LUXURY RESORT IN SOUTH CAICOS

E
ast Bay Resort, a multimillion-dollar luxury property, will open in South Caicos within the next few weeks. Located on the pristine East Bay beach, East Bay Resort will be the first luxury resort in South Caicos, as well as the first resort to open in the TCI since 2011. With 87 suites comprising 110 luxury rooms, when opened EBR it will be one of the largest resorts in the Country, and by far the largest in the outer islands. The property sits on an expansive 14 acre beachfront site, with over 1,000 ft of ocean frontage. General manager Alain Prion, a seasoned hotelier who has worked at five star properties in the Caribbean and the Americas said: “East Bay Resort is special because every room has a spectacular ocean view, with floor to ceiling patio doors and windows overlooking the property’s signature pool, landscaped grounds, with a white sandy beach and pristine turquoise waters as the backdrop.” The resort’s amenities include a spa, a fitness room, two restaurants, enclosed meeting and banquet rooms. Every room enjoys complimentary WiFi and Cable TV, while 87 suites have fully appointed kitchens. “BLU” Restaurant is the resort’s fine dining experience, capitalizing on the abundance of seafood that is caught daily by local fishermen, serving a menu specializing in fresh seafood, along with Mediterranean specialties with an Asian infusion. Ewing said it took time for members of the House of Assembly to debate those issues and come up with the unanimous decision on the changes. He said the refusal by the UK to make Constitutional changes is “a slap in the face to all of our elected members of the House and a slap in the face of democracy in the Turks and Caicos Islands”. The Premier added: “We must realize that power is the strangest thing and if you want to be a Government and if you are a Government elected, you must have the ability to do something. You must have the ability to make decisions for the people and we all understand what the trepidation may be, but that is not for you. You have to give us the power, you the people gave us the power when you elected each and every one of us into office and so we now need to take the power of you the people with us and we need you the people to rally behind us to demand the changes that you went to every Town Hall meeting for and asked for to be made in our Constitution”.
Body of elderly tourist found floating on Grace Bay Beach A male was found unconscious in the water near The Sands at Grace Bay on Thursday September 3rd, 2015. 85-year-old Weswold Dutikow’s body was discovered in the waters floating near The Sands at Grace Bay on Providenciales, CPR was done but he was unresponsive. Takara Bain, Public Relations Manager
for the TCI Hospital, said “On Thursday, September 3rd, 2015, at approximately 10:53 a.m., an 85-year-old male was transported to the Cheshire Hall Medical Center via ambulance by the Emergency Medical Services. Despite efforts to revive him, the patient died”. Dutikow, who was born in Russia, was an American citizen living in New York. He was in
the Turks and Caicos Islands with his daughter 48-year-old Larrissa Dutikow of New Work. They arrived in Providenciales on United Airways on Sunday August 30th, 2015 and were scheduled to leave on Thursday September 10th 2015. 911 received the initial call for help at 9:25am. Up to this time the cause of death is still unknown.

Local lawyers objecting to UK Queen’s Counsel by Hayden Boyce Publisher & Editor-in-Chief Lawyers in the Turks and Caicos Islands are formally objecting to British Queen’s Counsel David Phillips, the lead attorney for the Civil Recovery Unit, being admitted to the local Bar. The SUN was informed that the Bar Council has filed for a judicial review of Phillip’s admission and the matter will be heard before Chief Justice Her Ladyship Margaret Ramsay-Hale on September 21st, 2015. According to legal sources, local lawyers have “serious concerns about certain conflicts” as it relates to a lawyer who works for the Civil Recovery Unit which was appointed by the British Government, being allowed to practice privately in the Turks and Caicos Islands. It is understood that Phillips is now associated with the lawfirm Karam & Misick, who will be sponsoring his application for admission to the local bar. Phillips, who was made a QC in 1997, works out of Wilberforce
Chambers in London. The website states: “David is a senior silk with an established reputation as a strategist and advocate in the field of commercial litigation and dispute resolution. FSC ordered to pay damages to Delroy Howell By Vivian Tyson
Senior Sun Editor The Turks and Caicos Islands Supreme Court has awarded Jamaican businessman Delroy Howell damages against the Financial Services Commission (FSC) and its director Kevin Higgins after Howell claimed the financial regulatory body and its head honcho sullied his name, causing him to suffer loss. The Supreme Court handed down the judgment on August 27, 2015, after both defendants failed to mount a defense against the claims. Court document showed that Howell’s legal representative Karam & Missick dispatch a writ of summons to McCollum Newlands, the law firm representing the FSC and Higgins, but while they acknowledged receipt of the document, did not challenge the writ. Howell sought reward against Higgins and the FSC’s misfeasance in public office; damages for malicious presentation of a winding-up petition; damages for loss of reputation; damages for loss of business; damages for consequential losses; that the winding up order be set aside; interest; costs; and any further relief the court sees fit to impose. The court was told that Howell was the majority shareholder, founder and chairman of the board of directors of First Financial Trust Company, which was incorporated under Turks and Caicos Islands laws, on March 20, 2001. Howell’s legal team, led by George Missick, said that on September 14, 2001, First Financial Trust was granted an unrestricted license by the TCI FSC to act as profession trustee, and as the fit and proper person on behalf of the company. At that time, according to the plaintiff, Higgins and the FSC were responsible for monitoring, regulating and maintaining public confidence in the integrity of the financial services industry of the TCI, and preserving of the reputation of the islands as a financial centre in accordance with the internationally accepted best practices and standards. The defense team claimed that the FSC is liable for the acts and omissions made maliciously, recklessly and in bad faith, by Higgins in the performance of his duties. They said that Howell has suffered loss as a result of failing to comply to a personal monetary request that Higgins made

of him, and which the Jamaican businessman, who resides in the Cayman Islands, did not honour. The cash request by Higgins, according to the documents filed in court, was to make “Howell’s problems go away”. The court documents filed by the plaintiff ’s lawyers, declared that Higgins flew to Jamaica sometime in August 2009, to discuss the matter concerning the company, during which he asked Howell for a $25,000 loan, telling him at the time that if the loan was obtained, the problems of the company would go away. The court document said that Higgins made a number of follow-ups, including phone calls, to obtain the loan, but was unsuccessful. Howell’s attorneys argued that subsequent to the meeting, Higgins ignored their client’s complaints, both in his capacity as Managing Director of the FSC and his capacity as a regulator of companies. They accused Higgins of deliberately causing losses to the company through manipulation of Howell’s status as chairman, which they argued, was compounded by the company pursuing legal action against Howell, because he was not able to demand proper corporate procedures and review of such purported acts. They charged that the deliberate act on by Higgins was done in bad faith, which led to reckless action in another jurisdiction in August 2010. The action by Higgins, according Howell’s lawyers, caused the other jurisdiction to seek and obtain a freezing order against Howell’s worldwide assets, which was in excess of US$14 million. That action, they claimed, had a debilitating effect on Howell’s ability to run his business, fight the litigation and supporting his family. Howell’s lawyers noted that
Higgins, on November 19, 2010, armed with an affidavit, stated that no petition was sought to wind-up First Financial Trust, but the appointment of an administrator was merely to carry out the company’s obligations. Howell’s lawyers said that during the proceedings, Higgins voiced his concerns as to the whereabouts of the trust’s asset. They noted however, that by the application hearing date, affidavits were filed in Jamaican proceedings, stating the real assets held by First Financial Trust in Jamaica, and the bona fide use of the company’s funds. They said that the exhibits of the Jamaican Court were thereafter used as grounds for the TCI FSC to intervene by seeking the court’s appointment of administrators, messers Bacchus and Thompson. Howell’s attorneys further argued that on December 10, 2010, former local high court judge, Justice Richard Williams, made a Protection Order, pursuant to Section 38 of the FSC Ordinance 2007, but appointed only one administrator Ian Thompson. The plaintiff ’s lawyers further argued that by that date, the Jamaican court had already ruled that the assets complained of were in fact substantially identified as owned or controlled by First Financial Trust, and therefore showed that Howell’s assertions concerning the whereabouts of the trust assets were accurate. The court document showed that Higgins filed a second affidavit on January 18, 2011, seeking the appointment of Maria Ferere as the sole administrator, which Howell’s lawyers claimed, ignored the right of their client to have a fair hearing based on the complaints made as to the unlawful wresting of control of the company. Howell, charged that despite the Jamaican Court proceeding on

February 11, 2011, the FSC, under Higgins’s stewardship, maliciously and without reasonable or probable cause, presented a winding-up petition against First Financial Trust, in the TCI Supreme Court. Howell’s lawyers claimed that the petition was not supported by an affidavit and the defendants alleged that Higgins had dissipated the restricted deposit without the FSC’s consent and further, that First Financial Trust was likely to become insolvent, without providing proof. Justice Geoffrey Martin granted the petition on May 18, 2011, giving no reasons for his decision, according to Howell’s lawyers, other than reasons Higgins provided. Howell’s attorneys claimed that Higgins, among other things, failed to make any proper legal assessment of the documentation in his possession or of legal proceedings in Jamaica, so he could arrive at an informed opinion as to the possible ramification of the company. They said he should have educated himself as to whether the Jamaican claim was properly grounded or whether it should have continued in Jamaica after the appointment of an administrator. They said his malice and bad faith continued when he presented the petition to wind-up First Financial Trust in furtherance to his bad faith decision to place it in administration, and allowing an interloper to prosecute litigation in the name of the company, which caused severe harm, loss and damage to Howell. They further claimed that Higgins ought to have known that the Turks and Caicos Islands was the proper forum for the matter to be litigated instead of Jamaica because the company was registered and regulated here and not Jamaica. They said that the defendants should have taken every level of care to determine the applicable law and its effects on the company in the Turks and Caicos Islands, before using the proceedings in Jamaica as grounds for enforcing against First Financial Trust. They said also that Higgins and the FSC owed a duty of care to present a winding-up petition based on evidence. They added that as a result of their malicious and reckless manner, where the FSC also failed to uphold statutory duties to Howell, their client had sustained injury to his reputation, suffered loss and damage, and incurred expenses.

Government in the dark about SIPT spending

Premier Hon Dr. Hon. Rufus Ewing is lamenting the fact that members of his Government do not know how the Helen Garlick-led Special Investigation and Prosecution Team (SIPT) is spending its money. “There is no end in sight of how much the SIPT is going to cost,” the Premier said at a town hall meeting at the Gus Lightbourne Auditorium on September 7th. “So over the past couple of years we have consistently and persistently asked, through the Minister of Finance...and this is what we find very strange, most people look at us as if we are Technocrats but we are not technocrats we are simply policy makers. So we do not have access to the details that some technocrats would have. We do not run the numbers, run the figures or everything. Even my Minister of Finance does not have access as to how the SIPT money is spent. We don’t know how much is spent on rental cars, luxury hotel rooms, we don’t know how much is spent on lobster and luxury food, or how much is spent on airfare, how much is spent on paying the prosecutors or the defense. So why should we as a government in good conscience continue to fund the SIPT of which I do not know where the money is going.” Premier Ewing said that the government has paid over $40 million since the inception on SIPT, adding that much more could have been done for the people of the Turks and Caicos Islands with that money. “Next year we can look at more than $4.3 million being asked for security purposes and probably even

more money will be asked for trial,” the Premier added. “I am all for democracy, fairness, and for justice but I am also for transparency and for obligation to my people. As a government you should be able to outline your priorities to see what the best is for the people of your country.” The Premier noted that a few years ago, Helen Garlick made a few statements and strong recommendations to the Foreign Affairs Committee expressing grave concern about the funding of the special investigation prosecution team by the Turks and Caicos Islands government after the re-establishment of the constitution. He said that Garlick noted that she had a contract which required her to go as long as necessary to see justice’ but at the same time she did not know how much t was going to cost, and she did not think that the people of the Turks and Caicos Islands should
bear the burden because it will limit the funding availability for things such as education programs, health programs, other social programs, and the ability for government to pay off their debts. The Premier added that one of the recommendations clearly stated by Helen Garlick was that the United Kingdom Government should bear the responsibilities that are theirs and fully fund from their tax payers and their Treasury, any investigation that is implemented in the Turks and Caicos Islands related to corruption allegations. He said it was also stated that if a need ever arose, and if Garlick and the members of her team received any kind of threat which would require them to have close protection officers from England; the funding for such should be done by the United Kingdom Government not The Turks and Caicos Islands Government.

Former Premier Mike Misick calls for referendum By Vivian Tyson
Senior Sun Editor It would be a waste of time if the Turks and Caicos Islands were to challenge burdensome impositions that its colonial master the United Kingdom government has forced on the country, warned ex-premier Michael Misick. Instead, he recommended that a referendum be called, so the people would be able to make a determination as to whether or not they wish to remain under the British regime. He said that the rejection by the British Government to make changes to the Constitution presents an opportunity to call a referendum. Misick, who was among the audience at a town hall meeting at the Gustarvus Lightbourne Sports Centre on Monday, September 7, and hosted by the Dr. Rufus Ewing government, said such challenges were already attempted after the 2006 Constitution was suspended, but British law lords slapped it down, citing the British having absolute power under the West Indies Act. “As you can remember, when the 2006 Constitution was suspended, I challenged the suspension of that constitution legally all the way up to the European Courts. The West Indies Act, which gives the British Government absolute power. And this was where my challenge was based, that it was a violation of the rights of Turks and Caicos Islanders because it took away their right to vote. “The British law lords, in their wisdom, found that
under the West Indies Act, that the British can do anything they want, short of slavery and torture. The only thing they can’t legislate for the Turks and Caicos and the colonies are torture or slavery. We are in slavery already anyway and we are being tortured. So it would be a complete waste of time and money to challenge,” the ex-premier suggested. He said that people power in any country is most telling, the government should rally with the people and force the hand of the British for a referendum to flesh out whether or not they people to path their own destiny. “The truth of the matter is that, power in any country comes from the people. You and the leader of the opposition can go to England, carry as many people as you like, but nothing will happen. The only way that we are going to get the attention of the world and of the British Government is through people power,” Misick said, pointing to the referendum opportunities given by the Falkland Islands and Ireland recently, and the intention by Britain to make a decision next year as to whether or not to remain with the European. Such opportunities, he suggested, should be afforded to the Turks and Caicos Islands. “Just last year in the Falkland Islands, the British Government put together a hastily referendum so that the Falklands people could choose whether they want to remain British or whether they want to become Argentineans or whatever their decision would be.

Opposition MP criticizes government’s failure on infrastructure
Wheeland MP Hon. Vaden Delroy Williams, shadow minister for infrastructure, has highlighted what he describes as the Progressive National Party (PNP) government’s failure and lack of vision on infrastructure throughout the Turks and Caicos Islands. Hon. Williams pointed out that for three consecutive years in the life of this Rufus Ewing PNP government, over one thousand families transporting their children to the Clement Howell High School and the Oseta Jolly primary school in Providenciales have been met with congestion on the roads heading into and out of the schools. This has become more apparent and problematic with the delay of the Long Bay School that was promised by the government to be ready for the opening of the school year but which it failed to deliver. With the beginning of the school year, traffic have been backed up for miles coming out of the Blue Hills area where there is only one way in and one way out of the largest community in Providenciales. Hon. Vaden Delroy Williams said, “The government spent one
million dollars on new vehicles while TCI’s infrastructure is crumbling and the pressing needs of the people have gone unmet.” He asked, “Why is it that, after three years of September school openings, families still suffer with the delays getting to and from school? It’s a traffic nightmare and the government doesn’t care to address this vexing problem.” The shadow Minister of Infrastructure went on detail how the Peoples Democratic Movement (PDM) once elected will address this nightmare of a problem. “An alternate access road into the largest community in Providenciales has been left unaddressed by the government for too long,” he said, and at the same time he promised to build the necessary infrastructure the community needs. “The PDM will build new roads, we will build new schools and we will fix this problem for the one thousand families using the schools in Blue Hills by constructing an alternate route into the community,” he said. He noted that the government’s only answer to the
education and traffic problems was to build a new school as a blatant reelection pet project in the Minister of Education’s constituency, which fails to meet the requirements of the growing population of the island and which is late on delivery and inadequate at fulfilling the needs of the affected and long suffering families across Providenciales. “The government has failed at everything it touched and continues to be out of touch with the needs of our people. For three years the PNP has been trying to play mind games on the population, which our people have been wise enough to detect. Our people have not been fooled by the government’s rhetoric that their hands have been tied by claimed economic constraints, when they can find money to buy thirteen new luxury SUVs (two for each minister) while the people drive on crumbling and congested roads and the residents of Grand Turk have to suffer the humiliation of a broken water system in the capital”, Hon. Williams said. “The PNP has spent its term in office denying our people the basic infrastructure such as proper roads,

False alarms, catalogued as three, were actually record as among the responses by the fire department over the period. House/structurel fires accounted for 14 of the responses over the period as well. Road traffic accidents accounted for 13 of the responses; brush fires were responsible for 12; rubbish fire accounted for 10 of the responses; motor vehicles were responsible for nine; emergency landing accounted for five; Fortis pole on fire and motor vehicle fires
accounting for two calls, with rope rescue, kitchen fire and a fire scene revisit to be blamed for one call each. The fire department responded to 11 calls in January. Premier Ewing will push for constitutional advancement Premier of the Turks and Caicos Islands Hon. Dr. Rufus Ewing said he will continue to push for constitutional advancement, despite the expected challenges. “I am not saying that the road of pushing for constitutional advancement will be easy, but I am prepared that after doing all we can to push forward to get back to even our 2006th constitution and to push forward even beyond that,” Premier Ewing said at a public Town Hall meeting on Monday September 7th, 2015 at the Gustavus Lightbourne Complex, Downtown Providenciales. “After engaging all of those
individuals we say we were going to engage and we are making no movement, my brothers and sisters and fellow Turks and Caicos Islanders I tell you I am going to come to you because we as a country have to make a decision as to what we want and what we want our relationship to be with the United kingdom Government,” he added. “There are some tough decisions. It is not our decision and my decision alone; it is all of us who have a decision to make as to whether or not we want the status quo to remain and for how long or whether or not we need to move forward and chart our own path and chart our own destiny. It is as simple as that.”

It is not my decision alone, it is not his decision alone it is the decision of all of us and that is what we have to face going forward in these beautiful by nature Turks and Caicos Islands.”
Traffic cops collect up to $40,000 a month
As the Traffic Department of the Royal Turks and Caicos Islands Police Force stepped up its operation across Providenciales to crack down on motorists who are using the roadways in contravention with the Road Traffic laws, a number of operators have been prosecuted for various traffic violations. The police told The SUN that the violations include, driving with improper or, in some cases, no documents for the vehicles; driving without driver’s license, plates or driving over the speed limit. An officer explained that as a result of the widespread violations, the number of prosecution each month
yields approximately $40,000, which goes into government coffers. On a daily basis, according to the officer, each traffic cop issue about 25 tickets. The Media Liaison Officer for the Royal Turks and Caicos Islands Police Force, Special Constable Audley Astwood, said that these operations by the police became necessary because a number of persons were driving illegally within the Turks and Caicos. He said that while there are persons driving without licenses, registrations and insurance coverage, there are those whose motor vehicles are registered but are still driving without plates and discs on the front

Responsible for carrying out effective preventive and corrective repairs to plant control and electrical equipment and other company assets in a manner consistent with equipment manufacturer’s specification and standard electrical practices and as directed by the Plant Production Manager
Main Duties
Maintain, install and trouble shoot all rotating and stationary electrical equipment with particular emphasis on control systems. All such work will be performed with safety, efficiency and functionality of the FortisTCI system as the guiding factors. Operate Company vehicles as required and in adherence to company policy and the driving regulations of TCI authorities. Be professional in dress and demeanor as befits an employee and ensure that a good public image of FortisTCI is maintained at all times. Minimum Requirements
At a minimum, must possess an electrical technologist, or electrical technician advanced diploma (or equivalent), with particular emphasis on controls systems and protection technology. A minimum of 10 years’ experience in high voltage application preferably in the diesel power generation and substation environment. Experience working on Caterpillar and Wartsila diesel generators will be an asset. Familiarity with and competency in the use of computers PLCs and standard computing software programs. Excellence in interpretation of engineering drawings and manuals. Professional competency in written and oral communication skills in English. Experience in high voltage installation, maintenance, and repairs. Ability to function effectively under emergency situations and thinks clearly and effectively and able to deliver within deadlines and to work under pressure.

Disrespectful display of flags at International School

Leader of PDA I took the time out today to follow up on an invitation to view this disgusting and insulting scene that is displayed above at the International School owned by the former Lord Ashcroft at Leeward in Providenciales This display of flags is obviously a total disregard for our Sovereignty as is demonstrated time and time again in regards to the callous and disrespectful handling of our Turks and Caicos flag or the Union Jack for that matter There are instances where the flags of other nations are flown in official settings in our country and the Turks and Caicos flag in not flown
at all, let alone being flown alongside, on top or above the flag of those other nations. Studying the Flag Etiquette of any nation, including the United Kingdom of which we are a part, would clearly show that these arbitrary practices that take place in the Turks and Caicos are tantamount to a national taboo. The protocols in the Flag Etiquette state among other stipulations that: 1.If flown with other flags on separate poles, the national flag should be highest 2.If flown with other flags on the same pole, the national flag must be above the other flag or flags. 3.If flown with other flags on separate poles the national flag
must be on the far right when facing the flags with one’s back to the buildings
It should be noted that the most serious stipulation is violated in this instance, in that the Turks and Caicos flag is below many other flags including those on other poles. I am compelled to emphasize that it is about time that we demand the respect that is due to us from those individuals who presumptuously and persistently trivialize and desecrate what is patriotically and nationalistically sacred to us as a people and country. This sort of brazen violation is indicative of the challenges that lie ahead of us in terms or restoring and preserving our rights, respect and
sovereignty as a Turks and Caicos people and it is a feat that we dare not fail in achieving, as forgone as it already is. This kind of anti-national behavior is neither practiced nor tolerated in any other country than the Turks and Caicos and it must be stopped forthwith. It does make one wonder however, when we have legislators who are neither sensitive, proud or patriotic enough to enforce such protocols yet they are vehemently bellowing the independence cry. Our political directorate must be real and be statesmen; and we as a people must rise to the occasion and demand the respect that is due to us if we are to be taken seriously in our own country. . . And we must be taken seriously!

PDA dissatisfied with Immigration Bill

This Progressive Democratic Alliance is hereby registering its dissatisfaction with and rejection to the pending Turks and Caicos Status Bill that is currently before the House of Assembly. This bill gives a clear indication that the Turks and Caicos is about to start a new thriving industry, an Immigration Status Citizenship Industry. This bill is saying, "whosoever will may come, the doors are wide open and the eyes of the political directorate of the Turks and Caicos are tightly closed". In fact, this bill is saying that the leaders of this country are not only blind, but deaf and dumb as well. Progressive Democratic Alliance leader Oswald Skippings said, “this bill is screaming, come everybody, even those that are stateless, oppressed, dangerous and desperate from anywhere, everywhere and we will give you refuge, prosperity and prominence as we ourselves suffer from poverty and marginalization, and most of all, we will give you political sovereignty over us, because there will be more of you that can vote than of us that can vote, I have to ask what in God’s name has gotten over our elected officials?" This Status Bill indicates that we are a country that is suffering and dying from the lack of Citizens and that we are craving to enlarge the franchise so that the indigenous makeup of Turks and Caicos Islands would henceforth and forever be a thing of the past. This bill says that we are desperate to be further diminished and disempowered as a people who has already lost everything that we are entitled to, from our constitution, our top ranking civil service jobs, to our menial jobs on the street. Why is there such a desperate rush to broaden the franchise and thereby take away our franchise as
Turks and Caicos Islanders? Don’t we like to belong, don’t we want to belong, don’t we have a right to belong, or are we all under some demonic spell that has us senselessly duped into accepting our national demise? It is so obvious that we are extending the immigration red carpet that is making Turks and Caicos Islanders carpet beggars. If this government does not have the will nor the skill to produce sensible Immigrations bills that will protect us as a people, there are patriotic others in this country that have the common sense and ability to fashion sensible immigration bills that allow for however many thousands of immigrant workers that are needed to work here to fuel our economy without giving away our birthright. As a developing country, we are definitely in the business of welcoming and helping our less fortunate neighbors and others by offering them much needed jobs but we are not in the business of offering random citizenship or status that would further alienate us, our children and our grand children in our own country.. We as a country are offering jobs that would help these expatriate workers, help their families back home and help to build their own country’s economy through tens of millions of dollars in remittances sent through banks, money transfers and individual carriers. While we often get caught up in anthems or clichés like God Bless America and God save our gracious Queen, it’s about time that we reach out to God and ask for his blessings on the Turks and Caicos as we say, “God Save Our Gracious Turks and Caicos,” because nobody has been more gracious than us toward other nations and peoples. The PDA leader said, "It is a little wonder that we are perceived as being so passive and directionless, while people come from distant lands are not afraid or ashamed to show their patriotism and love for their country, their indigenousness and their culture of their homeland, and I have no problem with that, we as the legitimate custodians at home in our homeland, are too intimidated to cherish and protect our rights and our heritage here at home for fear of being labeled as anti-foreigners". Mr. Skippings continued by saying, "So I appeal to the lawmakers in this country, the politicians for whom we stood in the heat of the sun for up to six hours and voted for to represent us, our interest and that of our country, to show some kind of patriotic loyalty, vision, common sense and intestinal fortitude, to kill these immigrations bills before they kills us as a Turks and Caicos people.

PDM Leader's address on Government’s RecentTown Hall Meetings
by Hon. Sharlene Cartwright-Robinson Opposition Leader and Leader of the People’s Democratic Movement I wish to address this nation on what I consider to be critical current issues facing our country. I do so out of concern and also to clarify some misconceptions that we have been addressing over the past few days. On Monday, September 7th, 2015 the Ministerial Members of Cabinet held the first of two Town Hall Meetings on Providenciales. Like many others, the members of the PDM were made aware through social media and no one was invited in his/her official capacity and rightly so as this was a meeting held by the Ministerial Members of Cabinet. While members of the PDM Parliamentary Team attended the Town Hall Meeting, they did so as citizens of this country. I wish to advise the people of this country that on Monday, September 7th, 2015, the Premier sent an email to me as Leader inviting me to a meeting to discuss the proposed constitutional amendments, monies expended for SIPT and another pending matter. A response was sent which stated that I was open to a Meeting to discuss the
three issues. However a time or date is yet to be set. During the Government’s Town Hall Meeting, the Premier spoke to three issues: the proposed constitutional amendments; the monies for SIPT’s security costs and the Immigration Bill. Like the Premier, I was provided with a copy of the letter from the UK Minister in response to the Constitutional Review Committee Report. I was provided for the first time with the final recommendations that were sent from the House of Assembly to the UK. As stated before, we are not surprised by the UK’s response to take a slower approach to the recommendations. We do not agree that there has been a dismissal of the work of the Committee and quote this excerpt from the letter, “...the work of this Committee is so important and we will ensure that a dialogue on these issues is sustained with TCI and other Overseas Territories that wish to engage…” In our years of collective experience, it has been the approach of the UK on constitutional amendments to hold several talks in an engagement process. I call to mind the work of the 2006 Constitution that begun in 2002 and which after the Constitutional Modernisation Review Body’s Report held three rounds of talks. I was privileged enough to work be a part of both rounds of public consultation as a member of the review body. With the background of the 2011 Constitution, we anticipate a different approach. While we are now aware of the approach that this Government has publicly taken and its intention to hold a referendum on the relationship with the UK, we remain committed to the process and to the acceptance of the offer by the UK Minister’s invitation to engage. We believe that there is a call for a mature and sober approach to be taken in this process as we represent the people on this important issue. On the matter of funding for the Special Investigations and Prosecution Team, we are surprised by the Premier’s position that there is not enough information on SIPT’s expenditure. We are surprised that over these near three years, there has not been presented a proposed Budget for SIPT’s spending to Cabinet ahead of approval there for passage
in the House of Assembly. We believe that a line itemed Budget must be in existence for the final total figure to be presented. The PDM will never renege on its responsibility to provide oversight and to call for transparency and accountability which are the hallmark tenets of good governance. Therefore I have in my capacity as Leader of the Opposition been consistent over the years in posing questions relating to SIPT and Civil Recovery actions and in particular costs. As recent as July, 2015, I posed a question, “Will the Hon Attorney General be pleased to say what is the total cost of SIPT related Trials to date? Will she say how much has been spent on lawyer’s fees inclusive of legal aid? Over the period, HMG agreed to pay costs and did pay costs, please advise how much was paid and over which period? Will she further advise when did TCIG assume cost again and why was this decision made by HMG?” In fact, even while serving on the Consultative Forum, I posed questions about SIPT’s funding and the sharing of the cost between the TCI and the UK. It was on one of these occasions that the former Attorney General made the public aware of the resumption of costs by the TCI Government. We believe in accountability and believe that as members of Cabinet, the Government ought to be able to obtain the information on SIPT’s broad expenditure without compromising its work. As we are not privy to know the details of what goes on in Cabinet other than what is being said in the public domain, we do not understand how there can be a denial of this information. We also believe that the TCI can ill afford to have any adverse incidents that will seek to reverse our positive turn in our reputation, and so we believe that SIPT should feel and be made to feel safe as should all residents and this is why we believe that these monies can better be spent by way of investment in our local police force through advance specialized training. We believe that our track record of entertaining and welcoming persons of high international status has been stellar and without incident. And while we do appreciate that SIPT’s stay here is under different circumstances, we believe it will
certainly be to everyone’s benefit if we were to bolster the resources of the Police Force and build capacity. We are not convinced that what SIPT may need is outside the scope of our internal security. This investment can also help in addressing the challenges that we face in the area of immigration which is fast becoming a national security concern. We believe that the resident populations of these Islands are larger than we can imagine. With the scarce resources that we have, together with this government’s intention to widen the franchise and increase the permanent population through the proposed Immigration Bills, certain systems and Institutions must rapidly rise to the demand should the Government proceed without design and at a manageable rate against the voices of reputable members of the clergy, attendants at the various Town Hall Meetings and its own high ranking supporters. While there are many issues that seem out of our reach, there are many that are within our control and our remit alone and immigration is one of them. We are on record calling on this Government to slow down the consultations and to give its people more information and more opportunities to understand its immigration proposal and be heard. The Immigration Bill must be carefully approached and while it must provide a fair and transparent path to citizenship, we must ensure that it is one that will guarantee that we as Turks and Caicos Islanders are protected, empowered and able to obtain jobs. We believe that the Government must place this new found passion into getting our people to work and in better working conditions with fair pay, the possibility of upward mobility and training in environments that are conducive to growth and advancement of the individual and our country. It is my prayer that our people will be vigilant, hear the issues, seek out the facts, make reasonable and well informed choices and decisions and then hold us all into account according to our roles. As Opposition members in the House of Assembly we will continue to be diligent in our oversight roles and will always work for the best interests of our people. May God bless these Islands.
Successful water undertaking exercise in Grand Turk The Water Undertaking Unit within the Department of Public Works, is advising the General Public that the general maintenance exercise that was conducted on the water production facility on 29th August 2015 was successful. As a result, water production in Grand Turk has increased from 180 gallons per minute, which equates to 259,200
gallons per day to 191 gallons per minute, which equates to 275,040 gallons of water a day. Water distribution from the Reverse Osmosis facility has also increased to 200 gallons per minute between the hours of 6am to 7:30pm, which is up from 190 gallons per minute. As a result of the increased water pressure, residents in North Creek, Cork Tree Beach, Upper Overback and North Ridge should now be

Immigration Bill to control population growth By Vivian Tyson
Senior Sun Editor The new Immigration Law that the PNP government is seeking to enact is to afford government greater autonomy to determine the number of expatriates it grants Turks and Caicos Islander status to going forward, according to Premier Hon. Dr. Rufus Ewing. The premier, who was speaking at a town hall meeting at the Gustarvus Lightbourne Sports Complex in Providenciales on Monday, September 7, 2015, said that his administration is seeking to establish a yearly quota Turks and Caicos Islander status system to streamline who gets such status annually and how many. “We think that doing it would give us more control over the numbers because one of the things that the law would make provision for is that, we as Turks and Caicos Islanders, would have to set a quota each year as to how many persons will be given Turks and Caicos Islander status. Every year it would be reviewed by whomever government is in power or by whomever committee. The committee would make the determination according to that quota,” the premier explained. The premier said that government, as a result of the submissions by the public trough its town hall meetings and over the internet, made alterations to the original Immigration Bill before deciding to present it before the House of Assembly.
“One of the things that us Turks and Caicos Islands are afraid of, is the ability to not control how many persons get Turks and Caicos Islander status and the rate at which they get it in this country,” the premier said. He pointed out that the current immigration construct gives way to all persons born in the TCI to have the ability to acquire Turks and Caicos Islands status at age 10 as of right. This, the premier said, has to change. “That provision, as it is right now, we do not have any control over how many persons would be born here through persons who are legal in Turks and Caicos. Since we don’t have any control over that, and persons getting status as of right, we can very quickly be outnumbered. “ Some of the recommendations that we are putting are that, if you were born here legally - because I am not awarding anyone with their parent being illegal at the time of their birthyou would then have the freedom to reside in the Turks and Caicos Islands until the first opportunity, which is the age of 10, when you are eligible for the British Overseas Territories (BOTC) citizenship. And that is under the British Nationality Act. It is not anything under Turks and Caicos laws. “At that time, you are eligible to get a Turks and Caicos Passport. You are not a Turks and Caicos Islander under our laws. You would then have to wait until you are 18, and then you decide whether or not you want to be a Turks and Caicos Islander. “You will be eligible to apply,
but even at eligibility, does not guarantee you that you would become a Turks and Caicos Islander, because there are certain criteria that you have to satisfy to be able to be granted that status. So, it is important for us to develop an Immigration Bill that will allow us to, as elected governments, decide who will be given status in this country. But right now at this point in time, we don’t have that power,” he said. Premier Ewing hinted that the current immigration playfield is not level, and his government is seeking to strike a balance. “The only persons, who are allowed to get status in this country through the current Immigration Law, are those who either marry a Turks and Caicos Islander, and you have to wait 10 years before you become a Belonger or Turks and Caicos Islander status, or persons who got it through descent. Other than that, no one else is eligible for any kind of status under the current construct. “So, we have to create a pathway to citizenship or Turks and Caicos and Caicos Islander status under the Bill, in order for us to control our own destiny in doing so,” he said. He added: “We have to have the power, through the people who you elected, to represent you – how many, what colour, type, race, creed you want to be with you. And that is what the Immigration Bill that has been put forward is attempting to do. Because at this point, one of the things that the British Government did was remove that power, that ability from
elected government, to make decisions to decide who you want to be a part of you. “However, they have placed stuff in the Constitution because they know that if you choose not to make provisions in law, and for you to put in what you want your population to look like, they will do it for you through the powers in the Constitution that exists.” Breaking down the demographic groups currently reside in the TCI, the premier said there are those who are indigenous TC Islanders, those who are descendants of Turks and Caicos Islanders, those who came here years ago and have assimilated in the society through hard work and participation and later given Turks and Caicos Islanders status. He said there are also those who came here many years ago, but despite demonstrating that they have become part of the population, are yet to be assimilated, either by their own actions or the works of some locals. The final group, he said, contains persons who were born here to expatriates and who have lived here all their lives and know nowhere else, but find it difficult to get the opportunity become Turks and Caicos Islanders, because they are frequently told that they are not Turks and Caicos Islanders and they will never become Turks and Caicos Islander The Premier said that while there is no excuse for their behaviour, some of those persons contained in the last demographic have become bitter and are responsible for some of the problems in the community.

Our attitudes are personal, they influence our behaviour and interactions with each other, either consciously or unconsciously,” Boyce said. St Kitts/Nevis says no to LIAT Despite calls for more regional governments to invest in LIAT, the Prime Minister of St Kitts/Nevis said his country is not eager to sign on to the cash-strapped airline any time soon. Dr Timothy Harris said LIAT’s consistent financial troubles do not make it an attractive investment option and that his government would have to be persuaded that an investment in LIAT would be a wise one. “At this moment in time the Cabinet has not made a commitment to invest in LIAT … in fact it is not on the table before us and with regard to the challenges facing inter-island travel, we certainly would have to be convinced that an investment in LIAT at this time makes sense.” At present, Antigua & Barbuda, Barbados, Dominica and St Vincent & the Grenadians share fiscal responsibility for the struggling airline and there has been a longstanding call for St Kitts/ Nevis and other regional governments to assist. Harris, however, said investing in LIAT was simply bad financial decision making. “The people of St Kitts and Nevis would want their dollars to be spent wisely,” he said. “LIAT has brought to the fore a number of strategic plans, none of which have taken LIAT out of the red; therefore it is not a tempting proposition for us at this time, but in the context of a regional effort we will give serious consideration to a proposal.”

$55million airport renovation for Cayman Islands
Construction of the new terminal building at Grand Cayman’s Owen Roberts International Airport is scheduled to break ground Thursday and will begin in earnest next week, government leaders announced Monday. The contract for the first part of what is expected to be a $55 million airport expansion and redevelopment was awarded to local contractor Arch & Godfrey , while the design for the project went to Jacksonville, Florida company RS&H and local partner Chalmers Gibbs Architects, airport officials said. The $3.6 million deal for the “enabling package” to start the airport redevelopment was signed by Cayman Islands Airports Authority CEO Albert Anderson and Arch & Godfrey Chairman Heber Arch Monday morning at the airport. The first phase of the airport redevelopment was competitively bid among seven companies earlier this year following government’s request for proposals on the construction of a two-story baggage area, bag screening room and a mechanical room. Tourism Minister and Deputy Premier Moses Kirkconnell said Monday that the new 29,000-squarefoot structure will be built to the west of the current airport property. He said the airport plans to add another baggage conveyor in the area and relocate the existing machine as well. The work hopefully will be completed by March 2016, he said. The $40 million second phase is about “80 percent designed” at the moment, officials said. Phase two will restructure the entire departure and arrival area, starting with the departure lounge, Mr. Anderson said. “There will be some impact [to airport travelers]. We’re trying to minimize that as much as possible,” he said. Mr. Kirkconnell said he expects the entire project to be finished in about two-and-a-half years. The entire expansion project includes more than doubling the size of the airport terminal, repaving the tarmac and runway and, in the longer term and if financially feasible, putting in an airplane taxiway parallel to the runway. Minister Kirkconnell said decisions to redevelop the airport at its current location were largely driven by the urgent need to comfortably accommodate more passengers in the oftenoverwhelmed Grand Cayman airport terminal.

Mr Greenslade encouraged people with illegal weapons to turn them into police, as officers will not hesitate to act if confronted. “I have told them and will say it again on the record that I will never ever interfere with their discretion and more particularly their lawful discretion if an officer, (who) is properly trained, (is) accosted by a felon with an illegal weapon, more specifically an illegal gun. “I expect that officer will do all in his or her power to defend himself or herself and most certainly to protect the lives of any innocent person who could fall victim to a bullet from an illegal handgun in the hand of a prolific offender. “This commissioner has never, ever sidestepped on any matter involving actions of police officers and members of the police service where there was a need for swift and decisive action.” This year’s homicide rate hit three digits last Thursday when police officially classified the death of a man, whose family believes he was robbed and beaten before he died in hospital, as a homicide. Police launched an official investigation into the death of 64-year-old John Henry Frazier last week Monday, after he was taken to the Princess Margaret Hospital on August 24 suffering from injuries to the body. He died in hospital on August 26. Initially police said an autopsy would have to be performed to determine the exact cause of death and did not immediately classify the incident as a homicide. The country’s murder count so far this year continues to outpace the figure for last year at this point. At the end of August 2014, the country had recorded 84 homicides, according to police statistics. Last year, the Bahamas did not record 100 murders until the first week of November.

Baltimore offers $6.4 million to settle Freddie Gray case Baltimore has reached a tentative $6.4 million settlement with the family of Freddie Gray, a black man who died from an injury sustained in police custody, city officials said on Tuesday. The settlement with his family will be submitted to the Baltimore Board of Estimates for a vote on Wednesday, the office of Mayor Stephanie RawlingsBlake said in a statement. She said it was not an admission of liability. It will have no effect on the criminal trials of six officers charged with Gray’s death in April, the statement said. His death from a spinal injury sparked protests and rioting, and fueled a U.S. debate on police treatment of minorities. “The proposed settlement agreement going before the Board of Estimates should not be interpreted as a judgment on the guilt or innocence of the officers facing trial,” Rawlings-Blake
said. She said it would resolve any related civil claims against Baltimore in the Gray case and avoid drawn-out litigation. Baltimore City Circuit Court Judge Barry Williams last week ordered individual trials for the officers charged in Gray’s death. The charges range from second-degree murder to assault and misconduct. On Thursday, Williams will hold a hearing to determine whether the trial should be moved from the largely black city of about 620,000 people because of the uproar over Gray’s death. The Fraternal Order of Police criticized the settlement since no civil suit had been filed and said it could sour relations between officers and City Hall. A settlement before the trials “is obscene and without regard to the fiduciary responsibility owed to the taxpaying citizens of the city,” the
union said in a statement. Officers arrested Gray, 25, on April 12 after a foot chase in crime-ridden West Baltimore. He was bundled into a transport van while in handcuffs and shackles and was not secured with a seatbelt. Gray died a week later from a spinal injury and a medical examiner ruled the death a homicide. The City Hall statement said Gray’s family would be paid $2.8 million in the current fiscal year and $3.6 million in the one starting July 1, 2016. The Board of Estimates controls city finances, and its five members include the mayor. The payout would be the latest settlement by Baltimore over allegations of police brutality. Since 2011, the city has paid a total of $5.7 million in police-related court judgments and settlements, the Baltimore Sun reported last year.
Colombia seizes 1 metric ton of cocaine on Mexico flight
BOGOTA, Colombia — Authorities in Colombia said they seized over 1 metric ton of cocaine disguised as printer ink and bound for Mexico. The police said officers at Bogota’s El Dorado airport were tipped off when a drugsniffing Labrador named Mona detected the narcotics hidden in 48 boxes of a 1-metric ton cargo shipment bound for a company in the Mexican state of Sinaloa. There were no arrests and police wouldn’t say on which airline the illegal cargo shipment had been stashed. The police said in a statement Monday that as soon as the black powder tested positive for cocaine they alerted their Mexican counterparts leading to the bust of a similar amount of so-called “black cocaine” at Mexico City’s airport on a flight that had departed Bogota hours earlier. Mexico’s federal police said told The Associated Press they had no knowledge of a weekend interdiction. This El Nino to be among the strongest since 1950 GENEVA — The current El Nino weather pattern may be on track to become one of the strongest in more than half a century, experts at the World Meteorological Organization said Tuesday. The El Nino event involves a shift in winds in the Pacific Ocean along the equator every few years, warming the water more than usual and triggering a change in global weather patterns. The Geneva-based U.N. body says ocean and atmospheric conditions over the tropical Pacific and most expert models and opinion point to a strengthening of the El Nino in the second half of 2015. This El Nino, the first since 1997-98, follows the rapid melting of arctic sea ice and snow cover in the northern hemisphere over the last few years. “This is a new planet. Will the two patterns reinforce each other or cancel each other?” said David Carlson, director of WMO’s World Climate Research program. “We have no precedent for this situation.” A WMO statement Tuesday said models indicate ocean temperatures in the east-central tropical Pacific are likely to reach peaks that could make this El Nino among the four strongest since 1950. Peak strength is expected between October and January. El Nino’s impact this year on California is one lingering question. The coast of California, which has faced four years of drought, would traditionally get a lot of rain from the El Nino weather pattern, officials said. US pastor commits suicide after caught on cheating website
Pastor John Gibson and his wife Christi Chicago - A US pastor committed suicide six days after his name was exposed by hackers of the Ashley Madison adultery website, his wife told CNN Wednesday. Canadian police have said that at least two suicides were linked to the leak of 32 million customer profiles from the Canada-based site last month. It’s not clear if John Gibson’s death was one of them as police released no details. Christi Gibson discovered her husband’s body -- and a suicide note which chronicled his demons and his shame at being exposed -- in their New Orleans home on August 24. “He talked about depression. having his name on there, and he said he was just very, very sorry,” Gibson said as their adult son and daughter sat next to her in a New Orleans studio. “Nothing is worth the loss of a father and a husband and a friend. A Reuters analysis of royal assets shows that the British monarchy has had a bumper few decades by benefiting from a rise in house and land prices.
According to a Reuters estimate based on the monarchy’s interests in its key investment vehicle, royal estates and its trove of treasures, the British monarchy has nominal assets worth about 22.8 billion pounds ($34.8 billion). That would not get the British monarchy a spot in the top 10 global rich list headed by Bill Gates. But it would place the family in the top 20 globally, broadly comparable to the fortunes Forbes has estimated are controlled by Michael Bloomberg or Facebook founder Mark Zuckerberg. However, estimates of monarchy’s wealth are complicated since some of the assets are privately owned while others, such as the
Crown Estate, a sprawling investment vehicle which is the chief driver in the rise of royal wealth, are owned on behalf of the nation by the monarch for the duration of their reign. Buckingham Palace says the Crown Estate, which invests in and runs the monarchy’s property and whose capital value has more than doubled to 11.5 billion pounds since 2005, does not belong to the queen. But a Buckingham Palace spokesman said the monarchy’s increased funding was due to the Crown Estate’s higher returns and this would be used to carry out repairs on the queen’s many palaces. Other key sources of royal wealth are the Duchies of Lancaster and Cornwall, two vast private estates valued together at 1.3 billion pounds. The Royal Collection, the monarchy’s centuries-old store of treasures, is valued at 10 billion pounds by Brand
Finance, a consultancy which said it put the monarchy’s overall tangible assets at 20 billion pounds. New York health insurer hacked
Upstate New York health insurer Excellus BlueCross BlueShield on Wednesday said its computer systems and those at affiliates had been breached, exposing data from more than 10 million members, in the latest case to show the industry is still struggling to ward off hackers. The Rochester-based insurer said it and its affiliates had been the target of a sophisticated cyber attack and that it was taking steps to address the situation and offering free identity theft protection services to those affected. Excellus said it learned of the cyber attack on Aug. 5 from experts it had hired to perform a forensic assessment of its computer systems following hacking attacks on other health insurers. A subsequent investigation found that the initial hack occurred in December of 2013. “We are taking additional actions to strengthen and enhance the security of our IT systems moving forward,” the company said in a notice posted on its website. Attackers may have gained access to members’ information, including names, date of birth, Social Security number, mailing address, telephone number, member identification number, financial account information and claims information, the company said.
“The investigation has not determined that any such data was removed from our systems and there is no evidence to date that any data has been used inappropriately,” Excellus spokesman Jim Redmond said. Excellus and its affiliates serve people in 31 upstate New York counties and the Buffalo and Rochester markets. Excellus said 7 million of its members may have been affected, as well as another 3.5 million individuals served by affiliated Lifetime Healthcare Companies. “The FBI is investigating a cyber intrusion involving Lifetime Healthcare Companies, which include Excellus BlueCross BlueShield, and will work with the firms to determine the nature and scope of the matter,” the FBI confirmed in an emailed statement. “Individuals contacted by the companies should take steps to monitor and safeguard their personally identifiable information and report any suspected instances of identity theft to the FBI’s Internet Crime Complaint Center,” it added. Earlier this year, Anthem Inc AMTN.N, the second-largest U.S. health insurer, said it was the victim of a massive cyber attack in which records of nearly 79 million customers had been accessed.
Amazon jumps into restaurant delivery in Seattle Online retailer Amazon.com Inc said on Tuesday it will begin offering its own restaurant delivery service to Prime members in Seattle, marking its first push into an increasingly crowded market for meal delivery known for razor-thin margins. Amazon customers will be able to order food from dozens of restaurants in the Seattle area using the company’s Prime Now app - with the delivery service coming at no extra charge. Prime Now, launched last December in New York, promises one and two-hour delivery of tens of thousands of products and the new meal service is another way to add value to Amazon’s $99-a year Prime membership program, a core growth area for the company. Analysts estimate that there are more than 40 million Prime members worldwide. The e-commerce company has dabbled in restaurant services in the past, allowing customers to order food through its platform Amazon Local, but those deliveries were handled by the merchants themselves. Amazon’s decision to use its own fleet of drivers to carry out meal deliveries pits it against established players like GrubHub Inc as well as newer rivals like Uber [UBER.UL],
which has expanded its own meal delivery service in cities like San Francisco and Austin. Gus Lopez, general manager of Amazon Restaurants, told Reuters customers will be able to order food from restaurants without paying additional service or delivery fees, while restaurants will get access to Amazon’s delivery network. Amazon will take a cut of profits from orders received by partner restaurants. “We are going to learn a lot from starting in Seattle - an important part of the customer experience is having a range of selection from quality restaurants,” said Lopez. Amazon declined to say when it planned to expand the service to new markets. Amazon has been hiring staff for a division dedicated to restaurants in Seattle and New York, according to a Reuters search of LinkedIn and company’s job postings. Instagram opens up to advertisers worldwide
Instagram opened its platform to most advertisers across the globe on Wednesday as the photo-sharing app seeks to make more money and compete with popular rivals such as Snapchat. Ads, previously available only in eight countries, will debut in more than 20 others including Italy, Spain and India, Instagram said. More than 200 countries will have ads by Sept. 30. With 300 million monthly active users, Instagram has a key advantage over rivals because parent Facebook Inc’s vast trove of consumer data allows it to target audiences more accurately, a major selling point for advertisers. “It would have taken us years to build some of this technology without Facebook. We can take advantage of years of experience,”
James Quarles, global head of business and brand development at Instagram, said in an interview last week. But users who have grown comfortable with mostly ad-free Instagram feeds of photos from people they follow may rebel. For the past two years, Instagram has only allowed ads by certain brands, such as Victoria’s Secret and Old Navy. Until Wednesday, Instagram ads had only been available in the United States, Canada, United Kingdom, Japan, Australia, Germany, France and Brazil. A sponsored ad on Instagram over the weekend said more ads would be coming soon, but did not specify when. Boeing now has just 25 firm 747 orders, equal to about two years of production, for the $379 million jumbo. Barnes & Noble sales fall for fifth straight quarter

In recent years, stiff competition from online retailers such as Amazon.com Inc has eaten into sales at Barnes & Noble’s bookstores and gutted demand for
its Nook e-readers. Despite bold measures to sell a variety of merchandise at its stores - including toys, signed books and craft brewing kits - sales at the company’s retail division fell 1.7 percent to $939 million in the quarter ended Aug. 1. Sales at its Nook business fell 22 percent to $54 million. Neil Saunders, chief executive of research firm Conlumino, said Barnes & Noble had failed to replicate its performance in the preceding
quarter when it had managed to stem losses. Overall, the company posted a bigger first-quarter loss than a year earlier. “When taken as a whole, the financials paint a picture of a company still struggling to make its business model work,” Saunders wrote in a note. Comparable retail store sales rose 1.1 percent, driven by merchandise other than books. The company had 647 stores in the United States as of Aug. 1, or 11 fewer than a year earlier. Last month, Barnes & Noble spun off its college books unit to focus more on its retail bookstores and better integrate its Nook business. Sales at the college books division rose 5.7 percent in the quarter. Net loss attributable to Barnes & Noble increased to $34.9 million, or 68 cents per share, from $28.4 million, or 56 cents per share. Revenue fell 1.5 percent to $1.22 billion.
GE clears final hurdle to $14 billion Alstom deal General Electric has won EU approval for its 12.4-billion-euro ($13.9 billion) acquisition of Alstom’s power business after agreeing to sell some of the French company’s turbine assets to Italian rival Ansaldo Energia. EU officials said the concessions allayed concerns that the deal would reduce competition in the European market for heavy-duty gas turbines to two major players, namely the merged company and Germany’s Siemens, potentially leading to higher prices and pushing up the cost of electricity. The U.S. conglomerate’s acquisition of Alstom’s energy business - its largest deal ever - will bring together two of the world’s biggest manufacturers of power plant hardware and is crucial to GE’s plans to increase its focus on industrial operations and shift away from finance. The EU decision, as well as creating a major new player in the sector in Ansaldo, will allow GE to press ahead with a cost-cutting
programme. It told investors in May it expects $3 billion in cost reductions over the next five years as it combines its operations with those of Alstom. The deal has been approved by regulators elsewhere, including in the United States on Tuesday. But overcoming the European hurdle will nevertheless come as a relief to GE, as EU officials stymied its $42 billion offer for Honeywell International 14 years ago despite U.S. clearance. Both Alstom and GE said they expected to finalise the deal as early as possible in the fourth quarter. The head of GE’s Power & Water division described the acquisition as a “transformational deal” as GE focuses more on big-ticket industrial products. Lawyers for Webb, 50, last month requested a variance of the Cayman Islands resident’s bail conditions, which required him to live within 20 miles of the Brooklyn, New York courthouse where the case against him and eight other indicted FIFA defendants is being heard. Webb argued that the cost of living in New York City, with around the-clock security, was proving to be unaffordable as well as impossible in terms of logistics. “This financial burden is worsened by the fact that nearly the entirety of Mr. and Mrs. Webb’s cash savings is maintained in bank accounts that are encumbered as a result of the
indictment and forfeiture allegations in this case,” the application stated. U.S. District Court Judge Raymond Dearie ordered last week that Webb be allowed to reside in his Georgia home, assuming he can make it to court in New York for the relevant dates and adhere to other release conditions. Those conditions include electronic monitoring, home detention, a 24/7 security detail and two additional sureties to the government. The additional sureties to be provided to government were not identified in U.S. court documents. Webb’s house in Loganville has been the subject of some prosecutorial and media scrutiny since his arrest in Switzerland on May 27. Set an example that others can follow.
Finance & Planning
•Assisting in producing a budget for your department with the Financial Controller and General Manager. •Implementing and suggesting systems that maximize the revenue from rentals and minimize costs in order to control and meet your budget •Generating financial and achievement reports as required by management. •Implementation of daily, weekly and monthly projects to maintain equipment, cleanliness and standards. Planning should include phased maintenance projects over the summer months when rentals are at their lowest levels.
