PREMIER’S VEHICLE PURCHASE BLOCKED
British and legal officials operating in the Turks and Caicos Islands have rigidly enforced a new law and slammed the brakes on Premier Dr. Rufus Ewing’s purchase of a new official vehicle. Investigations by the Turks and Caicos SUN revealed that the Premier’s Office recently went ahead and bought a black US$81,000 Chevy Suburban SUV from Butterfield Motors. However, according to impeccable sources, after British agents and officials from Attorney General Rhondalee Braithwaite’s Chambers became aware of the transaction, they brought a screeching halt to the deal and the Premier’s office must now go through the process of leasing the vehicle instead of buying it. “The situation with the purchase of the Premier’s new vehicle became so serious that heads were really about to roll,” an official told the SUN, but requested anonymity because they were not authorised to speak to the media. In the meantime, the sleek, full-loaded vehicle remains parked in the showroom of Butterfield Motors’ Leeward Highway depot with a “SOLD” sign on the dashboard and a huge yellow bow on the front. While Government officials seek to carry a legal and public relations paint-job on the controversial vehicle-purchase transaction, Premier Ewing has been chauffeured around in a white Ford Expedition, because the two bullet-proof Suburbans which were bought by former Premier Michael Misick Office for $100,000-plus,

Brathwaite-Knowles pointed out that the law does not prescribe a particular type of vehicle that the ministers must purchase. TCI Bank/BAFS double blow By Vivian Tyson The news that British Atlantic Financial Services (BAFS), former British American Insurance LTD, could be liquidated because it has run into financial troubles is horrible news to scores of policy holders who have not yet recovered from losing thousands of dollars in the failed TCI Bank. More than 4,000 account holders lost almost everything when TCI Bank – the country’s first indigenous financial institution - was order liquidated after it was deemed insolvent by the authorities. After examining the BAFS books, the Kevin Higgins-led Financial Services Commission (FSC) has ruled that the company was in financial problems and used the court to appoint an administrator – Joe Connolly – to seek a buyer to bail it out of its $6.2 million pickle. Connolly’s last report to the court in September was that all prospective
buyer that he approached stressed that the loss was too great, coupled with the fact that the TCI population is too small for them to make back their money over a certain period of time. To that end, the court ruled that the FSC should petition for a liquidation order. The liquidation petition was scheduled to be heard on Thursday (September 6, 2014). The administrator, on Monday (November 3, 2014) invited a number of the policyholders to a meeting at the Tropicana entertainment centre, to inform them of his next step. A number of the policyholders told The SUN that they could not afford another financial body blow, at least not so close after first hit from TCI Bank, when former high court judge Richard Williams, in 2009, ordered the appointment of Anthony Kikivarakis and Mark Munnings, from Bahamian auditing firm Deloitte & Touche, to wind up the financial institution. And while all the shareholders lost
millions, account holders would get back a little over 20 cents from every dollar. Many of the BAFS Policy holders feared that the closure would result in them getting fraction of what they put in or nothing, based on the accounts that they hold. A disgruntled male client, who was seen leaving the meeting early, and who said that he retired about four years ago from government, pointed out that a great deal of his savings went up in smoke in TCI Bank. He said that he felt so depressed that he was in no mood to give an interview on how he really felt on the overwhelming possibility that he could lose most if not all his money. “What do they want me to do, buy a piece of rope and end it all?” he asked rhetorically. A female pensioner, who said that she has been paying life insurance and health insurance into the company for the past two decades, is now fearful
that she could end up holding an empty bag. “I have never been late on my payments, and I have never made any claims. I have been paying into the company just in case something happens my family would be under no pressure to find care for me. Now, the closing of the company will cause hardship for me. Who knows, the closing down of the company could just happen at the time when I will need assistance from them,” the woman bemoaned. An elderly woman, who was seen leaving the building with her granddaughter after the meeting, and who paused briefly to give her opinion of the entire scenario, lamented that no insurance company would be willing to offer her a reasonable policy, or even close to what she has with BAFS. “At my age, no insurance company will want to give me a policy that I can afford. They will drop me like a hot potato,” she said.

Top Government official charged with corruption By Hayden Boyce Publisher & Editor-in-Chief The Turks and Caicos Islands Integrity Commission has charged yet another public official in this British Overseas Territory with corruption. This time it is Ms. Athenee Harvey, the Permanent Secretary in the Ministry of Finance, whose charges stemmed from an August 2014 incident in which she and family members who were on a Carnival cruise that had Grand Turk as a stop-off, sought to leave and clear 26 shopping bags at the port in the country’s capital but ended up in a dispute with Customs officials over the payment of duties. Director of the Integrity Commission, Queen’s Counsel Eugene Otuoyne said in a November 3rd press release that after “a thorough investigation” Harvey was arrested by the Commission
in connection with incident of August 7th ,2014 and was subsequently charged with two offences of corruption contrary to section 44 of the Integrity Commission Ordinance. He said Harvey was granted $2,000 (two thousand dollars) Police Bail with one surety and she must appear before the Grand Turk Magistrate’s court on December 1st, 2014 at 9 a.m. to formally answer the charges. In a press release issued through her lawyer Jahmal Misick of the law firm Misick & Stanbrook, Harvey, said: “On November 3rd 2014 I was charged with two offences under the Integrity Commission Ordinance. The allegations against me are entirely without merit and I have absolute confidence that I will be exonerated. I will be making no further statement in relation to this matter.” In response to a Turks

evidence of an act of corruption by the Deputy Governor Hon. Anya Williams, who is a close relative of Ms. Harvey and who was a former Permanent Secretary in the Ministry of Finance. Otuonye added: “ However, the Commission is giving further consideration to whether she breached the Code of Conduct for Persons in Public Life and to this end, will hold an inquiry giving the Deputy Governor full opportunity to be heard.” Asked by the SUN to comment further on the situation regarding his deputy, the Governor Beckingham said: “I am aware of the action taken by the Integrity Commission involving the PS Finance and the Deputy Governor. These matters are for the Commission and, where necessary, the courts to determine the outcome. It would be inappropriate for me to comment any further at this
time.” Meantime, Mr. Otuonye added that there was no evidence of an act of corruption or breach of the Code of Conduct for persons in Public Life by the Permanent Secretary in the Ministry of Health Mrs. Desiree Lewis, who is also a relative of the Permanent Secretary and the Deputy Governor and who were also on the same cruise ship. The Integrity Commission Director stated that with respect to the complaints of victimisation and abuse of power made against the Collector of Customs Ms. Chawa Williams and other Customs Officers connected with the Grand Turk Cruise Centre incident, “there was no evidence of misconduct or wrong doing by the said Collector of Customs and other Customs Officers concerned, as had been alleged”.

InterHealth Canada TCI Hospitals By Vivian Tyson The InterHealth Canada-run TCI Hospitals are reporting that there has been an increase in what it termed as “viral type” illnesses including Chikunguya and Dengue Fever. The institution, in a requested statement on Thursday (November 6, 2014), said that the cases have seen a steady increase over the last three months. It said that the most cases are of acute respiratory tract infections, followed by Dengue Fever and Chikungunya. “The TCI Hospital has seen an

Scotiabank to cut 1,500 jobs; TCI not affected By Vivian Tyson
Scotiabank is to chop 1,500 jobs and to shut or shrink 120 branches, largely in Mexico and the Caribbean, but the Turks and Caicos Islands will not be affected in this cost-cutting measure, according to out-going managing director for Scotiabanl TCI Cecil Arnold. On Tuesday (November 4, 2014) Scotiabank CEO, Brian Porter announced that the job losses are to be felt everywhere from head office to the branches, saying that two-thirds of the cuts will be made in Canada. He said that the bank will shift focus on highgrowth markets such as Chile and Colombia. Once made, the changes are expected to save the bank $120-million annually. Porter said that restructuring Scotiabank’s operations will cost $148-million, an expense that will be incurred when the bank reports fourth quarter earnings in December and the changes will shrink the number of jobs in multiple divisions, ranging from wealth management to capital markets. Scotiabank’s Caribbean charges come on the heels of similar writedowns from Royal Bank of Canada (RBC) and Canadian Imperial Bank of Commerce (CIBC), the two other Canadian banks with large operations in the region. It is reported that earlier this

Arnold however assured that since the TCI is a high performance jurisdiction for scotiabank, it will not be hauled on the chopping block. “None of that is going to happen in Turks and Caicos,” Arnold said. “Our business is viable and doing well, so we will not be part of the reduction. So, no, it will not affect the Turks and Caicos; no closure, no job loss. ” Arnold said that the announced cuts became necessary because a number of the banks were performing. “What has happened is that the bank has grown quite a bit and some of the branches in remote areas are not really functioning or nonproductive, so that is what they are dealing with,” he said. The bank claimed that beyond its pending restructuring, additional charges range from a writedown on
the value of the bank’s investment in Banco del Caribe in Venezuela to $109-million worth of loan losses in the Caribbean, where it said that the regional economy continues to suffer in the aftermath of the global financial crisis. Other charges stem from bankruptcy writedowns related to retail banking accounts in Canada; legal claims spread across different business lines; changes to derivative valuations; and amendments to the methodology used when estimating Canadian loan losses. The total portfolio for this regional sector amounted to roughly $1.3-billion one year ago, the bank said, but that value had already fallen to $1-billion before the new charges by embarking on various initiatives, such as selling some loans. Scotiabank made a record annual profit of $6.7-billion in 2013. Its initial phase is expected to deliver an additional gross reduction in its cost base of approximately $150-million and improve efficiency ratio by 1 per cent to 2 per cent over the next three to five years. Aruban Luxury boat captain fined $10,000 for reef damage
By Vivian Tyson Clifton Neuman, the Aruban boat caption charged with the destruction of parts of the Molasses Reef was ordered to pay $10,000 when he appeared in the Magistrate’s Court 1 on November 3 (2014). Chief Magistrate Clifton Warner ordered that the fine be paid forthwith, and according to the Department of Environment and Maritime Affairs (DEMA), Newman paid the fine about two hours after the verdict. Neuman, 40, is said to be the captain of the luxury charter boat service – Sea of Love - which ran aground and damaged a section of the reef sometime in October. DEMA also told The SUN that the boat has been released to Neuman, but due to damage sustained, it is still in the Turks and Caicos Islands being repaired. He was charged by (DEMA) with breaking and damaging the coral reef and marine plants within the fishing
limits of the Turks and Caicos Islands. When he first appeared in court, the boat captain was offered bail in the sum of $10,000. CANADIAN CHARGED WITH $50,000 REEF DAMAG DEMA is also reporting that another boat operator has been charged with damaging the Turks and Caicos Islands Reef, and at press time on Friday (November 7, 2014), the alleged offender Canadian national Louis Henry Timmins was in police custody with charges already being leveled against him. DEMA officer Paul Dickinson said that this time around the vessel is a sail boat called “Sey Worthy II”. He said that Timmins is charged with breaking and causing damage to the coral reef and marine plants. Dickinson said that the damage done by Sey Worthy II took place at the Leeward Going Through barrier reef channel near the Blue Haven Marina, and according to the DEMA officer, Timmins is charged for a $50,000

Dickenson said that he has not been given bail. Several cases of reef destruction has been reported in recent time by persons who failed to adhere to the marine laws of the TCI or others who are unaware of the docking or operating areas but failed to seek directives from DEMA. On April 1, 2013, approximately 3,000 square feet of coral reef near Northwest Point off the coast of Providenciales were damaged, after a vessel – the M.Y. White Cloud – dropped its anchor in the area. The damage was described by the authorities as “catastrophic and devastating”. They said at the time that the operators of the yacht were not given permission to dock in that
area. Four charges were brought against the captain and engineer of the vessel under the National Parks Ordinance and the Fisheries Protection Ordinance. The charges include anchoring a vessel greater than 60 feet in length outside an approved anchoring zone and for causing anchor damage to coral reef structures. They were later found guilty and made to pay for the damage. Their boat, which was confiscated, was subsequently released to them. The authorities said that the reef damage was so severe that cabinet hurriedly approved a $47,000 disbursement to affect repairs to the area and DEMA feared that a full recovery of the reef may not even take place in our lifetime. The Turks and Caicos Islands reefs are rated as amongst the top three in the world. It has often received rave reviews from dozens of luxury travel agencies and travel magazines from across the globe.

Canadian banks not keen on Caribbean
By Hayden Boyce Publisher & Editor-in-Chief Major Canadian banks, three of which operate in the Turks and Caicos Islands, are reportedly not that optimistic about their operations in the Caribbean region. According to a report in the Globe and Mail, one of the leading newspapers in Canada, the Canadian bankers “put on a brave face in public, swearing they are committed to the region, but in private, Canadian bank executives have admitted desires to revamp their Caribbean operations”. Scotiabank, Royal Bank of Canada and CIBC First Caribbean International Bank, the three main banks in the Turks and Caicos Islands, are also headquartered in Canada. Quoting another reputable news agency called Bloomberg, the Canadian newspaper said that the latest sign of the banks’ wavering commitment to their Caribbean arms is that Bank of Nova Scotia is reportedly considering options for its Puerto Rican business where the island’s debt was downgraded earlier this year and there are widespread concerns that the economy will take a long time to rebound. “Scotiabank isn’t alone in its
skittishness. Seven years after the financial crisis started, Canadian lenders with sizable Caribbean activities – Scotiabank, Royal Bank of Canada, and Canadian Imperial Bank of Commerce – are all wrestling with what to do about their businesses in the region,” it was reported. “When they first went in, the landscape looked incredibly lucrative because tourism was booming. In 2006, CIBC doubled down on its stake in FirstCaribbean International Bank Ltd., shelling out $989-million (U.S.) to do it, and in 2007, RBC acquired RBTT Financial Group for $2.2-billion. But then the tourism dollars dried up as the financial crisis took hold, and the banks were stuck with the hefty loans they made to now-troubled companies such as hotel developers. The problems with these loans first flared up publicly a few years ago, and last December both RBC and CIBC kick-started a flurry of bad news by announcing restructuring charges. Since then, there have only been more negative developments, with RBC announcing the sale of its Jamaican unit to a rival lender, including an after-tax loss in the process, and CIBC incurring a $420-million after-tax goodwill writedown on its Caribbean
operations,” the report continued. The newspaper said that behind the scenes, two of the Canadian lenders operating in the region have acknowledged to The Globe and Mail that they are more or less stuck with their current businesses because there are no bidders for any of the assets. Should buyers materialize, they would happily reconsider their options. “And even though the banks have stressed commitments to the region, it doesn’t mean they won’t consider oneoff asset sales – especially on islands with tourism-driven economies. Those countries whose economies have heavy commodity exposure are widely viewed as being more attractive,” it was revealed. The International Monetary Fund divides the Caribbean nations into two groups: commodity producers such as Belize, Trinidad and Tobago, Guyana and Suriname, and those islands whose economies are tourist-driven, such as Jamaica and Barbados. The gross domestic product of the four commodity producers increased by 2.9 per cent in 2013; the GDP of the second group climbed only 0.9 per cent last year and had effectively zero growth in 2012. Recent reports out of Canada said
the outlook for Canadian Imperial Bank of Commerce’s struggling Caribbean operations continues to dim, with the lender recording a $420-million after-tax goodwill writedown on the operations. “In light of persistently challenging economic conditions in many Caribbean countries and our current expectations for conditions going forward, we have reduced the carrying value of the goodwill related to CIBC FirstCaribbean,” the bank said in a statement. The bank also announced the unit has recorded new loan losses worth $123-million after tax. The Caribbean has been a tough market for Canadian lenders, with Royal Bank of Canada also suffering, as well as Bank of Nova Scotia to a lesser extent. Although Canada’s banks have long operated in the region, a number of them doubled down on their Caribbean operations when the global economy was on fire leading up to the financial crisis. Since the market meltdown in 2008 and 2009, however, tourism levels have suffered, and loans made to develop new resorts and to fund business expansions have been suffered.

TCI hospitals prepare for Ebola By Vivian Tyson
The Turks and Caicos Islands Hospital has begun its preparedness for the deadly Ebola by the development and implementation of protocols and training activities. According to a press release, the strategies of their preparation are related to early recognition and identification of a suspected patient, patient isolation, strict adherence to infection control protocols, appropriate donning and doffing of PPEs (Personal Protective Equipment) and supportive medical care. The protocols for management are based on the Centers for Disease Control (CDC), World Health Organization (WHO) and the Pan American Health Organization (PAHO) guidelines. The TCI Hospital was visited by consultants from PAHO and WHO reviewed the protocols and inspected the facilities at both sites. According to the statement, they expressed confidence on the hospitals preparedness efforts and pledged

The staff at the hospital will contact the Ministry of Health and Human Services as soon as a suspected case is identified. The laboratory confirmation will not be done at the hospital but at the CDC in Atlanta which has facilities for testing Category A type infections. The outbreak of Ebola Virus Disease (EVD) in the West African Countries of Sierra Leone, Guinea, and Liberia is a Public Health Emergency of International concern.

NIB sickout was over unsuitable working conditions
National Insurance Board A National Insurance Board (NIB) Staffer at the Providenciales branch told The SUN that their wholesale sickout last Friday (November 31, 2014) was due to working environment issues at the entity and not over salary as was widely speculated. A number of NIB employees in Providenciales comprising mainly of cashiers staged a wholesale sickout on Friday (October 31, 2014) forcing the entity to shut down for the entire day, depriving scores of clients from making payments or collect benefits. Managing Director for NIB Colin Heartwell was quick to point out that the sickout was not a strike action but offered no explanation otherwise. The staffer, who did not want to delve into too much details, said that some staff believe that they are being treated unfairly by management, who it
is alleged perpetually showed scant regard for their concerns, while at the same taking a heavy-handed approach on almost all decision-making matters. Last week’s strike action resulted in a number of clients not getting the opportunity to settle business with the entity. Many of them after being turned away did not hide their displeasure, while others, who believed the staff’s action, could be justified were more sympathetic. One woman, who tried to hide her annoyance behind a smile, said: “They told me to come Friday. Today is Friday, and they are closed.” Businessman Oscar Talbot said that the closure has set his business back somewhat, but he was happy that there would be no penalties applied. “You don’t always get around to taking care of all

Saving BAFS more vital than keeping SIPT, says Bishop Williams By Vivian Tyson Pastor for the Abundant Life Ministries International Church in Providenciales, Bishop Coleta Williams III is questioning the intelligence and reasoning behind the Governor’s office not to with alacrity to save the ailing British Atlantic Financial Services (BAFS), which in the future could turn around and become profitable again, but at the same time pumping millions the Special Investigation and Prosecution Team (SIPT) and Civil Recovery Team that the country will never recover. Some of them have not made a comeback since then (TCI Bank closure), and you have got the nerve now to sit back again and allow people who have invested their money (to lose it). “Some of them are so old now they can’t even get another insurance; some of them have developed some sicknesses and they can’t get any insurance, and you tell me that we don’t have men and women in this country that we have elected to serve that will stand up once in their life and say ‘if I die I die, if I go down I go down. But for once in my life I am going

He said that the people ought to be blamed for a great deal of the ills currently taking place in the TCI because they failed to act. “You can’t tell me that the governor can make a single decision all by himself. But I say it is good for you, because you have to recognize that power belongs to the people and the voice of the people is the voice of God. And what is going to happen is that the devil is going to shut down and keep shutting down until a people shake up, and get up and rise up, and say enough is enough,” he said. Bishop Williams charged that the millions currently being paid to the SIPT to prosecute the country’s former leaders could be used elsewhere since the UK government has already spent far more than what it said the former minister have embezzled. “If you do something that is wrong then you go to jail. But you can’t tell me that you can be in this country all of this time, can’t bring the evidence but you are spending millions after millions after millions; something has got to be wrong. “By now they should let them go because they have already exceeded what they have done wrong. And so the people have to stand up in this country and say, ‘if you going to charge them we have got to charge you too, because you said they take our money, but we know you (British Government/SIPT) take our money’,” he said. Bishop Williams added: “If God be for us, we can take on anybody and win. I believe that God is waiting on us because I believe that there are some things that God will not do for you. If you move, God will move on your behalf. In the end times one of the things that God wants to do is bring freedom to his people.”

62 Illegal Haitians sent back home
Authorities in the process of taking the illegal migrants of the marine boat By Vivian Tyson All 64 Haitian nationals caught at sea early Sunday morning (November 2, 2014) apparently trying to make landfall in the Turks and Caicos Islands have been repatriated.
The 49 men and 13 women were spotted by Coastal Radar Station operators who alerted the Marine Branch of the Royal Turks and Caicos Islands Police Force. A boat, which was later dispatched, caught up
with the illegal voyages off our shores and transported them back to land in a police vessel. Once on shore the individuals were processed by immigration officials, who began repatriating them the same day. It is unclear what became of the vessel in which they were travelling. Prior to the latest arrival on Sunday, 524 illegal Haitian migrants have been intercepted by local authorities and returned to their homeland since the start of the year. It is understood that government has already spent well over $100,000 since January to house and repatriate the illegal voyagers. Prior to Sunday’s arrival, the latest group to turn up in the Turks and Caicos Islands – 55 - came on Saturday (September 20, 2014). The vessel was spotted by Coastal Radar Station operators at about 3a.m. Information was relayed to the Marine Branch, which shipped off a team, who later intercepted the sloop and ushered it to South Dock, Providenciales. Forty three males and 12 females, along with an infant, were taken from off. The infant and its mother were taken to the Cheshire Hall Medical Centre for treatment, after it appeared that the child was suffering from dehydration. The Haitians’ voyages are not without tragedy as on Christmas last year 17 illegal migrants drowned after their boat flipped while being towed to shore. The capsize, according to the authorities, occurred when some of them trying to escape. The bodies, which were holed up at the government morgue in Providenciales, were returned to Haiti in an IBC cargo plane on Thursday (February 27, 2014). In 2007, about 90 Haitians drowned during a thunderstorm after their boat which was intercepted and being towed ashore capsized. A number of them were eaten by sharks. In 2008, many more drowned when their boat capsized as it tried to make its way on West Caicos. Few dehydrated survivors were found on that island and on the nearby Molasses Reef.

All people requiring medical attention at the Emergency Department have to be registered. If your condition requires that you have immediate (emergency) treatment, you will be assigned a bed in the treatment area. If you don’t need immediate medical care, you will be directed to a registration area where you will be asked to present your NHIP card (if you have one) and pay the required fees. All children under the age of 18 will be seen and treated as required, regardless of their ability to pay.

Fees: If you are NHIP-eligible, the co-pay fee is $10. Between the hours of 11 pm and 7 am, the co-pay fee is $50 for non-emergency care. Additional diagnostic tests may incur an additional $10 co-pay fee. If you do not have NHIP, you will be billed at established rates. NOTE: All NHIP co-pay fees are paid over to NHIP and are not retained by the Hospital. Triage: Triage is a process where injured or sick people are classified according to their degree of illness or need for emergency medical attention. After triage, you will be asked to sit in the waiting area until you are called by the doctor. The waiting room: Why am I waiting so long? The most seriously ill patient must be seen first. This means if you have a less serious medical condition or are less sick, you may have to wait longer to be seen and treated, even if you arrived in the Emergency Department first. TCI Hospitals Internship/Observance Programme stops at Clement Howell The InterHealth-run Turks and Caicos Islands Hospitals has teamed up with the Ministry of Education Youth and Sport to implement its internship or observance Proramme, which essentially is geared at getting students to think and decide early about a career path in the healthcare field and make their contribution to the TCI. Under the programme, students are allowed to come into the hospital and observe health professionals in some of the
various departments at work. To inform about the programme, professionals from the hospitals visit high schools to give students a clearer picture of what the healthcare system entails. The latest stop by the group was at the Clement Howell High School in Providenciales on Thursday (November 6, 2014), where they addressed third, fourth and fifth forms. British West Indies Collegiate Speech competition final British West Indies Collegiate on Wednesday (November 5, 2014), staged the final of its speech competition, held in Brayton Hall on the school compound. Devonte’ Smith, Sasha Arthur, Selena Grant and Christina Jean-Louis were the four finalists. The school brought in a powerful panel of judges to adjudicate proceedings. They judges were
attorney Peter Savory of Savory and Co; Gordon Kerr of Misick and Stanbrook; Cheryl-Ann Jones, Permanent Secretary in the Ministry of Education, Youth, Sport and Library Services; and Mark Francis of Unicorn Bookstore. Tiki Hut Halloween This was the 22nd year that Tiki Hut sponsored a community Halloween event for children. TRUNKS lined up in the parking lot of Tiki Hut in Turtle Cove Marina and children were able to trick or treat going trunk to trunk. Each Trunk had a game to play. One trunk the children had to put their hand into a bucket of spaghetti to pull out their prize. Both ROTARAC and TCI Reef Fund had educational games, with a special appearance from Sponge Bob. TCI Sailing Club brought a sailboat and their game was learning how to tie different sailing knots with short ropes. SURFside Academy created a game with bean bag toss into strategically places water jugs that were fashioned on the back of a surf board. TCFAF was the first stop for candy, as they were promoting the upcoming Sleeping Beauty Panto. Provo Ponies had a ring toss game on a witches hat. TCSPCA had a ‘pin the tail on the dog’, with real life ‘TinkerBell’ in costume, as well as “Lucky” the TCSPCA mascot, promoting the upcoming Dog Show. The winning trunk was sponsored by Grace Bay Car Rental with the spookiest trunk and a bean bag toss. Thanks to the volunteers that helped make TRUNK or TREAT a real treat! Provo Ponies, TCFAF, TCSPCA, TCI Reef Fund, ROTARAC, SURFside Academy, TCI SAILING CLUB and Grace Bay Car Rentals. New Bahamas immigration policy detains children
A new policy aimed at curbing illegal immigration in the Bahamas is leading to the detention of dozens of children, say Haitian activists who are calling the policy inhumane and disruptive to families. Activists say between 35 and 40 children are being detained inside the Carmichael Road Detention Center in Nassau after they were picked up along with their parents during a new round of immigration raids that began Saturday. The raids coincide with a new policy that went into effect that same day. The policy makes it harder for undocumented migrants to live and work in the Bahamas, and requires nationals of other countries to have a passport. “One of the biggest problems we have with this policy is the children,” the Rev. Antoine St. Louis said Monday shortly after visiting the detention center along with Haitian embassy officials. “They are picking up the children and when we question them, they say they are not deporting the children, they are sending them along with their parents who are being deported.” St. Louis, pastor at Victory Chapel Church of the Nazarene, said parents are being given a choice: they can take the children with them or give custody to someone in the Bahamas who has legal status. “It is disrupting the family,” said St. Louis, 50, who was born in the Bahamas to Haitian parents. St. Louis said most of the detainees are Haitians including 228 who are scheduled to be deported to Haiti Tuesday aboard two Port-au-Prince bound airplanes. Suspect in Cayman Islands child stabbing can be held up to 6 months
A woman arrested last week on suspicion of killing her 6-year-old daughter could be held for months without criminal charge under the Cayman Islands Mental Health Law, according to the Cayman Compass newspaper. Tamara Butler, 37, has been in the hospital under police guard since Oct. 27 after her daughter, Bethany, was found dead in the passenger seat of a vehicle parked in the bush off the Queens Highway, near Barefoot Beach on Grand Cayman. Ms. Butler was arrested a short distance away. A pathologist’s examination on Oct. 31 confirmed that Bethany suffered multiple stab wounds. According to the Royal Cayman Islands Police Service, Ms. Butler was admitted to the hospital as a patient under the Cayman Islands Mental Health Law for “a period of observation ... to assess her condition and suitability for interview by officers conducting this investigation.” Ms. Butler remained in hospital as of Wednesday, without charge and under police guard, according to RCIPS Superintendent Adrian Seales. Section 5 of the mental health law states: “Where it appears to any [police] constable that any person is, by reason of mental disorder, an immediate danger, or is likely to become a danger to himself of others, [the constable] may take such person into protective custody ....” The law states that a person in such
a situation will be examined by the chief medical officer at the Cayman Islands Health Services Authority and may be held up to 48 hours so that they may be examined by the officer and at least one other physician. If the patient is determined to be in need of further treatment, the chief medical officer can order the person to be detained for a period of not more than six months. At any time during that period, the chief medical officer can authorize the prisoner’s release from the hospital with the assent of the health minister. Mr. Seales declined to speculate on how long the suspect in Bethany’s killing would be held at hospital. In the meantime, local police continued their investigation into the child’s death. Deaths of babies at DR hospital raise alarm

SANTO DOMINGO, Dominican Republic — Rosa Elba Santana struggles to comprehend what went tragically wrong for her infant twins at the Robert Reid Cabral Children’s Hospital, one of the few places for someone with a sick kid and not much money in the Dominican capital. Rosanna and Isaac died, according to their death certificates, from a bacteriological infection. But the clinical explanation only raises more questions for Santana, who took the month-old twins to the state-run hospital because the girl had stomach pains and the boy seemed to have trouble breathing. “I took them to be checked, not because it was serious,” the 20-year-old mother said in a sparsely furnished home with a dirt floor where she is living with her toddler son, mother and a sister. “Instead of getting better, they got worse.” Her twins were among 11 babies who died at Robert Reid Cabral over three days in early October, a cluster of deaths that shocked Dominicans and brought what some say is long-overdue attention to one of the country’s most important medical institutions. It also raises questions about overall quality of health care for the poor in the Dominican Republic. Following the deaths, President Danilo Medina appointed a commission to investigate. It found significant shortcomings at the hospital, leading to the firings of the nation’s health minister, the hospital director and others, even as officials have defended the overall care at the 300-bed facility. The commission, led by the attorney general, determined in a preliminary investigation that infections contracted in the hospital were responsible for the deaths of four of the 11 children, including Santana’s twins. Four other deaths stemmed from “deficiencies in the quality” of medical care, including a failure that lasted several hours in the system that supplies oxygen to the hospital’s respirators. Terrified Haitians now hiding in The Bahamas THE Haitian community in Grand Bahama is “terrified” and people are going into hiding with their children in the aftermath of new immigration restrictions and raids on Saturday, a local human rights activist said yesterday. Joseph Darville, of the Grand Bahama Human Rights Association (GBHRA), called on government to exercise “extreme care and diligence” in its handling and separation of children during round ups. He said it is important that such exercises are carried out with proper care for children. He spoke to The Tribune after meeting with several Haitian families in Grand Bahama. “They are terrified of being separated from their children – some are begging to be hidden by Bahamian families and some are going into hiding,” Mr Darville said. “There is an incredible blight on this nation, and I am begging that, for God’s sake, that my country do the right thing by these people. I do
support my government in trying to bring some semblance of normalcy to the invasion of non-Bahamians in the country, but at the same time it must be done in very humane manner. “And when you are talking about rounding up and the collection of children and putting them in a detention facility, that must be done with extreme due care and diligence, with respect to the amount of pain and suffering psychologically and physically that can be inflicted on these children.” On Saturday, immigration officers apprehended illegal immigrants and their children during exercises in Nassau. Bermuda joins automatic information exchange deal Bermuda has signed up to a new international agreement to allow automatic exchange of financial information in a bid to crack down on tax cheats. Now the Island and 50 other countries will begin the exchange of information, backed by the Organisation for Economic Cooperation and Development (OECD) and the G20 group of leading economies, from September 2017. Charles Thresh, a managing director of financial services firm KPMG Advisory, said: “I really don’t think it will make Bermuda a less competitive place. It’s totally a global phenomenon and the OECD gets to say who is on the grey list, the white list and the black list. “If we are not seen to be cooperating with the wider international community, the consequences are more grave than they are signing up, to be honest.” Mr Thresh added: “Bermuda is an early adopter — it’s trying to stand up and be a good international citizen and that’s to be applauded and understood.” OECD Secretary General Angel Gurria said: “We are making concrete progress toward the G20 objective of winning the fight against tax evasion. “The fact that so many jurisdictions have agreed to automatically exchange financial account information shows the significant progress that can occur when the international community works together in a focused and ambitious manner.” The agreement sets out the details of information to be exchanged on an annual basis between signatories and provides
for sharing of some account and personal information, in line with the international Common Reporting Standard. Information exchanges will be subject to confidentiality rules and other safeguards in another convention on tax matters. Participants will also share information on the beneficial ownership of all legal entities will be made available to tax authorities and exchanged with treaty partners. The Global Forum on Transparency and Exchange of Information for Tax Purposes will set up a review process to ensure the effective working of the agreement, while a status report on committed and non-committed jurisdictions will be presented to a meeting of the G20 countries this month. Developing countries have also been invited to move towards automatic tax information exchange and the Global Forum said it would offer technical assistance and set up pilot programmes for interested countries in the developing world. The US, however, has not signed the agreement, although the OECD said there was considerable overlap between the agreement and the American Foreign Account Tax Compliance Act (FATCA). And subsidiaries of US companies in countries that have signed up to the agreement will have to comply with the reporting rules of jurisdictions they operate in. Algirdas Semeta, the EU tax commissioner, said the signing was “an important joint effort by many in creating a fairer, more appropriate tax environment
worldwide”. He added: “The Global Standard, developed by the OECD in cooperation with G20 countries and the European Commission, will facilitate tax authorities’ access to financial account information and boost worldwide efforts to crack down on tax evasion. “This global agreement shows that many countries around the world are ready to work towards alignment with the Global Standard and recognise automatic exchange of information as the new standard for international cooperation.” And Mr Semeta said that the treaty “could not have been foreseen” a few years ago and signalled a new global acceptance of the need for tax transparency. Two men jailed for life for Bermuda revenge killing
HAMILTON, Bermuda – Two men have been jailed for life after being convicted of the premeditated murder of David Clarke in what the Supreme Court heard was a revenge killing. Darrion Simons, 21, and Jahkeo LeShore, 32, will serve at least 25 years before becoming eligible for parole for the 2011 killing, along with 10-year concurrent sentences for using a firearm to commit the act. Simons is already serving a 10-year sentence for handling a firearm in an unrelated incident, which occurred months after Clarke’s murder. Prosecutor Susan Mulligan described Clarke’s shooting as an execution, which occurred in a public place, terrifying witnesses and devastating both the victim’s family and the community as a whole. “It was especially serious because it required planning and premeditation and it was the revenge killing of an innocent man,” Mulligan said. She told the court both defendants were deeply entrenched in the gang lifestyle and had targeted Clarke to avenge the murder of LeShore’s brother Jahmiko, who was shot dead six weeks earlier. Clarke was not believed to be involved in Jahmiko’s murder or a member of any gang, but the court heard his brother D’Angelo Clarke was a member of a rival gang. “Even the death of LeShore’s brother and Simons’ friend didn’t convince them to change their path,” she said. “Instead they sought revenge by killing a man who both said they knew and liked because his brother was a rival gang member.” During their Supreme Court trial, the court heard that LeShore and Simons ambushed Clarke after all three were seen in a popular club. The accused left the club before the victim and lay in wait on a side road until they saw him ride past on his motorcycle on his way home and shot him.

The woman who was kidnapped on Sunday off a desolate Philadelphia street -- a harrowing crime that was caught on surveillance camera -- was found alive Wednesday in Maryland, while her abductor was arrested, authorities said. Carlesha Freeland-Gaither, 22, was found by Alcohol Tobacco, Firearms and Explosives agents inside a parked car in Jessup, Maryland, law enforcement sources said. Her alleged abductor, Delvin Barnes, 37, was arrested at the scene, authorities said. Ed Hanko, the special agent in charge of the Philadelphia FBI field office, said that because of tips called in from the public, investigators were “able to identify this individual, identify his car and track it into Maryland.” Law enforcement officials told ABC News that authorities tracked Barnes’ car because he had GPS installed in it. Freeland-Gaither was found inside the car and was treated at a local hospital before being released, police said. Philadelphia Police Commissioner Charles Ramsey, in a Thursday interview with ABC News, said the video of the kidnapping “added a sense of urgency” to the case. He credited Freeland-Gaither’s spirit in the face of her circumstances. “My understanding is that even after she was in the car and she was bound she continued to fight and struggle with this guy, so she’s got a lot of fight in her, and that probably helped keep her alive,” Ramsey said.

Appeals court blocks gay marriage in four states A federal appeals court on Thursday upheld gay marriage bans in Kentucky, Michigan, Ohio and Tennessee, reversing the trend in federal courts to strike down such bans and piling pressure on the Supreme Court to take up the matter. The ruling by the 6th Circuit U.S. Court of Appeals is the first ruling by a federal appeals court upholding bans on same-sex marriage. When the Supreme Court in October refused to intervene in the issue, all other appellate courts that had weighed in had struck down state bans on gay marriage. This new decision could force a
showdown at the Supreme Court and lead to a nationwide ruling on the constitutionality of such bans. Advocates on both sides of the issue immediately called for the Supreme Court to take up gay marriage and make a definitive decision for the entire country. “We will be filing for Supreme Court review right away and hope that through this deeply disappointing ruling, we will be able to bring a uniform rule of equality to the entire country,” the American Civil Liberties Union said in a statement. Michigan Attorney General Bill Schuette applauded the ruling from
the 6th Circuit court as a victory for Michigan’s constitution. “The U.S. Supreme Court will have the final word on this issue. The sooner they rule, the better, for Michigan and the country,” Schuette said in a statement. Two judges on the three-judge panel at the sixth circuit joined the majority decision in the ruling, while the third dissented. Judge Jeffrey Sutton, writing the majority decision, said plaintiffs favoring same-sex marriage have not made the case to constitutionalize the definition of marriage. Sutton wrote that “it is demeaning
to the democratic process” to presume voters who had passed referendums against same-sex marriage are incapable of deciding sensitive issues. He also said it was up to legislators, not life-tenured judges, to weigh the benefits and costs of whether to preserve a traditional definition for marriage. US Seals dispute over Bin Laden killing A public row has arisen over which US commando fired the shot that killed Osama Bin Laden, more than three years after the al-Qaeda leader’s death. Ex-Navy Seal Robert O’Neill, 38, has told the Washington Post in a new interview he fired the fatal shot. This contradicts the account of Matt Bissonnette, another former Seal involved in the raid, in a 2012 book. How to protect your iPhone from Wirelurker, the first iOS malware
A new report from Palo Alto Networks says that a new malware, called Wirelurker, is able to infiltrate iOS devices. Though Wirelurker shows possible vulnerabilities in the iPhone, the malware is contained in China and those who download unapproved applications. If you’re an iPhone owner, you’ve had virtually no reason to think your phone has a virus. As long as you only downloaded Apple-approved apps, the risk of malware on your phone was minimal. But on Wednesday, security firm Palo Alto Networks found a malware program, dubbed Wirelurker, that was found to infiltrate iOS devices. In the past six months, Wirelurker was able to attack 467 applications on Maiyadi, a China-based thirdparty app store for Mac computers. The infected apps are believed to have been downloaded 356,104 times. For American readers, there are virtually no signs that you should worry about the malware, assuming you haven’t downloaded unauthorized Chinese apps. Wirelurker has been confined to China thus far, and has had little effect there. Until now, Apple products have had a very clean malware record because Apple has tight control of its App Store products. Apps must be approved by Apple before they will work on iOS devices. However, users could disable this protection, and allow nonapproved apps to work on iPhones, through a process known as jailbreaking. Though not a huge threat to Americans, Wirelurker is important to note because it is the first of its kind, according to Palo Alto Networks, and the vulnerabilities it exposed could pose a threat to other Apple devices. Wirelurker was able to get on phones that weren’t jailbroken through a process known as enterprise provisioning, which is when a software uses an official identification to let third-party apps onto an iOS devices. The IDs are normally reserved
for large businesses to allow them to create apps without the hassle of being approved, but Wirelurker showed that it is possible to forge one. “It is the first in-the-wild malware to install third-party applications on non-jailbroken iOS devices through enterprise provisioning,” Claud Xiao, researcher at Palo Alto Networks, wrote on the company’s site. Wirelurker is believed to have first penetrated a computer through an unauthorized Chinese app. It then installs itself on an iPhone when the device is connected to the infected computer through a USB connection. Once on a phone, the malware has access to all of the phone’s data. “From a broad perspective, the ecosystem is still in pretty good shape,” Ryan Olson, an intelligence director at Palo Alto Networks, told the Verge. “[B] ut this is the first door we’ve seen opening into the iOS world.” The problem will be tricky to solve, but it isn’t time to ditch your iPhone. Apple says it knows about the problem and working to fix it. “We are aware of malicious software available from a download site aimed at users in China, and we’ve blocked the identified apps to prevent them from launching,” an Apple spokesperson told The Huffington Post. “As always, we recommend that users download and install software from trusted sources.” Here are some tips to protect your Apple devices from Wirelurker and other malware. Make sure that you only download approved apps from the App Store. If you have a Mac, you can ensure that third-party apps are blocked by going into your System Preferences and clicking “Security and Privacy.” Then select, “Allow apps downloaded from Mac App Store.” Now, your computer will not be able to install software from an unauthorized source.

Heimlich said the airlines have spent more than $1 billion per month this year, leading to the highest rate of capital spending in 13 years. But even though fuel prices are falling fast, it’s unlikely that fliers will see significant drops in air fare. “The first priority is to make sure you have strong financial health,” Heimlich said. “Keep in mind we’re much more vulnerable to recessions and cyclicality.” He added that the airlines’ margins significantly trail behind the average seen in the S&P 500.
Microsoft launches free Office apps for iPad, iPhone and Android
In a surprise move, Microsoft has announced that it will allow iPad, iPhone and Android users to use its Office applications for free. The suite of applications, which includes Word, Excel and PowerPoint, is one of the most lucrative parts of Microsoft’s business.
During the last fiscal year it generated nearly a third of the company’s revenue – about $26 billion (£16bn) of $87 billion (£55bn) in total. Microsoft offers both a desktop-based version of Office, which costs around £110 for the Home edition, and a cloud-based version
called Office 365, which is accessed over the internet and requires a subscription costing £8 a month. However, the company announced today that customers on any device can now create and edit Office content via the web on their smartphone or
tablet without a Office 365 subscription. This means that users just need to download the Office app onto their iPhone, iPad or Android device and sign in using a Microsoft Account. They will then be able to view, edit, create and print Word, Excel and PowerPoint
documents for free. Office 365 subscribers will continue to get some advantages. For example, they will have access to premium features like track changes in Word, pivot tables in Excel and presenter view in PowerPoint. They will also get unlimited

JPMorgan to cut 3,000 more retail banking jobs JPMorgan Chase & Co, the largest U.S. bank by assets, said it would cut 3,000 more jobs than previously expected in its retail banking division. The bank said it would reduce 4,000 jobs in its card, merchant services and auto unit, up from the 2,000 previously announced. The bank is also cutting 7,000 jobs in its mortgage banking unit, up from 6,000. JPMorgan will have eliminated 27,000 jobs by the year-end from its consumer bank unit over two years, even after additions for more risk controls and regulatory compliance. Some 18,000 jobs will have been taken out of mortgage banking, where the company has less work to do refinancing loans and handling troubled mortgages left from the financial crisis. Many big banks, including Wells Fargo & Co (WFC.N) and Bank of America Corp (BAC.N), have been laying off mortgage workers as higher interest rates make refinancing less attractive to homeowners. JPMorgan said it expects 146,000 Chase Bank jobs by the year-end, down by 11,000 from a year earlier. The bank expects its 2016 retail banking expense base to be $2 billion lower than in 2014, JPMorgan’s retail bank head Gordon Smith said in an investor conference on Friday. The company’s shares were marginally down at $61.19 in morning trade on the New York Stock Exchange on Friday.

Home Depot says 53 million more email addresses stolen Home Depot Inc, the world’s largest home improvement chain, said about 53 million more email addresses were taken during a recent breach of its payment data systems. In September, the company said some 56 million payment cards, including email details, were likely stolen in a cyberattack. This suggests the hacking attack was larger than last year’s breach at Target Corp. Home Depot said the stolen files that contained the additional email addresses did not include passwords, payment card information or other sensitive personal information. Criminals used a third-party vendor’s user name and password to enter the perimeter of its network, Home Depot said in a statement. The hackers then acquired “elevated rights” that allowed them to navigate parts of Home Depot’s network and to deploy unique, custom-built malware on its self-checkout systems in the U.S. and Canada. Home Depot said its investigation, along with law enforcement and efforts to boost its security, was ongoing. Since September, the company
has implemented enhanced encryption of payment data in all U.S. stores and said the rollout to Canadian stores will be completed by early 2015. Home Depot also said today that the criminals used a thirdparty vendor’s user name and password to reach the perimeter of its network, then gained additional rights to navigate the company’s systems. Hackers used custom-built software on Home Depot’s self-checkout terminals in the U.S. and Canada to access customer data, according to a statement. “Customers should be on guard against phishing scams, which are designed to trick customers into providing personal information in response to phony e-mails,” the Atlanta-based company said. Home Depot, which first acknowledged the attack in September, has become one of the biggest victims of hackers’ war on retailers. The world’s largest home-improvement chain has said it expects to pay about $62 million this year to recover from the incursion, including additional costs for call-center staffing and legal expenses. Insurance will cover $27 million of that tab, the company said.

Molly Shattuck is facing rape charges in Delaware A relationship that started on Instagram has led to multiple rape charges against former Baltimore Ravens cheerleader Molly Shattuck. Shattuck was charged this week with two counts of third-degree rape and four counts of unlawful sexual contact for an incident that allegedly involved a 15-year-old boy. Shattuck was also charged with three counts of providing alcohol to minors, according to Delaware State Police. Shattuck pleaded not guilty to the charges and was released on an $84,000 bond. Shattuck’s courtship of the 15-yearold started in May when she left a comment on one of his Instagram photos, according to court documents. Shattuck’s son, who is one of Shattuck’s three children, then gave the victim his mom’s phone number and told him to
text her because she’s ‘obsessed with you.’ The courtship continued for just over four months, before the victim went to police in late September. Before he went to police, Shattuck had invited him to a Labor Day gathering where she bought him alcohol. Shattuck allegedly offered to have sex with the victim, but he “decided to leave at that point and go back to the rooftop” of the beach rental home they were staying in. Shattuck did allegedly perform oral sex on the boy over Labor Day weekend. Shattuck is facing two to 25 years in prison for each of the three thirddegree rape charges. She’ll also be facing up to three years in prison for each of the unlawful sexual contact charges. In a statement to the Baltimore Sun, Shattuck’s ex-husband, Mayo Shattuck said he was saddened. The two divorced on Sept. 29, just days after the victim went to police. “Mr. Shattuck is shocked and saddened about the allegations against his ex-wife, from whom he is divorced,” the statement said. “He is focused on the care and welfare of his children, who are with him, and is deeply concerned about others affected by this. He requests that the privacy of his children be respected.”

OJ Simpson Appeal in hands of Nevada Supreme Court
OJ Simpson O.J. Simpson’s appeal for release from a Nevada prison is now in the hands of the state Supreme Court. Simpson lawyers argued in a final brief to the Nevada high court that a lower court judge was wrong to deny the former football star a
new trial in his 2008 kidnapping and armed robbery conviction for a hotel room heist in Las Vegas. The filing, submitted Friday, came after Clark County prosecutors submitted documents Sept. 24 saying there was no need for another
trial. The Supreme Court could decide to hear oral arguments, or they could issue a ruling based on the written filings that have been submitted. The court usually hears oral arguments in fewer than 100 of the 2,400 new cases it receives per year. A decision in the Simpson case wasn’t immediately expected. Simpson attorneys Patricia Palm, Ozzie Fumo and Tom Pitaro argue the former football star was wrongly convicted because his trial lawyer, Yale Galanter, botched his case and had conflicted interests. Galanter also handled a previous
Simpson appeal that the state Supreme Court denied in 2010. Galanter denies any conflict existed. Both Palm and Clark County District Attorney Steve Wolfson declined comment Monday. Simpson is now 67. He’s serving nine to 33 years in a northern Nevada prison after a jury found him guilty of multiple felony charges for leading a group of men in a September 2007 confrontation with two sports memorabilia dealers at a Las Vegas hotel. Two of the men testified they brought guns, at Simpson’s request. Simpson didn’t testify
at trial, but claimed he was trying to retrieve items that had been stolen from him after his 1995 acquittal in Los Angeles in the stabbing deaths of his ex-wife and her friend. He testified in May 2013, when Clark County District Court Judge Linda Marie Bell heard his claims of ineffective counsel, that he never knew any of the men with him were carrying guns. His lawyers now argue that his trial would have had a different outcome if the issues raised now had been raised then. They argue that Simpson’s multiple
convictions and sentences for assault with a deadly weapon and robbery with use of a deadly weapon constitute doublejeopardy; that his lawyer should have challenged his multiple convictions and punishments; and that the jury should have been given a chance to consider lesser kidnapping and theft offenses when they deliberated. Bell decided last November the evidence against Simpson was overwhelming, and that any errors at trial wouldn’t have changed the outcome of his trial. Simpson isn’t eligible for parole until 2017.

Attorney Frank Quintero Jr., who represents Lazaro ‘’Laser’’ Collazo in his defense against charges of conspiracy to distribute performance-enhancing drugs, told The Associated Press that the New York Yankees third baseman confessed to steroids use, according to Drug Enforcement Administration documents provided by the government to defense lawyers. The Miami Herald first reported Rodriguez’s admission Wednesday, saying he met with DEA agents on Jan. 29 at the agency’s South Florida field office. Given a grant of immunity from prosecution, Rodriguez told investigators he did use banned substances between late 2010 and October 2012 supplied by Anthony Bosch, who owned the Biogenesis of America clinic in Coral Gables. Rodriguez has publicly denied any use of banned substances during his time with the Yankees, which began in 2004. The three-time AL MVP acknowledged in 2009 that he using performance-enhancing drugs while with Texas from 2001-03. Baseball Commissioner Bud Selig suspended Rodriguez for 211 games in August 2013 for violations of the sport’s drug agreement and labor contract, and the penalty was cut to the 2014 season in January by arbitrator Fredric Horowitz. Rodriguez proclaimed his innocence and sued in federal court, then withdrew the suit and accepted the penalty.
