“I was an Air Force spouse for over 27 years,” she said. “That’s been a huge part of my life and remains a big part of who I am today. 6 What has been its main economic impact on the village up to now? The establishment of the TIDD (Tax Increment Development District), which will allow the ski area, (Taos Ski Valley, Inc.) to make approximately $52 million of public infrastructure improvements, then dedicate the improvement to the Village of Taos Ski Valley, and Taos Ski Valley, Inc. will be reimbursed for the costs. Gross Receipts Taxes (GRTs) have also increased dramatically compared to past years.

QUESTIONS

7 What can skiers and visitors expect on the opening day of the ski season? A great day of skiing! The ski area has made a big commitment to snowmaking. And while snowmaking is always dependent on colder temperatures, the ski area has opened with good skiing on Thanksgiving for the last 10 years. Taos Ski Valley, Inc. will open with Lifts 1, 3, the Rueggli and Pioneers lifts. Lift 2 will open as soon as snow allows.

8 What is the most visual impact that skiers will see?

1 At a base elevation of 9,200 feet, the Taos Ski Valley village is quite an unusual place. Tell me something about it that may surprise our readers. Taos Ski Valley’s base area is higher than 24 out of 28 California ski area peak elevations.

2 How many people live now in the Taos Ski Valley Village and how many more come during the ski season? We have 68 full-time, year-round residents. Depending on the year, we could have 250,000 to 300,000 people (skiers, employees and residents) visit the Village of Taos Ski Valley/Ski Area over a 3 ½-month period..

3 How big is the actual village? Grand total is 1,830 acres. The length of the village from end to end is three miles — from far north to far south. The narrowest point of the village is at the east end of Amizette, only a mere 175 feet wide.

4 What makes Taos Ski Valley Village a “mountain retreat”? With the dedication of the Columbine Hondo Wilderness area, the Village of Taos Ski Valley is now completely surrounded by 75,000 acres of protected pristine wilderness area.

5 Tell me about the most recent redevelopment news. Taos Ski Valley, Inc. has started on the first phase of its base area redevelopment. The first phase is an 80-key hotel that will have underground parking, a spa and health facility, and a food and beverage facility. It will be the site for the ski areas, primary ski rental and ski retail operations. The facility will be known as The Blake and is scheduled to open for the 2016-17 ski season. The second phase

Once they are dropped off at skier drop-off, otherwise known now as the “TSV Transit Center,” they will walk down Thunderbird road and see the very large “Sprung Structure.” As they walk farther towards the base area, they’ll come out from behind the buildings on Thunderbird Road and see the hotel construction and the panoramic view of the lower mountain, to include a good view of the famous Al’s Run. After they cross the bridge, they’ll see the beginning of a wider, more open plaza leading to the base of Lift 1. We’ve seen the construction and improvements throughout the summer, but for many people visiting for the first time during the ski season, I would hedge to say it could be a jaw-dropping experience.

9 The Village of Taos Ski Valley Master Plan began to be developed last July. Which are some of the proposed improvements? There are forecasted $52 million in TIDD (tax increment development district), $12.4 in the ICIP (infrastructure capital improvement plan) of non-TIDD or what would be considered village items/projects. The two big items for the village is the Kachina Water Storage Tank for approximately $2.2 million, of which $1.6 is a grant, and Waste Water Treatment Plant upgrades and improvements, of which a $500,000 loan/grant is being obtained for the planning and design of these upgrades and improvements. Additional projects are a road that will lead through the parking lot and connect drivers with Twining Road, the plaza and pedestrian walkways. ynthia Eckhardt is a designer with clients throughout the Southwestern part of the U.S. and as far away as New York City. She put her talents to use designing her home.

“When my husband Rick and I decided to retire in Taos (in 2001), we wanted an old hacienda to restore and there wasn’t one. So we decided to build something consistent with that feel, that sense of permanence and belonging here in the mountains of New Mexico,” Eckhardt says. Envisioning a hacienda design, the Eckhardts created an architectural style that is traditional Southwestern with an Old World flavor. The compound, which also includes a bocce ball court and greenhouse, was completed in December 2003. Guests enter through antique wrought-iron gates into a bucolic front courtyard landscaped with aspen, juniper and piñon trees, as well as a carefully curated selection of native plantings. Eckhardt credits Sylvia Petree of Petree Nursery and Jerry Schwartz of Sticks and Stones in Taos with helping with the landscape design and installation. On this autumn day, dried corn stalks and a cornucopia of the seasonal harvest are on display, welcoming visitors at the front door.

She explains that Robert Mirabal (the Grammy Award-winning artist) gave her a handful of Indian corn kernels that she planted. With intelligence and sensitivity, Eckhardt makes the connection saying, “There is such a wonderful metaphor of being given heritage corn which then evolves into a greeting at this front door for friends and family.” The home’s entryway consists of arched double front doors designed by Eckhardt and handcrafted by Pete Barlow of Taos Door & Hardware Company. “There are so many people who were involved in the building of this house. THE ROOFS OVERHEAD STORY, PHOTOS AND HOME DESIGN BY VISHU MAGEE

I

n New Mexico, as elsewhere, architecture has evolved in step with technology. Early adobes explored the limits of native materials – houses could only be as wide as the longest vigas people could haul and hoist with mules and manpower (seldom more than 20 feet). Ceilings and were held low to retain heat, which also made rooftops easily accessible for drying food. Windows were rare. This went on for a thousand years. The Territorial Era and the arrival of the railroads changed all that. No sooner were milled lumber and galvanized tin available than folks erected pitched roofs atop their old, leaky adobes. It was the 12:12 pitch typical of that time, combined with spans 20 or feet or less, that produced the signature profile of the adobes of Taos, Peñasco and Chama. Surely nobody at that time dubbed these structures “territorial.” And I very much doubt if architectural purists Enchanted Homes Vol. CVI •

were looking on with the “tsk, tsk” attitude we have encountered in recent decades. No, this was a spontaneous case of form following function – and there’s no function more critical than a waterproof roof over our heads. Today’s roofing technology has again changed the picture, freeing architectural choices from the strict dictates of function. Gone are the funky hot-mop roofs of the mid20th century. Now we have torch-welded brai, EPDM (pond liner), acrylic coatings, and closed-cell polyurethane sprayfoam. Combine any of these with bituthene wraps over the parapets and heat cables at canales, and you can be assured that your pueblo-style flat roof will do the job. Pitched roofs also perform better than ever due to improved materials. Plywood decking and an underlayment of bituthene provide a virtually bombproof surface for oldtime corrugated tin (agreeably rustic), copper (very fancy), rusted steel (Colorado-contemporary), galvalume-coated

steel (a contemporary pick, but a bit harsh) or the cheaper enamel-painted steel roofs commonly seen in green, red or blue. Flat or pitched, any of these roofs may be fitted with gutters or downspouts to collect rainwater and convey plantings or cisterns. You’ll find all these styles side-by-side in a typical northern New Mexico village like Trampas or Arroyo Seco – and you can equally well combine pitched and flat roofs in the same structure. This does require some roofing prowess at points where the roof systems intersect, or where taller pitched roofs shade flat roofs and create potential ice buildup – that’s where roofing technology comes into play! To be successful, mixing roof styles also requires sensitive vertical and horizontal massing. Just as a village setting often exhibits a charming randomness of orientation and building height, a home with mixed roof systems will look Enchanted Homes Vol. CVI •

better if the footprint and the rooflines covey a sense of spontaneity – even to the point of seeming a bit haphazard. We are, after all, breaking the rules of architectural correctness. A bedroom wing jogging off at a 30-degree angle can be just the subtle touch that charges the design, especially if it helps frame particular views. Of course, what happens outside with the rooflines is reflected by the interior spaces. A pitched roof over the living room makes possible the expansiveness and dynamism of a high cathedral ceiling below. Stylistically, such a ceiling is likely to be rendered in cut timbers or trusses. Add big-view windows and a conventional fireplace with stone hearth and mantel, and you have an interior that proclaims “mountain home.” Next, you might place a flat-roofed kitchen or dining room directly adjacent. A lower ceiling with vigas or beams returns us to the intimacy of adobe and actually

accentuates the drama of the great room’s high ceiling. Complementarity and contrast! Contemporary or traditional, mountain or valley, a juxtaposition of roof systems creates beauty and dynamism that will be highly visible outside and very much felt inside, even as it captures the range of historical building styles of New Mexico.

TRID: The new frontier BY TED DIMOND

In November 2013, the Consumer Financial Protection Bureau integrated the Truth in Lending Act and Real Estate Settlement Procedures Act disclosures and regulations. Any transaction involving a mortgage will use new disclosure forms. The new TRID (Truth in Lending Act – Real Estate Settlement Procedures Act Integrated Disclosure) rules and forms took effect Oct. 3. Any real estate transaction going forward will abide by the TRID rules, which essentially add new closing regulations, forms and processes. The intent is to better inform borrowers/buyers of the details of the transaction and to create a timeline that mandates a specific waiting period between the time buyers review their closing statement and when they actually close. The result is that the process of securing financing for a real estate transaction will be delayed at the outset of the process and again at the end as compared to what we’re accustomed to now. But the hope is consumers enter and conclude the transaction better informed and with enough time and protection to prevent being taking advantage of or coerced into a misrepresented purchase. The operating theory is there will be a better chance the costs and terms of a loan have been properly disclosed at the outset and less of a chance of consumers feeling pressured to execute a transaction whose terms were not what they had expected or had been told at the outset. One change in the process occurs at the outset. TRID requires that once borrowers submit a complete application and this has been forwarded to an investor, they must receive a Loan Estimate within three days. This is the investor or lender’s responsibility to either email or mail to the applicant.

The Good Faith Estimate was used to describe all the costs of the loan and the Truth in Lending was a document enabling a borrower to compare mortgage offers by generating an APR (annual percentage rate). Now all of this information appears on the Loan Estimate. The Loan Estimate shows on the first page in bold print the loan amount, the proposed rate, the monthly principal and interest, as well as the total for the monthly taxes and insurance (escrows). It also describes any features of the loan such as if it balloons (comes due in full at some time in the future short of the amortization period) or if the rate and payment can adjust. The total closing costs are clearly indicated as well as a breakdown of those costs. The Loan Estimate is more understandable than its predecessors and most importantly is compared in detail to the closing statement that is presented to the borrower at the end of the transaction. Once the loan is fully approved and ready to close, the lender/investor is responsible for generating a Closing Statement for the borrower. This replaces the HUD or settlement statement you may be familiar with from prior transactions. After this is delivered to borrowers there is another three-day waiting period prior to closing. Should the numbers change between the Loan Estimate and the Closing Statement outside regulatory guidelines the transaction must be redisclosed and another waiting period begins. There is concern this will unduly delay and frustrate transactions. This is to be balanced with the hope borrowers will become smarter and better-protected consumers.

The definition of a complete application centers on six pieces of information. These are: the borrower’s name, income, Social Security number, property address, estimated value of property and loan amount sought. It is only once this has been done that the application will be set up for review and the appraisal can be ordered.

Little has changed other than the enforced waiting periods, which will likely add 7 to 12 days to the real estate mortgage process while everyone adjusts to the new forms and processes, and then 6 to 8 days once brokers, bankers, lenders and investors have worked out their kinks. The forms have improved, the process will be more cumbersome but by 2016 it will feel like this has always been the way business is conducted and we will all adapt.

The Loan Estimate is a mash-up of two previously used documents — the Good Faith Estimate and Truth in Lending document. Now these two are one and they are better organized and displayed enabling clients to review pertinent information about their loan more easily.

COMMUNITY PROFILE The boundaries of Taos County stretch from the Colorado border on the north to the Cañon del Río Grande on the south. Containing 2,203 square miles, the 7,000-foot high Taos valley is bounded in the east by soaring Sangre de Cristos of the southern Rockies, and in west by the lower Tusas Range. The terrain crosses a half-dozen ecological zones, from high-alpine tundra to sage grasslands; thus, weather is often localized. The Río Grande carves a deep gorge down the center of the valley, which is dotted with old volcanic cones and necks. Tribal members of Picuris Pueblo have lived above the Río Pueblo near Peñasco for centuries. Taos Pueblo is the oldest continuously inhabited settlement in the United States and the northernmost of the 19 Río Grande Pueblos. Pueblo history traces back some 1,000 years – centuries before the first Europeans arrived in the late 1500s. These conquistadors claimed the land for Spain, and soon Spanish and Mexican land grantees settled in the Taos area. Ancestral acequias still divert water from seven watersheds along the Sangre de Cristo front into pastures, fields and orchards. Roughly 50 percent of Taos County’s 1,444,480 acres is federal land, primarily U.S. Forest Service and Bureau of Land Management. About 38 percent of the county is private. Native Americans own 4.3 percent, and state lands make up 6.7 percent. Federal lands accommodate hiking, backpacking, mountain biking, ATV and snowmobiling, hunting and fishing. Golfers tee off at Taos Country Club and Valle Escondido; skiers and snowboarders carve up Taos Ski Valley and Sipapu Ski Area. Government jobs predominate in the local economy and, in the last several decades, tourism has replaced agriculture as a primary economic driver. Real estate and home construction provide revenues and jobs. Visitors come to experience the

tri-cultural atmosphere, the hundred-mile views and adobe stylings – and many return for good. The county is home to a significant number of retirees, many of whom have already purchased second homes. It is also home to several off-the-grid communities west of the Río Grande, including the Earthships of the Greater World Community.

TOWN OF TAOS COMMUNITY PROFILE The 5.4 square miles the of incorporated town of Taos spread out beneath the shadow of Pueblo Peak (12,305), bounded roughly by the Río Lucero on the north and Río Grande de Ranchos on the south. At 7,000 feet in elevation, Taos experiences winter lows in the single digits and summer highs in the low-90s. Taos Puebloans inhabited the sage-piñon-juniper mountain front for several centuries before Spanish explorers arrived around 1600. Soon, Spanish settlers returned, armed with land grant decrees from the king. The central plaza became the hub of activity and the site of conflicts — often bloody — between the Spanish, natives and late-arriving Americans. Long isolated from the outside world, Taos began to grow in the 1960s with an influx of hippies to nearby communes, and continues to this day with young ski bums and rafters, and older retirees. Commercial activity centers on the Plaza area and along north and south ends of Paseo del Pueblo, the main thoroughfare. A popular home for Southwest artists, Taos boasts dozens of galleries, boutiques and craft shops – plus renowned studio tours, and art and crafts festivals. Dozens of restaurants serve up all variety of cuisine; the Northern New Mexico chile-sauce dishes are renowned. Just south of town in Ranchos de Taos sits San Francisco de Asís Catholic Church, reputed to be the mostphotographed church in America. The Catholic influence can be seen in the cemeteries, roadside descansos, and neighborhood churches called capillas and moradas. The locals speak a patois of Castilian Spanish and English. As the county seat,

Taos is home to the county government and district courts. The U.S. Forest Service and Bureau of Land Management have a strong presence in town. On the outskirts of town, pastures, fields and gardens irrigated by ancestral acequias, extend out from the rivers and streams.

Taos Ski Valley sits at the head of the Rio Hondo Canyon, surrounded by Carson National Forest in what is known as the La Cal Basin. The state’s highest peak, Wheeler Peak (13,167), rises to the east, and the ridge off Kachina Peak (12,481) sets the western boundary. The climate is montane and alpine, with winter lows below zero and summer highs in the 70s.

The economy of the area is dominated by Taos Ski Valley, a world-class winter sports mountain that is known for its steep trails and an average of 300 inches of snowfall. The basin first attracted settlement when gold and copper were discovered in the early 1900s. Founder Ernie Blake put up the first ski lift in 1956 and, until 2013, the family owned the resort. In 2013, the family sold the mountain and facilities to former hedge fund manager Louis Bacon, who has begun upgrades and renovations including the new Kachina Peak lift. The base area, at 9,200 feet elevation, includes day and overnight facilities. The mountain has 15 lifts and 110 trails, with a total vertical drop of more than 3,000 feet. Typically, about 250,000 skiers and snowboarders (admitted in 2010) hit the slopes every year. Other winter activities include snowmobiling, snowshoeing, crosscountry and back-country skiing, and tubing. In the summer, the main chairlift takes hikers, mountain bikers and sightseers to mid-mountain. The Village of Taos Ski Valley, incorporated in 1996, encompasses 2.3 square miles in the valley and administers municipal services, such as water, sewer and police.

COMMUNITY PROFILE The town of Red River nestles along the Red River, a mountain tributary to the Río Grande. The settlement sits at 8,750 feet elevation, surrounded by Carson National Forest and the Sangre de Cristo mountains. The climate is montane and alpine, with winter lows below zero and summer highs in the 70s. Thunderstorms often roll through on summer afternoons. Gold miners first settled the area in the mid-1800s. In the summer, lifts run for mountain bikers, hikers and sightseers. For a fee, wintertime enthusiasts can explore the 21 miles of groomed skiing and snowshoeing trails at Enchanted Forest Cross-Country Ski and Snowshoe Area, located three miles east of town. In town, private rental services lease out snowmobiles and ATVs, and trail riding on horses is a popular summer activity. COMMUNITY PROFILE The incorporated area of the Village of Questa encompasses 5.1 square miles around the confluence of the Red River (Río Colorado) and Cabarets Creek – both tributaries of the Río Grande. The area is bounded by the Latir massif of the southern Sangre de Cristo Range to the east – with Vendor Peak (12,734 feet) as the highest – and the Guadalupe Mountains and the Río Grande Gorge to the west. At 7,461 feet elevation, residents of Questa and the surrounding community experience at highdesert climate, with summer highs in the 80s and winter lows in the single digits. Located between the San Luis Valley and Taos, Questa has long been a gateway for travelers heading north or south. The ancient trade route Kiowa Trail ran nearby, connecting tribes to the north with Río Grande Pueblos. Later, French fur traders used the route to reach the trading center in Taos and, in the 17th century, Hispanic land grantees settled in the area. Many land grant heirs still live on their original properties. Agriculture has long been a mainstay of the Questa economy. Irrigation acequias draw water off the rivers and streams, and distribute it to hay, alfalfa and winter wheat fields surrounding the community. Raising sheep once dominated livestock production, but that enterprise has been largely been replaced by cattle ranching. Local forest traditions of wood gathering, piñon nut collection, grazing and hunting still persist.

In 2014, Chevron Mining closed its molybdenum operation and began reclamation of the Red River. In conjunction, Questa leaders have pushed to increase tourism in the scenic village, promoting fishing along the Red River and hiking in the mountains as the main attractions. Questa has opened a hiking trail from the village to the BLM’s Wild Rivers Recreation Area, which sits at the confluence of the Red River and Río Grande, and the downtown area has had a facelift. Passersby often pause in town to eat at a halfdozen restaurants that boast spicy Northern New Mexico cuisine. Another attraction is the historic San Antonio de Padua church that is undergoing massive renovations, funding by local donations and performed by Questeños, after a wall collapsed and church leaders in Santa Fe considered closing it down.

Mountain retreat, a place to get away from it all BY HARVEY BLAUSTEIN

I suppose that at some level since we live at just under 7,000 feet elevation it could be said for any of us that we live in a mountain retreat. That is, so long as we live outside the town limits. And, yet, most of us don’t see ourselves as living a retreat kind of life. But everything is relative. Taos is isolated, and in many ways like a desert island, but much closer to the sky then any landmass I know of surrounded on all sides by water. There are places in and about Taos County where one can feel like one has escaped and retreated, even more so than in our little town. I think of places like Cabresto Lake and the Mountain Valley Acres subdivision just above, and north of Questa. Or Taos Ski Valley, of course, and the foothills east of town. Or take a ride up the canyon to Valle Escondido, another little enclave where one thinks more retreat than manor house and one feels away from the routine of life. For a place to be a retreat, I think it does need to be a location where the spirit feels free, alive and different from the norm. That is more of a mental or emotional thing that can be affected by changing how one dresses or maybe even thinks. I found in my old life as a hardcore divorce and custody litigator that Taos allowed me to relax more so than any other place I had ever been — including isolated islands in the Caribbean. I think that was because it was so different from my regular life. Taos shocked my spirit and awoke something in me that no place else had reached. But I digress. For some a retreat requires it be rustic, maybe a little challenging. No fancy bathroom fixtures or granite counter tops. Maybe heating the place with wood hauled inside. I find something very grounding, very basic, about hauling wood. I have done so since my days in New Jersey when I’d burn just a cord or two a winter. (I note, parenthetically, that after 25 years of hauling tons and tons of firewood for houses in Taos, and New Jersey before that, I needed significant spinal fusion surgery to repair the damage done. But I digress, once again.)

And rustic is a relative term. For those who have money to burn, servants and that kind of luxury, just living without help might be plenty. For others it likely is as close to camping as one can get and still eat and sleep indoors. I have a good friend, Ludmilla, a tough woman who was a prima ballerina in the Bolshoi Ballet in Russia. No walk in the park. She chose a house — with my help — that was so close to the national forest in San Cristobal the eves of her roof hang and trespass onto the forest. Bears come to her door. Coyotes and fox are prevalent and yet she has indoor plumbing and all the comforts of home. It’s just a basic, strong, and not particularly spiffy place. Ludmilla, who comes to town once a week in the warm weather, and once every 10 days in winter, has found her mountain retreat and for most, it might be a tad over the line — literally and figuratively. Louis Bacon, the new owner of the Taos Ski Valley, may change the way we all see mountain retreats in the future. While many loved the way the Blakes ran the operation and kept things local in many ways, mountain retreatish, they also complained our mountain didn’t keep up with the times — like the days when it only allowed skiers and not boarders. Our ski valley, given patience and a lot of money, will become something it has not been. And, hopefully, we will all learn to include in our definition of mountain retreats what is growing in our backyards. Come to think of it, the folks who prefer Aspen, Vail or Telluride and can afford one of those great big mega-houses likely see their homes as mountain retreats as that phrase can be so subjective. Mountain retreats will always have a romance about them, an excitement, a chance to get away — maybe from technology, maybe from ourselves. And since we are blessed to live in some of the great mountains of this country, Taos will always be seen as a place to get away.
