Health Insurance Exchange FREQUENTLY ASKED QUESTIONS By Maria Meadowcroft

T

he Patient Protection and Affordable Care Act, also known as ACA or “Obamacare,” was signed

into law on March 23, 2010. It initiated the most significant changes in the U.S. health care system since Medicare was established in 1965. Since then, our health care system has been slowly changing. One of the key measures of the new health reform law is that it extends coverage to millions of Americans without health insurance and broadens insurance benefits. Most Americans are required to have health insurance starting in 2014 or pay a tax penalty. Over the past six months, Taos Health Systems has had health care guides available to help local residents navigate New Mexico’s health insurance market place. They have successfully met with, created accounts for, and enrolled 100 consumers in the Health Insurance Exchange. They have coached another 50 people over the phone, and completed 414 Medicaid applications since October 2013. As our health care guides have talked to hundreds of people they’ve been asked many questions and have heard many concerns. We’d like to share some of the

most common ones:

What happens if I don’t get insurance? The open enrollment deadline is March 31, 2014. If you are not enrolled in a health insurance plan either through the insurance exchange, Medicaid or your employer, you can file an exemption. There are many ways to qualify for one. Our health care guides can help determine if you qualify and even help you file so you don’t receive a tax penalty. If you have coverage now, but move or become un-employed and don’t have insurance, you can have up to three months within a year before you begin accruing a tax penalty. The penalty will begin at the fourth month, and continue for each month after that you are not covered.
