KEITH BURANT GETS BAIL P
rominent banker and businessman Keith Burant was slapped with four charges arising from an alleged scuffle with the police during the Queen’s Birthday Parade held at the Meridian Rugby Field in Grace Bay on June 16, 2014. Burant was charged with obstruction; assaulting a police officer while executing his duties; using abusive language and resisting arrest. However, when he appeared in the Providenciales Magistrate’s Court Two at Graceway House on Friday July 11, 2014, he pleaded “Not Guilty” to all the charges. The court was told that on June 16, during the staging of the Queen’s Birthday Parade, it was announced that a black Range Rover was blocking the pathway preventing dignitaries from entering the compound. The dignitaries in this regard were His Excellency Governor Peter Beckingham and Acting Premier Hon. Akierra Misick. The court heard that police officer Donald Pierre, who was at the scene trying to find the driver, saw a Caucasian man – who later turned out to be Burant – with keys in hand approaching the vehicle. When Officer Pierre asked Burant if he was the driver of the vehicle, the accused began hurling a string of expletives. “F… you! Do you know who I am?” Burant had asked, according to the court document. He continued to curse the officer after while he warned him of the event that was being held. The court was told that Burant pointed his finger at the officer and said again “F… you! I gave you permission to use the field!” During his rant, the court was told Burant poked the officer in the chest with his finger. At that time other officers who were nearby came to Pierre’s aid and restrained Burant. He was restrained and placed in a police vehicle. He was then asked to produce his driver’s license, and after being warned of pending charges, he reportedly said: “I don’t care. Your boss will hear about this.” Continued on Page 2.

Personnel from the Turks and Caicos Islands Customs Department accompanied by members of the Royal Turks and Caicos Islands Police Force raided Mayaa One Stop Shop along the Grace Bay Strip on Friday (July 11, 2014). The officers spent more than three hours combing through the store’s inventory, often seen taking in boxes to ostensibly fill with the items for confiscation, which they believed were underpriced when arrived at the port. The day before, customs officers and police were spotted removing boxes of items from the home of one of the owners of the gift shop. Customs officials promised media representatives that they would provide details of the operation later Friday, but at press time The SUN was yet to receive the statement. In the meantime, customs official noted that the law gives the Customs Department whether to charge an offender or drag them before the courts.

Traffic violations contribute $200,000 to annual revenue
by Vivian Tyson The Royal Turks and Caicos Islands Police Force channel approximately $200,000 to the recurrent budget each from traffic tickets and court measures from traffic violations, according to figures given by Commissioner of Police Colin Farquar this past week. Commissioner Farquar, who The SUN caught up with, during a traffic operation along the Leeward Highway in Providenciales on Wednesday (July 9, 2014), explained that an average the police collect between $15,000 and $20,000 per month from motorists who violate the road code. He said last month the police issued tickets in the amount of $21,000, while in May, the amount of tickets issued was approximately $18,000. “Last month it was around $21,000, I believe, and the month before, it was about $18,000. Generally it (amount of tickets issued) is about $15,000 to about $20,000 per month,” Commissioner Farquar said. The commissioner explained that while the police’s job is to go on the road and ensure that motorists follow the rules, there is a great deal of noncompliance that warrants prosecution. He said that the violation rate is so high and rampant to the extent that law enforcers are compelled to issue
volumes of tickets each month. “As much as we want everybody to follow the rules, often they don’t, and there is a consequence for that, and the sanctions are usually cash. So it is not to generate revenue but there is certain amount of revenue that is generated just through traffic enforcement,” the commissioner revealed. He added: “The Traffic Enforcement Team often comes out and conducts random checks, looking for driver’s licenses, making sure everybody has their insurance. We also conduct speed checks, making sure that everybody is following the speed limits; just making sure that people are compliant and following the rules.”
No longer small Commissioner Farquar theorised that the traffic non-compliance on Providenciales escalated drastically as the island quickly grew from a small community to a large society. He said that some of the persons who were non-compliant in the past when the society was much smaller, find it hard to adjust now that the island has grown and compliance has been enforced. “I think everybody is aware of the non-compliance of the traffic rules here in Providenciales, especially, not

Providenciales used to be a small community; nobody was too concerned about the traffic controls and the traffic enforcements. “But this is no longer a small community, it is now a large community, and we need to make sure that everybody is compliant and follows the rules because what ends up happening is that people don’t know what to do at a stop sign or what to do at a roundabout because they have never been compliant before, and it causes a lot of confusion. “It is about not only ensuring that everybody is following the rules and regulations but to remind people of what the rules and regulations are. So often when they get pulled over to the side, it is not just a matter of issuing the ticket, it is also to explain to them the purpose of why they were stopped and the importance of being compliant,” Commissioner Farquar said.

In the meantime, Burant, at the advice of his attorney George Missick, chose to have his case heard in the Magistrate’s Court. Magistrate Jolyan Hatman then set Tuesday, September 16, 2014 as the trial date. Burant was release on $1,000 bail. On the day of the incident, Commissioner of Police Colin Farquhar was out of the country. And when The SUN caught up with
Keith Burant him earlier this past week, Farquhar said that he tried his best not to interfere in such matters, as it is up to the police to decide whether or not they want to prosecute someone who they believe has run afoul of the law. Burant, an executive director of Meridian Trust, is the landlord for the police headquarters on Old Airport Road in Providenciales.
UK warship supports Turks and Caicos during hurricane season
Royal Navy warship HMS Argyll visited Grand Turk last weekend in a practical demonstration of the UK’s support to its six Caribbean Overseas Territories (UKOTs). The main purpose of her visit is to strengthen relationships with Turks and Caicos disaster management and recovery officials (DDME), especially in relation to improving crisis communications. The visit builds on previous meetings between the Royal Navy and Turks and Caicos Government, and disaster management representatives from the other UKOTs, ahead of the Atlantic Hurricane Season in Miami in May. During her visit Argyll’s 191 crew will meet a range of Turks and Caicos Government Officials and provide an aerial reconnaissance of the islands for the Deputy Governor, DDME officials and personnel from the ship, as part of their planning work.
The crew also hope to carry out a community project, helping with the ongoing refurbishment of the Crabtree Corner family park, and there are plans for them to take on local teams at basketball, football and golf when in Grand Turk. HMS Argyll is in the Caribbean region as part of the Royal Navy’s Atlantic Patrol Task (North). This provides a UK a maritime presence in the region all year round. During Hurricane season the ships are on standby to provide humanitarian support to the six UKOTs in the region throughout the 2014 Atlantic Hurricane season: Anguilla, Bermuda, BVI, Cayman, Montserrat and the Turks and Caicos Islands. During her time in the Caribbean, Argyll will also work with other regional navies and coastguards to combat illegal activities on the high seas.

PDM welcomes withdrawal of payroll tax
The opposition People’s Democratic Movement (PDM) has given government the thumbs up for shelving the controversial Payroll tax. Premier Hon. Dr. Rufus Ewing and his Finance Minister Hon. Washing Misick announced last week that they would no longer pursue to the bill parliament because of its unpopularity in the House and realized that government did not have the votes to push it through. A week after the government announced the pulling of the proposed tax, the opposition came out in support of the move. Opposition Leader Hon. Sharlene Cartwright-Robinson said that she is pleased with the move, tagging it as a move in the right direction. “The PDM believes that the Government has made a step in the right direction by withdrawing the ill-fated Payroll bill. We believe the decision to bring this bill in the first place was a waste of time. We also believe this is another look into the mind of a Government who refuses to accept the social plight and difficult circumstances in which our people are living and seem prepared to throw up barriers to inward investment than to make it more conducive for investment,” a statement from Cartwright-Robinson said. She said that while the opposition is happy that the tax has been withdrawn,

Turks and Caicos post cabinet meeting statement
His Excellency the Governor, Peter Beckingham, chaired the meeting of the Cabinet at the House of Assembly Building, Grand Turk on Wednesday, 9 July 2014. All Ministers were present except Hon. Premier and Hon. Minister of Health. At this meeting Cabinet: • Advised the Governor to agree and sign the Development Agreement with Circle Holdings (Third Turtle) which will see a new $100m hotel, casino and marina built on the Turks and Caicos Islands. The 17 acre vacant site includes 775 feet of sea frontage and 1300 feet of marina frontage on the famous Grace Bay. The Development is expected to create 300-400 new jobs and bring additional tax revenues of around $9m to TCIG;
• Reviewed a proposal from Adventure Resorts Ltd on the development of an eco-adventure resort for Five Cays, Providenciales. The development proposes a low-rise, low density development designed to blend in with the environment and will include tourist accommodations, spa,
fitness areas and recreational areas. Cabinet confirmed its support for the development subject to satisfactory completion of investment processes; • Advised the Governor to agree amendments to Regulations 3 (1) (g) and 3 (2) (f) of the National Parks Ordinance. The amendments will facilitate passenger transportation services by hovercraft to South Caicos, North Caicos and other areas that are currently difficult to access with traditional vessels including transportation of passengers through National Parks and Nature Reserves; • Approved establishment of an International Finance Marketing and Promotion Working Group. The working groups terms of reference will include development of new financial services products, new legislation and a strategy to market TCI as a well regulated International Financial Services Sector with superior products and services. Membership of the working group will include private and public sector financial services practitioners;
• Welcomed two proposals from shrimp farming developers and confirmed the Governments support for the development of shrimp farming and shrimp farming methods that have minimal negative impact on the TCI environment. The developments will be subject to full environmental impact assessment and planning regulations;
• Advised the Governor to agree amendments to the Fisheries Protection Ordinance that are in keeping with recent developments in TCIs fisheries and advancements in fisheries science in order to improve the management of finfish, pelagic species and other marine species; • Agreed that the Caribbean spiny lobster season 2014/15 shall open on 15th August 2014 and close on 15th March 2015; • Agreed that a Joint Nature Conservation Committee (JNCC) sponsored Green Economy initiative be undertaken in TCI July - October 2014. The initiative will involve a review of existing environmental literature and
knowledge, including legal capacity, governmental capacity and capacity of non-governmental organisations to implement management protocols. The review will be conducted by expert consultants , who are retained by JNCC. Their findings will be presented to a Project Oversight Group, which will include stakeholders from government and the public and private sector;
• Received a report from the Department of Environment and Marine Affairs on the development of appropriate measures for the sustainable management of queen conch (strombus gigas) and agreed that the matter be subject to public consultation including a public awareness campaign to alert key stakeholders to these important developments; • Approved the appointment of members to the following Boards and Committees; Immigration Board; Ms Dorothy Malcolm (member) and Ms Jennifer Glinton (member); Planning Board; Mr Marvin Simmons (member); Education Advisory Committee; Ms Alexandra Missick (Deputy Chairman.)

Convicted rapist cop to be sentenced on July 25 by Vivian Tyson Sadique Ebanks, the police constable accused of sexually molesting a female police recruit in 2008, is to return to the Supreme Court in Grand Turk on July 26 for sentencing, after a jury found him guilty of two counts of rape on June 24, 2014. The court heard that the woman was raped twice on the same night, first at the male police barracks and later at the female barracks. Ebanks was granted bail with sureties by Chief Justice Margaret Ramsey-Hale on condition that he surrendered his passports, which include and Turks and Caicos Islands and a Jamaican. The convicted rapist is reported to also be the owner of a Cayman Islands Passport, but it was reported that that travel document is in Jamaica. The court also ordered that Ebanks, who currently gets half of his salary, to reside in Grand Turk and stay away from all ports – air and sea. The court was told that the victim, who
is from Providenciales, went to Grand Turk for initial training after which she would have moved on to the Bahamas for further training. It was while in Grand Turk that the victim became familiar with Constable Ebanks. Reports are that the incident took place on the night of a female recruit’s birthday party. The court was told that after the birthday party, everyone else left Ebanks and the female recruit at the location. Feeling uncomfortable, the female recruit walked to another location near the kitchen, where the court was told Ebanks followed her and then held onto her. She resisted his advances resulting in an ensuing struggle. She managed to break free from Ebanks’ hold and ran to her roommates for assistance, but the court was told that they ignored her cries. She then went into one of the males’ bedrooms where two of her roommates were talking with their male counterparts. Ebanks reportedly entered the room and ordered everyone out so that he could be alone with her, and after the
room was cleared, he had his way with her. After that ordeal, the victim ran from the male barracks to the female barracks, which the court heard, was about five minutes away. There, she tried to enter her room, but discovered that the door was locked and her roommate, who had the key, was in another room with her boyfriend. The victim reportedly beseeched her roommate to hand her the key but the court was told that she refused. The victim then ran back to her room and tried to break down the door but was unsuccessful. The court was told that while the woman was trying to enter her room, Ebanks turned up and sexually molested her a second time, this time in the female barracks. The trial lasted one week – starting on June 17 and ending on June 24. Ebanks was represented by attorneyat-law Pheona Ryan of F. Chambers Attorneys. Prosecutor Latisha Williams from the office of the Director of Public Prosecution represented the crown in the matter.

Agreement signed for $100M hotel resort and marina at Third Turtle
A development agreement which will see a new $100m, luxury resort hotel and marina built in Turtle Cove was signed at the Turks and Caicos Islands (TCI) Cabinet meeting onWednesday, 9 July 2014. Circle Holdings Limited are developing what they call ‘ultra-luxury’ boutique experience on a 17 acre vacant site with 775 feet of beach frontage and 1,300 feet of marina frontage on the famous Grace Bay. The Development Agreement signed by the TCI Government and Circle Holdings is expected to create 300-400 jobs and bring additional tax revenues of around $9m a year to TCIG when open. The project has Outline Development Permission and, subject to final planning approval, is scheduled to start construction in 2015 and open during the 2016/2017 tourist season. “The travel industry feedback to our plans has been fantastic”, said Vasco N F Borges, Owner & CEO, Circle Holdings Ltd. “The project will add to the outstanding array of hospitality options in TCI, by offering the first European Plan luxury resort in Grace Bay, with an unmatched set of amenities and guest experiences. In the coming months, we will be announcing our hotel and marina operating
partners, as well as introducing our high-end boutique retail stores.” The project includes 140 expansive suites, one of the lowest densities in the TCI, including seven signature penthouse suites with dedicated rooftop pools and gardens. Guests and patrons will enjoy a boardwalk along the marina with luxury boutiques and several dining venues, complemented with a seafood restaurant by the beach. Other amenities will include two pools, a casino, a 7,000 sq ft high-tech multisport and event facility, a branded spa with lush gardens, a cigar and rum lounge. “This is a tremendous investment boost to the TCI economy coming just one week after Standard & Poor’s gave this nation a BBB+ credit rating,” said TCI Governor Peter Beckingham. “It shows that the TCI is open for business, provides the stability and confidence that investors require. FSC provides anti money laundering training to members of Bar Association As part of its awareness campaign on the fight against Money Laundering and financing of terror for Designated Non Financial Businesses and Professions (DNFBPs), the Financial Services Commission (FSC) hosted a training seminar for members of the Turks and Caicos Bar Association on Saturday 21st June, 2014 in Providenciales. The half-day session was attended by 50 members of the legal profession and saw presentations by the Attorney General Rhondalee Braithwaite; Head of the new Financial Services Commission Compliance Unit Mr Paul Coleman; Acting Head for TCI Financial Intelligence Unit Inspector Baker; and FSC Compliance Officer Melissa Thomas. The agenda covered a number of aspects of the responsibilities of the legal profession for combatting money laundering and the financing of terror. Paul Coleman, head of the new Compliance Unit within the FSC was encouraged by the large attendance and reaffirmed that training for all DNFBPs which include the legal profession will be ongoing in order to equip their management and staff of with sufficient knowledge to achieve full compliance. Police Commissioner Colin Farquhar is bemoaning the absence of critical roads signs especially at significant areas of the Leeward Highway in Providenciales. The commissioner is however, not alone on that topic as motorists often complain that they have been stopped by the police for speed violation when there is no sign to indicate what speed limit within which they should be driving. A number of motorists protested that they only learn of the speed limit, especially on the Leeward Highway, when they are pulled over by the police. The maximum speed limit along the Leeward Highway is 40 miles per hour. Maximum speed limit the United States highways varies between 60 and 85 miles an hour, depending on the state. Many signs once deck the Leeward Highway, but a lot of them have been knocked down by motorists who lost control of their vehicles while travelling along the strip. The majority of the Leeward Highway is straight roadway. “We need proper signage, for stop signs, for yields, roundabout and also for the speed limits, it is very important,” the commissioner said. Commissioner Farquhar noted however, that whenever he made representations regarding the erecting of new road signs, he is told that the budget is not there for it. He noted though that some new signs should come on stream this year. “The conversations have yielded that there is only so much money in the budget for the

installation of signs. But it is my understanding that signs will be erected this year. There will be a concentrated effort to put up more signs. And also for road markings, one of the things we don’t have is the proper markings of roadway, and especially crosswalks. “It is very important that the cross walks are marked so that people are aware. In the downtown crosswalks the painting is almost all gone now. And so, it makes pedestrians pretty apprehensive about whether to cross the road or not, there are people who just ignore pedestrians, and part of their ignorance is, ‘well, there wasn’t proper signage or proper painting’. “But I have always explained to people that they are aware of their surroundings or they should be aware of their surroundings. And they are aware that somebody wants to cross the roadway. Most people are aware that there was a crosswalk there before, so it is just about some common sense,” Commissioner Farquhar said. The commissioner acknowledged that the crosswalks in Grace Bay are raised to slow motorists, while the ones downtown Providenciales are simply painted on the flat road surface, thus leaving drivers to exercise their own discretion, which most of them don’t. He noted however, that he could not say whether or not plans are in the making to have the pedestrian crossings downtown raised. “You have to talk to road safety about that. I think the raised crosswalks are beneficial. I think that they are helpful. They certainly slow the vehicles down. So hopefully they will put some more up,” Commissioner Farquhar said.

PDM bigwigs retain position at convention
Leader of the Peoples’ Democratic Movement (PDM) Hon. Sharlene Cartwright-Robinson was returned as leader of the party during the staging of its 39th Convention held this year in South Caicos. The majority of the executive was also returned, including Hon. Sean Astwood as Deputy Leader, Hon Clarence Selver as National Chairman and Cynclair Musgrove as Secretary General. Held under the theme “Commitment Without Excuse”, the two-day convention saw members engaging in sessions that geared towards “crystalising” the vision of the late J.A.G.S. McCartney with the vision of today’s leaders.
“The sessions proved exciting, fulfilling and educational,” Musgrove said through a news release. “The social, economic and political scenes were compared to today. Attending delegates had the benefit of hearing from party stalwarts and relatives of the late J.A.G.S McCartney who recounted stories of his and their exploits.” The convention also served as a rallying call for the PDM troops to ready themselves for any political eventuality. Party faithful from across the country converged on South Caicos for what Musgrove said was the first such event on that island in more than 20 years. “This was the first time in over two
decades that a convention was held in South Caicos. The annual event serves to review the platform of the Party, to set the agenda for the road ahead and then to hold Elections,” Musgrove said. She said that the convention was a sentimental one since some of individuals who traveled with the country’s first chief minister on his last visit to Washington before he was killed in a crash, were on hand. “Members were also present who journeyed with McCartney on his last visit to Washington before the fatal plane crash. The Convention deduced that many of the ills that are faced today have reverted to the 1970s condition.
“It was then important to recall the dream and the vision and plan the road ahead for the year 2014 and beyond. Possible solutions were mapped which require members to be committed without excuse and committed to the vision,” she said. She said that during the convention a committee was assembled to spearhead the planning of the 40th anniversary to be held on the capital Grand Turk – the birthplace of the party. “The Grand Turk delegation is enthusiastic about their task. PDMs were encouraged to recommit themselves to the cause and the vision without excuse,” she said.
Check your house structure, DDME advises Turks and Caicos Islands (TCI) property owners are being urged to check that their designer, architect and contractor have followed the new 2014 TCI Building Code and, if they are concerned about the strength of an existing property, to have it checked by a structural engineer. This advice from the TCI Department of Disaster Management and Emergencies (DDME) follows the discovery of significant levels of substandard workmanship on the properties on the TCI capital Grand Turk that were damaged by Hurricane Ike. Engineers overseeing the repairs to
homes on Grand Turk are concerned by what they are finding. “We know that the buildings worst hit by Hurricanes Hanna and Ike were residential – almost 90% of all the homes on Grand Turk, South Caicos and Salt Cay suffered damage, with many of those completely destroyed,” says Dr Virginia Clerveaux, Director of Disaster Management. “What we have seen through the process of repairing homes for the EU Project is that it was the more recent block built homes that suffered the most structural damage. We now know that this was because of previous poor
building practices. It is vitally important that the public realise that following the TCI Building Code and using the correct materials will help them stay safe and protect their families and belongings in the event of any future hurricane”. “It is easy to see why these homes suffered the damage that they did,” added Joe Jardine of engineering firm CSE Limited. “When the homes were built, the builders used beach sand and limestone aggregate in the concrete mix, and sometimes they have used too little cement which makes the concrete light coloured and crumbly,” he said.
“Two things happen in this situation. First the salt in the beach sand and limestone makes the steel in the wall rust away completely and this weakens the whole structure. Second, when too little cement is used, the concrete isn’t actually holding the wall together and the concrete crumbles away when it is exposed by time or weather. “What is particularly worrying is that we have seen these practices continuing today in new homes too. Many homes have been built with the contractors trying to cut corners [and] the house has been so badly built that it can’t be repaired cost effectively.”

Turks and Caicos working on introducing CVQ curriculum Over the next three years, the Turks and Caicos Islands high school education system is expected to adapt to a new regional format that will enable students to choose between academic or vocational subject areas from an early stage so that they can better excel in their chosen areas. Hon. Akierra Misick, Minister for Education, Youth, Sport and Library Service made the announcement while addressing the Grade Six Achievement Test (GSAT) Prize-giving Ceremony on Thursday (July 3) at the Gustarvus Lightbourne Sports Complex in Providenciales. The new education format, of which the minister spoke of, is called the Caribbean Vocation Qualification (CVQ), which is a competency-based qualification. Under the programme, students must demonstrate competence in reaching CARICOM Approved occupational standards developed by practitioners and employers, or industry experts. These standards are organized in units. Students may earn unit awards towards
Education Minister Hon. Akierra Misick. achieving a complete QVC. The minister hinted to the students that the CVQ could come on stream by 2016. “There are some exciting changes that are to come on stream during your tenure in high school. By the time
most of you arrive in the third form, the CVQ, which is the Caribbean Vocational Qualification exams will be on offer for you, which would allow you to pick one of two routes for your academic; which it is traditional courses like Maths,
Science, English; for those of you who really excel at the technical vocational areas – that option will be there for you,” she said. “So I want you from September, to start realistically thinking about your career goals. You are never too young to make those sorts of decisions, to have that sort of information. “Ask your parents, ask your teachers who you have good relationships with, ask your new teachers. Most of them will encourage you into teaching; that is one of the most noble profession I have had the pleasure of working with.” Minister Misick also said that next year government should complete the proposed new high school on Providenciales that will take the overcrowding pressure off the Clement Howell High School. “By June (2015) possibly, some of you be entering the new secondary school on Providenciales. Some of you will go to the West Indies Collegiate, Methodist, Maranatha. The beautiful confines of your various primary schools will
no longer be yours to revel in. But there is nothing to fear, I promise you. There is nothing to fear about going to high school,” she assured. Using the opportunity to congratulate the GSAT achievers, the education minister insinuated that the performance by students has absolved policymakers, who took the decision to cram the tests in an abbreviated time. “The brilliant thing about the Providenciales GSAT graduation is that, Provo, you rocked the GSAT. It means despite the amendment this year, which I know was daunting for you; and despite the fact that there was a lot of influences on the outside saying you are not prepared for these amendments, you proved them wrong,” she asserted. In the meantime, the minister is imploring parents to allow their children to get involves in extra-curricular activities, since it would allow them to become more rounded, pointing to one of the GSAT top ten students, who she said achieved so much because her parents supported her in those activities.

administration of oaths and affirmation; property transfer and terms of service of service. • Submit Monthly Reports to Executive Management on all legal activities • Initiate Prosecutions and Prosecute Employer and Self-employed arrears. • Interpret the National Health Insurance Board Ordinance and Regulations for all staff on a needs basis. • Assess and advise on all eligibility of beneficiaries. • Interpret other Ordinances as it relates to the registration and benefits of NHIB beneficiaries. • Draft legal opinions for advancement to the Chief Executive Officer on all matters arising under the Legislation. • Conduct ongoing training on the National Health Insurance Board Legislation. Unlicensed vehicles, no driver’s licenses dominate police traffic operation
Ebbon Caesar, Inspector of Police attached to the Providenciales Police Department, has revealed that driving without insurance and driver’s licenses were among the dominant offenses during road traffic operations conducted at different points on that island this past week. Inspector Caesar disclosed that on the first day of the operation (Tuesday, July 8, 2014) almost 60 tickets for speeding and other violations were issued, adding that 39 motorists were served with warnings of pending prosecution, while more than 20 were given time to produce their insurance, motor vehicle registrations and driver’s licenses. But the traffic cop is not banking on the majority of the offenders who are to produce documents doing so, since the police have proven in the past that most of the time they genuinely do not have the documents in the first place. “Yesterday (Tuesday, July 8) we issued 59 tickets, with 39 persons warned of intended prosecution, 20-plus to produce their documents, which most of the time they will fail to produce because they don’t have it in the first place. So they are offenders in waiting. Most of the violations are unlicensed driving, using motor vehicles without insurance, driving unlicensed

the magistrate to decide what penalty he is going to give them. For unlicensed driving, the magistrate charges $250, and using motor vehicle without insurance is $350 most of the time,” the police inspector pointed out. In the meantime, Inspector Caesar said that there has been an increasing trend of motorists using tinted material on their license plates, which he said is against the law. “There has been an increased in improper use of registration plates. A lot of people have been covering their plates with plastic materials, which is darkening the colour, which should be red markings with white background. Now (with the tinting of the licenses plates) all you see is dark,” he revealed. Inspector Caesar said many motorists, when stopped, declared ignorance in that regard, and so they were only warned. He noted however, that the police, going forward, would prosecute anyone with tinted license plates. “That is an offense and it has been increasing a lot. It appears as though a lot of drivers didn’t know, so far the last month or so, we have been giving out warnings, but from this week, there will not be anymore warnings for that,” he asserted.

IOSCO removes Turks and Caicos from watch list The International Organization of Securities Commissions (IOSCO) has notified TCIFSC (The Commission) that the dialogue between the Commission and IOSCO Committee 4 (C4) on how the TCIFSC is cooperating in international securities enforcement activity has satisfactorily been completed. Committee 4, one of the seven Committees within IOSCO tasked with Enforcement and the Exchange of Information as well as the Multilateral Memorandum of Understanding Screening Group; has been working with the Commission since TCI was placed on the “watch list” in 2010 for non-compliance and non-cooperation with International Regulatory Agencies in the area of information sharing. During the four-year period, IOSCO C4 monitored the Commission’s collaboration with other regulators and provided guidance on Principles for Cooperation in Regulation. While indicating that the dialogue was part of IOSCO broader initiative to improve cross border cooperation, FSC Managing Director Kevin Higgins said: “It is the mandate of the Commission to act as a responsible regulatory agency, which adheres to international standards, and as such we were willing to partner with

Luxury Restoration Weekend international conference in TCI
International women’s conference, Restoration Weekend, is to be held in the Turks and Caicos Islands this year between September 25 and 28, at the Somerset Resort in Grace Bay. The luxury four-day/threenight globe-trotting event is an international getaway geared towards restoring women in, among other areas, relationships, health, finance, faith and beauty. Michelle Hargrove, CEO and President of Restoration Inc. – the organization responsible for staging the event, spent the last few days in the Turks and Caicos Islands, accompanied by Hollywood actress Wendy Raquel Robinson of The Game fame, making preparatory plans for the fall event. The plans also included an event at the Crackpot Kitchen Restaurant in Grace Bay. Hargrove said that the event is geared to offer serenity, reconnection, and personal revival for women who are always on the go. Hargrove said that the Turks and Caicos Islands’ women will get the opportunity this year to join

She barely announced her pregnancy with husband Tim Witherspoon in June, and Kelly Rowland’s bump is clearly blossoming. Even in the early stages of her pregnancy, the Work singer hasn’t let her growing belly stop her from yet again hitting the gym. In a photo shared by trainer Jeannette Jenkins on Monday, the 33-year-old stunner planted a hand upon her pregnant midsection as she hit the gym for some pre-natal exercises. Never one to shy away from showing off her incredible figure, Kelly bared her shoulders and her pregnant belly in a navy sports bra. She teamed the top with a pair of

Actress and comedian Rosie O’Donnell is returning to ABC’s long-running morning talk show “The View” to co-host it with Whoopi Goldberg, the television network said on Thursday. Eileen Ford, the founder of the Ford Models who promoted the fresh-faced look of American women and set the stage for the phenomenon of celebrity super models, has died at the age of 92, the agency said on Thursday. Ford died on Wednesday from complications from meningioma and osteoporosis, the agency said. Since starting the Manhattan agency with husband Jerry in 1946, Ford showed she had an eye for talent, discovering Candice Bergen in the 1960s and Lauren Hutton in the 1970s, and signing precocious beauty Brooke Shields as child. “Eileen’s contributions to the modeling and fashion industries are unmatched,” Ford Models said in a statement announcing her death. “She founded Ford Models 68 years ago and due to her unwavering passion, curiosity and drive, grew Ford into one of the
world’s most prestigious agencies.” Born and raised in New York City, Ford herself was a model while studying at Barnard College, and also worked in photography, fashion and as a fashion reporter. She and Jerry would often invite aspiring models to stay at their house when they got started. The Fords were credited for helping to make modeling a lucrative profession by pushing for payment not for a day or hour, but rather for the usage of the model’s work, and for signing models to exclusive contracts for specific brands. That economic foundation spawned the high-paid celebrity super model of the 1980s, when Ford Models was arguably the most important modeling agency. Ford represented a few of them herself, including Christy Turlington, Naomi Campbell and Elle Macpherson.
Ford was also fond of models who radiated a wholesome look, such as Cheryl Tiegs and Christie Brinkley, who embodied American beauty for years. “American women mean a great deal to me,” Ford told People magazine in 1983. “They’re such lost souls, particularly the women of my generation.” Jerry Ford died in 2008. The couple had four children, including daughter Katie Ford, who became chief executive of Ford Models in 1995. The agency was sold in 2007 to Stone Tower Equity Partners, which has since been renamed Altpoint Capital. Katie Ford said in a statement that her mother loved New York touchstones such as restaurant Le Cirque, The New York Times and the TV sitcom “Seinfeld,” in addition to “beautiful models, photographers, fashion, Fred Astaire, and life in general.”

George Clooney receives apology from Mail over marriage story
George Clooney has received an apology from the Mail Online “for any distress caused” by a story about his upcoming marriage to Amal Alamuddin. It follows its publication of a report claiming Alamuddin’s mother objected to their marriage on religious grounds. The story, published earlier this week, led Clooney to accuse the Mail of “irresponsibility”. “We accept Mr Clooney’s assurance that the story is inaccurate,” said a statement from the Mail Online. “We have removed the article from our website and will
be contacting Mr Clooney’s representatives to discuss giving him the opportunity to set the record straight.” Earlier this week, the Mail claimed Alamuddin’s mother, Baria, wished her daughter to be married within the relatively small Druze sect. The Druze are a religious sect with an estimated 700,000 members, mostly in Lebanon, Syria, Israel and Jordan, whose beliefs are based on Islam but also incorporate elements of other religions. The report, published online on Monday and then in print on Tuesday, in an
amended form, said “close family friends” had told them that Baria Alamuddin had been “telling half of Beirut” that her daughter “could do better”.
‘Completely fabricated’ In a piece published by USA Today, Clooney denied his fiancee’s mother was a member of the Druze community and asserted that she was “in no way against the marriage”. He went on to accuse the Mail of putting his family and
friends “in harm’s way” and potentially “inciting violence” with its “completely fabricated” story”. “The irresponsibility, in this day and age, to exploit religious differences where none exist, is at the very least negligent and more appropriately dangerous,” the actor wrote. Clooney’s engagement to Alamuddin, a London-based barrister who specialises in human rights cases, was confirmed by her chambers in April. In its statement, the Mail Online insisted its story had

Remember when Robin Thicke was the toast of the town? Hard figures for his new LP, Paula, are starting to trickle in, and while they’re not particularly good in the United States, they’re downright horrible in other countries. The effort sold 24,000 copies in the United States during its first week, which was less than 25% of what Blurred Lines moved. In the United Kingdom, that figure plummeted to just 530, and according to an Australian news site, the figure Down Under was “less than 55”. BEVERLY HILLS, California — Beyonce and Jay Z will co-star in an HBO concert special, and Queen Latifah will play legendary blues singer Bessie Smith in a movie for the network. The music special will feature the married couple on their “On the Run Tour” performing in Paris. It will tape Sept. 12 and 13 at the Stade de France, featuring the superstars performing more than 40 songs, the network announced. It will air in September. Starring Queen Latifah, “Bessie” is written and directed by filmmaker Dee Rees (“Pariah”). Currently in production in Atlanta, it co-stars Michael K. Williams, Khandi Alexander, Charles S. James Patterson’s ‘Maximum Ride’ to come to life on YouTube Best-selling author James Patterson has reached a deal to turn his young adult book franchise “Maximum Ride” into an Internet video series that will be released on YouTube. Patterson sold exclusive online rights for “Maximum Ride” to Collective Digital Studio (CDS), a production company and operator of YouTube channels, according to a statement released on Wednesday. The eight “Maximum Ride” books, which have sold more than 30 million copies, tell the story of children who are genetically modified with bird DNA and can fly. The franchise already has a following on YouTube, where fans have posted videos of themselves acting out scenes from the books. CDS plans to start its online series with six to 10 episodes that are each about 10 minutes long, said Gary Binkow, partner and chief content officer for CDS. Barbados voices concern over impact of climate change in the Caribbean
BRIDGETOWN, Barbados – Prime Minister Freundel Stuart says Caribbean countries and other small island developing states (SIDS) are becoming increasingly susceptible to climate change and steps have to be taken to reduce this vulnerability. Stuart noted that as a result of climate change, unprecedented flooding was taking place in several parts of the world, including the Caribbean, with
neighbouring territories experiencing unseasonal hurricane type behaviour. “St. Vincent and the Grenadines, for example, around Christmas last year and St. Lucia and Dominica experienced systems that were unprecedented for that time of the year. Seventeen per cent of the gross domestic product of St. Vincent and the Grenadines was destroyed by that system last December.
“We were fortunately spared (that system but) about two or three years before, (Hurricane) Tomas passed by at a very awkward time for us as well and I am not aware that we have fully come out of the damage done by Tomas,” he said. Prime Minister Stuart said that Barbados would be articulating its position on the effects of climate change on SIDS at the Third International
Conference on Small Island Developing States, which will be held in Samoa in September. “We’ll be accentuating a lot of those issues that have to do with the threats posed to small island developing states by climate change and making sure that we can access a lot of the funding that is being put in place to effect adaptation and mitigation measures so that we can minimise our risks.

The Bahamas trying to prevent spread of chikungunya virus NASSAU, Bahamas – With the rapid spread of the chikungunya virus in some parts of the Caribbean, Minister of the Environment and Housing Kenred Dorsett said on Tuesday that public health officials in The Bahamas have been ordered to increase their efforts to diminish the threat of a local outbreak. According to a statement from Dorsett, the Department of Environmental Health Services (DEHS) has engaged in a systematic monitoring program and has been instructed to ramp up its fogging program across the country, following the confirmation of the first case of the chikungunya virus. “The Department of Environmental Health Services is aware of this threat to the health of the population,” Dorsett said. “In January 2014, DEHS implemented a heightened monitoring program for the Aedes aegypti mosquito at all ports of entry in The Bahamas in response to the level of
chikungunya virus transmission in Latin America and the Caribbean. This activity will continue.” The Aedes aegypti mosquito, which is found throughout The Bahamas, spreads the chikungunya virus. The mosquito is known to transmit other diseases such as dengue fever, which affected more than 1,500 residents in 2011. Since December 2013, the chikungunya virus has spread throughout the Caribbean. The progression of the illness in the region is occurring at a rate of one country every 7 to 14 days, according to Dorsett. The Bahamas confirmed its first case on July 4. In the Caribbean, there have been over 4,300 confirmed cases and over 250,000 suspected cases, according to the latest statistics from Pan American Health Organization (PAHO). Symptoms include high fever and severe joint pains in
the hands and feet, which can persist for several weeks. Other symptoms include muscle pain, joint swelling and rash. Chikungunya rarely results in death; however, the Centers for Disease Control and Prevention said the symptoms can be severe and disabling. At least 21 people have died as a result of the fever in the Caribbean, PAHO statistics show. Dorsett said residents should ensure that their immediate environment is not a breeding ground for mosquitoes. “The ministry of the environment and housing and the DEHS will continue to work with the ministry of health to contain the disease and to ensure adequate and optimum treatment of those who may be infected,” Dorsett added. He said a public education campaign is already underway and will be stepped up immediately.
PORT-OF-SPAIN, Trinidad – A police officer committed suicide hours after a photo of his appeared on a television programme hosted by a senior police officer that he was a fugitive from the law. Constable Christopher Madeira, who had been on suspension from the Trinidad and Tobago Police Service (TTPS), died after he ingested a quantity of weedicide on Tuesday. His picture had been posted on the television programme “Beyond the Tape” co hosted by Inspector Roger Alexander. The post carried the words “The first member of the protective services to grace the ‘Wall of Shame” is Christopher Madeira. If you see Madeira, do not approach or confront him since he is considered armed and extremely dangerous…instead call ANY police station, 623-0362/ 4968 or send an e-mail to beyondthetape@tv6tnt.com if you have information that could help the police capture this fugitive from the law”. Under his photograph, it stated he was wanted for two charges of misbehaving in public office, and failure to appear in court. The charges alleged that he and another police officer, Corporal Lennox John, knowingly and wilfully handed over a loaded firearm and a bullet-proof vest belonging to the Trinidad and Tobago Police Service. Madeira, who was last stationed at the Scarborough Police Station in Tobago, was also charged separately with handing over a loaded pistol and a bullet-proof vest. He was released on TT$150,000 (One TT dollar = US$0.16 cents) bail, ordered to surrender his passport to the court and report to the Scarborough Police Station twice weekly.
Two Guyana police officers charged for severely burning boys hands
GEORGETOWN, Guyana – Two police officers will return to court on August 18 in connection with an incident in which the hands of a teenage boy was set afire while in custody. Constable, Earwin Forrester, who was charged with inflicting serious bodily harm, and Inspector Dexter Thornton, who is accused of attempting to pervert the course of justice, appeared before a magistrate Tuesday, were placed on GUY$125,000 and GUY$100,000 (One Guyana dollar =US$0.004 cents) bail. The alleged incident occurred in May, when the teen said police on patrol accused him of wandering and took him to the police station where an officer poured methylated spirits on his hands, and with the assistance of others, set it alight.

Barbados public hospital gets a BDS$22 million lifeline BRIDGETOWN, Barbados – The Barbados government Tuesday announced a BDS$22 million (One BDS dollar = US$0.50 cents) injection into the Queen Elizabeth Hospital (QEH) after doctors there warned that they would only be performing emergency medical procedures, owing to a shortage of supplies. Health Minister John Boyce told Parliament that the QEH is not in a crisis and that the new funds were a short to medium term remedy to the shortage of basic and essential health supplies currently affecting the island’s main public medical facility. ”I am comfortable that the short term arrangements that have been put in place will see that immediate turn around and I’m comfortable with the fact, and Barbadians need to be assured that with the injection. . . of some $20 million, the medium term has also been comfortably taken care of,” Boyce said. “I trust that some of the points which I have been able to put to Barbadians today have helped them to appreciate where our prioriies are, and the fact that recognising our priority, action has been taken to alleviate the situation and indeed to correct the situation,” he added. Vice President of the Barbados Association of Medical Practitioners (BAMP), Dr Vikash Chatrani, said the decision to adopt the new working schedule was taken at an emergency meeting of BAMP members on Monday. He said that representatives of

We believe that the short-term financial injections (or) supplements have failed to rectify the serious situation that exists at the QEH, and we urge the government to immediately restore adequate levels of funding in order to prevent harm to our patients,” Dr. Chatrani said. Opposition Shadow Health Minister Dr Maria Agard had tabled the motion on a “matter of urgent public importance”. Dr. Agard said the situation had reached crisis proportions and she called for the Minister of Health to be held accountable to the people of Barbados. “The Minister of Health must stand transparent, accountable to the people of Barbados in addressing these issues to protect our people and return the operations of QEH to a state of normalcy. “He cannot no longer continue in the face of mounting evidence to the contrary, (to say) that quality healthcare at the QEH has not been compromised, that it is business as usual and that he and his administration are doing all (they) can to ensure the delivery of quality healthcare. “We have heard it from doctors, we’ve heard it from nurses, we’ve heard it from patients, we’ve heard it from visitors to the hospital; there is a problem and the problem needs to be fixed,” she said.

St Lucia’s water crisis continues CASTRIES, St Lucia – The Water and Sewage Company (WASCO) in Saint Lucia announced on Tuesday that the island’s drought is getting worse. As a result, the water related emergency initially declared in March for the north of the island, has been expanded to the entire country. “The flows in our rivers have not improved despite the recent rains and therefore the available raw water supply for extraction is at extremely low levels,” WASCO stated. At the last assessment, the dam’s water level was 322 feet. Normal overflow levels are 333 feet. In light of this situation, the islandwide water rationing program remains in effect. Every community will experience periodic outages in order to allow other communities to receive a supply of water. WASCO managing director Vincent Hippolyte said that, until the rains come in sufficient quantity and volume, WASCO will continue to take precaution and ration water. “Despite the [intermittent] rains and the greenery, drought conditions exist because the rivers are not moving,” Hipployte said. “They do not have the volume of water that will enable WASCO to extract sufficient water to meet demand. [We are] in the early stages in the drought situation. It is not as severe as the middle or [later stages], but we are still in drought conditions.” Experts predict the drought will persist through August.

Texas man charged with capital murder for shooting six dead A Texas man was charged with capital murder on Thursday after appearing at the house of his estranged wife’s relatives disguised as a FedEx driver and gunning down a married couple and four of their children, authorities said. Ronald Lee Haskell, 33, was being held without bond since his arrest on Wednesday night after the shooting in the Houston suburb of Spring, they said.
“Mr. Haskell was married to a relative of the victims,” said Mark Herman, the assistant chief deputy for the Harris County Constable Precinct 4 office told Reuters. “Mr. Haskell and his spouse were divorced. I’m not sure what conclusion we can draw from the motive to attack family members,” Herman said. The suspect was chased by police through the residential area of treelined streets about 25 miles (40 kms)
north of Houston before he was trapped on a dead end and surrendered after a four-hour standoff. The children killed were two boys aged 4 and 14 and two girls ages 7 and 9, the sheriff’s office said. Haskell was charged with capital

A primary school teacher is facing jail after playing games of ‘sniff and tickle’ with his pupils’ feet. He pleaded guilty to eight counts of sexual activity with a child under 13 at Preston Crown Court and will be sentenced next month. At an earlier hearing before magistrates, prosecutor Miss Catherine Allan said: ‘The defendant was working as a teacher at a school. ‘The prosecution case is that he would play a game with children which involved him smelling their feet for sexual gratification. Teenage wrestler died from caffeine overdose – coroner
A healthy 18-year-old Ohio high school wrestler died last month from an overdose of powdered caffeine, a county coroner said on Wednesday. Logan J. Stiner, who was a senior at a high school in LaGrange, Ohio, and a state-qualified wrestler, was found dead by his brother in late May, authorities said. Stiner had consumed at least a teaspoon of powdered caffeine before his death and tests for caffeine level were ordered after police found a bag of what turned out to be powdered caffeine at his home, Lorain County coroner Dr. Steven Evans said. Evans said Stiner had a lethal level of caffeine in his system, the highest he had ever seen. The coroner said he does not believe Stiner, a national honor society member who planned to attend Toledo University, had any idea he had consumed a toxic amount of the powder. One teaspoon of the powder, which is used in homemade workout drinks, could have the caffeine equivalent of dozens of cans of soft drinks, he said. The powder, which can be purchased online and in bulk, is not regulated. Evans said he believed caffeine overdoses might be more common than people think and most coroners would not think to test for caffeine levels.

Alleged escort charged in Google exec’s fatal heroin overdose
The woman accused of being a high-priced escort who administered a lethal dose of heroin to a former tech executive on his yacht in Santa Cruz will not be charged with murder in the case, but still faces manslaughter, prostitution and drug counts, prosecutors said Wednesday. Alix Catherine Tichleman, 26, of Folsom was arrested Friday in connection with the overdose death of 51-year-old Forrest Hayes, who worked for Google, Sun Microsystems and Apple. Tichleman had been booked
on suspicion of murder, but on Wednesday, Santa Cruz County prosecutors charged her with eight counts, including manslaughter, prostitution, destroying evidence and several related to administering and possessing heroin. Tichleman’s arraignment was postponed until July 16, but she remained in custody in lieu of $1.5-million bail. Prosecutors said the charges could still change as the investigation continues. Police allege Hayes was a client of Tichleman, who met him one night in Novemberon

White House faces Senate opposition over $3.7bn for child migrant crisis
White House efforts to respond to a wave of child migrants from central America faced growing opposition in Congress on Thursday, as both Democrats and Republicans questioned aspects of the president’s plan to tackle the crisis. Users in China were able to access online services for Google Inc on Thursday, after more than a month of severe disruption that almost completely blocked people from using features such as its search, maps and e-mail functions. China maintains tight control over the Internet, nipping in the bud any signs of dissent or challenges to the ruling Communist Party’s leadership. Users told Reuters they could use Google Maps and access the Google. com search engine, which redirects to a Hong Kong version of the
website. Reuters journalists were able to replicate this. Google declined to provide immediate comment. China-based anti-censorship group GreatFire.org also reported that Google services appeared to be accessible within China. “I’m not sure if it’s a temporary glitch or a change of policy,” said a member of the group who used a pseudonym. “If Google indeed is unblocked, it’s a big victory for free speech.” The member added that it was only a positive development if Google continued to use HTTPS, a form of encryption for websites that ensures individual search phrases cannot be censored within China. Currently the search engine uses HTTPS.
“If Google were to back down and disable HTTPS-by-default for Chinese users it would be a victory for the censorship authorities,” the member said. Other online services are also experiencing disruption in China, which began last week. These include South Korean Naver Corp’s Line and KakaoTalk, owned by South Korea’s Kakao Corp, both mobile messaging apps. Disruptions have also been affecting Yahoo Inc’s photo-sharing site, Flickr, and Microsoft Corp’s OneDrive cloud storage platform. Other overseas online services, such as social networks Facebook Inc and Twitter Inc, and Googleowned video site YouTube, have been blocked in China for years.
Samsung is facing a fresh accusation that one of its Chinese suppliers hired children to meet production targets during a period of high demand from the South Korean electronics giant. Samsung Electronics said it is looking into the allegation by China Labor Watch that a supplier, Shinyang Electronics in Dongguan, Guangdong province, hired children and student workers under the legal working age. The New York-based watchdog said children were hired during a busy production period and worked for 11 hours a day without overtime pay or social insurance. They usually left employment after three to six months without any severence pay, when demand from Samsung declined. The accusation conflicts with Samsung’s recent report on conditions at suppliers. It said no child labour was found by an external audit last year of about 100 Chinese suppliers. That audit found 59 suppliers that did not provide safety equipment to employees. It also said excessive working hours were common. China Labor Watch said in 2012 that Samsung was turning a blind eye to child labour at its suppliers in China, where Apple and Samsung smartphones are assembled. The 2012 report also said working conditions at Samsung suppliers were “inhumane”, citing workers labouring beyond legally permitted hours and other problems. At the time, Samsung promised to eliminate illegal overtime and other violations. It began to detail its efforts to remove child workers, introducing a new hiring process with strict identity checks at its suppliers in China. Animals come in all shapes and sizes and now scientists have demonstrated how their form affects their perception of moving objects. By studying a variety of animals, researchers have discovered that a creature’s body mass and metabolic rate dictates how it perceives the speed of a moving object - or person. They found that a dog and housefly see movements more slowly than a human, while a rat and a cat see movement more quickly. The scientists, from the School of Natural Sciences, Trinity College Dublin, Ireland and the Universities of Edinburgh and St Andrews, said that speed perception depends on how fast an animal’s nervous system processes information in order to react to its environment. To investigate, they showed 34 types of
vertebrates, including fish, birds, lizards and mammals, a flashing light. If the light flashes fast enough, both humans and animals see it as a constant beam, Scientific American reported. By measuring an animal’s brain activity, they examined the highest frequency that it saw the light flashing. To animals that can see the light flashing at higher speeds, it is as if movements and situations unfold more slowly, according to the study, published in the journal Animal Behaviour. The team think that this is advantageous to animals that need to avoid obstacles or predators quickly. For example, chipmunks and pigeons can see a light flash 100 times a second, while cats see it flash 55 times a second. Animals that could see the light flash at high speeds were found to have faster
metabolisms, confirming the scientists’ hypothesis that the species that can see objects move at a higher frequency of flashes tend to be smaller. A dog can take in visual information – and see a light flashing – 25 per cent faster than a human, and while this makes it seem that time moves more slowly for canines, it is not enough to mean that one dog year equates to seven human years, they added . The Turks & Caicos Islands Women’s Football League (WFL) extends a hearty congratulations to the graduating class of 2014 and in particular - its players: Christma Jean Louis, Melissa Jean Guy, Brittney Bien-Aime, Willandra Elliott and Alyssa Laing. Christma graduates as the Valedictorian of her Alma Mata the Clement Howell High School (CHHS), proving that sports and education share a special marriage through dedication, discipline and hard work. In addition to the many subject awards won, coupled with the Caicos Express Airways Most Outstanding Student and the 2014 ARB Foundation’s Resilience Award –
Christma is well on her way towards continued academic excellence. On the football pitch she is a level headed and consistent midfielder, and is a Turks & Caicos Islands Football Association (TCIFA) assistant referee. Miss Jean Guy, also a graduate of the CHHS, departs the institution as its Salutatorian. Melissa is also the recipient of numerous subject placement awards together with the Commitment to Excellence Award. An impressive defender, Melissa is also a TCIFA assistant referee. Brittney Bien-Aime’s Alma Mata is the British West Indies Collegiate (BWIC), where she captured the Most Improved Student Award for 2014.
No stranger to the public, Brittney has consistently been sought after by several international modeling agencies, in particular Next Model Management and Wilhelmina Models. On the football field, Bien-Aime holds the position as both a striker and a mid fielder. What is more, Brittney is also a committed youth coach with the TCIFA. Also graduating from BWIC is Alyssa Laing. There, Laing was a graduate of the IGCSE course of study and has received the notable award of 2014 Female Athlete of the Year. Alyssa’s athletic abilities extend beyond being a great defender on the pitch and ventures into another sport:
hockey. Laing is also a TCIFA youth coach. Wilandra Elliott, whose name is synonymous with her Alma Mata the Wesley Methodist High School, has captured the 2014 Principals Cup Award, that along with Junior Minister of Tourism 2012/2013 and Best Speaker of the National Aids Debate 2013/2014. On the pitch, Wilandra is both a midfielder and a defender. What is more, Miss Elliott is also an assistant referee with the TCIFA. The WFL encourages all of its players in their educational endeavors, as it believes in not only developing the player for the football field, but also developing the person for life.
U-20 boys soccer team travel to Haiti to compete in WC qualifiers
The Turks & Caicos Islands (TCI) Under-20 Soccer Team are to travel to Haiti from July19th – 23rd to compete in the Boys U-20 World Cup Qualifiers, consisting of three games against Haiti, Saint Lucia and Suriname. All games will be held at the Stade Sylvio Cator in Port-au-Prince, Haiti. Until 2005, the FIFA U-20 World Cup was known as the FIFA World Youth Championship. The Cup is the world championship of football for male players under the age of 20 and is organized by Fédération Internationale de Football Association – FIFA. The Championship is held every two years since the first tournament was held in Tunisia in 1977. “The main goal for us is that this group gets as much preparation and development, playing tournament football as possible. It’s the same for all of our Youth National Teams – down to the U-15’s, because as a development programme, our goal is to train and develop players within the concept that we at the TCIFA are trying to teach not only for our National Teams, but also the club teams,” said TCIFA’s Technical Director Craig Harrington. He added that the average age of the group is 15.8, which is very encouraging for the future, as 15 of the players will be eligible to play again in the U-20 cycle in two years time. Moreover, he noted that this group would not be judged on wins and losses; but can they play more attractive football, and for the players to have more confidence in a certain style that the TCIFA have started to implement. “It is important that each player, in every position, is comfortable in playing that type of style: more possession, more build-up out of the back, more attacking. Making everybody more aware of the type of football that we want each player to learn and play within the style that the Association wants,” Harrington said. The U-20 Boys squad, lead by Head Coach Dane Richie consists of 16 players. Trinidad to settle players 2006 FIFA World Cup pay dispute PORT-OF-SPAIN, Trinidad, – Trinidad and Tobago’s government says it will settle the outstanding US$1.3 million owed to 13 members of the 2006 World Cup squad, bringing an end to the long-running dispute between the players and the national football federation. Prime Minister Kamla Persad-Bissessar said that while government was under no obligation to settle the impasse, it was mindful of the “long and protracted legal battles waged by these football heroes of ours” and also aware of the fact the national federation was
not in a position to pay. “On the eve of the FIFA World Cup 2014 I think it is appropriate that we honour these players and settle their long outstanding battle for the payments due them,” Persaud-Bissessar told a media conference. “Let us move beyond the grievances and rekindle the spirit of togetherness and patriotism engendered by such a historic moment. She continued: “As we gather to witness the excitement of the World Cup semi-finals and finals we can celebrate our own time knowing
there are only pleasant memories and acknowledged heroes.” The members of the squad argued they were never paid all the monies owed them coming out of the historic 2006 campaign in Germany, and sued the national federation. They gained a judgment in their favour for US$3 million but were only paid US$1.7 million of the amount. Former national player Brent Sancho, a member of that aggrieved World Cup squad, said he was “overwhelmed” by government’s decision to settle the outstanding amount.
Simpson, Powell await appeal decision from CAS
The wait has started for former Commonwealth Games sprint champions Asafa Powell and Sherone Simpson after presenting their appeals against an 18-month ban before the Court of Arbitration for Sports (CAS) held in New York on Monday and Tuesday. Powell, also the former men’s 100m world record holder, and Simpson had appealed against the ban handed down by the Jamaica Anti-Doping Disciplinary Panel (JADDP) in early April, saying it was excessive and that they are asking CAS to reduce it to three months. Both tested positive for the banned stimulant Oxilofrine at last year’s JAAA National Senior Championships in June and had blamed Canadian trainer Chris Xureb — who had been hired by their agent Paul Doyle — for giving it to them in a tainted supplement. A release from Powell’s publicist Tara PlayfairScott yesterday said the two had completed their appeal hearings and were “more than satisfied with the process and patiently await the CAS panel’s decision”. The release also dismissed earlier reports that the athletes were freed of the doping charges. “Any reports of the athletes’ previous sanction being overturned by CAS are premature and in fact unofficial,” the release added. Meanwhile, a provisional lifting of the ban by CAS

Guyana’s Kristian Jeffrey claimed a clean sweep in the three CMRC Group 4 races and Jamaica’s Kyle Gregg won two Group 2 encounters, but it was Barbados leading the Country Championship standings at close of play. A record 27 regional competitors participated in the Digicel Williams International Race Meet, the first staged at the redeveloped Bushy Park Circuit. The largest contingent came from Guyana, the only country to field riders in the CMRC Superbike Championship, with Nikhil Seereeram and Stephen Vieira claiming a win apiece. After testing on Thursday and Friday, teams got down to serious business on Saturday with qualifying for all classes on the 24-race programme. Roger Mayers, CMRC Champion in 2011, claimed pole position for the home team in his Ford Focus, nine-tenths quicker than reigning champion Doug Gore of Jamaica (Audi TT-RS DTM); Guyana’s Mark Vieira (Mazda RX-8) and Kevin Jeffrey (Mitsubishi Lancer Evo VIII) lined up on row two, with locals Barry Mayers (Suzuki SX4) and Stuart Williams (Lotus Elise) on row three. Saturday’s race programme was cut short after a number of incidents caused delays, the scheduled CMRC races moved to Sunday morning. As the 14 Group 4 cars set off on their first formation lap, however, the engine of Jeffrey’s Evo blew, causing a small under-bonnet fire and a further delay; he played no further part in proceedings. An incident at the Ws Hairpin at the start of the lap two resulted in early retirement for pole-man Mayers, with a broken wheel on the Focus, then Gore took time to re-start after a spin on the following tour; Vieira seized the initiative, leading until lap five, when he coasted to a halt on the exit of The Bullet, handing the lead to Kristian Jeffrey (Evo IX), who had started on the last row of the grid after issues in qualifying. RIO DE JANEIRO – It had more twists and turns – and almost as much blood – as a heavyweight title fight. But when the knockout blow finally came it was delivered by one of the smallest players on the field, with second-half substitute Mario Goetze scoring in the second overtime to give Germany its long-sought World Cup title with a 1-0 win over Argentina on Sunday. The play started with another substitute, Andre Schuerrle, making a long run up the left side, pulling up and delivering a perfect cross to Goetze deep in the penalty area. Goetze, who had slipped between down defenders chested the ball down, then volleyed it out of the air with his left foot. And with that goal, Germany’s misery came to an end: In each of the last four World Cups it had made the semifinal. But until Sunday it had gone 24 years without a title. For Argentina and Lionel Messi, the nightmare goes on. Argentina’s drought is even longer than Germany, stretching back to 1986 while Messi, arguably the world’s best player, is also the best player without a world championship. Anyone who thought this would be easy was mistaken. This World Cup final was proof that opposites attract. Germany hadn’t been shutout in the tournament. The appeal was lodged against the sanctions imposed on the Liverpool striker by Fifa’s disciplinary committee for biting Italy’s Giorgio Chiellini. They included a nine-match international ban plus a 100,000 Swiss franc fine (£66,000). Fifa’s head of media Delia Fischer told a news conference in Rio de Janeiro: “The Fifa appeal committee has decided to reject the appeals lodged by both the Uruguayan player Luis Suárez and the Uruguayan FA, and to confirm the decision rendered by the Fifa disciplinary committee on 25 June 2014 in its entirety. “The terms of the decision taken by the Fifa appeal committee were communicated to the player and the Uruguayan FA today.” Both the player and the AUF can make a further appeal to the court of
arbitration for sport. Fischer added: “The relevant decision is not yet final and binding, ie. an appeal to the court of arbitration for sport is still possible by the player and/or the Uruguayan FA, subject to certain conditions.” The disciplinary committee’s initial decision took into account there had been no remorse from Suárez, and the fact it was the third time he had been involved in biting an opponent. After lodging his appeal, Suárez did then issue a formal apology to Chiellini and vowed never to bite anyone again. The player was sent home from the World Cup in disgrace and faces being out of club football until the end of October, during which time he will not be allowed to train with a club. Fifa has confirmed that the ban will not stand in the way of any transfer to Barcelona, who are close to agreeing a deal with Liverpool, nor of Suárez having a medical at a prospective new club.
LeBron James only takes 2 year contract with Cavaliers With an eye toward maximizing the future of the salary cap, LeBron James finalized his contract with the Cleveland Cavaliers on Saturday. James signed a two-year, $42.1 million deal, sources familiar with the process told ESPN.com, with the goal of re-signing with the Cavs before the 2016-17 season when a new television deal is expected to create a large jump in value of the maximum contract. As part of the deal, James will have an option to become a free agent next summer but is fully committed to the Cavs long term, sources said. Cleveland officially announced Saturday that James had signed with the team, but did not provide any terms of the contract in a release, citing league policy. “We could not be happier to welcome LeBron James home,” Cavaliers general manager David Griffin said in a statement Saturday. “Yesterday, LeBron, through his essay, told us he wasn’t going anywhere except Cleveland and that ‘Cleveland is where he always believed he would finish his career.’ These words and commitment put all of us, including LeBron, in the best position to build our franchise the right way and achieve the kind of goals we all know are possible. Expectations will be at the highest levels but no one should expect immediate and automatic success. “We can’t wait to get started and look forward to his leadership, on and off the court, for many years to come.” Depending on how the new television contracts are put together, the salary cap is projected to leap to as high as $80 million in 2016. There is also uncertainty with the current collective bargaining agreement starting in 2017, another reason James wanted to keep his long-term options open when it comes to the structure of his contract. James’ off-court earnings, which top $40 million per year according to some estimates, allow for him to take some short-term risk to maximize long-term earnings. Brazil deeply scarred after Germany defeat
Brazil’s sports minister, Aldo Rebelo, has acknowledged that his country’s 7-1 loss to Germany would leave a “deep scar” on the nation’s football psyche but said it could not be compared to the 1950Maracanazo. Rebelo, who was a key driver behind a congressional inquiry into the Brazilian Football Confederation and the way the game is run in 2001, called for an overhaul of facilities and coaching to improve the development of young players. Although the heavy defeat would leave a lasting mark on Brazilian football, he said it should act as the catalyst for a wide-ranging overhaul of domestic football so fewer players left for Europe at a young age. Even in the under-15 side, many Brazilian players were already based abroad, he said. “It will be a deep scar for our football.
