JETBLUE TO FLY BETWEEN TCI AND FORT LAUDERDALE
J
etBlue airlines will soon be flying between Providenciales and Fort Lauderdale, in a move that is likely to significantly reduce airfares between Turks and Caicos Islands and Florida. Officials from the airline said the new route is now subject to receipt of government operating authority and will go out for sale in the coming weeks. JetBlue intends to launch service between Fort Lauderdale-Hollywood and Turks and Caicos in November 2015. “The Caribbean is an important international market for us and the announced service from Turks and Caicos will help us to expand our reach in this region,” Fernando Harb, vice president tourism sales, Greater Fort Lauderdale Convention & Visitors Bureau. “I am delighted by JetBlue’s announcement of the intent to launch direct service from Fort Lauderdale to the Turks and Caicos Islands. This is a very critical and long awaited route for the Turks and Caicos Islands as the gateway to some
of the main cities where our diaspora have settled,” said Dr. The Honourable Rufus W. The 6th Annual Turks & Caicos “Race for the Conch” Eco-SeaSwim 2015: was held on Saturday July
4, 2015 at the Flamingo Café. This event saw almost 200 swimmers glide their way through the turquoise waters of Grace Bay competing for a conch trophy or just do their personal best. Swimmers as young as 6 and as old as 72 from US, Canada, Barbados, Brazil, Trinidad, and TCI challenged themselves in 2.4 miles, 1 mile, and 1/2 mile events. This was organized by Mr. Stubenberg and Ms Zimmermann. Gary Sangmeister from Pennsylvania took first place in the 2.4 mile Men’s Division in a time of 1 hr 1 min 19 sec, while Cathy Gainor from Maryland took the women’s top spot in a time of 1 hr 5 min 1 sec. Fifteen year old Nadja Martinovic from New York won the 1/2 mile in a time of 14 min 12 sec in the Women’s Divsion. Top male 1/2 mile swimmer was Matthew Cronan from Minnesota in a time of 15 min 9 sec. In the 1 mile Men’s Division, Eric Stull from Pennsylvania beat 3 time defending champion and local swim star Dan Redmond in a time of 24 min 16 sec, while Melanie Mahaney, also from Pennsylvania, won the Women’s Division in a time of 26 min 54 sec. The race this year drew in more than $300,000 in additional tourism revenue; Beneficiaries of the money raised by the charity swim race are Provo Children’s Home, TCI Swim Federation, and Reef Fund.

Marriott Jr. of Marriott International Inc. and Desarollos Hotelco TCI Developer Mr. Walter Stipa, met with members of the Turks and Caicos Islands Government this month when they flew in for an official courtesy visit. Present for the courtesy call were His Excellency Peter Beckingham, Governor of the Turks and Caicos Islands, Premier and Minister of Health, Agriculture and Human Services, Dr. The Hon. Rufus W. Ewing, and Cabinet Ministers, as well as representatives of the Office of the Premier, Ministry of Finance, Attorney General Chambers and the Investment Unit. Joining Mr. Marriott from the Caribbean and Latin American arm of Marriott International Inc. were the President Mr. Tim Sheldon, Ms. Brenda Durham Regional General Counsel and Ms. Catherine Leitner, Area Director of Public Relations for both the Ritz-Carlton Hotel Company and Marriott International Inc. Representing the Desarrollos Hotelco TCI Development were Mr. Walter Stipa along with his son Roberto and their wives, as well as Realtor/Broker Mr. Walter Gardiner of Regency-Christie’s International Real Estate and their legal representative, Mr. Owen Foley of Misick and Stanbrooke. The lunch meeting, which was held at the Office of the Premier in Providenciales, gave the developers of the recently announced Ritz-Carlton Hotel development for Providenciales an opportunity to introduce to the Turks and Caicos Islands Government the brand values of Marriott International Inc. and the Ritz-
Carlton Hotel Company. Mr. Marriott also took the time to share some of his success stories as a hotelier and stated that the success of his global lodging company that now carries 19 brands across 4,200 properties in 80 countries and territories world-wide is largely due to the people that they employ. Mr. Marriott said, “If you invest in your people and treat them right, they will treat your guests right.” The Marriott group currently employs some 365,000 employees across the headquarters, offices and lodging properties around the world. Governor Beckingham in welcoming the group to the islands reasserted the faith that he and the UK Government have in the local Government and also commended the Premier and Ministers on their ability
to stabilize the economy and restore investor confidence. His Excellency made known his pleasure particularly in the prudent financial management of the country’s finances by this Government and their ability to make tough decisions for the good of the people, as demonstrated over the past two and a half years. The Premier, in his remarks, highlighted the commonalities of the Turks and Caicos Islands Brand and that of the Marriott Brand, particularly the Ritz-Carlton’s as being that which bespeaks high-end luxury, which makes the newly announced hotel chain a perfect fit for the destination. Premier Ewing said, “We are excited to have the Ritz-Carlton Brand join the elite list of award winning brands within the Turks and Caicos Islands.”
The Premier further remarked that while the Turks and Caicos Islands has built its success as a prominent destination for the most affluent travelers on brands distinctive to the Country, as a Government and a people, they welcomed the addition of the highly acclaimed Ritz-Carlton brand to the select group of international brands that currently operate locally. Remarks were also made by the Deputy Premier and Minister of Education, Youth, Sports and Library Services, Hon. Akierra Missick, who congratulated the Marriott group on their support of education, investment in youth development and building capacity in the countries in which they operate and welcomed the opportunity for further discussions on possible benefits to the youth of the Turks and Caicos Islands. Charges against Athenee Harvey were a waste of public resources, says Ariel Misick
The charges against Athenee Harvey, Permanent Secretary in the Ministry of Finance, andd the subsequent pursuit of criminal proceedings were “a waste of public resources and have put Ms. Harvey to unnecessary expense”, her lawyer Queen’s Counsel Ariel Misick said. The prominent Queen’s Counsel who, along with his son Jahmal Misick, represented Harvey, also said the Ministry of Finance was deprived of the services of a senior public officer for a considerable period of time. “It was appropriate for the DPP to discontinue the criminal proceedings,” the QC said in a statement. “She is pleased that the office of the Director of Public Prosecutions (DPP) has decided not to pursue the criminal action commenced against her in November, 2014.” On Monday July 6th, in hearing before Chief Justice Margaret Ramsay-Hale, the charges against Harvey were formally dropped. Misick said much of the information published in various news media has been inaccurate, noting that Harvey was not charged with evading Customs duties. He said she was actually charged with one count of allowing herself to be put in the position where her personal interest conflicted with her public duties as P.S in the Ministry of Finance and two counts of delaying the Collector of Customs and another officer in the performance of their duties, with a view to obtaining a

benefit for her and others. “The charges brought by the Integrity Commission were legally and factually flawed from the outset and were based on a number of false premises,” Misick stated. “The first false premise was that Carnival Dock was not a port of entry and that Ms. Harvey and her family had no right to offload their baggage at the Carnival Dock. Carnival Dock is a licensed dock under the Docks Ordinance and is an authorised port of entry for passengers and goods. The second false premise was that the baggage which accompanied Ms. Harvey and her family were cargo. This is incorrect. Passenger accompanying baggage is defined in the Customs Ordinance as property carried for a passenger on a vessel or aircraft, whether in his personal possession or not but does not
include any article intended for sale or commercial use. It is not alleged that the contents of the baggage were for sale or commercial use. It was alleged that Carnival Dock was not a port of entry for passengers and therefore the baggage had to be treated as cargo.” He added: “The third premise was that Ms. Harvey was in a position of conflict because she was seeking to clear her baggage at the Carnival Dock. This is nonsense. There cannot be a conflict where the private interest being asserted is one that is enjoyed by the public generally. Every passenger arriving on a cruise ship is entitled to get off the ship and take his or her personal baggage with him or her if they wish, subject to inspection by Customs officers. Ms. Harvey and her family enjoyed that same right. It is a right that has been utilized by
many arriving passengers on cruise ships in the past. In this case the usual declaration approved for use at the Carnival Dock was completed and signed off by the relevant Customs officer.” Misick said the Integrity Commission has not been able to identify how the Customs officers were delayed in the performance of their duties. “The truth of the matter is that no Customs officers were, in any way, delayed or hindered by Ms. Harvey. A conversation took place between Ms. Harvey and the Collector. Similarly, there has been no identification of the alleged benefit to be obtained. The benefit of getting off the ship with accompanying baggage was a right that all passengers enjoyed,” Misick added.
DEMA to hold meetings for Fisheries Ordinance amendments The Department of Environment and Maritime Affairs (DEMA) will be holding town hall meetings through out the Turks and Caicos Islands during the month of July. The purpose of these meetings are to inform interested and affected individuals of the amendments to the Fisheries Protection Ordinance.

Police investigate two fires in South Caicos Police have launched an investigation following a residential and commercial building fire in South Caicos on Wednesday July 7th. About 4 a.m. on that date, emergency services were called to a business place and house fire in Trench Town, South Caicos. Fire & Rescue personnel arrived to find both buildings well alight. The blaze was extinguished a short time later and no one was injured during the incident, but the
home (a single story building) and business place (Hide Away Bar) were totally destroyed. Officers are continuing their inquiries to establish the exact circumstances surrounding the fires. Police are continuing their investigation to establish the exact cause of the fires and urge anyone who may have witnessed anything suspicious at the home or business place around the time of the incident to come forward.

Man found with multiple wounds Downtown A man had to be flown overseas for medical treatment after he was found with multiple wounds on Aviation Drive, Downtown, Providenciales around 12:30 a.m. on Friday July 3rd. Emergency services were called to the scene where they found a man with wounds to his head, chest and legs.
The 27-year-old man, whose name has not been released by polic, was taken to Cheshire Hall Medical Centre with life-threatening injuries. An investigation into the incident is underway and police are appealing for anyone who witnessed the incident or any suspicious activity in the area to come forward.

Police records still valid for travel Persons who have Turks and Caicos Islands passports but no United States of America visa, will still be able to travel on a police record. This was stated by the Ministry of Border Control and Employment following rumours that have been circulating in the public domain. The Ministry said in a press release that the United States Embassy Representatives confirmed that there is no intention to cease the acceptance of Turks and Caicos Islands Police Records as a valid travel supporting document under the visa waiver provision which is currently extended to holders of a Turks and Caicos Islands passport. Travelers are cautioned however that where an application for a US Visa was denied, a police record is unlikely to be sufficient for entry into the United States. Meantime, the Passport Office is open to receiving new passport applications that will be printed in the United Kingdom as of Monday, June 29, 2015. Customers are required to submit applications in the normal way. The old C1 and C2 application forms are no longer acceptable however the passport fees remain the same. Persons wishing to apply for a new passport or renew an old or soon to expire passport may access the new application forms that are fillable online, as well as guidance on how to complete the forms,
on the homepage of Turks and Caicos Islands Government website or at www. gov.tc/passports. A limited number of printed forms may also be collected at the One Stop Shop as well as at the Immigration Department on the islands of North, Middle and South Caicos and the District Commissioner’s Office in Salt Cay. Applicants are required to read all documents carefully, complete the form as guided and supply all the necessary supporting documents. Staples or glue must not be used to attach photographs and documents. Failure to follow guidelines is likely to result in delays. Individuals who submitted applications prior to Friday, June 12, 2015 without providing the required supporting documents, are requested to collect their incomplete applications and re-submit them using the new form. All customers are reminded that it will take at least four weeks before the new passport is available for collection. United Airlines Starting Nonstop Flights to Providenciales from Chicago Chicago residents will soon enjoy easy access to Providenciales with the launch of a seasonal, nonstop United Airlines service from December 19, 2015 through April 30,2016 – just in time for the busy winter travel season. Scheduled for Saturdays, the Boeing 737-800, featuring a total of 154 seats; 16 seats in Business and 138 in Economy, including 48 Economy Plus extra-legroom seats, will be United Airlines’ first nonstop service available from Chicago O’Hare International Airport (ORD), its major hub, to the Providenciales International Airport (PLS). “Providenciales is among the fastest-growing Caribbean destinations, with 16 percent industry demand growth year-over-year, and our service here addresses seasonal variation in demand from different hubs. Privy Council rules against trial by jury, says Judge Harrison is independent The Privy Council has ruled that there should be no trial by jury in the corruption cases in the Turks and Caicos Islands. The judges ruled that this case is “so unusual, and the background to it so controversial, that it can readily be seen that it would probably be impracticable to find a jury composed of those with no prior knowledge of, or opinion upon, the issues at stake, and that even if such were possible, the identity of jurors would inevitably become known, thus exposing them to inevitable extra-evidential opinions and/or information, whether innocently communicated or not”. The court comprised Lord Neuberger, Lady Hale, Lord Mance, Lord Kerr, Lord Reed, Lord Hughes and Lord Toulson. They noted: “The trial issues were complex. There might have been an ultimate question which could be simply expressed, namely whether the receipt of millions of dollars, if established, was corrupt or honest, but to answer that question was going to involve examining the detail of multiple transactions which had led to the case papers exceeding 15,000 pages. The trial was estimated to last about 3-4 months. A jury in the Islands must be drawn from approximately 6000 belongers, and in practice from the smaller pool of those of that number who live on either Providenciales or Grand Turk. Seven jurors would be required; verdicts may be reached by a majority of 5.2. Although as a matter of history it may have been a feature of mediaeval juries that they brought to their determinations prior knowledge of the facts, in modern times a cardinal virtue of the jury system lies in its ability to produce fact finders who are entirely unconnected with the events under examination, and wholly disinterested.” The judgment continued: “Our systems demand of jurors that they are free from being influenced by anything other than the evidence adduced in court. Another common feature, also directed to this end, is that they should be essentially anonymous, whereas in the Islands the usual practice is that the names of jurors are circulated to the parties in advance of the trial. In the present case, the transactions which are to be in question have
involved very large sums, and the judge found there to be counter-claims of pervasive benefit or disadvantage to large numbers of belongers. There has already been relentless publicity, both in favour of and against the defendants, and there seems no sign of it stopping, whether or not the proceedings are pending.” In siding with Mr. Justice Paul Harrison who ruled against trial by jury, the Privy Council stated: “The judge’s (Harrison’s) conclusion was powerfully reinforced by the pleas made to Sir Robin Auld, as Commissioner, on behalf of these very appellants. The principal appellants were represented before him, Mr Michael Misick by leading counsel of great experience from London. His case, as made to Sir Robin, was that if criminal investigations of the allegations against him were to be recommended, then:“there is absolutely no prospect that the Premier could receive a fair trial in the light of the adverse media publicity surrounding this case and the contamination of any potential jurors by rumour, by comment and by the public disclosure of inadmissible evidence”. JUDGE HARRISON IS INDEPENDENT The Appellants challenged the lawfulness of their proposed trial on the grounds that: (1) contrary to section 6(1) of the 2011 Constitution, Harrison J did not have sufficient security of tenure and, thus, was not independent; and, (2) Harrison J failed to ask whether there was no reasonable doubt (the criminal standard of proof) that the interests of justice required a trial without jury before deciding so. The Appellants’ claim was rejected by Judge Harrison himself and, subsequently, by the Court of Appeal. On the first ground, Lord Hughes recalls that in the present case: (a) the Constitutional guarantee of judicial independence, remuneration, allowances and terms of service apply to Judge Harrison as they do to any other judge; (b) Harrison J has been appointed on the recommendation of the independent Judicial Service Commission; and, (c) Harrison is guaranteed security of tenure during his appointment, except in the case of

The Privy Council added: “Judges of course enjoy informal contacts with their colleagues and may well exchange opinions about points of law or practice which crop up in their cases. If there are anxieties as to the security held by others, they may learn about them. But the whole basis of the judicial function is the duty to make up one’s own mind, according to the law, as one has solemnly sworn to do. Judges are daily attuned to the necessity to form and to hold to their own conclusions, however useful general discussion with others may be. There is no sensible prospect that a judge who enjoys sufficient security of tenure to maintain his independence might lose it on the grounds that others lack his advantages; if anything an appreciation of any insecurity of others is likely to have the opposite
effect.” “It follows that even if there were any basis for doubting the security of tenure and independence of other Supreme Court judges in the Islands, this could not possibly have any impact on the independence of Harrison J, who has been brought in ad hoc from outside. The Board does not need to decide whether other Supreme Court judges in the Turks and Caicos Islands lack sufficient security of tenure and has insufficient evidence of practice to do so - they are routinely appointed for an initial period of three years subject to renewal by agreement, butappointments are subject to the independent Judicial Service Commission. Whatever may be the practice as to their situation, it cannot affect Harrison J. He has been brought in ad hoc from outside and there is no sensible prospect that a judge who enjoys sufficient security of tenure to maintain his independence might lose it on the grounds that others lack his advantages,” The Privy Council stated. Crime increases by six percent By Todeline Defralien Crime in the Turks and Caicos Islands increased by six percent between January and May 2015. This was revealed by Deputy Commissioner of Police Rodney Adams, during a press conference on Tuesday June 30th, 2015 at the police headquarters on Old Airport Road. Adams said that for the period 1st January, 2015 to the 31st May, 2015, there were 1, 414 crimes reported. Of these, 277 crimes were detected by police. 47 crimes that were reported in previous months were also detected between January and May, he added. Adams said there was an average of nine crimes being committed daily. Making a comparison with the
January to May period in 2014, Adams said there 1, 339 crimes then, of which 307 were detected. In terms of persons who were arrested and charged, Adams said this figure comprised of 202 locals, of 179 were adult males, 14 adult females, eight juvenile males, and one juvenile female. Some 86 non-nationals were arrested and charged. Of these, 78 were adult males, three adult tourists, three adult females and two adult female tourists. Giving a breakdown in crime on the individual islands, Adams said that in Providenciales between January and May 2014 there were 1066, while for the same period this year it was 1124.
Police make arrest in Long Bay attempted burglary Police are appealing for information following an Attempted Burglary in Long Bay on Tuesday June 30th. At approximately 11:19 a.m. on that date, a resident was in his bedroom when two males approached his bedroom window and tried to gain entry. Dr. Harvey’s Clinic Exploration Programme

Approximately 30 students from ten high schools around the Turks and Caicos Islands are undergoing the second annual ‘Clinic Exploration Program’. Dental Assistant Shantel Jennings said that this year’s programme is going to be an exciting one. Along with the first responder’s course and the dental program, they have added different areas that the students will be rotating in such as the Marine area, the water company and their water lab, the pharmacy, the environmental health department and a great amount of other aspects in the scientific area. Dr. Jameiko Harvey the founder of ‘The Clinic Exploration Program’ says that he highly appreciates that the students were more than willing o sacrifice their summer vacation to work on their long term career profession. Dr. Harvey stated that he was born in South Caicos where he did his primary education and he finished high school in North Caicos ‘Raymond Gardiner High School’ in 2001. He said that he did not go to college immediately after high School; instead

After four successful years at the college in Grand Turk and obtaining an Associate’s Degree in General studies he went on and pursue his bachelor’s degree at Nova South Eastern University and then went on to Meharry Medical School where he graduated with his Doctorate in dental surgery in 2011.
Dr. Harvey encouraged the students to finish school and go to college. He also spoke against the people who bashed the Turks and Caicos Islands Educational system because he is a product of the Turks and Caicos educational system. He stated, “Those of you who are looking at the Community College with crossed eyes, un-cross your eyes!” Dr Harvey added, “You will be future doctors and medical technicians
and pharmacists, but it is important for you to come back, give back and help to build this country.” He said that the whole idea is that the students build an aggressive health care profession and that they are going to be the future health care providers 10 years from now. Dr. Harvey said that the programme gives students the opportunity to see what goes on in those areas they might not choose a career by the end of the programme but they will have an idea and narrow it down, because it can only help the students and he hopes that the ‘Clinic Exploration Program’ is made mandatory in schools throughout the country. The programme will consist of theory and practical activities and it will also have workshops with different members of the medical department. Statement from June 30th Cabinet meeting His Excellency the Governor, Peter Beckingham, chaired the 17th meeting of the Cabinet at the Hon. Hilly Ewing Building on Providenciales on Tuesday, 30 June 2015. All Ministers were present except the Hon. Deputy Premier and the Hon. Minister of Finance, Trade and Investment. At this meeting Cabinet: •Agreed the recommendations of the Procurement Board to award contracts for maintenance dredging of South Dock, Providenciales, and for a consultancy to provide the design and technical documentation to tender for the reconstruction and up-grading of the Lighthouse Road in Grand Turk; •Agreed to the signing of a Memorandum of Understanding with Her Majesty’s Passport Office in the United Kingdom to provide a framework to enable implementation of Phase 1 of the process for the printing of all TCI passports to be carried out in the UK from 6 July 2015. There will be a public information campaign to highlight the changes to passport issuing procedures; •Received a briefing on the current

Norma Goodridge heads Rotary Club of Providenciales Businesswoman Norma Goodridge has taken up the mantle as the new President of the Rotary Club of Providenciales, promising renewal, fund-raising, projects development, collaboration and greater promulgation of the club’s work. The installation ceremony, called “The Changeover”, took place at Crackpot Kitchen in Grace Bay on Saturday, June 27. Goodridge took over from Bloneva Greene, who served as 2014/2015 president. The new president said that the first course of action is to prepare for the club’s 20th year in the Turks and Caicos Islands, next year May. “Rotary Club in the Turks and Caicos and on Providenciales will be 20 years old next May. We have to develop a group to organize the when, where and how it will happen, for that time. Our second plan is financial excellence, to set the right direction and raise funds, and that all members be engaged in some way or another and have a thorough knowledge of what the club is doing,” she said. Goodridge added: “Our third plan is renewal; that (is to get)

The deplorable state of Turks and Caicos Islands police, the SIPT, and the FCO

In a rare moment of candor the Royal Turks and Caicos Islands Police Force (“RTCIPF”) admitted they were not performing their jobs, but their explanation was that they lacked the resources to do so (http://www.youtube.com/ watch?v=6TRfYPy2X7w) Although it is nice to have their admission, it is obvious from the recurring sprees of violence, and the unprecedented U.S. Government warning about crime in the Turks and Caicos Islands, that something has gone terribly wrong with crime management in the TCI. The statement expressed by the RTCIPF in March 2014, however, is as close as the public will get that there has been an almost total failure of Turks and Caicos Island’s policing service, and by implication by the Governor, who is responsible for policing. Despite RTCIPF’s admission, is the breakdown in policing really the result of inadequate resources? That statement is a cop out, particularly when millions of dollars are poured into the pockets of police officers and prosecutors every month, and has been for more than seven years. The truth is not that the police lack resources, but that the lion’s share of Turks and Caicos Island’s crime fighting resources are poured into the pockets of a few dozen white Brits, who with the help of the Foreign and Commonwealth Office (“FCO”) have hijacked the entire criminal justice system, focusing on priorities of the FCO, with insufficient funds being spent protecting citizens or tourists from violent crime, solving them, or creating the type of programs that might engage young adults. Instead, dozens of

lilly-white-out-of-retirement English cops have been living it up at five star Turks and Caicos Islands resorts, jet setting to North America, Europe, and the Middle East, following up on spurious rumours at the public’s expense, and living a life they could not otherwise afford. This export of the UK’s legal services, that has been thrusted upon the Turks and Caicos Islands by the FCO is big business for London (http://www.justice.gov.uk/ downloads/publications/ corporate-reports/MoJ/legalservices-action-plan-0313.pdf), with a half dozen or so white FCO-appointed barristers with their hands deep in the pockets of the Turks and Caicos Islands treasury, with no effective oversight in what has become endlessly running investigations and trials. With defendants that are all black, facing allegations that involve white developers bribing black politicians. The prosecutions are so obviously racist that only an out of touch all-white group with myopia can’t see it, or who because of a lack of effective oversight are too arrogant to feel it matters. On 24 January 2013
the highly respected Professor Trevor Munroe, an executive director of Jamaica’s National Integrity Action group and a member of the global corruption fighting group Transparency International, wrote to the Turks and Caicos Islands Governor about what he politely termed the “uneven application of the law” in the TCI. His concern was the deals Helen Garlick’s SIPT hatched with white developers and businessmen while blacks are being prosecuted to the fullest extent of the law. That letter was given scant attention. Six months after Munroe’s letter the Caribbean Community (CARICOM) sent a ministerial fact finding mission to the Turks and Caicos Islands, and they too had concerns. They published their findings on 11 July 2013. CARICOM found widespread sentiments that: (1) no regional persons are on the SIPT, giving the impression that it is intended to treat Belongers as crooks and target only Islanders for prosecution, that (2) justice is for sale to foreigners while locals face criminal charges and jail time, that (3) there is
a complete disconnect between TCI and British narratives and perspectives, and that (4) there are widespread concerns over the UK’s manipulation of Turks and Caicos Islands’ criminal justice system, including removal of the right to trial by jury, changes to the laws on the collection and admissibility of evidence, etc. More than two years later, in what can be described as a snub, there has been no public response by the UK government to that important regional body’s report but, more alarmingly, there has been no substantive movement on any of the recommendations in the report, except for what can only be described as an admission of guilt. Immediately after Munroe’s and CARICOM’s criticisms the SIPT struck a civil settlement with one of their black defendants, and in a bizarre turn that speaks volumes about the integrity of the criminal justice system, on a completely unrelated matter the SIPT, who are privately engaged by the FCO to pursue political corruption in the Turks and Caicos Islands, laid criminal charges against two prominent and long standing white residents (one Irish and the other Scottish), on a closed inquiry involving a property sale in 2006 (seven years earlier!), that is unrelated to the subject for which they were engaged. The purchase was immediately flagged at the time, but ultimately ignored by all prior authorities. Clearly the only reason for those prosecutions was to rehabilitate the SIPT’s reputation as a racist team. Hundreds of thousands of dollars later, the prosecutions have fallen flat on their face. Two years later, however, the SIPT remains lilly white and all-British, right down to their support staff, which is shocking when you consider that London, the city from which most of its members are drawn, is multicultural, but also when the UK Government is acutely aware of the injustices that are
metered out by police forces that do not reflect the ethnic makeup of the communities they serve. Save for the two white defendants in the separate unsuccessful trials they engineered to rehabilitate their reputations, the SIPT’s defendants remain all black. The SIPT also continues to doggedly pursue non jury trials for their black defendants, on the foot of legislation they engineered under an interim administration that was headed by a Governor who regularly commented on the guilt of the SIPT defendants, a remarkable phenomena in a criminal justice system where defendants are presumed innocent until proven guilty, and where the Governor appoints the persons who hire the local judiciary. The point is that while governing involves tough decisions about the allocation of scarce resources between competing ends, and reasonable persons will always argue over the split, the manner in which Turks and Caicos Island’s financial resources are allocated in crime fighting simply cannot be defended. Garlic and her team have relieved the Treasury of more than $60M over the last seven years in the longest running gravy train in the country’s history, while the local police force has remained under resourced, under trained, and wholly ineffective. Just prior to March 2004 the entire police force in Providenciales was operating with just one vehicle, and at times none. That’s right. None. As ridiculous as that might sound it is true. But it is not just crime. The treasury has been plundered at the expense of every Government service, and the generally deplorable state of public schools, education, the scholarship program, investment in capital projects, infrastructure, and job creation are just a few victims. The UK Government has done a grave disservice to the Turks and Caicos Islands, and local Government seems content to have had the FCO agree to just the return to elected Government. For starters they should all be ashamed of themselves, the Governor should resign, local Government at a minimum needs to insist that the SIPT reflect the cultural and ethnic makeup of the country, and it needs to bring sanity back to the allocation of this territory’s resources, insisting that the U.K. Government foots the bill for its racist and resourcedepleting SIPT. Better yet, good riddance and a one way ticket to London is in order.

Integrity Commission considering judicial review in Athenee Harvey dismissed case

The Integrity Commission is contemplating seeking judicial review to continue the fraud Permanent Secretary of Finance Athenee Harvey corruption case after the Director of Public Prosecution (DPP) John Masters decided to drop the charges because of lack of sufficient evidence. Harvey was charged by the Integrity Commission after she was accused of evading customs duty on her arrival in Grand Turk on a cruise ship with items brought on her overseas vacation on August7, 2014. When the case came up in the Supreme Court on Monday, July 6, 2015, prosecutor Clement Joseph told the court that the DPP has decided to enter into a Nolle Prosequi, meaning that it has decided to drop the charges against Harvey. Chief Justice Margaret Ramsay-Hale then dismissed the charges against Harvey. But the decision by the DPP did not digest well with Simon Baker, Legal Advisor for the Integrity Commission. “All I can really say at this stage on behalf of the Integrity Commission is that we are extremely disappointed by the decision to discontinue. The commission felt confident that there was sufficient evidence to

weight to the Integrity Commission’s argument that it has a case against the PS for finance, and a judicial review was not out of the question. “That decision appeared to be supported and vindicated by the uncontested sufficiency hearing in court. At this stage, I can confirm that the Integrity Commission is seriously considering the option they have to seek judicial review of this particular issue, and that is really all I can say at this point,” Baker noted. This test assesses the evidence provided and does not allow for speculation, gossip, rumour or innuendo: it is a clinical legal exercise. “The review of the evidence established that whilst in the past there has been a practice of allowing the release of luggage in similar circumstances, there was not a clear policy of how to deal with ad-hoc applications to release unaccompanied luggage at ports of call. The evidence revealed that Ms Harvey “had a bona fide belief that she should have been allowed, like others before her, to have luggage offloaded and when there was confusion whether the luggage should be released she questioned the decision making process. It appears that unfortunately at times the exchange became heated and emotional.
“At the time of raising the issues Ms Harvey was on vacation and clearly not acting in her capacity as Permanent Secretary. The DPP’s role is not to make judgment on the behaviour of individuals but merely assess the evidence provided and come to a decision of whether the elements of the offence have been made out, whether a jury is “entitled at law” to convict an accused and whether there is a realistic prospect of conviction. “After assessing the evidence provided and ignoring everything that is not relevant, the DPP has formed the view that the prosecution against Ms Harvey should be discontinued. “The DPP is finalizing a system, similar to that used in many jurisdictions, where generally charges will not to be laid without first consulting with the Office of the DPP. This ensures the synergy and proper case management that is necessary for effectively carrying out investigatory and prosecutorial duties across agencies. “The DPP also proposes to reach out to the Collector of Customs with a view to encouraging the development of a proper protocol and training that reflects the law and good management. Everyone should know exactly where they stand when dealing with border control agencies. Most important, is that no individual should be treated differently to anyone else because of the position in the community or government that he or she may hold.”

PDA concerned over vendor termination from Carnival Cruise Port Former Chief Minister and Leader of the TCI’s newest political party, the Progressive Democratic Alliance (PDA) – Oswald Skippings – is concerned that vendors who peddle their wares on the beach at the Grand Turk Cruise Port may soon be without livelihoods in wake of a notice from government not to renew their licenses. The authorities decided to remove the vendors over constant reports of harassment complaints against Carnival Cruise Ship passengers and other alleged illegal activities by vendors. The vendors said that the deadline for removal was June 30, as indicated by a letter served on them. They said the letter stated that their Park Licenses would not be renewed after their expiration on that date, and they would no longer be allowed to operate their businesses on the beach. Skippings visited the area on Friday, June 26, after
complaints from the vendors. He said that he went there to hear from the vendors and make observation of beach activities. A news release from the party said that the PDA leader was disturbed that Islanders, who he said were already benefitting little from the cruise operations, since the majority of employees at the location are expatriates, would be removed. “…To remove these local operators from the beach would contribute to the already dismal plight of the people of Grand Turk,” he said in the release. The news release noted that Skippings met with government officials and expressed his unease over the cloud of uncertainty hovering above the vendors’ future at the site. He recommended that the authorities increase the number of police and park wardens at the site, to reduce the number of harassment
complaints. He said that his observation revealed that the harassments are carried out by unlicensed individuals. He proposed that the problems could be solved if the authorities provide designated areas for vendors close to the boundaries of the properties instead of allowing them to set up all over the beach. He also recommended that vessels and inflated marine sports crafts were given a designated area to operate. “I sincerely hope that government is sensitive to the plight of the people of Grand Turk and reconsider their decision to remove the licensed vendors from the Beach who are trying to make an honest living, to remove these persons would only add to the already suffering and hardship that the people of Grand Turk are experiencing at this time,” Oswald Skippings Skippings said in the release.
JUNIOR PLANT OPERATOR To assist the Senior Operator in effective systems control, continual system condition monitoring, efficient generation unit dispatch, and timely response to system contingencies, in a manner consistent with standard operating procedures and specific instructions of the Plant Control Superintendent or other senior Operations Management personnel. Under the general direction of the Senior Operator, the Junior Operator must ensure that all necessary activities to ensure the functional operations of generating units and response to system abnormalities that may occur during the course of shift duty, is carried out in a manner that ensures uninterrupted service continuity within acceptable systems parameters, and the highest level of fuel efficiency without compromising safety of fellow employees, the general public or system equipment.
Main Duties •Starting, monitoring, servicing and stopping generating units as required, or directed by the Senior Operator, in a manner consistent with standard operating procedures. •Assist in ensuring that accurate and neat records are logged of all events and data occurring on the system. •Respond in a calm efficient manner to prevent system interruption and in the event that it does occur to restore power to the system efficiently and safely after any plant interruptions. •Assist the Senior Operator when called to do so in reporting any abnormal data to the appropriate persons in a timely manner and take prompt action to prevent or minimize any outages, prevent injury to employees and the general public and/or damage equipment under the control of systems operations (for example abnormal temperatures or pressures or other key generator parameters must be reported to the Plant Mechanical Superintendent or in his absence to other senior Operations personnel). •Assist the Senior Operator when called upon, to inform appropriate Operations personnel in the event an outage occurs external to the plant, in a timely accurate and efficient manner. •Respond to customer inquiries in a polite and efficient manner when outages occur. •Operate company vehicles and equipment as required and consistent with company policy and safe operating procedures. •Ensure that plant equipment is monitored and engine operating services are
carried out in a manner consistent with the company’s efficiency targets and environmental responsibility commitments. •Be properly and neatly attired in the uniform provided, ensure consistent and appropriate use of personal protective equipment (PPEs) provided and ensure the adherence of subordinate shift personnel. •Perform such other duties as may be assigned from time to time, including overtime duties when other junior operators are unable to perform scheduled shift duties. •Continual monitoring of generating and Distribution system parameters. •Efficient corrective response to system abnormalities. •Accurate logging of system parameters as directed. •Other duties as may be assigned and/or required by Plant Operations contingencies from time to time.

Helen Garlick defends prosecuting two top attorneys
Special Prosecutor and head of the Special Investigation and Prosecution Team (SIPT), Helen Garlick, is adamant that there was a clear case against acquitted lawyers Timothy O’Sullivan and Gordon Kerr. “There was a proper and full investigation. No argument was raised at the sufficiency hearing that there wasn’t a case to answer, and this judge also decided, after hearing full argument that there was a case to go to the jury. That’s what we did. There has been an independent investigation, and the proper consideration for the evidence. “This case was properly
brought on good and sufficient evidence, and the jury has done what they did in every proper jurisdiction, which is to return a verdict according to the evidence, that’s all I have got to say,” Garlick said. The two attorneys were found not guilty by a seven member mixed jury for defrauding government of $1.5 million in stamp duty, conspiracy to defraud and falsely representing the value and transaction of the Emerald Cay mansion located off Chalk Sound on Providenciales. Garlick added: “I think it has to be remembered that this is an investigation that was properly
commenced. It was commenced because when the government succeeded in the unpaid stamp duty in the civil proceedings, Justice Martin expressed concern about the conduct of Kerr and O’Sullivan, and described what has happened as a clear case of tax evasion.” She said that the sufficiency hearing vindicated the prosecution’s decision to bring the case forward, since there were no arguments raised against it then. She said, too, that the decision by Judge Shuster to knock down the defense’ no case submission after all the arguments were presented, demonstrated that the prosecution had strong case.
The prosecution claimed that the true value of the transaction was in the sum of approximately $28 million, but both men conspired to claim that the property changed hands for $10 million and an additional $1 million for chattels. The prosecution contended that in 2006, both men were involved in the sale of the property from then owners Garry Di Silvestri and wife Angelica Morrone, to US billionaire Timothy Blexseth. O’Sullivan represented Blixseth, while Kerr represented the Di Silvestris. However, after a month’s trial, the jury returned a not guilty verdict.

Arthur Been, Deputy Secretary in the Ministry of Finance and former Head of the Collector of Stamp Duty, said that he decided to pursue the Emerald Cay property sale because his deputy Stuart Taylor, at the time, told him that the architect who designed the structure told him that it was worth more than $10 million. He told the court that while they believed that the property may have valued much more than what it was sold for, valuation of land was their area of expertise. Such skills, he said, rested with the Land Valuation Department. He said though that his job was to assess stamp duty on the market value.

th Windvibes water sports tournament a huge success
The Turks & Caicos was the place to be this weekend as the 9thWindvibes Water sports Tournament returned to the south shore of Providenciales. Crowds descended upon Long Bay Beach for the country’s only kite boarding and multiple water sports event which was hosted by Professional windsurfers Brian Talma of Barbados and Kevin Pritchard of Hawaii who both travelled to the island to host the event. The amateur competition
hosted events in kite boarding, kayaking, stand up paddling, swimming, and windsurfing. The weekend started with a parade on Friday 3rd July ending at the opening party at Salt at Blue Haven Marina, on Saturday July 4th was the Race for the Conch at Ricky’s Flamingo Cafe, and Sunday July 5th was Wind vibes at Long Bay Beach. The Windvibes Charity Challenge which is a team relay event in kayaking, swimming, and
stand up paddling, returned for a 2nd year. Team Do It Centre took home the winning trophy and collected $10,332.00 for their chosen charity of the Turks & Caicos National Trust. The National Trusts works to persevere and share the unique culture of the Islands and maintains national heritage sites. The 10th Anniversary Wind vibes will be held on 10th July 2016. Turks and Caicos Islands Human Rights Commission visits Northern Ireland Human Rights Commission
The TCI Human Rights Commission engaged in a week long working visit with colleagues of the Northern Ireland Human Rights Commission. The Turks and Caicos Islands Human Rights Commission, in 2013 forged a relation with NIHRC which is the oldest established human rights commission in the United Kingdom. Director, HRC Mrs. M. Doreen Quelch Missick was joined by Chairman Mrs. Cheryl Astwood-Tull and two members Messrs. Finbar Grant and Alces Dor. The full week long working visit saw active engagements with Director, Deputy Director and key staff members, as well as with the Chief Commissioner who is full-time in the office and also serves as Chairman, NIHRC. The
learning exchange provided an opportunity for knowledge exchange through the presentation from respective representatives of the Commission, looking at the functions, powers and strategic objectives and examined the role of national human rights institutions. The visit included meeting key stakeholders and visits to the various offices of the Northern Ireland Executives all engaged in the protection and promotion of human rights and examined their relationship with the NHRI. During the various discussions, it was soon realized that there are so many commonalties and the human rights issues are the same. Of great interest were the visits with the Criminal Justice Inspectorate, the Assembly Ombudsman, Equality Commission,

Job Summary: The Chief Executive Officer is the chief executive of Invest Turks and Caicos and is responsible for the success of the organization. TCI Beat Records mobilizes Vending to Provo
TCI Beats Records Kelci Talbot & Herbert Swann On Saturday, July 4th the leading music label in the TCI, TCI Beat Records unveiled its musical CD Vending Machine in Providenciales International Airport. Directors, Mr. Herbert Swann Jr and Mr. Kelci Talbot merged their musical talents and established Paradise Studios some six years ago. The two formed one vision, which was to bring another aspect of tourism to the Turks & Caicos Islands
through music and harness the synergy of all local musicians in order to achieve more. TCI Beat Records, a subsidiary of Paradise Studios is in the process of broadening its scope to include vnding to their musical distribution models. The CD Vending Machine was a custom design emerging from a normal food vending machine unit.
The machine holds up to 430 CD’s in the racks and there are approximately 10 different local artists readily available for purchase. The list of artists will be updated periodically to better serve customers but now includes, “Caribbean Music Farm” and even “Island Force”. Record prices range from $5 to $20 USD. The Vending unit is currently only available to take cash but will soon be able to receive credit card transactions. The machine was ordered from a company that is expert in their field of vending to deliver a high quality product for customer use. This allows TCI Beat Records to offer a complete solution for their customer’s unique experience. Customers are able to engage with the products through sensory experience of self-serve automation auditory and visually. Two listening stations have been set up with Ipads and Beats by DRE headphones to hear a 20 second clip of each song. Almost every song available in the machine can be sampled by these devices. All artists can be heard by visiting their website atTCIBEATRECORDS.COM. The idea to have a CD machine came when Mr. Swann was working at the airport and he went to the soda machine and it lit up. That was the moment that he realized he could sell his music at the airport in this very same fashion. According to Mr Swann, “ Music brings
comfort and enlightens my day, it helps me to concentrate and it takes away all ill feelings and grey clouds.” This is the type of experience he hopes to pass on to all persons that come to these beautiful by Nature shores. TCI Beats is looking to sign local talent to their record label and they offer a full range of services to boot. Friday evening saw 18 year old Palumo Godet as the new Ms. GRAND Turk wearing the sash of Sister Sister TCI. First Runner up was Celia Thompson, second runner up Jestia Sanders and 3rd Runner up went to Clindrea Simmons. The evening ended with the MJ Impersonator serenading the Queen and afterwards wooing the Crowd with an amazing show. The crowd was later entertained by the sounds of Keno and Kazz and Elroy and Daz. Summajam 2015 honored Keno and Kazz for their out standing contribution to the Music and entertainment industry. They were each awarded plaques by the promoter Walter Gardiner. Crime Reports for Providenciales and Grand Turk Officers of the Royal Turks & Caicos Islands Police Force (RT&CIPF) have received a number of reports over the last 24 hours for Thursday 9th July 2015: 1)The Royal Turks and Caicos Islands Police are also investigating a burglary of a home in Turtle Cove, Provo which was reported to Chalk Sound Police Station on Wednesday 08th July 2015 at 9:57AM. The complaint stated that she is the caretaker for the home for her client who was away at the time of the report. The home was ransacked and nothing could be determined to be missing until an inventory of the items in the home is taken. The scene was photographed and processed by of scenes of crime officers and further investigations are being
carried out by Criminal Investigations Department. 2)The Royal Turks and Caicos Islands Police are also investigating a burglary of a home in Blue Hills, Provo which was reported to Chalk Sound Police Station on Wednesday 08th July 2015. Turks & Caicos maintains Sovereign BBB+ RATING Global ratings agency Standard& Poor’s (S&P) has maintained its BBB+ rating with a stable outlook for the Turks and Caicos Islands (TCI) . This strong grading follows TCI’s first sovereign rating in 2014 which provided global recognition of its financial reforms and fiscal success. A team from S&P visited the islands in May and met with a range of politicians, officials and business leaders as part of the annual review process. “This is further expert recognition of our tremendous progress in making the TCI one of the
fastest recovering economies in the Caribbean,” said Minister of Finance, Washington Misick. “S&P has recognized our ongoing success in consolidating public financial management reform and improving our fiscal resilience. BBB+ means that we are more highly rated than many countries in the Caribbean.” S&P again made clear that TCI’s close relationship with the UK, as an Overseas Territory, was a key factor in its rating calculation. One of the benefits of maintaining a BBB+ rating is in strengthening the TCI’s negotiating position as it holds discussions

The TCI plans to issue invitations to tender for its refinancing requirement in September 2015. It is TCI’s intention to use $110m already held in a sinking fund, plus an additional contribution from the first half of financial year 2015-16 to repay most of the bond, with the balance being covered by new bank debt. The BBB+ rating is a strong factor in attracting foreign direct investment to TCI and building confidence amongst its existing
business community. The TCI economy grew by an estimated 4.6% in 2014 and is forecast to grow an average of 2-3% per annum over the next three years. The TCI government generated a US$77.3m operating surplus and a 16% increase in recurrent revenue to $246.5m for the financial year ending March 2015. The surplus further consolidates the Islands’ position as one of the strongest economies in the Caribbean region. In March 2015 the TCI government’s net debt to GDP ratio was approximately 24%, while its revenue to GDP is 30%.

Carlos Simons calls SIPT “Gravy Train” By Vivian Tyson

Missing man left suicide note behind

Thirty- three-year old Baneld Colin has been missing since June 22nd, left a suicide note behind. This was revealed by Donald
Metellus, founder of the TCI Haitian Organization and the CEO of VHTC Dradio station 91.5 FM, and one of the main organisers of the search for Colin. Metellus said: “We started the search from Five Cays area where he lived. We went into his home. His bed was neatly fixed but we were not successful in finding anything. We then went behind the cemetery going to the South Dock area and then was told by someone that we should search a place behind Airport Road where he normally goes for prayer. We went there and did a search and found nothing. At approximately 12:30 p.m. the same Sunday, someone called us and said they saw him on Monday before we went missing at Dock Yard ad we had a group of about 80 people and went to the dock yard area and we still came out unsuccessful until now in finding him." Mr. Metellus also told the SUN that he spoke with Colin's landlord and he said that Banel Colin was not paying his rent for the past eight months. He added: "Mr. Colin is a very humble guy and very personal that

A letter was found in the home of Mr. Colin a suicide letter saying ‘I know this isn’t right but I have been in so much tough situations that I just have to do it’ and also asked the lord for forgiveness written in Haitian Creole”. When asked how was it known that Mr. Colin was missing? Mr. Metellus said: “We know that he was missing because there was a lady that was living next to him and she didn't seen him for two days and so she reported him missing. Before this took place a source to me that he said he was going to do this because he begged someone for some money to purchase a ticket to travel to Haiti and they refused him, so in that event they do think he committed suicide because he said he would do it.” Colin was last seen on Friday June 19th, 2015 at approximately 8:30a.m. at his home in Five Cays and was wearing a white polo shirt, a long pair of jeans. He is described as black male of dark complexion with a black low
haircut, bearded, with side burns, dark brown eyes, about 5feet and 7inches tall and slim built.

Commissioner praises Supt. Kenny Grant for FBI course
Commissioner of Police James Smith is praising the achievements of one of his charges, Superintendent Kendall Grant, who not only successfully completed a course at Federal Bureau of Investigation (FBI) College in the US, but also voted as the most outstanding student in his batch. Superintendent Grant graduated from the FBI National Academy Program at Quantico, Virginia at its 260th Session, which was classified by the Royal Turks and Caicos Islands Police Force a historic for the country. According to the force, Grant was the first officer from the local police force to attend the FBI Academy. A news release issued by the force, said that not only did Grant blazed trail at the graduation ceremony, but was elected from 218 law enforcement officers as the most inspirational student. The forced said that Grant was also awarded the most outstanding student in
his Leadership, Spirituality, Wellness and Vitality class. At the news conference to update the country on the level of crime in the TCI and the progress the police force is making to dent the scourge, Commissioner Smith praised Grant for his extraordinary achievement. “I am proud to say that Superintendent Kenny Grant has just completed a Deployment to the FBI College, where he graduated with extreme honour. And I look forward to his input particularly in the area of community policing,” the commissioner said. The force noted further in the news release: “The FBI Academy is internationally known for its academic excellence, which made graduating from the National Academy Program, a very rewarding and proud moment for Supt. Grant. His training consisted of ten weeks of advanced investigative, management, and fitness training. Included in the
graduating class were members of law enforcement agencies from 47 North American states, 20 international countries, five military organizations, and three federal civilian organizations.” Grant declared that his greatest moment at the academy, was seeing the Turks & Caicos Islands flag raised for the first time at the FBI Academy, also describing his experience historic and, deeming it a very honorable moment not only for the RTCIPF but also for the Turks & Caicos Islands. The force said that training for the program was provided by the FBI Academy instructional staff, Special Agents, and other staff members holding advanced degrees, many of whom are recognized internationally in their fields of expertise. Local detectives get Crime Developers Investigative training By Vivian Tyson
Senior Sun Editor Twelve detectives from the Royal Turks and Caicos Islands Police Force are the recipient of what has been described as two weeks of intense Crime Developers investigative Training Programme to assist them to become more adept at carrying out their probes. At the end of the two weeks, the one dozen officers received a certificate of completion. The training and presentation took place the Blue Haven Resort Conference Room in Leeward, Providenciales. The presentation was held on Friday, June 26, 2015. The training exercise was carried out by Andrew Harrison and Andrew Gowans, who both operate an investigation training company in the UK. Harrison described that training as fantastic, saying that participants responded excellently to the challenges placed in their way over the two weeks. “It was absolutely fantastic.
Everybody enjoyed it. We enjoyed it. It had been great and rewarding to see people learn, and that’s where we get our enjoyment from. The course was to teach the investigators the initial techniques within investigations, so crime scene preservation etcetera. We started off with a small seed and then grow the seed, and hopefully, the flower will blossom,” he said. He said that some of the subtopics covered were the building blocks of an investigation, the attrition of material, the investigative mindset, the preservation of scenes, proactive enquiries that can use to catch offenders, how to interview witnesses and how to interview suspects. Superintendent Clifford Ashton, who brought greetings on behalf of the police hierarchy, while wishing the participants well, told that the force expects that their newfound skills would be evident in their work. “Training forms an integral part of the police force. It is an essential component of our organization that assists in our continued development, and that which is designed to make us better and more efficient in

I know this training was very intensive, however, you stuck with the programme until the end. these challenges that may confront you,” Superintendent Ashton said. Desiree Forbes, one of the participants, said that she came away from court with greater insight into investigations and interview skills. The course was really great, it taught me a number of new things. It opened up my mind in terms of investigating skills. This course is definitely something that will take me along life’s journey not only in the police but beyond. The course itself, was not only fun, but it also open our minds to investigating outside the box,” she said.
New crime-fighting squad announced
Commissioner of Police James Smith has announced the setup of a new crime-fighting squad, which he said dent the crime situation in the Turks and Caicos Islands, also announcing that some buildings police currently occupy may close and officers deployed elsewhere. The Specialist Operations Command, designed to man our waters, airspace and land mass, could come on stream as early as the third week in July. The commissioner made the declaration while giving an update on the crime periphery in the TCI and what steps the police are taking to effectively address it. “I have instructed a new command, which is likely be called ‘the Specialist Operations Command’. It will be brought together under the superintendent or a senior officer. “It will be the responsibility of this command to manage our air, maritime and tactical teams, to ensure that we maximize our deployment, and it will be driven by intelligence by our officers and community and will tackle prolific and violent offenders. “The officer will make use of the best available tactics, supported by appropriate training and accredited to the United Kingdom Overseas Territories standards. I anticipate that this command will be functional with two weeks,” he said. The commissioner announced that some buildings that house police officers are earmarked for closure, and those officers who occupy them will be deployed elsewhere. This endeavor, according to the commissioner, will take place after engaging the public. “We have identified potential options on how to use our building stocks. We will now engage with communities on what they may look like. It may include the closure of some buildings and the redeployment of officers to other areas,” Smith highlighted. He said that Deputy Commissioner of Police, Rodney Adams is to lead that charge. The commissioner said that despite the limited resources, the force is trying its best to maximize its staff
in the most effective manner. “We are considering the most effective ways we use our officers and staff, including looking at our deployment profile, to ensure we have the right people in the right place at the right time. This may involve officers moving post, changing shifts batons or being assigned to new duties. Officers have told me that they want to do their jobs effectively; we must enable them by providing the right care, training and facilities,” Commissioner Smith said. He said that Assistant Commissioner of Police, Wayne Jones is working on a community policing plan, which, on completion would be forwarded to him. He said that a number of buildings around the country from which the police operate are not purpose-built, and so the men and women of the law are unable to effectively carrying out their duty. “We have a variety of buildings scattered around the country, some are very poor, and none are purpose-built for our needs. This will be a significant investment that would enable the force to work much more effectively and embrace modern policing techniques. And that would greatly improve our ability to prevent and detect crime, bring offenders to justice, and work effectively across the criminal justice arena without problems,” he noted. He said the force has invested in training of its staff over the last few months in key areas of crime-fighting. He said the areas include criminal investigation, critical incident management, firearms tactical command as well as Marine Branch Training and financial investigation. “There is much to be done though in the future as a police service; to be as effective as we can be and build trust with our partners and communities. We can and we will improve. My officers and staff are part of the community, and they, as much as anybody else, want to see TCI as a place that is safe they are proud to live on,” the commissioner asserted. He added: “We cannot do it
alone, we need community support, and we need community knowledge to get firearms out of our streets and out of our communities. Rumor and speculations do not solve crime, evidence does. We cannot search homes and vehicles through justification. We need reliable information and it mainly comes from
members of the public.” In addition to government, the commissioner said that he also met with members of the opposition, to address the challenges and possible solution of the crime situation in the Turks and Caicos Islands.

Delleriece Hall has been named C&W’s (LIME TCI) first female senior executive in the company’s 117 year history in the islands. Stepping up and out to lead the charge, Mrs. Hall is the new General Manager with responsibility for the entire C&W operations in Turks & Caicos. With over nineteen years experience in telecoms, Delleriece comes to the role, well qualified to take C&W to the next level. Schooled in the art of executive management, she has long distinguished herself as ‘one to watch’ as she climbed the ranks up the corporate ladder. For one who began her career with C&W in 1996 as a Customer Service Supervisor, Delleriece’s ascension to the top job in the leading telecoms business in TCI, is a testament to her tenacity and hard work. The Blue Haven Tag League Cup Final was played out
between the Unicorns of Doom and Nuff Said. Two teams, who had practically annihilated all opposition in the lead up to the Cup Final. Try after try put these big guns head to head at half time, with the standard of play being truly exceptional in this action packed match. At the end of the first half, both teams were on even scores, but it was to be the Unicorns, who just nudged it in their favour, winning eleven points to ten, to secure themselves as the Blue Haven Tag Rugby Cup Final winners. Edging closer to the big one, the Wahoos and Red Mist both worked their way to the top half of the table to battle it out for the Plate Final. Red Mist couldn’t quite match their
opponent’s superior speed and fitness, but did well to score points against the former two time champions, the Wahoos. The Wahoos played a superior game, and were worthy winners of the Plate Final. Next up were the Jolly Ranchers against Uptown for the Bowl Final. Both the Jolly Ranchers and Uptown had a slow season with only two wins each in the lead up to the final games. Evenly matched, all was to play for in the Bowl Final. In the end, the spoils went to Uptown. Their persistence and superior fitness paid off and did them well. The Tag Rugby action on Thursday night was off the scale with the Tipsy
Turtles playing Meridian Marauders for the Shield Final. Tipsy Turtles won the shield by default as Meridian were unable to field a full team. This disappointment summed up Meridian’s Tag season as they failed to win a single match in the nine-week tournament. Though, not for the want of trying. PARROT CAY BY COMO HAVE THE FOLLOWING VACANCIES Privates Estates/Owners Relations Manager Main Objective The role is to manage and require strong operation managing the team, Private Estate and Homeowners. Require to maintain the Private Homes, including project works. Homeowner satisfaction and maximum profitability will be your major objective. Duties and Responsibilities •Managing 11 Private Homes. •Managing Private Estate own team of housekeeping, landscaping, pool maintenance and maintenance. Operations / Communication •Ensuring daily operation at the Private Estates is running smoothly. •Involvement in the sales rental & marketing of Villas in the rental pool. •Working closely with The Resort and Homeowners or their representatives and property managers in order to combine work on the houses with maximum rental sales. •Regular communication with the Homeowners and The Resort to ensure all parties are informed of any work being done or issues within the homes which could affect sales and rental. •Keeping track of Home Owners’ schedule of visit and liaise it with The Resort to ensure no conflicting reservations. •Keeping account of all expenditure related to the upkeep of the home including staffing and services, working within a budget to combine benefit of the Homeowner and the resort. •Ensuring that all daily operations in the homes are completed to the satisfaction of the General Manager & Director of the company. •Liaising closely with Estate Executive Housekeeper/Project Manager to ensure all work is completed as efficiently as possible. •Undertaking daily inspections of all Private Estate in the Parrot Cay rental pool and completing daily, weekly and monthly checklists for each property. •Undertaking twice a week inspections of all Private Estate property on Parrot Cay – non rental pools and weekly report to the owner. •Managing total care maintenance of all building on the property associated with specific homes including, landscaping, pest control, pool & exterior services, interior and exterior furniture maintenance and cleanliness. •Preparing monthly billing statement and P&L for individual homes. •Proposing projects for the homes based on necessity and available budget. •Working closely with contractors and other outside vendors prior to and during and after projects. •Supervising the Projects that requested by Homeowners and updating the Homeowners on the progress. •Maximizing relationship with Homeowners when they are both on and off island. Whilst on island, prioritize your time to ensure you are available for them at all times. •Ensuring all the needs for Homeowners are taken care of prior and during their visit, this will include and not limited to spa appointment, excursion reservation, groceries, pet import license, organizing special events on their behalf, etc. •Briefing the butlers assigned to Homeowners to ensure that each butler understands the Owners’ preferences and specific needs. •Keeping and checking inventory of Homeowners’ personal properties and ensuring safekeeping while they are off-island. •Preparing the arrival and departure of homeowners, their family member/ guest and pets, this will include and not limited to organizing for private transfer and picking them up at the airport to assist with custom clearance. •Being prepared to handle all special request and specific needs of all Homeowners and their guests. •Working closely with The Resort for group events i.e. wedding that take place at the Private Homes. •Adopt a flexible approach and demonstrate a “can do” attitude to those that you work with. Set an example that others can follow.
•Carry out all other instructions given by the General Manager. Knowledge, Skills and Abilities •Diplomacy and discretion are required in communicating with high profile guests and homeowners. •Knowledge of project management practices, principles, techniques and tools. •Capability in basic home maintenance including pool & garden maintenance, electrical and plumbing. •Management: Managing priorities, the ability to listen, stress management, team motivation. •Reliability and stamina are essential. •Excellent numerical, verbal and written communication skills. •Good interpersonal and customer service skills are vital. •Ability with figures and ability to manage a cost centre. •Sensibility to customers and able to deal face-to-face with guests. •Ability to deliver training at all levels. •Attention to detail: working carefully within the minimum time. •Team working. •The ability to take the initiative. •Good physical resilience. •Discretion: not disturbing guests. Requirement / Experience •College degree in Hotel / Business Management or equivalent training/ work experience. •Bilingual in Italian, French and Spanish is a plus. •Minimum of three years Management experience working in a luxury, 5 star properties. •Must be proficient in hospitality revenue management, guest services and team development. •Experience in sales and marketing. •Willing to relocate to isolated Island. Automotive Master Mechanic Key Functions:
Repair automobiles, trucks, buses, and other vehicles. Perform the duties of a mechanic involved in inspecting, repairing, fabricating, rebuilding and maintaining. Master mechanics repair virtually any part on the vehicle or specialize in the transmission system.
Job Duties and Tasks:
•Master Mechanic coordinates activities of technicians, conducts research and testing procedures and ensures the customer’s vehicle is fixed. •Plan work procedures, using charts, technical manuals, and experience. •Servicing, repairing, adjusting, and testing vehicles, engines and transmissions. •Examine vehicles to determine extent of damage or malfunctions. •Analyzing information and evaluating results to choose the best solution and solve problems. •Test drive vehicles, and test components and systems, using equipment such as infrared engine analyzers, compression gauges, and computerized diagnostic devices. •Perform routine and scheduled maintenance services such as oil changes, lubrications, and tune-ups. •Repair manual and automatic transmissions. •Using computers and computer systems (including hardware and software) to program, write software, set up functions, enter data, or process information. •Estimating sizes, distances, and quantities; or determining time, costs, resources, or materials needed to perform a work activity. •Developing specific goals and plans to prioritize, organize, and accomplish your work. Assign, plan and direct work schedule of staff. •Evaluate cost of maintenance, as well as obtain all types of automotive equipment such as supplies, materials, and parts needed to maintain and repair automobile. •Select equipment, such as diagnostic tools, that will improve quality and productivity in the service department. •Keep the equipment, garage and storage facilities clean and maintained, prevent operational delays in repairing equipment. •Provide clarification on issues raised by customers that cannot be address by the Service Advisor or Manager; as well as assure clients of maximum efficiency and productivity in repair and maintenance services offered. •Supervise technicians’ performance and arrange training programs to keep the team’s skills up to date. Evaluate performance of employees.
Skills:
•Using logic and reasoning to identify the strengths and weaknesses of alternatives to repair vehicles. •Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions. •Performing routine maintenance on equipment and determining when and what kind of maintenance is needed. •Managing one’s own time and the time of others. Teaching others how to do necessary tasks. •Considering the relative costs and benefits of potential actions to choose the most appropriate one. •Bilingual (English/Spanish) •Watching gauges, dials, or other indicators to make sure a machine is working properly. •Conducting tests and inspections of products, services, or processes to evaluate quality or performance.
Qualifications:
•Mechanical certification from accredited institution. •Thorough knowledge of all vehicle repair aspects including, but not limited to: Engine, Transmission, and Electrical among others. •10+ years experience in Automotive Repair, with minimum 5 years in Chevrolet Brand vehicles. •Knowledge in GM systems and process to be followed in getting information to repair vehicles. •Mechanical Knowledge of machines and tools, including their designs, uses, repair, and maintenance. •Service assistant must have extensive practical experience in vehicle servicing and repairs, together with experience in supervising technicians and dealing with customers. •Proficiency with computers to input necessary data and communicate with management. •Experience with Customer and Personal Service. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
