GREEN LOOK LIKE?

Ask just about anyone in Taos what defines green building, and the chances are you’ll get a one-word answer: “solar.” That’s no surprise: 40 years ago, before the term “green building” even existed, Taos was becoming the self-styled solar capital of the world, specializing in passive solar gain. The big innovation: placing lots windows on the south side of a home to let in the winter sun. This, of course, introduced a new look. At best, traditional adobe style gracefully incorporated additional windows on the south. But at worst, homes looked like solar factories — long shoeboxes with acres of glass on the south side, none too pleasing to the eye. Earthships

jumped ship altogether, employing sloping glass with planters behind them and taking the lead in the use of recycled materials and off-grid systems – creating a signature look. It’s now 40 years since that solar epiphany. Green building technology has become so wide-ranging that it’s difficult to keep up with it all — and it’s thoroughly impossible to pinpoint “what green looks like.” Take, for example, the U.S. Green Building Council’s LEED certification, which (in addition to solar heating) grants points for features like non-toxic materials, water conservation, superinsulation, air-tightness, sustainably harvested lumber, and digital controls. It even awards points for recycling cardboard on the jobsite. In short, you can produce a LEED-certified home that presents as totally conventional and exhibits not a single solar feature.

Yet it’s inside the house that lifestyle, be it light green or dark green, really shows itself. Here’s where you can see whether any attempt was made to conserve materials and resources by scaling down in size, by foregoing very high ceilings, or by avoiding big windows to the north. Conversely, many green features are readily identified: natural materials, LED lighting, programmable thermostats, insulating window coverings, water conserving fixtures, EnergyStar appliances, and multiuse spaces. Many green elements remain unseen but nevertheless drive the performance of the house: 6 inches or more of rigid insulation under the slab, 2 inches over frame walls, and R-50 insulation or better in the roof system; rooftop solar panels, carbon water filtration, or heat recovery ventilation that cycles fresh air into the living spaces. In the end, of course, it’s really about living a green lifestyle: letting go of excess and living more simply, while providing for one’s needs in the least destructive way possible. So what, then, does “green” look like? You could argue that green can look any way you want it to look – and you’d be right. But you’d really hit the mark if you said that green building is a flexible response to the climate and topography of a particular site, filtered through the lifestyle preferences and green sensibilities of the occupants. For example, a green home on Taos Mesa would in most cases use pueblo style with stuccoed walls. products and materials. “I have passive solar and rain-catchment devices,” she said. “I recognize that we are in a populated world so we need to do everything we can to be efficient and nurture the Earth we live on. It is a gift to help promote a green concept, from recycled materials to the utilization of solar gain.” Her appreciation for all things green started back in her childhood. She grew up in rural Ohio and a dairy farm in western Maryland, in the mountains. “Even at a young age, recycling and being kind to the Earth were part of who I was, and who I still am,” she said. “I hated the strip-mining and the trash along the roads. I loved being in contact with nature. My dad and I explored every dirt road in the Maryland mountains!”

A tenacious Realtor Jamison moved to New Mexico in 1971 when her parents bought property in Las Cruces. She soon fell in love with the region. She moved to Taos in 1979 to practice as a dental hygienist. Later, she changed careers and became a certified instructor at Taos Ski Valley in 1986, where she still teaches. Liz Jamison’s relationship with real estate dates back to the ’70s, when her father was a Realtor in Las Cruces and she helped him with bookkeeping and property management. “Somehow the work I did for him seemed to leave an impression on me,” she said. “Later on, when I wanted to buy my own place, I thought, ‘Gee, why not be really informed?’ and I eventually became a Realtor myself.” Jamison is a certified Eco Broker with Berkshire Hathaway Home Services Taos Real Estate. She has been trained to work through issues like mold, radon and poor indoor air quality, and to provide solutions to them. “I have knowledge about all aspects regarding energy-efficient properties, from construction to off-grid living, including green lenders and environmental concepts to promote a home’s value for sales,” she said. “As an Eco Broker, I also have a wealth of information to share with my clients about alternative building materials, energy-recovery systems and conservation easements.” Many of these resources come from her personal experience. 4 Which are some of the incentives, like tax rebates, to get solar-powered now? Until Dec. 31, 2016 there are both a 30 percent federal and 10 percent New Mexico state tax credit. Those are credits that are taken right off the top of your tax liability — 40 percent of the total up-front cost of the solar system will end up back in your pocket. The unused portion of the credit rolls over from year to year which means that whatever credit you can’t take one year will then apply to your tax liability the next year. Since the credits are set to expire at the end of 2016, however, it is unclear if excess credit from the 2016 tax year will roll over into 2017. There is popular support for these incentives; however, their renewal depends upon those in elected office. 5 What is going on in the Northern New Mexico solar market at the moment? Gov. Martinez just vetoed SB391, the extension of the New Mexico solar tax credit, despite strong bipartisan support in both the House and Senate. Some people just don’t get it that renewable energy is how the future will be powered. 6 Is alternative energy still a niche market here? Alternative energy has played an important role in our region for years since there are many places where people have chosen to live around here that aren’t served by the electric grid. There were many solar pioneers in the Taos area in the 1980s. When I got into this field 11 years ago, all we did was off-grid work. That’s what I cut my teeth on. However, in addition to the off-grid market that’s still here, more and more people who already have grid power are going solar with net-metered systems. Over the last five or six years there has been an explosion of grid-tie systems being installed. Of course, my perspective is biased, but it feels to me that solar is getting mainstream.

1 What products and services does Buffalo Solar offer? I offer complete design, installation, maintenance and repair services for residential and commercial grid-tie, off-grid, and battery backup solar electric systems. 2 What is your best-selling product or service at this moment? I am doing a good amount of off-grid work at the moment such as some repair and rewire work as well as the usual steady flow of battery replacements. I’ve got several grid-tie systems in the works as well. The majority of my work is residential.

3 What are your company’s plans for the future? I’ll be here for my customers, both old and new. I work to support the solar community in any way I can. I’m not sure that I want Buffalo Solar Enchanted Homes Vol. CIII •

7 What are your thoughts about the future of renewable energy in this area? We have such enormous potential for the growth of renewable energy in our state, both solar and wind. There is no question that it will continue to grow. How fast it grows depends upon government and utility policies. As an emerging market, renewable energy needs to be fostered. It is unquestionably the direction we need to head. 8 As the technology for renewable energy has developed, how have the prices changed? Solar modules (panels) have come down in price significantly. Back when I got my start in solar in 2004, modules were priced at $8 per watt. Now you can buy imports for around $1 per watt. That represents a significant price reduction for a solar system even though most of the other associated costs have risen. It is now a fantastic financial investment: it is very secure and with a better return than many other investments. Grid-tied solar systems generally pay for themselves in about ten to twelve years, and after that, you’ve got free electricity. 9 What is the most rewarding part of doing solar work? My customers. I consider myself very lucky in that the vast majority of my customers are very intelligent and kind people. ristin and Ross Ulibarri gesture around their light-filled home and say, “Part of wanting to build this house, is for it to be an educational opportunity.”

But on the surface, there doesn’t seem to be anything to learn. The beautiful three-bedroom/two-bath home looks like a regular, comfortable house in Taos. In fact, the Ulibarris and their architect/contractor team have designed and built a net-zero energy home –– in which the total amount of energy used is roughly equal to the amount of renewable energy created onsite. The Ulibarris learned about passive houses by attending a Green Build New Mexico tour in Santa Fe. There, they met architect Jonah Stanford (of NEEDBASED, inc.). Stanford has been board president of Passive House Institute US and helped found Passive House NM. They were drawn to his simple building techniques for passive houses, as well as his commitment to affordable housing and his design aesthetics.

As socially active and environmentally minded individuals, they use their home as an educational tool. To date, the Ulibarris have hosted a University of Colorado-Boulder group, a University of New Mexico Green Build class, and the Habitat for Humanity builder and architect. The Ulibarris purchased a .16 acre lot in Valverde Commons, a cohousing community for adults. This community contributes to their sustainable lifestyle since it is situated within walking

distance of the Historic Taos Plaza and share four acres of open space with their neighbors. Architect Stanford notes that sustainable design and passive house building in particular requires a commitment to construction details, which are often compromised when faced with competing considerations during construction. “The Ulibarris had a wonderful long-view approach to these aspects and the performance of the building really demonstrates Enchanted Homes Vol. CIII •

that commitment. Their well-defined understanding of personal priorities in terms of lifestyle and spacial needs really facilitated the design process. Just amazing people and a great team,” Stanford says. Of the builders interviewed, the Ulibarris hired Doug Bridgers of Maya Builders because he was the most committed to building green homes and interested in learning new techniques. Bridgers has been building with a focus on energy efficiency in

The Ulibarris’ house is passive house-certified from the Passive House Academy,and has earned “Emerald” certification from the National Home Builders Association. Taos since 1979. In 2011, he built the first LEED platinum house in Taos with John Briscoe. And his father, Frank Bridgers, built the first commercial solar-heated building in the U.S. in 1956 in Albuquerque. “So it’s kind of in my DNA,” Bridgers says. He says he was grateful to have the chance to work on such a forward-looking project with the Ulibarris and Stanford. The standards of the net-zero energy house made the project both challenging and educational. “My hope is that this will serve as a model for many new homes to come in the Taos Valley,” says Bridgers. The mechanisms of the Ulibarris’ home are founded on the Passive House Institute US’s building science principles of: an airtight building envelope; superior insulation; solar gain; and an energy recovery ventilation system. The Ulibarris have a 1,632-square-foot home. But to achieve a well-insulated home, the 2-by-6 walls use light-framing techniques and are filled with cellulose insulation. On the outside of the 2-by-6s, they added a 10-inch rigid foam product for a total of 17 inches of insulation. The thick Zola ThermoPlus Clad doors and windows are triplepaned. Normal doors and windows typically have an R-value of R4 thermal resistance. “These are R12,” Kristin says. The PBS program “This Old House” is the standard-bearer for pragmatic design. An episode on passive houses recently aired, in which the HVAC expert rhymed: “If you’re gonna insulate, you need to ventilate.” And therein lies the “brains” of the Ulibarris’ net-zero energy home. An energy recovery ventilation (ERV) system balances the recovery ventilation of heat and moisture with inflow and outflow ducts. The ERV recovers 95 percent of the heat from the outgoing air. “We call the ERV a ‘magic box’,” says Ross. The ERV is about the size of a window air conditioner. It has two sets of ducts on both sides, ventilating exterior air and exhausting interior air. The energy recovery ventilation has an additional benefit of a highly filtered air quality. The Ulibarris choose to power their all-electric house with two sets of solar panels: solar thermal panels for the hot-water heater and photovoltaic (PV) panels for electricity production.

“It’s a really serene home. With clean lines, it’s calming,” Ross says. “It’s a sculpture all by itself.”

y using net metering with Kit Carson Electric Co-operative, they buy energy from the co-op during winter months. During the summer, the electricity produced on their rooftop feeds into the grid to offset winter usage.

The 2-kilowatt PV system cost approximately $9,000 out of pocket, but was reduced to $5,000 after tax credits. After using $100 more in electricity than they produced last year, the Ulibarris plan to add one more .25 kilowatt panel to approach net zero-energy use. Throughout the home, LED lights illuminate the soft and pleasing nature of the one-story building, designed in a contemporary pueblo style. “We both think it’s beautiful,” says Kristin. “The house is really bright, cheery, and has nice views.” “It’s a really serene home. With clean lines, it’s calming,” Ross says. “It’s a sculpture all by itself.”

‘It just makes sense to catch rainwater’

C

harlee Myers has been catching rainwater in the high desert for a couple of decades now. And, as the grip of a multi-year drought in the Southwest continues, what Myers does seems to make more and more sense.

“Water is starting to be recognized as an under-valued resource,” Myers said during a recent interview. “The technology for rainwater harvesting is spreading all across the country.” Take a ride across the Río Grande Gorge Bridge to the West Mesa. From Two Peaks to Flag Drive to Carson, and you’ll see all manner of off-the-gridders capturing rain before it seeps into the ground and storing it for use in their homes. Well water is expensively deep out there – in excess of 600 feet in many places – so capturing precipitation has been the main way to stay hydrated in western Taos County. Enchanted Homes Vol. CIII •

Taos averages 14 inches of rain a year. A roof of 1,000 square feet on a small but cozy size house can capture 623 gallons of water per inch of rainfall. Accounting for 5-10 percent evaporation, an inch of rain can provide domestic use for a couple of weeks, said Myers. “The nice thing about rain in Taos is that when it comes down, it usually pounds down and produces an inch pretty quickly,” he said. Gray-water systems provide water for showers, washing and watering plants and gardens. More sophisticated filtration systems actually turn raw rain into potable water for drinking and cooking. Most of those systems came from Myers’ company, Mountain Mesa Construction. Thanks to Myers and other forward-thinkers like Earthship vanguard Michael Reynolds, Taos County is now home to a larger percentage of rainwater catchment systems than any place in the United States.

systems are standard on the West Mesa.” That was 1995. Myers had settled on land just north of Tres Piedras and opened his shop across U.S. 285. And, coincidentally, it was the same year that the flower-child Rainbow Gathering descended upon Northern New Mexico in the Carson National Forest northwest of Tres Piedras. “I really believe the growth of the West Mesa come after the Rainbow Gathering,” Myers said. “People saw how they could set up an alternative lifestyle out there and it kept going from there.”

“The technology for rainwater harvesting is spreading all across the country.”

At that time, most West Mesaites got their get water from the Klauer Spring along the Río Grande near Pilar. A fair number had Mountain Mesa mount hauling tanks on their truck beds to make the weekly, 30-mile roundtrip. When a mutual domestic water company dug a well just past the Gorge Bridge, it was more convenient to get water for hauling – and more business for Myers.

As more people made the choice to live outside mainstream utility systems, Mountain Mesa’s business expanded both residentially and commercially. Myers now installs tanks and catchment systems all over New Mexico and Colorado – many on the metal buildings that have become a natural partner to rainwater collection. He has made the trek as far as northern Wyoming and Montana. His catchment systems can be found on Navajo Nation, too. He has incorporated Rastra block construction – insulated forms filled with concrete slurry and recycled Styrofoam blocks — into his green building technology portfolio. Professionally, Myers is now a member of the American Rainwater Catchment Systems Association and was a co-author of the trade group’s manual. “These days, it just makes sense to catch rainwater,” said Myers. “It’s been going on for a long time. People think the pyramids were constructed to catch rain. Myers arrived in Taos in 1983 after several years as an excavator on large wastewater projects in Colorado. He “felt his way around” for a bit, first helping bring bison to the Cerro San Cristobal Ranch west of the gorge, and then using his excavating experience to start installing water tanks. He soon saw no one in Taos was putting up light commercial metal buildings so he added them to his list of services. It was this exposure to the alternative living of the West Mesa, and the water tank and metal building work that propelled Myers into the rainwater collection business. “I remember installing a galvanized tank for an Earthship but finding you couldn’t drink the water because the tank leached zinc,” he said. “So I researched other kinds of tanks, and found that polyethylene would do the job. Riding with the Recycle R anger Recycling remains a stalwart of any environmentally conscious person. Whether it be made of paper or cardboard, plastics or glass, steel or aluminum, lots of what we use every day can be used again – if they can find their way into the recycling process.

T

he most common method of recycling in Taos is a trip to the Taos Recycling Center on Bertha Street. Run by the Town of Taos for the past 13 years, the center’s bins fill up quickly as locals bring their recyclable waste, and trucks haul them away to recycling facilities. However, many business people and a number of residents find it difficult, if impossible, to get to the recycling center in a timely manner. That’s where the Recycle Ranger, aka Joseph Godfrey, comes in. Godfrey has been picking up and dropping off at the recycle center for the past eight years, and he’s developed an insider’s view of recycling in Taos. Enchanted Homes recently caught up with Godfrey for a conversation on recycling: How did you get into recycling? When I moved from New Jersey to Vermont for college, I got introduced to environmentalism and the “green” life. I ran the recycle program at Sterling College, and when I settled in the Northeast Kingdom, I worked weekends getting recycling to transfer stations. So when I go to Taos early in the 2000s, I went to work at the Taos Recycling Center. How did the idea of the Recycle Ranger come about? Many towns back East provide curbside recycling pickup, but we can’t afford that in Taos. I strongly believe that people in Taos see the value of recycling, but far too many of them throw things away because they don’t have the time to haul to the recycle center. So I thought about how to get more recycling materials to the center – and do it as conveniently as possible. So, that’s how the business got started, as Recycling Taos Collection. What problems face recycling in Taos? For one, the tipping fee for dumping at the Taos Municipal Landfill just went up, plus it’s a bit of a haul to get out to the landfill by the airport. Those both, unfortunately, produce more illegal dumping around the county, especially tires and appliances in arroyos. While Taos is seen as an environmental tourist destination, many people are surprised by the existing situation, like all the trash along our roads. And, because Taos is small and relatively isolated, it naturally costs more to get our recycling to sorting and manufacturing facilities. Who are some of your steady customers? On the residential side, I have a group of people who are unable

to get to the center, for whatever reasons. I meet with them and find out their recycling needs and set up bins. They like the convenience I bring, and that I provide sorting in my bins that makes dropoff more efficient. I typically pick up for them once a month. But it’s been on the business side where I’ve done the most. I pick up at restaurants, like El Meze, twice a week. I leave a 12-foot trailer at Cid’s Food Market that I pick up three times a week. What is some of the most commonly recycled materials in Taos? For businesses, it’s cardboard boxes. Cid’s recycles a ton or more each week, and Family Dollar has a similar amount of cardboard. Restaurants take in a lot of food that comes in glass containers and steel cans. Households produce lots of plastic. The recycling center has taken No. 1 and No. 2 plastic containers – like water bottles and milk jugs – for the past five years. How do you promote recycling in Taos? One of the biggest ways to promote more recycling is through education. I’ve focused on our schools as a way to create an awareness of the value of recycling with our youngsters. It starts with understanding the process, something I have worked with Taos Middle School students. I also have had a six-year pilot program at Arroyos de Norte Elementary School to recycle cafeteria waste – cardboard, plastics and steel cans – paid for by a grant. How’s the future of the Recycle Ranger and recycling in Taos look to you? Already, I see more tote bags and paper bags coming out of supermarkets and stores these days, cutting plastic bag use. I’m seeing more individuals hauling their own recycling, and their small contributions add up. I’d like to see more involvement by local governments, such as increasing the number of dropoff points and perhaps even some curbside service. As for my business, I’d like to provide a way to dispose of fluorescent tube lights that contain arsenic and phosphorous that harms our water tables. Also, I’d like to encourage restaurants to compost their food waste, perhaps at a centralized composting facility. In the end, I’m an optimistic person who, besides making a living on recycling, would like to see the town I live in be as clean and unpolluted as possible. COMMUNITY PROFILE The boundaries of Taos County stretch from the Colorado border on the north to the Cañon del Río Grande on the south. Containing 2,203 square miles, the 7,000-foot high Taos valley is bounded in the east by soaring Sangre de Cristos of the southern Rockies, and in west by the lower Tusas Range. The terrain crosses a half-dozen ecological zones, from high-alpine tundra to sage grasslands; thus, weather is often localized. The Río Grande carves a deep gorge down the center of the valley, which is dotted with old volcanic cones and necks. Tribal members of Picuris Pueblo have lived above the Río Pueblo near Peñasco for centuries. Taos Pueblo is the oldest continuously inhabited settlement in the United States and the northernmost of the 19 Rio Grande Pueblos. Pueblo history traces back some 1,000 years – centuries before the first Europeans arrived in the late 1500s. These conquistadors claimed the land for Spain, and soon Spanish and Mexican land grantees settled in the Taos area. Ancestral acequias still divert water from seven watersheds along the Sangre de Cristo front into pastures, fields and orchards. Roughly 50 percent of Taos County’s 1,444,480 acres is federal land, primarily U.S. Forest Service and Bureau of Land Management. About 38 percent of the county is private. Native Americans own 4.3 percent, and state lands make up 6.7 percent. Federal lands accommodate hiking, backpacking, mountain biking, ATV and snowmobiling, hunting and fishing. Golfers tee off at Taos Country Club and Valle Escondido; skiers and snowboarders carve up Taos Ski Valley and Sipapu Ski Area. Government jobs predominate in the local economy and, in the last several decades, tourism has replaced agriculture as a primary economic driver. Real estate and home construction provide revenues and jobs. Visitors come to experience the

tri-culture atmosphere, the hundred-mile views and adobe stylings – and many return for good. The county is home to a significant number of retirees, many of whom have already purchased second homes. TOWN OF TAOS COMMUNITY PROFILE The 5.4 square miles of incorporated town of Taos spread out beneath the shadow of Pueblo Peak (12,305), bounded roughly by the Río Lucero on the north and Río Grande de Ranchos on the south. At 7,000 feet in elevation, Taos experiences winter lows in the single digits and summer highs in the low-90s. Taos Puebloans inhabited the sage-piñon-juniper mountain front for several centuries before Spanish explorers arrived around 1600. Soon, Spanish settlers returned, armed with land grant decrees from the king. The central plaza became the hub of activity and the site of conflicts — often bloody — between the Spanish, natives and late-arriving Americans. Long isolated from the outside world, Taos began to grow in the 1960s with an influx of hippies to nearby communes, and continues to this day with young ski bums and rafters, and older retirees. Commercial activity centers on the plaza area and along north and south ends of Paseo del Pueblo, the main thoroughfare. A popular home for Southwest artists, Taos boasts dozens of galleries, boutiques and craft shops – plus renowned studio tours, and art and crafts festivals. Dozens of restaurants serve up all variety of cuisine; the Northern New Mexico red-sauce dishes are renowned. Just south of town in Ranchos de Taos sits St. Francis de Asís Catholic Church, reputed to be the most-photographed church in America. The Catholic influence can be seen in the cemeteries, roadside descansos, and neighborhood churches called capillas and moradas. The locals speak a patois of Castilian Spanish and English.

As the county seat, Taos is home to the county government and district courts. The U.S. Forest Service and Bureau of Land Management have a strong presence in town. On the outskirts of town, pastures, fields and gardens irrigated by ancestral acequias, extend out from the rivers and streams.

TAOS SKI VALLEY

Taos Ski Valley sits at the head of the Río Hondo Canyon, surrounded by Carson National Forest in what is known as the La Cal Basin. The state’s highest peak, Wheeler Peak (13,167), rises to the east, and the ridge off Kachina Peak (12,481) sets the western boundary. The basin first attracted settlement when gold and copper were discovered in the early 1900s. Ski valley founder Ernie Blake put up the first ski lift in 1956. The Blake family owned the resort until 2013, when it sold the mountain and facilities to Louis Bacon, who has begun upgrades and renovations including the new Kachina Peak lift. The base area, at 9,200 feet elevation, includes day and overnight facilities. The mountain has 15 lifts and 110 trails, with a total vertical drop of more than 3,000 feet.

RED RIVER COMMUNITY PROFILE

The town of Red River nestles along the Red River, a mountain tributary to the Río Grande. The settlement sits at 8,750 feet elevation, surrounded by Carson National Forest and the Sangre de Cristo mountains. The climate is montane and alpine, with winter lows below zero and summer highs in the 70s. Thunderstorms often roll through on summer afternoons. Gold miners first settled the area in the mid-1800s. These days, the local economy relies upon winter tourists who ski and snowboard, and summer tourists who come to hike, mountain bike, drive ATVs and relax in the cool temperatures. Some 1,200 seasonal homes house many of these visitors. Red River Ski Area rises to the south of town with a vertical drop of 1,600 feet. The mountain includes 58 trails and six lifts on 290 acres, and typically attracts more than 120,000 ticket-buyers in a winter season. In the summer, lifts run for mountain bikers, hikers and sightseers. For a fee, wintertime enthusiasts can explore the 21 miles of groomed skiing and snowshoeing trails at Enchanted Forest Cross Country and Snowshoe Area, located three miles east of town. In town, private rental services lease out snowmobiles and ATVs, and trail riding on horses is a popular summer activity. The town of Red River administers municipal services for residents, visitors and nearly 200

businesses in the community. The town hosts a number of popular summertime events, beginning with the Memorial Day Motorcycle Rally that typically attracts more than 20,000 motorcyclists for the long weekend.

How lenders determine a borrower’s risk factors BY TED DIMOND

Lenders and banks are in the business of assessing risk. In the world of residential mortgage lending this is done, imperfectly, by having both the borrower and the subject property assessed or appraised. The property is valued by an appraiser who attempts to establish “market value” by collecting data and comparing the subject property to at least three other properties in the area that have sold within the last six months. The borrower’s “risk factors” are also evaluated based on income, source of income and credit scores. Verifiable income is based on tax returns and W2s. The income must support the current debt and proposed debt of the borrower and is for the most part a mathematical formula. One assumption that has been made historically is that W2 employees are less risky than self-employed borrowers. In today’s economy that assumption should be challenged. One could convincingly argue that self-employed borrowers have more control and perhaps stability than regular wage earners but that’s for a future column. Perhaps the most impacting risk factor variable is the borrower’s credit or FICO score. These numerical values not only affect the rate a borrower is offered, they determine whether or not a borrower qualifies for a loan at all. Like the value of a dollar or an SAT score the FICO is meaningful only because we agree to its merit and validity. But what is a FICO score and how is it calculated? FICO is a publically traded company that provides analytics and metrics primarily for financial services and companies that make high-volume decisions about lending and investing money. Known as Fair, Isaac and Company, it was founded in 1956 in San Rafael, California, by engineer Bill Fair and mathematician Earl Isaac. It began selling its first credit reporting systems within a couple of years and went public in 1987. It was around that period that FICO scores became a ubiquitous measurement of the value of most anyone borrowing money or purchasing financial services including residential mortgages, consumer credit, insurance services and business licensing in the financial world. It was accepted as the ultimate evaluation of an individual’s behavior and attitude towards debt, or in other words their credit-worthiness. It became “the tool” for evaluating the risks of lending money to an individual and there is little if any flexibility in its application. If your score is low, your mortgage rate, for example, is increased and your monthly payment can be hundreds of dollars more than had you been given a higher score. If the scores are too low you won’t qualify for a mortgage at all. Given the significance of FICO scores, which are available through all the major consumer reporting agencies including Experian, Equifax and Transunion, it seems we should be able to predict how scores are determined, what algorithms or formulas are utilized and what our scores should be. But FICO has been and remains quite secretive as to how scores are derived and remains the primary metric for assessing customer risk despite challenges to its accuracy and efficacy. While FICO keeps the exact formulas secret they have disclosed the following components. Enchanted Homes Vol. CIII •

• Payment history focuses on how often bills are paid on time and how frequently they are late. • Credit utilization is a calculation of the ratio of current revolving debt (typically credit cards and credit lines) to the total credit available, a utilization ratio. If you’ve maxed out your credit cards, your scores will be lower than if your balances are well below your credit limits. • Length of credit history is self-evident and as you might assume the older the better. • Credit classifications refer to whether a loan is an installment (car loans or mortgages) or revolving (credit cards). Installment loans represent less risk than revolving because typically they are secured and credit is generally not further extended. • Recent searches for credit is the last component. This confuses many consumers who have learned that each time a credit report has been pulled (i.e. a credit application is being made) the FICO score is lowered. This is true but varies according to what type of application is being made. An individual shopping for a mortgage or car over a few weeks is not penalized as much as someone making application with numerous credit card agencies. The thinking here is that a consumer should be encouraged to search for best rates or car prices and won’t be securing multiple mortgages or purchasing numerous cars at once. On the other hand, applying for credit cards could quickly run up a lot of unsecured debt (i.e. debt that isn’t collateralized by property). Other factors that impact FICO scores include any money owed because of a court judgment or tax lien (these are particularly deleterious to ones’ credit scores) or having one or more than one newly opened credit account. Perhaps the most controversial aspect of the FICO scoring system is the scoring impact of debts that have been turned over to collection agencies and are reported as either open or paid collections. It is extremely common to see a collection on a credit report for a small cell phone bill, cable TV service or most often medical services. Often these are bills that are under $100 and have been disputed or were assumed to be paid by insurance but ultimately were turned over to collection agencies without the consumer even being aware. There is much controversy over the weighting of these collections and how accurate a predictor of credit-worthiness they are. Over the last 10 years there have been efforts by other credit reporting and assessing agencies such as Vantage-score to dispute and replace FICO as the sole evaluator of a consumer risk and worth focusing in part on the role of collection reports. Given the importance of these scores with regards to the interest rate on longterm debt as well as qualification for a loan it seems essential for lenders and banks to re-evaluate the models currently being used.

COMMUNITY PROFILE Angel Fire is located at an elevation of 8,382 feet above sea level in the high Moreno Valley of Colfax County. The climate mirrors the Rocky Mountain setting that includes some of the highest peaks in New Mexico. About 210 inches of snow typically fall on Angel Fire in the winter, and average temperatures range between zero and 30 degrees F. Summertime highs rarely exceed 80 degrees F., with frequent afternoon thunderstorms that cool off midday temperatures. Surrounded by U.S. National Forest and private ranches, the incorporated Village of Angel Fire covers 18,450 acres. The village includes the general aviation Colfax County Airport and the Angel Fire Ski & Golf Resort, a private membership community overseen by the Association of Angel Fire Property Owners. The resort hasw more than a thousand private homes, a 500-acre ski and snowboard mountain, a championship golf course, country club, fishing lake and other amenities for member-landowners. Non-members can pay to use most resort facilities. A favored hunting ground for the Utes, the Moreno Valley grew in the 1860s with the discovery of gold. Ranching dominated the local scene until the 1960s, when the first ski runs of Angel Fire Resort were cut on Aqua Fria Peak.

Tourism fuels the local economy, although several large working ranches still operate in the area.

COMMUNITY PROFILE The incorporated area of the Village of Questa encompasses 5.1 square miles around the confluence of the Red River (Río Colorado) and Cabresto Creek – both tributaries of the Río Grande. The area is bounded by the Latir massif of the southern Sangre de Cristo Range to the east – with Venado Peak (12,734 feet) as the highest – and the Guadalupe Mountains and the Río Grande Gorge to the west. At 7,461 feet elevation, residents of Questa and the surrounding community experience at highdesert climate, with summer highs in the 80s and winter lows in the single digits. Located between the San Luis Valley and Taos, Questa has long been a gateway for travelers heading north or south. The ancient trade route Kiowa Trail ran nearby, connecting tribes to the north with Río Grande Pueblos. Later, French fur traders used the route to reach the trading center in Taos and, in the 17th century, Hispanic land grantees settled in the area. Many land grant heirs still live on their original properties. Agriculture has long been a mainstay of the Questa economy. Irrigation acequias draw water off the rivers and streams, and distribute it to hay, alfalfa and winter wheat fields surrounding the community. Raising sheep once dominated livestock production, but that enterprise has been largely been replaced by cattle ranching. Local forest traditions of wood gathering, piñon nut collection, grazing and hunting still persist.

In 2014, Chevron Mining closed its molybdenum operation and began reclamation of the Red River. In conjunction, Questa leaders have pushed to increase tourism in the scenic village, promoting fishing along the Red River and hiking in the mountains as the main attractions. The village has opened a hiking trail from the village to the BLM’s Wild Rivers Recreation Area, which sits at the confluence of the Red River and Río Grande, and the downtown area has had a facelift. Passersby often pause in town to eat at a half-dozen restaurants that boast spicy Northern New Mexico cuisine. Another attraction is the historic San Antonio de Padua church that is undergoing massive renovations, funding by local donations and performed by Questeños, after a wall collapsed and church leaders in Santa Fe considered closing it down.

Paying the price to live green BY HARVEY BLAUSTEIN

Here, in Taos, I don’t think one will get any argument about the legitimacy or reality of climate change aka global warming. It is something we can see and feel and know is real. That reality and our absorption of its implications have caused many folks who didn’t think of themselves as environmentalists, or green people, to become much more concerned about the footprints we make in our lives. Our new realities — heck, California has one year of water left in its reservoir system which scares the poop out of me but doesn’t seem to have those folks too concerned — have spawned a whole new way of looking at how we live and the impact we have on this earth. But along with that new reality also comes some economic reality and therein is some conflict. The way I see it, folks like to talk the talk but they won’t walk the walk environmentally speaking if it costs them. As a culture we have not yet shown a desire to spend green to be green; free and we’ll take it. Which brings me to something that came along as a result of all this — LEED certification. LEED was a system or way of looking at how we build things and one could score one’s project on how green it was. A LEED certification, that a project was environmentally healthy, was thought to be a stamp of approval like the Good Housekeeping seal of approval way back when. It didn’t turn out that way here in Taos, and nationally some interesting observations were made. Let’s talk about Taos first. Some very bright people who had years of success in real estate decided to construct a LEED-certified condominium project here. Their prices came in real high, so high I thought it crazy when I heard it — but what do I know? Anyway, these condos were priced at $600,000 and never saw anything close to that. The project, which was intended to be some 20 units, topped out at three, and they all sold below $400,000. Simply it was a failed project. Now one could say the location was wrong or the price too high but I think it was just what I started with – that folks won’t pay the price to be green, unless they can see a real and tangible benefit to them. As with many things in life, LEED was well-intended. The thought was that if builders and developers built more energy-efficient buildings we would all be better off. The way the system works you

get points for different ways of reducing energy and one needs to get a score of a certain amount to get that designation. Over time, when LEED-certified structures were examined, it turned out that more of those buildings were less energy-efficient because those participating picked those things that dealt with landscaping and other design issues that had nothing to do with the gut concern. Many manipulated the system to serve their own needs rather than really try to change things. They didn’t care about trying to be green. They cared about making green and just manipulated the system. What a shame. But I do see that we have to change some things and we are. People are more aware of how they orient their homes to make use of solar gain. We do see solar panels where there were none just six years ago. Our son, Jonathan, who lives in Hondo, has an active solar home and lives in a steel house – the ultimate recyclable. It seems the prices of panels have not come down enough yet to make them available to most of us, but the Chinese have been known to slash prices and they are big in the manufacturing of them so stay tuned. Of course, we in Taos have Michael Reynolds and Earthships, which are about as green as one can get. Not everyone wants to live among old rubber tires and beer bottles but the state of the art has changed and evolved and I have been in some that I could live in easily. We have a whole community of them across the Gorge Bridge. I don’t expect general acceptance of this style of home but it sure works for those who want to live off the grid and be warm. Look at reusable grocery bags and how quickly they caught on here when Cid Backer made an effort to change the way we shop. And he did. Even the chain stores have gotten on the avoid-using plastic bags bandwagon. Taos is a liberal community and prides itself on the collective consciousness of its citizens. We all are greener than we were but we all can do more. And I expect we all will.
