urks and Caicos Islands Governor Peter Beckingham and members of the Britishappointed, Helen Garlick-led Special Investigation and Prosecution Team (SIPT), have been strongly criticised for associating the Turks and Caicos Islands with terrorism in order to justify an additional US $2.2million in funding for their security The rebuke came from defendants in the controversial corruption trials that were brought by the British Government against members and associates of the former Progressive National Party (PNP) Government which was led by Michael Misick. In a press release that was issued on August 25th, 2015, the defendants said: “We categorically deny and totally reject any suggestion by Governor Peter Beckingham that the threat of terrorism is the reason why $2.2million of Turks and Caicos Islands Government’s money will now be allocated to provide security for Special Prosecutor Helen Garlick and her team. In our view, for the British Government to over-ride the decision of the Premier and Cabinet of the Turks and Turks and Caicos Islands which had decided against granting these funds, is nothing more than a continuation of the UK’s financial rape of our country, a blatant abuse of their power and the criminal justice system, and a wicked, evil and dangerous attempt to create the misleading impression of climate of fear in the Turks and Caicos Islands as they did before.” The press release added: “We also wish to inform the people of these islands, our neighboring CARICOM countries and indeed the rest

On Tuesday, August 25th, Governor Beckingham issued the following statement, after recent comments in the House of Assembly and media about increased security costs in connection with the forthcoming SIPT trial. “I have been asked by the Foreign Office to write to the Premier, which I have done this week, and to make it clear publicly, that the UK Government has no legal obligation to cover the costs of the SIPT inquiry, including for security. Rather it is the Government of TCI which must be responsible for financing its liabilities from its own revenues - which are, of course, continuing to show a healthy increase in recent years. “UK Ministers do not believe that it is appropriate or necessary for the UK to voluntarily finance the SIPT costs. Both Ministers Shapps and Swayne have given instructions to me that, under Section 3(5) of the TCI Chief Financial Officer Ordinance 2012, I should direct the CFO to make arrangements for the Police Commissioner to receive the additional funds requested. I understand the difficulties in meeting these additional costs, but ensuring the police get the resources they need is an important demonstration of good governance as TCI repairs and enhances its international reputation.

“Although it would not be appropriate for me to comment publicly on ongoing police operations or particular threats, I am satisfied that the additional funds are necessary to provide security in TCI. “Were there to be any criminal activity linked to the trial, the impact on overseas tourism, especially from N America, would be catastrophic for the long term economy of Turks and Caicos, the welfare of its citizens, and the confidence of the business community. I have seen for myself, after working in New York and Mumbai, how the threat of terrorism can deflect tourism especially from the US. Similarly, all the citizens of Bangkok and Thailand will suffer because of the acts of terrorism there this month. “It is for good reason that the additional security costs have been sought by the Commissioner. He has obtained a number of quotations, seeking to ensure value for money, and the costs will be substantially less, at $2.2M, than originally estimated. Although I recognise that this is an unwelcome, additional cost to a process which has already been expensive and drawn out, the delays were caused as a result of repeated defence applications which have now been judged by the court to be vexatious. I understand that the prosecution was ready to begin the case over 18 months ago. “I am releasing these security figures, and an explanation as to why these funds are being requested, as this is in the public interest. I am determined that there should be the maximum amount of transparency, taking into account

operational considerations. “The Government and Opposition have concerns that the overall SIPT costs should be made public. I agree, and I have written to the Premier this week to put on record that, once the trial has been concluded, there should be a transparent breakdown of these costs, providing as much detail as possible. It would not be appropriate to release figures of this nature whilst the trial process is still ongoing. “It is important that we empower the Commissioner to do his job without interference by allowing him, as the expert, to identify the key priorities in delivering security and preventing crime and disorder; and to provide him with the support that he requires to ensure he gets the resourcing he needs for the police to effectively perform their duties. “I believe that we – HMG, TCIG, the Opposition and the public – knew that the run-up to the trial would present challenges. But given the extraordinarily strong economic performance by TCI in the past two years, and the proximity to the start of the trial after so many delays, hopefully we can together ensure that the Territory continues to outperform its neighbours, and demonstrates that the problems it faced in 2008/9 are in the past, and that the country is a safe and secure neighbourhood for our overseas visitors before, during, and after the trial. “It would be a cruel blow for TCI if its recent successes were blemished and damaged in the long term by criminal acts of violence around the time of the forthcoming trial.”

Treasury and Revenue Control offices in Provo closed due to mould By Charvis Ferguson Two key Government departments in Providenciales have been forced to close “until further notice”, because of irritating, mouldy conditions and fetid odours that repulsed staff and customers. On Tuesday August 25th, the public was informed about the temporary closure of the Treasury and Revenue Control Unit Departments in Town Centre Mall, Downtown, Providenciales. “We apologize for any inconvenience caused and will update the public as we proceed,” said a Government press release which added that persons are now able to make Treasury and Revenue Control Unit

Department payments at Customs Office, Airport Road, Providenciales. Sources told The SUN that the mould problem has been nagging the two departments for quite some time and may have contributed to the illness of several staffers. Mould, a type of fungus associated with health problems such as, respiratory issues and throat irritation; poses a risk to those who have been exposed to it over a long period. Members from the Environmental Health Department and Government Support Services declined comment on the matter up to Press time, but the SUN was informed that in addition to the mould, the two offices experienced problems with

water seeping through the floors and stench from upstairs bathrooms. It is understood that the Treasury and Revenue Control Unit Departments will soon be relocated

to the former TCI Bank Building in Butterfield Square, once lease negotiations with the Butterfield Group of Companies are concluded.

DEMA records an improved start to Lobster Season 2015 Lobster season 2015/2016 kicked off with a bang as Saturday, 15 August, saw the opening catch landed, for all islands, total to 55,607 pounds (lbs). Compared to 2014, catch landed this year was 20,701 lbs more during the first day of the open season. “While it might be too early to tell how profitable this lobster season will be for the fishermen of the TCI, the increased landings on the opening day certainly bode well,” said Dr. John Claydon, Director of the Department of Environment & Maritime Affairs (DEMA). “DEMA would like to thank the fishermen for their high level of compliance with the regulations – it is only with their cooperation that we can maintain healthy fisheries in the TCI” DEMA Officers were onsite to inspect catch as fishermen came into both the channel

and plant and, officers were able to complete a boat patrol to ensure that any potential offenders were deterred from participating in illegal activities. Restrictions relating to crawfish, as per the Fisheries Protection Ordinance, are listed below: •Crawfish size restrictions are as follows: •When whole, a length of 3.25 inches measured from the front of the groove between the horns directly above the eyes, along the middle of the back to the rear edge of the back shell; or •When the tail has been separated, a tail weight of 5 ounces whether processed or not; •Fishers are not to be in the possession of any egg-bearing crawfish;

•Fishers are not to remove eggs from eggbearing crawfish; •Fishers are not to take or be in possession of moulting/soft-shelled crawfish or crawfish in early stages of spawning (described as appearing ‘tar-spotted’); and •Fishers are to ensure that the crawfish are landed unharmed and whole after being taken and landed at processing plants or at home, unless processed at sea as per the terms of the processing license. Turks and Caicos Islands Hospital Prepared for Tropical Storm Erika The Turks and Caicos Islands Hospital will remain open throughout Tropical Storm Erika, said Takara Bain, Public Relations Manager. Bain said the Emergency Departments at both the Cheshire Hall and the Cockburn Town Medical Centre will be open around the clock; however the outpatient department and other clinics at both sites will close as normal at 5 p.m. on Friday. “In the event Tropical Storm

Erika advances, all mechanisms will be in place to bring our pregnant mothers to the hospital for their safety. Assigned hospital staff members (Physicians, Nurses, Laboratory Technicians, Engineering crews, and additional Security) will arrive late Friday and stay through the duration of the storm. Plans are also in place for the transfer of staff to and from both facilities,” said Bain. “There are adequate stocks of supplies, medications, food, and

water for both patients and our hospital team. We have been testing our backup generators and have fuel on hand to last for several days. In the event of an emergency, all blood donors are asked to donate blood tomorrow, Thursday, August 27th and Friday, August 28th at the Turks and Caicos Islands Blood Bank located at the Cheshire Hall Medical Centre. Minister of Finance Washington Misick says crimes in the TCI are ‘gang upon gang ‘

Minister of Finance Washington Misick said that many of the crimes that are occurring in the Turks and Caicos Islands are “gang upon gang and are not random crimes”. He made this observation while speaking in the House of Assembly in Grand Turk on Monday August 17th, 2015. Hon Misick said: “It is a very difficult problem for Government anywhere to resolve. I mean, we can take hard-line positions such as, yes, a lot of these are young people. Maybe we need to come up with a different solution. Maybe we should consider kids at school age being off the streets at a certain hours in the night; I don’t know, but the issue is that it is not the crime that is being committed by and

large is not random crimes. You go back and you check everycone of the four murders this year; every single one of them had some score-settling, some gang issues or some form of that nature.” He added: “And that is bad, and I am not down playing it, but I am saying that we should put it in perspective, because if we put it in perspective then we can deal with it. We all want to make sure that the police force is equipped. It is just not a matter of just throwing additional resources behind the police. We have to control... we have serious problems with our ports and particularly with the illegal fast boats that are now coming to these islands. We have to deal with that, but we have to deal with this whole issue of crime and immigration on a holistic approach.”

Misick said the recent allocation what was made to the police to the best of his knowledge was exactly what the police required or asked for now. He said the Premier had made mention of a request for other items but those other items were not urgent items and “will be reflected to the extent that we can prioritize them in the context of the overall need to provide services to the country’s social services and other necessary expenditure to enhance the efficiency of government service and to provide and for that matter the quality of life for the people of these islands.” The Finance Minister said additional allocation for the police would no doubt be reflected within the next supplementary appropriation bill.

I beg to painfully ask, where are the people we voted for to represent us, where is their resolve, where is the fight in them as politicians or the diplomacy for that matter, what has happened to the spirit of representation and why are they still holding on to the reins

of government if they are powerless as the shamefully admit. Is it because of the high salaries, the constituency allowances, the new cars, the fruitless trips abroad and all the other benefits and the prestige connected with public office? How can these members of the House of Assembly that comprise of attorneys, medical professionals, businessmen, bankers, a real estate executive and a hotel developer just sit on their political laurels and swallow the Colonial totalitarian crud that the British is pushing down their open throats on a daily basis. The Turks and Caicos people need an election and they need it sooner rather than later. Our people deserve better representation and in order to get better representation, we need to elect leadership that has a burden for the people, a commitment to their people and the experience and the ability to effectively deal with the mess that is degrading and depressing our people day by day. It is this kind of impotence in government and oppression of my people that has led to the evolution of the Progressive Democratic Alliance, because we have lost our country and we need leaders who are willing, ready and able to take it back.

The complaints are that these offices are infested with mold and that the sewer system is faulty resulting in a prevailing offensive stench which

has become unbearable. According to environmental health officials, these conditions are at the stage where they have become detrimental to the health of workers in that building. This is another example of the lame duck PNP government that is more concerned with accumulating huge budgetary surpluses than with the health and welfare of hardworking civil servants and the development and maintenance of a fluid government machinery to facilitate the private sector and the public at large. The absence of an operating treasury department in Providenciales adds to the already difficult challenges in getting things done in a timely manner in servicing the public. This shameful development affects the functioning of government departments such as Border Control, the Police, Land Registry, Road safety and other departments that issue

government treasury receipts for services rendered. Additionally, with the closure of the Revenue Control department, government will not be able to collect much of its tax revenues. As it now stands, no one knows when these departments will be reopened or if they will be reopened in the same building. They have been closed until further notice and workers will not have to return to work until they are informed of further developments. As leader of the Progressive democratic Alliance I have no choice but to call on this government to voluntarily vacate political office before the entire government machinery collapses and our people are subjected to more suffering and hardship that they are already undergoing. This government needs to resign before the Turks and Caicos loses what little credibility it has left.

More Turks and Caicos Islander jobs or more work permits? By Karen Savory I am a Turks and Caicos Islander (Islander) and I would love to see development, more jobs, more infrastructure, local businesses growing and more money for our schools and public services – so my objections to the changes to the Development Manual are because I believe they are not in our best interests. The leading argument for increasing the building heights to 12 storeys is more jobs for Islanders. However, these developments do not lower Islander unemployment, they just increase the number of work permit holders. As indicated in an article in last week’s paper, according to the Poverty Assessments unemployment among Islanders in 2000 was 11.2% and in 2012 it was 12%. We can hardly argue that the increased development helped our unemployment. Regarding the stimulation of our construction industry – do we have local businesses with the experience, man power or equipment? Or does it mean more work permit holders and

money to overseas businesses? At the recent public consultation, when questioned about the infrastructure to accommodate the developments, the Government claimed the revenue received will be put into infrastructure, emergency services and safety etc. How will we be guaranteed that will be the case? One of the existing developments was to provide fire trucks and equipment for the fire station but that was evidently disregarded and clearly never enforced. As we all know, we depend on tourism. Last year the Government hired KPMG to carry out research and provide a Tourism Strategy. It was revealed at the meeting that KPMG recommended against allowing 12 storey buildings. The government is choosing not to follow that particular recommendation. If the answer to raising tax revenue is allowing hotel rooms then instead of halving the acreage, doubling the height and doubling the density all at once, why not make just two or even one of those changes to attract new investors. to contribute to our community, for example sponsor our kids at Community College/University (even if the graduates do not stay with the developer for their entire career we will end up with a pool of well qualified Islanders); contribute to public services, such as fire services, police and security, street/beach cleaning, youth outreach to help lower crime; and assist with charity events. Set the rules and credible developers will conform. Do not set the rules and developers will push our boundaries (those are the developers we do not want here) and other developers will stay away from such an uncertain jurisdiction. I wrote a letter nearly a year ago about the issue of increasing the density and height and decreasing the acreage required to build. On 24 September 2014 the Cabinet advised H.E. the Governor to “amend the Development Manual to increase the maximum height of buildings on the island of Providenciales to a maximum 12 storeys on a minimum 5 acre parcel, effective immediately”. The Development Manual was amended on 2 February 2015.

The amendments to the Development Manual were as follows: -Increase to the number of hotel bedrooms allowed per acre from 25 to 50. -Increase of the maximum height of buildings for apartments, condominiums and hotels from seven storeys (up to maximum of 90ft) to 12 floors (up to a maximum of 150ft). -The acreage required for seven storeys was 10 acres and now the acreage required for 12 storeys is just five. -Setbacks were also amended to accommodate the changes. The Development Manual can still be rectified by the Cabinet if the majority of voters challenge the amendment we can insist that our elected representatives do just that, represent us. Let’s do what is right for our kids and grandkids – let’s ensure we have a tourist industry that will benefit them as well.

Autism Classroom built in the Turks and Caicos Islands By Todeline Defralien Last week Friday marked a huge accomplishment for the Hope Foundation and Autism awareness, where there was a ribbon cutting ceremony for the first Autism modeled classroom in the Turks and Caicos Islands which was held last week Friday August 21st, 2015 at the grounds of Mills Institute. Director and Chairman of the Hope Foundation for Autism Awareness Maxcia L. Rigby said “We got started about two years ago and the vision was to build an autism modeled class room for children that had autism. The reason for this is because children with autism learn differently from typically developing children. They need to concentrate on specific skills, because we learn them indirectly we assume that these kids are going to do that too. This classroom was designed specifically for those needs; all of the furniture, the curriculum that is going to be used, the teachers that are going to be involved and the students that are going to come all play a part in the success of the class and that is the reason why this classroom is created and we believe that this is going to be the first of many because we have started this. We hope that other persons would take the initiative to either add classes on to the school or to start a school of their own.” She then expressed their reasons for connecting the autism school to the Mills Institute. “We have attached this classroom to an existing school because we want the kids to also have an opportunity to mimic the behaviors of typically developing kids as well so that they are not secluded in a room where they do not see anything that is going on in life and they only know about what they do. They will know about what is expected, what is typical behavior what is the norm as we call it in our society. So they have an opportunity to work on their skills as well as to branch out into main stream school,” Ms. Rigby said. She added that her son was diagnosed with autism three years ago and they had the option of just looking after his needs and taking care of him, but decided that they would try and help the Governor of the Turks and Caicos Islands Peter Beckingham, said, “I think this is a great initiative. I would like to congratulate the people who have got this moving. Autism is something which we need to recognize more in society and this initiative it one way of doing it and a fantastic effort by them and the sponsors Mervco, Turks and Caicos Bank and others to get involved so I really came to support it. My wife is a teacher of special needs and she looked forward to coming here but she was at the prison last night teaching older children, the juveniles and she could not make it here today but she has been in touch with the hope foundation and we both give it all our support.” He added “I think it is a great initiative and I really hope that it will make people think about some of the problems that children have who have special needs and I would like to congratulate the organisers of this classroom and the sponsors and of course the teachers and the consultants. It is a problem in every society across the globe and the more that we recognize it and try and help children with this problem, the better for Turks and Caicos Islands.” Dr. Kathy Boisvert Educational

Consultant for the Hope Foundation for Autism Awareness said she was introduced to the Hope Foundation by Dr. Grace Lappin Educational Consultant and Board of Director member for the Hope Foundation for Autism Awareness in University. “It was back when we were working on our doctorates and has just heard a lot of Maxcia and Almando and their enthusiasm and their embracing it and they were really seeking out a collaboration and she encouraged me to come down and it started off when I came down for a one day conference and never looked back,” she said. “From then I came several times and I actually volunteered last summer as well as this year summer to do interventions with the families and then helped out with the classroom.” She added: “It actually came together quite quickly in the end, but I think it took a lot of planning to get there and when I first came on island six weeks ago it wasn’t started, so it came together quite quickly but I think the team was working together and they had everything organized. Tony, Gary and Mervin did such a nice job and the community really overwhelmed us with donations. I think once they saw the structure was here and we were being true to our word, we were going to finish this classroom and our goal was to have it by September, people donated windows, doors and it just started to come in. I think up to that point maybe they weren’t sure we were actually going to complete this project.” Dr Boisvert said the classroom in TCI is different from most of the classrooms she has seen here. “The difficulty for children with autism is they get lost in the words. Intellectually, many children with autism are superior. Their intellectual gifts are not impacted, but their ability to understand the world around them. They are emotional regulation; we call it sensor regulation for example, a child in this room right now would be overwhelmed because of the volume. We talked to the builders, the lightings needs to be shutoff if it is too bright, too loud and individual impacted by autism cannot ignore that. We have to be careful with the fans. There will be times when we cannot turn them on. There will be times where they will have to put the lights off or do certain things. We are hoping to develop a stronger understanding of the environment around them so that they may go into the other classrooms and be a member but we still have to figure out how we are going to do that” says Dr. Kathy Boisvert. She said “Some of the parents I have spoke to in many ways it was heartbreaking. They were almost embarrassed. They were telling me about their child and they were apologizing. It made me really sad. I think they felt as though I was going to judge them or say ‘what did you do wrong’? I do not think many people came. I think there were a very small percent of people that did....it was actually a family intervention instead of a child intervention and regardless of what we call it and a lot of times people get stuck on the word autism and I will say ‘let’s not call it that’ if it is Billy let’s call it Billy. It is just Billy being Billy because it does not matter the label if we can get the interventions in place. People felt a little less stress that I wasn’t going to put a label on their child, regardless whether or not they have the condition I said ‘what I want is to help make better days’ so I think there was an embarrassment,

Since she is not based here, Dr. Grace Lappin will continue the educational development of the team. “It is a part of the condition of hire. The classroom teacher as well as the assistant will have ongoing training. The Hope Foundation for Autism awareness has a resource link and webinars are already there and specific intervention strategies that are listed there and they are expected to even communicating with their teacher assisting them to preview those things, ask questions and follow-ups, and so we have direct communication and also I will come down during the year to do direct training as well so they are not on their own.” Dr. Grace Lappin who was also present at the ribbon cutting ceremony said: “I saw the article in the newspaper about the Hope Foundation and I emailed Almando and said I’m here and I could help and this is my area of expertise. So I started by doing volunteer work with then in the

beginning and did a couple of workshops and as we discussed the situations here in Provo more and I said, well I have colleagues who would come over and help us, so I started bringing collogues over. We did workshop evaluations and then I brought Dr. Kathy Boisvert over and she volunteers her time. She did last summer and this summer and that really based on a need here we said we need a classroom and we started working on that and Dr. Boisvert met with the families and has evaluated many of the children and I eventually became the Director on the board for the Hope Foundation and that is how this all evolved. This is our first classroom and I anticipate that we will have more classrooms.” “We do have other families with children with other exceptionalities who have approached us and said if my child has Down Syndrome what can we do? So this is an area where we can just keep going and going and helping and I think it is an important thing for those of us who live here to really try to become a part of the social fabric and if we have an area of expertise in making sure that and I think it is important to do that regardless of what we do and I love working for the Hope Foundation” says Dr. Grace Lappin.

Former Interim Government accused of corruption

The Interim Government which was appointed by the UK after the TCI Constitution was suspended in August 2009, has been accused of corruption. The charge came from Pastor Courtney Missick, who was appointed by the UK to sit on the Consultative Forum during the Interim Government. During a press conference held at the Occasions Ballroom at the Airport Hotel on Wednesday, August 19th, Missick said he has evidence that there was corruption surrounding the land which was leased to the new Blue

Heron FBO. He said “Why is it that the Interim administration that came in to say that they come in for transparency, accountability and to change things because of too much corruption (and) because these are the type of things that happened under the previous administration that is why the British had to remove the previous administration; (but) now under the Interim administration in which I served, and unbeknown to me, this (the FBO land deal) is what was happening, because this occurred between 2011 and up to 2012 this deal was going on.” Misick added: “There were talks about acquiring this land,

promising this land to developers that they did not own. Why hadn’t they allowed the developers to go to the private citizens and get the land? But they realized if the developer had gone to the private citizens the price because I understand that land around the airport is going for about a half- a million dollar an acre. One plot of the land has something like 17 acres inside and I think the other one was 20-something acres. For them to have paid that price for that type of land, I would not use words like ‘They could not afford’, but all they wanted to do is simply depend on the power and authority that the Governor had to be able to obtain this land and to get it for

free” aids Pastor Courtney Missick. Pas Missick, who was joined at the press conference by talk-show host Dr. Edward Smith and Businessman Gilbert Selver, said the land transaction was questionable. 911 Needs Stronger Leadership, says Premier

The Premier Hon. Dr. Rufus Ewing says that the 911 system has not progressed and needs stronger leadership. Speaking in the House of Assembly on August 17th, Ewing said he is very passionate and supportive of the 911 system because he was involved in it as a chief medical officer in its establishment in the last PNP Administration. He says that it concerns him that the system has not progressed to the extent that he would have liked, adding that it requires leadership. Premier Ewing said that both former directors who were in that unit left and now it does not have the strengthened leadership that is required. " If the leadership needs more support Premier Hon. Dr. Rufus Ewing

we can provide that support," the Premier said. He added: "The street naming exercise is now a law, so anyone who is not complying with those particular requirements of the street ordinance name legislation is in breach of the law. These are important things because we live in a country now where everyone deserves the right to have emergency services and you find persons in our traditional communities who the ambulance and the police services cannot find because they are new to the community, (and) they (ambulances and police) do not know where to go. Ewing said, “Persons tell the 911 system to 'turn left to the next ginnip tree or to turn right behind the next biller tree, go straight down the road turn right past the coconut tree and you will see my green house on the right'. That is what we are used to and we have not changed that

kind of culture. I am in agreement with the completion of the 911 street naming exercise street but there are some communities where there is no order whatsoever. You don’t know where the streets are or what the blocks are and these are some of the shanty towns and the illegal developments within the country, so when crime happens in those communities it is very difficult for the emergency services to go there and find out which individual needs the help.” Ewing said there are some communications elements based on when a person calls through a cell phone, that anywhere in the community the 911 could then track that call, identify the call even if the person is in jeopardy or they were injured and cannot talk. If the phone is active, 911 can then trace that call give a location and feed that call back the police and ambulance system.

FortisTCI linemen make extensive repairs following major accident

Following a major vehicular accident in Providenciales early Monday morning, August 24, 2015, on call FortisTCI linemen were dispatched to conduct repairs to a broken pole. The scene, located westbound on Leeward Highway between Do It Center and KB Homes, was manned for more than ten hours as crews worked tirelessly to complete necessary repairs. This work was carried out by the crew, with the distribution line hot (energized), which ensured that electricity customers did not experienced any major outage. The structure that was damaged was a 55-foot pole holding a 35kv transmission top circuit that powers Blue Hills. The pole was also holding a 12.5kv distribution underbuilt feeder which feeds Leeward Highway West. The linemen on scene along with FortisTCI substation

electricians performed switching to ensure power supply remained to the Blue Hills and Leeward Highway West areas. The linemen safely replaced the damaged pole and conducted all distribution switches using approved hot-line methods. FortisTCI Vice President of Transmission & Distribution Devon Cox said, “This was a job well done by our certified linemen. Working on energised lines for 10 hours is very difficult and requires a great deal of concentration and skill. The team performed a very difficult task flawlessly, and we commend them. Their attention to detail and efforts to maintain a safe work environment during the day is most commendable.” The team from FortisTCI that carried out this complex work included Marcus Gray, Atley Gray, Myron Rigby,

Kelorian Forbes, Kavin Ewing, Gregory Thomas, and Dave Laing. FortisTCI also wished to extend gratitude to the flagman from E.L. Construction that assisted with slowing traffic near the work site. Authorities have advised that this incident is still under investigation,

and initial reports are that there were no serious injuries. The Company wishes to remind the public to exercise all caution and care while driving to avoid incidents such as this that can be fatal. Total costs for repairs are still being calculated, but early estimates are in excess of US $5K.

LOCAL NEWS The Hartling Group is rich with creative talent and it was on display last week Thursday evening August 20th, 2015 in the ballroom of the Regent Palms for the entertainment of staff, family and friends. This is the 2nd time this event has been held between the two properties and will be held annually. The event, billed as “Hartling Group’s Got Talent!” certainly delivered on that promise with seven contestants and an opening dance by Committee members for the event who did an opening dance and the event highlighted the singing, dancing and comedic talents of local staff members. 1.1

Invitation

The Turks and Caicos Islands Airports Authority (TCIAA) invites Submissions from Respondents for the provision of construction services for the South Caicos Airport Aerodrome Refurbishment and Terminal Development – Airside Redevelopment Program.

This Request for Qualifications is the first of a two-stage procurement process. This stage involves selecting the Respondents that meet the requirements of the qualification criteria contained herein. Those firms that are successfully qualified will be invited to submit a tender to be issued at a later date by the TCIAA. The purpose of this qualification is to develop a shortlist of construction firms as qualified Respondents.

The TCIAA is moving forward with the Airside Redevelopment Program, part of a multi-phase program to expand capacity and enhance the operational safety/security of the South Caicos International Airport in the Turks and Caicos. The Airside Redevelopment Program is scheduled for construction commencement in fall of 2015. The project consists of the following major components of work:

Definitions

For all purposes of this document, except as it is otherwise expressly provided herein, or unless otherwise noted, the terms defined shall have the meanings as assigned to them in as follows: “Client” means the Turks and Caicos Islands Airports Authority (TCIAA). “Engineer” means the Consultant contracted by TCIAA to provide engineering and construction supervision services for the Project. “Evaluation Team” means the committee established by the TCIAA to evaluate the Submissions. “Evaluation Criteria” means the criteria by which the evaluation team will evaluate all submissions as outlined. “Project” means Airside Redevelopment Program as described under Section 1.2. “Proponent” means the company or group of companies forming a legal entity that will enter into the agreement with the TCIAA when selected as the successful respondent in the tender process. “Respondent” means a person, corporation, partnership, joint venture or other organization, which will be submitting a response to this RFQ. “RFQ” means the process for this project whereby the TCIAA establishes a list of qualified Respondents that will be invited to submit a tender for the Project.

The RFQ may be amended or revised by the TCIAA in the sole discretion at any time during the RFQ process and until such time, if any, a contract is entered into with a preferred proponent. If it becomes necessary to amend or revise in any part of this RFQ the amendments or revisions will be provided in writing by addendum. It is the sole responsibility of the proponent prior to the RFQ closing to ensure they have received all amendments or revisions pertaining to the RFQ.

Overview of the Project Selection Process

A two-phased selection process will be used to identify the successful Proponent to enter into the Construction agreement for the Project. Phase 1 - Request for Qualifications (RFQ) The first phase of the selection process, the RFQ phase, will qualify and rank proponents based on pre-established evaluation criteria. The objective is to shortlist qualified proponents for tender. Phase 2 – Invited Tender Those proponents short-listed through this RFQ phase will be invited to respond to the Tender. The TCIAA may at its own discretion invite international Contractor’s having not responded to this RFQ to bid on the tender. BONDING To ensure the faithful execution and proper fulfilment of the construction contract, the successful proponent will be required to provide the TCIAA with the following bonds at the time the successful proponent enters into a construction contract with the TCIAA: A – Performance Bond in the amount of 50% of the estimated total contract price covering the faithful performance of the contract, and B – A Labour and Materials bond in the amount of 50% of the estimated total contract price. The Tender will ask Proponents to submit binding proposal to build and commission the Project. After evaluation of the tenders by the Evaluation Team, the successful Proponent will be selected and an agreement negotiated in good faith and executed.

Submissions

1. Respondents are required to submit one (1) original and one (1) complete bound copy of their Submission. The original is to be clearly marked “Original” and each copy marked “Copy”. Respondent must also provide an electronic copy of their Submissions on USB. In cases of discrepancies between the original and a copy, the original shall govern. Submissions shall include all requested information and be submitted in a sealed package clearly marked with the Respondent’s name, address, closing date. 2. Submissions will be received by:

Respondents are requested to address the evaluation criteria in the order in which they appear in the Qualification Submission form and in sufficient depth in their submission. 10. Respondents are solely responsible for all costs and expenses incurred in relation to this qualification, attending interviews (if required) and for submitting additional information requested by the TCIAA. The TCIAA is not liable to pay such costs and expenses or to reimburse or to compensate a Respondent under any circumstances. 11. Submissions should be succinct and shall be in written format responding to requirements set out in the Qualification Documents. Respondents will be evaluated solely on the information that has been provided in their submission. 12. Submissions shall be in a form that follows the Qualification guideline document in Appendix B. 13. The Respondent may be made up of a team of individuals, partnerships, joint ventures or corporations but the individual, partnership, joint venture or corporation on the team shall name a representative or Lead Team Member for the team that has the authority to act on behalf of the submitting entity. The TCIAA will consider the company named as the representative or Lead Team Member as the construction firm and the other companies forming the team as subcontractors. 14. All documents submitted become the property of the TCIAA.

Evaluation of Submissions/Responses

1. An Evaluation Committee will review and evaluate the Submissions received. In order to be considered a Submission must comply with the Evaluation Criteria. 2. The TCIAA may disqualify any Submission that is incomplete or missing important required information, as determined at the sole discretion of the Evaluation Committee. Items not addressed in a Submission will be deemed as not meeting the criteria and given zero points.

Scientists say salamander in amber provides light on Caribbean evolution OREGON – The first-ever discovery of a salamander in amber has shed light on evolution of the Caribbean, according to scientists at Oregon State University (OSU). They said that fossil records have revealed something not known before – that salamanders once lived on an island in the Caribbean Sea, and that, now, they are nowhere to be found in the entire Caribbean area. OSU said that more than 20 million years ago, a short struggle took place in what is now the Dominican Republic, resulting in one animal getting its leg bitten off by a predator just before it escaped. 1But, in the confusion, it fell into a “gooey resin deposit, to be fossilized and entombed forever in amber.” OSU said the never before seen and now extinct species of salamander, named Palaeoplethodon hispaniolae by the authors of a scientific paper, “adds more clues to the ecological and geological history of the islands of the Caribbean. Grenadian government minister says church leaders financially abusing members ST. Pierre said that as a result, the government is moving to establish a framework that will allow for the churches here to function as structured entities. “We are not saying that you cannot open a church but we are setting standards that should be recognised by all churches,” she said. She said that most of the non-traditional churches making financial demands on worshippers are either recently launched here or have their headquarters overseas. “These persons come here from regional and international territories and registered these churches as non-governmental organisations for the sole purpose of opening a bank account to deposit the money collected. “Then they apply for concessions for vehicles from Government, (and) during that time they are also demanding that the membership give money to pay the rent of the building where the services are held even if they collect an offering and people are paying tides. “Some are even demanding that the members pay the rent where the pastor is residing, it’s a very serious. “Can you imagine, in rural communities a lot of people are already marginalise and vulnerable but these foreign religious leaders are demanding that they give so much to the church; some of them are even have to pay a membership fee of EC$50 (one EC dollar =US$0.37 cents),” the official said.

A store security officer told them the nine individuals had stuffed duffel bags with merchandise and had paid for some items but not others, according to the affidavit. The officer also said group members had been surrounding the cart, as if to conceal it from view, and were “looking around” suspiciously, authorities reported. Deputies stopped the group as they were leaving the store, according to the affidavit. One of the teens struggled against arrest and knocked over a deputy’s Taser, the report showed. The eight teens were charged with felony retail theft of more than $300. The adult, Donte Deveaux, 19, is facing the same charge, according to arrest records. Kate Winslet who had been staying on the island at the time was praised for having picked up Richard Branson’s mother Eve to rescue her from the flames. But last month, Eve said the claims were exaggerated and that she would have made it out safe on her own. Sir Richard’s daughter Holly wed Fred Andrews on Necker Island in December 2011, an affair attended by Princess Beatrice and Eugenie. Healthy life expectancy at birth rose by 5.4 years -- from 56.9 in 1990 to 62.3 in 2013. Healthy life expectancy takes into account both mortality and the impact of non-fatal conditions and chronic illnesses like heart and lung diseases, diabetes and serious injuries. For most of the 188 countries studied, changes in healthy life expectancy between 1990 and 2013 were “significant and positive”, the researchers said. Two TV journalists killed by suspect with ‘powder keg’ of anger Two television journalists were killed during a live broadcast in Virginia on Wednesday, shot by a suspect who was a former employee of the TV station and who called himself a “powder keg” of anger over what he saw as racial discrimination at work and elsewhere in the United States. The suspect, 41-year-old Vester Flanagan, shot himself as police pursued him on a Virginia highway hours after the shooting. Flanagan, who was African-American, died later at a hospital, police said. The journalists who were killed were reporter Alison Parker, 24, and cameraman Adam Ward, 27. Both journalists were white, as is a woman who they were interviewing. The woman was wounded and was in stable condition, a hospital spokesman said. Social media postings by a person who appeared to be Flanagan indicated the suspect had grievances against the station, CBS affiliate WDBJ7 in Roanoke, Virginia, which let him go two years ago. The person also posted video that appeared to show the attack filmed from the shooter’s vantage point. Flanagan sent ABC News a 23-page fax about two hours after the shooting, saying his attack was triggered by the June 17 mass shooting at a black church in Charleston, South Carolina, the network said. Nine people were killed, and a white man has been charged in that rampage. The network cited Flanagan as saying he had suffered racial discrimination, sexual harassment and bullying at work. Love them or hate them, emails are here to stay If seeing an inbox full of hundreds of emails fills you with dread, get used to it, because they are here to stay and will remain a constant in the workplace, according to a survey released on Wednesday. Despite the popularity of instant messaging, texting and social media, the poll showed that email is the top communications tool at work and will grow in importance over the next five years. In the online survey, comprising 400 U.S. white-collar, adult workers, nearly half of the respondents said they think their use of emails for work will increase in coming years. Nineteen percent said it will go up substantially. More than 90 percent of the workers admitted they checked personal emails at work and 87 percent looked at business emails outside of working hours. “Email is and will remain a cornerstone of the workplace culture,” said Kristin Naragon, of computer software company Adobe Systems Inc, which commissioned the poll. “Certainly, lots of companies are trying to break into that space with productivity tools, but email is not going anywhere,” she added in an interview. The workers questioned in the poll estimated they spend 6.3 hours a day checking emails, with

3.2 hours devoted to work emails and 3.1 hours to personal messages. Naragon said Americans are so concerned about keeping in touch they monitor emails around the clock, in socially unacceptable settings and during potentially dangerous times. The campaign is a four year FIFA Development Programme, organized to encourage girls and women to play, participate and stay involved in football. The Campaign’s ambassadors; Christma Jean-Louis, Sarah Cenery and Olivia Gravely, all grew up in the program, are members of the TCI Women’s National Football Team, and lead successful lives within and outside of the football arena. Girls, ages 6-12, were invited to spend a morning of celebrating football on the island of Providenciales.
