and the BC ministries of Environment and Transportation & Infrastructure. “The Metro Vancouver study confirms what we already knew,” said Louise Yako, BCTA President and CEO. “The diesel engine emissions standards introduced in 1994 and tightened further in 1998, 2004, 2007 and 2010 are yielding impressive results in terms of reduced air emissions from trucks with diesel engines.” Since the 2007 model year, heavy duty diesel trucks have been equipped with highly advanced emission reduction technologies which, combined with low-sulphur fuel, filter out 90 percent of particulate emissions (compared to model year 1989 engines). With model year
2010, the next phase of emission reduction came into effect resulting in the virtual elimination of hydrocarbon (HC) and nitrogen oxide (NOx) emissions. BCTA estimates that model year 2007 and newer trucks currently account for 35 percent of the heavy duty truck fleet across the province. BCTA further estimates, based on a fleet replacement rate of 5.5 percent per year, model year 2007 and newer trucks will make up more than half (52%) of all heavy duty trucks in BC by 2015 and 63% of the fleet by 2017. “A large-scale AirCarelike emissions testing program for trucks would impose unreasonable costs on the industry and produce very limited results,” added Yako, pointing to an emissions testing program for heavy duty trucks in Ontario which has produced a failure rate of less than four percent. “As older trucks are retired and replaced with newer, cleaner trucks, diesel emissions will naturally decline over time, making an onerous and expensive testing program unnecessary.” b

Roadblocks Slowing Progress Of Atlantic Canada’s Trucking Industry Big wheels keep on turning in Atlantic Canada where 90 per cent of goods consumed in the region are moved by truck and over 25,000 jobs are directly related to the trucking industry. By Rayanne Brennan

A huge barrier to the growth of Atlantic Canada’s trucking industry is lack of workers, owing to changing demographics and the outmigration of Atlantic Canadians to Alberta’s oilsands.

here are some 4,000 trucking firms based here, including three of the top ten commercial carriers in Canada — Day & Ross, Sunbury and Armour Transportation. As a key driver of Atlantic Canada’s tradereliant economy, the region depends on a robust trucking industry to ensure the smooth flow of goods to and from the region. However, the industry has hit roadblocks that have slowed those big wheels, in some cases to a screeching halt. “The trucking industry has gone through one of their toughest periods during the last few years,” said Jean-Marc Picard, Executive Director of the Atlantic Provinces Trucking Association. “Not only was the economy slow, but trucking firms were faced with
many challenges such as increased costs and driver shortage. Costs were up in all areas from tires and equipment to trailer registration. Fuel is always in the forefront of our costs but for the last few years, diesel wasn’t the only rising cost.” Those costs have kept Francis Murray, Executive Director of the South East NB Trucking Association, from licensing his truck since 2007. A truck driver for 19 years, it’s more profitable for him to get behind the wheel of another company’s rig than his own. His association has 101 members — mostly dump truck operators heavily reliant on provincial road construction contracts — with a total fleet of 500 vehicles. Three years ago, the membership’s combined payroll was $2.3 million. In 2012,
that number dropped to $460,000. It was the slowest season in the past decade and “the 2013 season is not looking too good,” Murray acknowledged. “It will be about the same. The government is cutting back on everything and anything and they’re jacking up the prices on everything else.” A huge barrier to the growth of Atlantic Canada’s trucking industry is lack of workers, owing to changing demographics and the outmigration of Atlantic Canadians to Alberta’s oilsands. “Atlantic Canada’s economy depends tremendously on the trucking industry and unfortunately today we are faced with a huge driver shortage,” Picard said. “Not only we are not recruiting nearly enough people to work in our industry but we are also losing them to Western Canada’s oil patch.” To address the challenge, APTA is developing a strategic action plan to help meet its labour needs. The plan has two main goals: to enable small- and medium-sized enterprises to attract and retain workers, especially truck drivers, and to ensure training offered by private training schools and community colleges, is standardized. Yet another obstacle for Atlantic Canada’s truck sector is cargo theft, a crime that has impacted and “alarmed” the region’s industry over the last few years. There may be some bright spots on the horizon, however. “Natural gas is making its way to our industry and represents a huge opportunity,” said Picard. While there’s no “infrastructure yet in Atlantic Canada to service natural gas trucks and initial cost remains a huge obstacle, the benefit from an environment standpoint and fuel savings are huge for our industry,” he said. “Therefore, it’s important that we continue to pursue and get educated on it.” As the initiatives of APTA show, Atlantic Canada’s trucking industry is determined to clear its hurdles and move forward, keeping those big wheels turning toward a brighter future. b

Mack Announces Collaboration With Shell Mack Trucks recently announced a collaboration with Shell to coordinate efforts and support activities that encourage the use of Liquefied Natural Gas (LNG) as a fuel for commercial vehicles. “Mack has had natural gas-powered vehicles in customer service since 2009, and we look forward to working with Shell and other fuel providers to further support the burgeoning natural gas truck market here in North America,” said Kevin Flaherty, President of Mack Trucks North American Sales & Marketing. The agreement will foster collaboration on multiple issues, including emissions and fuel specification, as well as increased knowledge sharing. This agreement is not exclusive and does not prevent Mack from
working with other partners. Mack has long been a leader in alternative driveline solutions, and began offering a natural gas-powered MACK TerraPro refuse vehicle when it became clear that natural gas was a viable heavy-duty truck fuel for closed-loop applications. The company also recently delivered its first natural gas-powered MACK Pinnacle model, offering an LNG solution for onhighway applications. Mack also announced plans to launch a natural gas-powered MACK Granite for the construction segment in 2013. Both models will be equipped with the Cummins Westport ISX12G sparkignited engine, which can run on LNG as well as Compressed Natural Gas (CNG). b

Feds Invest The Port Of Halifax The Honourable Peter MacKay, Minister of National Defence, on behalf of the Honourable Denis Lebel, Minister of Transport, Infrastructure and Communities, Minister of the Economic Development Agency of Canada for the Regions of Quebec and Minister of Intergovernmental Affairs, recently announced federal funding for new technology development at the Port of Halifax. The Government of Canada has contributed funding towards the integrated port logistics system and the air gap system. The total cost of these two Intelligent Transportation Systems (ITS) is estimated at $660,000, with the federal government contributing up to $330,000 under the Strategic Highway Infrastructure Program. In addition, the Port of Halifax is providing $330,000 towards the completion

Eobrs Will Force Carriers To Deal With Driver Issues The CTA Blue Ribbon Task Force (BRTF) on the Driver Shortage says the introduction of an electronic onboard recorder (EOBR) mandate in Canada could be a “gamechanger” by forcing some carriers to start dealing with driver issues. “An EOBR mandate,
if enforced, would not only enhance highway safety through improved compliance with the hours of service regulations, it would also force more carriers to deal with driver issues,” the BRTF, which comprises eleven CTA board members from
across Canada, said in a recently released statement. “In the current environment, where compliance with the hours of service rules is dependent upon the easily-manipulated paper log system, the fallout from inefficiencies caused by delays, paperwork errors and other issues have too often been pushed down to the driver.” By putting drivers in the position of not being able to earn income from
