Pay increases for civil servants By Vivian Tyson

Senior Sun Editor The majority of the more than 1,700 public sector workers should see increases in their paychecks beginning in May as government’s $9 million pay grade system goes into effect. All salary adjustments under the review attracted double digit hikes. Premier Hon. Dr. Rufus Ewing and Deputy Governor Hon. Anya Williams – Head of the Civil Service - made the official announcement at the Premier’s Office on Providenciales Wednesday, March 11, 2015. There was a 15 percent pay hike across the board in 2006, but the deputy governor said that the increase, although benefited everyone in the sector, still did not address several existing anomalies, because some persons were generally not in the right grades. Deputy Governor Williams said that a pay-grading advisor, assisted by a committee made up of every ministry across government and members of the Civil Service Association, carried out the review. She said that initially recommendation to have two pay scales – one for civil servants and another for the police. But since the teaching profession is the key sector, and where there is a general need in terms of attracting locals and retaining persons, the decision was taken to have a third scale specifically for educators. The premier pointed out that the pay grade review was not an across the board pay increase but rather, a focused on front line, technical and professional roles that have a combination of responsibility and qualifications and competences, adding that it is a restructuring and regarding of the salary scale. Trained teachers will see their annual salary jump from 25,200.00 to $31,260.00 – a 24 percent increase; graduate teachers should see their yearly income climb from $27,840.00 to 35,050.00 – 26 percent increase. The salary for heads of department will increase from 29,040.00 to

Client Care Assistants or Geriatric Aides will see their salary jump from $16,200.00 to $21,400.00 or a 32 percent increase. The salary for clinical nurses is to increase from $22,140.00 to $26,000.00 or a 17 increase. Community Mental Health Nurses are to see 29 percent jump in the annual salary spiraling from $25,200.00 to $32,600.00. Dental nurses’ salary is to increase from $22,140.00 to $32,600.00 or 47 percent. Medical officers’ salary should increase from $38,880.00 to $49,900.00 or 28 percent. Persons categorized as “Front Line Staff”, should also see an increase in their pay. Conservation Officers are to see their pay jump from $21,000.00 to $26,000.00 or 24 percent. Customs officers’ salary is to increase from $21,000.00 to $26,000.00 or 24 percent. Fire officers should get a 60 percent increase when their being raised from $16,200.00 to $26,000.00. Police vehicle damaged in high-speed chase of robbery suspects By Vivian Tyson

Senior Sun Editor Two suspected crooks were up to press time nursing injuries at the Cheshire Hall Medical Centre after the driver of a getaway car rammed into a police cruiser attempting to block their path along the Leeward Highway in Providenciales following a mid-afternoon high-speed chase. Both the police cruiser and the getaway car sustained severe frontal damage, rendering them totaled. The incident took place in the vicinity of the Courtyard Plaza and Central Square. Police sources said that at least one of the men is known to police officers. Police spokesman, Special Constable Audley Astwood, who addressed reporters at the scene, said that the chase started from the location of Northwest Point, an estimated 15 miles from the collision with the police cruiser. He said the initial interaction between the police and the vehicle was routine, but ended up being a dangerous liaison. “Police were on mobile patrol, they observed a vehicle and they decided that they wanted to stop this vehicle that they were trailing for some time that left the Northwest Point area. Police put on

their sirens and flashing lights; the vehicle refused to stop,” Astwood said, noting that a chase ensued as a result. “A pursuit began and during that pursuit, it is alleged that the driver hit at least one vehicle coming up here along this stretch of the Leeward Highway. Other units joined in, and one of the vehicles attempted to block the path of the persons, to slow them down, and we now find ourselves in a situation where we are now,” Astwood said. One of the men was seen bleeding profusely from his head and upper arm area, resulting in personnel from the Emergency Medical Services (EMS) having to patch him up on the scene before carting them off for further medical care. The other man bore no visible injuries, but he too, was carried away on a gurney. The incident created traffic pile up for more than two miles each way along the Leeward Highway. And while some police tended to that situation, others were attending to at least two other accidents farther down the highway that the men allegedly left in their wake in the escape bid. An investigator who knew one of the men well enough, was heard saying: “Why (he) didn’t just stop when he saw the two police cars blocking the road,

A police source told The SUN that one of the men, in the past, was arrested for robbing tourists in the Northwest Point area, and in recent time there have been more reports of tourists being robbed, hence the police maintaining a visible presence in that section of Providenciales. An onlooker at the scene, though expressed regret that a police vehicle was damaged, expressed that he was happy that the incident occurred, arguing that it is a demonstration as to how far criminals would go while on their rampage. He said the incident should serve as a wakeup call to the authorities on the discipline that takes place in our society. He said that educators and crime fighters must feel that they have the scope and flexibility to tackle such problems head on when they see them, instead of feeling threatened that they would either lose their jobs or face stringent disciplinary measures when they seek to remedy certain situations.

PDM positive of Hon. Sean Astwood’s full recovery By Vivian Tyson

Senior Sun Editor The Peoples Democratic Party is upbeat that its deputy leader and Member of Parliament for the Five Constituency Hon. Sean Astwood will make a full recovery after he was airlifted to The Bahamas for medical treatment for unconfirmed ailments. The PDM deputy leader was immediately rushed to the Intensive Care Unit on arrival at the Doctors Hospital in The Bahamas on February 28, 2015. His family has not made his medical condition public. Since his hospitalization, a number of persons have expressed optimism that Astwood would make a full recovery. A prayer vigil was also held at the Paradise Baptist Church in his constituency, where many persons prayed for him. It understood that this past week, Astwood was released from the ICU and is said to have been responding satisfactorily. The SUN spoke with Leader of the Opposition Hon. Sharlene CartwrightRobinson, to update the public on the latest condition of her deputy. She was positive on the latest news on his progress although there is no indication as to when he might return to the TCI. “He was released from ICU, so we

John Masters from Australia is new DPP The new Director of Public Prosecution (DPP), chosen to replace Canadian Jo-Ann Meloche, will come from Australia. The Governor’s Office revealed on Wednesday that John Masters has landed the job from a field of 11 candidates, including two applicants from the local DPP’s office – Acting DPP Angela Brooks and senior prosecutor Leonard Franklyn. The Governor’s Office said that Masters is to take up the position on April 27. Meloche vacated the position in early February after opting not to renew her contract. Masters has been listed as a qualified barrister with 27 year’s experience, working in the UK, Australia and the Cayman Islands. Responding to Master’s appointment, Governor Beckingham, who approved his appointment said

Freemasons hope to complete Provo temple by 2017

Senior Sun Editor The Masonic Temple in Providenciales, for which a foundation stone was laid from 11 years ago, is expected to be completed by 2017. James R. Bain, District Grand Master of the District Grand Lodge of the Bahamas and the Turks and Caicos Islands (English Constitution) expressed the hope while on Providenciales to attend the lodge’s Annual Communication or annual general meeting, which was held in the TCI this year. He said that since Freemasonry is on the rapid rise in the Turks and there is a greater urge to construct the temple. “Freemasonry in Provo is growing rapidly. We hope to see the temple built, which we had a foundation stone laying in 2004. We hope to see the temple built hopefully by 2017, we can have a dedication ceremony and a cornerstone laying ceremony at that particular time,” Bain said. A temple has already been established in Grand Turk, which is said to be the second oldest in the region. Bain said that the lodge can provide a great deal of development for the country’s young men, who want to advance their lives and become worthwhile contributors to society.

“It is an annual assembly, which we discuss the affairs of the district grand lodge, we make appointments to office, and I give a general report of the state of affairs of the district. “We will also receive statistical reports, growth development and the overall future and vision of where we will go in 2016 and 2017,” Bean explained. The weekend event was graced by the presence of the district grand master for Jamaica and the Cayman Islands Walter Scott and Visiting Grand Master for the Bahamas Charles Johnson. Johnson, a member of the Scottish Constitution was among the group that arrived with Bain on Thursday. About 20 members from

the Bahamas flew into the country to attend the event. He told the media at the Providenciales Airport that he was basically in the country to support his English Constitution brothers. “I am really here to support the Annual English Communication. They support us in our communications and I am here in support of them. It is really a pleasure for me to be in Turks and to participate in all the activities planned by the English Constitution over the weekend,” Johnson said. Freemasonry, which one of the world’s oldest fraternal societies, is a society of men concerned with moral and spiritual values.

UNEMPLOYMENT BELIEVED TO BE AT CRITICAL LEVELS

The PDM remains surprised at the statement contained in the Premier’s Release issued recently in which he stated that unemployment has gone down since his coming to Office. We have called on the Premier publicly to provide the information on which he based his statement. We are still awaiting the public release of these statistics. The PDM believes that this statement cannot be supported with any information and that the Premier should realistically address this critical issue. Unemployment remains one of the most important issues facing this country and whilst the Government boasts of its surplus and the healthy state of the country’s economy, we are convinced that the air of excitement that this Government is trying to create shows that it is indeed out of touch with reality of how its people are living.

The landscape of employment in these Islands show that each year we add hundreds of graduates to the already long list of unemployed and with the decrease in scholarship funding under this Government, many who will normally be in College or some other Institutions of Higher Learning are unable to. We also see the increase in offenders completing their custodial sentences and being rejected by employers. There are also many unskilled and skilled workers who are also rejected in favor of cheaper imported labour. And there remains the growing class of those who return home from School and/or graduate from the College here and are unable to obtain employment. We are and remain convinced that the unemployment in this country is at a critical level. There is a constant cry from our people seeking employment. There is also a cry for the Government to

scrutinize the issuance of work permits against the background of the ever growing pool of unemployed persons in these Islands. There remain too many positions occupied by persons recruited from overseas that residents can hold. Yet we see the recently released Government’s FSPS (Fiscal and Strategic Policy Statement) showing that work permits is projected to have yielded/raised $20.8 million dollars this financial year (which will end March 31st), over and above the $18.8 million actual outturn for the year 2013/14 and ranking 4th in the top recurrent revenue earners. Whilst we accept that there will always be a need to recruit externally whether in the public or private sector, more has to be done to ensure that qualified, able and willing residents are employed. The Government, the people and the country at large stands to gain when its people are gainfully employed

as there will be less reliance on government for the provision of basic social and welfare services; there will be more monies circulating in the local economy and potentially less crime which has been linked on occasions to the types and numbers of crimes we are experiencing. We are calling on the Government to pay more than lip service to unemployment and to put policies in place to ensure that our people are employed. The Government must take a greater role in ensuring that our people register, and that the Labour Department is equipped with the required resources in order to properly carry out its function. We likewise encourage TC Islanders and permanent residents alike to register with the Labour Department. We understand the level of discouragement but you must at least do your part.

New trolleys to serve airport passengers

Fortis Tci opens new Power Station in Salt Cay By Todeline Defralien It was a proud moment for residents on the island of Salt Cay on Thursday March 12th, 2015 when power company Fortis staged a ribbon cutting ceremony inaugurating the new Power Station/Multi-Purpose Building for the island. Residents who showed up for the event were beaming with excitement, especially after seeing the end result of the transformation of an old building into a modern power station. It took Fortis eight months to complete the project in January 2015 at a cost of just over $1million. Among those in attendance were corporate communications manager Talisha Simons, Malike Cummings Energy and Utilities Commissioner, Fortis TCI VP Energy Production and Project Manager Mr. Nigel Hosein, Mr. Alvejes Desir and Mr. Eddinton Powell Fortis TCI President and CEO. Mr. Powell Stated, “Fortis TCI is more than just a power company operating in the Turks and Caicos Islands; but rather a loyal partner ready to invest where necessary to serve the needs of all its customers.” The salt Cay Power Station, a multipurpose building, has not only transformed the appearance of the Power Station responsible for serving 132 customers, but it has also enhanced

operational functions. With the cost totaling upward of 1.2 million dollars, this latest project offers a number of benefits. The project includes a true workshop space where regular maintenance tasks can be conducted indoors in a proper garage. Two of three C9 engines used to power the island 9 previously housed outdoors) are now enclosed in a portion of the building, better protecting them from sea water and sat air. Salt Cay Operation Officer Gary Lightbourne now had professional office, and meeting space for his administrative duties. Reliability in service to customers has enhanced, supported by an automatic switching system installed to minimize outage time on the island. Finally, The Salt Cay Power Station has improved environmental and safety standards, observing the highest of international guidelines. Some of these improved features include self- contained fuel tanks, oil tanks and fuel lines, protecting the site from possible leaks and spills. The Salt Cay Project commenced less than one year ago, led by Superintendent of Operations Alvejes Desir. Fortis TCI Executive Sponsors, VP of Energy Production and management Nigel Hosein served as support. Works were carried by Rolle Construction based in Grand Turk, and architectural design was completed by Redmond &

HBO contemplates pulling plug on Starz, Encore, Showtime not meant in Caribbean Turks and Caicos Islands cable viewers could soon see a drastic change to the channel listings currently available to them, as HBO Latin America and the Caribbean wants three major channels, reportedly carrying up to 70 per cent of their content locally, removed from the market. The channels HBO Latin America and the Caribbean wants pulled are the popular Starz, Encore and Showtime. Javier Figueras, the HBO Corporate Vcie President, Affiliate Sales, Latin America and the Caribbean was quoted as saying that not only is the entity has been losing millions to piracy in the region but those channels in the first place were meant only for the US market. “These three channels do not have legal business airing in the Caribbean and are meant for the US domestic market,” Figueras said. A local cable service expert who has been following the expansion of Cable television in the region, said that the Caribbean is too profitable for HBO to pull out even in the face of piracy, which he admits is a problem. The source said that level of piracy HBO experiences in the region is negligble to the huge profits that it rakes in annually. “There is no contest that HBO is being hit by some level of piracy in the region, and that amounts to loss in revenue. One, however, has to understands that the level of compliance far outweighs the non-

compliance, and so, HBO is not going to sacrifice this huge annual profit because of this small occurrence of piracy,” the source, who did not want to be named, said. The source’s analysis appeared to the prevailing situation for HBO Latin America and the Caribbean, having just signed a major deal with regional telecommunications provider Digicel. The signing, which took place early March, 2015, has increased HBO’s presence in 10 Caribbean countries. The agreement means that Digicel customers would now be able to enjoy programming offered in the HBO/MAX family channels. Subscribers of the Digicel HBO/ MAX premium package can now access over 300 new titles per month including exclusive and award-winning series, films and documentaries with no commercial breaks. Last year, service provider LIME also went into an agreement with the HBO group for the transmission of the HBO channels in the Cayman Islands. Figueras, in the meantime, said that his organisation was open to doing more business with local television producers, using among other contents, the coverage that was done of the Jamaica Jazz and Blues Festival two years ago as an example. In the meantime, HBO has proven that it is reforming its own model, and has started to invest considerably in purchasing a lot of the content that people want to see on their channels, becoming a viable option for viewers.

The Controller is responsible for ensuring financial results are maximized, through effective budgeting, forecasting and cost controls. Key Responsibilities:

1) Assume responsibility for all day-to day accounting functions within the Hotel and the Villas, including banking, accounts receivable, accounts payable, payroll, inventory, and cash management. 2) Lead the accounting teams, ensuring all daily operational & financial transactions are prepared accurately and in a timely manner. Hire, train, and evaluate the performance of the accounting team members. 3) Produce month-end & year-end financial statements in an accurate and timely manner, analyzing, understanding and communicating the relationship between actual results to budget and prior year and provide commentary on variances. 4) Review and continually improve internal controls, processes and procedures to ensure financial information is complete & accurate and to ensure the security of assets. 5) As an active member of the Management Team, assist the GM & Division Heads in budget preparation, business plans & the gathering of financial data for special projects & reports. Recommend and implement cost savings strategies.

Job Requirements:

Minimum requirement of a Bachelor’s Degree in Accounting/ Finance. Complete knowledge of hotel accounting systems and procedures, 8 to 10 years of Managerial Accounting/ Finance experience and; exceptional analytical ability required. MINIMUM REQUIREMENTS IN ORDER TO BE CONSIDERED: · Bachelor’s degree from an internationally renowned Hospitality Management School a must – (Swiss or any top European Hotel school ie; Lausanne, Luzerne, Glion or The Hague preferred). 8 plus years luxury resort management experience required. (International deluxe brands only Ie: Four Seasons, Mandarin Oriental, Shangri-La or Ritz Carlton). · Must have the motivation, experience and qualifications to be able to assume the role of General Manager within 2 years · Experience in Rooms Division, Spa Operations, POMEC, Food & Beverage and Sales & Marketing essential – must be well rounded.
