Many Valley residents don’t know that there are nearly 70 other cities that have their own local business weekly newspaper similar to the Phoenix Business Journal. What’s amazing is, with a single phone call, your rep can place your ad in one or all of those other publications. In combined markets, that can add up to nearly 4 million readers. Your business can grow regionally and nationally by reaching the most difficult-to-target segment of the marketplace. And it’s as easy as placing an ad locally in the Phoenix Business Journal.

have long believed that with focused vision you produce change. Consider the vision and passion of national leaders such as Henry Ford, Steve Jobs, Bill Gates, or Arizona leaders, such as Barry Goldwater, Frank Lloyd Wright, Jerry Colangelo and Michael Crow. I’d like to add a name to the list: Don Cardon. His vision is focusing our state’s economic development approach and positively changing Arizona’s competitiveness and aggressiveness.

i

Cardon has set audacious goals, and he is close to achieving them with much thanks to the leadership style of Gov. Jan Brewer, who selected qualified, experienced leadership when she took office. In just six short months, Cardon implemented a strategy for the Arizona Department of Commerce with all efforts laser-focused on expanding highwage, high-quality jobs in specific scienceand technology-related industries such as bioscience, renewable energy, and aerospace and defense. It includes retaining and growing existing businesses, and attracting

new business to the state. Specifically, Cardon and his team are engaged in the historic rebirth of the Commerce Department. Most would shy away from such a task from the shear political challenges. Not Cardon. He is pressing forward even though his agency received an 85 percent budget cut in General Fund support over the past six months. For this alone, Cardon and his staff should be proud. The strategy Cardon has outlined is long overdue. The multinational organizations

with a significant presence in Arizona— Intel, Ventana-Roche, Honeywell, Boeing and Raytheon—are mobile and have the option to leave at anytime. The current economic downturn brings tremendous pressure on executives to explore where quality labor and low operating costs exist. Cardon recognizes their contributions to Arizona’s economy, and the competitive advantages of having these companies here. He is engaging such business leaders to be part of the solution for Arizona, rather than telling them what the state will do. Like I do, Cardon recognizes that innovation in science and technology is critical to our future—in Arizona and around the world. Advances occurring in our state through research by our universities and private businesses may solve global crises in healthcare, energy and water, and may produce breakthroughs in robotics, aerospace, defense and national security. The results from this approach are captured in the successes celebrated in announcing Suntech Power Holdings, Tower Automotive and others are coming to Arizona, or from Cardon working with the governor to secure funding for Science Foundation Arizona. We must focus on building critical mass so that knowledge contrived here becomes tangible and profitable and benefits Arizonans. Cardon is working to ensure we can accomplish just that and more. This vision is changing the state, and I believe economic advancement efforts will become one of the pivotal success stories of Brewer’s administration.

he scenario: Grab your laptop and “stuff” then rush to the airport. After arriving you quickly search for a place to park that’s close to where 008 you catch a shuttle to the terminal. If you’re traveling with carry-on, you can shave off some minutes by checking in at the gate. But you still need to get through security—and the scrutiny of those people checking IDs. (“I hope I’m not wearing socks with a hole.”) Then you hover around the gate until your group is called, only to join the cattle call that gets you to your seat. Stash your stuff then grab your seat to get out of the way of people anxiously waiting behind you. If you’re not stressed after that, what’s your secret? Then it happens within a few minutes—the peace that comes with flying. No driving, no customer demands, no stresses. It’s your magical time in the heavens. In this issue of TechConnect we take you into a different type of “cloud.” If you don’t know the term “cloud computing,” you will. In simplest terms it’s letting the Web be your gateway to your business tools. No software, no becoming your own IT person and, more and more, no downtime. Except for your monitor and keyboard, everything is in the “cloud,” a

place you never see but it’s there ready to meet your needs. At press time the Arizona Technology Council was preparing for the fourth annual Business + IT Expo with the theme of cloud computing and virtualization. If you didn’t have a chance to attend, this issue of TechConnect brings highlights to you. Most of the leaders of the breakout sessions share their advice in these pages. You’ve likely heard of servers, but how about a virtual server? What’s new and different when it comes to your phone service? If a vendor offers their cloud services, what questions should you even ask? Those are some of the issues the experts address in this edition. Beyond that, one of the articles addresses the new concerns over security that arise. Another topic is just how

is it possible keep a network operating with the smallest chance of ever going down. Our cover story offers an overview of changes at the state Department of Commerce. You may ask what does that have to do with cloud computing? Actually, it will have plenty to do with that and other ways we conduct business in Arizona, especially in science and technology. You and I will be affected in one or another. So put your seat back and even listen to music if you like. Join us as we keep our heads in the clouds for this special issue of TechConnect.

MATCH MAKER Marriage of T1 and wireless keeps downtime to zero WRITING BY :: MICHAEL RULEY

he thought of phones or Internet being down for any length of time strikes terror into the heart of every business owner or management team. It is expensive in terms of lost sales, data and productivity—often costing thousands of dollars for every minute spent down—and can result in a huge impact to businesses and their customers. As more business processes migrate to online solutions and shared applications, businesses of all sizes are relying on the Internet like never before to manage many of their critical functions. Whether it is the flower shop down the street that manages credit card processing online and receives all of their orders through the Web or the call center company hitting $60 million in revenue annually that relies on voice over internet protocol (VoIP) phones, the cost of downtime has skyrocketed and the pressure to achieve 100 percent uptime has increased. Business continuity in the past had been a complicated, expensive proposition requiring IT experts to maintain and manage the equipment or purchase a separate entrance facility from the carrier. Internet redundancy often consisted of two T1 lines purchased through different Internet providers, with the business unaware that the T1s were usually leased through the same last mile carrier and laid in the same conduit. Even combining the line with cable or fiber often landed you in the same conduit pipe, which gave a business redundancy in the form of double wires, but not true diversity on independent networks.

Redundancy Isn’t Diversity When considering diversity, it is critical to look for a solution providing completely independent networks, such as combining a T1 with a wireless broadband network. If the T1 or wireless access goes down, it can then be automatically rerouted from the T1 to the wireless network, or vice versa, in seconds. This type of solution can cost less than two

What to ask THESE ARE THE TOP FIVE QUESTIONS TO ASK ANY SERVICE PROVIDER: • DO YOU LEASE OR OWN THE LAST MILE CIRCUIT COMING INTO MY BUILDING? • IF YOU PROVIDE MORE THAN ONE CIRCUIT, ARE THEY REDUNDANT OR DIVERSE? HOW? • CAN I BE PROTECTED FROM PHONE OUTAGES, OR JUST INTERNET OUTAGES? • HOW FAST WILL BUSINESS BE BACK UP AND RUNNING IN THE EVENT OF AN OUTAGE? • WHAT EQUIPMENT WILL I HAVE TO BUY AND MAINTAIN? SEE ANSWERS: WWW.SPARKPLUG.NET/DIVERSITY.

T1s with the added value of true diversity— often with a significant boost in bandwidth. It leverages the latest in wireless technology and in a fully managed solution, it doesn’t require an in-house IT department or capital investment during today’s difficult economy. It can be completely hosted and maintained by the service provider. For a company with 20-plus employees using five or more landlines to handle their voice needs, a truly diverse solution may be available for less than what they are currently spending on just their T1s. A T1/ wireless broadband combination would eliminate unexpected costs from outages and dependence on a phone company infrastructure for the main connection, while delivering all of the security and reliability you would get from any carrier. If a fully managed solution with diversity is available for around the same cost as a T1 without it, who wouldn’t chose diversity? Zero downtime is a wonderful thing. Michael Ruley is CEO of Sparkplug Communications, one of the first fixed wireless broadband companies in the nation that can offer T1 service combined with a wireless network. + GET CONNECTED www.sparkplug.net/diversity

ost kids who go to camp may come away with memories of hikes and bug spray. The Phoenix CloudCamp offered another way for grown-ups to challenge themselves – minus the bugs. Formatted as an “un-conference” whereby participants help choose discussion topics, CloudCamp provided the perfect arena for participants to meet with other cloudcomputers to discuss trends and innovations, share ideas and network. Like other CloudCamps held in cities around the world, the discussions and sessions didn’t rely on a set agenda. Instead, event participants determined topics and breakout sessions while the audience participated in discussion groups and panels Among the messages arising among the estimated 125 developers, programmers and experts attending the fall event were: The current resistance to the technology, even among longtime IT professionals. IBM’s push in the cloud-computing market. The corporation oversees the world’s largest network of cloud-computing labs with locations throughout the globe. Many attendees were unaware of its active participation in cloud technology. The Amazon Elastic Compute Cloud (EC2). Designed to make Web-scale computing easier for developers, EC2 is a service that provides resizable compute capacity in the cloud. The impact of Microsoft’s Azure platform. The technology creates a unique, scalable way to speed up the time-to-market for developing Web applications. Companies that are not household names have become major players in the cloud-computing world. A good example is RightScale, a Santa Barbara, Calif.-based provider of cloud-computing management platforms that has deployed over 1 million servers since 2006. Hosting the Phoenix CloudCamp was Scottsdale-based StormSource Software, developer of Appointment-Plus online appointment-scheduling software. Sponsors included IBM, Cisco Systems, Microsoft Azure, Amazon Web Services, RightScale and JumpBox.

Power TO THE People Suite of services ties companies closer to their strategic missions ention “human resources” and most people think of endless stacks of paper to sign. But for companies that partner with Tucson-based Chief People Officer, the word that comes to mind is “strategy.” CPO, as it is more commonly known, has operated for nearly a decade and most recently has been developing, testing and using various modules to help companies with their human resources needs. Last summer was the soft launch of a suite of those modules called People Assistant. But don’t think of them as an assortment of forms to print and sign. “We’re trying to bring strategic planning to the mix,” says Brian Duffield, CPO’s vice president of sales and marketing. The incorporation of strategic planning into the Web-based suite is linked to a performance management component. By aligning the tactics of the corporate strategic plan to performance criteria for company associates, Duffield says, “you provide crystal-clear expectations of what’s important to the company’s success and how each employee plays a role in that success.” By putting the HR functions into the cloud, the department’s relationship with employees is enhanced, he says. First, there is the self-service aspect of HR within the company. Secondly, removing paper and its fundamental limitations creates efficiencies well beyond avoiding expense. There is a transformation of the department’s leadership into a more strategic resource within the organization and a respected business driver through the better use of the human talent. And then there’s the savings. Staffing, performance management, career development/training, employee files and reporting—all are expensive in the traditional HR model. But with PeopleAssistant, it’s not uncommon for a client of 400 full-time employees to save more than $100,000 in the first year alone as compared to normal paper-based or static data processes, Duffield says. This savings does not include any that will likely occur in the areas of better hiring practices, i.e. less turnover and more effective execution of the strategic plan, he says. Since the launch began, the beta customers are helping CPO prioritize future upgrades and updates to the product in the months ahead, he says. One of those customers is The University of Arizona’s College of Engineering. “There are few things more important to our College’s future than alignment with the University’s five-year strategic plan,” says Jeff Goldberg, dean of the school. “The accountabilities and tactical visibility inherent in the CPO process will allow us to monitor our progress, maintain our focus and measure the results along the way to ensure success.”

While he was an administrator, Cusanovich still found time to work in his laboratory, teach dozens of classes to students and write more than 300 publications. He stepped down as vice president in 1998 to return to the faculty. In 2005 he was named as a Regents’ Professor, the school’s highest honor for researchers. “Over the years, Mike generously shared his time and wisdom as a teacher of undergraduates and graduate students, as a prolific investigator, as vice president for research and as provost, and as a mentor for many faculty members, including me,” says Leslie Tolbert, current vice president for research, graduate studies and economic development. John G. Hildebrand, head of the College of Science’s Department of Neuroscience, recalled his last meeting with Cusanovich when he spoke proudly about a biofuels grant he and a group of collaborators recently won. “It is said that nobody is irreplaceable. efreshing new promise and focus for Arizona’s science and technology industries and their entrepreneurs are evident in the decision to create a new model for economic advancement in the state. Gov. Jan Brewer’s new “Authority,” which will be named later, will replace the current Arizona Department of Commerce and be governed by a private-sector 15-member board that the governor chairs. The move positions the state to more aggressively focus on base industries and those already in the state as it becomes more nimble in its approach to emerging technologies, such as cloud computing. In turn, Arizona should be more competitive to attract companies looking to relocate and expand in Arizona. Simply put, it’s about a focus on quality jobs. “In my State of the State address in January, I promised as long as I am governor, the sign out front will always read ‘Arizona is Open for Business,’” says

r

Brewer. “This is a comprehensive effort that provides a 21st Century approach to advance Arizona’s economy. We will be more aggressive in attracting new industry and jobs to this state, and we will be more focused on helping great Arizona companies grow and expand.” The new model is a result of her collaboration with top Arizona CEOs who for the first quarter of 2010 studied the Department of Commerce, the state’s overall approach to economic development, and successful economic development approaches around the globe. Members of the Governor’s Commerce Advisory Council are Jerry Colangelo, partner of JDM Partners and chairman of USA Basketball; Paul Bonavia, chairman, president and CEO of UniSource Energy Corp.; Don Brandt, chairman, president and CEO of Pinnacle West Capital Corp., Bob Campbell, president of W.L. Gore and Associates; Don Cardon, director of the Arizona Department of Commerce; Brad Casper, CEO of Dial Corp./Henkel; Linda Hunt, President/CEO of St. Joseph’s

Hospital and Medical Center; and Roy Vallee, chairman and CEO of Avnet. It is a powerful, diverse group focused on the interest of the entire state and its economy. “Our state may be at its most serious economic crossroads,” says Colangelo, who serves as the council’s chairman. “Gov. Brewer stated one of her top priorities is to build a stronger and more effective economic development delivery system—one that will withstand political and economic vagaries that have plagued this vital function for many years. That’s exactly what we have proposed.” Like the council that helped design this new authority, its 15-member board will consist of business, education and community leaders from across Arizona. It will provide insight and expertise on targeted industries, such as the science and technology sectors of solar and aerospace and defense. “As most people realize, government has its role—and it is vitally important—but this model examines a collective approach with the private sector to recreate the way

our state assists Arizona businesses, retains Arizona businesses and attracts new businesses from around the globe to our great state,” says Cardon. Brewer’s new economic development authority is being created as a result of studying best practices undertaken by business leaders around the globe. This new vehicle will coordinate and integrate the efforts of key partners like Science Foundation Arizona; the state’s universities; regional economic development groups; and the member communities of Arizona’s Councils of Governments—all working together to secure success for the state and its residents. “Gov. Brewer turned to business to solve a business problem. I have to applaud her visionary approach,” Cardon says. “This rec-

ommendation is with concern for this state and for its future; we must lead out of these economic challenges. With this new model, with this new authority, and with private sector expertise and the governor at the helm, I am confident we will succeed with great accomplishments for a promising future.” David Drennon is the Arizona Department of Commerce’s director of communications & marketing.

he concept of cloud computing and virtualization has to date largely been viewed in the context servers, CPUs and storage to date. Every day services that would have been hard to imagine moving into the cloud or being virtualized are indeed being virtualized. The movement towards doing everything in the cloud was really spearheaded by the Software as a Service (SaaS) movement. This has been followed by applications such as hosted e-mail and hosted document management (e.g. Google Docs, Hosted Sharepoint.) Adoption of services in the cloud has taken root with the consumer side, and with consumers becoming increasingly comfortable with the model, they have brought that comfort in to the business segment as well. There have been some rapid and incredible advancements in technology that is making Communications as a Service (CaaS) a reality. VoIP technology has moved from the use of the Internet to make PC-2-PC calls to where high-end desktop IP phones can make High Definition (HD) calls across private, secure, Multiprotocol Label Switching-based IP networks. The advent of carrier-grade softswitches has allowed service providers the pack the power of gigantic phone switches of the past in to

t

software based implementations running on blade servers. These switches occupy significantly less space, power and are built using the latest software design principles allowing for easy growth in scale and functionality. Most importantly, they are no less reliable than traditional switches. In fact, because of their all IP design, they are easier to deploy in redundant and scalable manner. So, what does CaaS mean to the end user? In the past, the office IT person would have to get telephone lines from the phone company, buy a PBX from the phone vendor, install it and then perform ongoing maintenance (or outsource it). The maintenance would typically require a contract with per-incident or residual fees. Software upgrades also would need additional dollars. The PBX would sit in the office data room without the heating/ cooling/power redundancies found in a carrier data center. All of intelligence of the office communications was now in this closet. If the facility was compromised due to any reason (e.g. power, heat), phone service would be down and that translates to lost revenue—something that businesses in this economy can ill-afford. With CaaS, the business customer has a new option. He can go to a service provider and receive office phone service delivered over a private, secure, quality-of-

service enabled IP connection with all the intelligence of the service in the service provider’s cloud (hosted in state-of-the art data centers with 99.999% availability). This enables the business customer to completely outsource the management of his office telecommunications. Moreover, the leading providers in this business also offer products that allow customers to have zero capital expense upfront, allowing them to preserve their cash for their own needs. Plus, the service is monitored 24x7 and typically includes all the maintenance. The service also includes productivity enhancing features—made possible by the fact that the technology is all IP and hosted—including integration with their smart phones and data applications. CaaS has matured and is here to stay and grow with the community it is designed to serve. Sanjay Srinivasan is chief technology officer and head of operations of Telesphere.

Bringing clarity to the cloud with virtual private servers W RITING BY :: HUNTER BENNET T

or many companies, the concept of cloud computing is compelling, yet can also appear to be a difficult task. Virtualization using virtual private servers (VPS) is a way to unlock the potential of cloud computing. VPS has the ability to enhance operations, increase service availability to end users and dramatically decrease turnaround time on new server deployments. It can also make your disaster recovery plan work to eliminate many of the IT complexities that exist for managers today—all while significantly reducing IT capital spend. VPS is a cloud architecture solution that bridges the gap between traditional shared hosting (the cheap $10 a month Web sites) and dedicated physical server hosting by allowing the customer to have virtual server instances in an infrastructure hosted data centers. The virtual server instance behaves like a dedicated physical server to the end

customer, however, and is presented in a highly resilient framework at a lower cost than deploying physical, dedicated servers. The advantages of VPS over traditional physical servers or customer-owned virtualized infrastructure include:

Agility Can integrate into existing hosted environments even if the existing environment is delivered on physical server hardware. Also, flexible server configurations (pick your processor count, RAM allocation and disk space allocation).

Reliability Highly reliable disk-storage leveraging redundant storage area network (SAN) infrastructure with real time and near real time DR solutions available.

VPS Comes in Two Flavors High availability (HA) and high fault tolerance (HFT). HA provides cost-effective, automated restarts of customers’ virtual servers in the cloud within minutes in the event of a hardware or operating system failure in the cloud architecture. HFT offers continuous availability, without any data loss or downtime to any application in the event of a failure in the cloud architecture. OneNeck IT Services offers a gateway to VPS. It leverages virtualization via VMWare vSphere 4.0 to provide server instances running for customers in their logical environment off centralized VPS farm hosting in their data centers. All infrastructure is provided including server infrastructure, network infrastructure, and disk (SAN) system. Also, OneNeck customers can choose the number of virtual processors, amount of allocated RAM, and amount of allocated disk (in 100 gig increments) via its shared SAN environment for each VPS container (aka virtual server). Hunter Bennett is vice president/managed hosting for OneNeck IT Services.

Agility and Reliability Built-in redundancy and survivability.

loud computing is shaping up to be the biggest transformational event in information technology and management since the personal computer was introduced to corporate businesses in the 1980s. This is because like the personal computer revolution, cloud computing has everything to do with how businesses will utilize these new capabilities, not how IT will. Cloud computing has been loosely defined as the aspirin that will cure whatever ails you as it has come to mean just about anything related to the Internet. While we all can’t entirely agree on what the cloud is or isn’t, one thing is clear: At its essence the cloud deliberately intends to complete the abstraction of technology infrastructures in the modern business setting. Companies don’t care about CPUs, storage, bandwidth or the facilities and

c

Cloud computing has been loosely defined as the aspirin that will cure whatever ails you as it has come to mean just about anything related to the Internet. resources required to house those things. They also don’t care about software maintenance, patching and upgrades or database management and tuning. The truth is they never really did; it was a prerequisite to reaching their business

automation objectives and nothing more. Cloud computing ushers in a new generation of information management solutions packaged as all encompassing, pay-as-you-go subscription offerings that are scalable for businesses of all sizes. All are delivered via the Internet. Businesses won’t be required to understand the nuances of these services any more than they concern themselves with how phone calls are completed through the infrastructure of one or more carrier service providers today. You dial the number, it rings on the far end and someone answers. It’s an abstraction as far as the customer is concerned. Once upon a time in the not so distant past, businesses employed telecom experts on their staff to ensure that those services were provisioned affordably and reliably. Except for a very small number of companies today, this is no longer the case. In particular, decision-makers for small and midsize businesses have improved information system alternatives to select that for the most part didn’t exist as recently as five years ago because of the advent of the cloud. The last great single tenant, client server business application of the 1990s already has been delivered to the marketplace. With very few exceptions, every substantial, sustainable, commercially viable piece of business software constructed in the days and years ahead will be engineered to leverage the attributes of the cloud. It’s the owner-operators and the decision-makers for the small and midsize companies who either have already redeployed their information technology systems into the cloud or are presently planning to do so shortly. As a result, they will be the winners and the champions for this movement in computing. Dave Rice is the chief executive officer of TrueCloud. + GET CONNECTED www.truecloud.com

Picking a Partner

What to consider when choosing a cloud computing vendor W RITING BY :: STA N FRECK

loud computing is a new paradigm with some referring to it as the fi fth wave of computing following the mainframe, clientserver, the Web, and service oriented architecture (SOA) models. Companies have experienced tremendous cost savings and efficiencies by adopting cloud computing.

c

However, before jumping on the cloud bandwagon you should understand its characteristics, the three different delivery mechanisms, and what factors to consider when choosing a cloud partner. The National Institute of Standards and Technology (NIST) definition of cloud computing calls out five characteristics: on-demand self-service, ubiquitous network

9 Points To Consider Before making a Choice ONCE YOU HAVE DECIDED THAT CLOUD COMPUTING IS APPROPRIATE FOR YOUR ORGANIZATION, YOU NEED TO CHOOSE A VENDOR. THERE ARE NINE THINGS YOU SHOULD CONSIDER BEFORE RELYING ON ANY FIRM FOR SERVICES: VISION: Does the vendor have a vision of where they are going with cloud computing? Can they state that vision clearly and does that vision positively impact decisions they make to benefit you (or not, as the case may be)? COMMITMENT: Has the company embraced cloud services at a fundamental level? CHOICE: Do you have options for implementing solutions: cloud-based or on-premises models, vendorhosted or partner-hosted models? PLATFORM: Do they provide a development platform that is open and provides scale and ease of implementation using a broad array of technologies, tools and languages? Basically, how interoperable is it? ROADMAP: Do they have a technology roadmap for the cloud? Do they let you know what it is? Does the roadmap embody their cloud vision? SCALE AND EFFICIENCY: Can the vendor invest and deliver economies of scale and skill in cloud services so that you gain the benefits by participating in their services? Does the vendor have a track record of delivering Internet-scale services reliably and securely? SECURITY: Does the company provide geo-redundancy to ensure data is always recoverable and to ensure hot backup in case of disaster? Which security certifications and regulations do they comply with and what is the compliance philosophy guiding them forward? INVESTMENT (AND BUSINESS MODEL): What is the focus of the vendor’s R&D investment? (Hint: What are its core businesses?)

provide those capabilities. Software-as-a-Service (SaaS): Software applications are delivered across the Internet. While delivering these services at scale drives economies of scale and efficiency, customers will have to trade off some control and flexibility for those benefits. Having choices of cloud-based and on-premises solutions for varied functionality will remain critical for customers as they balance those tradeoffs and decide which model is best suited for their needs and their organization.

access, location independent resource pooling, rapid elasticity, and pay per use. One key concept here is that cloud computing leads to a world in which an organization can focus on managing services rather than infrastructure. With on-premises solutions, you had to choose between building and paying for excess capacity to accommodate demand spikes

or paying for the dissatisfaction that arises when you build capacity for normal operations and customers can not access systems during peak demand. With cloud computing, you can scale up and down with demand, getting the “right capacity at the right time” using three delivery mechanisms: Infrastructure-as-a-Service (IaaS): Essentially vendors provide a data center as a service, where customers can buy server instances. Platform-as-a-Service (PaaS): Development tools and a computing environment that allows customers and independent software vendors to build applications that consume computing, storage, and other services in the cloud rather than relying on on-premise servers to

THE ClOud COmpuTiNg issuE

CUSTOMER SUCCESS: Have customers experienced success in adopting and using the company’s cloud services? Are the references touted by the vendor real-world, large-scale adoptions by customers making a decision to replace existing infrastructure for the cloud service or are they pilots? What are the vendor’s criteria for publicly referencing a customer?

here is no clear vision for the future of energy in Arizona similar to those developed by other states such as Texas, New Mexico and California. The purpose of Arizona Clean Energy Vision—100% by 2040 is to start the dialogue that could lead to such a vision for market-based economic development through cleaner electricity and demonstrate. Arizona has the resources, including the nation’s greatest potential for solar energy, to move ahead of sister states that are already moving ambitiously to increase their production of electricity from wind and solar. Arizona has set a goal of 15% renewable energy production by 2025. The first phase will count primarily on solar and wind to meet all new energy demand in Arizona since technical maturity and economic viability are rapidly narrowing the competitive advantage currently enjoyed by conventional generating sources. The 2009 Arizona legislation providing tax incentives for solar companies is an excellent first step in the

t

regulatory reform needed to implement a transition to a clean energy future. The second phase will focus on the replacement of our current aging energy infrastructure as it becomes obsolete. This phase should consider the inclusion of a new generation of nuclear power, since Arizona has substantial supplies of uranium, equivalent perhaps to the entire energy content of the Alaskan North Slope. The major sources of power in this plan are nuclear, hydro-electric, wind and solar energy. Arizona’s current share of the power production of the Palo Verde nuclear reactors is about 2 gigawatts. It would certainly be possible to expand this facility in order to generate a significant increase in nuclear power. However, this would be expensive and require a significant amount of time for permitting and construction-perhaps as long as 20 years. Moreover, nuclear power is high in water usage; Palo Verde uses 65 million gallons of water daily. There is enough solar potential in Arizona to provide all of the power the state needs plus a large amount for exporting. The plan assumes a peak generation of only 60

gigawatts from solar, which is more than the amount needed to meet the projected load demand plus the additional amount for long-term energy storage. There are 10 hours in the day during which the energy generation would exceed the demand. This is critical to producing a reliable source of electrical power using renewable resources that are intermittent. It demonstrates the importance of long-term energy storage. The excess energy produced can be stored and used to generate power when needed at night or on cloudy or calm days. Much of what is needed to be done to fulfi ll this vision is described in the Arizona Economic Resource Organization’s Solar Task Force Report (2008). Now what is required is a broad-based dialogue leading to a unified commitment of the people of Arizona—political and business leaders, and utility companie—to move this plan into reality. The vision can be accomplished if we encourage development of energy and demand response technologies through support of research and implementation. We also must support the development of grid infrastructure and management techniques, including smart grid and demand responsive load. From a practical point of view, the implementation of this plan will have to be done step by step. For example, the fi rst step might be to consider building only renewable energy generation systems when the demand for additional power exceeds current generation capacity. Defi ning the exact pathway to achieving the goal requires thorough economic, land and water-use analyses. Now is the time to utilize the great natural resources of Arizona to solve the daunting economic and social problems that need to be overcome for the future wellbeing of the state. Now is the time to discuss, refine and then implement the “Arizona Clean Energy Vision—100% by 2040.” Science Foundation Arizona and Research Corporation for Science Advancement stand ready to convene meetings with all interested parties to foster dialogue to this end. f we’re going to bank on technological creativity to improve the quality of life in the 21st century, it will take much more than smarter engineering and science. Nothing short of cultural transformations will do. That was the overriding message trumpeted at the National Academy of Engineering Grand Challenges Summit in Phoenix in early April. Organized by Arizona State University’s Ira A. Fulton Schools of Engineering and chaired by Deirdre Meldrum, dean of engineering schools and professor of electrical engineering, it drew several hundred participants, including business and education leaders, engineers, scientists, teachers and college students. ASU President Michael M. Crow set the tone, telling the Summit crowd that our rapidly growing and increasingly complex world presents environmental, economic and social challenges more daunting than civilization has yet faced. The road to sustainable global security, health, prosperity and freedom, Crow said, can be built only with connective tissue integrating all the major forces that shape lives and nations. Technological breakthroughs alone can’t get us there, he stressed. Needed are evolutionary strides in the ways we do business and govern ourselves, the ways public and private sectors invest their resources and the ways we educate younger generations.

i

U.S. Undersecretary for Energy Kristina M. Johnson reiterated the theme. Real and beneficial change will come only when governments, institutions, industries, schools, communities and individuals are each taking the big overarching and small everyday steps to move us forward, Johnson said. The transformational mindset at ASU is a chief reason the National Academy of Engineering chose Arizona as a site for one of fi ve summits across the country this year to promote public awareness of the Grand Challenge—a list of what engineers must achieve to help solve society’s most critical problems.

Action at ASU ASU has been realigning its colleges and schools based on its own set of Grand Challenges. The changes, Crow explained, organize the university more directly with its role of serving communities—both locally and globally. That is especially reflected by the Ira A. Fulton Schools of Engineering. In the past year, Meldrum has overseen a meticulous organizational transformation intended to ensure the schools pursue research and teach skills most relevant to economic development and societal progress. “These challenges are enormous, but we cannot afford to be defensive,” Meldrum said. “It’s time to accelerate the conversion of our words into action.”

The Summit was designed to provide “the type of engagement through which we can share ideas, and join forces to face the Grand Challenges,” Meldrum said. The April event focused on four of the schools’ aspirations closely matching the academy’s Challenges list—making solar power and other renewable energy sources more reliable and affordable, engineering better medicines, finding better ways to manage and recycle the world’s growing accumulation of waste materials and driving innovation in education. Along with Crow and Johnson, the Summit gathering heard from Nobel Prize-winning medical researcher Leland Hartwell; Pamela Matson, dean of Stanford University’s School of Earth Science; and James Duderstadt, president emeritus of the University of Michigan and education innovation leader, as well as representatives of the corporate sponsors, among others. Amid diverse viewpoints, agreement emerged: Technological advances that would meet the world’s growing needs won’t come to fruition without transformative changes in prevailing economic, business, political and education cultures. The clash of those cultures is what now often stifles the cooperation and collaboration needed to serve the common good. Joe Kullman is senior media relations officer at ASU’s Ira A. hey’ve been on the Earth for more than 200 million years, but these days, turtles are in trouble. “Simply put, turtles are declining in numbers,” says Jeff Lovich, an NAU researcher, biology lecturer and author of a new book, Turtles of the United States and Canada, Johns Hopkins University Press. Written with fellow turtle expert Carl Ernst, the book includes 5,200 citations on North American turtles, summarizes information for 58 turtle species and reports on extinction causes and conservation efforts for 14 species protected under the Endangered Species Act. “Turtles play important roles in ecosystems. Some occupy a keystone role in their environment and most benefit their surroundings in some fashion,” Lovich says. “But turtles are being threatened by pollution, development, the pet trade and by overexploitation for food — especially in Asia. Many freshwater turtles in Asia have been overharvested to the point of near or actual extinction.”

t

Turtles also help scientists determine if an ecosystem is becoming contaminated. Because some species can live to be over a hundred years old, they accumulate high levels of toxic pollutants such as mercury, which can help indicate if an ecosystem is becoming poisonous. Some turtles dig deep burrows for shelter that in turn provide living spaces for other species. Also, plant-eating turtles are important agents for spreading and enhancing the germination of seeds. “Over half of the species worldwide are threatened with extinction unless the loss of their habitats and over-exploitation is halted,” reports Lovich, who also works with the Colorado Plateau Research Station for the U.S. Geological Survey. Sea turtles are threatened worldwide, especially the leatherback sea turtle — the largest living reptile that can grow to more than 2,000 pounds and up to 8 feet long. “Due to hunting for meat, some turtle species are down to the last few individuals. Lonesome George is the last known living survivor of his species of Galapagos tortoises,” Lovich reports. “The

survival of the Yangtze soft-shell turtle is dependent on one male and one female at two zoos in China. Two years ago, they brought them together to mate to save the species. The female laid eggs but they did not develop. This year the same thing happened but we have our fi ngers crossed that next year will be successful.” Lovich is currently “infatuated” with helping to fi nd ways to protect a species of aquatic turtle with rare blue eyes that lives in the Draâ River in the Sahara Desert of Morocco. He started a study on them last year while teaching graduate-level ecology on a Fulbright Scholarship at Cadi Ayyad University in Marrakesh. “I hope to get funding from National Geographic to go back next spring to study their reproductive ecology,” says Lovich. Lovich’s fascination with turtles began with his fi rst pet turtle when he was 6 years old. He’s been researching them for 30 years and has discovered and named more than 1 percent of the world’s turtles. Diane Rechel works in Northern Arizona University’s Office of Public Affairs.

ssistant attorney general for the state of Arizona. Chairman of the state Senate judiciary and banking & insurance committees. Author of the Interstate Banking and Branching Act. This resume is not what you might consider to be technology driven, but for John Kaites, it’s every bit a journey with technology. For more than 11 years Kaites has represented the Arizona Technology Council’s interests as its lobbyist at the Capitol. As a public policy attorney, he has played a key role in helping shape the state’s future in technology. Tech Connect caught up with Kaites during one of his typically busy days.

a

TC: I know you stepped out of session to meet today. Can you share any details about your testimony? Kaites: I am proposing a bill to create more efficiency within the Maricopa County

accounting practices and then pushing to bring more awareness to saving Science Foundation of Arizona. TC: What are some of the issues that are high on your list concerning technology and energy in Arizona? Kaites: I believe that the continued promotion of renewable energy is an important ingredient to our future. There are hundreds of kilowatts of energy produced here and as technology continues to improve, the price of producing that energy will fall. I am proud of Arizona for the cutting-edge technology that is being designed and produced here in our state.

TC: Are you happy with the progress the state has made within the past 10 years and do you see it as a role model for others to follow? Kaites: There has been an amazing evolution in the past five years. Arizona is a leader in many ways for renewable energy and because of our geographic location has a unique opportunity to take advantage of the solar technology. We have a host of homegrown technology and energy-based companies and are always attracting outof-state companies to relocate to Arizona. We have a great policy and partner with the Science Foundation of Arizona.

TC: How was it in the early days of working with the Council? Kaites: I’m proud to represent an organization that worked so diligently with the 500-plus technology companies in our state. We have had many successes with

TC: Speaking of progress, what are your thoughts on the Valley’s light rail system? Kaites: Urban planning through density is always a challenge. It’s a step in the right direction and will hopefully become a more viable source of transportation for our future.

The equipment uses the company’s own Atom and Core 2 Duo processors, which allows the machines to relay fitness data to the user. For example, with the CPro multipurpose fitness machines made by Core Performance, users can monitor whether they’re reaching their goals through period reevaluations. For those
