We must never let the memory of great men stay buried. Today marks 34 years since the tragic and sudden demise of our Party’s first Leader, Country’s first Chief Minister and only named National Hero, the Late Hon James Alexander George Smith McCartney. His name continues to ring in the hearts and minds of many. Today we reflect with a deeply abiding love and profound respect for our former Leader and for his vision for a better Turks and Caicos. We believe that this vision should remain an unshifting one for us all and we are determined to see a Turks and Caicos with justice, freedom and equality for all. As we reflect today on his death, we celebrate his life and call to our remembrance the service and what has now become the legacy of a Great Man. Too often rejected and misunderstood, he was guided by selfless desires and a sincere passion that no one could seem to turn off. He listened to all, encouraged participation by all, even those rejected by society and sidelined because of their youth. He used education and information as his greatest weapons and never manipulation or divisiveness. He did not seek to have a monopoly on solutions. A keen, decisive and strong Leader faced with many challenges, he discussed the issues for others’ input and contribution. When our Leader spoke he made great attempts to ensure that everyone understood that

I am certain he felt discouraged, betrayed sometimes by those he trusted and weakened by the battle but he never lost sight of the bigger picture. There remain some who seek to soil his name and legacy whilst there remain others who seek to exploit him whilst not grasping the genuineness, sincerity and purity of his actions: actions to better a country and not for selfgain. We seek to honor our Leader’s memory by continuing to be the voice of the voiceless resisting the path of creating spurts of emotive outburst but educating and

sharing information in an effort to inspire knowing that the flame once lit with facts and information can and will burn by itself. I encourage us all to remain consistent and constant in our stance, well informed on the issues and doing everything in our power to resist the path of creating detrimental and destructive divisiveness among the very ones who need to be called into unity for the good of our country. Our fight today remains real and against some of the same persons that our former leader fought but now regrettably too often against. In our Leader’s spirit, we call on us to search within ourselves, and see if our actions are building or destroying each other. Our Party holds true to the fact and our former Leader’s vision that each one has a part to play and no one is any more important than the other. We believe that we can in fact change our tomorrow by acting decisively and consistently today. As we reflect on his death 34 years ago today, we mourn as we did then for a Great Man who to me was too often misunderstood and misused but remain greatly missed. We strive each day to find and continue on a path to offer hope to a broken and battered people. We remain grateful for the life and legacy of this Giant of a man and to his family for their support. Turks and Caicos Islands became a better place because of him and this ought to be the legacy of us all, to leave Turks and Caicos Islands and this world a better place than we met it. May his memory continue to live on in truth, for our edification and inspiration and may his soul continue to rest in peace.

Haiti’s Sunrise Airlines barred from flying to TCI Sunrise Airlines – a Haitian carrier that flies between Haitian and the Turks and Caicos Islands has been barred from operating in the TCI after the International Civil Aviation Organisation (ICAO) ruled that the French-speaking country’s aviation standard is not up to scratch. The downgrading of the Haitian Civil Aviation Authority has to do with the destruction of a great deal of its infrastructure following the devastation caused from the January 12, 2010 earthquake in Haiti, which killed more than 200,000 people and left over 1.5 million people homeless. Philippe Bayard, operator of Sunrise Airways, and who The SUN caught up with on Friday (May 9, 2014) emphasized that the barring of the airline from flying to the TCI has nothing to do with its own standard but that of his country’s Civil Aviation Authority. “We stopped operating on the route Providenciales to Cap-Haitien since the May 1st. This is a decision taken by the [TCI] CAA (Civil Aviation Authority). It is good to emphasize the fact that this is only dealing with the issues that has nothing to do with the quality of the service that we provide or the safety’ or security standard that we have. As a matter of fact, we have been inspected by the civil aviation here and I trust we had good cooperation and we thank them for their support, especially Captain (Arthur) Bassett, we thank

him for his cooperation,” Bayard said. He added that his company is working with the Haitian authorities to get the aviation authority up par so that its ratings could be restored. “We are giving all our efforts to resume operations. It is difficult to say a specific date, but I can say that we are working hard to start operating very shortly. We still have a number of flights from CapHaitien to Port-au-Prince and three times a day to the Dominican Republic. “Our main objective is to connect to the Caribbean, and as you can recall, we only started operating a little bit more than a year ago, and the next destination probably will be Jamaica. We started off the decision to fly here since the beginning of 2013, and we started operating in August,” he said. Bayard said that the public here has expressed sympathy towards the unfortunate situation with Sunrise Airways, which he said has spurred him to work towards resuming service between Haiti and the Turks and Caicos Islands as quickly as possible. “We have received a lot of sympathy from the people here, and I think they appreciate the quality of service. We also welcome the possibility of competing with another carrier, which we respect very much. This is the main

means to evaluate our service and the quality of service that we provide to our customers as much as possible. We are dedicated to improve the service from here to Cap-Haitien. “Our quality of standard is very high; we are dedicated to the highest standard in aviation, and we welcome the authority to inspect our premises any time and the procedure that we follow to the maintenance of our

aircraft,” Bayard said. For his part, Tom Swann, Head of the Turks and Caicos Islands Civil Aviation Authority, told The SUN that the local aviation authority did not know that when they were issuing the operating certification to Sunrise that they were being downgraded by the ICAO. The International Civil Aviation Organisation carries out audits of all aviation authorities of the contracting states, to satisfy themselves that the authorities are complying with the international oversight. And Haiti did not score a very satisfactory mark. “Following the earthquake they lost of lot of their facilities and so forth, hence when they carried out the audit they were not up to par, so they were not given a satisfactory rating. We granted Sunrise the approvals at the time when we were not aware of their authority status,” he said. In the meantime, Swann said that the local CAA is happy with Sunrise’s operational standard. “We are still satisfied with Sunrise. It [termination of license to fly to TCI] has nothing to do with the airline. It just has to do with the status of the authority,” He said. He said that currently the only way Sunrise will still be able to operate between Haiti and the Turks and Caicos Islands is if it changes its allegiance to another country that has the approval of the ICAO.

Clinical audit of hospitals to start this month by Hayden Boyce

The long-overdue and much-anticipated clinical audit into the two government hospitals will start later this month, says CEO of InterHealth Canada TCI, Jill Magri. The clinical audit was to have been carried out in 2012, but was postponed at the request of the then interim government. Since then, there have been strident calls from members of the public and officials from the Opposition People’s Democratic Movement (PDM) for the audit to be carried out. However, Magri said the audit is actually part of a normal process. “It is nothing new,” she said in an email response to questions from The SUN. “It is part of the process laid down in the Project Agreement where the basis under which clinical services are paid for in future years moves to “capitation” and the risk of cost overruns passes from TCIG to InterHealth Canada. It is only until it hits home, [that they] then [say], ‘it is my child’,” Spencer said. He also warned that if responsible people in society refuse to serve as mentor for the misguided youth, then the gaps would be filled by criminal elements. “We have many children that are walking this bad path because they

Approximately $10,000 to fix broken Government AC units

It will cost the administration at least $10,000 worth of tax-payers money to fix the number of air conditioning units that are currently down in government buildings across the country, according to Public Works Coordinator Garvin Thomas. However, Thomas said that a lack of funds has been hampering his department’s progress to fix the problem in a wholesale manner. Thomas made the revelation after The SUN contacted him in relation to the broken air conditioning unit at the Supreme Court Building on Providenciales, of which sections are currently being used for the Appellate Court. “Right now we get estimates amounting to approximately $10,000. That’s the estimate we had until yesterday (Wednesday, May 7), because you know, a unit can go down at any time. We service them and stuff, but sometimes things fail. But at this time everything hinges on the budget, if the budget is not passed there is only certain things we can do,” he said. For the past week, it has been like a furnace in the Court of Appeal in Providenciales, Turks and Caicos Islands. The SUN was in the Court of Appeal on Monday and it was so hot that the

Court of Appeal judges, Their Lordships Edward Zacca, QC, Elliott Mottley, QC, and Ian Forte, QC, had to sit without their wigs. Queen’s Counsel Ariel Misick also could not wear his wig. All of them were seen constantly mopping their brows and heads because the heat was so unbearable. The SUN understands that technicians were first called in to fix the problem on the morning of Monday, May 5th. Apparently a diagnosis was done and recommendations made, but the government department responsible for ensuring that the problem is corrected has been extremely slow in responding. “This whole situation is extremely embarrassing, uncomfortable, disrespectful and slack,” said a source familiar with the situation. “It is not fair for judges, lawyers, police officers or anyone for that matter, to have to operate under these conditions. The heat is something else. Government does not take the courts seriously. There are plenty problems around the courts that need to be fixed but nobody is checking. They’re only checking for SIPT because when Helen Garlick and her people come to court everything is straight for them.” At its last sitting, the Court of Appeal judges also complained about the impact which the lack of transcripts continued to have on their ability to hear appeals

and the overall administration of justice. The unavailability of transcripts stems from the fact that there is only one court reporter who is based in Grand Turk. Judges in Providenciales have to write their notes by hand or have the proceedings tape-recorded and then transcribed. Apparently, sometimes the tape recorders don’t work. But when contacted, Thomas noted that the occupants of the Supreme Court building were not alone, because a number of other government workers have been experiencing similar problems across the country. “Lots of ACs that are down, and so we have to prioritize which ones we are going to fix with the amount of money that they give us to spend until the budget is passed, that’s our problem. (Air conditioning systems are down at government buildings) through-out the islands, even in Grand Turk, same way. We have schools and other places that government owns that the ACs units are down. Even the fire station (on Providenciales), the AC is down there as well. But you know the budget is not passed and we have restrictions on funds,” he said. He said that while government rents buildings from private owners, it is responsible for maintenance of the air conditioning units.

He said that the financial constraints in the department have forced it to operate on a priority basis, adding that Public Works has a provision in the upcoming budget to fix broken air conditioning units. “Now that the ACs are down, we have to decide who we are going to choose to fix with the little money that we have before the budget is passed. In the budget that is to be passed, we have funds in there for AC units. But the budget is not passed, so all they will do is give us some money to spend until the budget is passed, and it is not that much money,” he said. We are going to fix the court; I am just waiting on the okay from my boss, Xavier Malcolm (Director of the Public Works Department).

Police officers to stand crash vehicles’ repair costs

Since the new police vehicles received by the Royal Turks and Caicos Islands Police Force only carry third party insurance, officers who damage them are expected to dip into their pockets to fix them. This is thanks to the reactivation of the policy governing the use of police vehicles. Superintendent Philip Don Wilson, Director of Driving Education for the Royal Bahamas Police Force, who was contracted to train local police officers to drive the vehicles, made the revelation in an interview with the media on Monday, May 6. “The police vehicles both in the Bahamas and in Turks and Caicos are insured third party, which means then that if the driver of the police vehicle gets in an accident, and at the end of the investigation it is proven that he or she is at fault, it is expected that the policeman makes the necessary compensation as it relates to repairing the police vehicle,” says the superintendent. “Police officers on a whole have a tremendous task within their 24-hour tour of duty. We are consciously aware that taxpayers spend lots of money as it relates to police vehicles. The officers here now are fully aware of what is expected of them in light of their new fleet of police vehicles. These vehicles cost over $50,000. The constable behind the wheel of the vehicle must be conscientiously aware of that, and that they must also be mindful that members of the public are watching them,” he added. vehicles that arrived on the island some weeks ago. We have conducted a series of training for our officers in Grand Turk and Providenciales. Most of our officers are already certified officers; they have done the defensive driving during their initial training. But as we know, drivers’ training is continuous. The training is designed to teach our officers how to drive safely and to reduce the risk of collision,” she said. Durham said that the level of between duty inspections of the vehicles would be similar to that of rental car companies, which conduct inspections before a client takes out the vehicle and after the vehicle is returned. “It is similar to the way the rental companies do. Before you take over you do a general physical inspection of the vehicle inside and outside, check what needs to be checked. There is a form that we use to tick-off aspects to ensure that the details of the vehicles are collected when it is returned and before driving out. “I want to emphasize that the Commissioner of Police and the Senior Ranks of the Royal Turks and Caicos Islands Police Force, we are very serious about the care of these vehicles, because we are cognizant of the fact that a considerable amount of money has been spent by taxpayers. The longevity of the fleet is depending on what is taken from the training,” she said. In the meantime, Wilson said that officers responded well to the course and is hoping that their enthusiasm would reflect in their driving.

Local hospitals get multilingual interpretation telephone system by Vivian Tyson The frustrating medical provider/ patient language barrier at the Cockburn Town Medical Centre in Grand Turk and the Cheshire Hall Medical Centre in Providenciales has received tremendous ease, thanks to the implementation of a multilingual language interpretation system installed and operated by an experienced American company. Language Line Solutions, which was solicited by the Interhealth Canada to set up the multilingual system at the hospital, is a company which was founded 33 years ago by a police officer and specializes in interpretation over the phone. Bruce Linkletter, who is a US Country Manager for Language Lines Solutions, explained that the entity has the capability to provide the interpreter within seconds with over 200 languages, over the telephone, saying that it does approximately 22 million calls and interpretations each year. The hospitals decided to sign up to use the system last week after a test-run period. He said that the entity works with a number of organizations including hospitals, insurance companies, and police departments. Explaining how the system works, Linkletter says: “If they are dealing with individuals who have limited English-speaking skills and requires assistance to get an interpretation, what happens is that the client dials into a 1-800 number and requests any of the

We have a very sophisticated centre with over 6,000 professionally trained interpreters, and they (client) select the language they want and we provide the interpretation for that language.” He said that based on the number of nationalities, mainly persons from Hispaniola, there is a great need for French Creole and Spanish interpretations. “There is a need in the Turks and Caicos. The specific need was initially Spanish and Haitian Creole, where

there is a number of situations where Haitians come to the hospital and do not speak English. So to communicate with them it has been a challenge for the hospital to try to find an internal resource, who can speak the language and try to do the interpretation. “However, the advantage now is that they would dial the 1-800 number, provide the code that the hospital was given, and we will get them a professionally-trained interpreter over the telephone in Haitian Creole, Spanish and any of the 200 languages that is required,” Linkletter said. He said, too, that the lines work in emergency cases. “Someone [client], would come into the emergency room, they would try to communicate that they have a problem or have a child that is sick, and try to relate that problem to the medical staff. “The medical staff may not have anyone who speaks that language, so they have the capability to determine that they are looking for a Spanish interpreter, at which time they would dial the 1-800 number, enter the code that the hospital has been provided, and we would have a Spanish interpreter on the phone within about 20 to 30 seconds,” he said. “Across America, we work with approximately 90 percent of the police department or the EMS department; we deliver babies over the telephone, and assist the paramedics, and in many cases, we are called in from remote locations where we do not have the individual in a face to face situation,” Linkletter added.

“The interpreters we are providing to the hospital are actually medically qualified, and so they are familiar with medical terminology, which reduces the amount of time required by the doctors and the nurses, to interface with the interpreter, whilst providing a more accurate interpretation of what the patients need.” He said having the system at the hospitals could assist doctors in making the right diagnosis and administer the right drug. “It is a great relief for the patients too, because the patient comes in, he or she has a problem or with a child that has a problem, it is important that the right diagnosis is given, and in fact, one of the reasons why hospitals and medical people like to use the hospital interpreters is that it really cuts the amount of time required and the amount of tests required in ensuring what the situation is. So you can have someone who comes in the hospital, clutching their chest, speaks no English at all, and then the hospital is almost forced to provide a number of tests that can expensive, perhaps bypassing in the queue someone that need more help. But it appears that this individual, here he or she may be having a heart attack. “In reality, if they could communicate the situation, the doctor of the nurse would be able to determine that this was a lesser emergency and can treat them differently, saving time, money as well as the length of hospital stay,” Linkletter pointed out.

Jeffrey Ridgeway, the Canadian police officer, who was featured in a fracas with at least one other member of the Royal Turks and Caicos Islands Police Force and was reportedly beaten almost unconscious, has resigned the organization and left the country. However, The SUN has learned that before departing for Canada, Ridgeway, who provided security services for Premier Hon. Dr. Rufus Ewing, His Excellency Governor Peter Beckingham and Education Minister Hon. Akierra Missick, made a number of disparaging remarks about the Force and its members, some of which the men and women of the organization described as racist comments. However, a police source said he expected Rigdeway to speak in such a term since it became clear for some time that he did not hold certain members of the Force to any creditable esteem. “We knew from some time that he did not like certain members of the Force by the way he spoke and responded to them. Tourist drowning rate concerns medics The Cheshire Hall Medical Centre in Providenciales has expressed concern over the number of drowning by sea water-inhalation cases presented on a regular basis. Medical Director of Laboratories Dr. Larry Godfrey, said majority of the cases are tourists who believe that they do not need any official assistance when they go snorkeling or scuba diving. “Statistically, over the last three years we have had difficulty with an average of about every month and a half to two months. We would have a case occasionally; we would have a couple of cases close together. We have recently seen that occurring. It is a concern whenever we have individuals in and around the water. We are a small island country, we are surrounded by water. We have a lot of problems with people coming down here and not being aware how strenuous it is to snorkel,” says Dr. Godfrey. The medical director explained that some of the tourists do not understand that they have to exert more energy to swim in the sea other than a lake or a pool, since there is more wave action with the ocean. He said that on most occasions, it is the casual tourist, with no formal snorkeling or scuba diving training that gets into trouble. “They inhale a little water and get into trouble, and sometimes we lose them. And probably that is one of the biggest misconceptions that folks have coming down here for vacation. Yes, you have quite a few people coming down here who are in good physical condition; individuals who are experienced scuba divers and snorkelers. Most of those individuals do fine,” says Dr. Godfrey. “It is the casual tourist who come down here and say, ‘I can play 18 holes of golf, so why can’t I jump into the ocean and snorkel without getting into problems?’. They don’t understand that the exertion pattern of swimming with the currents, the wave action, the fact

that you have to constantly move your limps to stay afloat, that is at least five times more intense than golf,” he said. “So they get into the water , get winded and get into trouble. Some of those people are not used to being around the sea water. They are used to being around fresh water. Fresh water and salt water are a little different. If you inhale a little fresh water you start coughing and you spit it out, there wouldn’t be a problem with it. “If you inhale salt water, because of the different concentration of salt, in some individuals it can set off a condition called pulmonary edema, and you start literally filling up the lungs with fluid from the body, and that can kill you. You have to be brought in the emergency room immediately. That situation

So people thought, ‘so it can’t drowning, it has got to be something else’. Well, it is with salt water, it can trigger this pulmonary edema”. He said that some of the individuals who drowned while on vacation suffer from heart problems, and with the extra exertion while swimming, took a toll on their heart, triggering an attack. “ We have had a list of individuals who come down here with heart problems, being treated for a heart condition, and again, they get into the water and did not realize that their exertion is going to be greater when they have a heart problem, that would lead to them inhaling the water and drowning,” he said. His advice to people with heart problems who are planning to snorkel or scuba dive while on vacation is: “First, know yourself. Know what you are capable of doing, and be very much aware that maybe what you are doing back home in Iowa or back home in Pennsylvania for exercise may not be of the same level as here. Discuss what your intended plans are on your vacation with your family physician. “Say, ‘you know, I would like to do some snorkeling or take one of the resort courses and learn how to scuba dive, which is a laudable thing to want to do. Am I physically in shape to do that?’ If you are in one of those categories, not sure of your capability; you’ve had some health problems, don’t try it on your own. Get with one of our excellent dive companies here. They have excellent programmes with instructors, and let them coach you through it, don’t try it on your own.”

On Clement Howell High School rumoured split The PDM intends not to make it a habit to respond to rumors about certain activities of the Government but we found that on the previous three occasions, there was in fact truth to the stories reaching us and we saw come to light following our public statements, the Government’s plan to introduce a payroll tax, its assault on businesses through its ill - conceived increases and despite the denial, the Minister of Education’s plan to dismantle the National Stadium. Today we are aware and are becoming increasing aware of advanced detailed plans of the Government to split the Clement Howell High School in Providenciales in response to the overcrowding. Once again, the PDM wishes to go on record as supporting the need for the split and in fact believe that it is a move that ought to have taken priority since year one of this Government. Therefore, it is even more urgent now and we believe that the issues that exist now can be better managed with manageable numbers. Out of a need to remind persons of our position, I further remind us that the PDM believes that the split must be along logical and productive lines. We believe that the creation of a Junior High School by splitting the

first and second Formers (which has 7 Forms each and 367 students) from the upper School, third to fifth Formers is the most logical and practical way. For obvious reasons, this makes the most sense as the numbers will be impacted greatly with students in the lower forms removed and also because of the common Teacher Staff at these two levels and also due to students’ maturity levels. The PDM understand that the Minister of Education may be seeking now to give effect to what we consider an illogical decision, that is to separate students by where they live and specifically, may have created a Policy that persons who live in a particular area will be allowed to attend a “Metal Structure” School to be erected in her constituency. What troubles the PDM is that we are informed that the numbers are under 100 by registration and will therefore leave a massive 900 still at the present site. The areas chosen are not densely populated and the approach will split first and second Formers from first and second Formers and each level will be at both locations (CHHS and the new location). This will then have the impact of requiring the same teachers to teach

at both locations – another unnecessary inconvenience and management issue. We maintain that the position of the PDM is a more logical option and we trust that the Minister will not only deny these rumors but will abandon

Main Duties:

• Responsible for supporting the enterprise in all areas of electrical engineering and design. • Responsible to supervise and lead the T & D design and engineering; substation development, project management, commissioning, and maintenance; and North & Middle Caicos Operations. • Responsible for developing and maintaining T&D system computer based technical modeling • Responsible for planning, scheduling and implementing of resources for T&D projects. • Responsible to work with the Manager of Line Construction for the timely and cost-effective completion of line work to achieve a safe, reliable and sufficient supply of electricity for customers. • Responsible for overseeing the distribution standard and substation committee. • Responsible for determining the need for new equipment, tools, and materials. • Responsible to assist in annual budget preparation and ensure that spending is justified and within budget • Responsible for troubleshooting the electrical system for power restoration and improved reliability.

Brielle Swann makes clean sweep at TCI Top Model

Hailing from the nation’s capital, Grand Turk, 21-year-old Brielle Swann made a clean sweep at Cycle 5 of the TCI Top Model Contest & Fashion Extravaganza last Friday. Brielle strutted past six other contestants to not only win the top spot, but she took all five event prizes with her: Industry Readiness, Best Body, Model’s Portfolio, Best Runway Walk and Fashion Forward. She also won the Mainstream Media Darling Award which was won in a preevent competition. This is the first time in TCI Top Model history that one contestant has won all of the main prizes. “This moment is a dream come true,” said the 5’9” North Backsalina born beauty. “Modeling has always been a passion of mine and now I am on the road to realize my potential”. The newly titled TCI Top Model who enjoys church fellowship activities, swimming, fashion modeling, music and the arts, along with hanging out with family and friends added that: “Winning the contest is indeed a boost to my confidence and to the morale of girls in Grand Turk who would like to compete but are too reserved to do so. I hope that they would follow in my footsteps, sign up, participate, study and prepare. The sky is the limit!” While Swann took the lead, Je’Cannya Garland and Nathanelle Louis were awarded the first runner-up and second runner-up titles, respectively. Held at The Williams Auditorium in Providenciales, the contestants took to the catwalk for four fashion segments: Fleurs (Impact Appeal), Dangerous (Rock That Look), Pristine Swim (Best Body) and The Glamorzons from Cockburn Town (Fashion Forward). The various looks were trendy, edgy and creative. Prominent attorney Region closer to adopting and prosecutor fisheries murdered in Trinidad policy

PORT OF SPAIN, Trinidad – Gunmen shot and killed prominent senior counsel attorney and former independent legislator Dana Seetahal early last Sunday morning, police have confirmed. “It’s shocking. Crime is a concern especially violent crime. It’s a shocking incident, one you least expect. “I had a conversation with her at around 12:45 p.m. on Saturday and everything was fine. We need to work as a country together,” Acting Police Commissioner Stephen Williams told one newspaper. Seetahal, a former lecturer at the Hugh Wooding Law School in Trinidad & Tobago, had been shot and killed after a vehicle was used to block her Volkswagen Sports Utility Vehicle (SUV) in Wooodbrook, just on the outskirts of the capital. Seetahal was one of the prosecutors involved in a high profile murder trial in which 12 men are accused of killing a prominent businesswoman seven years ago. Media reports said while the vehicles blocked the road, another with the gunmen inside pulled alongside with the occupants firing upon her vehicle. Seetahal, 58, was found dead slumped in the driver’s seat. According to reports, shortly before midnight, Seetahal left the Ma Pau casino car park on French Street before driving onto Wrightson Road and later turning north onto Hamilton Holder Street in Woodbrook. Police said shortly after she passed the Woodbrook Youth Facility on O’Connor Street, residents were startled by a volley of gunshots which was followed by the sound of screeching tyres. The shooting took place within sight of Seetahal’s apartment at the One Woodbrook Place complex.

Pronounced dead on scene By the time residents contacted police and ran outside to check, they found Seetahal slumped over the steering wheel of her light blue Volkswagen Touareg. She was pronounced dead on the scene by District Medical Officer (DMO) Dr Atkin Mootoo and her body was transferred to the Forensic Science Centre in St James. Although Williams said investigators were yet to determine the exact circumstances of the incident, some police sources said they believe it was a “well planned and co-ordinated hit” which incorporated two vehicles and a number of participants. Some expressed the view that it was possibly committed by a team who had special training, as it was performed with “military precision.” First responders to the scene said judging from the bullet holes in the driver’s side of the SUV and the fact that it was found in a stationary position, it

In a statement, the Seetahal family condemned “the heinous murder of our beloved sister and aunt. Fearless and bold, Dana was our hero, our mentor and our confidant. “Her untimely death at the hands of cowardly murderers is a tragedy for our family, the nation and the criminal justice system. The funeral announcements will be made at a later date,” it added.

BELMOPAN, Belize – The Belize-based (CRFM) Caribbean Regional Fisheries Mechanism (CRFM) says the region is closer to adopting a fisheries policy which it describes as a progressive agreement for the cooperative management of shared fisheries resources in the Caribbean. It said advocacy, awareness-building strategy and effective use of in-country mechanisms to facilitate adoption of the Caribbean Community Common Fisheries Policy (CCCFP) by the CARICOM leaders were the main agreements emanating from a three day meeting in Dominica last week. “The policy is a progressive agreement for the cooperative management of shared fisheries resources in the region and many of the principles, goals and objectives of the CCCFP are already integrated into the activities of the CRFM whose mandate includes concentrating on efforts to develop related protocols to harmonize various systems critical to a regional approach to fisheries management systems,” the CRFM said in a statement. CRFM executive director Milton Haughton said the recent meeting was of particular historical significance to the region noting that the first sub-regional fisheries management plan (FMP) to facilitate cooperation in the conservation, management and sustainable use of the flying fish resources shared among countries in the Eastern Caribbean was endorsed by the Forum. “This action paves the way for a new era of fisheries management in the region,” he said, “one that engages stakeholders in the management decision-making process and utilises a holistic approach that considers human wellbeing, ecosystem and governance issues.” He said the FMP will be presented to the Ministerial Council for endorsement at its next meeting scheduled for 23 May and formalized through signature of an accompanying Resolution by the Flying fish Ministerial Sub-Committee. VAT preferable to payroll tax in The Bahamas, say experts

NASSAU, The Bahamas -- International evidence suggests payroll tax would have a worse impact on growth and employment in The Bahamas than a value added tax (VAT), according to two New Zealand VAT specialists. Don Brash, a prominent businessman in New Zealand, who was intimately involved in the introduction of VAT there in 1986, said that he was persuaded in the mid-1980s and remains so today, that VAT is the “least bad tax”. John Shewan, former PricewaterhouseCoopers (New Zealand) chairman and another leading figure in New Zealand’s VAT implementation process, said that, based on practical evidence and academic research showing the advantages of VAT over payroll tax in many countries, the use of payroll tax as a revenue source “is tending to become unpopular and reducing, while the use of VAT is tending to go up”.

Initiative to help agriculture policy makers in the Caribbean WASHINGTON – The Inter American Development Bank (IDB) says it will launch a new online tool for agriculture policy analysis in Latin America and the Caribbean. It said the initiative will enable policymakers to make informed decisions regarding prices and subsidies and to plan for factors such as climate change that affect food security. The IDB said the “Agrimonitor Producer Support Estimate (PSE) Agricultural Policy Monitoring

System” designed by Stanford University Professor Tim Josling, will create a better understanding of policies affecting food security, trade integration, competitiveness and rural poverty and their links with climate change in the region. “The tool offers relevant country-bycountry and region-specific analysis as that already being applied by the Organization for Economic CoOperation and Development to its member countries since 1989. The PSE

is a widely used platform that provides quantitative information on commodity prices, direct payments to producers and general services,” the IDB said. According to PSE data collected between 2003 and 2012, Latin America and the Caribbean have lagged behind the global shift away from heavy dependency on price support for agriculture to direct payments and general services. The IDB said of the US$30 billion that the region’s governments spend

on agricultural sector policy support, US$14 billion comes from market price support, US$13 billion from direct payments, and just three billion from general services such as agricultural research, plant and animal health inspection services, rural infrastructure and other public goods. Besides its contribution to sector policymaking, the IDB believes this tool could be crucial to planning the region’s policies on climate change.

Ruling ANC party wins South African elections

The governing African National Congress party has won its fifth straight election in South Africa. More than 16 million South Africans voted in the country’s first “Born Free” election, featuring voters with no memory of the white-minority rule that ended in 1994, and most of the vote has been counted with the ANC coming out the clear winner with 60 per cent of the vote. Officials said voter turnout was high across 22,000 polling stations nationwide, and voting passed off smoothly, although the ANC said one of its members was shot dead outside

While the party is happy with the result, it is the smallest margin the ANC has won since the end of apartheid 20 years ago, when the party was led by Nelson Mandela. Pro-Moscow separatists in eastern Ukraine ignored a public call by Russian President Vladimir Putin to postpone a referendum on self-rule, declaring they would go ahead on Sunday with a vote that could lead to war. The decision, which contradicted the conciliatory tone set by Putin just a day earlier, caused consternation in the West, which fears the referendum will tear Ukraine apart. U.S. Deputy Secretary of State William Burns said Russia was heading down a “dangerous and irresponsible path” and the situation in Ukraine was “extremely combustible”. They will see an attentive suburban mom, cheering from the sidelines as her kids played soccer. They will also see a woman who bought a gun the weekend before the killings – and who complained in a letter that a three-day waiting period would “delay the massacre.” They will see the handcuffed inmate, escorted by officers, who walked rigidly into jail following her arrest, her face contorted

and eyes empty. Schenecker, 53, looks older and vastly different than pictures that emerged of her as a blonde, athletic mom in the years before the crime. She sat in the courtroom Monday, flanked by her public defenders, who plan an insanity defense. Her ex-husband, Parker Schenecker, also was in the courtroom. Prosecutors are not seeking the death penalty, but if convicted, Schenecker could face life in prison without the possibility of parole. If Schenecker is found not guilty by reason of insanity, the judge could still order her committed to a mental hospital until it is determined she is no longer a danger to others or herself.

According to Tampa Police, Schenecker shot her 13-year-old son, Beau, twice in the head with a .38-caliber pistol in the family car “for talking back.” Officers at the scene found the boy still in the passenger seat, with his seat belt on. FDA questions use of aspirin to prevent first heart attack WASHINGTON – The U.S. Food and Drug Administration on Monday questioned the value of taking aspirin to try to ward off a first heart attack or stroke in people who have never had cardiovascular problems. The FDA’s statement follows its decision last week to turn down a request by German drugmaker Bayer AG to change the labeling on packages in order to market aspirin’s value in preventing heart attacks in people who have never had cardiovascular disease. Dr. Robert Temple, the agency’s deputy director for clinical science, said in an FDA “consumer update” that people should use daily aspirin therapy only after talking to a healthcare professional who can assess the benefits and risks. Such aspirin therapy reduces the clumping action of the blood’s clotting cells, called platelets, and may prevent a heart attack, according to experts. But

experts also warn that there may be serious side effects from daily use of aspirin, including internal bleeding. “Since the 1990s, clinical data have shown that in people who have experienced a heart attack, stroke or who have a disease of the blood vessels in the heart, a daily low dose of aspirin can help prevent a re-occurrence,” Temple said in a statement on the FDA website. But the agency added that “after carefully examining scientific data from major studies, FDA has concluded that the data do not support the use of aspirin as a preventive medication by people who have not had a heart attack, stroke or cardiovascular problems, a use that is called ‘primary prevention.’” The FDA said that in these people “the benefit has not been established but risks – such as dangerous bleeding into the brain or stomach – are still present.”

PANAMA CITY – Panama’s president-elect will impose price controls on a range of basic foods to dampen rising costs, a step that will hit his bitter rival, outgoing president and supermarket tycoon Ricardo Martinelli. Juan Carlos Varela, the Panamenista Party (PP) leader and winner of Sunday’s election, told Reuters he is clear what his first policy will be when he takes office on July 1. “Establish emergency price controls on 22 products in the basic basket to lower the cost of living by more than $600 million for the Panamanian people and avoid speculation in products,” he said. Time Warner’s Time Inc. Wiretap claims fail against Facebook, split set for June 6 Zynga in

Time Warner’s spin-off of its publishing unit Time Inc. will take effect on June 6, when shares in the new company are distributed to investors. The spin-off details were disclosed in a filing with the Securities and Exchange Commission on Thursday. Shareholders who owned Time Warner as of May 23 will receive new shares in Time Inc., which will trade on the New York Stock Exchange under the ticker symbol “TIME.” Time Warner, which is the parent company of CNN, first announced its intent to move the magazine publishing division into a separate company in March 2013. Time Inc. owns famous titles like Time, People, Fortune, Sports Illustrated, and Entertainment Weekly. Along with 23 magazines in the United

States, the company operates 45 Web sites. CNNMoney is currently a joint venture of Time Inc. and CNN. On June 1, CNN will take full ownership of CNNMoney. Joe Ripp, who was appointed CEO of Time Inc. last year, said in a letter to shareholders on Thursday that “as an independent, publiclytraded company, we believe we can more effectively focus on our objectives and satisfy the strategic needs of our business.” The spin-off is the latest bit of restructuring done by Time Warner during the past few years. The company has also spun off online advertising company AOL and Time Warner Cable. Comcast recently announced plans to purchase Time Warner Cable in a deal that will combine the nation’s two largest cable providers.

Senators plan legislation to stem overseas corporate tax avoidance

Two senior U.S. senators said they are working on legislation to combat a new wave of corporate emigration to lower-tax locales. The chairman of the tax-writing Finance Committee, Sen. Ron Wyden (D., Ore.), views the latest trend as “a serious symptom of our broken tax code and is currently looking at the issue,” a spokeswoman said on Thursday, adding that the senator would soon have details. Sen. Carl Levin (D., Mich.), a longtime critic of corporate tax avoidance, also said on Thursday he would introduce legislation soon to tighten up restrictions for companies that are looking to exit the U.S. The latest legislative moves are prompted in part by the prospect that Pfizer Inc., a major U.S. pharmaceutical company, would reincorporate in the U.K. if its proposed takeover of AstraZeneca PLC went through. Pfizer’s move would be the latest in a string of so-called inversions by U.S. companies as they merge with overseas firms. Other recent emigrants include Eaton Corp. and Chiquita Brands International Inc. But prospects for quick action on the issue appear uncertain at best. Both Republicans and Democrats condemn the problem of high-profile U.S. companies relocating, but they have different perspectives on potential solutions, as well as on

whether a tax overhaul should raise new revenue. Some leading lawmakers have said Pfizer’s contemplated move underscores the need for a broad rewrite of the U.S. tax system. The U.S. has the highest corporate tax rate – 35% – in the developed world. Perhaps worse from businesses’ perspective, the U.S. seeks to tax their global earnings. Most other developed countries tax only domestic profit. In an attempt to level the playing field, the U.S. allows its firms to defer federal tax on their overseas earnings, as long as the earnings remain offshore. That has led some American firms to park huge sums overseas. Pfizer has one of the largest cash hoards overseas: $69 billion, according to recent data. Pfizer suggested in a statement that it would push lawmakers to stay focused on a broad rewrite of the tax system. Such a rewrite would likely lower the corporate tax rate and could also ease U.S. taxation of many types of international profit. “We expect the comprehensive tax-reform debate to continue, and we are actively engaged in the debate,” the company said. “Pfizer supports comprehensive tax reform that enhances the global competitiveness of U.S.-based companies operating internationally.”

A U.S. appeals court on Thursday dismissed federal wiretap claims against Facebook Inc and Zynga Inc in a civil lawsuit over disclosure of user information to advertisers. In a separate ruling, the 9th U.S. Circuit Court of Appeals also revived breach of contract claims under state law against Facebook over the information disclosures. Representatives for Facebook and Zynga could not immediately be reached for comment. Users of Facebook and Zynga filed separate class action lawsuits against the companies in 2010 that have been consolidated on appeal. The plaintiffs claimed that when they clicked on a Zynga game or a Facebook ad, advertisers and other third parties received their Facebook IDs and Facebook page address, court filings show. In its opinion on Thursday, a unanimous three-judge 9th Circuit panel ruled that the plaintiffs could not bring civil wiretap claims against the two companies because the information allegedly disclosed to advertisers did not qualify as the “contents of a communication” under the law. However, plaintiffs can pursue allegations that the information disclosure violated Facebook privacy policies which all users are required to endorse, the court ruled. The 9th Circuit issued that part of its ruling in a separate opinion that cannot be cited as precedent in other cases. Kassra Nassiri, an attorney for plaintiffs suing Facebook, said the social media network’s trove of user information is key to how it makes money. “Now we’re going to get our chance to show exactly why Facebook breached its privacy policy, and what the value was to Facebook,” Nassiri said.

The support webpage contained instructions for iPhone 5 owners, along with a way to check serial numbers to determine if smartphones qualify for free repair. The process began Friday in the United States and Canada and began in other countries on May 2, according to Apple. Uncle Sam runs $114 billion surplus in April The U.S. Treasury Department booked a $114 billion surplus in April, the largest for that month since 2008, according to the latest estimates from the Congressional Budget Office released Wednesday. For the first seven months of this fiscal year, which began on Oct. 1, the CBO estimates the country has racked up a $301 billion deficit, which is $187 billion lower than it was for the same period last year. Federal coffers saw a 7% increase in individual income taxes and payroll taxes, a 15% increase in corporate income taxes, and a 37% increase in money paid to Treasury by the Federal Reserve. Meanwhile, overall spending fell by 2%. Areas that saw the biggest drops included unemployment benefits and homeland security (both down 31%), agriculture (down 12%) and defense spending (down 5%). Much of the drop in overall spending is attributable to bigger payments from Fannie Mae and Freddie Mac to Treasury. According to the weird accounting rules of the federal budget, those payments are counted as “negative” spending. Offsetting the spending decline were increases in Social Security (up 5%) and Medicaid (up 9%). The trend in higher tax receipts and lower overall spending has been in effect for awhile, because of the economic recovery and spending restraint enacted by Congress.

TOKYO— Toyota Motor Company’s Chief Executive Akio Toyoda forecast flat revenue growth and operating profit in the current fiscal year, after a surge in net income for the past 12 months at the world’s largest auto maker. With the yen leveling off against the dollar and the euro, Toyota predicted net income would slip by 2.4% this year after surging 90% to ¥1.8 trillion ($17.9 billion) for its fiscal 2014, ended March 31. Operating profit jumped 74% to ¥2.3 trillion, breaking a record set six years ago, just before the global financial crisis took the bottom out of the global car market. Revenue rose 16% to ¥25.7 trillion as the company sold more than 10 million vehicles overall in the year. However, the company’s figures indicated that operating profits fell in the January-March quarter compared with a year ago. Mr. Toyoda used the occasion to play down expectations for the coming fiscal year. Like other Japanese exporters, Toyota has benefited from the decline in the yen over the last two years, making overseas sales more lucrative when converted back into the Japanese currency. “We are now entering a new stage and are taking the first step toward sustainable growth,” Mr. Toyoda said in prepared remarks. “I believe that sustainable growth means growing steadily each year under any circumstances.” Mr. Toyoda said he plans to continue efforts to restructure the company so that it operates as a “number of focused Toyotas” that have their own measurements of success. Toyota projected operating income for the current fiscal year ending March 31 would be ¥2.3 trillion, effectively flat with the just-ended year. The company expects foreign exchange, a lower-priced mix of vehicles and higher costs for research and development, capital spending and labor will be a drag on results. To offset those added costs, Toyota is projecting ¥165 billion in new cost-cutting efforts. The auto maker said economic recovery in the U.S. and Europe would lift sales over the coming year, but predicted a drop of 165,000 vehicle sales in Japan following the increase in the national sales tax to 8% from 5% that took effect on April 1. The company said uncertainties in developing markets like Thailand, which has been torn by political strife, could weigh on results.

Stallions, Flyers in mouthwatering best of five basketball finals by SyDWELL S.C. GLASGOW The Grand Turk Stallions defeated the Police Badgers 62-57 on Friday night to advance to the finals of the Provo Basketball League to set up a mouth-watering class between themselves and the Five Cays Flayers. The Stallion defeated the Badgers 2-1 in the best of three series thereby booking their spot. Kino Williams Lightbourne scored 19 points and was assisted by last year’s MVP with 17 points, and six rebounds. Saundro Jermain continued his impressive scoring ability, sinking 17 points, while grabbing 10 Rebounds. Stallions made the adjustments and shut out the other high scorers for the police. South Caicos Harbour Boys finished their league year on a losing note leaving their fans unsatisfied and disappointed yet again. The Harbour Boys tied the series 1-1 on Saturday night when they routed the Flyers 65-38 to set up a much anticipated game 3. Durado Fulford and Alvardo Parker each scored 16 points for the Harbour boys in that winning effort. Steve bras and Anthony cash scored 8 points each for the flyers. The Flyers rebounded on Saturday night and played the Flyers type basketball to defeat the Harbour boys 64- 51.

It was a great battle between the two rivals and Flyers were able to minimize their turnovers and scored their free throws. South Caicos scored 7of 17 free throws while Flyers scored 12 of 18. The leading scorer for South Caicos Harbour Boys was Durado Fulford with 13 points. Steve Bras and Anthony Cash each chimed in with 13 points to help the high flying Flyers to advance. South Caicos fought valiantly until approximately five minutes into the 3rd quarter then the speedsters from the Flyers took over and started pressing the Harbour Boys, while scoring at will. Questionable substitutions and failing to make the necessary adjustments along with slow play and poor free throw shooting contributed to the Harbour Boys’ woes. The finals begin this weekend with the big rematch between the Stallions and the Flyers. The question remains to be answered, can The Flyers rebound from last year loss after leading the series 3-1 or can the Stallions repeat that great feat by winning the series in spectacular manner like they did last year? The difference this is that the series will be the best of 5. First team to get three wins will be crowned the PABA champions for 2014. The first game was scheduled for Friday, May 9 at the Gus Lightbourne Sports Complex. Entry fee is $5 per person.

Blake to headline Glasgow Grand Prix LONDON, England – Jamaican sprint star Yohan Blake will headline the Glasgow Grand Prix, the ninth meet of the prestigious IAAF Diamond League at Hampden Park, organisers confirmed on Thursday. The 24-year-old is the second fastest man of all time over the 100 and 200 metres and will assume the marquee billing at the July 11-12 event, which will be without World and Olympic champion Usain Bolt. Veteran St Kitts and Nevis sprinter Kim Collins, in the twilight of his

Ramdin to replace Sammy as Windies Test captain – report PORT OF SPAIN, Trinidad – Darren Sammy is set to be axed as West Indies Test captain and replaced by Denesh Ramdin for the upcoming New Zealand series, the Trinidad Guardian is reporting. Quoting an unnamed source in a report carried on Thursday, the newspaper said Ramdin had already received the nod from the West Indies selectors and the final decision would be made Denesh Ramdin during a teleconference among West Indies Cricket Board directors later in the day. “Denesh received a call from chairman of the selection panel Clyde Butts, who asked him whether or not he was interested in leading the regional team in Test cricket,” the Guardian quoted the source as saying.

Rugby fans will not be segregated as World Cup ticket sales announced

The Rugby World Cup starts in England in 500 days, with organisers choosing this date to announce when tickets go on sale. The 2015 tournament sees 500,000 tickets go on general sale between September 12 and 29 this year. Organisers celebrated the announcement by projecting the official match ball on to City Hall in London. They also insisted that, contrary to reports, fans would not be segregated for the first time. “To be absolutely clear: we have no plans to segregate fans,” said England Rugby 2015 CEO Debbie Jevans. “The beauty of what we’re doing is that we don’t have to worry about segregation, and there won’t be any segregation.” International Rugby Board chief executive Brett Gosper said social media reaction to suggestions of segregation backed up many of the positive aspects of attending international rugby. “It showed what rugby fans really value about the way rugby crowds are managed,” said Gosper. “It was a great bit of advertising for rugby almost. “I think it was conjecture. There has never been an intention to segregate the crowds. It was never discussed at a serious level. “We are definitely against that, and everyone will sit together.” Ian Ritchie, the RFU chief executive, backed the plans to stick with one of rugby’s oldest traditions. “It’s not a principle that fits with how rugby is perceived, and it is not going to happen,” he said.

Waqar back as Pakistan coach

Waqar Younis received a second shot as Pakistan cricket coach on Tuesday. Younis was the coach for 18 months, leading the team to the semifinals of the 2010 World Twenty20 and 2011 World Cup, then resigned after the series in Zimbabwe for personal reasons. A three-man committee including chief selector Moin Khan recommended Younis for national coach, and he was endorsed by chairman Najam Sethi with a two-year contract on Tuesday. Younis replaced Khan, who received only a two-month contract to coach Pakistan at the Asia Cup and World Twenty20. Khan was then made a selector and returns as team manager. Younis will complete his commitments in the Indian Premier League before taking charge in June. Maidana may have blueprint to beat Mayweather

Las Vegas – Marcos Maidana didn’t get the victory he had hoped for over Floyd Mayweather, but he did establish a blueprint for future challengers to try and upset boxing’s pound-for-pound champ. Woods already missed the Masters, choosing to have microdiscectomy surgery March 31 to relieve pain from a pinched nerve. In a wide-ranging blog on his website Monday, Woods said he is still sore from the incision and his only contact with golf clubs is a few putts and chips that do not require him to rotate his back. He said tests showed no arthritic changes, which he attributed to being in good shape and strong in his legs and abdomen. ‘’I made the decision to have surgery because physically I just couldn’t make a golf swing,’’ Woods wrote. ‘’The pretty much sums it up.’’ Though he is uncertain when he can even start hitting half-shots, Woods made it sound as though he would not be ready for the U.S. Open on June 12-15 at Pinehurst No. 2, the major championship course where he has the most experience. ‘’As I’ve said several times, I hope to be back sometime this summer, but I just don’t know when,’’ Woods said.
