Landlords have become aggressive and are willing to negotiate somewhat with prospective tenants, said Angela Varga, a broker at KW Commercial Real Estate and the leasing agent for Plaza del Rio, a seven-story office building overlooking Riverwalk. “Riverwalk is going to definitely give us more visibility,” she said. “It’s going to be right in our backyard.” Varga attributes downtown’s high office vacancy rate to the ravages of the economy, which has caused large stable companies occupying 30,000 square feet to downsize in an effort to save money. “We’re also not seeing the number of new companies come in while large ones are downsizing,” she said. The landlord at Plaza del Rio, where her office is located, already is planning to take advantage of Riverwalk’s anticipated impacts and walk-in traffic. Ground floor renovations will create about 1,100 square feet of interior space for a restaurant or bistro and another 800 square feet outside in covered seating, Varga said. Residential property values benefit Nearly a block east of Plaza del Rio, some condominium units at River Dance in the Promenade at Riverwalk complex are selling for a song. Patten Sales & Marketing, a division of National Land Partners in Massachusetts, bought 51 River Dance condo units in July. The company bought the units for $7.35 million out of foreclosure with $4.4 million in financing from First Federal Bank of Florida. The company, which specializes in assisting banks, equity investors and other owners of distressed property, now is selling River Dance units that originally cost $391,000 for $179,900. Michael S. Patten, chief executive officer of Patten Sales, did not respond to requests for an interview about the condos and Riverwalk. Tom Seguin, an owner of Suncoast Gem Laboratory in Bradenton and president of River Dance’s homeowners group, said the project’s impact “is going to be huge.” He and his wife were among the first to buy condos at the 115-unit River Dance. The couple believes the value of the condominium and other downtown property will increase after Riverwalk is up and running. “I believe it will put Bradenton on the map,” Seguin said.

Maritime education program under way at Blake High School By Mark Holan STAFF WRITER

TAMPA — The next generation of port executives and other high-skilled maritime workers might launch their careers from Howard W. Blake High School. Eighteen ninth-graders have entered the school’s new Maritime and Marine Science Career Academy, which is drawing students from similarly focused classes at Stuart and Rampello magnet middle schools. Hillsborough County Public Schools began offering marine-related classes to seventhand eighth-graders two years ago. Blake’s first maritime students won’t graduate until spring 2015, but one longtime advocate of the effort is happy to see the freshman class. “Our industry is graying. We have not as an industry invested in training, and we are paying the price for it,” said Dave Sessums, vice president of estimating at International Ship Repair & Marine Services. The industry veteran chairs the Education Committee at The Propeller Club – Port of Tampa, which is backing the effort. “There are careers of all sorts at the port, but people are not aware it,” Sessums said. Maritime positions range from seagoing jobs such as captains, engineers and stewards to shoreside positions including marine architects, ship agents and chandlers, charting departments and admiralty lawyers. Most of those jobs will require the students to attend a post-secondary school,

such as the U.S. Merchant Marine Academy and similar maritime schools. But the Blake training alone should open

the door to some lower-paying entry-level jobs, Sessums said. Arizona-based Helios Education Foundation, which has a Tampa office, helped start the maritime program and similar career-development education with a twoyear, $500,000 grant, said Jake Prokop, who directs the project for the school district. “It is a very holistic approach. We don’t just teach one aspect of the maritime Prokop industry,” Prokop said. “There is logistics, economics, ship engineering and maritime history.” The program also incorporates a basic marine safety certification through the U.S. Coast Guard. Ongoing effort Efforts to develop career-related internships for seniors are still being developed, but in the meantime students will have opportunities for field trips, now called “ca-

reer exploration visits,” to port businesses. The Tampa port community is willing to provide guest speakers for the classroom sessions, Sessums said. This isn’t the maritime industry’s only job-related effort. The Propeller Club also is working to strengthen marine-related programs such as welding, machinery, electrical and even culinary arts at Aparicio-Levy Adult Technical Center and import/export business training at Hillsborough Community College. “It’s not a silver bullet for the economic slowdown,” Sessums said. “But as things come back we can not take advantage of those opportunities if we don’t have the right workforce.” Other key partners in the effort at Blake include OSG Ship Management Inc. and the Marine Engineers’ Beneficial Association, a nationwide maritime officers union. The Port of Tampa does not have direct involvement with the program but does offer tours of the working waterfront to school groups. Sessums would like to see the maritime education program expanded to include schools in Pinellas and Manatee counties, which also have working ports. Site tour shows healthy progress at Florida Hospital Wesley Chapel BY ALEXIS MUELLNER EDITOR

I live near the site of Florida Hospital Wesley Chapel, and it has been fun to watch its evolution from the Bruce B. Downs thoroughfare. I decided I wanted to ask for a closer look. The $150.7 million, 288bed project is on budget and Muellner just ahead of schedule, said Brian Adams, chief executive officer of the hospital, as we explore the active site employing roughly 200 a day right now. It’s slated to open in fall 2012, the building activity in this corridor a bright spot in a sluggish commercial real estate sector. Walking the site, Adams is clearly focused on design and the system’s healing mission. It’s an incredible experience to have the opportunity to build a new hospital from scratch in these times — when approaches to care delivery are Adams evolving. Support grows for letting businesses ‘crowdfund’ By KENT HOOVER Washington Bureau Chief

Washington — Bipartisan support is building for allowing small businesses to use Internet platforms to raise capital from large numbers of individual investors through “crowdfunding.” This concept already is being used to raise contributions for films, books and other ideas that don’t offer a return on

investment, other than a T-shirt or some other perk. More than 500,000 projects have been funded through crowdfunding websites such as IndieGoGo and Kickstarter, according to Sherwood Neiss, an entrepreneur in Miami Beach, who co-founded FlavorRx, a company that makes medicines taste better. Current Securities and Exchange Commission rules, however, make it difficult

for businesses to raise money through crowdfunding. Neiss and other small business advocates want the SEC to provide a crowdfunding exemption to its registration requirements. They’ve won support from President Obama, who endorsed crowdfunding in his jobs plan as a way to help entrepreneurs. Rep. Patrick McHenry, R-N.C., introduced legislation this month that would

Kerrigan said she was “pleasantly surprised” that Obama included crowdfunding in his jobs plan and hopes the president will continue pushing it. “I think small business owners need new sources of capital,” Kerrigan said, noting that credit is still tight. “Legalizing crowdfunding would be a great breakthrough for the entrepreneurial sector.” At a Sept. 15 hearing on McHenry’s bill, an SEC official acknowledged crowdfunding’s potential. “This source of capital and the ease with which an individual can communicate with and access investors electronically presents an opportunity for smaller companies in need of funds,” said Meredith Cross, director of the SEC’s division of corporate finance. But, she added, “an exemption from registration and the investor protections provided thereby also would present an enticing opportunity for the unscrupulous to engage in fraudulent activities that could undermine investor confidence.” “Crowdfunding investors may have limited investment experience, limited information upon which to make investment decisions, and almost no ability to negotiate for protections,” Cross said. Neiss said this concern could be addressed by requiring background checks on businesses that try to raise money through crowdfunding platforms. Investors should have to verify that they understand there is no guarantee of return on their investments and, in fact, they could lose their entire investment, he said. nity won a victory in the House of Representatives in its war against the WASHINGTON National Labor Relations Board and opened another front against the agency in the courts.

The House voted 238-186 Sept. 15 to bar the NLRB from ordering an employer to relocate jobs or shut down a facility, even if the employer has violated labor laws. The mostly party-line vote came in response to the NLRB’s complaint against Boeing Co. over its decision to open a second production line for the 787 Dreamliner airplane at a non-union plant in South Carolina. The NLRB accused Boeing of moving this work to South Carolina, a rightto-work state, in retaliation for past strikes

by unionized workers in Washington state. The agency is seeking a court order forcing Boeing to maintain the production line in Washington. Republicans and many business groups contend the NLRB has no right to interfere with a company’s decision on where to locate facilities. The NLRB’s action against Boeing, they argued, is discouraging businesses from opening facilities out of fear of being second-guessed by the agency.

Democrats contended the House bill would gut the NLRB’s ability to enforce the nation’s labor laws. The bill isn’t likely to pass the Senate. Meanwhile, three business groups filed lawsuits against the NLRB over its new rule requiring businesses to post notices about employees’ rights to form a union. Lawsuits filed by the National Association of Manufacturers, the National Federation of Independent Business and U.S. Chamber of Commerce contend the NLRB exceeded its authority in issuing this regulation. The new rule, which is scheduled to go into effect Nov. 14, also violates the First Amendment because it forces employers “to use their own resources to post the NLRB’s pro-union message on the company’s own property,” said Robin Conrad, executive vice president of the National Chamber Litigation Center. “It is clear that the NLRB has strayed from its role as an impartial arbiter to instead become just an extension of labor unions,” said NFIB President and CEO Dan Danner. “This new atmosphere has created a chilling effect on businesses of all sizes.” Labor, IRS zero in on misclassification The Department of Labor and the Internal Revenue Service signed an agreement to better coordinate efforts to stop businesses from misclassifying employees as independent contractors. The agreement will enable the Department of Labor to share information and coordinate enforcement of labor laws with the IRS as well as 11 states that signed, or plan to sign, similar memorandums of understanding. Misclassifying employees as independent contractors denies workers rights to which they are entitled and hurts lawabiding businesses, according to the Labor Department. “We are taking important steps toward making sure that the American dream is still available for all employees and responsible employers alike,” said Secretary of Labor Hilda Solis. Retail group aims to ‘unleash’ industry’s ‘advocacy potential’ The National Retail Federation plans to increase its lobbying and grassroots mobilization efforts. The new campaign kicked off with PricewaterhouseCoopers study saying that retailers, including restaurants and bars, employed 28 million people in 2009 — making retailers the largest privatesector employer in the United States. Another 13.5 million jobs are indirectly tied to retail. “With direct daily contact with U.S. consumers in every congressional district around the country, retailers have an untapped advocacy potential larger than any industry in the nation,” said NRF President and CEO Matthew Shay. “We want to unleash that potential state by state.” The NRF’s top policy priorities are corporate tax reform, free trade agreements, making it easier for foreigners to obtain visas to visit the United States and shop, and legislation allowing states to collect sales taxes from large Internet and mailorder retailers. Tampa Bay companies driving intelligent transportation By Mark Holan STAFF WRITER

It’s called ITS, or intelligent transportation systems. The Intelligent Transportation Society of America says ITS is one of the nation’s fast growing industries, currently valued at $48 billion and outpacing other sectors in job creation and revenue through at least 2015. A recent report noted that technology solutions are critical to maximize existing highway capacity as federal, state and local governments slash their budgets for roads and other capital projects. Highways can cost up to $55 million per mile, depending on the geography and right of way issues. “We can’t build our way out of all our transportation needs,” said Phil Winters, transportation demand manager at the Center for Urban Transportation Research at the University of South Florida. CUTR’s 45 researchers “are working on a lot of travel-related technology,” Winters said, and some of their ideas are being developed commercially by the private sector here in Tampa Bay. For example, Winters worked on the prototype of the Travel Assistance Mobility App. TAD combines information from the global positioning system, or GPS, on a smart phone and route data from public transit agencies. By vibrating or speaking, the phone alerts people who are blind or have other cognitive disabilities when to signal their bus stop. Dajuta, a year-old Tampa company, is commercializing the system. Pilot programs are being rolled out this fall with Hillsborough Area Regional Transit and transit systems in Dallas, Milwaukee, Wisc., Edmonton, Canada, and a few other cities, said Phillip Cuffey, Dajuta’s business development manager. “The kind of service we are bringing to people will improve the quality of their lives and allow them to be more independent and productive,” Cuffey said. Cuffey If the pilot program is successful, he estimates that interest from other transit companies will allow the fourperson company to double or triple in size within a year. 511 improvements Winters and CUTR are also working on ways to improve 511, the traffic and weather hotline. tor what is happening on highways and feeder roads. The Tampa office of engineering and construction giant HNTB is overseeing three ITS projects for the Florida Department of Transportation. The firm manages the traffic operation center at FDOT’s District 7 headquarters near the USF. The system is called Tampa Bay SunGuide. Depending on the time of day, a crew of two to four people monitor video feeds from dozens of cameras and other electronic detectors on area roads, primarily the interstates. The staff flashes messages to electronic signs along the roadways and dispatches emergency crews and equipment to accidents or other problems causing traffic jams. About a dozen people earning from $14 to $20 an hour are currently employed at the center. These workers are computer savvy, have good communication skills and

the ability to multi-task under pressure. “It is highly likely that as District 7 expands ITS, which is only about halfway completed, they will reassess and add extra operators,” said Steve Bahler, HNTB’s ITS manager in Tampa. HNTB also is developing an arterial traffic management system for Pinellas County. The company is installing fiber optic cable, cameras and smart traffic signals along Alternative U.S. 19 between Clearwater and St. Petersburg. Such systems can reduce traffic delays by 10 to 20 percent, Bahler said. And HNTB is working on temporary and permanent ITS designs for new construction on the Veterans Expressway interchange, which is part of the larger project of adding capacity to Interstate 275. Construction should begin by 2013. Innovations continue Bahler emphasized that fiber optic cable

systems are especially critical in Florida because of hurricanes and lightening, which can knock out wireless transmitters. “It’s amazing what’s happening,” Bahler said. “The next thing is cars will begin to communicate with the road.” Vehicle ITS systems will relay information about breaking, traction control and even the speed setting for windshield wipers. All the information will create a more complete picture of what’s happening on the road. Federal highway officials are close to setting national standards for the technology so that vehicles can convey the same information from state to state, Bahler said. “But the next big thing in Tampa is going to be the Republican National Convention,” Bahler said. “It will have a major impact on traffic in downtown Tampa.” More traffic cameras, not red light cameras, and traffic signal priority systems are being installed to speed buses filled with delegates and other visitors, he said. Highway Safety Devices, a 20-year-old Tampa company, installs traffic signals, street lighting, guardrails, passive signs and the dynamic message signs that are part of intelligent transportation systems. About 40 percent of the company’s 150 employees are devoted to ITS, said Gordon Johnson, president and co-owner. With Gov. Scott signaling he wants to move ahead with new construction on Interstate 275 in Hillsborough, the company could add 20 to 25 employees over the next year, depending on what share of the work it gets. “The industry is going to be adding that labor,” Johnson said. “There is going to be work in construction and ITS. The public is going to see a lot of that activity.” ITS development began about 15 years ago, but the pace of growth has accelerated more recently, Johnson said. While FDOT and other government transportation agencies are building the ITS foundation, “the larger implications remain in the private sector,” especially companies developing GPS technology for smart phones. “We are still toddlers,” Johnson said. “We are not infants any more, but we are not walking adults, either.” markholan@bizjournals.com | 813.342.2468

The firm’s IT staff will, however, enable employees’ personal technology to be used for work. As many as half of the employees use personal “smart gadgets” for work, said Robert Isherwood, chief technology officer, who is based in Atlanta. “We are device agnostic,” Isherwood said. “If you come to me with ‘XYZ,’ we will hook it up. The firm’s email and groupware are based on software as a service, or SaaS, allowing the company-issued laptops to function as a “home away from home.” “In the past couple of years, it’s become a normal way of working,” Isherwood said. “It’s a lot more flexible for us.”

Convenience and low costs The “consumerization” of IT refers to the use of consumer electronics to access company programs or information. Advantages of consumerization of IT are convenience, accessibility and low costs. The approach involves checking employee-owned devices that attach to a corporate network, updating passwords frequently, encrypting information and having a plan to manage loss of data in the event a device is lost or an employee leaves a company, among other measures.

To the cloud Following the assessment in 2010, Bulnes transitioned from one server to a “cloud,” meaning Big Sur stored his applications offsite, and completely changed how he ran his business. Now, employees at the front desk area work from portals, dialing into the server to access software and applications. Bulnes can log in to his server with his iPhone and take care administrative duties. “Let’s say I’m out at Starbucks,” Bulnes said. “I can login to my server with my iPhone, and I can book appointments.” Bulnes would like his employees to begin to use iPads or tablets in the dental rooms. During the economic crunch of recent years companies moved applications into the cloud, said Sam Sandusky, president and CEO of Big Sur. The result is that end users do not have to manage a PC as much. All they need is a Sandusky

The company also issues laptops that people can take home. Dunn&Co. promotes the idea of social extension and connecting with consumers on behalf of clients’ brands. Dunn allows people to use their own smartphone for business if they are so inclined. “It’s not realistic to think people would carry two,” he said. Before mobile devices became prominent, people were more likely to frown on personal communication in the workplace. “Culture has changed,” Dunn said. “People’s smartphones are an extension of the way they live.”

Move your sales team toward the 2011 end zone It’s the time of year where grown men paint their faces, women wear clothes not in their color pallet and people face bad weather to support their favorite NFL team. Here are a few best practices and traditions that are worth incorporating. • When was the last time your sales team had a tailgate party? This is where friends join together to eat, drink and be merry. Hitting the sales quota is important, and hitting the fun quota is equally important. Sales teams that play together, win together. And you’d be amazed at what it does for retention and recruitment. A successful sales organization has a ritual of sending the senior management team to

branch offices to cook breakfast for the staff once a quarter. It’s not a tailgate party, but it’s great fun for the sales team to see the boss flipping eggs and cooking sausage. • What is your sales team workout plan? Good athletes practice more than they play. They’re willing to do the work of practice in order to do the fun part of their job: playing the game. Similarly, sales teams that are willing to do the “workout” of consistent business development get to reap the rewards of

appointments and closed business. They know the more they work out, the more they get to play and win business. • How about your sales playbook? Does your sales organization have a defined process for acquiring and retaining clients? Or are you still letting every sales athlete run their own playbook from high school and college? NFL coaches have a playbook because they know it’s impossible to coach and manage 20 different sets of playbooks. Is your sales team working off your playbook or their own? • Who’s on your bench? It’s great to have star athletes; however, they can get injured. If your star sales person leaves, do you have a replacement ready to step in, or are you going to miss several plays — giving your competitor an opportunity to call on your best customers? Top sales organizations always are recruiting top talent to keep their bench full. • Where and who are your fans? Are they fair-weather fans or all-weather ones? Fair-weather fans show up only when the sun in shining and things are going well. All-weather fans support you during sales slumps and lost deals. Successful sales teams surround themselves with fans that show support daily. • Do you have a water boy? This is the person taking care of everyone and everything behind the scenes. Their talent and support often is invisible and very important. When’s the last time you told your water boy just how much you appreciate the silent care and attention? • Who’s the quarterback of your team? A good quarterback never seems to get riled, even when a 300-pound linebacker is looking to have him for lunch. He moves left, right and then throws a pass for touchdown. Sales managers, can your team rely on you to be calm and cool under stress? Or are you the person that’s yelling, “The sky is falling, the sky is falling”? Remember, your team members watch your actions much more than they listen to your words. • How about the terrific assistant coaches? These are the specialists that fine-tune offense, defense and special teams. They’re the backbone of most football organizations. Veteran salespeople are your assistant coaches. They’ve been on the playing field and can help the newcomer get ramped up quicker, and avoid a few sacks and fumbles along the way. Get your tenured salespeople involved in mentoring and coaching. It will make a difference in ramp-up time and results. • What is your post-game strategy? The last pass has been thrown and the final score is announced. The football team either celebrates or reflects. The fans go crazy or go home. With either ending, top football teams take the time to review the game. They want to know what they did right so they can repeat it and what they did wrong so they can correct it. Does your sales team do a post-game debrief after appointments and presentations? Or does it go right into the next game without any reflection and correction? It’s time to play ball. There’s still time on the clock to win the game. Lindell Capital Closes $1.5m Condo Loan TAMPA, Florida

LINDELL CAPITAL, LLC, the newly formed lending arm of LINDELL INVESTMENTS, headed by long time business leader, Carl Lindell, has closed another $1.5 million dollar 1st mortgage loan on an area condo project formerly in foreclosure. Dennis Slater, Executive Vice President and CFO for Lindell, said that this is the second loan in addition to a $1.8 million dollar loan to the same borrower on a bulk condo purchase. “The borrower was introduced to us by a local business broker and we quickly became very comfortable with the acquisition price and the business model, obtaining 90% rental occupancy within the first 90 days.” “The first deal went exactly according to their plan so it made a lot of sense to partner with them on their next acquisition,” Lindell said. “We feel real good about the relationship.” “The majority of our loans have been real property and development related, but we have also advanced over $2.1 million against accounts receivable and inventory for a couple of rapidly expanding local enterprises,” Lindell added. Slater confirmed the continued rise in new loan package applications. “Many local business brokers are coming to us with solid acquisition and business models that most banks just won’t consider. We perform a business analysis and make immediate decisions. The capital is readily available and the transactions can be closed within a short time.” Lindell added, “If the request makes good business sense, we consider the loan.”

out” to get to his current position. “We were too early to market,” he told the packed house at the chamber’s monthly meeting over Cuban fare at the Columbia Restaurant, referring to earlier firms. “It’s exciting to see the culmination of my life’s work and vision come to fruition,” Roberts wrote in a March newsletter issued by Savtira, as a B2B cloud e-commerce provider. Making connections Using cloud technology, which allows data to be stored offsite and accessed through the Internet, Savtira plans to use e-commerce to sell everything from downloadable entertainment programs to consumer electronics through branded online stores that are custom-tailored. Since starting operations last fall, the company has made lots of local connections. Foley & Lardner LLP in Tampa signed on as corporate law firm and to handle intellectual property and patent protection, and Pender Newkirk & Co. in Tampa was retained as auditor. Aria Capital Advisors LLC in St. Petersburg agreed to help find funding partners, and Richert Funding LLC in Windermere is providing working capital. Louis Rossi, CEO of Tampa-based Qoncert, is on the Savtira board as is Chris Deering, former CEO of PlayStation Europe. Savtira has 76 employees now at the office it leases in Ybor City from Innovaro Inc. (NYSE Amex: INV), but Roberts told the chamber the company will employ 250 over the next year and could be much larg-

Potential rule changes Companies that raise money in a private placement exempt from registration with the SEC are required to file a Form D. This discloses barebones information about the offering, the company and its principals, and use of proceeds. Currently, there are no disqualification rules for Form D filings under “506,” a 29-year-old rule that allows up to 35 non-accredited investors to participate in an offering. This is the most common rule used for claiming an exemption. The Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010 changes that in a way that former Sen. Christopher Dodd, DConn., said would, “reduce the danger of fraud in private placements.” The SEC’s proposed rule would prohibit, for up to 10 years, issuers and their officers and directors from participating in exempt securities offerings if they have been convicted of or are subject to court or administrative sanctions for securities fraud and other violations of specific laws. The SEC sought public comment on whether the rules should provide different treatment for persons who entered into negotiated settlements. That period ended in July. The SEC is expected to adopt a final rule by the end of this year.

ROBERTS’ SEC SETTLEMENT Tim Roberts is in the third year of a five-year ban that keeps him from serving as an officer or director of a public company or taking part in a penny stock offering. The U.S. Securities and Exchange Commission imposed the ban and a $30,000 civil fine after Roberts agreed to settle a case in which he was accused of taking part in a “junk fax” scheme to promote the stock of Infinium Labs, a Sarasota firm. He did not admit or deny the allegations in the negotiated 2008 settlement. Infinium relocated to Seattle in 2005 and changed its name to Phantom Entertainment Inc. in 2006. In one of its final public reports, the company said it had incurred aggregate losses from inception in December 2002 to Dec. 31, 2005, of $66.6 million.

— Margie Manning er, potentially “Florida’s largest employer.” In an application for a tax refund under Florida’s Qualified Target Industries program, an unidentified company that Hillsborough County Commission Chairman Al Higginbotham confirmed was Savtira said it would create 265 jobs with an average wage of $81,488, or 200 percent of the private sector average wage in the Tampa metro area. The company also said it would generate up to $80 million in capital investment. The company could get up to $530,000 in tax refunds from Hillsborough County if the new jobs are located in an unincorporated part of the county. If the new jobs are in a municipality in the county, Hillsborough and the municipality would each provide $265,000 in refunds. The QTI program calls for the state to provide 80 percent of the total refund; in this case, that would be an additional $2.12 million, spread over four years. The application was approved at the July 13 Hillsborough County commission meeting, followed by approval by the Tampa City Council the next day. “I feel it’s a wise investment of taxpayers’ dollars as long as we can see a return, and I believe we will see a return,” Higginbotham said. Tampa Mayor Bob Buckhorn said the incentive is contingent on the company actually creating jobs. “We’re not giving anyone money based on a whim and a prayer,” Buckhorn said. “The burden is on them to produce.” Due diligence Hillsborough County follows a due diligence process similar to that of Enterprise Florida in looking at QTI applicants, Higginbotham said. Buckhorn said the city follows Enterprise Florida’s lead. A spokesman for Enterprise Florida declined to comment on Savtira specifically, but the public-private partnership serving as the state’s primary economic development organization did describe how it reviews applicants. The staff begins with a Google search of the company and its key management personnel, said Marty Wilson, vice president of competitive programs and policies. If the information is consistent with the application, that may be the end of the process, although the search could lead to additional questions for the company, she said. Enterprise Florida staff also pulls a Dunn & Bradstreet credit report on the applicant. Any outstanding lawsuits are investigated to see if there is a correlation between the litigation and the pending project. “We would look into that to see if there’s anything that causes us heartburn,” Wilson said.

Publicly traded firms are likely to be scrutinized through Morningstar analyst reports or a review of SEC filings, she said. For individuals associated with firms applying for QTI, “we have found in most cases [a Google search] is pretty reliable,” Wilson said. Roberts’ SEC settlement was the first item displayed during several Google searches of his name by the Business Journal. Higginbotham told the Business Journal he was unaware of Roberts’ SEC settlement and business history. “It was never brought to my attention in the briefings and updates I received,” he said. “I assume on the part of staff it was appropriately vetted and they didn’t find it would impede a successful venture in Tampa.” Buckhorn said knew about Roberts’ prior experience, but the city has to react to the QTI application. “We are aware that serial entrepreneurs don’t always succeed,” Buckhorn said. “If you look at startups, the vast majority of them fail. But unless jobs are created, there’s no incentives.” Neither Buckhorn nor Higginbotham said they were concerned that the Tampa Bay area was so eager to be in the technology forefront or to get high-paying jobs that due diligence or vetting might by overlooked in the incentives process. “We have to understand that in the tech space, that sector, the risk of failure is high,” Buckhorn said. “Look at Silicon Valley, it’s littered with startups that didn’t make it, and that’s OK … That’s not the risk we assume, that’s the risk the venture capitalists assume, the early stage investors assume.” Track record Savtira said in an Aug. 31 filing with the SEC that it has raised $1.6 million from 24 investors. The company plans to raise a total of $50 million, the filing said. While the filing did not disclose the names of the investors, one of them is Sir Michael Marshall, chairman of Marshall of Cambridge (Holdings) Ltd., the largest engineering company in Cambridge, United Kingdom. “I invested because I was impressed with Tim and his team and the technology of Savtira. I was also motivated to help with what seemed like a promising start up by a guy with a great track record,” Marshall said in an email to the Business Journal. He did not respond to a second email request from the Business Journal, asking about his due diligence before making the investment.
