SIPT SLAMMED PAYBACK FESTIVAL DELIVERS

The tiny sleepy island of Salt Cay, home to approximately 60 residents, was the place to be on Saturday, May 9, 2015, where the second annual Payback Festival was held. The event was staged to foster community pride in one of the Turks and Caicos most historical locations. The event brought together an impressive fusion of music, food, culture, history, and an intermingling among Salt Cay residents, community leaders, and attendees from sister islands including Grand Turk and Providenciales. The event promoted the local vendors and encouraged the crowd to support the local business selling conch fritters, conch soup, beef stew and many more. There were also excellent performances from the V6 Band, Elroy Simmons, Quinton Dean, Keno and Kazz, Prime DJ’s, DJ Doubletake, DJ Shakes and Duce Ripsaw. T

he Helen Garlick-led Special Investigation and Prosecution Team (SIPT) has been strongly criticised for placing defendants in the controversial corruption cases in the Turks and Caicos Islands at a disadvantage by increasing the amount of evidence but refusing to help facilitate or justify more

payment for defence lawyers to handle the cases. The criticism of Garlick and her team, which includes lead prosecutor Andrew Mitchell, QC, comes shortly after the Privy Council, the United Kingdom’s highest court, dismissed an appeal about the independence or impartiality of trial judge Mr.

Justice Paul Harrison because he lacks security of tenure, due to the short period of his appointment. Mr. Justice Harrison is a highly-respected and experienced Jamaican judge and former President of that country’s Court of Appeal, who was selected to try the corruption trial and ruled

that he alone will try the case instead of a jury. Former Premier Michael Misick, who issued the press release on behalf of certain other defendants in the upcoming case, said he believed that the system is rigged against them. “The British Privy Council has dismissed our appeal which was brought to ensure that there is judicial independence in the Turks and Caicos Islands as there is in mainland Britain. They have also dismissed our appeal to ensure that we are able to have a fair trial as is the case in Britain; that is, a jury trial. What these two decisions revealed is that the British judicial system is rigged against us from top down. The same system that is responsible for the appointment of judges

in Turks and Caicos Islands is also responsible for the appointment of judges at the Privy Council,” Misick said. The Judicial Committee of the Privy Council originated as the highest court of civil and criminal appeal for the British Empire. An independent body, it now fulfils the same purpose for many current and former Commonwealth countries, as well as the United Kingdom’s overseas territories, crown dependencies, and military sovereign base areas. In further reaction to the Privy Council ruling, Misick added: “Ranks were closed to protect the establishment.

This case involves a number of citizens and former ministers of the Turks and Caicos Islands (“TCI”), who are charged with corruption and other offences in the TCI,

following an investigation subsequent to a Commission of Inquiry led by Sir Robin Auld. The appellants challenge the impartiality and independence of Justice Paul Harrison, a former President of the Court of Appeal of Jamaica, who was appointed to hear their case. The appellants argue that Justice Harrison is not independent or impartial because he lacks security of tenure, due to the short period of his appointment. Harrison J was appointed as a judge by the Governor, on the advice of the Judicial Services Commission, during the Interim Administration of the TCI. The appellants also appeal a decision made by Justice Harrison granting a prosecution application that the case be heard without a jury. They contend that the criminal standard of proof applies to the application, and that Justice Harrison (and the Court of Appeal) wrongly failed to apply that standard. The justices in the case were: Lord Neuberger, Lady Hale, Lord Mance, Lord Kerr, Lord Reed, Lord Hughes, Lord Toulson.

IMF urges FSC to watch out for troubled banks The international Monetary Fund his charging the Financial Services Commission to be hawkish on local financial institution so that depositors do not relive TCI Bank and the British Atlantic Financial Service nightmares. The IMF issued the warning through its report done on the financial conditions of the Turks and Caicos following its April 14 to 27, 2015 visit. The international funding agency said that while the TCI financial sector is showing signs of recovery from the 2008 global economic collapse, it is still on shaky grounds. It said one of the peg backs of the banks’ progress is the high level of Non Performing Loans (NPL) ratios and their general credit growth remains in the red. It said though that the high levels of capital being injected into the TCI should be able to cushion them from shocks. “The financial system is been gradually recovering from the 2008 economic crisis. Banks continue to show high levels of Non Performing Loan (NPL) ratios and credit growth remains negative. But high levels of capital buffers should help them withstanding a range of adverse shocks,” the IMF said in a news release. It said that the FSC should ensure that, among other things, quality of asset and liquidity of the institutions. “While the economy is recovering, the FSC should remain vigilant and monitor asset quality and liquidity

conditions, and ensure the capital buffers remain,” the IMF further noted. It said that the domestic insurance sector is small and do not appear to pose systemic risks. The offshore insurance sector has little link to the domestic financial system. It said though that small depositors and policyholders suffered substantially from a lack of standard safety net tools, including deposit insurance. “The territory does not have lender of last resort (namely, a central bank) or a deposit insurance scheme (DIS). Without government support, small depositors of a systemically important indigenous bank, failed in 2010, lost significant amount. Policyholders of a failed local insurance company (originally a branch of failed Trinidadand-Tobago-based CL Financial) are expected to lose a considerable sum as well,” the agency said. It said that at this time, the local government is not ready to introduce a deposit insurance scheme, saying that such a scheme can function properly when its two preconditions - a strong supervisory framework and a special resolution regime for banks that are not viable – are met. “While progress has been made in the first area, more needs to be done in the second area. More specifically, enhance regulation and supervision. The FSC has made notable progress since the previous IMF assessment in 2003 and now has better governance, ample financial resources, and supervisory power.

“Nonetheless, there remains a need for modernizing key legislations urgently, strengthening the Board’s oversight, filling key senior management positions, implementing supervisory guidelines, and more intrusively examining the nature of risks. “Introduce a Special Bank Resolution Regime; such a regime empowers the FSC to directly take a whole array of actions to deal with non-viable banks before they become insolvent. It includes power to remove and replace senior managers, restructure or wind down the bank, establishing a bridge bank, and transfer the bank’s assets and liabilities. “Nonetheless, there are other tools that can protect small depositors and policyholders, and these should be introduced urgently.” The IMF urged that when an institution is liquidated, preference be provided for smaller depositors and policyholders before considering better-off creditors. “The Company Ordinance should be modified to pay out small depositors and insurance policyholders ahead of larger and wealthier creditors when a financial institution is liquidated. “ For banks, create a Special Purpose Reserve Fund that holds a portion of total customer deposits in high quality liquid assets, earmarked exclusively for protecting small depositors in case of a failure of the particular bank. For insurers, the new draft domestic Insurance Ordinance

will require setting up a statutory segregated trust in TCI, which is dedicated to pay out policyholder claims,” the IMF noted. It said that coordination with various stakeholders is important for the FSC, adding that the TCI should create a Financial Stability Committee, including the representatives from the Governor’s office, the Ministry of Finance, and the FSC, to ensure what it described as interagency coordination in both regular and crisis periods. The international money lending agency argued that since TCI’s financial system is dominated by foreign-owned institutions, there should be adequate cross-border collaboration with relevant supervisors. Communication and consultation with the industry need to be formalized to facilitate dialogues. The IMF mission to the TCI, headed by Hiroko Oura, was to conduct a financial stability assessment under the IMF’s Financial Sector Assessment Program (FSAP). The group met with His Excellency Governor Peter Beckingham; the FSC’s Managing Director Kevin Higgins, Minister of Finance, Trade, and Investment Hon. Washington Misick; Chief Financial Officer Stephen Turnbull; Permanent Secretary for Finance Sonia Thomas-Been; senior officials from the FSC and other agencies, as well as representatives of financial institutions and professional bodies.

For persons recruited from outside of the Turks and Islands, a two (2) year contract extendable on mutual agreement to three (3) years is offered. Government outlines financial year performance

The Turks and Caicos Islands (TCI) government generated a US$77.3m operating surplus for the financial year ending 31 March 2015. The surplus further consolidates the Islands’ position as one of the strongest economies in the Caribbean region, with a 16% increase in recurrent revenue for the year to $246.5m. The performance was built on record breaking visitor numbers to the TCI, and improved tax collection by both the Customs and the Revenue Control Unit. Import duty was the single largest source of government income accounting for $61.6m of its revenue. Hotel and tourism tax contributed $51.8m; Customs Processing Fees $28.6m; Stamp Duty $25.8m; work permits and residency fees $17.6m; fuel tax $8.6m. Government recurrent expenditure was also controlled at $161.9m, 7% below the projected spend for the period. In recognition of the 2014-15 underspend, $6m has been carried over to the new financial year to be spent mainly on infrastructure projects.

“We will continue to work hard to build sustainable sources of revenue, generate surpluses, maintain public spending and reduce our debts.” The TCI is in discussions with a number of financial institutions as it prepares to refinance a UKguaranteed $170m bond when it matures in February 2016. The TCI intends to issue invitations to tender

for this requirement in the autumn of 2015. It is the TCI’s intention to use the $110m already held in reserve in the Sinking Fund, plus an additional contribution from the first half this financial year 2015-16 to repay most of the bond, with the balance being covered by new bank debt or a bond issue.

That is why on its visit to Panama recently to pitch the local tourism offering, also took time out to visit a number of medical facilities and to get a load of their cost and service delivery. And according to Premier Hon. Dr. Rufus Ewing, who led the delegation, they were sold on most of the facility that they saw and the cost associated with them. RBC Royal Bank committed to TCI despite tax probe in The Bahamas RBC Royal Bank says it remains committed to the Turks and Caicos Islands, although its wealth-management subsidiary in the Bahamas is caught up in tax fraud and money-laundering allegations involving billionaire international art dealer Guy Wildenstein. French prosecutor Franck Charon confirmed on Monday that France’s tax-evasion watchdog – Parquet national financer – has recommended to an investigating judge that RBC Trust Company (Bahamas) Ltd. be charged with participating in tax fraud and money laundering activities by Mr. Wildenstein and other family members and advisers. A second offshore tax haven, Northern Trust in the Guernsey Islands, has also been named in the proceedings. The prosecutor alleges that RBC Trust Co. held in trust part of the

inheritance from the estate of Mr. Wildenstein’s father Daniel, who died in 2001. Guy Wildenstein’s lawyers have posted a 10-million bond with a French court in connection with allegations he failed to pay hundreds of millions of dollars in inheritance taxes due on his father’s estate and laundered the proceeds. No gunshot residue found on accused Jamrock shooters hands By Vivian Tyson

Senior Sun Editor An investigator in the Jamrock Night Club Sammy Been Plaza shooting on Airport Road on February 24, 2014, told the court that forensic results discovered no gunpowder residue on the hands of the three accused. Detective Calvin Garrick, a forensic specialist with the Royal Turks and Caicos Islands Police Force, who testified in the Supreme Court on Monday and Tuesday this past week, told the court under crossexaminations from defense attorneys that the results from the overseas lab, came back negative. Garrick told the court that he swabbed the hands of accused Chabo Capron and Obenson Williams, while someone else swabbed Blanchard Walkin’s hands, but the sample was given to him, which he sent to the overseas forensic lab. Michael Martinez of the forensic lab in Texas, USA, who testified via video link, also confirmed that no gunpowder residue was found on the men’s hands. Fellow CID officer Myron Cruickshank told the court that after the incident the police searched Capron’s home for possible gun or ammunition but came up emptyhanded. Cruickshank told the court that he interviewed Obenson Williams, who told him that he was at Jamrock Night Club his cousin after being dropped there by a stranger. He said Williams denied he was in a fight with another man, Clayton Morris, and that he had no gun and fired no weapon at the venue. Williams was shot in his left side and buttocks by the shooter. Cruickshank said Williams told him that he did not see Capron at the club. Williams’ statement, which was read by Cruickshank, said that as he was heading downstairs from the club, heard shots and saw people running. While he was running too, felt pains at his side and buttocks, and when he checked, realized that he was hit. He said he ran across the road onto the Airport Hotel property after which he asked a motorist to drop him at Cheshire Hall Medical Centre. Cruickshank, who also read Branchard Walkin’s statement in court, said he interviewed him, and he told him that he had prior run-ins with

Morris, who once brandished a gun and threatened to shoot him, but later told him he mistook for another man. Walkin, who said he did now own a gun or have one with him at the club, said that he was at the club hanging out with Capron and Williams. He said Capron and Morris later engaged in an argument. Walkin said he then slapped Morris in the face. He said that after Morris brandished a gun, he and Capron backed off. However, he said Williams approached Morris from behind and grabbed him and a struggled ensued. He said both men fell to the ground at which point explosions were heard and Williams shouted that he was shot. He said that Williams was later helped into a vehicle which took him to the Cheshire Hall Medical Centre, after he left the scene. Cruickshank told the court that Walkin voluntarily went to the police station to give a statement and to have his hands swabbed for gunshot residue. Under cross-examination by defense attorney Laura Maroof, who is representing Capron, Cruickshank said that when the police searched Capron Five Cays home for guns and ammunition, took the clothes he wore to the club. Under cross-examination by Williams’ legal representative Oliver Smith, Cruickshank conceded that Clayton Morris is a known member of the Kew Town Boys gang and had had gun run-ins with the law. He also admitted that aside from slamming Morris to the ground, the police had no information to suggest that Williams fired any weapons. Acting Inspector of Police Andy Harry, the prosecution’s final witness, who spent Wednesday and Thursday on the stand, said a call received from 911 indicated that several persons were nursing gunshot wounds at the Cheshire Hall Medical Centre. He said that between 7:30 a.m. and 8 a.m., he went to the Sammy Been Plaza, where he found the entrance to the facility cordoned off with police tape. He said later that he day he went to the Cheshire Hall Medical Centre and saw Clayton Morris, who he knew previously. He said he also saw Obenson Williams and Evanson Capron, who were on beds. Harry said he did not talk to them because they were being tended to by medical personnel. Harry said that he later talked to

Inspector Nigel Gilkes of the Tactical Unit, who later led a team to Five Cays, and on his return, had another conversation with him. On Monday, February 25, 2014, Harry said that he saw Chabo Capron at the police headquarters on Old Airport Road and informed him that he was investigating the Sammy Been Plaza shooting and that he would be arresting him for suspicion of discharging a firearm. He said Capron denied the allegation, but said that he was willing to give a statement, which was later obtained in the presence of one of Capron’s acquaintances Jason Francis. Harry was asked by the prosecution to read Capron statement, and according to the statement, Capron said he went to the Sammy Been Plaza sometime after 12 midnight with his brother, and later some other men that he knew pulled up at the scene, including Branchard Walking, who was driving a Cadillac. He said that Obenson Williams later came to the location. According to Harry, Capron said that he and a group of men began to drink Hennessy from a bottle in the parking lot and when the bottle got empty, went upstairs to the Bar, where all the men who partook of the Hennessy, trumped up money to purchase another bottle. Capron said he later wandered to the upstairs corridor to speak with a female, when he saw a jeep drive onto the parking lot. He said the jeep left after about 15 minutes but returned sometime later. He said that the windows were tinted so he could not identify the occupants. He said the jeep parked on the lot near to the roadway, before Morris and two other unidentified occupants alighted. He said that he saw Morris take a gun from his waistband as he got out of the vehicle. He said also that the Blue Hills Boys were also at the spot, and as Morris walked towards them he brandished the gun but concealed it shortly after. Capron said that Morris then became agitated, at which time he (Capron) descended the stairs, confronted him and told him that it was not the time for such behaviour. He said at that moment Blanchard Walkin came out of nowhere and slapped Morris, who responded by brandishing his gun. He said immediately Williams turned up and grabbed Morris and both men fell to the ground in a struggle.

Capron said that he heard two explosions, and he then walked towards his vehicle and went home. Harry said that February 27, he had a conversation with Cruickshank regarding authority to search Capron’s home. He said that after the search, the police collected three bags of evidence. He said that after having another conversation with Sergeant David Wilson on February 28, 2014 at about midday, he went to Kew Town in the vicinity of Alice Been premises. Harry said that he alerted forensic specialist Constable Calvin Garrick of the CID to visit the spot. He said Garrick recovered two spent shells. He said the police party was met by Evans Capron who, led them to another area across the street to an unfinished wall structure where they saw what appeared to be bloodstains. He said Garrick collected samples from both scenes. Harry said that on March 6, 2014, at Old Airport Road, he, conducted an interview with Chabo Capron in the presence of his lawyer Ashwood Forbes and Constable Cruickshank. Harry said this time around, Capron refused to answer most of his questions and also refused to sign the document after the interview was conducted. He said that on March 7, 2014, Williams was arrested on suspicion of discharging a firearm and later that day Cruickshank charged him. The police arrested Walkin later that day in Five Cays on suspicion of firing a gun. Harry said that Sunday, March 9, 2014, at Old Airport Road, he conducted an interview and Constable Cruickshank conducted an interview with Walkin, who refused to have a lawyer or a witness present. Harry said that on March 9, 2014, the police formally charged Capron for attempted murder on Evanson Capron. On March 10, Williams and Walkin were charged with attempted murder on Clayton Morris. Under cross examination by Chabo Caron’s attorney Laura Maroof, Harry said that Morris hand’s were also swabbed for gunpowder residue and returned positive. He was arrested on June 27, 2014 on suspicion of discharging a gun. Harry said that after the police informed Morris that his gunpowder residue swabbing had returned positive, he told them that the particles were transferred to his hands while he struggled to disarm Chabo Capron.

Dr. Rufus Ewing, while addressing a post cabinet news conference on Thursday (May 7, 2015), made the revelation. He said that cabinet has taken the decision to establish a taskforce to tackle the growing problem. “The non-compliance of persons operating businesses in various categories, both reserve and restricted categories seems to be very prevalent on the island of Grand Turk. So the government, have, in cabinet, made a request to the revenue commissioner to establish a taskforce to develop a strategy to increase compliance in this business licenses category of reserve and restricted that will start on the island of Grand Turk and extended throughout the islands,” the premier said. He told the news conference that the practice not only robs government of well-needed revenue but also undercuts legally established businesses. “We know that such operations not only deprive government the necessary revenue that persons are required to pay for business licenses

but also create unfair competition by non-Belongers against Belongers who operate businesses in those particular categories,” the premier said. The premier conceded that government is unaware of the prevalence of rogue business across the country, but once the taskforce starts its work, should be able to have an idea. “We don’t know how prevalent it is. We know anecdotally that there are a number of individuals who have been identified by community members, who have established businesses and who have been met with unfair competition from those individuals who we know do not have a legitimate business. Or they may have a business license for a reserve or restricted category and they did not meet the criteria for it. “So we would first of all establish the number of businesses, the nature of the businesses, whether or not they are in compliance with the business licenses regulations, and to have those individuals (streamlined),” he said. Premier Ewing said that customs and immigration ramification could also be brought into question when the crackdown begins, since there could be goods that came in under the radar, while undocumented individuals could also be employed by those business owners. “The taskforce is not only for business licenses but immigration and

Attending the event was Hon. Josephine Connelly and Hon. Amanda Missick. The night began with the Lord’s Prayer by Apostle Dezrene Robinson, followed by a sizzling hot performance, an opening Culture Act by Ou La La Dance Group with David Bowen. The saying for the evening was “The heart of a home is a mother, whose love is warm and true, and home has always been “sweet home” with a wonderful mother like you! Of all the special joys in life, the big ones and the small, a mother’s love and tenderness Is the greatest of them all”. The First speaker for the night was Mrs. Evelyn “Abby” Adams on the topic “My Mother”; second speaker the Hon. Sharlene Robinson (Leader of the Opposition) who spoke on “My Daughters” who had the audience laughing with the different jokes about her young kids and her journey to where she is now as the first female Leader of the Opposition Party. The Third Guest Speaker was Mrs. Adelphine Pitter who spoke on “My Sisters” and lastly the 4th Guest Speaker was Mrs. Stephanie Duncanson whose topic was “My Friends”. There were also gift presentations to the Deputy Speaker Hon. Josephine Connolly Mrs. Evelyne ‘Abby” Adams Ms. Karen Whitt and Mrs. Lillian Boyce. There were also presentations to special invited guests, Miss Turks & Caicos Universe Ms. Shanice Williams, Haitian Consulate in TCI – Ms. Margaret Lemaire and Miss Haiti Universe Ms. Christie Desir. The Abundant Life Ministries International held its 5th Annual Mothers Day Concert on Sunday, May 11, 2015, at its Leeward Highway, Providenciales Sanctuary, which saw 10 mothers from the across the Turks and Caicos Islands being honoured. The church, led by Bishop Coleta Williams and his wife Chiquita Williams, presented the mothers with plaques, gift baskets and flowers. Each also received a tiara and a sash. The event was also filled with praise, worship and entertainment ably led by funny man Shawn Malcolm and Minister Karen Bernabe. That’s the prognosis of Professor Brian Meeks, a noted political scientist at the University of the West Indies. “Frankly speaking, for us, little [will] change. I can’t conceive that there will be any possible permutations that will lead to great change in the UK foreign policy towards the Caribbean,” said Meeks. “On the face of it, I don’t think that there is going to be a dramatic change in UK policy towards the region.” Up to press time last night, Prime Minister David Cameron’s Conservative Party was projected to be within touching distance of forming a new government. An Associated Press exit poll said it had fared much better than expected in

the elections. Meeks predicted that broadly speaking, British policy will continue, which essentially has been one of one of benign neglect for the Caribbean, whether the Labour Party forms a coalition or the Conservative coalition returns in its present or modified form. But Jamaica’s High Commissioner to the UK, Aloun Assamba, asserted that Jamaica should take a keen interest in the polls. “The UK is a member of the Commonwealth, and in addition, we have bilateral relations with it. We also have thousands of Jamaicans living and working here,” said Assamba. She suggested that whichever party forms the next Government will determine policies for the next five years, which will impact on them as well as Jamaica’s relationship with the UK as a friendly nation. No penalty for Guantanamo nurse who refused to force-feed

MIAMI — A Navy nurse who refused to force feed prisoners on hunger strike at the U.S. base at Guantanamo Bay, Cuba, is no longer facing an administrative discharge over his protest, his lawyer said Wednesday. The commanding officer of Navy personnel rejected a commander’s recommendation that the nurse appear before a board of inquiry that could have resulted in his removal from the military after an 18-year career, attorney Ronald Meister said. Instead, the nurse, whose name has not been released, will be allowed to resume work. “He is extremely relieved,” Meister said in an interview. “He is anxious to get back to work and complete an honorable career.” The Navy confirmed the decision in a brief statement but provided no details. Meister said he was not told why the military declined to pursue

the matter. The nurse is assigned to the New England Naval Clinic, which has its headquarters in Newport, Rhode Island, and operates a network of clinics in the U.S. Northeast. Meister said the nurse, who previously served as an enlisted sailor on a submarine, volunteered for a six-month assignment at Guantanamo, where military personnel provide health care to the men who have been detained for suspected links to al-Qaida or the Taliban since January 2002. In July 2014, his assignment was cut short and he was sent home after he declined to take part in force feeding prisoners on hunger strike, citing his professional ethics. Hundreds of medical personnel have served at the detention center and officials have said he is the only one to refuse to participate in the procedure, though his ethical

objection has been backed by the American Nurses Association, Physicians for Human Rights and other groups. The lawyer says the nurse’s views on the matter evolved after seeing the procedure and have not waivered as the military weighed both criminal and administrative penalties against him. “He continues to believe that involuntary force feeding of competent adult patients is contrary to medical ethics,” Meister said. GEORGETOWN, Guyana — An opposition coalition challenging the governing party and the racial politics that have long dominated in Guyana said Tuesday it appeared to have won national elections, though official results had not been released. The leader of the Partnership for National UnityAlliance for Change told reporters the coalition’s own tabulation of publicly available results from nearly all polling stations gave it a substantial lead over the governing People’s Progressive Party. Technology revolutionizes voter registration for 2016 WASHINGTON — When President Barack Obama was first elected in 2008, only two states offered a website where citizens could register to vote. By the 2016 presidential election, it’s possible that a majority of states will offer that service, helping to cut down on errors resulting from bad handwriting and reducing time spent by voters in line on Election Day, according to data released Wednesday by the Pew Charitable Trusts. The nonpartisan public policy group says states have spent an average of $249,000 to build and implement new online voter registration systems. But states also are recouping costs because clerks don’t have to process paper registrations. Here’s a look at what’s changed since the last U.S. presidential election: Arizona and Washington were the only states that offered online voter registration in 2008. Now 20 states do, and seven others have passed or are considering laws that would authorize a new online registration system. Five states now allow citizens without a state identification or driver’s license to register to vote online: California, Delaware, Minnesota, Missouri, and Virginia. Several states are tweaking their registration sites with smartphones in mind, offering mobile friendly features. States are analyzing that data. Colorado, for example, notes the number of new registrations in a certain time period and updates to old ones. That can help states identify trends in voter registration. States are doing more to accommodate citizens who struggle with English or have disabilities. One example of those efforts is text-to-speech software for blind people. Online registration has changed dramatically since 2008, but the U.S. is likely a long way from letting people vote online because of security concerns. When the District of Columbia experimented with an online voting system in 2010, hackers broke in and changed votes to go to fictional characters.

Baltimore rioting damage estimate at $9 million

Damage from rioting in Baltimore over the death of a black man from injuries in police custody is estimated at $9 million, a U.S. government survey showed on Wednesday. The survey by the Small Business Administration found that more than 30 businesses and one home sustained major damage between April 25 and May 3 in unrest sparked by the death of Freddie Gray, 25. The survey also found 254 businesses and one home experienced minor damage. Damages to businesses totaled $8,927,000, and to homes $60,000, a Small Business Administration spokeswoman said. Maryland Senator Barbara Mikulski, in a letter on Tuesday also signed by fellow Maryland Democratic Senator Ben

Cardin and U.S. Democratic Representative Elijah Cummings, called on the Small Business Administration to help with the creation of disaster centers. Wednesday’s ruling, written by 2nd Circuit Judge Ralph Winter, said the injunction barred the Polo Association from using

the double-horseman mark and the word “polo” on its fragrances and beauty products, among other merchandise. Honda, Toyota and Nissan said the recalls were precautionary, and there were no reports of accidents or injuries. Asked about the latest recalls, a Takata spokesman said the company would continue to cooperate with the automakers. Takata Chief Financial Officer Yoichiro Nomura told analysts on Thursday that the company, which has boosted production to supply replacement inflators, had “no plans for now” to set aside more cash for the latest recalls, the spokesman added. SPORTS Brazils $900 million World Cup stadium is now being used as a parking lot

Brazil spent about $3 billion building 12 new or heavily refurbished stadiums for last year’s World Cup. Officials promised these taxpayerfunded venues would continue to generate revenue for years, hosting concerts, pro soccer games, and other events. But as Lourdes Garcia-Navarro at NPR reports, most stadiums are failing to generate much revenue at all. The most expensive one, in Brasilia, is most regularly used as a site for a municipal bus parking lot. One big problem is that several of the stadiums — including Brasilia’s 72,000-seat, $900 million venue — were built in cities where there are only minor league pro teams that don’t draw large crowds. This was done so World Cup games could be spread across the entire country, instead of just the southeast, where most of the top pro teams play. It’s as if we built gleaming new stadiums in Montana and Alaska for hosting a World Cup in the US. In Brazil, this plan has left some pretty useless, expensive facilities

The rainforest city of Manaus, for instance, is home to a $600 million stadium that was used for exactly four World Cup games. The pro team there currently plays in much smaller training centers, because it’d lose money if it tried to rent out the big stadium. Many cities have been selling the

stadiums to private companies that try to squeeze a bit of revenue out of them, but it’s not easy. In Natal, the NPR story reports, a company bought the stadium, but has made little money renting it out for children’s birthday parties and weddings, and the facility is now for sale once again. What makes all this even more infuriating is that in many of these cities, hundreds of thousands of people were displaced from neighborhoods that were torn down to make way for

these stadiums. And even though the World Cup was partly billed as a way to upgrade Brazil’s overall infrastructure, several of the big projects — such as light-rail systems in São Paulo, Cuiaba, and Fortaleza — still aren’t close to being finished. Of course, the most insane part about all this is that for Brazil, the World Cup was just a prelude to an even bigger waste of public money on sports: the 2016 Summer Olympics in Rio de Janeiro. Though a stadium renovated for the World Cup will be reused for the games, the country will still spend a projected $13.2 billion on other facilities and infrastructure, a number that’s likely to continue climbing as the games approach. There are economists who study the potential economic impact of these events on the cities that host them, and their findings are unequivocal: they don’t pay. As Victor Matheson, an economist at College of the Holy Cross, told my colleague Brad Plumer, “My basic takeaway for any city considering a bid for the Olympics is to run away like crazy.”

According to Harms, Andy Pazder, chief of operations for the PGA Tour, told the caddies: “You have no right to the bib.” Right now, the tour gives a $2,000 health-care stipend to caddies who work at least 15 tournaments a year, the same number of events golfers have to play to maintain tour membership.

Surfing event opens in Rio amid water pollution worries RIO DE JANEIRO (AP) — Many of the world’s top surfers were in Rio de Janeiro for a major surfing competition that kicked off Tuesday amid persistent worries about the city’s polluted waters. Kelly Slater of the United States and Brazilian star Gabriel Medina were among those competing at the Oi Rio Pro event, which is taking place through May 22 on Rio’s Barra da Tijuca beach. The Barra neighborhood is one of the main sites for competitions at next year’s Olympics. The surfing event’s main venue is near the spot where a raw sewagefilled lagoon empties into the Atlantic. The latest water quality report, issued Tuesday by the state environmental authority, said the area was inappropriate for swimming due to

the concentration of fecal coliforms. Rio has poor sewage treatment infrastructure, and much of the sewage from the city of 12 million people empties untreated into its lakes, rivers and beaches. Of the 32 water quality reports issued this year for Rio, only eight found water in the area appropriate for swimmers. Biologist and environmental activist Mario Moscatelli has warned that pollution could become particularly problematic during low tides at Barra da Tijuca, when the lagoon’s fetid waters spill out into the ocean. Winds could potentially push the sewage along the beach, contaminating the competition site, said Moscatelli, who has been flying over the area for years as part of an environmental

monitoring project. Recent photos taken by Moscatelli showed a brown stain spreading over much of Barra beach. The event’s organizer, the World Surf League, recently canceled a backup venue on the neighboring beach of Sao Conrado due to what the organization deemed “pollution issues.” In a statement emailed to The Associated Press last week, World Surf League spokesman Dave Prodan said the organization was “confident that our primary site at Postinho, Barra da Tijuca will deliver excellent conditions.” Water quality has become a hot-button issue ahead of the 2016 Olympics, with state and local authorities repeatedly acknowledging
