Taos Whole Health offers integrative care residencies and holistic remedies STAFF
Dr. Lilly-Marie Blecher and Dr. Joanna Hooper started the Taos Whole Health Integrative Care clinic in 2017. They also developed the Taos Whole Community Health nonprofit offering community education, primary care delivery and classes. In 2019 Taos Whole Health became the first naturopathic residency site in New Mexico.
“This is a huge win in our mission to make naturopathic care more accessible in New Mexico and more widely integrated into healthcare in this country,” wrote a NM Association of Naturopathic Physicians Facebook post Oct. 14, 2019.
In addition to being the only site in New Mexico offer-
ing naturopathic residencies, the entire Taos Whole Health operation moved in October 2023 from Gusdorf Road to a larger facility at 1331 Maestas Road, the former midwifery center up the street from Holy Cross Medical Center.
Douglas Peterson, practice administrator since the October relocation to Maestas Road, wants the community to know that, while Taos Whole Health is under new management, things are still looking up.
“We are going from good to great,” Peterson said in January, to allay any patient dismay at administrative changes. “Dr. Hooper and Dr. Lilly are still on staff and serving the community.” Dr. Lilly Marie Blecher, however,
is remote, “in Bangkok, setting up another clinic there,” Peterson noted.
Peterson’s “good to great” reference relates to the integrative health care for which Taos Whole Health is now rather famous (hence Bangkok and a first in naturopathicresidencies).
After healing their own complex diseases, Blecher and Hooper found each other in Taos and later joined forces to offer their expertise through a functional medicine clinic.
Functional medicine addresses the whole person, not just an isolated set of symptoms or a diagnosis. It’s a systems-approach to mind, body, emotions, spirit, environment, and lifestyle influences.
Blecher (pronounced
Blekker) is an ND (naturopathic doctor) and DOM (doctor of Oriental medicine) who worked 13 years at the award-winning public health clinic Outside In, located in Portland, Oregon.
Hooper is an MD, a board certified family medicine doctor in Taos. She received her medical degree from UNM School of Medicine and completed her residency in Oregon; she then worked on UNM’s family medicine faculty and at El Centro Family Health Clinic in Taos before opening the clinic with Blecher in 2017.
They began collaborating and “referring patients to each other like crazy,” Hooper said in a 2017 Taos News interview — something they say is pretty unusual.
“Knowing only what the medical model needs, you really do a person a disservice by forgoing one modality for another,” Hooper continued.
“Unifying is the primary approach for naturopathic medicine so the organism is able to thrive — it’s like the ‘yoga of health care,’ ” Blecher has explained, something that finally helped her through her own healing process over a decade ago.
She’s said she came into a sick body, living since childhood with chronic bronchitis, a severe mold exposure, and bad IBS (irritable bowel syndrome) from antibiot-
ics, steroids, and all sorts of medications. She recalled she had an autoimmune disease that led to canker sores covering the inside of her mouth. A doctor of traditional Chinese medicine doctor gave her a 10-day herbal tea regimen, a naturopathic protocol and homeopathic remedies — and the problems all disappeared.

Taos County’s effort to rebirth the longdormant detox center at 1421 Weimer Road next to Holy Cross Medical Center is definitely — though slowly — moving forward, according to Lawrence Medina, director of Rio Grande Alcohol Treatment Program, Inc. (Rio Grand ATP, Inc.).
“We’ll be running a 10-bed, co-ed detox center with Taos County, near the hospital,” Medina said, adding that “another 10-bed, co-ed center is planned adjacent to the Weimer Road facility.”
Medina said the new building is possible due to the near-$3 million Omnibus Appropriations Agreement for Fiscal Year 2023 secured by U.S. Senators Martin Heinrich and Ben Ray Luján.
The Weimer detox facility, formerly owned by the Town of Taos and operated by Tri-
County Community Services, was closed in 2015. Tri-County Community Services went out of business in 2018.

“Rio Grande ATP, (now located at 105 Paseo del Cañon West) won a competitive bidding process about a year later to reopen the detox center,” according to a Taos News, Jan. 11, 2024 article. The nonprofit planned to manage the then-townowned facility, but politics, building issues and the COVID-19 pandemic in March 2020 put contract negotiations on hold.
The deal that transferred the property from the Town of Taos to Taos County was approved by the New Mexico Department of Finance and Administration, Taos County Manager Brent Jaramillo told Geoffrey Plant for the Taos News January article.
When it reopens, Medina said the detox center will be the only publicly funded substance use disorder treatment facility in the county. But first, the county must select an organization to operate it.
“Best case scenario, we’d have somebody leasing the building in September,” Jaramillo said in January, adding that the lease and an appraisal of the building must also be approved by the Board of Finance Division of the Department of Finance and Administration.
For nearly 40 years, nonprofit Rio Grande ATP, Inc. has been the first recovery stop for Norteños
struggling with alcohol and substance addiction. Some Taoseños, however, may still not have heard of Rio Grande ATP.
“That’s because we work diligently to serve and protect individuals who suffer from substance use disorder,” Medina said about Rio Grande ATP. Intensive Outpatient Program staff at Rio Grande ATP have served Taoseños since 2007 and do their work under the radar for the security, safety and privacy of the program’s unassuming offices on Paseo del Cañon West. “We have counselors and therapists providing individual and group therapy, and we want to let the community know that it’s OK to ask for help.”

When Rio Grande ATP started in 1978, alcohol was the dominant substance clients misused. Heroin and associated opioid prescription drugs are now the most common addictive substances in New Mexico and the U.S. Other common drugs include crystal meth and cocaine, but all are typically accompanied
by alcohol addiction.
Rio Grande ATP counselors stay up to date on the latest trends in addiction therapy. Once discouraged, emergency “harm-reduction” drugs like Suboxone or Naltrexone are now more accepted in the addiction therapy field.

I hope this letter finds you well and in good health as we step into 2024. As we embrace the opportunities ahead, I am writing to share our aspirations and goals at Holy Cross Medical Center, focusing on our commitment to the well-being of the Taos community and all those who are served by Holy Cross.
As we reflect on our achievements in 2023, we acknowledge the challenges that the healthcare landscape continues to present. In light of this, I would like to outline some of our goals for 2024, emphasizing key areas that are crucial to the success and sustainability of health care in our region.
ADVOCACY FOR RURAL HEALTHCARE DELIVERY SAFETY NET
Our dedication to the health and vitality of Taos remains unwavering. In the face of ongoing challenges, particularly the decline in reimbursement rates, Holy Cross Medical Center is committed to being a staunch advocate for the health of rural New Mexico. We
will continue to actively engage with both state and federal authorities to secure long-term and sustainable funding. This financial support is vital to sustaining the high standard of care that our community deserves, especially when the cost of providing that care often exceeds the reimbursement rates. Rest assured, we are determined to navigate these challenges to ensure that the health of our community remains our top priority.

We understand that community involvement is paramount in shaping our future. Over the past year, we have worked diligently to develop a comprehensive strategic plan that aligns with the evolving needs of Taos. Through surveys, group forums and direct engagement with community leaders, we have crafted a robust plan that seeks to enhance our services to better meet the unique health needs of Taos. By working collaboratively with the community, we aim to fortify our role as a reliable healthcare partner, ensuring that our services are not only accessible but also tailored
to the distinctive needs of Taos and its residents.
In addressing the healthcare landscape in Taos, it becomes evident that an expansion of primary care options is imperative. Along with the recent addition of Taos Clinic for Children and Youth to the Holy Cross family in 2022, we are looking to continue to expand our Primary Care services in 2024.
SAFE PATIENT CARE NAVIGATION SYSTEM (ELECTRONIC HEALTH RECORD)
We are in the process of evaluating and selecting a top-tier electronic health record system that will guide, drive and streamline patient care decisions and scheduling community-wide. This system will enhance communication between local providers and Holy Cross practitioners, while also helping to ensure the safety of patients. From our clinics and emergency department to hospital and ancillary services, this real-time reporting and scheduling platform will facilitate seamless patient care transitions, fostering a continuum of care that works better for our patients.

Same GRT rate for decades, not an increase
Taos County is all for supporting our health and well-being. Last November, voters approved to continue the 0.05 (one-half) percent Gross Receipts Tax (GRT) to support our local hospital and the UNM-Taos Nursing Program.
NOT A TAX INCREASE, BUT CRUCIAL RURAL REVENUE
Gross Receipts Tax is collected on most goods and services in the state of New Mexico, except food from grocery stores, which is not taxed in New Mexico. GRT is already paid on most purchases and the money collected is used to fund many different state, county and town projects.
GRT was originally approved by Taos County voters in 1993 to aid construction of the current Holy Cross Medical Center on Weimer Road. When the funding expired for health care, it was reallocated for Taos County schools. That GRT funding expired for schools in December 2022. The funding was recognized to be crucial to rural health care and education by Sen. Bobby Gonzales and Rep. Kristina Ortez, who both championed Senate Bill 205, which reinstated the tax. The bill was signed into law by Gov. Michelle
Lujan-Grisham in April 2023 and was approved by Taos County voters in November.

“We didn’t want to let it expire in 2022,” Sen. Gonzales said by phone in December 2023. “We are the only ones in the state to have this GRT. Other’s have tried it but failed,” Gonzales added, referring to nine rural New Mexico hospitals at risk of closure; he said some16 rural hospitals have had to cut services.
“We have to thank our voters,” Gonzales stressed, adding, “This is a must for supporting our local hospital. You never know when you’re going to need it — given all our sports areas, Taos Ski Valley, etc.”
HEALTHCARE AND THE UNMTAOS NURSING PROGRAM
The GRT is the same rate that has been in place for decades, not an increase. Revenue collected from the GRT comes from both residents and Taos visitors. The 2023 approved GRT allows Taos County to redirect the funds to support Holy Cross Hospital and UNM-Taos Nursing Program.
Some 75 percent of an estimated $2-3 million goes to Holy Cross. It helps with capital improvements and equipment upgrades and ensures critical healthcare services remain available to the community.
The nation’s ongoing shortage of nurses and doctors means medical professionals are in high demand. So to recruit and retain medical staff, rural hospitals need to offer pay that is competitive with urban hospitals.

as yet another answer to the medical staffing shortages nationwide.
On top of rural health care challenges, Holy Cross Hospital receives substantially less county tax support than hospitals in Union, Rio Arriba, and Colfax counties.

to get this, that’s great, working together,” Gonzales added. “I always say that a community that works together on an initiative and supports each other, they’re the ones that always win. We have to be very thankful for all these people who worked so hard to get it done.”

shelter running out, a team of Taos agencies jumped in to help the homeless. NEST is a collaboration between First Presbyterian Church, Taos Men’s Shelter, DreamTree Project, Heart of Taos, Youth Heartline, Community Against Violence, and St. James Church. The founding parties remain focused on ensuring accessibility for anyone in need.
“All the agencies are really trying to work together,” says DreamTree Executive Director Catherine Hummel. “The goal is for it to be low-barrier for everybody. Which means people come as they are. Everybody needs a place to sleep. We’re not requiring people to pass a sobriety test to be in the door, you just have to be able to be a peaceful guest.”

encing a crisis, adding that ”this project transforms the way our community assists people facing homelessness by unifying agency responses, establishing a one-stop community resource center.”
Future plans include a meeting room fit with a separate entrance, available for community groups and nonprofits. Over the summer NEST was able to sign a 25year lease with Taos County, which owns the building.
“We do plan to have computers available for people to come in and use, and also Wi-Fi,” Hummel affirmed, so people will be able to use
the address as a mailing address. This is significant because if someone is experiencing a crisis and needs to replace an ID or birth certificate, they need to have a place to mail it to.
Even as NEST is still coming together, Hummel says they take care of people in need right now. “The DreamTree Street Outreach team goes out to find people who
