The Turks and Caicos Islands government is receiving a tremendous amount of criticism for giving Beaches Resort and Spa half-million dollars to help with its advertising. However, Premier and Minister of Tourism Hon. Dr. Rufus Ewing is stoutly defending the decision, saying that the money was well spent, since his administration, during September and October, collected far in excess of

the figure in accommodation taxes. Over the past weeks, news of the half-million-dollars grant to Beaches has been generating quite a bit of talk and controversy in the public, although there was no official announcement by the Government. However, while the Premier was a guest on the popular Expression talk show hosted by Rev. Dr. Conrad Howell on the Radio Turks and Caicos earlier in the week, a caller asked him

about the money. He declared that Beaches Turks and Caicos Resort Spa presents and forms a significant part of the local tourism industry, and that if the people of the country realized the extent to which tourism trickles down into the local economy and the effect that it has in general they would appreciate any assistance that government would provide to industry players. He said that injection of

$500,000 into Beaches for the purposes of marketing and promoting Turks and Caicos, even if some of the funds go into promoting the resort is money well spent, because it enables the property to remain open during a seasons – September and October – when it would ordinarily closed. “(Keeping the resort open) will ensure that flights that will come to Turks and Caicos (and) do not only service Beaches but service other Continued on page 2

So other hotels benefit and government benefits from revenues generated from accommodation tax from Beaches and other hotels,” the premier said. He added: “Actually, if you were to listen to most hotel operators they would tell you now that during the months of September and October (this year) it was like a regular season like most of the other Caribbean countries, where the majority of them (local hotels) had occupancy in excess of 65 percent. And so that particular funding reaped dividends in terms of its investment.” The premier emphasized that during the two-month period, government collected way more in

accommodation tax than the $500,000 it pumped into the Beaches promotion of the TCI. “Government alone probably collected way past that in accommodation tax during that period than the $500,000 given to Beaches,” he said. He said, too that not only did government benefit from Beaches and other resort remaining open but also individuals who work in the tourism sector. “It also allow for our Turks and Caicos Islanders and non-Turks and Caicos Islanders to be employed and continue to not only contribute to NIB (National Insurance Board), NHIP (National Health Insurance Plan), and also continue to (allow expatriate

workers) to remain in our community and spend money instead of going back home (when the resorts are closed). “Instead of going back home they remain in our community and spend money, be it at IGA, be it at Do It Centre, be it at Butterfield store, be it at the mom and pop shop down the road; wherever they go they spend in the economy. And not only them, but the tourists who also come here, so the restaurants could stayed open.” “I think this is one of the only periods where the majority of the restaurants actually, during the period of September and October, stayed open. And so, you have our people staying on jobs; those persons who are taxi drivers. “I couldn’t have imagined what it

would have been like to have Beaches closed during the months of September and October, and what our taxi drivers are going to do because flights start to cut back and cut down and no people coming in.” The premier emphasized that the decision taken to pump the promotional funds into the resort was a smart business idea by his administration. “So from an economy and policy decision standpoint, to help support and fund Beaches remaining open during the month of September and October, and also to market and promote Turks and Caicos to aid and assist airlift during that period, it is investment well spent and worthwhile,” the premier stressed.

Public blast Farquhar’s over court oath bungling There has been outrage by some members of the public who sat in on the Acting Commissioner of Police Rodney Adams corruption trial in the Providenciales Supreme after Commissioner of Police Colin Farquhar failed in his initial bid to swear himself in, causing a female constable to assist him. “Man, can you believe that a commissioner of police finding it difficult to do the most basic of things – swear himself in on the stands,” said an animated male senior citizen as he engaged in a spirited discussion with other members of the public at the court house foyer at the former Myrtle Rigby Health Complex on Tuesday (November 10, 2014), after Farquhar had testified and Chief Justice Margaret Ramsay-Hale had called it a day. “This is a national embarrassment,” another vigorous individual who was in court at the time of Farquhar’s blunder, blurted out. “One police officer told me that he was so embarrassed that he had to hold his head in his hands for the entire time.” Farquhar was the first to take the stand on Tuesday as he gave evidence for the prosecution. After entering the witness box and was handed the Bible, the police commissioner appeared lost as to what to do next. He attempted to take the oath but appeared to have it a snag. A couple more attempts also proved challenging, prompting a female police constable coming to his aid. While the commissioner’s bungling was taking

place in the witness box, no fewer than four other officers, some with supervising ranks, sat silent in the gallery. None were willing to speak on the issue to the press even while some members of the public prompted their intervention and promulgating their thoughts on the matter. “There is no excuse for him forgetting how to swear in himself or being anxious on the stand. He is a police officer; throughout his career he should have gone through a lot of testimonies in the court. Man, you don’t know how embarrassed that man make me feel. Do you know that Hon. Josephine Connolly was sitting there and watching this embarrassment?” the elderly man blurted. He added: “I am not sure if Hon. Sharlene Cartwright (Robinson, Opposition Leader) was there when they were swearing him in, but she was there earlier, I know that. I hope she didn’t see him doing that on the stand because she told him some time ago that he should resign and save himself national embarrassment, but didn’t listen.” While others doled out incisive comments on the commissioner’s witness box performance, others were more sympathetic. “I think he was a bit nervous on the stand. I saw him looking like he was trembling from the start of his testimony. And then he got even more nervous when Ariel (Misick QC – attorney for Adams) was asking him questions,” another of the debaters Commissioner of Police Colin Farquar argued.

Tamara Butler charged with murdering her daughter

A woman accused of killing her 6-year-old daughter appeared in court Friday after being formally charged with murder. Tamara Butler, 37, was remanded in custody following a brief hearing in front of Chief Magistrate Nova Hall. The body of Bethany Butler was found in the passenger seat of a vehicle parked in the bush off the Queens Highway, near Barefoot Beach, on Oct. 27, with multiple stab wounds. Mrs. Butler was arrested nearby and has been detained under the mental health law in the hospital, under police guard, ever since. Wearing a black trouser suit and a wig to cover her shaved head, Mrs. Butler was not called on to speak during Friday’s hearing. Director of Public Prosecutions Cheryll Richards outlined the basic facts of the case, saying the evidence against the defendant was strong. Magistrate Hall adjourned the case to be sent up to the Grand Court on Nov. 28.

LOCAL NEWS Rodney Adams suspended because of disagreement with Commissioner Commissioner of Police Colin Farquhar admitted that he sent Acting Deputy Commissioner of Police Rodney Adams on administrative leaves because the two of them had a difference of opinion about whether Adams was interfering with the Kaziah Burke investigation. The Commissioner also told the court last Tuesday that before placing Adams on leave, he (Farquhar) did not listen to the content of a tape recording which Adams made of a conversation he had with Dorell Williams. Farquhar made the revelation while being cross-examined by Queen’s Counsel Ariel Misick, the lawyer for Adams. Misick asked the Commissioner: You accused him (Adams) of being involved in the investigation? Farquhar responded: “Yes, I did.” Misick said: “And he denied that he was involved in the investigation.” Farquhar replied: “That’s correct.” Misick asked: “So there was a difference of opinion between you and him as to whether he was involved in the investigation?” Farquhar replied: “It was quite clear to me that he was involved in the investigation.” Misick: “But there was a disagreement between the two of you. He didn’t agree with you that he was involved in the investigation, did he? Farquhar: “That’s correct. Misick: “And that is the reason

why he was suspended or put or administrative leave and which led to the Integrity Commission investigating him and these charges being brought against him?” Farquhar: “That’s correct.” The Commissioner agreed with Misick that at the time when Adams was placed on leave, Adams had not received any reports from any of the investigating officers, neither did he give them any directions about the case. Misick then told the Commissioner: “I suggest to you that he was not at all involved in the investigations.” Farquhar replied: “We will have to differ in our opinion about that.” Misick said: “The same way you differed with him.” Farquhar said: Yes. That’s correct. Misick said: “And that’s why he’s here (in court) today. In fact, you didn’t even wait to hear what were the contents of the tape recording he made with Dorrel Williams? The Commissioner replied: “That is correct. I did not believe I had to.” Misick asked: “Did you ask him how he came to be talking to Dorell? Farquhar replied: “Yes I did. He told me that Dorell Williams called him Rodney Adams and his wife. Adams and his wife met with Williams at Jim’s Bar in Kew Town, where they had a conversation which Adams recorded. During the conversation, Williams told him that his son was not involved in Burke’s killing, saying that

it was Simmons who pulled the trigger. The court was told that during the conversation with Williams, Adams discredited the police’s investigation, saying that they were only interested in arresting his son. On May 24, 2013, Commissioner Farquar confronted Adams about his meeting with Williams. He also contacted the governor on the matter and later placed Adams on administrative leave and later reported the matter to the Integrity Commission. Farquar was the first to take the stand on Tuesday (November 11, 2014). Farquhar said that he took the action because it would be a serious conflict of interest for allowing Adams to remain in charge, and that he wanted to protect the integrity of the investigation and the image of the force in general. The Commissioner told the court that at one point Adams called him and Sullivan into his office to view a surveillance tape on his computer regarding a shooting incident at the Digicel TCI Cinema that took place prior to the Kaziah Burke murder. His son – Roderick Adams - was said to have been involved in that shooting at well. Farquhar told the court that the sidelined Acting Deputy Commissioner of Police informed him that he obtained the tape from his son’s lawyer. He told the court that Adams invited them to view the tape because he believed that his son was a victim in the shooting but

investigators thought otherwise. The commissioner said that since the tape was not clear, he suggested that it be forwarded to the FBI for enhancement. He said that on April 25, 2013, Adams followed up with an email and was adamant that he wants certain action taken regarding the video and that he would not sit by and do nothing concerning the police investigation. Farquhar said that on May 8, he had a meeting Director of Public Prosecutions (DPP) JoAnne Meloche and then a meeting with Adams concerning him contacting Williams. The Commissioner said that he was quite surprised that Adams met with Williams and told him that his action was inappropriate, but Adams told him that it was Williams who contacted him and his wife and not him contacting the witness. And when he told Adams that he would place him on administrative leave, the ACP told him to “do what you got to do.” He said that Adams produced a copy of the tape of his conversation with Dorell Williams. Under cross examiniation, Farquhar said that after Adams was removed from his role, he did not give directives to his officers nor receive any report whatsoever from them concerning the Burke murder or any other gun-related cases. He said that the video that Adams showed him and Sullivan was not of the Kaziah Burke murder but a prior incident.

Accused arsonist cop released from custody By Vivian Tyson Accused arsonist cop Mikhail Hinson who was charged with torching three police vehicles and the attempted burning of set the Chalk Sound Police Station, could soon return to active duty after the Supreme Court on Friday (November 7, 2014) ordered that he be released from detention. However, Special Constable Audley Astwood, the Police Liaison Officer for the Royal Turks and Caicos Islands Police Force, told The SUN that the cop’s return to work is depending on the trajectory of the investigation and the discretion of Police Commissioner Colin Farquhar. “I guess that (Hinson’s fate) is going to be determined how the investigation goes and the discretion of the commissioner of police,” Astwood said. Hinson was ordered released by Chief Justice Her Lordship Margaret Ramsay-Hale during his sufficiency hearing in Grand Turk. Astwood said that Hinson’s release came about primarily because of evidence sent to lab overseas for analysis was yet to return, and it is not clear when it would come back. “We have found ourselves in the position where some of the key evidence

Mikhail Hinson that we are waiting for to come from our overseas lab did not return in time for the sufficiency hearing. You can appreciate that we don’t have our own forensic lab; we have to send evidence overseas. “And you can also appreciate

that once the police force here sends evidence to be analyzed to that respective country, their cases take up precedence over our case, so sometimes that can lead to a long wait, which unfortunately saw us in a position that, by the time the sufficiency hearing came around, the DNA evidence analysis was yet to be returned to us here in the Turks and Caicos Islands. And I think that perhaps (that) is part of the reason why Hinson was released from custody,” Astwood said. The police information point man, said that also he is released from custody, Constable Hinson is not out of the prosecution woods as yet, but investigators will to wait on the DNA findings. “I want to state clearly that he is innocent until proven guilty, but he remains a person of interest in our investigation. Our investigation is not closed; and it is by no means starting over from scratch. As we wait for the DNA analysis to come back, we will determine how we are going to move on this matter,” he said. As a result of the Supreme Court decision, Hinson’s suspension has been lifted but he is now placed on administrative leave, Astwood explained. “He is not on active duty. With

suspension, the person is not receiving any salary whatsoever but with administrative leave, even though he is still not on active duty he is now entitled to payment. He is placed on administrative leave until further notice; there hasn’t been a date set (for him to return to work),” Astwood pointed. In the early morning of Friday (September 26, 2014), duty officers at the Chalk Sound Police Station were alerted by fire coming from vehicles in the station’s parking lot and also a section of the building. They alerted the fire department which quickly arrived and doused the flames. The fire fighters however, could not prevent the destruction of three vehicles, including a spanking new Ford Explorer police cruiser and two private cars. They managed to restrict the building fire just to a rear door. It did not take long before the police uncovered that the fires were acts of arson, as a few hours later, Special Constable Audley Astwood, Information Officer with the Royal Turks and Caicos Islands Police Force, issued a press statement that investigators had discovered evidence to that effect. Following their investigation, the police arrested and charged Hinson.

Anthony Quinn killers get life sentence

The two men accused of the May 13, 2012 murder of Projetech surveyor Anthony Quinn were convicted on November 10 (2014) by a jury and sentenced to life imprisonment by Supreme Court Judge Joan Joyner. Misael Castillo and Stanford Forbes Jr. were also convicted of robbing Quinn but the sentencing date is set for December 16, 2014 after character reports on both men are submitted. The lifeless body of the 33-year-old British national was found lying face down in the sea along Technology Drive in Long Bay hours after surveillance tape recorded him leaving Jimmy’s Dive Bar in Grace Bay, Providenciales at 4:57 a.m. He drove a green Jeep Liberty owned by Projetech. The court was told that at about 7:00 a.m., one of Quinn’s friends and colleague, Owen Healy, received a call from Quinn’s phone from a male voice saying, “What’s your f…ing friend bank card number or I will kill him” (sic). Following the call, colleagues and friends began searching for the missing surveyor. One of the searchers, Desmond Quant, spotted his jeep stuck in the bush at Technology Drive and notified others. They later discovered Quinn’s body lying face down in the water. The police, who visited the crime scene, lifted a great deal of evidence, which included two large blood-stained rocks, which later matched Quinn’s DNA. The next morning - May 14, 2012 - at 5:00 a.m. the police found Castillo sleeping in an abandoned vehicle in Forbes’ yard. Quinn’s cell phone and debit bank car were found under the car’s seat. He was also found with blood on his toe and spots of blood on the camouflage shorts he was wearing, which DNA later determined as belonging to Quinn. The court was told that upon arrest Castillo said: “I een hit the white dude in the head with rocks, it was Smurf (sic) (Stanford Forbes)”. Forbes was later arrested and taken into police custody. The police later obtained a blood-stained blue shorts that he was said to have been wearing on the night

of Quinn’s death. DNA later confirmed the blood on the shorts to be that of Quinn’s Both accused gave caution statements to the police admitting to being present but blaming each other for hitting Quinn in the head and kicking him into the ocean. Castillo said that he was on his way to Forbes’ house in the early morning hours of May 13, 2012, to sleep in a van parked in his yard and saw Quinn’s jeep pull in. He said he went over to Forbes bedroom window and knocked on it to wake him up. He said after Forbes came out they went over to the vehicle and saw Quinn outside his jeep with a flat tire. They offered to help him change the tire, which they did. And while Quinn was standing there he was hit in the head with a rock but did not say who hit him. He said Quinn was thrown into the back of his jeep before being relieved of his wallet, cell phone and house keys. The court was told that Castillo and Forbes drove then to Technology Drive with a plan to dump Quinn’s body. Seeing that he was in and out of consciousness while in the back of the jeep, the men then used objects to hit him in the head again to stop him from talking. After getting to their destination behind bushes at Technology Drive, they took Quinn, who was bleeding, but still alive, from the jeep, hit him in the head again with large rocks, then dragged him to the water and kicked him in. results showed that Quinn died by drowning. Forbes and Castillo returned to the jeep and attempted to reversed but got stuck in the bush. As a result, both sought the assistance of a man referred to as to A. J. Gray, who lived nearby. Once at Gray’s home, Forbes left. Castillo and Gray then went back to the scene in Gray’s mother’s jeep. There they used Gray’s mother’s jeep to pulled the other vehicle from the bushes but were unsuccessful, and so they left. The court was told that a camera on a nearby house captured the jeep driving down Technology Drive toward the water, losing sight of it as it went behind the bushes, then coming into view again

nine minutes later and getting stuck in the bush. Two figures were seen walking from the area of the vehicle back up Technology Drive. Later the camera picked up a light coloured pickup driving toward the abandoned jeep in the bush and staying for several minutes, then leaving. Misael Castillo and Ariel Gray Jr.’s fingerprints were on the outside of Anthony Quinn’s vehicle. Gray drove Castillo back to the Highway before going to Kew Town where he spent the day and night with friends, drinking, and playing dominoes. The prosecution noted that house keys, a wallet, a credit card in Quinn’s name, a flat tire, wrench and a black slipper matching a slipper found in the back of Quinn’s jeep were among items found in bushes at Forbes home. Responding to the outcome of the case, Director of Public Prosecution JoAnne Meloche said that the verdict was a just one. “It was the just verdict. I have no doubt that anyone present throughout would agree that both accused received a fair trial. It is nevertheless a tragic story for all involved. I empathize with the family and close friends of Anthony Quinn who have had to relive his brutal murder and hope that they can now grieve in peace,” Meloche said. Attorney-at-law Clayton Greene represented Castillo while attorney-at-law Ashwood “Nash” Forbes represented Forbes. The defense did not call any witness at the trial. Meantime, in a statement from the team at Projetech, Delphine Hartshorn said: “The Projetech family is thankful to the jury for the delivery of a just verdict, as well as the overwhelming support from the community during the trial. Thanks also to the Royal Turks and Caicos Police Force and the hard working prosecution team. It has been a long and painful journey since May, 2012 when Anthony was taken so senselessly, causing so much heartbreak to his family and friends. He was a kind, hardworking and generous young man with so much to live for, and so much to give. God bless Anthony.”

Government to repay business license owners $131,000 Business license owners in the Turks and Caicos Islands are to be collectively awarded a little over $131,000 after it was deemed that government has collected too much from them. The over-collection was made earlier this year during the period of government bureaucrats searching for more suitable way to make the regime more business-friendly. The move, according to Premier Hon. Dr. Rufus Ewing, is to lessen the pressure on doing business in the Turks and Caicos Islands. In the same breath, the administration said that it is to collect

$16,000 from business license owners who were deemed to have underpaid for their licenses during the period. “The government continues to reduce the cost of business license as we move towards business licenses being more of a regulatory tool than a revenuegenerating tool, which will encourage growth and small businesses and the efficiency of doing business here in the Turks and Caicos Islands. “The government, in its commitment to the people in regards to regularization of business license fees, has agreed in cabinet that where there had been an overpayment or

underpayment of business license fees as a result of early payment of business license renewal ahead of the implementation date in July this year, to refund and, or to collect outstanding amounts made. “And according to our record thus far, the government total refund payable to the people is in order of about $131,000, while that owing to the government is around $16,000,” the premier said. He said also that cabinet has approved an amendment to the current business license fee structure on commercial rental space, to reduce

the fee from 50 cents per square foot to 25 cent per square foot. To this end, he said that the minimum amount paying will be $300 and the maximum $5,000. “This will have the effect of making rental spaces more affordable and preventing significantly high business license fees without a cap for large commercial square footage space,” the premier said. He said also that cabinet has endorsed the establishment of multi-agency revenue compliance programme to further strengthen the collection of government’s revenue.

Cable and Wireless Caribbean acquires Columbus Int’l Cable and Wireless Communications PLC (CWC) has reached a conditional agreement to acquire Columbus International Inc, which is popularly known in the Caribbean as Flow. Inakesha Brooks commits suicidfe in Florida

Police in Florida identified the woman who was found unconscious inside a Miramar home, and later declared dead, as the woman accused of attempted murder after her son nearly drowned in a canal near her home. Inakesha Brooks Armour, 34, was intially arrested in July when, police said, she tried to kill her 3-month-old son, Cayden, by throwing the infant into a canal near the Riviera Isles community. At the time, Armour told investigators she was suffering from postpartum depression and intentionally tried to kill the child, police said.

TCI on right path, says Scotiabank boss By Vivian Tyson Cecil Arnold, outgoing managing director of Scotiabank said that the Turks and Caicos Islands is on the right path to economic growth and if the government and the private sector work together, could once again economically outpace many countries across the globe. Arnold, who was reflecting on his time here in the Turks and Caicos Islands, where he had been stationed for the past three years, said that from the looks of things economically, the British Overseas Territory may be turning the corner. “The destination itself has seen some highs and lows but what I am now seeing is, Turks and Caicos is on a trajectory to being one of the greatest destinations. But to sustain that in the Caribbean in terms of hospitality, I think the country is on a verge of turning the corner. And I think if the business people, along with the government can work together, and there is alignment, the sky is the limit for TCI,” Arnold said. TCI Digicel Cinema could see Christmas reopening

It appears that Logistics is to be blamed for the delay in the Digicel TCI Cinema reopening, according to its managing director Derek Handfield. Handfield said that the digital equipment that the movie house is to be outfitted with is to be assembled in China before being shipped to the Turks and Caicos Islands. The Cinema closed in August after the passage of Tropical Storm Cristobal, which devastated North and Middle Caicos especially. Hanfield, in an earlier interview with The SUN back in September, said that the decision was taken to close in order to outfit the movie house with digital projectors and to affect well-needed minor repairs, which he pointed out was a $200,000 undertaking. He said that the installation of the new projectors would enable the theater to show movies in 3D, which was not possible before. Handfield said at the time that barring the unseen, the theater would have been ready by the second week in October. That date has passed, and members of the public have been bombarding this newspaper with queries as to when it would reopen seen that a month has passed for the tentative opening date. When contacted, Handfield said that they are now shooting for a Christmas season opening date, since there has been some delay in having the equipment shipped from China. He said that by next week it should become even clearer as to the exact

opening date. “We are trying to do everything to open for Christmas, that’s my intentions and I am working towards that goal. Our challenge is still trying to get the equipment here, and I should have a definite date next week. “(Right now) it is very difficult to say (exactly when the equipment would reach here) because the equipment is actually being assembled in China and then shipped to Turks and Caicos. So I need to find out exactly where they are with that,” Handfield said. He said that he also shares in the public’s eagerness of the theater reopening, because there are staffers currently on lay-off and need to return to work so that they can take care of their responsibilities. “We need to reopen and make money; the staff is off and I am off, so no one is making money,” he said. In an earlier interview Handfield said that on the reopening of the theater, patrons should expect to pay a tad more than they were paying for tickets before its closure. Before the closure adults paid $8 for matinee while children paid $3.80. Evening movies were $10 for adults and $5 for children. On its reopening, matinee will increase to $10 for adults and $5 for children. He said the price to watch 3D movies, where not yet finalized, and while the price should inch up, it should not be expensive. He said a possible increase should not exceed $2.

Is it Permission or Is It Advice? by Royal S. Robinson

For some time now, I have been watching the machinations that have been coming out of Cabinet and wondering who is really in charge. It is becoming more and more evident that the Premier Dr. Rufus Ewing in not in full control of what is happening in that body as well as some of the associated activities. It is standard nowadays that an administration that comes into office is provided with a slew of special advisers to enable it to process and promote its agenda. It is certainly beyond my grasp and comprehension that the Premier has allowed himself to be hamstrung because of the lack of his ability to have such persons and resources provided his office and that of his other Ministers. No matter how brilliant an individual Minister might be, he/she cannot be expected to be conversant with all of the nitty-gritty of the various entities that he/she is responsible for. Therefore, it must be that he/she is provided with sufficient and varied advice so that he/she could be able to make proper decisions, for and on behalf of the people of this country. When this is not happening, it makes governance inefficient and there is the lack of value for money. I am totally dumbfounded by the fact that the Premier has allowed the former Governor and his handlers in London to tell him that he is not to be provided with the services of special advisers for himself and his Ministers, unless they pay for them out of their pockets. That is a total affront to Democracy and lessens the ability for the provision of good governance for and on behalf of the people of this country. We certainly deserve better than that. I, for one, am not advocating for a whole raft of advisers to be on the payroll and be doing nothing

for the salary that they would be given. But it is strategic, professional advice that I am talking about. It is therefore totally hypocritical on the British part when the Prime Minister and his Ministers have a slew of highly paid advisers on the Treasury’s purse, and we cannot have even one! The only rational conclusion is that they, by these and other action are setting up the local government to fail, and fail miserably in the eyes of the people! The Governor is provided with a political adviser as well as a person in charge of strategy. I am of the view that those positions are superfluous to requirement if it is oversight of operations that the Governor is responsible for. It must otherwise follow that it is an agenda set by London that is being followed, and the governor’s Office is therefore equipped with the tools to carry out that agenda. I was of the opinion that the Governor was to be an honest broker, responsible only for oversight. But it must be clear that he has skin in the game and give further credence to the statement made by Colin Roberts some time ago, that “even after an election, there would be a greater British presence here in TCI”! When you think of the disparity in resources between the Governor’s Office and that of the Premier and Ministers, you have to wonder what is intended to be achieved by these actions. And don’t say “well Ministers have access to Permanent Secretaries and the likes”! That is a totally different kettle of fish! The Ministers and their advisers must have their eyes on the political clock of four years, while the civil servant has a longer time frame and can have the luxury of postponing the implementation of certain programmes, but the politician, if he is not seen to be delivering, in the next election cycle he would be thrown out. This leads me back to the beginning in dealing

with the makeup and responsibility of Cabinet. Section 31 of the Constitution states that the Cabinet is made up of the Governor as President, the Premier and his Ministers and completed by the inclusion of the Deputy Governor and the Attorney General. Nowhere is there room for the presence of the CFO or the Director of Strategy in the Governor’s Office (if I got the name of the office wrong, the officer is none other than Patrick Boyle, the former Chief Executive Officer). Of course, Cabinet from time to time can invite any person to attend a meeting for a specific purpose, make the case then leave the deliberations to Cabinet. But the constant presence of those two persons, on a “standing invitation” basis, must be ultra vires the constitution and the Premier should put his two number 13’s down and stop this shenanigans. Last, but by no means least, the Deputy Governor is the government’s chief adviser for the deployment of the human resources of the service and the Attorney General is the chief legal adviser. Those are their roles, nothing more, and nothing less, no matter it is dressed up. Policies are the province of the political directorate, but for the completion of policies that have human resource or legal implication, those two officers must be called on to give advice. It never was, and should never be, that the Premier has to ask the permission of these two officers if he needs to have implemented a series of policy directives. Except that they are members of Cabinet, their advice should rank in the same order as that of the PS Finance or any other Permanent Secretary, with responsibility for a specific area. The premier is expected to lead on issues such as these. Otherwise he will become a bystander to events and therefore lose his relevance. As some might say, he may become surplus to requirement and therefore jettisoned as flotsam!

Oswald Skippings A decision by the United States Department of State and Commerce that queen conch is currently not in danger of extinction has saved the conch industry in the Turks and Caicos and the wider Caribbean from devastation. The US is the largest importer of Caribbean conch. In 2012, a United States conservation non-government organization - WildEarth Guardians - submitted a petition to the National Marine Fisheries Service to list queen conch as threatened or endangered under the USA Endangered Species Act. However, in their ruling last week, the US authorities said that there is no threat of endangerment of the queen conch or a likelihood of population threat for the foreseeable future. The Turks and Caicos Fishing Co-op said it is pleased with the decision that will result in the country’s conch fishery remaining alive and well. “The Turks and Caicos Fishing Co-op is breathing a breath of fresh air and is elated because of the recent decision of the US Department of Commerce, that the queen conch is currently in no threat of endangerment of extinction nor is there likely to be any within the foreseeable future and consequently will not be listed as an endangered species,” said Oswald Skippings, Director of Turks and Caicos Fishing Co-op. According to the Skippings, the decision means that the US would continue to import the queen conch from the Turks and Caicos and other Caribbean countries and this brings much relief for the fishermen of the TCI especially for the Island of South

Caicos where Fishing is still the single largest industry, providing by far the most employment in that Island. “The fishing Industry is still in the process of recovering after the onslaught of hurricane Ike some six years ago which dealt a devastating blow to the industry as it relates to conch and lobster. The fact that fishermen are currently being paid a ridiculously low price especially for their lobster catch, already places undue hardship on the lively hood of the fishermen,” Skippings said. Skippings pointed out that the 2012 petition by the WildEarth Guardians caused much concern and anxiety among officials of the TCI Fishing Co-op and other stake holders. “…..As the real possibility of the queen conch being placed on the US endangered species list posed a serious threat to the livelihood of such a large portion of the residents of South Caicos where there is already an extremely depressed economy and to a lesser extent the other Islands in the TCI,” he said. He said that not only is the petition and outcome served as a eye-opener to all the stakeholders, but also the need for the powers that be to embark on a move to encourage scientific oversight and stringent resource management to safeguard the country’s marine product thereby ensuring permanence. “This outcome though favorable, is a wakeup call for the fishermen and indeed all stakeholders in the TCI to continue to promote scientific oversight and strict resource management to provide the necessary protection of our valuable marine resources to ensure the healthy longevity of this vital industry,” he said.

Sullivan’s contract came to end in May, 2013. On April 25, 2013, the young Adams and Simmons were charged in connection with Burke’s murder but charges against Rico Adams were dropped by the Director of Public Prosecutions because there was no evidence against him. Berzins said that police began interviewing a number of persons who were at the scene. But one of their main persons of interests – Dorel Williams – left the country for Canada shortly after the incident. He was contacted

trough his lawyer and told that the police wanted to interview him. On his return to the country, Williams called Acting Deputy Commissioner Adams, and told him that he wanted to meet with him. Deputy Commissioner of Polcie Wayne Jones, who also took the stand on Wednesday (November 11, 2014), said that he reported to Adams before the ACP was removed from the investigations, and after that he was told by the commissioner to report to Sullivan. He said that he was not in the country at the time of the Digicel Cinema shooting, but was in the jurisdiction on April 13, 2013, when Burke was murdered, telling the court that he also went on the scene after being notified of the incident. Jones said that he recalled receiving an email from Adams on behalf of Commissioner Farquar querying whether or not a suspect in the Burke murder was identified, to which he later replied in the affirmative. He said he later received a directive from Adams that he be given daily updates on the case between 10 a.m. and 4p.m. He told the court that sometime during their investigations Inspector Grantley Williams and Sergeant Wilson took the decision to arrest Rico Adams. He said that an application was later made before Supreme Court Judge Justice Joan Joyner to extend Adams and Simmons’ stay in custody without charge. He told the court that he had no animosity towards Roderick Adams, and did not observe any misconduct on the part of Inspector Williams or Wilson. Jones was not cross examined by the defense.

The crash took place on Sunday afternoon and killed all nine people on board the private jet. The plane struck a crane at the Grand Bahama Ship Yard, exploding on impact and crashing into the ground near a junkyard area. In addition to Dr. Munroe, his wife, Ruth and DeSantiago, killed in the crash were Dr Richard Pinder, a BFMI executive, Lavard and Rudel Parks, BFMI youth ministers, and their son, Johanan, pilot Capt. Stanley Thurston, and co-pilot Frankan Cooper. U.S. citizen Diego DeSantiago, 38, was killed with the eight others as the plane flew through heavy rain en route to Grand Bahama International Airport. Husband chops wife to death in bitter divorce battle

PARAMARIBO, Suriname – Police say a 42-year-old woman was “chopped all over her body” and killed while her husband attempted suicide following a bitter divorce battle. US warns of Chikungunya outbreak in the Caribbean

The Aedes aegypti mosquito that transmits the chikungunya virus ATLANTA – The United States Centers for Disease Control and Prevention (CDC) has warned that the chikungunya outbreak in Caribbean and Central and South American countries continues to spread with no sign of slowing down. According to the CDC “the painful mosquitoborne disease will likely continue to infect travelers to the region during the rest of this year and beyond”. The outbreak, which began last December, has caused an estimated 795,000 chikungunya cases in 37 countries and territories in the Western Hemisphere as of the end of October, said CDC in its latest update. It said more than 1,600 travelers returning to the United States with chikungunya have been reported, as of November 4. Before this outbreak, CDC said an average of 28 travelers with chikungunya fever returned to the United States each year. CDC estimates that about 9 million people travel between the United States and Caribbean each year. “During fall and winter, people in the United States might not be thinking about mosquitoes as a risk for diseases. So those who will be visiting the Caribbean or Central or South America should be aware of the risk of chikungunya in these areas this fall and winter and remember their insect repellent and other tips for staying safe,” it said in a statement. Dr. Roger S. Nasci, chief of CDC’s Arboviral Diseases Branch, said the beginning of fall means that mosquito problems in the continental United States will be decreasing. “However, travelers to areas where the chikungunya outbreak continues are at risk of becoming infected,” he cautioned. “It is important that travelers understand these risks and take appropriate actions to prevent being bitten by mosquitoes,” The CDC said preventing mosquito bites is the best way to avoid chikungunya and other mosquito-borne illnesses, adding that the mosquitoes that spread chikungunya bite mostly during the daytime. The CDC has advised travelers in high-risk groups to discuss their travel plans with their health care provider before leaving.

Evidence and trial testimony indicated Banks was drinking and shooting pool at a neighborhood bar with his wife on the night of the crimes. She went home and Banks followed an hour later. Banks was sentenced to death in 1994 for the child’s slaying and to life in prison for his wife’s murder. After some 20 years of appeals in the case, Florida Governor Rick Scott signed Banks’ death warrant in September. Facebook new Messenger service reaches 500 million users

Social networking giant Facebook said its new messaging service now has more than 500 million users worldwide. Users of the separate Messenger app have more than doubled from 200 million in April, the company said. Facebook had faced a backlash after it announced it would be forcing users to download the app to send private messages to friends over the main Facebook service. Users started being pushed to download the app - launched in 2011 - in July. “Messaging is an important part of how people stay connected and since Messenger launched in 2011 we’ve been passionate about giving people a faster and more expressive way to communicate,” said Facebook’s director of product management Peter Martinazzi in a blog on Thursday. In April, Facebook had told users that they would need to download a separate app to allow them to send videos, make free calls and chat with friends. But, the tech giant was widely criticised by users that did not like the concept of leaving the Facebook website to another service to send messages.

BlackBerry Ltd unveiled its new mobiledevice management and security platform on Thursday and struck wide-ranging partnerships to bolster its capabilities, sending its shares more than 6 percent higher. Novak Djokovic clinched another year-end No. 1 ranking and a semifinals berth in the ATP Finals with a comfortable win over Tomas Berdych on Friday. Berdych was dispatched 6-2, 6-2 in a group match, giving Djokovic an unassailable points lead over second-ranked Roger Federer. Provo Basketball League starts this weekend

The long awaited Provo Amateur Basketball Association night league is finally was set to get started on Saturday, November 15, 2014 at the Gus Ligtbourne Center starting at 7 p.m. Twelve teams are set to compete for the much coveted PABA rings. The Grand Turk Stallions will collect their second set of hardware while Coach Bro. Will is named coach of the year for the third time in four years. The movement of players around the league this season should set up a very high level of competition. The new team for this year is the Hustlerz led by captain Kirk Adams and coached by veteran Colin Williams. The league will miss the competitive Harbor Boys team who decided to take a year off to focus on its team objective. The Steelers recruited Alvarado Parker as their coach. Veteran coach Trevor Cooke has returned for another stint with the Police Badgers. The Badgers has also recruited Duran Dean and Ehlo Seymour from the Harbour Boys. Alvin Parker and Devon Cox joined the Coca Cola classics formerly known as the J&D collectors. The HAB Supersonics and the Nazarene Kings are the youngest teams with players from the TCIPS Lions and the Clement Howell High School Eagles. This year will be very exciting as each team will play 13 games during the regular season. The public is urged to come out and enjoy some good games, while supporting their teams and the league.
