urks and Caicos Islanders will have to apply to the United Kingdom for their passports from early next year; and they should brace themselves for delays and frustration in getting these important travel documents. The new policy will come into effect because the British Government, through the Identity and Passport Service (IPS), has introduced a new UK passport design with improved biometric security measures. The SUN understands that the applications for passports will have to be done locally, but all of the documentation will have to be forwarded to the UK, then the passports will be sent back to the Turks and Caicos Islands. In addition to the Turks and Caicos Islands, the new passport rules will also affect Anguilla, Ascension Islands, Bermuda, British Virgin Islands, Cayman Islands, Falkland Islands, Gibraltar, Montserrat, Pitcairn, and St. Helena Islands. When contacted by The SUN, Premier Hon. Dr. Rufus Ewing and Permanent Secretary in the Ministry of Border Control and Immigration, Clara Gardiner, confirmed the drastic changes to the issuing of passports for Turks and Caicos Islanders, but neither of them elaborated. They directed queries to Minister of Border Control and Immigration, Hon. Donhue Gardiner, who could not be reached up to Press time. However, in his recent speech during the budget, Gardiner said TCIG would only be empowered to issue passports in emergency cases. Policy makers in the Home Office in the United Kingdom have regular consultation with the Overseas Territories and the conditions that would be categorized as an emergency will be defined by this working group, he said. Some of the British Overseas Territories (BOT) in the Caribbean, already have expressed concern about their passports being issued by the UK. In fact, if what has been reported in countries such as Cayman Islands and Bermuda is any indication, the Turks and Caicos Islands also can expect to experience some snags with their passports. A few days ago, Cayman Islands Premier Alden McLaughlin, said in a statement: “Overseas territories members are concerned about the impact on their residents who seek emergency medical travel, putting at risk in particular the very young, elderly and those who may not have valid travel documents.”

TCIFA WELCOMES NEW PRESIDENT SONIA BIEN-AIME. Sonia Bien-Aime, who served

as the Football Association’s General Secretary for the last eight years, was elected President of Turks & Caicos Islands Football Association (TCIFA) during its Annual General Meeting held at The Regent Grand Resort on Monday, July 21st 2014. Bien-Aime is the first female President of the TCIFA, the entire Confederation of North, Central America and Caribbean Association Football (CONCACAF) region and one of two women to hold such a position worldwide in all FIFA 209 Member Associations. UK to issue TCI passport Continued from Page 1.

Media reports from the Cayman Islands revealed that residents who possess United Kingdom passports have already run into very lengthy delays for renewals or the issuance of new passports for children in recent months as the repatriation of passport printing has put a strain on British passport office resources. It was also reported that Caymanians who hold both British and overseas territories passports recently found

themselves stranded on the islands without any valid travel documents while awaiting the renewal of their British passports. Cayman Islands’ Deputy Governor Franz Manderson, a former Chief Immigration Officer, also spoke about the problems with the UK issuing passports. He said: “[There is a] requirement for them to send their Cayman passport, which then leaves the Caymanian with no travel documents. Everything was going fine until there was a considerable backlog

[in the British passport office] and now it’s taking many, many months for the passport to be issued and returned.” Helen Kilpatrick, the Cayman Islands Governor, recently said that Governors from across the Caribbean overseas territories have made representations to Her Majesty’s Passport Office about the practice of submitted original [overseas territories] passports to support applications for U.K. passports. In Bermuda, Home Affairs Minister Michael Fahy, said the new passport

rules have sparked concerns about the ability to obtain emergency travel documents locally. Fahy noted that the Immigration Department does not produce emergency travel documents but can issue a British Overseas Territory passport within a day for emergency medical travel. “The repatriating of BOTC passports back to the UK will result in serious implications for Bermuda; particularly as it relates to emergency medical travel,” he said.

Sonia Bien-Aime is first female FA president

The Turks & Caicos Islands Football Association (TCIFA) welcomes its newest President, Sonia Bien-Amie. Bien-Aime, who served as the Football Association’s General Secretary for the last eight years – was elected President during its Annual General Meeting (AGM) held at The Regent Grand Resort on Monday, July 21st 2014. The Ordinary Congress saw the presence of international dignitaries: Jeffery Web, Confederation of North, Central America and Caribbean Association Football (CONCACAF) President; Gordon Derrik, Caribbean Football Union (CFU) President; Captain Horace Burrell, CONCACAF Vice President and President of the Jamaica Football Association; Damian Hughes, CFU General Secretary; Bruce Blake, Cayman Islands Football Association’s First Vice President; Howard MacIntosh, FIFA Development Officer; Marco Leal, CONCACAF Director of Legal Affairs; Jason Harper, Media Officer CONCACAF and Angela Vasco, CONCACAF staffer. Also in attendance was TCI’s Deputy Governor Anya Williams, along with Bien-Amie’s family and other invited guests. On being named President, BienAime achieved a few historic firsts for women in football. She became the first female President of the TCIFA, the entire CONCACAF region and one of two women to hold such a position worldwide in all FIFA 209 Member Associations. Sonia, a former multi-sport athlete who represented the Turks & Caicos internationally in track and field, softball and as captain of the Turks & Caicos Islands Women’s National Football Team, have always had a passion for sports. However, it was after leaving the

legal field in 2006 that she turned her attention to sports administration - when she took on the role of TCIFA’s General Secretary. In her President’s acceptance speech, Bien-Aime said: “I am totally humbled by this elevation to be the President of this fast growing organization and I want to use this occasion to thank those persons who have assisted in my growth in this challenging world of football administration.” She thanked her husband Basneal, children: Ira, Dadre and Brittney; Chris Bryan, outgoing TCIFA President; Paul Slattery, First Vice President TCIFA; Oliver Smith, Second Vice President TCIFA; Candace Hanchell, President of the Women’s Football League; Paula Garland, Executive Director 2; members of the FA Executive and football clubs. Sonia said that it is her hope, that with their support, they can move the TCIFA and its development to even higher heights. Chris Bryan, outgoing President said: “After eight years as President of TCIFA and as the end of my second mandate neared, I became acutely aware that a change of Presidency would be beneficial to the Association for a number of reasons. Sonia Bien-Aime is the perfect choice as the new President. She will bring a continued stability to the running of the Association as we progress steadily with our development of football within the Turks and Caicos Islands..” Gordon Derrick, President of the Caribbean Football Union noted that it was two years ago when he spoke with Bien-Aime regarding the possibility of serving as a CFU Executive Member. Of this he said: “I wasn’t asking her or suggesting to her or encouraging her

I was encouraging her because I saw the ability and the way that she conducted herself, how she spoke, her dept of thought, her rationale and I said ‘in the era where yes we want to support and encourage female participation – which I am a full supporter of; but I am not one who believes in putting persons in a position just because’. She is not there just because she is a woman; she is there because she is a qualified woman.”

Jeffrey Webb, President of CONCACAF disclosed that when FIFA asked for nominations for female representation to the FIFA Executive Committee and asked if he had anyone to put forward, Webb said that without hesitation Bien-Aime was that person. Of this, Sonia became the first woman ever on the CONCACAF Executive Committee. “I did that because I know that her growth and her development, and what she stands for as an individual.”

WIV’s social media presence soars

Figures for Instagram and Facebook followers are a whopping 8,610 and growing Only 24 hours after the launch of its @WIVTCI account on Instagram, WIV, which is owned by Digicel, boasts the largest number of engaged followers – more than any other telecommunications operation in the Turks and Caicos Islands. The account was created at 10am on Saturday July 19th and by 10am the next day; there were over 650 followers;

which amounts to much more than the competition, in the same industry. The growth is due to the value created in each post; whether it is entertaining, informative or promotional. By Tuesday, July 22, 2014 there were 822 followers. WIV Marketing Manager, Andrew Williams, said; “At WIV, we’re all about staying connected with our customers, and social media plays a big part on how we do that. As such, we are proud that WIV’s Facebook page is also leading in followers with 7,788 likes and growing.”

NHIP Amnesty opens August 1 ends December 31 Bosses and self employed persons who are behind on their National Health Insurance Plan (NHIP) payment and therefore racked up penalties will have until the end of December to settle. However, they will be required to pay just the NHIP back payment and not accumulated penalties or interests. Last week the House of assembly passed the bill, which was brought to the House by government and piloted by Finance Minister Hon. Washington Misick. The bill received the support of the whole House, including opposition and the Governor’s Appointed Members.

The initial proposal was to have the amnesty run for three months, commencing on August 1 and end on October 31. But the opposition, led by Hon. Vaden Delroy Williams proposed that the first three months be used to negotiate the payment plan and the remainder of the time be used to payoff the sum. That amendment was accepted by the House. The amnesty makes for cancelation of accumulated penalties due to non-NHIP payment. If the client is unable to make full payment within the timeframe, the balance would automatically attract new penalties.

However, the penalties will be slashed from 10 percent to three percent going forward. The law also states that during the amnesty period, if the client is late on his/her current payment, then penalties will apply only on the current payment but will not apply to the sum owed before August 1. Revealing that some of the delinquent bosses have not made contribution since 2009, the finance minister told the House that at present there are 933 delinquent employers, and of that number 452 are business operators and 481 are self employed

persons. He said that almost $1.5 million in non-payment is owed by businesses, while almost $4.4 million is owed by self employed individuals. He said that the figures have been inflated by the penalties. And so, when they are shaved off, the monies to be owed under the amnesty would be significantly reduced. He said that when the interests are removed from the $1.4 million, the new amount would be reduced to $631,000, while after the penalties on the $4.4 million are removed the new figure would be a little under $2 million.

Turks and Caicos post cabinet meeting statement His Excellency the Governor, Peter Beckingham, chaired the meeting of the Cabinet on Wednesday, July 23, 2014 at the Hilly Ewing Building on Providenciales. All Ministers were present except Hon. Deputy Premier.

At this meeting Cabinet: • Was given an overview of a draft Manufacturing Policy by the Premier. Cabinet took note, and agreed a public consultation on the policy will commence by the end of August; • Heard an update from the Premier on the legislative bills that would be presented to the House of Assembly before the end of December. These included: National Honours and Awards Amendment Bill; Trust Ordinance Amendment Bill, Companies Ordinance Amendment Bill, Insolvency Bill, Securities and Investment Bill, Domestic Insurance Bill, Banking Bill, Immigration Bill, National Health Insurance Amendment Bill, National Parks Amendment Bill, Crown Land Ordinance Amendment Bill, Electricity Ordinance Amendment

• Agreed to negotiate a Memorandum of Understanding with the proponents of Caonabo Resort & Spa to develop a mixed use hotel and resort on 67 acres of block #10503, Governor’s Beach in Grand Turk; • Noted the contents of a consultant report on TCI’s gaming industry carried out by White Brocklebank Associates. Cabinet agreed to proceed with new gaming and lottery legislation, informed by the report’s recommendations in order to develop a strong and well-regulated industry;

• To provide leadership in all aspects of the Grand Turk and Salt Cay operations • To provide a high quality of management expertise in the areas of plant operations, diesel mechanical maintenance and upkeep, fuel supply and operations, and electrical and substation maintenance on the Islands of Grand Turk and Salt Cay

Main Duties

• Support the enterprise in all areas of electrical engineering and design on Grand Turk and Salt Cay. • Responsible to supervise and lead the T & D Design and engineering on Grand Turk and Salt Cay. • Responsible for the timely and cost-effective completion of line work to achieve a safe, reliable and sufficient supply of electricity on Grand Turk and Salt Cay. • Assist with determining the need for new equipment, tools, vehicles and materials on Grand Turk and Salt Cay. • Responsible to assist in annual budget preparation for Grand Turk and Salt Cay and ensure that spending is justified and within budget • Responsible for troubleshooting the electrical system for power restoration and improved reliability on Grand Turk and Salt Cay. • Responsible for the organization and coordination of the Customer Service activities on Grand Turk and Salt Cay. • Responsible for the organization and coordination of the material management activities on Grand Turk and Salt Cay. • Assist with capital works on Grand Turk and Salt Cay. • Responsible to see that the generation of electricity is performed in a safe efficient and effective manner on Grand Turk and Salt Cay. • Assist with developing and implementing effective maintenance and reporting programs at the generating plants on Grand Turk and Salt Cay. • Responsible for the coordination of fuel deliveries to ensure that there is adequate fuel supply at all times in support of the Grand Turk and Salt Cay operations. • Responsible to see that the Generation Plant is prepared to deal with hurricane season and assist with developing and implementing a plan for recovery of the plant after a hurricane. • Responsible to see that communications are maintained with Grand Turk and

Salt Cay employees through regular minuted meetings. • Be familiar with all Company policies and procedures (including those established by past practice) relating to the position and to observe and enforce compliance with these policies and procedures. • Responsible to see that statistical records required by the company are kept as well as develop and maintain reports that will keep senior management updated with activities on Grand Turk and Salt Cay. • Responsible for ensuring that the Company’s health, safety, and environmental standards are maintained as they relate to generation production, substation and electrical maintenance, and fuel and lube handling. • Perform other duties as may be assigned from time to time.

Minimum Requirements:

• A Degree in Electrical Engineering or Mechanical and 7-10 years post qualification experience in an electric utility environment. • A post graduate degree in a related field • Minimum of 15 years in the utility business with at least 5 years in a management role • Experience substation design and transmission terminations • Experience in all aspects of the electricity utility operations including generation, T&D, protection systems, relays, and SCADA Development. • Self-motivated, solution oriented and positive in outlook • Team player

Delano Williams’ mom still awaits Belonger status after 31 years Her son Delano Williams has brought glory to the Turks and Caicos Islands by becoming the country’s first World Junior Athletics 100m and CARIFTA sprint champion; her daughter is an educator at the Enid Capron Primary School in Five Cays, Providenciales; one son is a government firefighter in Grand Turk, and another son, a chef at the Osprey Resort also on Grand Turk, yet Ruth “Rita” Barton, after 31 years of living in the Turks and Caicos Islands does not have TC Islander status. Barton, who is of Haitian extraction, made the declaration while given an interview to The SUN on the progress of her track and field dynamo son, who is currently attending university and training in Jamaica, where he went to high school. Barton explained that she is a naturalized citizen, but claimed that after years of trying, still not able to achieve Turks and Caicos Islander status. “This thing is bothering me. Right now I have 31 years in the Turks and Caicos Islands. I applied for my Belonger status. Before this law came, you were supposed to spend five years first after that you get your naturalization, and after that you get your passport. After I got my passport, my brother called me and say, ‘Rita’, you have another document that you should get’. “And I asked him what document was that, and he said Belonger status. I asked him how much was the cost, and he said three hundred dollars. I paid for it, did all the paperwork that government wanted. But every time that I went to check on my Belonger status, they never gave it to me. They said no refund,” Barton said. Barton told The SUN that it is frustrating to her to see individuals who applied longer after her being granted Turks and Caicos Islander Status, while hers is still in limbo with no indication as to if and when it will be granted. She said that her husband, who is Jamaican, was married to a Turks and Caicos Islander who became deceased before she met him. She described him as God-sent, since he took in her and her four children and cared for them as though they were his owned, until they were able to branch off on their own. Barton said her husband should have received his Turks and Caicos Islander status through the previous union, and because of her association with him, should have benefited, but she said that it is not clear as to his status. She lamented that the treatment being meted out to her, adding that it becomes more painful to know that her son, Delano Williams, has done so much for the Turks and Caicos Islands in his short athletics career. Williams, through his sponsor Nike, outfitted the

entire Turks and Caicos Islands Track and Field team to the 2014 CARIFTA Championships held in Martinique over the Easter weekend. He also launched the Delano Williams foundation to support athletes’ development throughout the Caribbean. “It is a burden for me because other people came behind me and they gave it (Turks and Caicos Islander) to them. I have proof of that, but they don’t give it to me. “This is not right; this is not fair to me. I have a son who is making history for the Turks and Caicos, and for them to do me like this, it is wrong. “I, myself is making a contribution to the Turks and Caicos Islands. I am a beautician, I am a chef, I am also a waitress and bartender. When I left my country the first place I came was here, and I stayed here through the good times and through the bad times. I love Turks and Caicos because Turks and Caicos has done good for me, and I am thankful for that,” she said. However, she is expressing the hope that her three decades of residing in this county and making significant contributions will count for something.

Kimo Tynes graduates with Masters in International Communications Kimo Tynes, of the Turks and Caicos Islands, received his Masters in International Communications and Development from City University London (CUL), a part of the University of London on July 14th, 2014. After completing his research in January, the official ceremony marked the end of postgraduate studies for this Turks and Caicos Islander. The focus of his dissertation was examining the communication and development challenges of small developing countries, focusing on the Turks and Caicos Islands. Tynes, a former public relations executive with the TCI Tourist Board now permanently resides in London. “Thanks you to my family & close friends for their support,” Tynes said.

NHIB should cover work permit holders during renewals

If statements made in the House of Assembly by Minister for Border Control and Labour Hon. Don-Hue Gardiner is anything to go by, then the National Health Insurance Board (NHIB) could be in breach of law governing the coverage of work permit holders. A number of work permit holders have complained that during the period of work permit renewals, they have been advised when they visit the doctor for medical examination for work permit renewal purposes that they are not covered under the National Health Insurance Plan (NHIP) and so they would have to pay their medical bills in full. And when they checked with the NHIB to find out the reason they are not covered, they said they are told that it has to do with their work permit being up for renewal, and until the work document is renewed they will not be covered. At the same time, our investigations revealed that contributions are still being pulled from their salaries and forwarded to the NHIB, which does not refuse the funds. Some of the persons claimed that after their work permits have been renewed and contact is made with the NHIB, they were told that they have to visit its office to re-register in order to reactivate their plan. But speaking in the House of Assembly on Wednesday (July 16th, 2014), and reiterated it again on Thursday (July 17th), Minister Gardiner said that under the law, unless a work permit holder has exhausted all avenues of having his or her work permit renewed but denied the work permit is valid. “Once an application for a work permit is submitted for renewal before that

Attorney General is now highest paid Government official Attorney General Rhondalee Brathwaite-Knowles recently received a pay increase that is more than Premier Hon. Dr. Rufus Ewing’s salary, making her the highest-paid Civil Servant in the Turks and Caicos Islands. The Attorney General’s shocking pay increase came up for querying during the committee stage of the 2014/2015 budget debate in the House of Assembly last week, and the opposition is not happy. During the scrutinizing of budget in the Committee of Supply, Opposition Leader Hon. Sharlene CartwrightRobinson raised the question as to why there was an approximately $25,000 raise in the Attorney General’s salary. The raise is effectively $2,083 per month more or $481 per month more, jumping from $125,000 to $150,000. Cartwright-Robinson asked whether or not the increase to bring her in line with former attorneys general. But in response, the attorney general said that former attorneys general were paid $125,000 but she did not get the allowances they got. These allowances, The SUN understands largely included housing, and according to Cartwright-Robinson, were never meant to be a salary. But

Opposition encourages employers to take advantage of NHIP amnesty The opposition People’s Democratic Movement (PDM) is encouraging employers to take advantage of the National Health Insurance Amnesty Program. In a press release, the PDM said it has been calling on the Government for relief for residents and businesses in this country for nearly two years. “The PDM said it knew of businesses that were buckling under the heavy tax regime of the current Administration resulting on many occasions with persons having to choose between equally important obligations and for this reason it welcomes the National Health Insurance Amnesty Bill,” the release said. The PDM said that ruring their contribution, members of the Opposi-

tion stood to reaffirm its party’s position and stood in support of this form of relief. However, the Leader of the Opposition during her contribution called for a greater level of responsibility and prioritization among those who will benefit, citing that there are many who continued to sacrifice to meet this legal obligation and may feel slighted. However, she encouraged persons to avail themselves of the opportunity and to do everything to not fall back into arrears. The press release noted that during the Committee stage of the Bill, the Opposition members moved two amendments that it deemed crucial. The Hon Delroy Williams, representative for Wheeland called for a longer period for payments to be made

According to the PDM statement, this amendment saw an extension for payments until December 31, 2014 whilst the amnesty period will remain from August 1 – October 31, 2014. “This means that residents must appear and make arrangements for full payment or to agree a payment plan during the Amnesty period but all payments must be made by December 31, 2014.The PDM wishes to encourage persons to go in as early as possible as the earlier the arrangements are made,

the more instalments can be arranged in a payment plan option,” the PDM release stated. The press release continued: “The second crucial amendment was moved by the Hon Leader of the Opposition who proposed to have benefits reinstated once a plan is entered into and obligations are met. This means that those who avail themselves of the Amnesty will be able to access health benefits once their payments are made in full or kept current. This Hon Cartwright Robinson felt was a further incentive for those who have become delinquent to want to bring current their status and to also alleviate the stress and hardship that many face when ill and unable to afford the fee for non-registrants of the Health Plan.”

Next police commissioner could come from overseas

The next police commissioner of police that will succeed the current top cop Canadian Colin Farquhar when his contract comes to end on March 31, 2015, could come from beyond our borders, The SUN has learnt. A police source said that the rank and file of the Royal Turks and Caicos Islands Police Force was informed through a correspondence from the Commissioner of Police a few days ago. According to the source, the correspondence notified the members of the force that next year when the post for a new commissioner police becomes available, it will open to applicants within the TCI, the wider Caribbean and internationally. The source said that the news has not gone down well with a number of members of the force, especially some of those considered to be in the pecking order for the top crime-fighting position.

When contacted through email, Commissioner of Police Colin Farquar confirmed his departure next year and also the move to advertise the position overseas. The commissioner also forwarded to The SUN a copy of the correspondence circulated to the police force regarding his departure and process to select his replacement. Although the post becomes vacant at the end of the first quarter next year, Farquar notified the officers that the position would be advertised in the coming days. The correspondence reads: “Please be advised that the TCIG will be advertising the RTCIPF commissioner of police position in the upcoming days. As you are aware, my present contract ends on 31 March 2015. Although it may seem early to advertise, it is prudent. These selection processes can sometimes become protracted. The advertisement

will be widely circulated in the Caribbean region and internationally. “This message is meant for your awareness but, it is also a request to remain focused and to continue the initiatives and advancements of the force, which will ultimately improve our service to the many communities of the Turks and Caicos Islands.” Some members of the force, who flatly disagree with the move, said that it is unfair to have persons coming from overseas into the top job when there are persons here that can readily do the job on day one. Some members of the force argue that the decision to open the application process to foreign nationals flies in the face of the succession planning mechanism that commissioner Farquar talks about on a regular basis. At a recent news conference, where Commissioner Farquar was asked to comment on his

succession plan, he pointed to other members of the top brass that were sitting at the table with him. And it is against that backdrop that some in the rank and file said they do not understand the reasoning behind the authorities making the application process open to individuals beyond our borders. “I believe that the application process for a new commissioner should not be opened to the region and the wider world for the fact that new broom only sweeps clean but old broom knows where the dirt is. When you give a local police the job, he can start by hitting the ground running because he knows the problem areas and where resources should be channeled and also where measures he needs to put in place and for how long, to address the problem, because he understands the dynamics of the TCI and its people,” the source said.

The new multimillion Provo Air Centre private terminal building is 90 percent complete according to project manager Andryell Misick of AND Construction, in an interview with The SUN last week. “Right now we are approximately 98 percent complete,” Misick said. “We have already started interior works. This is a fast track project – we only have ten and a half months to complete it. We are scheduled to complete it by the end of October early November.” He said that on completion, the new Provo Air Centre will be the crown jewel of FBOs across the Caribbean. “It is a huge upgrade from the facility that Provo Air Centre uses now, which is affiliated with Inter-Caribbean and Lyndon Gardiner,” Misick pointed out. He said the two-storey facility will be operated on a keycard access basis. The first floor of the building will be equipped with: • a fight planning room, equipped with the latest gadgets for tracking; • a server room, which houses the technological controls; • VIP arrival section; • a pilot’s lounge; • pilot’s quiet room; • concierge service desk;

The second floor, according to the project manager, will house two conference rooms, an office for the owner – Lyndon Gardiner, an officer for the CEO Debbie Aharon and a secretary.

Misick noted that wireless internet will be available through-out the building. There will also be stations for cell phone charging. A buggy service for the disabled and older clients will also be part of the service experience. The facility, Misick said, will also provide easy access for taxi pickup, adding that surveillance cameras will be installed throughout the building. “Pretty much, the building is designed around the atrium and the courtyard. This will be a wellplanted area with nice mahogany and EP finishes. All the finishes in this building is really high specs,” Misick said, noting that most of the flooring will be marble finishes. He said also that the FBO will be outfitted with solar panels, which he said will not take place in the first phase.

“But obviously the owner is really conscious about the effects that it will have on the environment and also the cost to fun the facility like this as well. This is going to be a green building, which a lot of the clientele would appreciate,” he said. He said that the existing Provo Air Centre hanger will make way for a 23,000 square-foot ramp for parking plane and jets, saying that the facility design is based on the jet sizes. That part of the job project, according to Misick, is to be done under phase two, which he said is to begin in less than two weeks. The said work on the property will intensify in the coming weeks, and so the project is looking to boost employment. “On average we have about 20 to 30 guys employed daily on the site. But we are going to be boosting our crew up a bit more in the near future,” he said.

Lord Ashcroft asks British Government about debt relief for Turks and Caicos Islands by Hayden Boyce

Lord Ashcroft has asked the British Government about debt relief for the Turks and Caicos Islands, and he continues to raise questions about the controversial $260million loan guarantee, according to official documents from the House of Lords. On Monday July 21st, Lord Ashcroft, who is an influential figure and significant landowner and developer in the Turks and Caicos Islands, asked Her Majesty’s Government whether there are any proposals to give debt relief to the Turks and Caicos Islands; and if not, why not. In response to his question, Baroness Warsi, stated: “There are no proposals for the UK to give debt relief to the Turks and Caicos Islands, a British Overseas Territory. The Turks and Caicos Islands are not in receipt of a loan from the British Government. In 2011, the UK provided a loan guarantee worth up to $260 million in response to the Territory’s governance and economic crisis. An experiment on racism in TCI and the DPP’s office by Jonathan Forbes Let’s see what you conclude after reading the following two paragraphs, published recently on Bloomberg’s Business Week: “A Caribbean-based lawyer charged in a sting operation pleaded guilty to helping launder what he was told were proceeds of a bank fraud designed to hide $2 million from U.S. tax officials, according to the Justice Department. Patrick Poulin, 41, appeared today in federal court in Alexandria, Virginia. He pleaded guilty to conspiring to launder monetary instruments.” “Agents met with one of Poulin’s partners in Turks and Caicos, with Poulin on the phone, according to the indictment. The lawyers set up an offshore foundation called Zero Exposure Inc. Agents later wired $200,000 to Poulin’s firm, and he wired it to a Cayman account, according to the indictment.” The local police and DPP’s office were likely aware in February of Poulin charge, and now almost five months later, they must be aware of his guilty plea. Does the U.S. Justice Department now need to do their jobs for them? Are they specialists in pretending there is no big white elephant in the room? Wasn’t Poulin’s white TCI resident partner in

the room with the U.S. officers when they were discussing their scheme? While the criminal justice system in the United States leaves much to be desired, that operation, compared with the slovenly, slow, expensive, and racist approach to policing and prosecutions of Belongers by the SIPT and the DPP’s office is a contrast in efficiency. After five years and tens of millions of dollars in public funding, living it up at five star beachfront resorts, it is unimaginable that the SIPT could have undertaken such a swift, clean, and inexpensive operation. It is also unlikely, in the absence of a prolonged moral spanking from the local press, that the TCI’s criminal justice system would indict a white professional. Many expatriates get defensive when you point out the obvious racism, but my theory is that much of the lethargy in prosecuting white expatriate professionals is to maintain the myth that it is Belonger politicians and professionals in the TCI who are mired in corruption, and to the limited extent that white professionals have to be dragged in, the explanation is that they were otherwise impeccable persons that were either coerced into offering bribes to Belongers in a “pay to play” environment, or that they knew nothing of the corruption they facilitated.

The former explanation is Padgett’s song and dance routine, choreographed by the SIPT and accepted hook line and sinker by Judge Harrison, setting Padgett scot-free. The latter is the benefit of doubt that is generally given to white professionals. At first glance there is a problem with this theory, which is the two white attorneys the SIPT recently strung up in a vulgar public display. If you look closer at that, however, you will see that the complaint against those individuals went back to a matter that was completed almost a decade ago, and before charges were brought there were prolonged complaints from the press about the failure of the local criminal justice system to act. It was only after those complaints developed traction that the SIPT, not the DPP’s office, stepped outside its mandate to prosecute the individuals, in an effort to rehabilitate a growing image of its prosecution as racist. Those arrests also echo an incident a few years ago where a white drunken police officer killed a young Haitian girl who was walking on the side of the road, and where he too was only charged after prolonged complaints from the local press. On examination the exception with the two white attorneys, in fact, is no exception at all. It in fact supports the point. As for this experiment, after reading the abstracts from the Business Week article how many readers feel that the TCI’s authorities are ostridges with their heads in a hole, still pretending and automatically giving white professionals the benefit of doubt, a privilege that is not equally extended to black professionals? The DPP’s office seems comfortable

assuming, even in a sting, that U.S. police posing as ‘clients’ do not tell white professionals what they are up to, and that even when it is proven that they did, it is only limited to those professionals who confess, not their partners who are in the same room. What do you think would be their conclusions if there were two black professionals that were target of the sting? My guess is that the real reason for the heads in the hole is because it would undermine and expose as a farce the argument that in order to have clean and transparent Government we need white expatriate faces at the head of most of TCI’s institutions. Sticking together, and playing deaf dumb and blind to each other’s abuses is how a handful of white plantation owners controlled more than ten times as many slaves. Whatever the reason it certainly helps the foot dragging that two of the heads in the hole are white Commissioner of Police (and Canadian) Colin Farqhuar and white DPP (and Canadian) JoAnn Meloche. Whatever spin you wish to put on it, there is obvious racism and cultural bias, and an assumption that black Belongers are generally criminals, and that they generally confide in each other about their criminal misdeeds, even when the suggestion is farcical and strains credibility. The SIPT and DPP have made those assumptions when there is absolutely no basis for believing them, and in other cases they have strung up professional Belongers on charges for the flimsiest of transactions. Excuse my bluntness, but clearly the opposite presumption extends to the white folks.

History was created in the Turks and Caicos Islands on Monday (July 21, 2014) when the Turks and Caicos Football Association elected its first ever female president in Sonia Bien-Aime. Bien-Aime, who is also the first woman from female from the Turks and Caicos Islands to be appointed to the FIFA Executive, is only the second woman in the world to head a local football association. The event was attended by President for the Confederation of North, Central America and Caribbean Association of Football (Concacaf) Jeffrey Webb; Gordon Derrick, President of the Caribbean Football Union (CFU) and Concacaf Vice President Captain Horace Burrell. The AGM was followed by an inauguration party, which was held at Bien-Aime’s residence in Long Bay, Providenciales. The following are highlights of the event.

William Shatner writes damning review of Facebook’s new celebrity app

William Shatner, the Canadian actor, musician and pop culture legend most famous for playing Captain Kirk in Star Trek, has written a lengthy, unfavourable review of Facebook’s new Mentions app. Shatner took to his Tumblr, Shatner Speaks, to post his thoughts on an app, which Facebook says “makes it easy for public figures to talk with their fans and each other on the go”. Shatner isn’t too keen. In an in-depth analysis spread over five chapters, the actor compared the Mentions app with Facebook’s other app, Pages, which anybody who has a

Facebook page can download. Mentions, as Shatner notes, is available only to verified accounts. He wasn’t a fan of having to follow other celebrities in order to get started on Mentions, writing: “I think that is a big flaw in the set up. If this app is for celebrities then why force them to follow another celebrity in order to set up this app?”. He was unimpressed when the app suggested he follow George Takei. Notifications infuriated him: “Turn off notifications because if you post something your phone spends the next hour sending you notifications of every

person who makes a comment.” The postings section of the Pages app is “sexier” than that of Mentions, he notes. However, he does praise Mentions for showing a “form of insights with groupings of numbers of statistics in a chronological manner.” So that’s something. Shatner’s overall opinion? “I’m not quite sure why Facebook released this app for ‘celebrities’. It seems to be ill conceived. Whitney Houston’s mother Cissy slams upcoming biopic Cissy Houston, 80, is not happy about Lifetime’s upcoming biopic about her late daughter. Whitney Houston’s mother spoke to Entertainment Tonight on Tuesday and begged the network and anyone else listening to “please let her rest.” “Lifetime has chosen to go ahead with the movie about Whitney in spite of my family’s objections,” she told ET in a statement. “No one connected with this movie knew Whitney or anything about her relationship with Bobby.” She continued, “In the two years since Whitney’s death, many people have stepped forward to speak about their close relationship with her. I find it difficult to believe people who knew and supposedly loved her would participate in a movie about her done by folks who didn’t know her. We are exhausted by the continuing misinformation and comments offered by people who did not know her. Please, please let her rest.” The new movie will feature Yaya DaCosta as Whitney Houston and will be directed by Angela Bassett. ‘Fifty Shades of Grey’ trailer hits all the right spots

The mommy porn that shook the world had its trailer debut on the “Today” show Thursday, as “50 Shades of Grey” stars Jamie Dornan and Dakota Johnson introduced scenes from the film, which opens Valentine’s Day. British director Sam TaylorJohnson – an artist who garnered polite reviews for her only previous film, 2009’s John Lennon biopic “Nowhere Boy” – seems to have hit all the beats fans were expecting in her adaptation of the first of E.L. Singer Ray J’s legal woes have taken a new turn, as he now faces accusations of grabbing a woman’s breast during an alleged disturbance at a Beverly Hills hotel. The 33-year-old had initially been accused of making ‘incidental’ contact with a female patron’s bottom at the Regent Beverly Wilshire hotel on May 30. But, according to TMZ, ‘new evidence’ has been brought forward, alleging that he grabbed a bosom in front of witnesses during the disruption. According to the website, the former Moesha star got into an altercation at the upscale establishment’s Side Bar, and was subsequently thrown out. Caribbean hopes to become first region to end AIDS

MELBOURNE, Australia – Prime Minister Dr Denzil Douglas of St Kitts Nevis said the Caribbean aspires to become the first region in the world to end AIDS. “We did this for polio and smallpox in the late 1980s and can do so for AIDS,” Douglas told delegates at the 20th International AIDS Conference in Australia. The St Kitts Nevis Prime Minister, who has responsibility for health matters within the quasi cabinet of the Caribbean Community (Caricom), said the need to create viable partnerships aimed at sustainable development can be achieved through international cooperation and partnerships of various kinds. “In the case of the Caribbean, this is not only limited to North-South relations but also embraces SouthSouth Cooperation...for the Caribbean we have learnt the need to create indigenous regional structures rooted in the integration process that link community efforts with leadership at the highest political level,” he said. Concerning the treatment of HIV, Douglas said this remains one of the most inspiring achievements in global health history. “Since 2001, the number of people receiving HIV treatment in low-and middle-income countries has risen from a mere handful to more than 12 million in early 2014. These advances are saving lives, with the number of AIDS-related deaths falling by 30 per cent from 2005 to 2012 worldwide,” he explained. Douglas also pointed to the need for AIDS to be positioned within the broad context of health, poverty and equality. “Let it be our clarion call resonating at Small Island Developing State (SIDS) at the UN General Assembly, in every region and every country. USAID said the awards include US$250 million that will be implemented over five years for strengthening the impact interventions for an AIDS-Free Generation (AIDSFree). It said the award also comprises USAID’s Linkages Across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES), a US$73 million award that will also be implemented over five years.

St Vincent prime minister heckled at funeral KINGSTOWN, St Vincent – Prime Minster Ralph Gonsalves has been heckled at the funeral of political activist and radio commentator, Eduardo ‘E.G’ Lynch. Americans poisoned in The Bahamas finally back home safely NASSAU, Bahamas – Vacationing teenagers Austin Gonsalves and Marlin Ellis were having a great time in the Bahamas until they went diving and reef fishing and speared two large fish. Next day they cooked and ate one of the fish, a porgy mutton snapper, which they shared with Austin’s mother Karen and her boyfriend. The Caribbean dream holiday turned into a nightmare the following day when Marlin began to feel ill and vomit, closely followed by Austin, his mother and her boyfriend. Within hours the four were

hospitalised and fighting to survive a deadly bout of fish poisoning, with symptoms that included hallucinations, seizures, vomiting and shaking. Marlin, although seriously ill, had the presence of mind to text his mother Marianne back home, informing her that none of them could stop throwing up. Marianne Ellis went on to try calling them all numerous times, but got no reply. She finally received a troubling call from Austin’s mother Karen, who had been unconscious, telling her “We’re in the hospital and you need to come.”

Marianne and her husband immediately flew to Nassau, as did Austin’s sister, 25-year-old Christina Martin. “My mom was unconscious and couldn’t make medical decisions for my brother,” Martin told the Bradenton Herald. Marlin’s parents arrived first at Princess Margaret Hospital in Nassau and discovered that doctors were at a loss as to the cause of the illness, largely because all four were incoherent when they came in and could tell doctors nothing.

Expressing concern about what he described as risky sexual practices among mature Barbadians, Sealey said Wednesday, “Johns are becoming older, as they seek sexual gratification outside the home, they inadvertently place themselves at risk of contracting STIs (sexually transmitted infections) and passing it on to their unsuspecting partners.” “It is no longer a hidden elderly desire, or closet experience. It stares us right in the face as a segment of this group seeks to experiment with sexual enhancers, and become sexually promiscuous.” He told a seminar on seniors and HIV that more elderly persons are becoming infected with HIV and other sexually transmitted diseases. Sealey said a reason for this is that as health and social provisions of the country improve, Barbadians are living longer, and with that longevity comes the involvement of the older population in sexual activity. He said that too many people are unwilling to accept that seniors get involved in sexual activity. Sealy spoke out against stigma and discrimination directed at senior citizens with HIV, and called for programmes to raise awareness among the elderly to encourage them to seek treatment, rather than keep their condition a secret.

Further erosion of foreign reserves puts Barbados dollar in danger – Moody’s

Bridgetown, Barbados – With Barbados’ foreign reserves standing below the 2013 level, International credit rating agency, Moody’s has warned that strain could be put on the dollar. “Any further erosion in reserves would likely put further pressure on Barbados’ currency, which is pegged to the US dollar,” Moody’s stated in a July 21 report. The agency issued its analysis based on the Central Bank of Barbados’ fiscal first quarter report issued on July 15. The analysis is titled, ‘Barbados’ Mounting Fiscal Challenges and

Air Algérie crash brings air death toll to 450

An Algerian aircraft carrying 110 passengers and six crew disappeared and was believed to have crashed over northern Africa early on Thursday, the third air tragedy in a week. Flight AH5017 operated by Air Algérie vanished from radar screens around 50 minutes after taking off from Burkina Faso en route for Algiers. It had reportedly asked to divert from its planned course because of heavy rain and poor visibility over northern Mali. There were reports of massive sandstorms in the region. The plane disappeared shortly after changing course but is not thought to have transmitted any distress signal. Suicide bombs in Nigeria kill 82, ex-leader Buhari targeted

Dozens placed in quarantine after China plague death Part of a city in north-west China has been sealed off and dozens of people placed in quarantine after a man died of bubonic plague, state media say. The man died in Yumen city, Gansu province, on 16 July. A total of 151 people have been placed under observation, Xinhua news agency says. Authorities have isolated a part of the city centre and three sections of Chijin town which is an hour away. The man was believed to have caught the infection after contact with a marmot. Marmots are large, squirrel-type

rodents that live in mountainous areas. The victim is reported to be a 38-yearold man who had fed a dead marmot to his dog. The deputy head of the hospital where the man died told reporters that the victim had arrived with an increased heart-rate and seemed to be slipping into shock. The hospital has since been quarantined. It is not clear from reports how big the four quarantine zones are. Ten checkpoints have been set up around Yumen and Chijin. Those in quarantine all had contact

with the man, Xinhua said. None was showing signs of infection, it said. INDIANAPOLIS – An Indiana teenager who was attempting to set a record for an around-the-world flight was killed when his plane crashed in the Pacific Ocean, and crews were searching Wednesday for his father, who was also onboard. Facebook’s Zuckerberg to testify at N.Y. forgery trial: prosecutors The government will call Mark Zuckerberg to testify against an upstate New York man accused of trying to cheat the billionaire founder of Facebook Inc (FB.O) out of half his stake in the social media company, a federal prosecutor said on Tuesday. Zuckerberg is expected to be a key witness against Paul Ceglia, who is charged with forging a 2003 contract with Zuckerberg that purportedly entitled him to half of Facebook. “It’s a witness that the government 100 percent knows it will be calling at trial,” Assistant U.S. Attorney Christopher Frey said at a court hearing before U.S. District Judge Andrew Carter in New York federal court. The trial is scheduled for Nov. 17. EBay plans to expand in Russia despite sanctions

Internet auction site eBay Inc said it planned to expand in Russia, still its top priority among emerging marketseven though the country faces increasing Western sanctions over the Ukraine crisis. The United States last week imposed a new round of sanctions on Russia, its toughest since the beginning of the Ukraine crisis, and has put pressure on the European Union to ratchet up measures to punish Moscow over the downing of a Malaysian airliner, which Kiev and the West blame on proRussian rebels. EBay’s statement also came even though Russia recently passed a law forcing Internet companies to store personal data of Russian citizens on servers in Russia and as the government prepares to lower the threshold for duties on cross-border parcels to support local online retailers. EBay Vice President Wendy Jones, who oversees its global expansion, told a news conference in Moscow on Wednesday that the company still hoped

to grow aggressively in Russia. She was signing a memorandum of understanding with the head of Russian Post. “Russia was ... and remains today eBay marketplace’s number one priority for global expansion, and that’s why we are here today to continue to accelerate and improve the services that we are able to offer to our customers,” Jones said. The memorandum aims to help reduce delivery time - one of the main issues for eBay’s Russian customers buying abroad, starting with orders coming from China and then facilitating imports from the United States, Britain and Germany, Jones said. The company also aims to provide delivery support to its Russian sellers ahead of a launch in September of a marketplace on which Russian merchants can sell online. EBay and Russian Post also agreed to integrate their IT systems to improve the tracking of orders.

NEW YORK – Chinese buyers are now the biggest international players in the U.S. housing market and some states are seeing billions of dollars in real estate deals as a result. More than half of the $22 billion Chinese buyers spent on U.S. homes during the 12 months ended in March was spent in California, Washington and New York, according to the National Association of Realtors. The hottest markets: Los Angeles, San Francisco, San Diego, New York and Seattle, according to Juwai.com, a Hong Kong-based website that connects Chinese buyers with U.S. properties. California is particularly attractive because it’s so close to the homeland, and its major cities have large Chinese-American populations and attractive climates and lifestyles, said Andrew Taylor, Juwai’s co-CEO. “Plus, it has a thriving tech industry that employs many Chinese,” he said. Leslie Appleton-Young, the chief economist for the California Association of Realtors, said there had always been a small cadre of real estate agents in California who work with international buyers, but the number has exploded over the past two or three years. “The global real estate market is a reality,” she said. The influx of Chinese buyers has helped push home prices higher in places like San Francisco. That has forced less wealthy Chinese buyers to turn to nearby cities like Oakland and other less expensive areas, buoying those markets as well, said Appleton-Young. In Seattle, tech jobs and universities are a big draw. Many Chinese parents are buying condos for their kids who are attending school there. “They come to Washington State for work, for education or simply to invest,” said Taylor. In New York, Chinese buyers are spending millions on properties in Manhattan that they will never live in, according to Weimin Tan, a real estate agent who caters to Chinese real estate investors. His clients spend between $1 million and $4 million and many treat the purchases solely as investments. “They use it as a hedge to diversify their holdings,” said Tan.

S&P faces fraud charges over mortgage ratings

Standard & Poor’s may face securities fraud charges for ratings given to six commercial mortgagebacked securities issued in 2011, the credit rating company said. The potential civil lawsuit is the latest legal issue for the credit rating company, which along with its competitors have faced intense regulatory scrutiny following the financial crisis. S&P, a unit of McGraw Hill, disclosed on Wednesday that it had received a Wells notice from the Securities and Exchange Commission indicating its enforcement division staff intended to recommend that the

five member commission authorize civil charges against the company. “S&P has been co-operating with the commission in this matter and intends to continue to doso,” it said in a statement. S&P said the Wells notice related to the six securities “and public disclosure made by S&P regarding those ratings thereafter”. A Wells notice is no guarantee that the SEC will bring charges. In 2011 the SEC sent a Wells notice to S&P over its ratings of a collateralize debt obligation called Delphinus. No charges were brought against S&P, however Mizuho Securities and three former employees were charged for misleading investors

in the CDO. Mizuho paid $127 million and the former employees also settled without admitting or denying wrongdoing. The new Wells notice relates to CMBS sold in 2011. S&P withdrew ratings on a $1.5 billion CMBS after discovering inconsistencies in how its rating methodology was applied. That withdrawal prompted an internal review, which highlighted methodology inconsistencies for six other CMBS it rated in 2011. At the time the initial SEC investigation came to light in 2013, S&P told news organisations: “We reviewed the application of our CMBS

Facebook is officially a mobile company

Facebook reported Wednesday that mobile ads accounted for about 62% of its ad revenue in the second quarter, up a from just 41% a year prior. Speaking on a conference call with analysts recently, Facebook Chief Operating Officer Sheryl Sandberg said the company was seeing “positive early demand” for its recently introduced ads on Instagram.

Microsoft sees end to Nokia losses, shares rise

Microsoft Corp said it aims to get its loss-makingNokia phone unit to break even within two years, helping its stock rise in after-hours trade. The world’s largest software company reported a 7 percent dip in quarterly profit on Tuesday, chiefly due to incorporating the struggling handset business of the Finnish mobile pioneer. Microsoft’s chief financial officer said in a call with analysts that the company plans to take $1 billion in costs out of the Nokia operation and stop its losses by fiscal 2016 - which ends in June 2016 - following massive job cuts announced last week.

That cheered Wall Street, which was not expecting such decisive action. “The expense guidance around Nokia was much better than feared,” said Daniel Ives, an analyst at FBR Capital Markets. “While there is still some heavy lifting ahead, it appears brighter days are on the horizon for Microsoft after a decade of pain and frustration.” Microsoft shares hit new 14-year highs over the past week, and were up 1.1 percent at $45.33 after hours. Nokia, which Microsoft bought in April for $7.2 billion in an attempt to take on Apple Incand Samsung directly in the fast-growing smartphone market,

added almost $2 billion to Microsoft’s quarterly revenue, but posted an operating loss of $692 million, which included some one-time costs. Nokia’s Lumia smartphones, while well-reviewed, have not been as successful as Microsoft hoped, capturing no more than 4 percent of the global market. Lumia sales hit 5.8 million for the nine weeks of the quarter that Nokia was part of Microsoft. That compares with 35.2 million iPhone sales in the quarter. Microsoft is in the process of drastically reducing Nokia’s operation, closing some facilities and cutting about half of its 25,000 workforce, as it looks

to rein in costs and refocus on cloudcomputing under a plan launched by new Microsoft Chief Executive Satya Nadella last week. “We will be relentless in our focus on our core, agile work and life experiences and the two platforms that support it, the cloud operating system and the device operating system and hardware,” said Nadella on the call with analysts. A slight recovery in the personal computer market, which was essentially flat over the past three months after two years of declines, helped sales of Microsoft’s core Windows and Office products in the quarter.

Apple sued by employees over labour issues

Apple has another employee lawsuit to contend with. The company is facing a lawsuit certified as a class action this week from employees who say they were denied meal breaks and rest periods in violation of California labour law. Attorneys for the plaintiffs estimate that more than 20,000 current or former Apple employees from the retail to corporate level have been affected by the alleged violations. Among other things, the lawsuit claims Apple employees were forced to work for stretches of five hours or more without meals, and didn’t get breaks on shorter shifts. There are also more nitpicky complaints about alleged failures to provide timely wage statements and final checks that arrived a few days late. The lawsuit contends that Apple’s employment rules restrict employees from talking about the company’s labour conditions with one another, allowing the company to “invoke fear into the class members that if they so much as discuss the various labour policies, they run the risk of being fired, sued or disciplined.” Apple declined to comment. This isn’t the first time Apple has found itself in hot water for labour-related issues. The company also faces a class-action lawsuit from Apple Store employees who said they were not paid wages for time spent waiting for managers to check their personal bags before they left work.

Sony invests in image sensor production amid ‘selfie’ boom Sony Corp said on Thursday it would invest 35 billion yen ($345 million) to increase production of image sensors for smartphones and tablets, as the company courts handset makers to get more orders for front-facing camera sensors, used to take selfies. The Japanese firm said it will increase production of stacked CMOS sensors at two factories on the southern Japanese island of Kyushu, while completing work on a factory in northwestern Japan it bought from Renesas Electronics Corp for a total investment of 35 billion yen.

Imaging sensors are an area of strength for Sony, which leads the market ahead of Omnivision Technologies Inc, whose sensors are mostly used in front-facing smartphone modules that typically have lower specifications than the main rear camera.

US video game publisher Electronic Arts (EA) has reported a 51% jump in profit for the April-to-June quarter, boosted by strong sales of titles like Titanfall and FIFA 2014. Net profit rose to $335m (£196m) for the period, up from $222m a year ago, EA has also benefitted from the launch of gaming consoles, which has driven up demand for its video game titles. However, the firm said it was delaying the launch of its title Battlefield Hardline from October to early 2015. It said it was looking to make improvements to the game based on user suggestions and feedback on the test version. Andrew Wilson, chief executive of the firm, said in a statement the firm was “testing and implementing several new features that will help to make Battlefield Hardline a game that players can enjoy for many years to come”. The firm also reported that its revenue from gaming on mobile devices, including smartphones and tablets, rose 18% to $120m during the period. A large part of that growth was driven by the so-called “freemium” model - which offers free content but then charges users for additional digital goods. EA said $105m of its mobile revenue during the period “comprised of digital extra content and advertising revenue, reflecting the shift to the freemium business model”. That was up 39% from a year ago. “We continue to view mobile as a business with tremendous opportunity as the market is experiencing significant global growth in smartphones and tablets,” Blake Jorgensen, chief financial officer of the firm said.

On the tiny Caribbean islands of Turks and Caicos, a thousand miles from Washington, basketball isn’t exactly king; cricket reigns as the national sport. But on the basketball courts there, 16-year-old Justin Missick is a standout. Missick averaged 20 points per game in his final year at Wesley Methodist School on Providenciales, the most populated island in Turks and Caicos. With his quickness, he is a tough matchup for those in his age group on the island. But last week, in a pickup game at Marymount University, Missick, Shadarno Clarke, 14, and Quinton The group standing infront of the White House. It wasn’t always pretty, as Missick had trouble getting to the basket and deferred to teammates. He stretched out his arms to make his 6-foot-1 frame as long as possible. He didn’t bite on any of the offensive player’s crossover moves. Then, about 20 feet from the basket, the offensive player pulled up for the potential game-winning shot, and Missick had his palm in his face. None of that mattered as the shot splashed through the net. Game over. Missick trotted back down the court At home, the custom isn’t to eat fast with a smile, but he couldn’t hide the disappointment. Missick loves to win, food. Bolt says his best is yet to come

KINGSTON - Six-times Olympic gold medalist Usain Bolt and his coach Glen Mills believe the Jamaican sprinter can run even faster as he targets the 2015 world championships and the 2016 Summer Games in Rio de Janeiro. It has been five years since Bolt set the 100m world record of 9.58 seconds and the 200m best of 19.19 at the Berlin world championships, and this season began late for him as he recovered from minor foot surgery and a hamstring injury.

The lanky Jamaican missed nine weeks of training after having surgery on his left foot in March but shrugged off any suggestion that he might be past his best as prepares for the sprint relay at the Commonwealth Games in Glasgow next month. “Personally I don’t think so,” Bolt, 27, told Reuters at his training base in Kingston when asked if his fastest times were now behind him. “It’s all about just being dedicated. Turks and Caicos athletes in Glasgow for Commonwealth Games

A delegation of nine athletes from the Turks and Caicos Islands is now in Glasgow Scotland participating in the 2014 Commonwealth Games, which began on Thursday, July 24. The TCI team took part in the opening ceremony at Celtic Park, which kicked off eleven days of competition. Over the course of the Games, 5,000 athletes from 71 nations and territories will take part in 261 events, and estimated to be watched globally 1.5 billion people. Governor Peter Beckingham, commenting on the TCI participation noted: “The Commonwealth Games provides a great opportunity for the Turks and Caicos Islands to showcase their sporting talent, and is second in stature to only the Olympics in terms of international athletic events.” Team TCI was accompanied to the opening ceremony by Deputy Premier and Minister of Sports Hon. Akierra Missick, and will be supported throughout the competition by Ms Rita Gardiner

Yohan Blake out for quite a long time, coach says Just as Usain Bolt is returning, his top Jamaican rival is back on the shelf. Olympic 100m and 200m silver medalist Yohan Blake will not race again in 2014 after recent surgery on an injured hamstring, his coach, Glen Mills, told Reuters. Blake, who missed most of last season with a hamstring injury, pulled up and fell to the track in a 100m race in Glasgow, Scotland, on July 11. He was wheeled off the track in a chair but told at least one reporter he suffered a cramp. “The injury was quite severe and the original prognosis was misdiagnosed and he went Germany and when they had a good look, they realized that it was more serious and required surgery, so he’ll be out for quite a long time,” Mills said. Blake, 24, beat Bolt in the 2012 Jamaican Olympic Trials 100m and 200m. He is the second-fastest man all time in both events and was, in 2012, seen as the future of sprinting given Bolt and Americans Justin Gatlin and Tyson Gay were all at least three years older. The hamstring injuries and mediocre results this season have dimmed the outlook on Blake, who will have plenty to prove when he returns to the track.

Barbadian female athlete wins historic gold medal at Usain Bolt not World Juniors happy with Tyson Gay’s reduced ban

Usain Bolt criticized anti-doping officials Tuesday for reducing Tyson Gay‘s doping ban after he tested positive for an anabolic steroid last year. A potential two-year ban for Gay was reduced to one year because the U.S. sprinter provided “substantial assistance” to the U.S. Anti-Doping Agency. “I’m not really happy with the situation and with how it was done,” Bolt told Reuters. “I think for someone like [fellow Jamaican] Asafa [Powell] to get a ban of 18 months for that [stimulant oxilofrine] and then Tyson Gay get just one year because of cooperating, I think it is sending a bad message into the sport that you can do it [dope], but if you cooperate with us, we’ll reduce the sentence.” Powell, who tested positive in June 2013 like Gay, had his 18-month ban reduced. The former 100m world record holder Powell was cleared to compete last week. The IAAF decided not to appeal Gay’s one-year ban from USADA. “I don’t think that’s the right way to go because you are pretty much telling people that this is a way out, it’s a way of beating the system, so personally, I don’t think the IAAF dealt with that very well,” Bolt said.

EUGENE, USA – Akela Jones made history by becoming the first athlete from Barbados to win a medal of any colour at the IAAF World Junior Championships. The 19-year-old won the long jump final with a leap of 6.34m on Wednesday’s (23 July) second day. “It’s amazing to be the best in the world. I’ve been training for this for the last two years, longer than that,” said the overjoyed Jones. Sixth at the 2011 IAAF World Youth Championships, Jones took the lead in the opening round with 6.32m and improved to 6.34m into a strong -2.7m/s head wind. It proved to be sufficient for gold although the conditions contributed to it being the shortest winning distance in the history of the World Junior Championships. Norway’s Nadia Akpana Assa, who led the qualification with a national junior record of 6.39m, came a close second with 6.31m while Germany’s Maryse Luzolo clinched the bronze medal with 6.24m. Jones, who won the long jump, high jump and 100m hurdles gold medals at Carifta Games in April 2014, said “It’s an epic moment.” “That’s the only word for it: epic. Hayward Field has a good atmosphere. The fans are so into the competition and so knowledgeable. It’s amazing.” With strong head wind conditions, only half of the 12 finalists managed to jump farther than six metres in the final.

Probe into alleged racist abuse of Man City player The Croatian Football Federation has confirmed it is looking into claims that Manchester City’s Seko Fofana was racially abused during an under-21 match against HNK Rijeka. City’s coach Patrick Vieira took his players off the pitch after Fofana alleged he had been targeted by Rijeka players when he was sent off in the friendly. Ranko Buketa, who was in charge of the Rijeka team on Tuesday, denied the claims made by the City teenager, while the club issued a robust statement saying: “We are very unpleasantly surprised by the serious and unfounded allegations, which we entirely reject.” Croatia’s FA (CFF) said: “We are in the process of gathering information regarding the alleged incident and if there are any decisions to be made we’ll make it public on our website. “CFF follows a strong ‘no racism’ policy so we take all accusations of racism very seriously. The fight against racism (and any sort of discrimination) is one of the key components of our president Davor Suker’s programme and that is why we will have a good look into this matter.” Buketa had alleged that Vieira had an ulterior motive for taking his side off following Fofana’s red card on the stroke of half-time but, with CFF confirming its own investigation, Uefa may now also take a look at the incident.

LeBron James apologises to neighbours in form of cupcakes

LeBron James has kindly apologised to neighbours in his hometown near Akron, Ohio, for the uproar he caused amongst fans upon his decision to return to the Cleveland Cavaliers on a free agent contract by sending out 70 dozen cupcakes. James’ announcement to return to Cleveland on July 11 caused fans and reporters great excitement, but also was a hassle for neighbours and the police.

According to ESPN, James purchased 70 dozen cupcakes from Baker Blvd Decadent Desserts, the company cofounder stated; he then sent five dozen to the Bath Township police department and 65 dozen to all of the neighbours in his hometown of Bath. Each set of treats contained two different flavors of cupcake and an apology letter asking for forgiveness for the uprising that occurred recently when James made his plans to return

to the Cavaliers public knowledge. James also showed gratitude for his neighbours in the letter. James began playing for the Cavaliers in 2006 until he signed a contract with Florida’s Miami Heatin 2010. While playing for the Heat, James helped the team win two championships. Fans from Cleveland now have high hopes that he will help their team win several NBA championships as well, Reuters noted.

Donald Sterling needs Clippers sale to pay debts, witness says

The chief financial officer of Donald Sterling’s properties said Monday that the billionaire may be forced to sell a large portion of his real estate empire to cover $500 million in loans if he persists in refusing to sell the Los Angeles Clippers for $2 billion. Darren Schield, who oversees the finances of The Sterling Family Trust, testified Monday that three banks are ready to recall their loans to Sterling because of his decision to dissolve the trust. His move was designed to rescind his signed agreement for the sale of the Clippers, a team he bought for $12 million. Schield said if Sterling has to dump $500 million worth of apartment buildings he could destabilize the Los Angeles real estate market. Sterling attorney Maxwell Blecher suggested that Sterling could take the company public in order to raise funds. But Shelly Sterling’s lawyer, Pierce O’Donnell, asked if it would be easy

to go public “with Donald Sterling’s reputation.” Schield responded: “There’s huge reputation issues. I don’t know if anyone would want to go into partnership with him.” The NBA banned Donald Sterling for life for making racist statements after the release of recorded conversations. Sterling has denied he is a racist from the witness stand. Schield testified in the probate trial that if Sterling’s loans go into default and he needs to refinance, banks would be reluctant to give him that much money at the low rate he has now. “I know the bank looks at this as a higher credit risk with all this going on,” he said. “The rate would go up considerably.” Sterling, the volatile owner of the team, agreed to the sale but then dissolved the family trust in an effort to stop it. The British Horseracing Authority announced that tests on seven horses under the care of various trainers showed the presence of morphine in their ‘A’ samples. On Tuesday, the queen’s bloodstock and racing adviser, John Warren, said that the monarch’s five-year-old filly Estimate was one of them. Commonwealth Games begin in Scotland

GLASCOW, Scotland – The 2014 Commonwealth Games opening ceremony took place last Wednesday at Celtic Park in Glasgow, Scotland. Thousands of athletes from 71 nations and territories took part before a 40,000-strong crowd and a global TV audience up up to one billion people. Their traditional parade around the stadium followed a live show featuring about 2,000 cast members. The Queen declared the Games open by reading her own message from inside the Commonwealth baton. Adventurer Mark Beaumont landed on the city’s river Clyde in a seaplane carrying the baton to Celtic Park, having tracked its progress across the Commonwealth on a 288-day journey spanning almost 120,000 miles. Inside the stadium, the baton was transferred between a group of volunteers who have helped children around Scotland find their potential through sport. Sir Chris Hoy carried it on its final stage to Prince Imran of Malaysia, who struggled briefly to open the container and remove the message to hand to the Queen.

Her Majesty then spoke of the “shared ideals and ambitions” of the Commonwealth and highlighted the “bonds that unite” the 71 nations and territories. The Queen, in her role as head of the Commonwealth, then sent her best wishes to the competing athletes. Wars actor Ewan McGregor opened proceedings with a pre-recorded video message, before Glaswegian comedian Karen Dunbar struck up an elaborate song and dance number celebrating Scotland, accompanied by Torchwood star John Barrowman. The routine welcomed visitors from across the Commonwealth to Glasgow and included larger-than-life representations of famous Scots inventions, landmarks, cultural heroes and Scottish history. Rod Stewart was joined on stage by Bishopbriggs singer-songwriter Amy Macdonald alongside hundreds of ordinary Glasgow citizens to perform a version of his classic song Rhythm of My Heart. Later in the ceremony, dancers from Scottish Ballet performed a routine to an acoustic version of The Proclaimers hit I’m Gonna Be (500 Miles).
