olice in the Turks and Caicos Islands are reporting that crime has seen an slight decrease in 2014 when compared with 2013. At a press conference held by the police top brass on Wednesday March 18th, it was reported that 3,257 crimes or an average of nine per day were reported in 2014, which, after reclassification, reduced by 10 to 3,247 as opposed to 3,337 in 2013. Of the crimes committed in 2014, 770 or 24 percent were detected. The police said that 37 of the crimes detected year were committed the previous year, which brings its overall detection to 807. For the same period 2013, 994 or 28 percent of crimes were detected. Twenty-six crimes reported in 2012 were detected over that period, bringing the overall detection rate that year to 970. The report said 2,992 crimes were reported in 2012, of which 782 or 29 percent were detected, adding that 63 crimes reported in 2011 were detected over the period, totaling 845. The average number of crimes committed per day in 2012 was seven. Burglaries continue to feature prominently among the crimes year on year, even though there has been a reported decrease. In 2014, 838 burglaries or aggravated burglaries were reported, which is 29 fewer or a three percent decrease compared with 867 for 2013. A total of 802 burglaries or aggravated burglaries were reported in 2012 – an increase of 36 or four percent over 2012. There were 122 reported gun incidents in 2014, compared with 125 in 2013 – a 2 percent decrease. The 85 gun-related incidents reported in 2012 are 37 or 44 percent less than 2013. Seventy-nine robberies were reported in 2014, in which 45 involved the use for guns, seven machetes, six knives, two pepper stray, one each involving baton, sticks and bottles. More than $30,000 in cash and $13,000 in valuables, including two motor vehicles were stolen during these robberies. Almost $400 in property and the two motor vehicles were recovered.

Seventy-nine robberies were also committed in 2013. Guns were used in 39 of them, 18 involved knives, eight machetes, while rocks, bottles and a piece of rope were also featured in those crimes. More than $42,000 in cash, $19,000 in property and nine motor vehicles were stolen. Approximately $1,400 in cash and $680 in property were recovered. One hundred and sixty-eight crimes were committed against tourists in 2014, as opposed to 113 in 2013 and 23 in 2012. The police reported that tourists committed seven crimes in 2014, the same number in 2013 and six in 2012. Forty-five robberies were reportedly committed in 2012. Nineteen of the crimes involved guns, five knives, one involved the use of bottle, one a piece of wood. More than $110,000 in cash, $13,000 in property and one motor car were stolen. The police said $600 in property and the motor vehicle were recovered. Pressed on what seemed like a low crime detection rate, Assistant Commissioner of Police Rodney Adams, explained that when compared with international standard, the rate is quite high, even though the force is working to increase such rate. “From an international standpoint, it is a pretty good detection rate. However, there are some challenges in terms of having the rights skills in the right places, and it is something that Commissioner Smith is committed to. Going forward we will make sure that the skills match the task that we have officers doing,” Adams said. Acting Assistant Commissioner of Police Wayne Jones told the news conference that the police have instituted a crime-fighting measure known as ‘Operation Dragnet” to address the burglary issues faced by the community. The measure was commissioned on Tuesday, March 17, and will focus primarily on Providenciales. Not only will the operation be focusing on capturing burglars and prevent burglaries, but also to punish receivers of stolen goods. Under the operation, police will increase patrols in the various crime hotspots. Continued on page 8

He said also that they will endeavor to rekindle neighbourhood watches, conduct security assessment of each burglarized property, assist those affected, provide support to victims and witnesses, and assist the community in marking personal properties so that they would be easily identified in the event of a burglary recovery. In the meantime, Commissioner of police James Smith said that the crime-fighting mechanism needs to improve with the relevant methods to enhance police abilities to ensure more success. Part of that, he said, include enhancing skills and technologies such as making laws to include video and audio tape testimonies of witnesses and victims. Despite a slight dip in criminal activities last year in comparison to 2013, crime in the Turks and Caicos Islands for 2015 appears to be on the increase.

However, the police said they are hell-bent on hauling down the crime rate to acceptable level. Statistics show that between January 1st and January 31st, 2015, 316 crimes were committed compared with 292 and 24 more than the same period last year. The police said that 26 or eight percent of the crimes committed over the period this year have been detected, as opposed to 61 or 21 percent last year. The police reported that over the period this year an average of 10 crimes have been committed per day, while an average of nine crimes per day were committed over the corresponding period last year. Statistics show that nine of the crimes that were reported in 2014 were detected in 2015, while 29 crimes reported in 2013 were detected in 2014. Burglary or aggravated burglary appears to be the crime of choice for the criminals, according to the police.

“For the period under review there were a total of 107 burglaries/ aggravated burglaries reported within the islands compared to 73 for December 2014, and 62 for January 2014, which shows an increase of 34 or 47 percent or 4 or 73 percent (respectively) – an average of four per day,” the police reported. Illegal gun use has seen a decrease over the period, while possession of controlled drugs or controlled drugs with intent to supply have either held firm or decreased. There were six firearm incidents in January this year compared with nine in December 2014 and 16 in January 2014, showing a decrease three or 33 percent and 10 or 63 percent respectively. Four controlled drugs possession matters were reported within January the same as December 2014, while showing a 50 percent decrease over last year January, when eight was

recorded. There were zero possession of controlled drugs with intent to supply in January 2015, one reported case in December 2014 and two reported cases in January 2014. Robberies, over the period, have also seen a dip. Nine robberies were committed in January 2015 compared with 12 over the same period of 2014. Of the nine robberies committed since year, all of which were reported on Providenciales, four were committed with guns and four with knives. Approximately $2,200 in cash and $750 in property were stolen as a result. Of the 12 robberies committed in 2014, five involved the use of guns and two with knives. Approximately $2,880 in cash and $1,360 were stolen during those robberies. In all of January, 22 crimes were reported to have been committed against tourists, compared with 17 over the same period of 2014.

Royal Robinson declines PNP chairmanship candidacy offer Progressive National Party (PNP) operatives have approached former deputy premier and finance minister Royal Robinson to throw his hat in the ring for the chairmanship position, but he has a response for them – “not interested”. “Yes, I was approached by people who want me to run but I told them no,” he said. And while expressing indifference for the position, Robinson also blames party hierarchy for the current dilemma. “I contacted my people (about what they think me running ) and they told me that it doesn’t make sense which is true. I told Doc (Premier Hon. Dr. Rufus Ewing, who is also the leader

for the party) and a lot of people that the situation has been brought about by him (Ewing). “ If he had done what he was supposed to do from early, Mike wouldn’t be snooping around talking about he is running for chairman or what the case may be,” he said. Encouraginag Robinson to run for the chair of the party is a clear indication to derail the aspiration of former Premier Michael Misick, who has expressed an interest in running for that position. Misick’s intention to run for the party executive position is a portal to reenter politics after six years in the political wilderness. He is currently awaiting trial on

corruption charges made against him by the United Kingdom-sanctioned Special Investigation and Prosecution Team (SIPT). The trial is set for

December, but Misick has maintained that those charges were concocted in an effort to persecute him. Misick is the only one at this time expressing an interest in the position, as it is understood the current chairman, Trevor Cooke, appears not to be interested in reelection to the post. But some within the party expressed antipathy to Misick running, hence the idea to find a strong candidate to run against him. Robinson admitted that he was approached by a number of persons to run for the position, but told them that that he was not interested. The party’s national convention is set for April.

One World Foundation donates container of special needs items By Vivian Tyson

Senior Sun Editor The One World Foundation has donated a container load of apparatuses worth thousands of dollars geared towards aiding the mobility of special needs individuals. The items include wheelchairs, walkers, lifts and other physically assistive devices. The gesture was made possible through the partnership with Rotary International and the Rotary Club of Providenciales. Making the presentation on Friday (March 13, 2015) at the Marion Williams Special Needs Association of Providenciales (SNAP) Centre, Joseph Rich, cofounder of the One World Foundation, said that the items were procured through a number of health agencies in the United States and Canada, as well as individuals involved with those agencies. He said that some of the agencies were looking to channel their resources in other countries this year, but he convinced them to make

the Turks and Caicos Islands their beneficiary. He told Premier Hon. Dr. Rufus Ewing, who was present to accept the gift on behalf of the Health Ministry that the relentless work by individuals within the ministry made it much easier for One World Foundation to choose the TCI. “Many of the goals and objectives and the vision that you have are being carried out by some wonderful people on the islands, and we try to emulate that at the One World Foundation. We want our relationship to continue with the Turks and Caicos,” Rich said. Rich said that former health minister Hon. Porsha Stubbs Smith played a vital role in the acquisition of the items, saying also that special needs van that the former health minister had requested was acquired and to be dispatched to the TCI soon. Rich, who is on New York Governor Andrew Cuomo’s transition team, said that the One World Foundation is seeking to forge deeper ties with the Turks and Caicos

that you are a huge partner, who has been with us for years, and who continue to have the Turks and Caicos at the forefront of your agenda, for which I a very much appreciative,” Premier Ewing said. Bloneva Greene, President of the Rotary Club of Providenciales, said that the gift should assisted a great deal of persons in the community, including an individual who had just had one of her legs amputated. “Just before they (items) were shipped, I had someone who’s got their leg amputated, and she might not have made the list that government has put together, so with their (One World Foundation) help, we can assist her in getting a wheelchair, so she doesn’t have to wait until One World Foundation comes back again next year. Individuals, whose relatives were earmarked for receiving some of the gifts, including a motorized wheelchair, were on hand to thank Rotary and the One World Foundation.

Report from March 12th Cabinet meeting His Excellency the Governor, Peter Beckingham, chaired the 8th meeting of the Cabinet on Thursday 12th March 2015 at the House of Assembly Building on Grand Turk.

All Ministers were present. At this meeting Cabinet: •Advised HE. the Governor to extend the lobster season for a further two weeks until the 31st March 2015. During the extended period fishermen should report any sightings of spawning or egg bearing lobsters. The report should indicate the number of locations where the spawning lobsters were observed. Any egg-bearing lobsters that will be caught should be returned immediately to the sea. The current size limit will stand as it is. No lobster less than 3.25 inches in length should be caught. The length of 3.25 inches measured from the front of the groove between the horns directly above the eyes along the middle of the back to the rear of the carapace or back shell or when the tail has been separated, a tail weight of 5 ounces whether processed or not; •Received an update from the Minister of Finance regarding the development of a Memorandum of Understanding for the Cooper Jack Development Project. The project

relates to the construction of Viceroy Turks and Caicos, a new hotel resort and residential development on Cooper Jack Bay, Providenciales; •Received an update from the Minister of Finance and the consultants assisting with the implementation of a Business Transformation Strategy. The strategy is designed to streamline systems and processes to enable faster turnaround of business licenses and work permits with the overall objective being to make doing business in TCI more efficient and effective. Implementation of the strategy will attract funding from the 10th European Development Fund; • Advised HE. the Governor to approve the appointment of the following persons to the Turks and Caicos Islands Tourist Board for a period of one year effective 1st April 2015 - 31st March 2016; Don Gardiner (Chairman), Crystal Greene (Deputy Chairman), Wayne Garland, Brenda Lightbourne, Lloyd Stubbs, Jayne Hutchinson, Lasheko Seymour, Bianca Harvey-Garland, Permanent Secretary (Ex-Officio) and the TCHTA representative. IGA opens downtown store March 27

Senior Sun Editor Graceway IGA Supermarket Group is set to open its downtown store on Friday, March 27th, 2015, but the management of the food chain is keeping the name of the new establishment close to its vest. The downtown outlet, which will be housed at the former Island Pride Supermarket at Butterfield Square, is slated to be the third grocer that the management of IGA brand will open. The first is the Graceway IGA, and second is the Graceway Gourmet, located along the Leeward Highway and Grace Bay area respectively. A source at the supermarket chain told The SUN that the facility has undergone a great deal of transformation since its long-term rental agreement acquisition from the Butterfield Gold Group, transforming the overall aesthetics of both the interior and exterior of the location. Old shelves, freezers and cash registers have been ripped out and replaced by new ones. New entrances and exits on the compound have been created, with parking slots either remarked or created to meet the shoppers’ needs and comfort. The full complement of staff is in place and ready to take up their position from day one. IGA has retained some of Island Pride’s workers, who are currently employed at its Leeward Highway and Grace Bay stores. It is understood that some of those employees are expected to be transferred to new location. In anticipation of the store’s opening, IGA, on February 4, 2015, staged a job fair at the Gustarvus

Interviews to select Grand Turk magistrate begin By Vivian Tyson

Senior Sun Editor Interviews to fill the Grand Turk Magistrate’s Court chair left vacant by New Zealander Kally Cheema began this week, The Sun understands. Cheema left the job in December last year, forcing postponements and, or relocation of a number of cases to Providenciales. However, over the past few weeks, the Governor’s Office has sought the services of noted attorneys Carlos Simons QC and Martin Green to alternate as acting magistrates. It is understood there as a been a backlog of cases on that island, which sometimes forced Chief Magistrate Clifton Warner to fly from Providenciales to deal with some of those matters. However, the majority of those were postponed, creating an even greater pile-up in matters. And with Warner having to sometimes leave Provo to deal the matters in the capital, cases in his neck of woods experience pile-up too, resulting in

Carlos Simons, QC the governor having to appoint Simons and Green as interim judges. Sources said several persons have applied for the job both locally and internationally, although

it is unclear as to how many expatriates’ entries were submitted. Simons and Green, it is understood, are to serve until a preferred magistrate has been selected. Beware of online and bank fraud scammers

Senior Sun Editor The Royal Turks and Caicos Islands Police Force is warning the general public not to give out banking information on the telephone or through the internet in the wake of criminals siphoning money from unsuspecting victims accounts. The SUN has been informed that at least one prominent law firm in the Turks and Caicos Islands nearly fell victim to this scam, when there was an attempt o move about halfmillion dollars from its bank account by international fraudsters. Commissioner of Police James Smith explained that the swindlers come with enticing offers, which most times appear too good to be true. The fraudsters’ preferred way of contact is true emails and telephone during which they ask for personal banking information such as account and, or pin number. When that information is provided, the crooks are able to gain access to their victims accounts, and on most occasions clean them out. The victims often realize that they have been hoodwinked, when they tried to access their accounts. Clifford Ashton, Superintendent of Police responsible for the Criminal Investigation Department (CID) is

Superintendent Ashton said that while there are not many reported cases in the TCI, it could mushroom. “I won’t say that they are frequent,

but you have one or two of them popping up. I think right now we have about two cases,” Ashton said. In the meantime, Commissioner of Police James Smith is advising the public that when someone makes such a generous offers, in most cases those proposals are not genuine. He said, too, that ardent financial institutions will not as for certain information over the phone and the internet, and so, when someone asked for your personal information through those channel, a red flag should go up. “The simple advice is that the banks will not ask you to disclose personal information, pin codes or anything on emails or on the phone, they won’t do that. If someone mentioned to you via email to invest in something that sounds too good to be true, then it’s too good to be true,” he said. He said that some individuals in the community are not technologically perceptive and could be exposed to swindling by the scammers. He therefore, called on family members to assist those individuals to guard against online hoaxer. “I think the advice is, do not give out personal information, particularly account numbers and pin codes through emails and telephone calls because the banks won’t do it,” Smith warned.

TCI is Caribbean’s fastest-growing tourist destination Out of all the Caribbean countries Turks and Caicos Islands was, by far, the most prolific of them in terms of visitor arrivals in 2014. The Turks and Caicos Tourist Board (TCTB) reported a growth in arrivals of 31.6 percent compared to the year 2013. Precise data shows that 971,838 tourists arrived by way of cruise-ship at the Grand Turk Cruise Center while 435,475 visitors landed at the Providenciales International Airport. The two figures put together make for a total of 1,407,313 travelers hosted by the Turks & Caicos in 2014. While the increase in visitor arrivals is very impressive and places the islands in front of the Caribbean pack in regards to growth (as confirmed by the Caribbean

Tourism Organisation), the number of tourists itself places Turks & Caicos in the middle as far as Caribbean destinations go. If in 2013 only 290,587 overnight visitors arrived at the Providenciales International Airport, 2014 recorded almost twice as much traffic with 435,475 tourists. The increase is only 0.1 percent short of a round 50. While the TCTB statistics reveal a 49.9 percent growth, the actual number of overnight visitors might as well score higher since the Turks & Caicos Tourist Board does not include private aircraft arrivals in their assessment and such arrivals were also more numerous than in 2013. The increase of overnight arrivals in the Caribbean is reported by the Caribbean Tourism Organisation

(CTO) to amount to 5.3 percent with 26.3 million travelers. The Turks & Caicos 49.9 increase is far above the whole region. Grenada, the second fastest growing destination in the CTO standings only managed 18.4 percent growth in 2014, so less than half. Officials from the Turks & Caicos tourism sector cite climate as a main factor in the increase. The unusual cold weather in the United States, coupled with the great accessibility of air travel and strong links in transportation all over North America, influenced many tourists to choose Turks & Caicos as the preferred warm destination. In regards to arrivals by way of cruise ship, Turks & Caicos ranked fourth out of 28 Caribbean

destinations in 2014 with an increase of 24.8 percent. It trails after Trinidad & Tobago, with a 30.1 percent growth, Belize with 42.6 percent and Martinique with the largest increase of them all, 71.3 percent. The number of cruise passengers that went through the Grand Turk Cruise Center in 2014 is 971,838, the largest the port has ever welcomed. The same year meant an increase of 32.9 percent in ship calls, from 2013’s 258 to 2014’s 343. According to the TCTB, the majority of visitors are U.S. citizens, counting for 80.7 percent of 2014’s overnight arrivals with 351,623 travelers and an increase of 51.8 percent. Canadians are responsible for 47,413 arrivals in the same year, registering a growth of 49.1 percent.

Power outage interrupts flight operations at Provo Airport The midmorning power outage caused from a vehicular accident in the Blue Hills area on Saturday (March 14, 2015) affected flight operations at the Providenciales International Airport, though moderately, according to the Turks and Caicos International Airports Authority (TCIAA). Fortis TCI explained that the power shutdown was the result of a broken utility pole and downed power lines caused from the traffic accident. The power outage, which occurred about 10:40, took place on what the TCIAA described as its busiest day for flight operations. It said that power interruption caused moderate flight delays at the aerodrome. It added that because of the outage, which lasted a little over two hours, the airport

back-up power system had to be switched on, to mitigate potential significant fallout. “The airport’s backup power supply ensured continued service to the critical areas including the provision of air navigation service, security screening of passengers and baggage, and the universal passenger check-in system,” the TCIAA said in a statement. It added: “Following the failure of main power, some airlines, Immigration and the Airport Authority suffered from telecommunication service interruption by service provider, LIME. Search continues for missing Grand Turk man By Todeline Defralien

There are still no clues as to the whereabouts of Grand Turk resident, Kevino Smith, also known, as Bah, who was reported missing on March 6th 2015. On Monday March 16th, police issued a missing persons notice for Smith after residents of the country’s capital

launched a massive search for the 25-year-old man but did not find him. The search for Smith throughout the island of Grand Turk also included Marine officers searching the waters just off the island, and also on some neighboring cays. Police said the search for Smith has expanded to cover the entire Turks & Caicos, and will now include the use

New Police Commissioner promises hands-on leadership style By Vivian Tyson

Senior Sun Editor New Commissioner of Police James Smith is urging his various divisional heads to hold their subordinates accountable for what they do, since he would be holding them to account. Speaking at a news conference on Wednesday, March 18, 2015, to release the annual crime statistics, the police commissioner said that while his leadership style is hands-on, he expects the department heads to lead in their area of expertise. “You will find that I am very hands-on, you will find me in communities, you will find me talking to important partnership people across private and government. When I say that I am very hands-on, I need to understand what the real causes of the problems are. “I was out on patrol looking at the some of the areas that are clearly a challenge for us, the police. I need to see what it is like for my officers to be there on a daily basis and look at the challenges that they are going to face,” Smith pointed out. He said that the reason he is relying on his department heads to get the work done, is that police could never be a one-man show, noting that implement strategy is a job for the Deputy Commissioner of Police, which in this case, falls under the purview of Rodney Adams. “I can set direction, I can set the strategy, but strategy is just that; it needs to be delivered by actions, and these are the people that will make sure that these actions are delivered and I hold them to account for that. You need to understand that setting

of strategy comes under the deputy’s portfolio. “It is very much led by me, it will be my interpretation of what needs to be done to keep these islands safe; to start tackling crime at its highest level, to get the numbers down, to get the detection of offenders up,” he said. Smith said that greater community policing, quicker response time, more frequent highway patrolling and to secure a greater number of convictions are just some of the areas he is looking to tackle. “All of that will come together as part of a strategic oversight from me and will be delivered by these individuals (heads of department),” he said. Local businessman Lee Ingham launches clothing brand By Brandy Laporte An ambitious and creative local designer and businessman has created a distinctive clothing line that he hopes to launch him into the international fashion arena. Lerone Ingham, better known as Lee Ingham, was born and raised in Grand Turk is the founder and owner of the local family owned and operated name brand ‘Konk Apparel’. Lee says that Konk TCI is actually his second brand. The name of his first clothing brand was ‘649ing Thread’ which was started in 2009 and was done in the honor of the late JAGS McCartney, the first Chief Minister of the Turks and Caicos Islands. This was a T-shirt brand that was done with a local flavor, which was the difference between 649ing Thread and Konk TCI. These designs went on, and included local sayings such as ‘Tareckly’, ‘Ta Noreth’, ‘Ta Southred’ etc. Ingham said that he believes that 649ing Thread was actually a good brand, but he decided to start off with Konk because he wanted to create something that had a much wider appeal. He not only wanted cater to the locals but to the international market as well. He got the idea from watching his nephew skateboard. “I think the Konk name was quite obvious because that is something that we as Turks and Caicos Islanders can relate to. So I actually took that and played with the logo. The logo is actually in its third design phase. Before, it was just a KONK, but to make it a little different I actually switched out the O and put the actual conch shell, and if you look at the conch shell it actually has the imprint of the map of the Turks and Caicos Island inside of the conch shell and that’s the main thing.” Ingham said he started business in late 2013 with some ideas and two designs. He did his first photo shoot with Renau from Spotlight Communications but did not think that it was going to be that successful. “I did the photo shoot and I thought let me just start a Facebook and Instagram page, and based on

the response I got from my social media page I was like, this could actually work,” he said. “So the main thing for me was to actually find a location. I spent hundreds of hours looking in the Grace Bay area trying to find a good

location. I actually always went into Blue (a store owned by Phillip Shearer) even before the whole Konk thing, and I realized that the style that they had was somewhat similar to my clothing brand because my clothing brand portrays an active life style similar to what you would have in the U.S, such as a Billabong and Hurley. It was like a no brainer. The only thing is that I was actually afraid to approach him (Shearer). “ “I was like, why would this guy actually give me a chance to come in his store to sell one or two shirts; because first of all, he doesn’t know

me and I don’t have any track record. So one day I said, you know what, I don’t have anything to lose. So I went to see him one afternoon. I went with my presentation folder, to show him the designs I had and my ideas and what I was doing. I said to him, ‘I just want a chance. Just give me a chance to put my items in store on consignment; that means for every item that is sold you get a percentage out of it. So they agreed to give me a chance so I think that that was the breaking on Konk and I think it really got on underway once I really got to push social media with daily updates and the use of proper hash tags,” Ingham continued. Ingham says that one of the best things that he did was hook up with Jason and Josh Okeye from Grand Turk who put a promotional video together for him. “The main thing is I love what I do,” Ingham said with a smile. “I love coming up with ideas. It’s nice to go out there and see somebody wearing something that you created. It’s awesome. Today this lady said ‘I liked your stuff on Facebook and I got two shirts, and I said ‘okay just Facebook me’, because whenever someone sends me a picture I automatically repost it because I love my followers,” he added Ingham said that he is always trying to improve and develop himself and his business. “When I first started I just wanted to do it locally but in my mind right now I want to take Konk regionally but the main objective is to take it internationally, because I see it has the potential. That’s why I made sure locally wise to register my business. I went overseas to get U.S to trade mark the Konk Apparel name.” Ingham said he was also getting a lot of responses from the international market and he is actually sending a lot of orders out to the U.S in states such as California and Texas, just to name a few. He has actually sent merchandise to Morocco. Right now he is working on his website Konk TCI and he is planning on doing his online sales to ship internationally. He is also focusing on having his own apparel store. And the best part about all of this is that everything that he has done so far is done out of his pocket which is why it means so much to him; proving that hard work pays off.

Police addressing public concerns By Todeline Defralien In recent times the Royal Turks and Caicos Islands Police Force has come under strong criticism from the general public. However, Superintendent Kenny Grant, the Divisional Commander for Providenciales, North Caicos and Middle Caicos, told journalists that police have listened to those concern and will be making some drastic changes. Speaking during a press conference at Police headquarters on Old Airport Road on Wednesday March 18th, Grant, said: “We had some challenges but again I would like to say we keenly listening to the concerns of the public and in so doing we’ve committed this year to enhancing the service that we provide to the communities in which we police. Some of the complaints that really stood out for us in the division for one, is of service and the other concern is our youths involved in crimes. To address this issue the division has embarked on a number

Superintendent Kenny Grant initiatives and we have revised our meeting frame work to include our front-line staff which we have already seen progress through these meetings. It has improved our communication process and has

enabled us to address concerns from the general public in a quick manner and give us an opportunity to be on top of our investigations.” Grant, who will be leaving for training at the FBI Academy in the USA in a few weeks, added: “We also have revised our patrol strategies and in doing that, we have now placed inspectors who will be in charge of a geographical area for example, patrol strategies will be divided in four zones, so there will be four different inspectors for four different zones and they will be a direct point of contact for those person in the community which lies in those zone areas and through this we hope to build a better relationship with the community and also give the community opportunities to help us in planning strategies to police those areas that they fall into. And so we are committing in doing this hopefully with this inspectors being assigned to these communities we will be able to have better results and a better relationship reduction in crime and even in our preventative measures”.

Police appealing for greater public support By Brandy Laporte Police in the Turks and Caicos Islands said one of the major challenges that they face in investigating complex crimes is public participation. This was stated by Clifford Ashton Superintendent responsible for Criminal Investigations Department, at a press conference held on March 18th 2015 about crime statistics. “Police cannot really solve crimes in isolation without public support,” Ashton said. “Persons would tell us bits of information, but are not willing to give a statement, so that is a major challenge because crime is solved on evidence and not what is believed, but what can be proved before the court of law and what is accepted as evidence, so these are some of the major challenges we have.” Ashton added that going forward, police will be looking to improve some of the legislation to enhance their investigative capabilities. “Going forward we understand that there is really a need for the police to bridge the gap between the police and the public on the kind of quality service we provide, and we are going to take steps to improve on those initiatives,” he added. Ashton said that patrols are basically the foundation of any police force because they are first responders.

“So we depend on patrol initiatives largely in terms of how they solve crimes and how you respond to reports,” he said. He said the police Force is looking at providing support and updates to witnesses and victims because sometimes there are vulnerable victims and witnesses who need the police support in terms of how they proceed with criminal investigations leading up to court cases and even after the court

cases are finished they plan on providing support to certain witnesses and victims. These are some of the issues that they are going to take on going forward. Having said that they are looking forward to providing a better service to the public so that they could have a better understanding of what to do and how they can help the police in solving a crime and make the Turks and Caicos a safe place.

Senior Sun Editor The Royal Turks and Caicos Islands Police Force said that it is pulling out all the stops to ensure that cruise ship tourists who visit that the country’s capital Grand Turk are not harassed especially on the beach. Commissioner of Police James Smith made the commitment while addressing a crime statistics news conference on Wednesday, March 18, 2015, at the Police Headquarters in Providenciales. In recent times, there have been complaints from cruise passengers of touts harassing them on the beach especially, by offering them illegal

drugs and alcohol, forcing Finance Minister Hon. Washington Misick, to reveal that Carnival had threatened to pull out if the practice was not addressed. Misick, who was making his ministerial address in the House of Assembly on Monday (November 17, 2014), hinted that the alternative to the Grand Turk Cruise Center for Carnival would be the US$65 million cruise center in Puerto Plata, Dominican Republic. The finance minister was quick to point out that government was in no way mooting the idea that the beach area that the Carnival guests normally bask be declare a no man’s land for local vendors, but was in fact

warning against industry threat by the harassers. The finance minister told the House at the time that a meeting was held with the citizens of Grand Turk last to sensitize, especially those making their living from tourism-related activities, the dangers that loom. However, it is understood that despite the warning, the practice, to some degree, continues. James said, however, that the matter is currently being addressed by the ground commander on Grand Turk. He said that the problem has been compounded by some vendors that have been given licensed to operate the entire stretch of the beach as opposed them being granted licenses to peddle their wares

at a designated section. “What I can tell you is the acting superintendent there is on the case. This is a multi-agency approach. There are some vendors on the beach that have licenses that give them largesse to operate right across the beach, that needs to be tightened up,” Smith said. We are dealing with the agencies involved and making sure that those people who have licenses operate in areas with the license to operate, and those who don’t will not be allowed to. We need to keep our finger on the pulse and make sure we constantly deal with what’s going on,” he said. He added: “ Other than that, I don’t think Grand Turk has a crime problem.”

New commissioner wants new police headquarters

Senior Sun Editor New Commissioner of Police James Smith is seriously looking into advancing plans for the construction of well-needed police headquarters on Providenciales. Commissioner Smith, who was addressing a news conference on Wednesday, March 18, 2015 at the current police Providenciales headquarters located along Old Airport Road,

revealed that he pitched the idea to the Dr. Rufus Ewing-led cabinet earlier that day, which told him that the money could be available for this fiscal year, but he would have to act fast on a proposal, since money is scarce. “I spoke with cabinet today, and they made it clear to me that if I want to do something and if I gave them a plan, the plan needs to be coherent; it needs to be costed; it needs to include all

the things that I would expect to have delivered to build a proper police headquarters and then deploy officers effectively,” Smith said. He said that cabinet emphasized that the proposal should be made within the fiscal cycle, preferably before the summer. “They also made it very clear that there is not a lot of money going around, and so, in order for me to bid for money, I have to do it in the fiscal cycle, it has

to be before June. So I have a window between now and probably June to come together and produce a plan for that,” Smith added. He pointed out that for the Royal Turks and Caicos Islands Police Force to realize the plan, a multi-agency approach would have to be taken, and should include the likes of 911, the immigration department and Road Safety. He said also that government would need to be part of the planning process.

“Part of that would be for the elected officials. It would be a challenge for some people in some areas, but I think we can demonstrate that by working together with immigration customs, the fire service, 911 and Road Safety,” he said. The idea of establishing a new police headquarters has been on the cards for more than 10 years. The police relocated from original headquarters on Old Airport Road after the Physical Planning

Department ruled some years ago that it was unsafe for occupancy. Colin Farquhar, James predecessor, triggered the relocation exercise to the Williams Plaza on Old Airport Road, shortly after he assumed the reins of the force about five years ago. About three years ago, the headquarters moved again to the former TCI Community College building owned by Keith Burant, next door to its former home.

Damian Wilson, an unemployed recently returned university student, has released a somewhat detailed proposal document entitled ‘Moving Forward: Thoughts on building a better Turks & Caicos’. ‘ Moving Forward’ is a comprehensive collection of thoughts on national issues plaguing the Turks & Caicos Islands. It is Damian’s vision what he believes a better TCI could be. It includes discussions on the local political culture, the constitution, the economy, healthcare and education, just to name a few. According to Damian, ‘Moving Forward’ is meant to be a document that hopefully gets people talking about important national issues and not shying away from hard discussions. “It isn’t a book or a guide but

merely a proposal of what I believe the people of this country could do to make the TCI a better place for all,” Damian said. “For far too long we’ve allowed only the elite in this country to shape the national agenda, while the rest of us hide and complain in our little corners, I’m sorry but I don’t want to be relegated to a corner anymore. The voices of young people aren’t being heard.” Mr. Wilson added: “God woke me up at 2am one night and told me that I should start writing my thoughts down if I was truly concerned about my country. I started off with only two concerns really; however, eight weeks later it has grown into what you see now. I simply wrote what God laid on my heart. Whether anyone agrees

‘High-speed chase’ suspect charged with dangerous driving only By Vivian Tyson

Senior Sun Editor Stevenson Morris, the man who was involved in a crash with two police vehicles last Thursday (March 12, 2015) along the Leeward Highway in Providenciales, from what the police described as a high-speed chase, said that he intends to fight the dangerous driving charge that cops slapped on him. The crash, which took place in the vicinity of Central Square and the Courtyard Plaza, wrote-off one police vehicle and dented another, also writing off Morris’s car. Morris appeared in court on Tuesday (March 17, 2015) and was granted bail in the sum of $2,000. His attorney Laura Maroof, told The SUN that while rumors swirled during the crash along the Leeward and thereafter that Morris was involved in a robbery and trying to elude the police, nothing of the sort took place. “The charges are just dangerous driving, and they made allegations against Mr. Morris that was vehemently disputed and we are going to put the other side of the story when

Morris was before the magistrate’s Court charged just with dangerous driving and no other charges, and the police have confirmed that despite the rumours around. In fact, there was no robbery whatsoever. This is just an incident where there was a crash between the car that Mr. Morris was driving and some police vehicles. And how that happened and

the details of that will be decided by the court at the trial,” Maroof said. Maroof said that although she was elated that Morris is out on bail, believe that he could have been out long before that time, saying also that she was not pleased with the way his custodians treated him. “He is out on bail. Unfortunately, he has been at the police station since Thursday without clothing, and he has various injuries which were

caused during the time of the incident last week, and he has got stitches in his head, so he has to return to the hospital today (March 17, 2015) to get those looked at,” Maroof said. She noted also that her client was holed up in custody without clothing, garbed only in a sheet that police gave to him. “The difficulty was that the keys to his house were in the police’s possession, so there were some difficulty in getting those, and so, it was unfortunate that he ended up being there until this morning without a shirt, and just with a sheet that was provided by the police,” she said. It is not clear what has happened to Timothy Pierre, the other man who was with travelling with Morris at the time of the confrontation with the police. “He was taken to another police station, and we have no information of what happened to him,” Maroof told The SUN. Maroof said that a family member posted Morris’ bond. Colin Mason from the office of the Director of Public Prosecution (DPP) prosecuted the case. The trial date is set for June 3, 2015.

Visitor complains about taxi service in Providenciales I have just returned from my 8th trip to Providenciales and all have been wonderful experiences; so much so that we brought our children on the recent trip. I have been a big supporter of the Turks for many years now. I

On our last visit to Provo, we were very disappointed with the taxi service we hired to bring us to the hotel. There were no fees posted in the taxi or signs indicating the extreme cost. The taxi service, who was also very rude, charged us $84 to travel to our resort. That was for a family of four in a shared van that amounted to sharing a bus, because of the required stops to drop off other passengers. No discount for sharing the cab either! The frustrating part is that they also charged about the same per person rate to two other passengers dropped off on the way to our resort. I have travelled extensively and I have never experienced this type of outrageous charge for a taxi service. The per-person charge is not something that I have ever experienced (aside from provo). This is my first and only experience of gouging in Providenciales! I have been promoting Providenciales for many years and I am very disappointed

The rates should also be posted inside the cab and at the taxi stands throughout the island and especially at the airport. The alternative would be for a meter in each cab.

The Turks and Caicos Islands newest casino, Caicos Royale, will officially open on March 28th. New Study Highlights Major Tsunami Risk in Caribbean The global catastrophe risk management firm, RMS, has released a global tsunami risk study that identifies more than 20 subduction zones worldwide, including some in the Caribbean, capable of generating a giant earthquake and tsunami. According to the study, a number of coastal populations, industrial clusters, ports and vacation resorts are at risk from this underestimated tsunami threat. To conduct the study, RMS said it examined all subduction zones worldwide capable of producing magnitude 9.0 earthquakes, including those considered dormant or inactive. “While the Cyprus Arc subduction zone and Puerto Rico Trench, among others, are dormant, RMS analysis reveals they are capable of generating tsunami waves similar in scale to those produced along the Japan Trench in 2011, and with it unprecedented devastation,” said Dr Robert MuirWood, chief research officer at RMS. “Future mega-tsunamis should no longer be considered black swan events, as we now know where these events can occur,” he added. “While these events have very low occurrence rates, communities and businesses on the coastlines at frontline risk of these events should assess the risk accordingly.” The study shows a tsunami generated on the Puerto Rico Trench could inundate popular tourist resorts in the Dominican Republic and in the British and US Virgin Islands with waves up to nine metres. The same tsunami could also flood coastlines along western and northern Puerto Rico, including areas of San Juan. “Many people are completely unaware they live in direct range of a potentially catastrophic tsunami,” said Muir-Wood. “As we saw four years ago with the Tohoku event (in Japan), mega-tsunami events can devastate local communities and have far-reaching impacts on global supply chains.”

Cayman Islands population largest ever

Last year the population of the Cayman Islands swelled to the largest number in its history, according to figures released in a labor survey by the government’s Economics and Statistics Office. According to the Caymanian Compass, the population estimate of 58,238 for 2014 as reported by the statistics office eclipsed the previous high of 57,009 recorded in 2008. The population estimates are based on a survey sample size of about 1,400 island residents. Since late 2008, population estimates in Cayman declined in the wake of the international financial crisis which, in part, led to fewer jobs and a drop in work permits held by nonCaymanian employees. Since 2010, the population had hovered around 55,000 prior to last year’s estimated increase of more than 2,500 people in the islands. According to the statistics office, the population increase was mainly fueled by nonCaymanians - about an 8 percent increase between 2013 and 2014. There were about 1,800 more nonCaymanians living in the islands last year than in 2013. The Caymanian population also increased, but by just 2 percent, from 32,798 in 2013 to 33,447 last year. Four of the five districts on Grand Cayman noted a population increase during 2014. Only East End had a decrease in the number of residents. The largest increase among

CARPHA said that statistics show that at least one in every five children carry unhealthy weights and risk developing non-communicable diseases (NCDs), like diabetes and cardiovascular diseases, later in life. It said this will result in higher lifetime health costs for the individual and the state. “Although our region is not facing a unique public health challenge, it has the unenviable distinction of having rates of prevalence that are close to or above the global average,” CARPHA said, noting that it is for this reason it brought together a regional task force to develop a plan of action to address childhood obesity and provide a comprehensive public health response. “We have set ourselves an ambitious goal, to halt and reverse a rise in child and adolescent obesity in the Caribbean by 2025,” said CARPHA executive director, Dr. C. James Hospedales. “To achieve this, we will focus on technical cooperation with our member states to support the implementation of specific measures, paying attention to reducing obesogenic environments.” CARPHA said that following its executive board meeting in Dominica last week, it has presented its 2014 – 2019 Plan of Action for Promoting Healthy Weights in the Caribbean: Prevention and Control of Childhood Obesity to the Ministry of Health in Dominica. Rousseff announced the measures the same day a poll showed that her approval rating had plummeted to a new low. Among the measures Rousseff announced were the criminalization of slush funds used to finance election

campaigns, the seizure of assets of people found guilty of corruption, and the requirement that government officials have no record of crimes. “This is a decisive step to expand the government’s capacity and power to prevent and combat corruption and impunity,” Rousseff said. Sunday’s protest marches were sparked by anger over a sprawling corruption case involving Petrobras, Brazil’s state-owned oil company. Federal prosecutors say they’ve uncovered Brazil’s biggest graft case yet in a kickback scheme at Petrobras, with at least $800 million in bribes paid by construction and engineering firms to politically appointed former executives at the oil company, all in exchange for winning inflated contracts. Investigators say some of the money was funneled back to the

campaign coffers of the Workers’ Party and its allies. Dozens of congress members and some former executive branch officials, including two former chiefs of staff to Rousseff, are under investigation. The president, who served as chairwoman of Petrobras’ board during several years when the graft occurred, is not implicated. In the Datafohla poll, 62 percent of respondents said Rousseff ’s government was “bad” or “terrible,” compared with 44 percent a month ago. Authorities probe threats against Caroline Kennedy in Japan WASHINGTON - American and Japanese authorities are working to ensure the safety of U.S. personnel in Japan after media reports of death threats against U.S. Ambassador Caroline Kennedy and another American diplomat, the U.S. State Department said on Wednesday. The U.S. Embassy in Tokyo received the threats by telephone last month, with several phone calls made by an English-speaking man, the Yomiuri Shimbun newspaper reported, citing a Tokyo police official. The threats also targeted the U.S. consul general in Okinawa, Alfred Magleby, according to Yomiuri and other Japanese and U.S. media reports. Okinawa island is known in Japan as host to the bulk of U.S. service personnel stationed in the country. State Department spokeswoman Jen Psaki did not confirm any specific

Hertz slammed by customers for installing cameras in their cars Car rental company Hertz has been slammed by customers for putting cameras inside their vehicles. The controversial device was installed as part of the in-car navigation system and guide, NeverLost 6 app, which was introduced in 2014. Drivers fear the lens is a breach of their privacy, but the firm insist they do not work and have no plans to turn them on. They also state they do not have the bandwidth capabilities to support video streaming. The cameras were added so drivers could interact with a member of the customer services team during an emergency or when stationary. To start a conversation, the motorist or a passenger would have been able to turn on the camera themselves - but because of technical difficulties the feature hasn’t been integrated into the

Hertz installed the cameras as part of the in-car NeverLost app in 2014 system. Rich Broome, a spokesman for Hertz, told the Daily Mail Online it would have been completely customer activated and could not have been turned on remotely. He added that there is ‘nothing behind the lens’ and there is no timetable to connect the device. However some drivers who regularly rent from Hertz have still expressed their

concern at the camera’s presence. One customer wrote on the forum Flyertalk: ‘I am a regular renter from Hertz (President’s Circle). This week after the usual excessive wait for the Hertz airport shuttle, I got into a rental car at O’Hare airport. ‘I immediately noticed the new NeverLost and I was completely shocked to see a camera built into the

device looking at me. The system can’t be turned off from what could tell. Further investigation revealed that the camera can see the entire inside of the car. ‘I know rental car companies have been tracking the speed and movements of their vehicles for years but putting a camera inside the cabin of the vehicle is taking their need for information a little too far. ‘I find this to be completely unacceptable In fact, if I get another car from Hertz with a camera in it, I will move our business from Hertz completely. I influence car rentals of many others and I don’t think anyone would want to be on camera while they are driving around or sitting at a red light. ‘Given what Hertz has invested in this system, I wonder how much consumer pressure will make them to pull the plug on this. and they will no longer have me as a customer.’ The company told a Twitter user who criticized the use of the lens: ‘The camera in the NeverLost device was never activated as we do not have adequate bandwidth capabilities to the car to support streaming video at this time.’ Mr Broome added that if any customer has any concerns with the device, they can simply switch to another car. Only 20 per cent of the cars have a camera inside. It is not the first time in-car recording technology has caused a stir. Last year Chevrolette released a new Corvette with a ‘nanny cam’ inside - aimed at keeping an eye on suspicious valets. Republicans seek State Department documents on Clinton emails

WASHINGTON - U.S. Republicans on Tuesday asked the State Department to hand over numerous documents related to Hillary Clinton’s use of private email while she was secretary of state. Clinton, a likely Democratic presidential contender and Republicans’ top target in the runup to the 2016 election, has come under scrutiny for using a personal email address to conduct government business, as well as a private computer server to store that correspondence. Clinton has said she gave copies of all her work-related emails to the State Department. But the Republican National Committee is keeping up the pressure on her, submitting two Freedom of Information Act requests related to her email use. The Republicans seek “records related to the configuration, vetting and/or encryption” of Clinton’s BlackBerry and copies of any “separation statements” signed by Clinton and her top aides. Officials leaving government use these statements to vow they have surrendered classified and unclassified documents related to federal business. The statement outlines criminal penalties for “falsifying or concealing” any relevant material. There is no record of Clinton having signed such a statement, State Department spokeswoman Jen Psaki said on Tuesday. She said Clinton’s predecessors Colin Powell and Condoleezza Rice also

had not signed separation statements. Earlier, Republican National Committee Chairman Reince Priebus said Clinton’s handling of her government emails violated the spirit of these agreements. “The RNC intends to learn whether Clinton violated State Department guidelines in not signing the statement, or if she signed it making a false statement, and as a result, violated the law,” Priebus said in a statement. Clinton’s office last week said she sent and received 62,320 emails during four years at the State Department. After a review, 30,490 official emails were handed over and 31,830 were withheld as personal records. Republicans say that review was not enough. They want Clinton to hand over her entire email server so someone unaffiliated with Clinton can verify that she turned over all documents related to her work at the State Department. Apple in talks to launch online TV service

Apple Inc’s much-hinted-at TV service may soon become a reality as the iPhone maker is in talks with programmers to offer a slimmed-down bundle of TV networks this fall, the Wall Street Journal reported, citing people familiar with the matter. The service would have about 25 channels, anchored by broadcasters such as ABC, CBS and Fox, and be available across all devices powered by Apple’s iOS operating system, including iPhones, iPads and Apple TV set-top boxes, the newspaper said. Apple has been talking to Walt Disney Co (DIS.N), CBS Corp (CBS.N), and Twenty-First Century Fox Inc (FOXA.O) and other media companies to offer a “skinny” bundle with well-

known channels like CBS, ESPN and FX, leaving out the many smaller networks in the standard cable TV package, the Journal said. Apple, which is aiming to price the new service at about $30 to $40 a month, plans to announce the service in June and launch it in September, the newspaper said. Apple spokesman Tom Neumayr said the company does not comment on rumor and speculation. Fox and CBS declined to comment. Several media companies are considering joining streaming-only services, or launching their own like HBO and CBS, to attract young people who do not subscribe to traditional pay TV packages. But programmers

also fear the packages could become so popular that they undercut current, more profitable deals with cable companies. The 1.39 billion-member social network updated its “community standards” late Sunday, providing specific examples of content prohibited under its general rules against direct threats, hate speech and criminal activity. While Facebook has long forbidden groups it deems to be terrorist organizations from posting content on its service, the company specified that it will remove content that expresses support for such groups or praises their leaders.

Facebook also made clear that images “shared in revenge or without permission,” often referred to as “revenge porn,” are forbidden. But photos of women breastfeeding, post-mastectomy scarring and images of paintings and sculptures with nude figures are permissible. The clarification comes as social media companies such as Facebook and Twitter Inc grapple with self-regulating technology that is as easily used for harassment and online bullying as it is for sharing sports videos and news articles. “Having a voice is not some absolute state. It’s not the case that you either have a voice or you don’t,” Facebook Chief Executive Mark Zuckerberg said in a post on his Facebook page on Sunday. Zuckerberg said Facebook was

Apple Watch not on shopping list for 69 percent of Americans

Apple Inc’s new smartwatch may be a tough sell, with 69 percent of Americans indicating they are not interested in buying the gadget, according to a Reuters/Ipsos poll. However, the survey also showed limited awareness of the watch. The poll was taken after Apple Chief Executive Tim Cook rolled out the product on Monday, and only about half of respondents said they had heard news of the timepiece in the last few days. Also, in an encouraging sign for Apple, roughly 13 percent of survey respondents who did not own an iPhone said that they would consider buying one in order to buy an Apple Watch, which needs an iPhone to work fully. Apple overcame skepticism about the iPad and iPod when they first debuted, but the survey suggests that the world’s largest technology company has work to do to make the watch ubiquitous. The new watch, a test of Cook’s leadership, is the company’s first new product in five years, and it hits stores on April 24. It allows users to check email, listen to music and make phone calls

Microsoft to offer biometric sign-in Facebook to allow users to send for Windows 10 money to friends through Messenger

Microsoft Corp will introduce an automatic biometric sign-in option with its Windows 10 operating system due out later this year, the first time it has offered such a service widely across devices. The feature, called Windows Hello, means users will be able to scan their face, iris or fingerprint to verify identity and access Windows phones, laptops and personal computers. Microsoft, which announced the feature on Tuesday, said users’ biometric data would be stored locally on the device and kept anonymous to make sure personal data is safe from

hackers.

Windows Hello will only be available on new devices that are capable of running the new feature. Chip-maker Intel Corp said all machines incorporating its RealSense F200 sensor will run Windows Hello. The feature is the latest effort from Microsoft to make its products more amenable to natural interaction with users, following its Kinect motion sensor for the Xbox game console and its Cortana personal assistant on Windows phones, a rival to Apple Inc’s Siri.
