UNM-TAOS AWARDS INAUGURAL LOBO LEADERS SCHOLARSHIPS In collaboration with the Bridge and Lottery Scholarship the Lobo Leaders award will allow a student to have their first two years of college paid for as long as they continue to meet the specified scholarship eligibility requirements. This is a great opportunity for students to start at UNMTaos, get an Associate Degree, and then transfer on to a four-year institution or gain employment.
The scholarship was created in an effort to recognize outstanding leaders and encourage local area high school students to pursue a degree in higher education at their local community college. The Lobo Leaders Scholarship awards $2,000, over four semesters that a student is enrolled at UNM-Taos.

2019 - 2020 FROM THE OFFICE OF THE SUPERINTENDENT Taos Municipal Schools now has a strong foundation to pursue our mission to raise our students to higher levels, not only academically, but also socially, physically and emotionally to succeed as responsible citizens. As we continue our focus on key educational initiatives with the goal of preparing every student for college and/or the workforce, we will leverage the strengths of the district to implement effective strategies that foster student achievement. Hard work, consistency, high expectations, urgency, focus and commitment will bring tremendous improvements and build capacity in our District. We offer a high-quality educational experience to our students with multiple programs and activities at every school, such as, Community Schools, STEM Academy and Teach To One Math (5th, - 12th). Our teachers and staff are some of the most passionate and dedicated educators in this nation. We continue to communicate and demonstrate our complete confidence in the transformation of Taos Municipal Schools, by charting a pathway to success for each individual child. The real challenge is ours, as educators, to hold ourselves and our students accountable for their achievement. Our children deserve the opportunity to fulfill their hopes and dreams. In our journey together, working diligently to foster a transparent and collaborative environment for our families, we need volunteers in our schools, participation in the decision-making process and/or assisting with short/long term projects to improve our students’ educational experiences. Together we will achieve!
Sincerely,
Dr. Lillian M. Torrez Superintendent

TAOS MUNICIPAL SCHOOLS 2019-2020 / PAID ADVERTISEMENT
2019 - 2020 FROM THE OFFICE OF THE ASSISTANT SUPERINTENDENT Greetings Taos Community, As we approach another school year, I would first like to welcome staff, students and families to our great school community. We at Taos Municipal Schools strive to provide the best quality education for our students by implementing research-based programs which incorporate learning opportunities for all. This year we will continue to implement AVID district wide, AVID (Advancement Via Individual Determination) provides research-based programming in kindergarten through college by incorporating strategies in Writing, Inquiry, Collaboration, Organization and Reading. Students will learn note-taking skills, organization and collaborative skills just to name a few; the premise of implementation is to prepare students to be college and career ready. Another major addition coming to us later this year will be GEAR UP, a college and career readiness program which aligns with AVID. Through GEAR UP (Gaining Early Awareness and Reading for Undergraduate Programs), students will be provided remedial support in math and language arts and will be provided opportunities to explore various careers and colleges which support programs of study. We will work to increase the number of low-income students who are prepared to enter and succeed in post-secondary education and the workforce. We will also commit to continue to improve all instructional programs. Each of our schools is supported with literacy instructional coaches who support teachers in analyzing data, planning for student/classroom needs and support with implementation strategies across all content areas. This year we will also be reviewing material for a new math adoption series (kinder - 12th) which will be purchased for the next six years. If you are interested in taking part in your school’s adoption committee please reach out to the site principal or myself, your opinion is greatly needed and appreciated. I encourage all families to participate in development and implementation of programs at your schools. We will host many after hour events that may include planning of programs, learning of programs your child participates in and of course, celebrations of your child’s successes. Lastly, well wishes for a long, healthy and happy retirement to; Sandra Garcia, Robert V. Trujillo, Gladys Herrera-Gurule and many other valued teachers, custodians, cafeteria and office staff across all departments who provided decades of service to the Taos Community. Thank you, for your work, it has been a privilege to work alongside you. Respectfully,

2019 - 2020 FROM THE OFFICE OF THE DIRECTOR OF FEDERAL PROGRAMS
Welcome students, parents, staff, and community members to the start of a new school year at Taos Municipal Schools. On behalf of the Department of Federal Programs, I would like to express our continued commitment to the students of TMS. We look forward to working with the schools to help support our students, parents and staff throughout the school year and to seeing all of you at our various school events. The vision and mission of Taos Municipal Schools is to inspire excellence and life-long success through teaching, learning, and collaboration by preparing all students academically, socially, physically, and emotionally to succeed as responsible citizens. Federal Programs assists many programs throughout the school district from grades K - 12 with Federal Grants and Funds. The programs that have been supported include the Fine Arts Education Act, the Bilingual Program, Indian/Native Hawaiian and Alaska program, English Language Acquisition/Language Enhancement and Academic Achievement, preparing and training of highly qualified teachers and principals. We are fortunate in our school settings to be able to provide several opportunities for our students at TMS. Students have the opportunity to work with “Visiting Artists from our rich art community, participate in bilingual programs at all school sites, and work with highly qualified teachers in the classrooms. At all school sites, we are working together with local and state agencies to provide emotional and social supports for students and families. At TMS we know that a student that is supported emotionally and socially will have a greater chance at success in school and life. Two of our elementary schools, Ranchos Elementary and Enos Garcia Elementary, are becoming Community Schools to provide students and families with these much needed supports. We wish the children and families of TMS a wonderful and successful 2019-20 school year. If you need help or have questions regarding Federal Programs please contact our office. Respectfully,
Renetta B. Mondragon NBCT Director of Federal Programs renmon@taosschools.org

FEDERAL PROGRAMS AFTERSCHOOL/SUMMER ENRICHMENT CARL PERKINS
DIRECT STUDENT SERVICES
Funds for the implementation of quality afterschool and summer enrichment programs which includes academic enrichment, physical activity, nutrition education, Science, Technology, Engineering, and Math (STEM), and/or English Language Arts initiatives and activities. The principal source of federal funding for the improvement of secondary and postsecondary career and technical education programs. The purpose of the grant is to develop more fully the academic, career, and technical skills of students who elect to enroll in career and technical education programs. Strategic support for struggling students in ELA and Math.
FAEA (FINE ARTS EDUCATION ACT)
“The purpose of the Fine Arts Education Act is to encourage school districts to offer opportunities for elementary school students to participate in fine arts activities, including visual arts, music, theater, and dance.” (22-15D-2, NMSA 1978). Students are introduced and experience cultural and historical art forms from local artists who go into classrooms to teach and demonstrate their craft. Art and music teachers also provide art education continually throughout the school year.
GRADS
Mission to support young parents for success is funded by the support for expectant and parenting teens and women grant awarded to the NMPED. The primary focus of NM GRADS is to provide in-school programs that address the needs of teenage families.
INSTRUCTIONAL MATERIALS
The goal of the Instructional Material Bureau is to provide schools access to superior instructional materials that are aligned to the NM Content Standards and meet the needs of diverse student populations.
KINDERGARTEN THROUGH FIVE GRADE PLUS PROGRAM
The summer K-5+ Program extends the school year for kindergarten through fifth grade for participating students and measures the effect of additional time on literacy, numeracy and social skills development. The purpose of K-5+ Program is to demonstrate that increased time in kindergarten and the early grades narrows the achievement gap between disadvantaged students and other students, and increases cognitive skills and leads to higher test scores for all participants. The K-5+ provides funding extended school days to students from Ranchos Elementary for twenty-five instructional days.
NEW MEXICO READING, ACHIEVEMENT, MATH AND SCHOOL CULTURE (RAMS)
The NM Reading Achievement, Math and School Culture, with all its resources, was implemented to improve early elementary reading achievement at the elementary level. It is a collaborative project focused on professional development, coaching, technical assistance, and additional funding to support school improvement.
(GRADUATION, REALITY AND DUAL-ROLE SKILLS)
(K-5 PLUS)
STATE BILINGUAL PROGRAM
STRIVING READERS COMPREHENSIVE LITERACY TITLE I – PART A: IMPROVING THE ACADEMIC ACHIEVEMENT OF THE DISADVANTAGED
The Taos Municipal Schools receives state funding under the Bilingual Multicultural Education Act of 2004 (NMSA 22-23-1 through 22-23-6) to provide for the education of our linguistically and culturally different students and for schools utilizing two languages as the medium of instruction for any part or all of the curriculum for the grade specified in the application for funding submitted to the NM PED. A 3 year federal grant to develop vertical pathways and increase language and literacy achievement for children from birth-12th grade.
Title I is the largest federal education program for elementary and secondary schools. These funds are targeted to high poverty schools and are used to provide supplementary educational services to students who are educationally disadvantaged or at risk of failing to meet the state standards. Schools have the option to follow a school wide or targeted model.
TITLE II – PART A: PREPARING, TRAINING AND RECRUITING HIGH QUALITY TEACHERS AND PRINCIPALS
The main goal is to provide funds to increase student and academic achievement by improving teacher quality and getting more highly qualified teachers and principals into schools. In alignment with Section 1119(a)(3) the Taos Municipal School District strives to ensure that all teachers teaching in the core content areas within the school district are highly qualified.
TITLE III - PART A: ENGLISH LANGUAGE ACQUISITION, LANGUAGE ENHANCEMENT, AND ACADEMIC ACHIEVEMENT
Under Civil Right Law and the No Child Left Behind Act, school districts that receive Federal financial assistance have an obligation to identify and serve all ELL/LEP students. The purpose of Title III is to develop educational programs that will help ensure that Limited English Proficient (LEP)/English Language Learners (ELLs), statute uses (LEP), attain English proficiency, succeed at core academic subjects, and meet the same state academic content and student achievement standards expected of all children.
TITLE IV – STUDENT SUPPORT AND ACADEMIC ENRICHMENT
TITLE VI - RURAL AND LOW-INCOME SCHOOL PROGRAM
TITLE VII - INDIAN, NATIVE HAWAIIAN AND ALASKA NATIVE EDUCATION TITLE VIII – IMPACT AID REGULAR AND SPECIAL EDUCATION NM PED SDI GRANT
14
BACK TO SCHOOL 2019-2020
The Student Support and Academic Enrichment (SSAE) program. The SSAE program is intended to improve students’ academic achievement by increasing the capacity of State educational agencies (SEAs), local educational agencies (LEAs), and local communities to provide all students with access to a well-rounded education; improve school conditions for student learning; and improve the use of technology to improve the academic achievement and digital literacy of all students. This program targets rural school districts that serve high number of poor students. Funding from the Rural Low-Income Schools Grant may be used for a wide variety of activities authorized under various Title Programs of the No Child Left Behind Act. RLIS funding may only be used to supplement and not supplant other federal, state, and local funds. The funding at each school site aligns with activities appropriate for moving the school toward the district’s goals for increasing student achievement. The purpose of this program is to support the efforts of school districts in serving Native American students, so that they can meet the same challenging state student academic achievement standards that all other students are expected to meet. The purpose of Impact Aid is to provide grants to school districts burdened by the presence of nontaxable federal lands, installations and housing authorities to make up for lost revenues and additional costs associated with federal presence. School districts are also responsible for educating children of federal personnel who live and/or work on these properties. Funds are provided to 23 school districts and district-chartered schools who enroll a significant number of American Indian students for the purpose of providing effective culturally-relevant programs, opportunities and practices which contribute to the academic and cultural success of the Native students.

TAOS MUNICIPAL SCHOOLS TECHNOLOGY DEPARTMENT Dear Families, The Technology Department at Taos Municipal Schools is committed to supporting school communication with families! The school district has significantly invested to make technology accessible to all students by providing MacBooks and iPads for our students at all grade levels. Our strategic plan has allowed us to meet a 1:1 device ratio at the 1st - 12th grade. We want families to know the systems we use to communicate and give you some tips to stay in the know. You will be receiving a letter from your student’s school with information about student logons and how to create parent accounts at the start of the year.
OFFICE 365 Students in grades 3rd-12th, use Microsoft Office365 to enable teachers and students to work together collaboratively and securely in the cloud. This supports students with greater information and file access while strengthening 21st Century Learning opportunities. SCHOOL MESSENGER School Messenger, an important service, is the way that we communicate urgent messages and special events directly with you (K-12). School Messenger sends alerts to your home phone, cell phone, or via text message and you may choose the delivery option that works best for your family. Please contact the main office at your child’s school to make sure that we have your current cell phone number, email, and emergency contact information for your child.
POWERSCHOOL As parents of students in 6th-12th, you can use PowerSchool to monitor grades and absences. First time users can log on at http://ps.taosschools.org/ public/ and then download the App, PowerSchool Mobile, from your preferred App Store. If you set up the Mobile App to allow notifications, PowerSchool will notify you when your student misses a class. If you have questions about grades in PowerSchool, don’t wait, contact your student’s teachers directly.
CANVAS Students, in grades 9th–12th access Canvas, the TMS learning management system, for blended learning activities developed by their high school teachers. Canvas extends the boundaries of the classroom, allowing students to take their class discussion, resources and assignments with them wherever they go. Parents can access Canvas too, and information will be provided in August to create parent accounts.

NEW MEXICO PRE K
EXCEPTIONAL PROGRAM DEPARTMENT
We are excited to share the New Mexico Pre-K programs at Enos Garcia and Ranchos Elementary, four-year-old students will continue to be a full day program Monday thru Thursday. We are also excited about the possible expansion of the programs at Enos Garcia and Ranchos to have more available slots at each site, but the number of slots are still limited so it is important to contact the school and have your child added to the waiting list as soon as possible. Students must be four years old by September 1, 2019 to be eligible for this program.
Welcome to Taos Municipal Schools Exceptional Programs. Our department and staff provide individualized services to students with exceptionalities by highly qualified teachers and ancillary staff. The case manager assigned to your child and your school principal will work with you and your child as a team to meet your child’s individual needs throughout the school year.
Taos Municipal Schools continues to partner with YDI Head Start in Taos County to offer programs for three and four-year-old children at both Enos Garcia and Arroyos Elementary. If you would like to enroll in these programs you can contact Youth Development Inc. at (575) 758-3425.
HOW DO I KNOW IF MY CHILD QUALIFIES FOR EXCEPTIONAL PROGRAMS? Your child can be referred for an evaluation by your schools Student Assistance Team when insufficient progress has been made from research based interventions. You can request an evaluation from school personnel at any time. Exceptional Programs staff will meet with you and your child’s teacher to review exiting data and provide recommendations. If the team determines it is in the best interest of the student to proceed with the evaluations, a licensed professional diagnostician will gather more information from both you and your child through some interviews and standardized assessments. An IEP team will then meet to review all this data and make an eligibility determination based on state guidelines. As your child’s parent, you are an essential member of the ‘IEP team’ in the process.
New Mexico Pre K is a program funded by the New Mexico legislature to provide early intervention services to children who are four years old by September 1st of the upcoming school year. Program funds allow the district to provide research based best practices in early childhood education to students prior to their entrance in kindergarten. Educational research shows students who are able to attend these types of programs have more success in their school careers, and students might benefit from additional interventions are identified and supported earlier. We are hopeful the New Mexico legislature will fund a three-year-old program for the 2020/21 school year. For more information about these programs or to enroll your four-year-old child, you can contact: Ranchos Elementary School Cathy Vigil, 737-6150 Enos Garcia Elementary School Nanette Barella, 737-6070 Taos Municipal Schools Administration Lynn Brashar – NM Pre-K Program Coordinator, 737-6115
WHAT ARE EXCEPTIONAL PROGRAMS? Students who qualify for exceptional programs have been identified by a multidisciplinary team with one or more of thirteen recognized disabilities and a need for specially designed programming to be successful in school. In New Mexico students also qualify for exceptional programs if they meet the state criteria as gifted by a multidisciplinary in either academic achievement, critical thinking, or creativity.
WHAT IS AN IEP? An IEP is an Individual Education Plan, which is an agreement between the school and you to provide individualized support to your child in order to access the same curriculum as other students. It is a living document that should change regularly as the team refines strategies to maximize your child’s ongoing educational success. WHO CALLS AN IEP MEETING? Your child’s case manager will schedule at least one IEP team meeting every year to review your child’s progress on their goals and update the current IEP. Your child’s case manager will also schedule a re-evaluation every three years. Any member of the IEP team can call for an additional meeting at any time to review the current document and make any changes to the plan or services. EXCEPTIONAL PROGRAMS CAN HELP FAMILIES BY: • Locating valuable resources in the community • Identifying and evaluating student needs • Transitional planning for the future SPECIALIZED PROGRAMS THAT EXCEPTIONAL PROGRAMS SUPPORT: • The preschool classrooms at Enos Garcia and Ranchos provides both inclusive and/or pull out services to meet each child’s needs. • In partnership with all other licensed preschool facilities in Taos County • Gifted programs K-12 • Chrysalis Alternative School – 9-12th • Los Brazos setting – Taos Middle School grades 6-8 • Transition Support and Job Training/Coaching • Child-Find (ages 3-21) to locate students in Taos County in need of Special Education support • Extended School Year Services For more information about Exceptional Programs, you can contact our office at 575-737-6115. TAOS HIGH SCHOOL Taos High School has achieved tremendous success on many levels. As your new principal, I will engage in a comprehensive listening process to hear the voices of our community (students, staff, families, & community partners). I want to build upon the strong legacy that the high school has established for students. My first 90 days of service will include the following entry plan to guide my work, to make sure that we build upon our strengths, recognize our challenges and identify the most powerful strategies to address those challenges. I want to learn as much as possible about what is working for our students and where there are areas for growth. I want to hear how we can better support our teachers, administrators, coaches and staff for the critical roles that they play in each student’s life. I look forward to this opportunity to listen, learn, and partner with you. Opportunity gaps for students exist that our entire community needs to address. Tackling the social-emotional challenges our students face requires everyone’s engagement. Meeting the immense needs means developing strategic partnerships, seeking resources to build capacity and growing the current work to scale. Together, we can increase opportunities for all Taos High students to succeed in school and life. This is a great time to be part of the Taos community and I fully embrace this opportunity to lead. Please join us at a monthly coffee or come visit! GO TIGERS! Sincerely, CJ Grace MISSION, VISION, & CORE BELIEFS: MISSION Partner with students, educators, families and community to ensure that we provide all students with an exemplary education coupled with programs of interest, so students are prepared to succeed in college, career and life. VISION Create systems of equity for all students to maximize their potential. EQUITY Value the identities, languages and cultures of Taos in our school while ensuring that students thrive. TEAM Build effective team through relationship, trust and presence. Increase positive culture and professional collaboration through honest conversation, productive problem-solving, and effective conflict resolution. INSTRUCTION Classroom instruction is the most important work of a school, and teachers have the closest relationships with students. We need to ensure that they have the support they identify to meet the academic and social-emotional needs of each student. TAOS CYBER MAGNET HIGH SCHOOL Taos Cyber Magnet School is a unique blended-learning opportunity for high school students in Taos County. We offer Edgenuity, the online platform, that provides curriculum in core and elective courses to support students with their state graduation requirements. For each skill lesson on Edge, the students learn from a warm-up, direct instruction video, assignments, online content and journal entry, before they take a quiz on the topic. Additionally, students learn from live instruction in English, Science, and Math. Students get the support they need to be successful in an online setting from the head teacher and tutors who facilitate in the note-taking process, checking the assignment calendar for lessons per day and week, and progressing in the writing process to complete the writing assignments across the curriculum. Math and Science courses are supported by two Math tutors to facilitate the Algebra I, Geometry, and Algebra II courses in which most of the students at TCMS are enrolled, as well as project-based science tutors who give live instruction. Additionally, these tutors sit with struggling students and review lessons that focus on specific mathematical skills, offer drill and practice, and review with the students where they may have failed on the quizzes. As a result of specialized attention in math given to students during tutoring, math scores improved on state standardized testing and EOCs by 13%. Students also receive Mindfulness and Yoga training by a certified instructor that helps support our students happiness and emotional well-being. TCMS students participate in extra-curricular programs like Café Scientifique that help them to grow their resume while learning about a variety of STEM topics given by presenters from LANL and other scientists from around the state offered to Taos County Teens. This year, the students participated in the Trout in the Classroom program and grew 90 + Rainbow Trout with which they learned animal biology and chemistry. TCMS students take college-entrance exams and work closely with the Upward Bound program which supports Low Income families with tutoring in Math and Science and college and career readiness. They also participate in Bridges Project for Education to prepare them for the transition from high school to college, focusing on the application and FAFSA processes. In addition to taking courses that prepare them for graduation, students at TCMS can participate in Internship programs like the “Farm to Table Education Program” while working with the Enos Garcia elementary students.

Measles/Mumps/Rubella (MMR)

Please consult with your health care professional on specific age and dossing requirements for your child https://nmhealth.org/publication/view/policy/455/ A child shall be non-compliant with the New Mexico 2019-2020 school Entry Immunization Requirements if the child is eligible to receive, but has NOT received the required immunizations on the recommended intervals. No child shall be enrolled in a school in New Mexico unless satisfactory evidence of immunization requirements has been provided. Any student with serologic confirmation of the presence of specific antibodies against a vaccine-preventable disease shall not be subject to immunization against that disease as a condition for attending school. The admitting official shall deem the student to be in compliance with the requirements of this regulation if: A statement, certificate or record signed by a duly licensed physician or other recognized licensed health facility stating that the required immunizations have been given to the persons is provided; or the exemption from immunization process is completed and proof is provided to the school district. EXEMPTIONS FROM SCHOOL AND DAYCARE IMMUNIZATION REQUIREMENTS The New Mexico Immunization Exemption Statute (24-5-3) allows only two types of exemptions for children seeking exemption from required immunizations to enter school, childcare or pre-school. The two exemptions are medical or religious. If there is a medical reason for exempting, a signed medical exemption must be obtained from a duly-licensed physician attesting that the required immunization(s) would endanger the life of the child. If there is a religious reason for exempting, the child’s parent/guardian must ask an officer of the church to write a letter on your behalf stating that you are a member of the church, and the church uses prayer or spiritual means alone for healing; or if access to a church officer is not possible, then the child’s parent/guardian must complete the Certificate of Exemption Form. The form requires a statement of the religious reasons for requesting to have a child exempted from immunization. The law does not grant immunization exemptions for philosophical or personal reasons. Once a completed, notarized, original Certificate of Exemption Form is filed with the Department of Health, the Department has up to sixty days to notify the parent/guardian if the request is approved or denied. If approved, the parent/guardian will receive two copies of the original form with a clear “Approved” box checked, a signature from an officer of the Department, and an expiration date. The parent/guardian must take the Approved form to the child’s school. If denied, the parent/guardian will receive a letter from the Department of Health explaining that the request is denied, and that the parent/guardian has the right to file an appeal with the Department of Health Cabinet Secretary. A process for appeal will also be included. https://nmhealth.org/about/phd/idb/imp/sreq/

NUTRITION COMMUNITY ELIGIBILITY PROVISION The Healthy, Hunger-Free Kids Act of 2010 provides an alternative to household applications in the National School Lunch and School Breakfast Programs. The intent of the Community Eligibility Program (CEP) is to improve access to free school meals in eligible, high poverty school districts and to eliminate the administrative burden of collecting household applications. Taos High School, Taos Middle School, Enos Garcia Elementary School, Ranchos Elementary, Arroyos del Norte Elementary, Chrysalis Alternative High School and Cyber Magnet School are participating in a Universal Breakfast and Lunch Program for the current 2019-2020 school year. If your children attend any of the schools listed, breakfast/lunch will be available to them at no charge. All students enrolled at these schools may participate in the breakfast/lunch program at no charge to them. By providing breakfast/lunch to all children at no charge, we are hoping to create a better learning environment for our stud ents. Numerous studies and practical thinking all point to the realization that hungry children cannot learn as well as children who are fed balanced meals. The school breakfasts and lunches follow USDA New Meal Pattern guidelines for healthy school meals. The CEP (Community Eligibility Provision) cannot succeed without your support. Please encourage your children to participate in school meal programs. All meals will be served to all students at no charge regardless of income eligibility status.

STUDENT NUTRITION PROGRAMS NATIONAL SCHOOL LUNCH PROGRAM The National School Lunch Program is a federally assisted meal program operating in public and nonprofit private schools and residential child care institutions. It provides nutritionally balanced, low-cost or free lunches to children each school day. The program was established under the National School Lunch Act, signed by President Harry Truman in 1946 (USDA). http://www.fns.usda.gov/nslp/national-school-lunch-program-nslp SCHOOL BREAKFAST PROGRAM (SBP) The School Breakfast Program provides cash assistance to states to operate nonprofit breakfast programs in schools and residential childcare institutions. The Food and Nutrition service administers the SBP at the Federal level. State education agencies administer the SBP at the state level, and local school food authorities operate the Program in schools (USDA). http://www.fns.usda.gov/sbp/school-breakfast-program-sbp AFTERSCHOOL SNACK PROGRAM (ASP) The National School Lunch Program offers cash reimbursement to help schools serve snacks to children in afterschool activities aimed at promoting the health and well being of children and youth in our communities. A school must provide children with regularly scheduled activities in an organized, structured and supervised environment; include educational or enrichment activities (e.g., mentoring or tutoring programs). Competitive interscholastic sports teams are not an eligible afterschool program. The programs must meet State/local licensing requirements, if available, or State/local health and safety standards. All programs that meet the eligibility requirements can participate in the National School Lunch Program and receive USDA reimbursement for afterschool snacks. http://www.fns.usda.gov/school-meals/afterschool-snacks FRESH FRUIT AND VEGETABLE PROGRAM (FFVP) The Fresh Fruit and Vegetable Program (FFVP) is a federally assisted program providing free fresh fruits and vegetables to students in participating elementary schools during the school day. The goal of the FFVP is to improve children’s overall diet and create healthier eating habits to impact their present and future health. The FFVP will help schools create healthier school environments by providing healthier food choices; expanding the variety of fruits and vegetables children experience; and increasing children’s fruit and vegetable consumption (USDA). http://www.fns.usda.gov/ffvp/fresh-fruit-and-vegetable-program THE SUMMER FOOD SERVICE PROGRAM (SFSP) The Summer Food Service Program (SFSP) ensures that low-income children continue to receive nutritious meals when school is not in session. Media savvy citizens Group prepares students for life in the digital age
By Pamela Pereyra
T
he digital age is an exciting time.
Technology affords us access to knowledge and information at our fingertips. The ability to participate as a prosumer (consumer and producer) of media communications starts at an early age, as early as a child can press “like,” and “send,” use a device, play online video games or comment on social media. The very definition of media is redefined in the 21st century to encompass any communication via a medium such as a computer, phone, print, audio and so forth. Social media, visual communication (photos, memes, flyers, etc.), coding, artificial intel-

ligence, podcasts, algorithms, infographics, maps, music, videos, slideshows, blogs, video games, websites and more are media. In the age of fake or misleading information, there is knowledge and skills we should know to navigate and participate in the digital age. Asking questions and critical thinking about media communications has never been as important to understand and make connections in today’s society. Making media communications requires skills in first understanding and then creating.

ne size does not fit all when it comes to postsecondary options. Bridges Project for Education has worked with almost 3,000 clients over the past 21 years. Individualized counseling remains the heart of what we do because it allows us to address students’ unique needs. Bridges’ mission is to expand postsecondary access for people of all ages, with an emphasis on students who are from the first generation in their family to pursue certificates, associate or bachelor’s degrees. We walk with students and families through this complex process to help determine what path might best suit their personal circumstances and future goals. Our intention is to help clients get where they want to go in the most direct and intentional way. We can help with the following:
• Create a personalized list of colleges and/or vocational schools • Register for college admissions tests • Complete college and scholarship applications • Brainstorm, revise and edit application and scholarship essays • Complete the FAFSA and CSS Profile • Analyze financial aid packages • Compare schools as you weigh your decision • Complete the steps to enrollment and continue to be a touchstone and resource once in school We want people to be informed consumers understanding the ins and outs of admissions and financial aid. Most of our clients have qualified for federal aid, and most are from the first generation in their families to seek higher education. Many have received scholarships. They are high school and GED/HSE students, parents, nontraditional-aged students and those wanting to make mid-life career changes. Their stories are all different, but they share a desire to continue developing themselves. As an independent local nonprofit, Bridges is not affiliated with any particular school. We present useful information and guidance appropriate to each person’s needs, academic history and hopes. Bridges also offers services to community agencies and local schools. Although our individual counseling services are free, we invite students and families who are

Visit the website bridgesproject.org, which includes a resource page packed with useful information. You can find Bridges Project for Education at 112A Alexander Street, open Monday through Thursday 9 a.m. to 5 p.m. Clients are seen by appointment. A typical session is between 30 minutes to an hour. During the initial visit we’ll talk about the college application and financial aid process and timeline, but mostly we talk about the client’s background, interests and goals and plot out next steps which we can approach together. Trailblazing Charter schools have grown into a national movement
C
harter schools are more and more a popular choice of parents. And they are indeed public schools. Charters are tuition-free and are publicly funded, but independently run.
In most cases, they are governed by a group or organization under a legislative contract (or charter) with the state, district or other entity. These schools are granted greater flexibility in regard to their operations, yet are still held accountable for growing student achievement. Because charters are public schools, they are open to all children; they do not charge tuition; and they do not have special entrance requirements or exams. Since the the first charter school law was enacted in Minnesota in 1991, charters are now found in 44
states plus the District of Columbia and, according to 2018 National Center for Education Statistics, include approximately 7,000 schools and three million students. Much of the reason for the growth is because charter schools encourage competition for educational quality, novel teaching, determine their own curricula and programs, typically have small class sizes and are not bound by state regulations concerning scheduling and financial administration.

JUDY HOFER, DIRECTOR OF THE TAOS EDUCATION AND CAREER CENTER, IS RETIRING AT THE END OF JULY AFTER 15 YEARS

hen Heather LeDoux’s oldest son graduated from pre-K, he was so excited. There was the ceremony, the speeches, the “little cap and gown” — all the hallmarks of the rite of passage that can be as meaningful for a six-year-old as it is for someone getting their high school diploma. LeDoux never got hers. “I left Taos High when I was about 15,” she said. “I must have just been young. I wasn’t too focused about what education meant for my future.”
Her son came home from his pre-K ceremony and “asked me when I was going to graduate. “That just threw me into this question — how was I supposed to instill the value of an education to my kids when I didn’t have mine?” she said. LeDoux enrolled in the Taos Education and Career Center. In the few years since then, she passed her tests, earned both a high school equivalency (the alternative to a traditional diploma) and an associate degree, and is starting at the University of New Mexico-Taos nursing program in the fall. Art in Schools will commence our thirteenth year 2019-20. AIS is the core program of the Harwood Museum of Art. In 2018-19, AIS welcomed 791 students including 141 special needs students from Taos Municipal School district. Each student visited the museum four times during the school year receiving 8 hours of instruction. The museum visits are age appropriate, object based experiences where the vibrant arts legacy of Taos nurtures joyful learning. The Education Department of the Harwood Museum of Art raises 100% of the funds required for our programs so that the community of Taos may receive a journey of the mind and a life of the imagination free of charge.

very first step in a different direction is scary. You feel like maybe you don’t have what it takes. When I took my first classes [at TECC], I was 27 and already had two kids.” The people at TECC, especially director Judy Hofer, “felt like I had what it took to do whatever I wanted to do,” LeDoux said. “To be honest, I’m not sure I could have done it without their encouragement.” LeDoux’s story is just one of hundreds of adults from Taos and the area who over the last 20 years have graduated from TECC with their high school equivalency, formerly known as a GED certificate. The school not only helps people get their diploma, but also runs Englishlanguage classes for immigrants, hosts one-on-one tutoring and helps Taoseños “upskill” for their careers. But TECC, armed with a “solid foundation” and “strong team” of people devoted to adult education, is at a threshold. Hofer retired at the end of July, capping off a 40-year career and 15 years as the leader of the school that invests special attention on each adult student and the journey that has led them back to school. “I can’t think of a single field that impacts people’s lives as much as adult education,” Hofer said. “It’s saying, ‘I’m giving myself another chance.’ And it takes a tremendous amount of courage.” “That traditional education didn’t work is not an indictment about who you are,” she said. Hofer first got her start in the world of adult education in Massachusetts. She was leading one small class — all women — when the “value of adult education beyond academic skills” crystallized in her mind and heart. They were sharing a little about themselves, and it quickly became clear that most of them were survivors of domestic violence. “It’s the wellness of the whole person,” Hofer said. “If we’re not looking at that, how can we move forward?” In the years that Hofer was at the helm of the TECC, which has had several names over its two-decade existence, she’s brought that attention to the “whole person” of each student through a persistent focus on the social and emotional development of students. TECC takes an approach to adult education designed to help people who are juggling the demands of family and work. Students can focus their requirements on a field they’re already in, or like LeDoux with nursing, on one they are making strides to enter. A person can even get a professional certificate — to become a solar installer, emergency medical technician or community health worker — while working on a high school equivalency diploma. TECC also has English-language classes and special programs for migrant workers. “TECC really is a sanctuary for immigrants in our community,” she said. TECC has received national attention for its innovative education models, and three times it’s been named the top-performing adult education program in New Mexico; TECC is now the lead program in a professional development initiative for all 23 adult education programs in the state. The program hasn’t just happened upon its success, which includes

routinely graduating nearly one-third of all graduates in the Taos area each spring. They’ve intentionally become as comprehensive as they are, all with an eye toward making real impacts in the lives of people already living and working in the community. It’s a big responsibility, but Hofer was ready to pass it on to the next leader. Though she points to the team of people who work in the Civic Plaza Drive office, the team and graduates laud Hofer for her role in getting the program to where it is, and getting students to where they are. “Judy really facilitated the idea that I should continue going on,” said LeDoux. “I worked hard and made sure I turned in every single assignment, no matter what it was. I graduated from UNM-Taos in May. Every time I’ve reached a milestone, passed classes or finished another semester, I’ve gone to TECC, just to remember to thank them. I’m just so thankful we’ve had someone so passionate about adult education as Judy is. It makes our community better.”

he new initiatives at Vista Grande High School are student-led. The VGHS 2019-2020 school year will unveil student programs and opportunities. The VGHS leadership team President AnnaLize Duran, Vice President Lily Pickup, Treasurer Victor Medrano, Secretary Raquel Rivera, representatives Santino Aragon and Aiyana Romero and the 9th-graders will elect their representatives when school begins. The leadership team gathered this summer at a retreat center to set social and academic goals for the school year. Juniors and seniors will be able to take one of three new Leadership classes: Construction Activism, Earth Justice Activism and Social Consciousness Activism. The courses are designed to address student interests that were identified last school year. Also new are three CTE class options for juniors and seniors: Introduction to Health Sciences, Introduction to Natural Resources and Adobe Builders certification. The Health Sciences pathway program will be a dual credit course as will the Natural Resources pathway. All pathway classes will include a semester of work-based learning. VGHS teachers have worked together to build a supportive and strong community of educators who care about their students. The strength of VGHS is the strong teaching staff. The returning teaching staff includes Sam Starsiak; Jenny Lewis; Heather McReynolds; Tomas Madrid; Amber Benavidez; Adam Gutierrez; Keaton Karves; and Dawn-

ing Pollen Shorty. The school administrative staff are all returning employees: Yvette Aguilar, Ernestine Chacon and Rachelle Valdez. The building is maintained by David Gutierrez, a cheerful man with a great love for all of the students. School director Isabelle St. Onge is the longest-serving in the position going on her seventh year. The VGHS teachers have been working this summer to write new and studentcentered curriculums. VGHS welcomes two new teachers to the team: Corbett Wicks who has a master’s degree in education will be leading the Introduction to Natural Resources and the Wilderness Program electives. She is also the internship/mentorship coordinator for the work-based learning programs. Ron Striegel will be the Night Flyers and the Health Sciences teacher. He holds a master’s degree in education and was part of the team at Otero Junior College (La Junta, Colorado) writing the curriculum for the Health Care Navigator certificate program. The mission at VGHS is to provide a holistic education focused on critical and creative thinking, character and community involvement. VGHS is enrolling students for the 2019-2020 school year. School begins August 12 at 7:45 a.m. VGHS is located at 213 Paseo del Cañon East, Taos. (575) 758-5100, vistagrandecharter.org — Submitted article
