Appeals Court acquits four of RBC robbery

By Vivian Tyson The Turks and Caicos Islands Court of Appeal overturned the sentences of Bernard Coalbrooke, Daniel Been, Odessa Williams and Darrison Nash, who were convicted for the January 13, 2012, Royal Bank of Canada gun robbery and attempted murder on one of their clients. The Appellate Court, comprising President Edward Zacca, QC, Elliot Mottley, QC and Ian Forte, QC, made the ruling on Monday (January 12, 2015). Coalbrooke was sentenced to eight years for robbery and seven years for attempted murder with the sentences to run concurrently; Been, Nash and Williams were each sentenced to seven years for attempted murder and six years for robbery. They, too, had their sentences running concurrently. A seven member mixed jury, comprising four men and three women, on February 20, 2013 found them guilty. Investigators charged them for robbing Dwain Fulford of $75,000 in cash, which belonged to C.A.M Money Transfer. The hold-up men shot and injured Fulford in the process. Police charged on a joint enterprise basis, meaning that while all may not have been part of the physical hold-up, could have played what they described as a passive role. Lara Maroof of F Chambers acted for two of the Appellants, Darrison Nash and Bernard Colebrooke, while Keith

He said that the prosecution at the time hinged their case on the account of the motorist who said he dropped the men near the bank sometime before the robbery occurred. “My argument was simple – onethat there was no nexus between where the witness said he dropped them off and them at the scene at the bank. Nobody ever put them at the scene at the bank. Secondly, the CCTV camera captured only two guys, and the main witness said that they were none of the guys that he dropped off. “He didn’t recognize them, they didn’t fit the description and there was no other evidence from the police linking them to the crime scene at all. No forensic, no fingerprint, no money was found, no incriminating evidence at all linking them to the crime. The only thing the Crown had was circumstantial evidence that the witness was saying that he dropped off four guys in the vicinity of the bank, and that was all the evidence. And approximately about hour after he dropped them off the bank was robbed. Nobody identified them at all. The only circumstantial evidence was that they were in the area just before the bank was robbed,” James noted. The attorney added: “My Submission was that there was not enough evidence for the judge to send the case to the jury. The decision of the jury to find them guilty was irrational because they hadn’t enough evidence before them to decide.”

Premiers eyes TCI as number one destination for private jets

The opening of Blue Heron Aviation FBO at the Providenciales International Airport and the impending relocation of the Provo Air Centre to a more futuristic home is most likely to reinforce Turks and Caicos Islands’ already mega jet center appeal amongst its regional counterparts, according to Premier Hon. Dr. Rufus Ewing. The premier who brought remarks at the opening of the Blue Heron Aviation FBO on Monday (January 12, 2014) told audience members that at current the Turks and Caicos Islands is ranked third in the Caribbean for private jet charters only to Nassau, Bahamas and St. Maarten. He said that the ranking released before the opening of Blue Heron Aviation, the overhauling of the Providenciales International Airport and certainly before the relocation of the Provo Air Centre, since that has not happened yet. The Providenciales International Airport, which completed its second extension phase, officially opened in late December 2014. “The Turks and Caicos is third for private flight charters in the Caribbean Region, number three only to Nassau and St.

In the meantime, Michel Neutelings, one of the main forces behind the setting up of the facility, said that Blue Heron, which is a member of Signature Flight Support – the world’s largest fixed-base operation and distribution network for business aviation services – indicated that the opening of the jet center marks a new era in Fixed Based Operation in both the TCI and the region. “Signature Flight support’s Blue Heron Aviation FBO (phase one) was completed on time and to International Civil Aviation Organization (ICAO) standards, the current design allows for extensive future expansion of its facilities to enable it to continue to cater to the private aviation market, with opening of this facility and the recently completed Providenciales, International Airport expansion this means that the Turks and Caicos Islands now have the aviation infrastructure in place to ensure future investment and growth in the TCI,” he said.

Planning Department approves Dolphin Cove Construction By Vivian Tyson The Physical Planning Board has approved the Dolphin Cove’s approximately $3million construction of a dolphin attraction on the Island of Grand Turk but requested that a number of stipulations be in place before sanctioning actual construction. Neil Burrowes, developer of the dolphin park, made the revelation during an interview with The SUN earlier this past week. “Planning gave us a document outlining all the steps we need to do to seek approval to build. There are about 15 points that Planning gave us that we have to work through before we get the building permit. We have our architect working through what needs to be done, so that we can get permission to build,” Burrowes said. Burrowes explained that local architect Oliver Stubbs is charged with the responsibility to develop the project. He noted that Stubbs is working closely with the Physical Planning Department to ensure that Dolphin Cove develops the project to its environmental and other specifications. He said that once Dolphin Cove proved that it has complied with all the steps, and if the Physical Planning Department gives its stamp of approval, the issuing of a permit to construct would follow. He said that after the construction of the facility the Physical Planning Department would do another inspection, and if approved, would then issue with an occupancy permit, thereby giving the green light for the facility to become operational. Burrowes explained that it should take maximum three months for the architect to address the Planning Department’s requested

building steps. “We have given him (Stubbs) a request to do as fast as he can. God’s willing, maybe two months, maybe three months,” Burrowes added. Stubbs, who confirmed that the Physical Planning Department has approved the construction of the aquatic attraction in principle, explained that he has been waiting on that bureaucratic entity to furnish him with the details on the steps so he could get his technical people cracking on the project. “They gave me the detailed development permission in principle, which means that we have approved the project. But I am still waiting for them to give me a terms of reference so that I can get my marine biologist and these other people to do a full EIA (Environmental Impact Assessment) of the area. Burrowes, in the meantime, revealed that he has been itching for the Turks and Caicos Islands Dolphin Cove Project to commence since several jurisdictions in the region, which are moving to bolster their tourism product, have been luring a Dolphin Cove attraction, and is eager to complete this project before moving on. He also said he was pleased with the turnout of Grand Turk residents during a town hall meeting to pitch the project sometime ago. “I am excited. We are also pursuing other opportunities. We have the money, we have the dolphins, we have the people and we have other locations. There was such a big turnout of people looking for opportunity; so many cab drivers and taxi guys who could double and triple their income, but it is really unfortunate that it has taken so long,” Burrowes said. Clara Gardiner awarded an OBE in New Year’s Honours list

Mrs. Clara Gardiner, the Permanent Secretary of Border Control and Labour, received an OBE in Her Majesty The Queen’s New Year Honours this month. According to the Governor’s office, the Award was for Mrs Gardiner’s services to immigration issues in the Overseas Territories, and Turks and Caicos in particular. Speaking about the Award HE The Governor Peter Beckingham said: “ I was delighted to read in the New Year’s Awards that Clara Gardiner was honoured

with an OBE. I have seen a good deal of Clara’s work, not least when there have been the threats of illegal immigration from chartered sloops arriving in TCI. She is evidently a dedicated and resourceful member of the Public Service. Her Award is a tremendous recognition of the work that she, and many members of the Immigration service, do for Turks and Caicos.” The Minister of Border Control and Labour, The Hon Don Hue Gardiner, joined the Governor in welcoming this Award. The Minister

said: “I am thrilled that my Permanent Secretary has received this distinction . It is a great honour to her, the Department and TCI, and a mark of her hard work and perseverance in a challenging environment.” Mrs Gardiner will be invited later this year to Buckingham Palace to receive the Award from Her Majesty or another member of the Royal Family. The Governor and Jill Beckingham received a private Audience with Her Majesty The Queen last Clara Gardiner, PS Border Control and Labour December.

Still no breakthrough in Kenley Walters’ murder By Vivian Tyson Investigators, at press time, were still not able to apprehend anyone in connection with the December 27, 2014 killing of Kenley Walters, who unknown assailants stabbed to death while partying at Club 2005 along the Five Cays road in Providenciales. A source close to the investigations said that the police have been relentless in their investigation, already interviewed a number of persons in the hope of getting a strong lead. But so far they have not been given strong enough leads to create a path to catch the murderers. The police are baffled that no one has decided to come forward to give information, considering that Walters, who was knifed to death by his attackers in a crowded nightclub, may have been murdered in front of dozens of partygoers. On Monday (January 5, 2015) the police, along with the dead man’s family, comprising his father Kenneth, older brother Kenrick and stepmother Lida, held a news conference at the police headquarters on Old Airport, Providenciales, to essentially call for witnesses to come forward. Kenley Walters’ unsolved murder marks several recent killings that the police are yet to crack, mainly for lack of witnesses. Businessman Robert Been was gun-downed on the night of Tuesday March 4,2014, as he and his wife were about to board their car at the back of their Grace Bay building complex. And despite the family putting and police putting up $50,000 for a breakthrough in the case, no one has come forward. On December 31, 2013, one of three hold-up men shot and killed Joscelin Odisse at the Altagracia Restaurant and Bar along the Bight Section of the Leeward Highway in Providenciales. That murder is still unsolved. The body of 31 year-old Gardiner, a resident of Kew in North Caicos, was discovered along the side of the road leading to Kew on that island on July 26, 2014 at about 5:30 in the morning.

Ministry of Health urged to ask tourists for assistance By Vivian Tyson An America citizen is urging the movers and shakers in the Ministry of Health to tap into the overly medically influential cadre of tourists who come here frequently and are willing to assist local causes if asked. The advice came from Lori MorrisHughes, who was addressing the graduation of 22 Emergency Medical Technicians (EMT) at the St. Monica’s Anglican Church in Providenciales on Thursday, January 8, 2015. She told the room that there are a great deal of persons out there willing to donate if they are aware of Turks and Caicos Islands’ needs, but said those persons would have to be approached. Her plea is not an original call. Last year, Michael Goldberg and his wife Nancy, a Canadian couple who own a unit at the West Bay Club Resort in Providenciales, made similar suggestions after they rescued the Turks and Caicos Island National Primary School Spelling Bee competition, after Dr. Carlton Mills, former Minister of Education and Head of the Grace Bay Resorts Foundation approached them. It turned out that they are avid fans of the Annual Scripps Spelling Bee competition, which they ensured watching every year. Morris-Hughes, who has been living in the TCI for the past four years, provided a number of equipment pieces

Lori Morris-Hughes that the Emergency Medical Services (EMS) used to conduct its training course for the EMT graduates. She said that Delwin Ferguson, Director of the EMS, informed her of the priority needs and the wishes of that department. Straight away, MorrisHughes said that, due to her wide networking back home in the United States, was able to come up with most of the supplies needed for the local EMS department. “Ask and you shall receive, because we are going to bring in what you need. I am a resident on island. I have been here for four years now. You asked me to bring things; you can use some of the visitors and guests. You have a community out there of medical people who would donate, if they knew what your needs were. So tap into us, we can bring things in,” she beseeched. She said that individuals in the United States, when approached, were very willing to assist. “It was easy to go back home to the States and ask people to donate; what could they give me to bring to the islands. And I would have a list, I would meet with Mr. Ferguson, say, what equipment do you need, and he

would give me a list of things that he needed emergently and what he wished for. “Back at home the internet would churn and I would ask people, this is what we need, can we get it?’ My friends and my family made good; they came forward with the equipment of whatever was asked for,” she said. Morris-Hughes said that the prearrangement with the local customs department made it much easier for the gifts to arrive in the TCI. “The easiest part was working with the customs to help it in easily. US Customs opened every single box we brought, itemize it all, searched it and then didn’t wrap it up the same way we had brought it. They took everything apart. “But TCI Customs knew ahead of time that we were coming, it was a letter of clearance, and it was so easy to get it into the islands. So thank you for the corporation that allowed that to happen. We will continue to supply the equipment as needed, as long as we are asked to fulfill the needs,” she pledged. In the meantime, outgoing minister of health Hon. Porsha StubbsSmith, said that the ministry will begin to make full use of the willing medical professionals that come here as tourists, to assist in whatever way possible. Premier Hon. Dr. Rufus Ewing, who will have the Health Ministry move into his office, also attended the event.

Chief Justice Ramsay-Hale explains why she doesn’t live in Grand Turk

Chief Justice Margaret RamsayHale says it’s more practical for her to reside in Providenciales instead of the island capital of Grand Turk. Addressing the recent opening of the Supreme Court, the country’s first female Chief Justice admitted that questions have been raised as to why, as Chief Justice, she does not reside in Grand Turk as former Chief Justices have done. She explained: “I am the civil and commercial Judge and because most of the civil work is generated in Providenciales, I preside here. This is, as I have discovered from Sir Richard Ground’s Review, in keeping with a long-standing tradition that the Chief justice would sit in Providenciales to hear civil causes for the same reason that much of the civil work is generated in Providenciales.” She added: “The demands of the civil and commercial Bar have grown exponentially since 2001 when there were 131 civil cases filed including divorce matters in contrast to the now 272 cases generating, as I have said over 400 hearings, in 2014. Given the demands of the work, I made

Chief Justice of the Turks and Caicos Islands, Margaret Ramsay-Hale the decision after consulting with the former Chief Justice and the Governor that I would reside here on Providenciales.” Chief Justice Ramsay-Hale said she wanted to “assure the traditionalists” that she will continue to split her time between the two islands as she has done since taking office. She said it is intended that the Judges of the Supreme Court

will also preside over criminal trials in Grand Turk as and when required. “We are of the view that in order to save costs and rationalise the system, Providenciales cases should be tried in Providenciales and Grand Turk cases, in Grand Turk,” RamsayHale added. “Before I took office, Providenciales cases were tried in Grand Turk incurring extra expense

for all parties for no other reason than that was where the Chief Justice sat. Of course, a peculiar difficulty arises where the witnesses are all in Providenciales and the Defendant is in Prison in Grand Turk. Currently, we are transporting prisoners on public aircraft back and forth daily, as there is no provision for those persons to remain in Providenciales until their trial is concluded.” The Chief Justice said a case that comes readily to mind is a 2 defendant murder trial which lasted some 4 weeks, noting that travelling on public aircraft is an obvious security risk and additionally it is an enormous financial burden to the State, therefore a solution must be found. “I have had an informal discussion with the responsible Minister Hon. DonHue Gardiner who has informed me that the matter is under consideration and we look forward to an early resolution of the question of housing prisoners here on Providenciales for the duration of their trials,” the Chief Justice added.

DEMA claimed the eviction notice was due to the Tourist Board conflicting with the original agreement such as the cleaning up of the location each night after an event is held; making sure that the amplified music does not affect residents in the area; and updated payment for usage of the venue. DEMA said in a letter to the Tourist Board that the Tourist Board was not holding up its end of the bargain, hence its decision to evict the event. the intervention of the premier, who declared that the event would remain at the Bight Park, the Tourist Board began searching for a more suitable long-term venue. The premier, at the time, had responsibility for the Tourist Board. It eventually identified and settled on a piece of land located in the area of the Cultural Village, just outside the Beaches Turks and Caicos Resort Spa Key West Village and South of the former Smokey’s Restaurant. However, the Tourist had to go through a few legal hoops to acquire the land, since it needed to be transferred. It appeared though that construction would not take place until after the April Budget is passed, since the funds to construct it will be included in the package. “The venue for the Fish Fry is still there, and we will go ahead and put in, as part of our capital budget this year, for its development at the same location and develop it,” the premier announced. He said that the funds included in the budget for the creation of the Fish Fry venue, is to be used to develop the venue to host not only the popular event but also other happenings. “We will also be looking at major investment infrastructure for the Fish Fry plus for the various equipment that will be used to host things like the Fish Fry and other major events,” the premier said. Food and trinket vendors, as well as taxi operators benefit greatly from the Thursday Fish Fry, frequented by dozens of tourists each week. On many occasions, food vendors report inventory sold out. In addition to local music, the ever-popular Junkanoo band entertains patrons. The Fish Fry is also a place from which a number of Turks and Caicos Islands residents collect their Thursday dinner.

Mike Misick’s new Lawyer complains of unfair and unequal treament The new lawyer for former Premier of the Turks and Caicos Islands, Michael Misick, has complained that the court system here is giving his client unfair and unequal treatment. On Monday January 12th, local attorney Beryn Duncanson, who has replaced British Queen’s Counsel Courtenay Griffiths who withdrew as Misick’s lead lawyer because of lack of funding, told the Court of Appeal (Edward Zacca, QC, Elliott Mottley, QC, and Ian Forte, QC), that outgoing Supreme Court Registrar David Chetwynd said he would only release funds for Misick’s lawyers after the corruption trial has concluded. The trial against Misick, some of his former colleagues and a few local lawyers, has not yet started because of various legal challenges and appeals. In a letter to Mr. Chetwynd dated January 9th, 2015, Duncanson wrote: “As you know, I am trying to organise legal representation for Mr. Misick on very short notice and the woefully and completely inadequate terms of legal aid. I note that earlier today again you repeated to me the same position as in our prior telephone discussion about these matters....You refuse to pay any brief fee upfront for any counsel to appear for Mr. Misick (until the end of trial, you say). I have been simply unable to find any proper senior counsel (juniors, let alone QC!) willing to accept instructions in this case

Former Premier Michael Misick without a significant brief fee payable upfront.” Duncanson added: “The level, and terms, of Legal Aid approved for the other nine co-defendants in the subject case were bad enough, but your decision to treat Mr. Misick’s Legal Aid differently in terms than those terms accorded at least to the other codefendants is manifestly unreasonable and prejudicial.” Duncanson noted that Legal Aid for

Misick was approved by Chief Justice Margaret Ramsay-Hale on December 3rd, 2014, but due to the “continued obstinate and unreasonable refusal” by Chetwynd to allow for proper upfront brief fees and fees commensurate with the Crown’s lawyers (such as Helen Garlick and Andrew Mitchell, QC,) it is impossible for him to brief senior counsel to attend. Several British and local defence lawyers who appeared in the case have been complaining about the tremendous difficulty they have had in dealing with Chetwynd regarding payment. If fact, one of the UK lawyers James Shepherd told the court last year that Chetwynd simply refused to communicate with the overseas lawyers. The Court of Appeal said the matter should be brought to the attention of Chief Justice Margaret Ramsay-Hale. Lawyers in the corruption case, which has cost the Turks and Caicos Islands, approximately US$11million a year over the past four years, have already complained to British and local authorities about the fees. In a document date May 24th, 2014, which was obtained by The SUN, 11 UK-based lawyers stated: “It is accordingly submitted that the quantum of remuneration of the legally aided defence teams is now wholly inadequate and requires an

urgent upward review. It should not be forgotten that UK lawyers have to pay income tax, significant chambers expenses and professional indemnity insurance. The brief fee is no longer proportionate given the more than doubling of the size of the Prosecution case. The expenses are wholly inadequate. They fail to provide any reasonable sum to compensate for the cost of accommodation, subsistence and car hire for the trial period.” The document was endorsed by Howard Godfrey, QC and Louise Oakley; Michael Turner, QC, and Roy Ledgister; Ann Cotcher, QC; Malcolm Bishop, QC ; Icah Peart QC and Stephen Akinsanye; Richard Bendall and Cairns Nelson, QC, and James Shepherd. Copied to Governor Peter Beckingham and Registrar of the Supreme Court David Chetwynd, it added: “It is feared that in the absence of an appropriate review of remuneration, some, at least, of the defendants will be left unrepresented. Leading and junior counsel from the UK cannot be expected to undertake lengthy pre - trial preparation and a long trial in the TCI without reasonable funding. The changed circumstances outlined above together with the level of accommodation and subsistence costs render the current level of remuneration uneconomic for defence attorneys.”

Lilg Ministry, which owns Rhema Records, was in the Turks and Caicos Islands performing at a number of events, including a Youth Crusade in Providenciales on Friday (December 12, 2014) and interviewed by a number of media houses. The members - Vanrico Lilg Hanna, CEO for Rhema Records, and two of his protégés, Young Tuck and Young Heart, were also here to promote their respective albums. Hanna’s new album – Still I Rise – was released on January 1, 2015. Young Heart and Young Tuck already had their albums released are said to getting a great deal of rotation, especially in the Bahamas. Hanna said that ‘Still I Rise’, is an encapsulation of his life’s journey from

Government Human Resources Staff across the TCI Government to improve its efficiency and capacity. “Our staff are at the heart of everything in Government,” said Mark Greenway, Director of HRMD. “In addition to hiring and managing staff they are involved in payroll, monthly reports and

other matters to ensure the smooth running of Government. There will be real benefits to these individuals and to our organization in their working towards, and achieving, these internationally recognized professional qualifications.” Deputy Governor, and head of the civil service, Anya Williams, added, “This is a very important year for the civil service as it works to implement the organizational changes announced last week by the Premier in his Cabinet reshuffle, as well as other activities such as the long awaited pay and grading review. “Training and professional development remain a key objective for my office in 2015, so it is very good news that our human resources professionals, receive the highest quality support and development opportunities which this SHRM certification provides. I must thank the Governor’s Office and the Jubilee Fund for this practical support and look forward to seeing the other successful bids being announced in due course.”

Lilg Ministry climbs to higher level childhood to the current. “It is literally a project where I tell it all. I tell about my victories, I tell about my defeats, I tell about my weakness, I tell about my struggles, through the music,” he said. In addition to music, Hanna also penned a book on his life and also compiled an eight-video DVD to go along with the album. He said that the 20-track album has several collaborations with Stellar Award winners, as well as behind-the-scene professionals, who assisted on the project. Among those who worked on the project are Jimmy Thomas from Tempo and producer Paul Katalys of Jamaica. He said some of the tracks on the album had been released before,

but he chose to remix and rerelease them on the album. The official launch took place at the Galleria Cinema in Freeport, Bahamas, which took the form of a red carpet event, and which required attendees to wear red, black and white, Lilg’s Ministry’s colour form. Hanna said that since the album is so profound and well done, he expects great things from it. He said that the name of the album was inspired by late poet Maya Angelou. Gospel promoter, Cutella Talbot, who brought in Lilg Ministry to perform at a youth crusade in Providenciales, told The SUN that after upon inspired by God to host the event, she successfully got the Department of

Youth Affairs to buy into it.. She said that Lilg Ministry was perfect for the event, since not only does its members have a good rapport with young people, but are themselves young people also, plus they are versatile performers. Talbot, too, had a story that she is willing to tell anyone that would give a listen. She said that God stopped her in tracks when she was living for the devil, and with the assistance of a spiritual mentor, was able to really turn her life around, and now she is living for Christ. She said that her role now is to bring Christ to all and sundry, especially young people, who she said are most vulnerable to the works of the directive of the devil.

Sandals Foundation releases video with Dwayne Wade

Miami Heat basketball superstar Dwayne Wade interacting with youngsters while he was in the Turks and Caicos Islands The Sandals Foundation, the philanthropic arm of Sandals Resorts International (SRI), and Wade’s World Foundation, NBA Champion Dwyane Wade’s charitable organization, continue to raise awareness for their integrated sports program Game Changer, with the release of a spirited, cinematic public service announcement featuring 11 year old Enid Capron Student Michael Robinson along with several familiar local faces. Created to visually bring consciousness to benefit youth in underserved communities through sport, the PSA was produced by famed commercial and music video director, Gil Green and was shot entirely on location in Turks & Caicos, one of the seven Caribbean islands which the Sandals

Foundation supports with educational, community and environmental initiatives. With planned distribution via a variety of social media platforms as well as through both Foundations’ websites, the PSA also sheds light on the importance of improving both physical wellness and social conditions of the destinations that will be impacted by the goodwill of the ‘Game Changer’ program. Monies raised through the three-year iconic relationship between the two non-profits will provide underprivileged youth with access to planned sports, recreation, healthy lifestyle and family engagement. It will also provide for the upgrading and refurbishing of 11 multi-purpose sports courts in the Caribbean and South Florida. The PSA for the Game Changer

Program can be viewed at https://www.youtube.com/ watch?v=qmWDSTqykS0 “It was a natural fit to have Miami-bred, awardwinning music video, commercial and film director, Gil Green, produce our Foundation’s first ever PSA,” said Adam Stewart, President of the Sandals Foundation and CEO of Sandals Resorts International. “Gil’s uniquely creative, authentic and organic film style gave us just the edge we were looking for. Our intent was to capture the local feel of The Islands while also appealing to the heart-strings of viewers to drive them to get engaged and (hopefully) make a donation to this important cause” concluded Stewart. The Sandals Foundation is the philanthropic arm of Sandals Resorts International (SRI), the Caribbean’s leading family-owned resort company. The 501(c)(3) nonprofit organization was created to continue and to expand upon the charitable work that Sandals Resorts International has undertaken since its founding in 1981 to play a meaningful role in the lives of the communities where SRI operates throughout the Caribbean. The Sandals Foundation funds projects in three core areas: education, community and the environment. One hundred percent of the monies contributed by the general public to the Sandals Foundation go directly to programs benefiting the Caribbean community. About Wade’s World Foundation The mission of Wade’s World Foundation is to help inspire and provide support to communitybased organizations that promote education, health and social skills for kids in at-risk situations so they have the necessary tools they need to leave a positive footprint within their community and succeed in their life experiences. UNICEF Sponsored Early Childhood Education Workshop

The United Nations Children’s Fund (UNICEF) in collaboration with the Turks and Caicos Islands Ministry of Education, Youth Sports and Library Services hosted an Intervention seminar for early childhood practitioners throughout the Islands, from January 12 -14th at the Regent Palms, Providenciales. The workshop was facilitated by both regional and local educators and expertise within the field of Early Childhood Development (ECD). The main goal of this workshop is to expose participants to the key features of designing an effective screening and early intervention system for children at risk. At the end of the workshop, participants will be able to: Ø Understand the importance of the Early Childhood period and its impact on later development Ø Describe normal physical, cognitive, language, sensory and socioemotional development in the early years Ø Describe deviations in normal development in the early years ØUnderstand the importance of screening and early identification of children with developmental and behavioural disabilities and disorders Ø Understand the difference between

screening and diagnostic tests Additionally, the early childhood sector is one such area that the Ministry of Education has committed to strengthening both from a human capital development standpoint and infrastructure wise. The Education Sector Plan, 2013-2017, Strategic Imperative 6, clearly outlined key pointers that the ministry has adopted. The central tenet would be to: Ø review guidelines to allow all children an opportunity to enroll at ages 2 and 3 year. Ø register and supervise a sufficient number of schools to allow all children the opportunity to enroll Ø review the curriculum guidelines to ensure that they are appropriate for use in the Turks and Caicos Ø Provide both pre-service and professional teacher development opportunities for early childhood teachers Ø provide professional and technical assistance to the early Childhood Centres. In closing, the Ministry wants to thank UNICEF, the local educators, and participants who have, and continue to contribute to the high education standards established here in the TCI.

Of course, all of this may be temporary – the president’s standing has fluctuated a bit over the years, and there’s no guarantee is improved numbers will last – but at least for now, the “approval is in the 30s” chatter should probably end.

All law enforcement agencies said they only use commercially produced targets, not photos of human beings for target practice. “The use of those targets doesn’t seem correct,” Alex Vasquez, a retired FBI agent, said. “The police have different options for targets. I think the police have to be extra careful and sensitive to some issues that might be raised.” Dennis said the police department uses an array of pictures including that of whites, and Hispanic males. What concerns his police department, he said, is that the picture was from someone that happened to be arrested by his agency. “That individual would be someone that was on the streets of North Miami Beach,” Dennis said.

But the Labour leader, who met Obama in the White House last summer in a more low key setting, has been told that the president was unamused by his decision not to support Cameron in the House of Commons vote on military action in Syria in August 2013. Obama has faced intense pressure from the internet giants over the intrusive surveillance of the US National Security Agency exposed by the files leaked by the whistleblower Edward Snowden. Mark Zuckerberg, the founder of Facebook, wrote on his Facebook page last year that he was “confused and frustrated by the repeated reports of the behaviour of the US government”.

Dozens held across Europe in Islamist suspect sweeps

Belgian police investigators arrive outside an apartment in central Verviers, a town between Liege and the German border, in the east of Belgium January 16, 2015. Belgian, French and German police interrogated dozens of Islamist suspects on Friday as much of Europe remained on heightened security alert after last week’s killings in Paris and raids in Belgium in which two gunmen were killed. In Paris there was a fresh scare when a gunman took several people hostage at a post office in a northwestern suburb. A siege ended when he gave himself up to police. No one was hurt. Authorities said they could not confirm whether the incident was related to terrorism. Belgian police questioned 13 suspects and France held two people on Belgium’s request, a day after two gunmen were killed during raids against an Islamist group that authorities said were planning to attack police. French police said they had arrested 12 people suspected of helping the Islamist gunmen behind attacks last week on a satirical magazine and kosher supermarket in Paris. Officials said there was no clear link between the suspected Belgian plot and the Paris attacks a week earlier, but described them as part of a common threat. “There is a terrorist offensive,” French Prime Minister Manuel Valls told reporters. “We face the same threat.” In Germany, police arrested two people following a raid on 12 homes and a mosque. A police spokesman said the suspects were probably part of an extremist cell that recruited fighters for Syria. In Belgium, police uniforms, explosives and guns including four AK-47 assault rifles were found in the apartment where the two gunmen were killed on Thursday in the raid in the eastern town of Verviers. Their identities have not been released. “This group was on the point of carrying out terrorist attacks aiming to kill police officers in the streets and in police stations,” prosecutors’ spokesman Eric Van Der Sypt said.

US eases travel and trade rules on Cuba

Cars that are more than 50 years old are still used in Cuba today

WASHINGTON — The Obama administration, following through on its declaration of warming ties with Cuba, has eased travel restrictions and opened a wide range of new export opportunities with the communist island. The series of executive branch moves, taken together, have had the effect of punching a large hole in America’s half-century-old embargo, although only Congress has the authority to fully end the 54-year embargo. President Barack Obama announced last month that he would soften the restrictions, and a new set of government regulations took effect Friday. Obama argued at the time that “these 50 years have shown that isolation has not worked.” The new spirit of cooperation emerged after 18 months of secret talks that culminated in the exchange of imprisoned spies and the release of Alan Gross, a U.S. government contractor who had been imprisoned in Cuba for five years.

Less than a month after the Cold War foes agreed to end their enmity, the U.S. Commerce and Treasury departments unveiled new rules Thursday permitting U.S. citizens to visit Cuba without special permits. Most U.S. travelers still will be required to go on supervised group trips, but now virtually any U.S. company or organization can offer such trips without the paperwork and inspections that discouraged past expansion of travel to Cuba. Some tour operators, already seeing unprecedented interest in legal travel to Cuba, expect some tourists to simply ignore the restrictions. American companies also now will be permitted to export telephones, computers and Internet technology, and to send supplies to private Cuban firms. However, Cuban authorities have said nothing about the restrictions they might impose on U.S. products entering a country that has long frustrated foreign investors with bureaucratic obstacles and tapped-out infrastructure.

The changes are the latest step need to start fresh. Pope strongly defends church teaching against contraception

MANILA, Philippines — Pope Francis issued his strongest defense yet of church teaching opposing artificial contraception on Friday, using a rally in Asia’s largest Catholic nation to urge families to be “sanctuaries of respect for life.” Francis also denounced the corruption that has plagued the Philippines for decades and urged officials to instead work to end its “scandalous” poverty and social inequalities during his first full day in Manila, where he received a rock star’s welcome at every turn. Security was tighter than it has ever been for this pope, who relishes plunging into crowds. Cellphone service around the city was intentionally jammed for a second day on orders of the National Telecommunications Commission and roadblocks along Francis’ motorcade route snarled traffic for miles (kilometers). Police vans followed his motorcade while officers formed human chains in front of barricades to hold back the tens of thousands of wildly cheering Filipinos who packed boulevards for hours just for a glimpse of his four-door Volkswagen passing by. Police said another 86,000 gathered outside one of Manila’s biggest sports arenas, capacity 20,000, where Francis held his first encounter with the Filipino masses: a meeting with families. There, he firmly upheld church teaching opposing artificial contraception and endeared himself to the crowd with off-the-cuff jokes and even a well-intentioned attempt at sign language. Francis has largely shied away from

Paul penned the 1968 encyclical “Humanae Vitae” which enshrined the church’s opposition to artificial birth control. Francis noted that Paul was aware that some families would find it difficult to uphold the teaching and “he asked confessors to be particularly compassionate and understandable for particular cases.” But he nevertheless said Paul was prescient in resisting the trends of the times. “He looked beyond. He looked to the peoples of the Earth and saw the destruction of the family because of the lack of children,” Francis said. “Paul VI was courageous. He was a good pastor. He warned his sheep about the wolves that were approaching, and from the heavens he blesses us today.” Francis also urged families to be on guard against what he called “ideological colonization,” an apparent reference to gay marriage, which isn’t legal in the Philippines. The church opposes gay marriage, holding that marriage is only between man and wife. On Saturday he travels to the central Philippines to comfort survivors of the 2013 Typhoon Haiyan, which left more than 7,300 dead and missing and leveled entire villages.

Times Square had 1 million revelers, zero tickets

NEW YORK - Of all the statistics from the recent New Year’s Eve in Times Square - 1 million revelers, 2,000 pounds of confetti, thousands of police officers, dozens of surveillance cameras there is one number that stands out: zero, as in zero tickets for low-level crimes. No tickets for having an open container of alcohol, no tickets for public urination, no tickets for double parking, no tickets for furry, costumed characters hassling tourists to take their picture. Add in low-level arrests, and there was just one, for a subwayrelated offense. And that wasn’t just on New Year’s Eve. That was for the entire week containing the holiday. During the Christmas week, when the neonlit streets were every bit as jammed, the total for such infractions was 23 - compared to more than 650 summonses

per week the previous year, according to police statistics. Times Square is perhaps the most jarring example of a slowdown in low-level enforcement across New York City amid tension between rank-and-file police and Mayor Bill de Blasio, whom they accuse of encouraging violence against cops by siding with protesters after the chokehold death of Eric Garner. They were particularly incensed by comments in which the mayor warned his biracial son to be wary in dealing with officers. In the two weeks after two NYPD officers were shot to death in their patrol car Dec. 20 by a fugitive who had ranted online about avenging police killings, low-level arrests citywide dropped 61 percent. Summonses were down more than 90 percent. Arraignment courts have been so slow they have sometimes closed early, and Rikers

Sea level rise accelerating more than once thought WASHINGTON - The world’s oceans are now rising far faster than they did in the past, a new study says. The study found that for much of the 20th century - until about 1990 - sea level was about 30 percent less than earlier research had figured. But that’s not good news, scientists say, because about 25 years ago the seas started rising faster and the acceleration in 1990 turns out to be more dramatic than previously calculated. The current sea level rise rate - which started in 1990 - is 2.5 times faster than it was from 1900 to 1990, according to a study published Wednesday in the journal Nature. Scientists say that faster pace of sea level rise is from melting ice sheets in Greenland and West Antarctica and shrinking glaciers, triggered by man-made global warming. “We’re seeing a significant acceleration in the past few decades,” said study lead author Carling Hay, a geophysical researcher at Harvard University. “It’s concerning for cities along the U.S. East Coast” where water levels are rising even faster than the world average. “It’s definitely something that can’t be ignored,” Hay said. Previous research said that between 1900 and 1990, the seas rose about two-thirds of an inch a decade. The new study recalculates the 1900-1990 rate to less than half an inch a decade. Old and new research both say that since 1990 seas are rising at about 1.2 inches a decade. While hundreds of tide gauges around the world have been measuring sea levels since 1900, they have mostly been in Europe and North America with few in the polar regions or the middle of the oceans, Hay said. So past estimates of 20th century sea level rise gave an incomplete picture of the global effect, said study co-author Jerry Mitrovica, a geophysics professor at Harvard. The new method uses statistical analysis and computer models to better simulate the areas in the gap, Mitrovica said. Outside scientists praised the new study, but were still cautious about adopting the estimates until more studies could be done.

Ohio man planned to bomb US Capitol, kill officials

CINCINNATI - A 20-year-old Ohio man’s Twitter posts sympathizing with Islamic terrorists led to an undercover FBI operation and the man’s arrest on charges that he plotted to blow up the U.S. Capitol and kill government officials. Christopher Lee Cornell, also known as Raheel Mahrus Ubaydah, told an FBI informant they should “wage jihad,” and showed his plans for bombing the Capitol and shooting people, according to a criminal complaint filed in federal court in Ohio Wednesday. The FBI said Cornell expressed his support for the Islamic State. Cornell’s arrest came only days after a grand jury indictment charged another Cincinnati-area resident with threatening to murder House Speaker John Boehner. Boehner spokesman Michael Steel said in a statement Wednesday: “Once again, the entire Congress owes a debt of gratitude to the FBI and all those who keep us safe.” The complaint against Cornell charges him with attempting to kill officers and employees of the United States. Cornell was arrested Wednesday after buying two semi-automatic rifles and about 600 rounds of ammunition, authorities said. The public was never in danger, said John Barrios, acting special agent in charge of the FBI’s Cincinnati division. Messages were left Thursday for attorney Karen Savir, a federal public defender listed in court records as Cornell’s attorney. A working phone number could not be found for Cornell’s family. His father, John Cornell, told The Cincinnati Enquirer in a story for Thursday’s editions that his son was a “momma’s boy who never left the house.” He said his son endured frequent incidents of abuse as a practicing Muslim. “Everything you’re hearing in the media right now, they’ve already painted him as some kind of terrorist,” John Cornell told the newspaper. ... “They’ve painted him as some kind of jihadist. ... (Christopher) is one of the most peace-loving people I know.”

Benevolent Association, which represents 24,000 officers. The 14-block precinct in the heart of Times Square was among at least seven across the city where not a single summons was issued for parking, moving or criminal violations during New Year’s week - a statistic that makes some people nervous. “It’s dangerous for the public to know that the police are doing less,” said Madeline Sorel, 57, who teaches knitting at a senior center in Brooklyn’s Coney Island, one of the zero-summons precincts. “It might make criminals more eager to do crime.” The slowdown has overshadowed an overall, years-long decrease in every measurable crime statistic: complaints of crime, arrests and summonses. Crime of all kinds decreased 4 percent to all-time low in 2014, when there were 332 homicides, down

from 335 the previous year. The slowdown in enforcement hasn’t translated to a rise in crime. In the past two weeks, reports of serious crimes were down to 3,704 from 4,130 in the same period a year earlier. That has critics questioning Bratton’ signature crime-fighting tactic: the “broken windows” theory that targeting low-level infractions discourages more serious crime. Some police reform advocates say the slowdown proves that the city can do without a tactic they see as heavyhanded. But Bratton says the arrests are no less necessary, despite the let-up. “The whole thesis of ‘broken windows’ is: If over time you don’t address an issue, over time it will create a larger issue,” he said.

Astronauts flee US side of space station but no sign of leak CAPE CANAVERAL, Fla. - In a rare scare, astronauts fled the American side of the International Space Station on Wednesday after an alarm indicated a possible toxic leak. NASA later said there was no leak of ammonia coolant and a computer problem likely set off the false alarm. By Wednesday afternoon, the astronauts were back in the U.S. part of the orbiting outpost. Earlier, the six crew members had huddled safely on the Russian side - once when the alarm sounded and again following an initial all-clear. “Hey everybody, thanks for your concern,” Italian astronaut Samantha Cristoforetti said via Twitter. “We’re all safe & doing well in the Russian segment.” The “unscheduled excitement,” as NASA called it, occurred around 4 a.m. EST, well into the station crew’s workday. As alarms blared, the astronauts followed emergency procedures in slapping on oxygen masks, taking cover in the Russian quarters, then sealing the hatches between the U.S. and Russian sides. At the same time, flight controllers at NASA’s Johnson Space Center in Houston turned off non-essential equipment. Within minutes, Mission Control gave an allclear, but sent the astronauts scurrying back over to the Russian side again when there was more evidence of a possible leak of the coolant. The highly toxic liquid ammonia, flowing outside the space station, is used to cool electronics. Flight controllers originally feared it had gotten into the water system running inside. Now, it’s believed that a failed card in a computer-relay box was the culprit. The crew - three Russians, two Americans and the Italian Cristoforetti - stayed in the three, relatively small Russian compartments while Mission Control analyzed data. Engineers wanted to understand the computer failure and confirm “that the system is tight like we believe it to be,” space station program manager Mike Suffredini said on NASA TV.

Death in Paradise Parents of millionaire hotelier found ‘executed’ in his burned out Range Rover fear corrupt St Lucia police were in on mystery murder The parents of a British hotelier shot dead on a Caribbean island in a mystery murder fear police corruption is hindering their quest for justice. Theo and Helen Gobat, from Esher, Surrey, insist there is a ‘probability’ that corrupt police officers on the island of St Lucia could be involved in the brutal murder of their son Oliver or part of a cover up to prevent his killers being caught. Oliver was found dead on April 25, 2014 in the passenger seat of his Range Rover Evoque burned beyond all recognition on a remote track on the island’s exclusive Cap Estate - less than two miles from the luxury hotel he ran. He had been shot in the head and the vehicle set on fire in what is believed to have been an attempt to destroy forensic evidence. Speaking for the first time about possible collusion between the killers and police, his parents claimed vital forensic evidence was destroyed in the hours after his death nine months ago. They have also speculated that 38-year-old Oliver was ambushed after being forced to stop his car by a police barricade. ‘There is a probability corrupt police officers were involved,’ said Helen Gobat. ‘Of course we do not have the proof, it is just our opinion but we feel that very strongly that this is the case. When we talked with the Commissioner of Police he said it was ineptitude on the police that meant forensic evidence was lost. ‘We feel it was corruption. It is well known that corruption is rife within the police force.’ Her husband Theo, 75, added: ‘The Prime Minister has admitted to us that corruption is a problem. We do not know who we can trust.’ Prime Minister Kenny Anthony publicly admitted there were problems within the force in an interview in November 2014. The US Government has also expressed its own concern about corruption and in 2013 suspended all aid to the local police. The Gobats point to their son’s body and burnt out car being removed from the crime scene within hours with no real attempt to preserve the site for forensic analysis. Instead of being taken away for detailed forensic examination the Range Rover car was taken to a police a yard where it was left out in the open. They also speculate that Oliver could have been stopped by police as part of a carefully planned ambush by his killers.

Efforts to get British police involved in St Lucia murder investigation

Foreign Secretary Philip Hammond has been urged to help British police investigate the murder of former Surrey junior cricketer, Oliver Gobat, in St Lucia. The 38-year-old’s charred body was found in a burnt out car on the Cap Estate, an exclusive resort on the Caribbean island, in April last year just hours after his family reported him missing. Reports suggested he had been shot twice in the head before his body was doused in petrol and set alight. Esher and Walton MP Dominic Raab - on behalf of Mr Gobat’s parents Theo and Helen, who are his constituents - has pushed for Mr Hammond to phone the St Lucian prime minister so British police can join the investigation. Concerns have been raised about the use of the death penalty in St Lucia and these have so far prevented UK officers from getting involved. “The foreign secretary knows my constituent Ollie Gobat was brutally murdered in St Lucia in an apparent assassination and I’m very grateful officials are discussing assurances on the death penalty to allow UK police to support the investigation at St Lucian request,” said Mr Raab in the House of Commons.

Bahamian minister of Finance resigns to take up banking job

Ryan Pinder NASSAU, Bahamas – Minister of Finance Services Ryan Pinder recently resigned to take up a senior position with the Deltec International banking group here. Prime Minister Perry Christie has accepted the resignation saying that Pinder had proven himself to be “a public servant of extraordinary ability, energy and dedication. “An outstanding minister in every way, as well as a dear colleague and valued friend, Ryan has accomplished much for the financial services industry in a comparatively short period of time and for that I commend him wholeheartedly.” Prime Minister Christie said while he was sorry to be losing Pinder as a cabinet colleague, he fully understood that his former Cabinet minister had been presented with a “magnificent opportunity to put his technical skills as a specialist lawyer and industry professional to excellent use, and in a way that would be in the best interests of his family and himself at this particular juncture of his life and career. “Ryan had apprised me some time back of his decision to return to the private sector and we had been in close contact ever since as to the timing for such a transition. We both agreed that with the year drawing to a close now would be as good a time as any to make the announcement”. The Prime Minister said he was gratified that Pinder would continue to serve the people of the Elizabeth Constituency as their Member of Parliament and that he would remain a fullycommitted member of the Progressive Liberal Party (PLP).

At least seven dead as vehicle plunges into St Vincent sea

KINGSTOWN, St. Vincent — At least seven people, mainly students, died after a minibus plunged into the sea in Rockguter, an area between Owia and Fancy on the northeastern tip of St. Vincent early Monday. Police and government officials say that five bodies have so far been recovered from the sea, and one person died in hospital. Another person died on the way to the medical institution. Police are still trying to verify how many persons were in the minibus when it plunged into the sea sometime between 7 a.m. and 8 a.m (local time). Initial reports said that as many as 20 people, including 14 students from the North Union and Georgetown Secondary Schools respectively. One police source has said that officials were told that the minibus, which is licensed to carry 18 passengers, was “full” when it left Fancy, the northernmost community in St. Vincent. Residents say that minibus was

packed with students from the two communities further south in this North Windward constituency. They said that the conductor was standing, suggesting that the minibus was carrying more people than it was licensed to carry, a common practice in St. Vincent and the Grenadines. A large crowd has gathered at the scene where two Coast Guard patrol boats have been searching for bodies or survivors. The efforts are being affected by especially large waves characteristic of the Atlantic side of St. Vincent, where the terrain is an alternation of steep inclines and deep gorges and winding roads. Among the bodies recovered from the water is that of a female student. Health authorities said the body showed signed of trauma, presumable inflicted as it knocked against the large rocks that line the shore. It is not yet clear what

caused the incident, but police say that villagers were notified by persons who jumped out of the vehicle before impact. A grief stricken Prime Minister Dr. Ralph Gonsalves, speaking on national radio, said the “entire nation of St. Vincent and the Grenadines…has been touched by this tragedy of national proportion. “We all grieve and ask God for guidance and strength as well as we lean on one another,” he said, noting that the recovery of bodies from the sea is ongoing. “Some of the questions you have are not fully answered, that will come in due time, right now it is the task of making sure that everyone is accounted for. We cannot yet give up hope because there are hope we can find additional survivors as inhospitable as the conditions are, we have to hope…and we have to put the pieces back together and to see what we can do to try to ensure that this…tragedy does not happen again,” Gonsalves said. “It was a terrible accident and I think everyone’s heart is really heavy because of what has taken place,” he added. In the wake of the tragedy, Prime Minister Gonsalves has announced a postponement of his budget speech that was scheduled to have been delivered to Parliament on Monday. “As a consequence of this terrible tragedy, I have consulted with the Leader of the Opposition, the Speaker of the House of Assembly and His Excellency the Governor General and we have all agreed that the Parliament session this afternoon…be postponed until tomorrow the same time,” he added.

US judge dismisses lawsuit against United Nations NEW YORK – A United States judge has ruled that the United Nations is immune from a law suit seeking compensation for victims of the deadly cholera outbreak that left more than 8,000 people dead in Haiti. The lawsuit had been filed by human rights groups and others, contending that the UN hadn’t screened the peacekeepers from Nepal for the disease that also sickened more than 700,000 since the first case was detected in October 2010. In addition, the groups had argued that

the UN was responsible for poor sanitation and waste disposal practices that spread the cholera in the French speaking Caribbean Community (CARICOM) country. But US District Judge J. Paul Oetken ruled Friday that UN’s charter provides broad legal immunity and that the international body hasn’t waived it. “Where such an express waiver is absent, the UN and (its operation in Haiti) are immune from suit,” the judge ruled. The groups were seeking unspecified damages from the Un

and attorney Beatrice Lindstrom said they plan to appeal the ruling. “The court’s decision implies that the UN can operate with impunity. We don’t think that is the law,” Lindstrom said in a statement. Washington had argued against the suit at a hearing last year claiming that the UN needed immunity to complete its global mission, and letting the case continue would subject the international body to many more lawsuits from around the world. The United States

wasn’t named in the suit, but federal prosecutors said they got involved because the US is the U N’s host nation. The U.N. has repeatedly declined to comment on the lawsuit but has said it is working with the government in Haiti to eradicate cholera. In December 2012, the UN announced a US$2.27 billion initiative to help eradicate cholera in the country that was hit by an earthquake in 2010 that also killed an estimated 300,000 people.

Caribbean warned to be prepared for massive earthquake

PORT OF SPAIN, Trinidad – The Seismic Research Centre (SRC) of the University of the West Indies (UWI) is warning the region to “move expeditiously” towards building resilience amid predictions of the Caribbean being hit with an earthquake with a magnitude of eight or larger. “We must develop, legislate and enforce Building Codes using up-to-date seismic hazard maps based on the latest available science. Preparedness measures at the individual levels are insufficient and greater efforts are needed to facilitate self-resilience,” the SRC said in a statement as it marked the fifth anniversary of the magnitude 7.0 earthquake that ricked Haiti in 2010, killing an estimated 300,000 people. The SRC said that the earthquake in Haiti “should have been the wakeup call for a fundamental shift in regional mechanisms for coping with seismic hazards”. It said major earthquake disasters around the world have stimulated similar shifts and resulted in greater resilience to seismic hazards in these regions. “This has not happened in the Caribbean and the region continues to be extremely vulnerable to seismic events,” the SRC said, adding “research suggests that the region is capable of generating an earthquake of magnitude 6.0 or larger every 3-5 years. “Of more concerns, we are long overdue for a magnitude 8.0 earthquake, which has 32 times more energy than the Haiti event. In light of these sobering facts, it is imperative for the region to move expeditiously towards building resilience to such events,” it added. The SRC said that while there have been advances in many areas, “the effectiveness of the implemented strategy from country to country still needs to be measured. “The need for broad based impact assessments for seismic hazards and risks is now greater than ever with clearly established short term and long term objectives. Every year that passes without the necessary measures being in place is a year closer to a repeat of the Haiti disaster. Now is the time to be ready,” the SRC added.

Man arrested for smuggling heroin in table from Dominican Republic SAN JUAN, Puerto Rico – The United States Customs and Border Protection (CBP) agency says field operations officers have seized 10.1 pounds of heroin concealed inside a decorative table found within a cargo van, driven by a male US citizen, arriving from the Dominican Republic. CBP said the estimated value of the seized contraband is US$250,000. Ezequiel Tineo Alcala, 45, was arrested and was expected to appear before US District Court for charges related to the smuggling and distribution of narcotics, CBP said. It said field operations officers conducting vehicle inspections arriving on board the ferry M/V Caribbean Fantasy, selected Alcala’s Ford cargo van for a more intrusive inspection. CBP said one of its canines alerted to a decorative table inside the van. The table was drilled revealing a residue which tested positive for heroin, CBP said. The vehicle’s Puerto Rico registration appeared on behalf of the driver, Ezequiel Alcala. “Criminal organizations seek to use the supply chain as a means to conceal and move narcotics,” said Marcelino Borges, director of field operations for Puerto Rico and the US Virgin Islands. “Our officers remain vigilant to detect and prevent any attempts to circumvent the security measures that are in place.” CBP said US Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) special agents assumed custody of the seized contraband and Alcala for further investigation.

Haiti’s new prime minister Eastern Caribbean faces instability, protests to market as single

Haitian Prime Minister Evans Paul Haiti has a new prime minister as it enters a phase of political uncertainty, with its parliament dissolved, opposition activists promising intensified street protests and its president ruling by decree because of a bitter standoff with lawmakers. Prime Minister Evans Paul was selected last month but a political deadlock meant the Senate and Chamber of Deputies could not debate his nomination before their terms expired Monday. Since President Michel Martelly can now rule by decree under the constitution, Paul automatically took office this week and began overseeing day-to-day government operations as the hemisphere’s poorest country faces social unrest that could undermine its fragile stability. The former Port-au-Prince mayor said he deplored the fact that he was taking office without a vote and with no sitting parliament and blamed a group of opposition lawmakers for the deadlock. He said a new electoral council would be in place “in less than two weeks” to start organizing long-delayed legislative and municipal elections. “It’s difficult to be approved by a parliament that is dysfunctional. And I’m not responsible for the dysfunction of the last parliament,” Paul, who was in the moderate opposition to Martelly before becoming prime minister, told The Associated Press. The latest bout of political turmoil in Haiti has been brewing since shortly after Martelly took office in 2011 as a newcomer to politics with little support in parliament, which is critical in a country where

the constitution deliberately curbs executive power. Martelly was supposed to call elections in 2011 for a majority of Senate seats, the entire Chamber of Deputies and local offices. But six opposition senators used parliamentary procedure to prevent a vote while accusing the president of abusing his authority to appoint supporters to the electoral council and other posts. Haiti’s parliament was unable to pass a law to organize the elections and extend lawmakers’ terms before it dissolved, on the same day the country marked the fifth anniversary of the devastating 2010 earthquake. On Wednesday, the Organization of American States said it supported the efforts of Haitian authorities to “hold free, fair, and inclusive elections as soon as possible.” Earlier this week, a group of ambassadors and the U.N. special representative in Haiti said Martelly has their support through the period of political flux. During an AP interview at the prime minister’s official residence, Paul was sharply critical of violent anti-government street protests that have become increasingly common in downtown Port-au-Prince. Protesters calling for Martelly’s resignation have burned tires and thrown rocks at riot police, who responded with tear gas and water cannons. “People have a right to peaceful protest, a right protected by our constitution. But there’s also people taking advantage of the situation and who want to create chaos,” said Paul, who replaced Laurent Lamothe after he was forced to resign as prime minister. Earlier in the day, a group of anti-Martelly activists promised a fresh wave of street protests, insisting the president is a “dictator” who longs to rule by decree. Haitian historian Georges Michel, who blamed both the government and the opposition for the impasse, dismissed that idea. “You look at these protests calling Martelly a dictator who has to go and you see a thousand or a few thousand people on the streets. Is that really a big popular movement to remove a president? Of course not. Like him or not, he’s operating within the framework of democracy and I believe a majority of Haitians support him,” he said. Others see the protests as a more troubling sign. Mark Schneider, who has followed Haiti for the Washington-based International Crisis Group, said political leaders have failed the country’s citizens and set it on a very dangerous path. “They allowed partisan and personal issues to carry the country over the cliff where the executive is ruling by decree and there is the greatest likelihood of political paralysis and street violence. These issues should have been resolved two years ago and they have been allowed to fester and now we are about to see the explosion,” he said via email.

Marigot Bay, Saint Lucia CASTRIES, St Lucia – Member states within the regional grouping – the Organisation of Eastern Caribbean States (OECS) have embarked on a joint approach to marketing the region as a single yachting destination. This will be done when the OECS participates in the 57th Toronto International Boat Show scheduled to be held in Canada from January 10th to 18th. A statement from the Castries based OECS Commission says member States will present themselves as a collective in one yachting space within the ambiance of an “Eastern Caribbean Village” manned by over 20 people from the region’s public and private yachting sector. “This Eastern Caribbean Village effect will bring to the fore the uniqueness of respective destinations, the services and attractions relevant to the yachting sector in the region, and, through the inclusion of Sail Clear, information related to ease of travel,” says OECS Tourism Officer Dr Lorraine Nicholas. The OECS Member States that will be represented at the Toronto Boat Show are: Anguilla, Antigua & Barbuda, British Virgin Islands, Commonwealth of Dominica, Grenada, St Lucia, and St Vincent & the Grenadines. According to Nicholas, the OECS opted to participate in the Toronto International Boat Show as a grouping, to help grow the region’s yachting sector. The event is marketed as North America’s largest indoor boat show, the preeminent selling venue for Canada’s recreational boating industry, and the premiere showcase for new 2015 products. She noted that the event is known to influence marked increases in sales among yacht manufacturers. “The anticipated ripple effect would be tremendous for the region, with the potential increase in sailing into the tranquil OECS Ports. Major European manufacturers, including Beneteau, Dehler, Dufour and Jeanneau, have already confirmed their attendance for the 2015 show.” The joint presence of the OECS at the Toronto International Boat Show is supported by funding under the 10th European Development Fund project.

Samsung talks to BlackBerry about $7.5 billion buyout

Samsung Electronics recently offered to buy BlackBerry Ltd for as much as $7.5 billion, seeking its valuable patents as it battles Apple in the corporate market, according to a person familiar with the matter and documents seen by Reuters. South Korea’s Samsung proposed an initial price range of $13.35 to $15.49 per share, representing a premium of 38 percent to 60 percent over BlackBerry’s current trading price, the source said on Wednesday. Representatives from the two companies, which are working with advisers, met last week to discuss a potential transaction, the source said, asking not to be identified because the Samsung looks to buyout Black Berry conversations are private. Samsung’s strength as the No. 1 global smart phone marker has been built on making devices for the consumer market, which has become crowded in recent years. With a takeover of BlackBerry, Samsung could make greater inroads into the corporate market, where it has trailed rivals. BlackBerry still holds considerable sway among enterprise clients for its strong security features - with U.S. President Barack Obama still using one of the company’s devices after taking office. “How many Samsung phones do you see in offices? This would be Samsung’s chance to get into the enterprise,” said BGC Partners analyst Colin Gillis. Any tie-up with Samsung would require the blessing of Prem Watsa,

Target exits Canada and takes $5.4 billion loss

Target Corp will exit the Canadian market after less than two years in a surprise retreat that will throw more than 17,000 employees out of work and trigger a $5.4 billion quarterly loss. Shares of the U.S. discount retailer, which was granted creditor protection for its moneylosing Canadian subsidiary, at one point rose more than 4 percent on the move. The stock was up 2.2 percent at $75.94 in afternoon trade on the New York Stock Exchange. The company announced it is shutting all of its 133 Canadian stores and said it expects to report about $5.4 billion in pretax losses for its fourth quarter,

which finishes at the end of January. Losses are mostly due to the writedown of the Canadian investment, along with exit costs and operating losses. Minneapolis-based Target, the No. 2 discount chain in the United States, has struggled in Canada since its March 2013 launch. It faced huge supply chain problems due to a myriad of problems at its warehouses, poor communication with headquarters and the use of inexperienced staff. That left stores poorly stocked and selection limited, disappointing shoppers who had eagerly anticipated its arrival in a market where the discount space was long dominated by Wal-Mart Stores Inc.

Target had said in November it would review the future of the Canadian business after the holiday season. Stores checked by Reuters in Vancouver, Toronto and Ottawa around Christmas showed only moderate traffic and Chief Executive Brian Cornell said he didn’t see the “step-change” in performance required to justify staying the course. No matter how Target crunched the numbers it could not envision making profits until 2021, Cornell said. He told a conference call the company was “facing a decision to devote billions of dollars of additional resources for the Canadian segment without the realistic prospect of an appropriate return.” The move surprised some analysts who had expected Target to close its weakest stores and try to fix the rest. Before Thursday’s decision Target had sunk roughly $6 billion into the market, including around $2.5 billion in capital expenditure and $1.7 billion of losses to-date, Fitch Ratings said.

whose Fairfax Financial Holdings Ltd (FFH.TO) is a major Blackberry shareholder. Fairfax helped bankroll a debt recapitalization that led to Chen’s arrival in November 2013 as CEO. Paul Rivett, president of Watsa’s Fairfax Financial Holdings, declined to comment. BlackBerry’s secure networks manage the email traffic of thousands of large corporate customers, along with government and military agencies across the globe. In 2013, the Canadian government had strongly hinted to BlackBerry that any sale to China’s Lenovo Group would be rejected due to security concerns, sources told Reuters at the time. Canadian Prime Minister Stephen Harper’s office would not comment on the report on Wednesday but sources familiar with the Canadian government’s thinking said a Samsung buyout was unlikely to raise such concerns. Ross Healy, a portfolio manager at MacNicol & Associates, which owns a small stake in BlackBerry, said Samsung’s reported offer undervalues the company. “To get a hold of the BlackBerry network and all its secure features, that would be a real coup for Samsung, looking to differentiate themselves from Apple and from others,” he said. BlackBerry’s patent portfolio is composed of roughly 44,000 patents, worth more than $1.43 billion in net book value as of August last year, although many analysts think they could be worth much more.

Mexican billionaire becomes largest NY Times shareholder

Carlos Slim NEW YORK - The New York Times Co. says Mexican billionaire Carlos Slim is now the largest holder of its publicly traded shares. The business magnate, who built his fortune by amassing a range of retail, industrial and telecom companies, is ranked by Forbes as the world’s second-richest person with an estimated net worth of $72 billion. Slim lent the newspaper company $250 million at the height of the recession, as print advertising sales dropped across the industry and the company slashed staff and sold off most of its midtown Manhattan

headquarters to raise cash. New York Times later refinanced the highinterest loan and paid it off three years early. The company said Wednesday that Slim and entities he controls recently spent nearly $101.1 million to exercise warrants he received for that investment, acquiring 15.9 million shares for about $6.36 each, roughly half the stock’s current price. The purchase brings his stake to about 27.8 million Class A shares, or 16.8 percent. The ownership doesn’t change control of the company. The Sulzberger family controls The New York Times Co. through a trust that owns 90 percent of its Class B stock, which isn’t publicly traded, and 3.8 percent of Class A shares. Holders of Class B stock can elect 70 percent of the company’s board.

Southwest Airlines fined $1.6 million for stranding passengers

SAN FRANCISCO - Four Silicon Valley companies including Apple Inc and Google Inc agreed to pay $415 million to resolve an antitrust class action lawsuit by tech workers who accused the firms of conspiring to avoid poaching each other’s employees, according to a court filing on Thursday. Plaintiffs accused Apple, Google, Intel Corp and Adobe Systems Inc in the 2011 lawsuit of limiting job mobility and, as a result, keeping a lid on salaries. The settlement is $90.5 million more than a previous deal which a U.S. judge rejected last year as too low. The case has been closely watched because of the possibility of big damages being awarded and for the opportunity to peek into the world of some of America’s elite tech firms. U.S. District Judge Lucy Koh in San Jose, California, last year rejected a $324.5 million settlement of the lawsuit as too low after one of the named plaintiffs objected. That worker will support the new agreement, his attorney Daniel Girard said, which could be a joint payment of $415 million, the New York Times reported citing a person close to the negotiations. The case was based largely on emails in which Apple co-founder Steve Jobs, former Google Chief Executive Officer Eric Schmidt and some of their rivals detailed plans to avoid poaching each other’s prized engineers. In rejecting the $324.5 million deal, Koh repeatedly referred to a related 2013 settlement involving Disney and Intuit. Apple and Google workers got proportionally less than Disney workers, Koh wrote, even though plaintiff lawyers had “much more leverage” against Apple and Google. To match the earlier settlement, the deal with Apple, Google, Intel and Adobe “would need to total at least $380 million,” Koh wrote. In the short court filing on Tuesday, the companies said plaintiffs would file a detailed explanation of the new deal “imminently.” Koh will then likely decide whether to accept or reject it.

Brazil’s Petrobras scandal could exceed $28billion

SouthWest Airlines Southwest Airlines has agreed to pay a $1.6-million fine, the largest penalty so far for stranding passengers on a delayed flight for more than three hours. The fine was imposed by the U.S. Department of Transportation over the storm-related delays of 16 Southwest flights on Jan. 1 and 2, 2014, at Chicago Midway International Airport. A law that took effect in 2009 prohibits U.S. airlines from stranding passengers on a delayed flight for more than three hours without giving them the option of getting off

A Brazilian police officer investigating a kickback scheme at state-run oil company Petrobras said the total amount of money involved could exceed $28 billion, making it the country’s biggest-ever money laundering probe. “If you consider the value being investigated, the value of the Petrobras projects, certainly the potential of the investigation is to surpass that value by a lot,” Federal police agent Erika Marena said in a rare telephone interview. Marena, speaking from the southern city of Curitiba where the probe is based, said police are investigating the possible involvement of more foreign companies and 750 infrastructure projects in addition to contracts involving Petroleo Brasileiro SA, as the firm is called formally. Though she could not yet say exactly how much money may have been laundered in the kickback scandal, she said the case is likely bigger than the nearly $30 billion found to have been illicitly transferred abroad in a separate case between 2003 and 2007. She was also involved in that case, known as Banestado, Brazil’s biggest money laundering incident to date. There is no axe to grind, says CLive Lloyd

Clive Lloyd, the former West Indies captain and current chairman of selectors, has said that the absence of “exceptional performances” from the pair of Dwayne Bravo and Kieron Pollard, coupled with the selection panel’s vision to move forward and look for young talent, were the chief reasons for omitting the two senior allrounders for the ODIs against South Africa and the World Cup. Lloyd said the decision had been a difficult one and was debated heavily. He insisted that it was not the end of the road for the discarded pair and it was up to the players to regain their spots on the back of performances. “It was a very difficult decision. I can tell you it went on for two days. We suspended it to give a chance to think about things and so on. There were a lot of discussions,” Lloyd told ESPNcricinfo in an exclusive interview on Tuesday. “But then you get to a point where you say, right, this is where we want to go. It is very difficult for people to understand or to accept. But we want to move on. “I don’t think they have had any exceptional performances. Nobody (of the pair) has got exceptional performances as far as (playing for) West Indies is concerned. They have been there and thereabouts. We really and truly want to pick people on what they have done for our cricket and not for anyone else.” Despite being part of the 30 probables for the World Cup, Bravo and Pollard had already been left out of the five-match ODI series against South Africa. Considering their popularity in domestic global Twenty20 competitions, the news created furore not just in the Caribbean, but also outside. Former West Indies fast bowler and Lloyd’s

Former West Indies captain Clive Lloyd former team-mate Michael Holding raised the question of why Bravo had been dropped when he was part of the ICC ODI Team of the Year for 2014. Pollard and Bravo are fourth and fifth on the list of highest run-scorers for West Indies since the 2011 World Cup. Lloyd said there were already too many allrounders in the squad and that the selectors had to take a call. He also hinted that the performances of Bravo and Pollard that have registered in the fans’ minds had mostly come in the domestic T20 leagues like the IPL. Lloyd revealed that he had spoken with both players in person last week in Cape Town: “Yes, I spoke to them in Cape Town. They understand what the situation is. Don’t forget, these guys have been playing for West Indies for a while. And they will be disappointed. But they have a chance of redeeming themselves and getting back into our cricket in the

Powell tries new regime to win elusive gold

Asafa Powell KINGSTON - Jamaica’s Asafa Powell, who has struggled to produce form his best at major championships, believes a change in coach and a new approach to training will improve his fortunes. The sprinter who held the 100m world record between 2005 and 2008 before compatriot Usain Bolt lowered it to 9.58 seconds believes he can rediscover his form and improve his personal best of 9.72. “Anything is possible. Justin Gatlin surprised me last year… he ran his personal best times of (9.77 & 19.68) at age 32,” said Powell, who ended 2014 as the fastest Jamaican with 9.87 seconds after serving a six-month drug suspension for using the banned stimulant Oxilofrine. “I think I’m capable of doing a lot more than most of the sprinters out there… My best is yet to come, so it’s just to be patient,” said Powell who is eyeing gold at this year’s world championships in Beijing.

“I feel a lot stronger, I’m a lot more focused and I think I’m smarter now, so I know what it takes to do it. It’s just to put myself out there and do what I’m supposed to do,” added the man who has run a world-record 84 times under 10 seconds. Powell’s brother Donovan, a 100m quarter-finalist at the 1997 world championships, is backing his 32-yearold sibling to add gold to his two bronze medals from 2007 and 2009. “Nothing is impossible, 32 is the year you really get to put everything together,” he told Reuters. “We are doing different things… He’s really working hard to achieve the 9.72 he ran a few years ago and I personally think if he keeps focused and remains healthy, he can do it,” he said. The fifth fastest man in history is set to run three 60m indoors before bidding for the elusive 100m world title. “The main focus is the trials first because that is like a world championships by itself and then the world championships in China,” said Powell, in reference to the glut of Jamaican sprinters with sub-10 credentials. They include Bolt, Yohan Blake, Nesta Carter, Kemar Bailey-Cole and Nickel Ashmeade. “I’m just trying to stay healthy, put in all the hard work and make sure that I stay focused and just win the gold (in Beijing),” Powell added.

future. One is 31 (Bravo) and the other is 27 or 28 (Pollard).” Lloyd also said he did not need to respond to Chris Gayle who called the selectors’ move “ridiculous”. Gayle had said that he was stunned to hear from Bravo that one reason for the pair being dropped was that the selectors wanted to rebuild the team. “He (Gayle) might think so, but the point is that he is not a selector. He is a player,” Lloyd said. “I have the greatest respect for him. But he will have to read what we are trying to do. He is part of that team that is going forward. Once he has been told what the situation is he will understand what we are doing.” Immediately after Bravo and Pollard were dropped from the South Africa ODI series but included for the T20 leg, the players’ lawyer Ralph Thorne said that “a gentle form of ruthlessness” by the WICB led to their exclusion from the World Cup squad. Thorne accused the WICB of victimisation and not honouring the word of the board president Dave Cameron who had said that the players who abandoned the tour of India last October would be treated fairly. Lloyd said he had explained the reasons, in writing, to all concerned parties, including the WICB, the West Indies Players Association, as well as the players’ lawyers. He insisted there was no discrimination by the selection panel. “No, no. That is not the way I live. I don’t believe in things in that nature at all. There is no axe to grind with these guys. There are other people that could have…You know we could have said, “What about X, what about Y?

Gayle slams selectors over Bravo, Pollard omissions

After hammering a matchwinning 90 that helped West Indies win the Twenty20 series against South Africa, Chris Gayle launched a scathing attack on the West Indies Cricket Board and the Clive Lloyd-led selection panel for dropping the senior pair of Dwayne Bravo and Kieron Pollard from the ODI series and the World Cup. Repeatedly labelling the move as “ridiculous”, Gayle felt it was a case of “victimisation” against the two Trinidadian allrounders. “How can those two guys not be in the team?” Gayle, who is the first current player to raise his voice against the omissions, said during the post-match media conference at Wanderers. “To me it got to be like victimisation when you look at it towards those two guys. Come on, guys. It is just ridiculous. Come on. Ridiculous. Really hurt. Ridiculous. Honestly, it throw me off. We can only talk. We can express our feelings, which I’m doing at this point in time. The squad already is announced. It is just sad. “It is a big batting line-up when you look at our team. But it’s just disappointing when you look at the 50-over format - we won’t be at our strongest,” Gayle said. “We don’t have our strongest team without Pollard, nor Bravo. So that is actually sad for us. It is a really big blow for us to actually lose two key players, two key allrounders as well, very good in the outfield. I don’t know what’s the history behind it, but it is a ridiculous

Chris Gayle selection from my point of view.” On Saturday, the WICB announced the 15-man World Cup squad to be led by Jason Holder with Marlon Samuels as vice-captain. There was no mention about Bravo and Pollard, who had been earlier been ignored for the ODI series against South Africa. Gayle, whose blazing starts were instrumental to West Indies chasing big totals in successive matches, including the highest successful Twenty20 chase on Sunday, said he was glad he could dedicate the series victory to Bravo and Pollard. “I don’t know where our cricket is actually going to …where we are heading with this sort of situation. But it is really sad. Actually we won the [Twenty20] series with our best team and now there will be changes, with two of our biggest players in ODI cricket not involved in the 50-over format and the World Cup. It really hurts but I’m really, really glad that we won the series for Pollard and Bravo.”

Pacquiao agrees to terms for Mayweather fight

(Left) Floyd Mayweather (Right) Manny Pacquiao LAS VEGAS - Manny Pacquiao flew to Los Angeles on Wednesday, preparing for a meeting with contestants of the Miss Universe pageant. Whether he has an even bigger date on May 2 seems entirely up to Floyd Mayweather Jr. Promoter Bob Arum said Pacquiao has agreed to all terms for what would be boxing’s richest fight ever, a bout with Mayweather that fans have been demanding for five years. The question now is whether the long-reluctant Mayweather will finally sign on the dotted line for what could be an astonishing $120 million payday for the fighter who flaunts his money better than anyone. “Your guess is as good as mine,” Arum told The Associated Press. “I don’t want to be antagonistic and say he’s not on board and not going to sign. The representation is that he is on board with this.”

Arum said negotiations with Mayweather’s representatives over the past few weeks resulted in agreements on everything from the date and site of the fight (MGM Grand in Las Vegas) to purse split (reportedly 60-40 in Mayweather’s favor) to the type of gloves the boxers will wear. But Mayweather has yet to personally agree to the fight, and the possibility remained that Arum was publicly discussing Pacquiao agreeing to terms to try to up the pressure on the unbeaten boxer to sign. “We’re waiting for Mayweather to sign a document saying, ‘Yeah,’” Arum said. Just what Mayweather is thinking remains unclear. Though he declared on Showtime last month that he wanted the fight, he rarely speaks to the media between fights and his manager, Al Haymon, almost never speaks publicly.

Mayweather put out pictures of himself in front of a private jet and his new cars this week along with a picture of his Las Vegas mansion, but said nothing about the Pacquiao fight on social media. Arum said the negotiations have been at the highest levels, and Pacquiao agreed to all the demands by the Mayweather team. “We took our stands on certain issues, but essentially we acquiesced on most things,” Arum said. Arum said he planned to meet with Pacquiao on Thursday in Los Angeles to formally get his fighter’s signature on the terms of the bout. Pacquiao flew from the Philippines on his way to judge the Miss Universe pageant on Jan. 25 in Florida. Arum said the fight would be held at the MGM, where Mayweather has fought exclusively for years. The 15,000-seat arena would be scaled for a $40 million live gate. He said with pay-per-view revenues, the bout could generate $200 million. With a 60-40 split, that would mean a potential $120 million payday for Mayweather and his team and $80 million for Pacquiao and his promoter. Both would be record purses for fighters. Mayweather has resisted a Pacquiao fight for five years, first claiming Pacquiao would not agree to drug testing and later saying he wasn’t worth facing him in the ring. But Arum said Pacquiao has long since agreed to the testing, and the pressure has built on Mayweather to come to terms on the bout. Oddsmakers quickly put out lines Wednesday in this gambling city favoring Mayweather in the bout. Both the Westgate LV Superbook and William Hill made him about a 2 1/2-to-1 favorite in man-toman betting.

FIFA VP Prince Ali launches presidential bid against Blatter

GENEVA - Prince Ali Bin Al Hussein has a daunting task ahead of him as he bids to end Sepp Blatter’s 17year grip on power at FIFA. The 39-year-old prince from Jordan announced he will be a candidate for the FIFA presidency even though five of the six continental confederations have already declared their support for Blatter. The rebellious region - European governing body UEFA - holds only 53 of the 209 votes and includes traditionally loyal Blatter supporters among former Soviet republics. Prince Ali also cannot be sure of widespread support within his home Asian Football Confederation, where he faces an awkward election in May before FIFA’s decision day. Still, the prince represents a genuine choice for FIFA voters who truly want to freshen the culture of an organization rocked by scandals on Blatter’s watch.

Elected by Asian members as their FIFA vice president in January 2011, Prince Ali is untouched by the allegations of bribery and favor-seeking that tainted many of his colleagues on the much-discredited, Blatter-chaired executive committee, which he formally joined later that year. “This was not an easy decision,” the prince said in a single-page statement in which he pledged to run a positive campaign and did not specifically mention Blatter. “It came after careful consideration and many discussions with respected FIFA colleagues over the last few months. “The message I heard, over and over, was that it is time for a change.” Prince Ali has been encouraged to run by UEFA President Michel Platini, who opted last year to avoid an expected challenge to his onetime mentor Blatter. “I know Prince Ali well. He has all the credibility required to hold

high office,” the France great said in a statement. “We now await his proposals and his program for the future of football.” FIFA did not immediately respond to a request for comment from Blatter’s office. Prince Ali is considered the main challenger to Blatter. Jerome Champagne of France, a former FIFA staffer and longtime ally of Blatter, has also announced his intention to run. During Blatter’s 17-year reign, he has avoided personal scandal amid bribery allegations in presidential and World Cup hosting elections, kickbacks paid to senior officials, and World Cup ticket scams. Blatter has also mastered the politics of an often secretive organization he joined in 1975, a few months before Prince Ali was born. The veteran Swiss official has said his mission to lead world football is unfinished.

Mariota has been the humble leader of Oregon’s high-flying offense for three seasons. This season, the Ducks (13-2) defeated Florida State at the Rose Bowl in college football’s first playoffs, but fell 42-20 to Ohio State in Monday night’s national championship game. The 6-foot-4 dual threat from Hawaii won every major award he qualified for, starting with the Heisman, as well as AP Player of the Year, the Maxwell and Walter Camp awards and Pac-12 Offensive Player of the Year. He set a conference record for most touchdowns in a single season

That mission is fuelled by a runway popular and commercial success of FIFA’s cash cow, the World Cup. The world’s most-watched sports event has given FIFA $1.5 billion in cash reserves with plenty more to give members and confederations every four years ahead of election day. Educated at schools in England and the United States, Prince Ali attended the elite Sandhurst military academy in England before joining his country’s armed forces. His sister, Princess Haya, stepped down last month as an International Olympic Committee member after eight years as president of equestrian’s governing body, and their half-brother Prince Faisal remains an IOC member. Prince Ali was a vocal supporter of FIFA ethics prosecutor Michael Garcia, who resigned last month with a parting shot at Blatter’s leadership style and the organization’s seeming unwillingness to reform.

with 58; 42 via pass, 15 on the run and a touchdown catch. His passing touchdowns set a Pac-12 single-season record. He also set the conference’s career mark for career touchdowns with 136. He threw at least one touchdown pass in all 41 college games he played in at Oregon, starting in every one of his appearances. And he’s one of just four quarterbacks in FBS history to pass for more than 10,000 yards and run for more than 2,000 in his career.

Jets hire Cardinals Todd Bowles as coach NEW YORK - Todd Bowles is coming home and taking over as the New York Jets’ head coach. The Jets hired the Arizona Cardinals defensive coordinator Wednesday to replace Rex Ryan, who was fired, along with general manager John Idzik, on Dec. 29 after six seasons. Bowles, 51, was highly sought after leading Arizona’s aggressive-style defense the last two seasons. This will be his first full-time head coaching job at any level after serving as Miami’s interim coach for the final three games in 2011. “It’s an honor and privilege to coach the Jets,” Bowles said in a statement. “I can’t help but be humbled by the chance to coach this team. I am going to do everything I can to build a consistent winner.” It is a homecoming of sorts for Bowles, who is a native of

Elizabeth, New Jersey. He also served as the Jets’ defensive backs coach under Al Groh during the 2000 season. Bowles beat out five other candidates, including Seattle defensive coordinator Dan Quinn and former Buffalo coach Doug Marrone, who interviewed with owner Woody Johnson and consultants Charley Casserly and Ron Wolf, both of whom Bowles has ties to. Bowles had a second interview Tuesday with Johnson, Casserly and Wolf - along with newly hired general manager Mike Maccagnan - and impressed the Jets enough to move forward. New York canceled a scheduled interview with Carolina defensive coordinator Sean McDermott that was set for Wednesday. Bowles also called off a second meeting that was scheduled for Wednesday with the Atlanta Falcons for their
