From Friday 18 to Monday 28 August, Arundel will once again come alive with a vibrant and varied 10 day programme of uplifting entertainment for all ages to enjoy!

Festival favourites are back! From folk music, art and theatre trails to choirs and al fresco dining; from street markets and the Sporting Bears performance cars, to TukTuk rides and family friendly fun. There is a mix of ticketed concerts and performances, street entertainment and community events.

Port of Arundel Day will bring the local community together featuring Sussex based sea shanty bands, history trails, competitions and more with live broadcasts from V2 Radio in Jubilee Gardens. Hilaire Belloc - The Politics of Living

“A complex man” a new book on the famous poet by local author

Today Hilaire Belloc is remembered for his outrageous verses for children and his moving and poignant poems about the landscape and people of Sussex.

Local author and historian, Chris Hare, has recently published a new book on Belloc, showing there was much more to him than poetry. He was a complex man with deeply held beliefs, whose brief but tempestuous career in politics ended with disillusionment. His warnings about the growing power of the financial and banking system, the dangers of big government, and threats to the environment, all appear very prophetic today.

Chris has very personal reasons to be grateful to Belloc, which he discusses in the introduction to the book.

Sussex Police Commissioner Katy Bourne has renewed the contract to support crime victims to Sussex charity Victim Support. The charity also covers specific provision for victims of hate crime, fraud and specialist support for children and young people.

The Leader of West Sussex County Council, Cllr Paul Marshall, has joined other local government and construction industry leaders in calling on the government to review the introduction of a new infrastructure levy, which has been proposed in the Levelling Up and Regeneration Bill. Cllr Marshall said: “The infrastructure levy is something I strongly oppose as the expected changes would mean that West Sussex County Council would no longer be a statutory consultee on future planning development in our county.”

Shoreham Harbour is set to benefit from a grant of £300,000 to support climate change and biodiversity projects as part of the Joint Area Action Plan (JAAP) for Shoreham Harbour. The aim of the JAAP is to transform Shoreham Harbour into a vibrant, thriving waterfront destination providing new homes and jobs and by consolidating port activities in the Eastern Harbour Arm to ensure the Shoreham Port continues to play a vital role in the local economy. The annual Exceptional People in Care (EPIC) awards celebrated the achievements of children and young people in care in West Sussex. The Low Carbon Across the South and East (LoCASE) programme has come to a close, having handed out £913,185 in grant funding to West Sussex businesses. Delivered in partnership with West Sussex County Council, LoCASE gave grants and support to help businesses become more energy efficient and lower their carbon footprint. 107 businesses - including here at Sussex Local - received grants, together investing a total of £2,694,464 in a range of energy efficiency upgrades, from LED floodlights to new energy-efficient kitchen equipment. An estimated 445 tonnes of carbon emissions will be saved as a result.

Local residents agree with Adur & Worthing Councils that proposed improvements by National Highways to the A27 between Worthing and Lancing will not address congestion issues in the area. The £20 million earmarked is far below the £320 million for the Arundel bypass, and public consultation showed over half of respondents felt the plans did not go far enough to reduce delays or improve reliability. The proposals included some road widening and changes to access points but with no funding yet for new cycling and pedestrian routes.

The flag is a symbol of quality which ensures visitors are guaranteed to find a clean, safe, attractive and well-managed coastal area, however the award is not related to water quality.

Arun Chairman’s charity choice

Cllr Alison Cooper, Arun District Council Chairman since May, has announced that her chosen charity is @ajs_legacy on behalf of the Anthony Nolan Trust, raising awareness of the importance of stem cell research and donation. This is a charity that is close to the Chairman’s heart and to many other local residents and pays tribute to a local young man, Alex, who lost his life to blood cancer in March. A brave and courageous civic and community minded person who

fought hard to beat his illness.

Alex’s wife, Jemma, and Dino, his close friend, joined the Chair and Consort at a reception to kick off a year of fundraising. Almost £400 was raised on the evening. New community club planned

New £18m care home now open in Angmering

A care home which features a cinema, café, hair salon and it’s very own, one-of-a-kind ice cream parlour has officially opened in Angmering.

At the official opening one hundred guests, including Angmering Parish Council Chair Nikki Hamilton-Street, were invited to experience the new, 74 bed, residential, dementia and nursing home on Roundstone Lane. The event concluded with a performance from the Cancer United Choir.

Angmering Grange includes 10 suites which form part of a unique offering called “The Residences”, which gives residents access to premium services and amenities, an exclusive bar, fine dining and concierge services.

Other features at the home include; a sensory room to support residents living with dementia, an indoor garden room and activity area which will be used for art and bird watching and a

sweet treats room designed to be reminiscent of ice cream parlours in the past and to provoke positive memories. Meanwhile outside there are landscaped gardens and two large terraces, a summer house, gardening club area with raised planters, a Royal Mail post-box and fitness equipment to help residents continue their love of gardening, exercise and the great outdoors.

Special events for Arundel Museum anniversary

This year is the 10th anniversary of Arundel Museum opening in Mill Road, opposite the entrance to Arundel Castle. To mark this milestone, a series of special events and exhibitions is planned.

The museum is an independent, self-funding charity originally founded in 1962 by local people, and is run by volunteers. It tells the story of Arundel including the castle, river and its people.

A special exhibition which marks 150 years of Arundel Cathedral is on until 11th August. In October, a new exhibition will focus on rebuilding Arundel Castle in the 19th century. Throughout the year there are family activities including art workshops, talks, town walks, craft fairs, heritage days and more. A gift shop and Lavazza coffees are also available. Railway bridge objection overturned

Arun District Council's objection to a new stepped railway bridge to replace the Birch level crossing at Barnham was overturned on appeal. The council had refused the application over accessibility concerns for people with disabilities, cyclists and parents. The Planning Inspector approved it after requiring some design improvements for cyclists but not wheelchair users.

Whilst we generally hate them, they are a vital source of food to toads, birds, beetles, mice and hedgehogs.

Every Garden Advice show has a snail question. Recently the RHS did a large experiment using all sorts of physical barriers and none were proven to be effective!

My friend recently picked off over 100 from amongst his vegetables, and did this every night for a week. By the 7th day he could hardly find any- so perhaps the best method is to manually remove them. However, if you are thinking of chucking them into your least favourite neighbour’s garden think again. In 2010 Mrs Brooke won the British Amateur Scientist of the Year award by painting snails with nail polish, then carrying them into a nearby woodland. Most eventually retuned, proving they have some kind of homing device. She suggests a 300 foot buffer zone would be effective! There are other methods of reducing the Shelleys of this world. warns that it also includes other chemicals which aren’t good for worms.

There are the beer, yogurt and fruit traps, nematodes especially effective against slugs, or you could think about creating a lovely lettuce patch for them and so distracting them from the real vegetable patch.

When considering any extension or home improvement, always consult a professional and get official advice from experts. Here are some key points regarding planning permission in the UK.

1. Planning permission is required for most forms of development, including new buildings, extensions, and alterations as well as change of use.

2. Minor changes may fall under permitted development rights, which allow certain types of development or change without any need for formal permission. Check with a professional.

3. The Local Planning Authority (LPA) grant permission. They are usually part of the local council. Each LPA has their own Local Development Plan which sets out policies and guidelines.

4. Planning applications must be submitted to the LPA. The application usually includes architectural and site plans and supporting documents describing the proposed changes.

5. The LPA has to consider various factors including impact on the neighbourhood and local environment, disturbance to neighbouring properties,

The Planning Inspectorate are an independent government body who review cases. During the appeal, any additional information is gathered and a planning Inspector makes a final decision.

Transforming access to life saving treatment. By Lynn Smith

Diarrhoea is the second biggest killer of children worldwide, around 500,000 die per year. Even though the efficacy of Oral Rehydration Salts (ORS) given with zinc, has long been recognised as a simple solution, 85 percent of diarrhoea cases are not treated with ORS and zinc. The problem, it seems, has been getting the message and the anti-diarrhoea kits out to those who most need them.

In 1986, Simon Berry OBE and his wife Jane were working on the British Aid Programme in north east Zambia. Simon had spent twelve years working on the programme and he and Jane had three children under five years old. They were shocked to learn that, amongst their Zambian peers, one in five would die of simple causes, like diarrhoea, before their fifth birthday, and the couple resolved to do something about it.

Thus, the idea that became ColaLife was conceived. Although Simon Berry tells me, “This was before the internet and we had no phone in NE Zambia. So, it incubated for a while.” Then in 2008, their youngest child left home and Simon and Jane went to Facebook to publish their basic idea: “The co-distribution of medicine with CocaCola, making use of the unused space between the bottles.”

A question posed by Simon - “Why is it that you can get Coca-Cola wherever you go in the world, but you can't get life-saving medicines?” – gave the charity its name.

“The idea,” Simon says, “went viral.” Throughout 2009-10 they approached existing global child health organisations with the objective of them taking on ColaLife’s idea and network but found little interest. Then in June 2010, Simon and Jane gave up their jobs to focus on raising the funds necessary to test out their proposal themselves. In 2011 ColaLife was granted charitable status and, following successful fund-raising, in December 2011 they ceased to be volunteers. In 2019 the World Health Organisation (WHO) added copackaged ORS and zinc to its Essential Medicines List. By the end of 2020, sales of the kit reached 1.36million, which represents nearly 1.36million lives improved, with the Zambian government being the largest customer for the co-pack.

Now living in Coldwaltham, Simon tells me that he and Jane have carefully built the organisation’s guiding principles, the key one being that they do nothing that requires them to be a permanent part of the solution. Parents in Zambia have never heard of ColaLife.” The Commercial format of the anti-diarrhoea kit is branded as Kit Yamoyo (Kit of Life) and there is a governmentbranded version too.

was imperative. Through this process the organisation learnt how, “Coca-Cola gets their products everywhere. Put simply: they design aspirational products and then market them directly to consumers; they then put their products into the distribution chain at a price that enables everyone involved to make a profit while at the same time ensuring that the product has a retail price that is affordable.”

Simon applied these same principles to an antidiarrhoea kit. “Although our initial focus was on the private sector, the Zambian government took on the product and now distributes it free at health clinics as well.” He also emphasises that, “The Coca-Cola Company’s involvement was during the pre-trial phase and was advisory; they never asked for anything in return, and we did not receive funding from Coca-Cola.”

Extending global reach

After the scale-up in Zambia, Simon says, “We looked at how we might have a global impact and decided this would be best achieved by changing the WHO guidelines for diarrhoea treatment. As always, we worked through other organisations and in partnership to achieve this. Since 2019, in response to our application, the

WHO now recommends that ORS and Zinc are co-packaged for the treatment of diarrhoea in children. In 2021 we co-founded the ORS and Zinc Co-pack Alliance (ORSZCA) to accelerate the uptake of this new recommendation by national governments.”

A husband-and-wife team

Simon tells me that for the trial and scale-up in Zambia, ColaLife received ‘project funding,’ i e funding directed to a specific project but that the organisation now benefits from ‘Strategic funding,’ which allows funds to be used in a way that the organisation feels most useful – within

agreed parameters. “This Strategic funding,” granted from the private, Isenberg Family Charitable Trust, “Has,” Simon says, “been absolutely crucial to our success.”

In terms of staffing, the charity is just Simon and Jane. “There are no additional staff and never have been.” Although ColaLife does use volunteers, who, in the past, have helped with product design, graphic design and data visualisation.

“Currently,” Simon says, “we are looking for a data analyst to help us with two more papers aimed at the academic press.” In terms of governance the organisation has a volunteer board that currently has five members.

In recognition of his work, Simon was awarded an OBE in the 2023 new Year’s Honours List for Services to Global Child Health. However, when I congratulate him on his achievement, Simon is keen emphasis that ColalIfe’s impact is not just down to one man.

“ColaLife has won many awards over the years including ‘Product Design of the Year’ in 2013 and the ‘GSK / Save the Children Healthcare Innovation Award’ in 2015. These help enormously with profile and credibility. The 2015

award came with £300,000 which enabled us to leverage the additional funding we needed for the scale-up in Zambia.

“Awards bestowed on me personally I am hugely grateful for but are a bit more problematic. Thousands of people have contributed to the impact that ColaLife has had, it’s not just been down to me.” Amongst those contributors is Jane Berry, who Simon says, should have a fifty percent share in his OBE.

ColaLife has faced many challenges over the years, “But nothing that we’ve not been able to overcome.” Simon acknowledges that funding is always an issue with charities but that ColaLife has mitigated this by keeping small, agile and sharply focused on a single issue. Plus it has never had premises to maintain. At the end of this year ColaLife will close down gracefully having achieved what it set out to achieve (and a lot more).”

The perils of speeding

Fines of up to £2,500 and instant bans can be levied

Getting caught speeding can lead to fines, penalty points, speed awareness courses or even driving bans depending on the severity of the offence.

For minor offences, the police have 14 days to issue a Notice of Intended Prosecution.

Drivers may be offered a speed awareness course, which involves paying to attend a half-day session, instead of getting points on their licence. Whether this is offered depends on the police force.

More serious speeding offences over 10% plus 9mph of the speed limit rarely qualify for awareness courses. The minimum penalty is a £100 fine and 3-6 penalty points. Not responding to the police within 28 days can lead to the matter going to court. Very serious offences go straight to court, with fines up to £1,000 or £2,500 on

motorways. 12 points in 3 years leads to disqualification. Instant bans are only considered for significant speeding, like over 51mph in a 30 zone or 85mph in a 60 zone.

Bans range from 7-56 days but can be up to 120 days, after which driving tests may need to be retaken. Courts consider road conditions and consequences of lost licences. In summary, minor speeding may lead to awareness courses while serious speeding leads to large fines, points and potential driving bans. The courts do have some discretion around driving bans which could include factors such as if you were speeding for an emergency or if losing your licence could cost you your job.

Police Occurrence Book

This month I have turned again to our files and pulled out a copy of the Police Occurrence Book for the years 1903 to 1910. The local offences recorded 125 years ago bare no resemblance to those reported nationally today. With the advancement in technology, it is commonplace to hear and read about knife crimes, drugs, driving under the influence and speeding being committed nationwide. It was very different during the early part of the 20th century when reporting local crimes was generally the order of the day. There is also a marked difference in the number of police officers on duty and method of patrolling.

Cycles and Animals

One offence which occurs quite regularly is ‘riding a bicycle without lights’ which were recorded on eight occasions with the transgressor being fined anywhere between 2s 6d (12.5p) with 6s (30p) costs. Animals feature quite regularly in the list, with villagers being pulled up for ‘riding without reigns’, one person, Luke Collins, was charged with, ‘riding a horse and waggon without reigns’. Dog owners were not beyond the arm of the law. There were several instances recorded where owners were fined for keeping a dog without a licence. I do not

know what law

Archibald Gibson had broken but he was fined 25s (£1.25) with 6s (30p) costs for not having a licence.

Retailers were not averse to breaking the law either, Charles Colbrook was twice reported for ‘unjust scales’ and fined £1 with 6s (30p) costs for each offence. Frederick Hotson was caught selling ‘new milk deficient in fat’ and Arthur Snelling was fined for ‘selling new milk deficient in non-fatty solids’ twice. He was fined £2 2s (£2.20) with 9s (45p) costs on the first occasion and £5 plus 6s (30p) costs for the second indiscression. Another, who I assume was a tradesman, offended by not having his name on his cart.

Machines

Another class of law breaking was starting to appear in the Summons Books. Walter Harrison found himself at odds with the law when he was caught riding his motor-cycle without ‘illuminating the index plate’, Archibald Gibson appeared again in the summons list for ‘using a motor car with false identification marks’ although this case was dismissed. George Sparks of Sparks Engineering ends this section by being pulled up for ‘driving traction engine with no offside light’. George and his wife Sarah were also taken to task for keeping an unlicenced motor car but had the case dismissed.

Children

My final batch of offences involve children. There were several instances where parents were fined for non-attendance at school of their children and one parent was fined 5s (25p) with 6s (30p) costs for not having their child vaccinated. In another incident, three (I assume) children were each fined 1s. (5p) for letting off fireworks on the highway. Lastly, one villager was booked for assault, and the most serious by far, one mother was given a three-month prison sentence for cruelty to children.

Glimpses of Georgian buildings in Arundel

Two friends of mine, Adge Roberts and Ruth White from the Arundel History Forum, have been busying away for the past two years on an A5 hardback book entitled: Glimpses of Georgian Buildings in Arundel. It focuses on 101 different properties and features a photo of each one along with a description of the building and associated info.

As I have spent time assisting with the editing, info and layout of the book, I thought I would give you a few interesting examples from it. I have reworded these short extracts to put them into context.

No 1 and No 3 High Street - These houses, built in the 1780s, were believed to have been constructed as a semi-detached pair. However, recent work uncovered evidence that suggested No 3 was built slightly later than No 1. In 1808, No 1 was converted into a bank for Henty and Co. and was later taken over by Lloyds Bank which relocated further up the High Street. (1904)

No 43 High Street (Cockburns) - When this narrow shop was built in the 1700s, it cut off the east end of the old Mincing Lane at its junction with the High Street. Mincing Lane once led from the High Street before emerging onto Tarrant Street. (Via the alley that can be seen next to Butlers Restaurant.)

No 55 and No 57 High Street. (Formally Nat West Bank) - This is a three-storey yellow brick townhouse, originally built for Lord Zouche of Parham Park in the mid 18th century. A coach/carriage entrance to the rear was originally incorporated into the lefthand side of the building.

No 22 High Street (Norfolk Arms) – This coaching inn (opened c1785) along with its stabling and coach house, was built by the 11th Duke of Norfolk using 185,550 bricks. The Duke paid a rather precise amount of £6,341 eight shillings and tuppence plus three farthings towards the overall building cost of £7,235. It replaced the ageing George Inn further up the street, now The Book Ferret and Swaffer Antiques.

No 5 Maltravers Street - This small, stuccoed house is of two floors with a pitched and slated roof and a red brick chimney. This property was once Fullers Bakery before becoming Salters Bakery; it is now a private house.

No 18 Maltravers Street - This two-storey house, with attics and basements with an area, is faced in stucco. It has a frieze and cornice to the parapet which obscures the dormer and roof. It also has a plain string course above the ground floor. It was built in c1833 on the site of a former theatre which opened on December 7, 1807.

The Old Poorhouse, Mount Pleasant – The current building was erected in 1831 as a workhouse/poorhouse. It closed in 1871 and in later years it housed a smallpox hospital, various church-run youth groups and was the location for the Arundel Youth Club until 1975. It has since been converted into private apartments. The road was previously known as Poor House Hill before it was changed to the more favourable - Mount Pleasant.

Age means a natural reduction of the amount of muscle on our bodies, which means a reduction in our strength too. Of course, this means a change to your figure, but more importantly less strength also means decreased motor control and balance – which means higher chances of falling. Strength training can reduce your risk of injury in general by maintaining and improving your strength and coordination. Age impacts our brain too as brain function declines. After 40, our brain function declines by about 5% per decade, and accelerates once we hit about 70. While there are no definite numbers, it has been repeatedly shown that those who maintain their fitness see markedly less decline in brain function.

When you’re starting strength exercise, or you’re going back to it after a break; there are a few things to keep in mind (regardless of your age):

• Start light. Don’t let your mind convince you that “some is good, so more must be better”. Start easier than you think you should. Gain confidence and skill before making things harder.

• Keep the intensity low. It’s always better to do less and to do it consistently, than it is to go all out too quickly or too often and hurt yourself.

• Work on mobility. The older you are, the more likely you are to have some kind of injury or postural deficiency which makes some positions harder for you to achieve. Keep working on your mobility.

Feather shedding & disappearing birds

their orange breast and brown back feathers, and later in the year will replace their wing feathers. Other birds, such as the migratory willow warbler, moult twice a year. Birds such as blue tits which only produce one brood a year, will begin their moult much earlier than those who have two broods a season.

Over the spring we have seen birds go about their busy lives: finding mates, building nests, laying eggs and rearing their young. But come August, you may notice there don’t seem to be so many birds around; you may also start seeing birds you don’t quite recognise!

The spring and early summer is a demanding and exhausting time for birds, not only have they been occupied with breeding and rearing chicks, some have also undertaken a colossal migratory journey. Feathers can become fragile, damaged and discoloured during this busy season, but as they are not capable of growth or renewal, they undergo a ‘moult’ – the replacement of feathers with new ones. Although this is something unique to birds, the process evolved among dinosaurs.

Along with breeding and migration, moulting is one of the most energy draining events in a bird’s life, so it needs to happen at the right time. By late summer their young have grown, the weather is warm and there is still plenty of food available; this is the ideal time to moult.

Various other factors influence precisely when and how different species go through this process. This can be complex, and intwined with the overall life-cycle and environment of the species: age, sex, size, migration, breeding patterns, climate change, global warming may all play a part. Some birds partially moult - young robins for example moult their body feathers to produce

For many of our birds, it is a slow process, with each feather being replaced one-by-one. Most garden birds, for example, will spend 6 – 8 weeks undergoing a moult. The House Sparrow is one of slowest moulting species taking up to four months to complete the process. Migrant birds, on the other hand, will moult much quicker so they can begin their long journeys.

During this time you may see some rather scruffy looking birds with an array of mismatching feathers, and you may be thinking - ‘what is that bird? As they go through this process, they become less capable of flying hence more vulnerable to predators so it’s a good time to lie low and stay hidden under tree canopies and vegetation – and this is one of the reasons we may see less birds during August.

At Pagham Harbour and Medmerry during August, look out for ducks in their ‘eclipse’ plumage. Drakes moult before their female counterparts, losing their brightly coloured feathers and replacing them with the monochrome browns similar to the female – so for a while it may seem that there’s been a sudden spike of female ducks – in fact they are just the males in disguise!

Finding and identifying birds in eclipse plumage can be tricky and it helps to have a good pair of binoculars or a telescope. If you would like some advice on buying binoculars and telescopes, why not come to our free Binocular and Telescope

ACE is Second in the West Sussex Wastebusters League: Many schools in West Sussex are part of the Wastebusters initiative and, under the leadership of Mrs Ames and Mrs Bingham, we are also part of it. Currently, with only a few weeks left, we are in second place, which is pretty special for a school our size.

Wastebusters support the work of schools across the country in developing resources and helping schools promote children to challenge themselves and consider the ethical issues surrounding how we treat our environment.

ACE at the Locality Singing Festival 2023:

The ACE Year 3 and 4 choir's brilliant performance at The Littlehampton Academy (TLA) not only showcased their musical abilities but also led to fabulous applause and cheers from the attendees. Mr Servant, who led the choir, was supported by Mrs

Stacey, Mrs Stanford and Mrs Simpson and chose a current and edgy song rather than a more traditional, safe one which included beautiful solos by Ottilie and Amber.

It was a wonderful event and heartwarming to see our children having an opportunity to sing in front of their peers from other schools. We had one of the youngest choirs there and our superb children did not let us down, with their passionate and moving rendition of a classic song from Coldplay. The children even received a personal email from the band’s PA.

Year 6 Leavers: Our Year 6, as always, made us proud with their exemplary behaviour at the Year 6 Leavers’ Service at Chichester Cathedral.

Year 5 & 6 residential trip

In June, our Year 5 and 6 children went on their residential trip to Blackland Farm, near East Grinstead. The children were blessed with beautiful weather and arrived excited and ready to take part in a lovely range of activities, such as abseiling, the ‘Leap of Faith’, tunnelling and grass sledging.

For many of the children, this was their first experience of being away from home without parents or siblings; they managed excellently and were a true credit to their parents, the school

and themselves. The school received a lovely email from a member of Blackland Farm staff saying, ‘Every single student was exceptionally well behaved and the encouragement and kindness they showed each other was so lovely to see… share with them how impressive they were and how fondly myself and other staff felt towards them as they honestly are the best school group I've ever had the pleasure of teaching.’

We are immensely proud of the children and are looking forward to planning the next residential trip!

English wine & unauthorised encampments

This past month I gathered with my neighbouring MPs to celebrate Sussex Day by organising an event in Parliament for our fast-growing English Sparkling Wine Sector. Sussex has over 50 vineyards providing countless local jobs and bringing a bit of the Sussex sun to wine lovers around the world. This event coincided with English Wine Week and gave us an opportunity to launch the Sussex Wine Tourism Plan, funded by the Government and led by Sussex Modern, Plumpton College, and our local councils. The plan sets out an ambitious strategy to boost the industry to attract even more tourists to our county.

Summer also brings a familiar challenge to many Sussex communities: unauthorised encampments of vehicles or caravans. One such incident recently occurred on Pulborough recreation ground. This year, however, things are different. I was pleased to see the police intervene swiftly, clearing the space within 24 hours using the new powers available to them thanks to the Police, Crime, Sentencing and Courts Act 2022. I supported this Act in Parliament, and I am pleased to see it reducing the time it takes to clear encampments which would otherwise be treated as a civil matter. This is a real example of a new law improving lives for Sussex residents on the ground.
