The changes focus on some of our most-tenured staff, which has more than 40 years combined experience with our company. Why does this matter to you? Here what’s changed: Pam Huff has been promoted to managing editor, the No. 2 role in the newsroom. hese are the dishes that can’t be removed from a menu. The food you order for people when you take them to new places and the food that is usually reordered again and again. These are the Best Dishes in the Biz, as voted on by TBBJ readers. In its inaugural year, this section has some names you may recognize and some you may not, but each dish has a story of its own. This year’s overall winner, The Kenz Salad from Three Birds Tavern in St. Petersburg, was crowned the champ this year. In true TBBJ fashion, I sat down with owner Robin King to talk about what made this dish special and how it came to be.

Kenz Salad, $11 Notes: Three Birds’ roasts the beets in-house and the hummus is made inhouse. The veggies must be kept very cold and be fresh. “Our customers will let us know if they aren’t,” King said. “But I like that.”

t’s a dish that wasn’t always on the menu. But this tavern in St. Petersburg, also known for its cold beer, Truffle Cheese Fries and burgers (I was once told it was the best burger in town), established a cult following for this healthy salad, which officially landed on the menu in 2013. The Kenz Salad, created by Owner Robin King’s daughter, Mackenzie, was an unintentional success that can never be changed or removed from the menu. “People would be upset,” King said, sitting at a large wooden table in the main dining area at Three Birds. “The people attracted to this dish are particular.” King’s daughter, a sports psychologist, ran with a crowd of health-conscious eaters — yoga enthusiasts and the like. While she worked at the Tavern, she developed a salad she loved, adding this, removing that, and would tell her friends to order “her” salad. Her

nickname was “Kenz.” People started coming in after working out, or finding their Zen at yoga, and would ask for the Kenz Salad. “Our business is based on regulars,” King said. Three Birds Tavern, open since 2009, operates in a 145-year-old house on Fourth Street North in St. Petersburg. Before King bought the property, it was Limey’s Pub, a popular spot to watch boxing matches and other sporting events. King saw a different use for the space. With a seating capacity of 220, including a wraparound porch and two outdoor patios, the restaurant frequently hosts birthday parties, funeral wakes and graduation ceremonies. “There was something about the older building that felt like home.” King said. “People come and stay.”

re you a fan of oysters? Maybe. Are you a fan of garlic, butter and Parmesan cheese? Bet now I have your attention. This is a dish that converts those who have written off oysters. They’re that good. “They’ve brought, to the forefront, people eating oysters in Tampa,” said Eric Lackey, executive chef of Ulele. “They come for it.” Using all Gulf Coast oysters from mostly Louisiana, occasionally Alabama, the dish has been on the menu since Ulele opened in 2014 and hasn’t changed since. The item was a vision of owner Richard Gonzmart, who wanted from the start to have an oyster bar and grill. “I was able to put his vision on the plate,” Lackey said. “We couldn’t take it off the menu.” With about 57 chefs, including prep chefs, line chefs and supervisors, the restaurant remains lean where it can. “We don’t over purchase and we don’t overuse,” Lackey said.

t’s a recipe from grandma — with a twist. The Drunk Grilled Cheese at The Mermaid Tavern is the best sandwich in the Tampa Bay area, according to readers. “It’s hard to beat the combination of sharp cheddar and blackberry,” said co-owner Lux DeVoid. “It’s one of the things we’ve had since day one.” The recipe comes from DeVoid’s grandmother, with the added flavors of the port wine derby and the caramelized onions. The Mermaid Tavern opened in 2011, and followed with the kitchen opening in 2012. The restaurant prides itself on using local ingredients and offering vegan and vegetarian offerings. So eat that Drunk Grilled Cheese knowing it’s a “sort-of-healthy” indulgence.

hen Executive Chef Carlos Entero brought this dish to the staff to try, they had no idea it was going to be a sellout, but it was. The first day the Lodge ran the NYC Pretzel French Toast as a special, it ran out before brunch was over. “It’s probably one of the most requested items,” said David Pullman, one of the partners of Ciccio Restaurant Group. “It’s very original.” Some of the popularity can be attributed to customers sharing pictures of the dish on social media sites like Instagram, Pullman said. It’s been on the menu for a little over two years, but it’s probably not going anywhere. “I don’t think it would be a wise decision (to take it off the menu),” Pullman said.

he story of the King Midas, Bern’s Dessert Room’s classic carrot cake with a scoop of secret recipe macadamia nut ice cream, is a study in how Bern Laxer operated and why his hard work built one of the country’s top restaurants. “It’s an example of how Bern worked,” said Executive Pastry Chef Kim Yelvington. “He didn’t want his food to be like anybody else’s.” The macadamia nut ice cream took more than 100 recipes to perfect. Laxer would test a recipe, take notes, make suggestions that sometimes amounted to changes of only a gram or two of an ingredient, and start the process again. He kept a fridge in his office and would take out tastes of dishes like the macadamia nut ice cream when the mood struck him so that he could compare various recipes whenever he liked, said Yelvington, who started working for Bern Laxer in the late 1980s when she was in school and has worked at Bern’s most of the years since. He had a chemist on staff to help him experiment with recipes at the time, she said. The restaurant has only ever bought its macadamia nuts from Hawaii. Yelvington gets regular requests to sell the ice cream by the gallon for people to take home, but Bern’s doesn’t let it out of the building. The carrot cake, likewise, is a decadent example of Laxer’s work philosophy and ethic. “It’s unlike anything anyone else has ever made,” Yelvington said. Laxer did not want his work to be replicable, even though Yelvington said attempts were made – here in Tampa in the 1990s – to duplicate the King Midas on menus at other restaurants. They never got it right. Even the name King Midas is a dessert title only a former advertising executive could dream up. “You know, carrot cake, karats, gold, King Midas,” she said. “It’s perfect.” - Written by Chris Wilkerson

uring the nomination process, one name came up more than any other. With five locations in Tampa Bay, Frenchy’s had six dishes in the running for Best Dish in the Biz, more than any other brand in the Bay. “We touch a lot of bases,” said Michael “Frenchy” Preston, owner of Frenchy’s. “We specialize in local seafood that people relate with.” The brand attracts loyal regulars and one-time tourists alike. The food is what people think of when they think Florida, Preston said. Even though there are the classics that are staples on the Frenchy’s menus — grouper, smoked fish spread and She Crab Soup, for example — the restaurant is always trying new things as specials, and sometimes those make it onto the menu in a permanent fashion, Preston said. One example is the Stuffed Avocado, another finalist for Best Dish. “We’re always experimenting and looking for the next home run,” Preston said. “The customers are the ultimate feedback.” What does Frenchy himself order when he visits? The Grouper Sandwich, but still with so many options, even he has a hard time choosing. “I’m like a kid in a candy store,” he said.

or a true taste of the islands, look no further than a small strip mall in Gulfport. Here you will find what was dubbed the best entrée dish in the Tampa Bay area, the Jamaican Jerk Chicken from Island Flavors and Tings. Helena Josephs, who is the only cook and has been since the restaurant opened in 1997, said if she doesn’t make the food herself, the customers will call and tell her they notice. “I have had some of the same customers for over 10 years,” Josephs said. “I know most of them by name.” Josephs is originally from Jamaica and said she needed the dish on the menu because it’s synonymous with the island nation. “The jerk chicken is Jamaica,” she said. She is currently working on updating the space, adding an authentic Jamaican juice bar with staples like sour sop and Irish moss mixes, which are used for medicinal purposes, and expanding her “Island Market” which carries ingredients that are imported and delivered from Miami. Some can’t be found anywhere else in the Tampa Bay area, mango chutney for example. The day of my visit, she was running the restaurant herself and broke from our interview to serve a steady stream of customers. She greeted them by name and knew what they’re planning to have. “I use the food to do my advertising,” Josephs said.

The planned purchase dramatically increases Bank of the Ozarks’ market share, from No. 54 in Florida to No. 32, said Michael Rose, an analyst at Raymond James & Associates.

The deal was announced at the same time Centennial Bank, the banking subsidiary of Home BancShares Inc. (Nasdaq: HOMB) in Conway, Arkansas, was putting its signs up on newly acquired Bay Cities Bank. The transactions speak broadly to trends in the banking industry. Being in Florida makes it easier to sell a banking company, Marinac said. “Home Bancshares is very open with investors about being interested in selling to another financial institution at some future time (not necessarily anytime soon), but in order to create a firstclass organization, it recognizes that a real footprint in many areas of Florida is necessary. This is why Tampa was such an important market with their Bay Cities deal a few months ago,” he wrote in an email. “The same could be said for Bank of the Ozarks, although we perceive that the Ozarks team desires to be a significantly larger financial organization over the next five years (i.e., staying independent, not a seller) but Florida is still a critical part of their evolving footprint across a multi-state area.”

At first blush, Wesley Burdette’s development plans in Seminole Heights sound nothing short of aggressive. He’s under contact to buy .87-acre site at the corner of North Florida and East Wilder avenues, where he’ll build about 50 apartments and some retail space. In December, the first residents will move into the Warehouse Lofts, a 54-unit apartment building that Burdette is behind. He’s also under construction on a four-unit townhouse development at North Florida and West Giddens avenues. While Seminole Heights is seeing an influx of residents and restaurants, it’s still an unproven — and therefore, risky — market for commercial development projects. Pioneering projects, however, have great potential for financial reward, if developers can pull off them. Burdette says he’s enthused by the progress of the Warehouse Lofts —25 percent preleased. Why economic development officials are missing the point BY JACK GELLER, Contributing Writer

I

n some ways the headlines speak for themselves: “As Tampa Bay gears to woo corporate headquarters it loses TECO to Canada Buyer” (9/5/15); “Mixed feelings about the TECO deal and local HQ loss ” (9/11/15); Do Headquarters matter?” (9/15/15); or “Hillsborough faces hurdles luring big companies” (9/16/15). They all represent a collective concern centered on the presence or absence of a sufficient number of corporate headJack Geller quarters. But why? Of course how well you believe you are doing is always a function of your expectations, and maybe the expectation to recruit a large corporate headquarters in short order was a bit too high. It is true that on occasion large Fortune 500 companies do move their headquarters. For example, in 2010 global security contractor and defense industry giant Northrop Grumman Corp. (NYSE: NOC) announced they would be moving their headquarters from California to the Washington, D.C. suburbs of northern Virginia. In a statement, Northrop CEO Wes Bush noted, “As a global security company with a large customer base in the Washington, D.C., region, this move will enable us to better serve our nation and customers.” And in 2013 agri-business giant Archer-Daniels-Midland (NYSE: ADM) announced that it planned to move its headquarters from Decatur, Illinois to Chicago to better access to its global customer base. But in general while these types of announcements make headlines, the relocation of the corporate headquarters of a very large company is historically rare for a variety of reasons. First among them is the understanding that many of today’s large corporations began their journey as small enterprises that experienced fabulous success and growth. As these companies grew to become corporate behemoths, they simultaneously became rooted in their home locations. A prime example of this is Fortune 500 leader Wal-Mart Stores Inc. (NYSE: WMT). Founded in northwest Arkansas by the Walton family, could anyone real-

ly imagine their headquarters moving? Simply stated, don’t hold your breath waiting for these companies to move their headquarters. With a curiosity about this question, last spring University of Tampa MBA student Dmitrii Osipovskii and I examined the histories of Fortune 200 companies to better understand where they were founded; if they ever moved their headquarters; and if so, why? So what did we learn? Similar to communities themselves, most large corporations are located wherever they are located for a reason. It may be access to certain natural resources, transportation routes, labor pools. So we were not surprised to learn that among the Fortune 200, only 21 percent had ever relocated their corporate headquarters since their founding. Among those companies that had moved their headquarters, by far the No. 1 reason for such a relocation was due to a corporate merger or acquisition (e.g., Exxon Mobil; Berkshire Hathaway; Bank of America; and of course, now TECO). In fact, a whopping 72 percent of all corporate HQ relocations were due to merger and acquisition activity. Among the other HQ relocations, the second most common reason was due to a desire to better strategically position the corporation. This includes factors such as better access to a core customer base, industry cluster or better access to other businesses in their supply chain. Only on the rarest of occasions could we find factors such as more favorable tax rates or large relocation incentives playing a pivotal role in the relocation of the corporate headquarters of a large corporation. So am I suggesting that the effort to recruit more corporate headquarters to the region should be abandoned? Absolutely not. Rather, what I am suggesting is that focusing on the recruitment of corporate headquarters as a primary economic development strategy is missing the point of economic development. The real value of economic development is in helping your own local midsized companies grow to become large companies; and your large companies to become Fortune 500 giants. — Jack M. W

e read with interest Jack M. Geller’s article, “Why Tampa Bay economic development officials are ‘missing the point.’” The real point is that our economic development strategy is very much aligned with what Dr. Geller suggests: helping local businesses get the assistance they need to plant deeper roots and grow here. Corporate headquarter recruiting is not our “primary strategy.” It is an important strategy, and a highly visible one, to be sure. The corporate headquarter recruiting initiative is a very integrated extension of the core activities of the Tampa Hillsborough EDC, which center on developing and sustaining a thriving local economy through the attraction, retention, and expansion of high-wage jobs and capital investment. We accomplish this two ways: by recruiting new companies to Hillsborough County and by helping to retain and expand existing

local businesses. The corporate headquarter recruiting initiative has received a lot of positive attention locally, regionally and nationally. It has elevated our community’s profile across the country and already generated some significant results, including winning Johnson & Johnson’s North American shared services headquarters, which will bring more than 500 jobs paying an average of $75,000 per year to our community; the global headquarters of Inspirata, which is creating life sciences research jobs paying average annual salaries of $86,000; and Ashley Furniture Industries’ U.S. e-commerce headquarters,

which will employ over 100 and revitalize an important swath of Ybor City. Dr. Geller suggests that by pursuing corporate headquarters, we are not “helping [our] local mid-sized companies grow to become large companies; and [our] large companies to become Fortune 500 giants.” The facts tell a different story. Between fiscal years 2013 and 2015, the Tampa Hillsborough EDC completed 19 recruiting projects that brought over 3,800 new jobs and more than $330 million in capital investment to Hillsborough County. During that same period, we assisted 62 local businesses to add over 8,000 new jobs and invest more than $520 million in our community. These numbers clearly show that most of our efforts were devoted to helping local companies – including homegrown entrepreneurial ones such as Accusoft, BlueGrace Logistics, Xcelience, Fitlife Foods and Tampa Steel — to create more jobs and expand here. To support the growth of local firms, we collaborate with our partners at Hillsborough County, the cities

of Tampa, Plant City and Temple Terrace, Enterprise Florida, the Department of Economic Opportunity and CareerSource Tampa Bay to customize services that match their needs. These include everything from facilitating the incentives process, assisting with tax exemptions, workforce screening and training services, to real estate and relocation assistance, express permitting and more.
