R

esidents of the Turks and Caicos Islands have expressed anger at Government officials here and weather forecasters in The Bahamas for failing to give them proper and adequate notice and information about Hurricane Joaquin that would have allowed them to prepare for the turbulent weather that caught many by surprise. Several persons took to Facebook and other social media to vent their anger and annoyance as the powerful hurricane lashed Turks and Caicos Islands, flooding roads, stalling vehicles, ripping shingles from houses, snapping trees, canceling flights, closing banks and government offices and confining people to their homes. The light but steady rains started early Wednesday morning September 30th and lasted throughout the day, intensifying later in the evening. All forecasts, including from the National Hurricane Center in Miami, excluded the Turks and Caicos Islands from any storm or hurricane threats. However, as the night moved in on Wednesday, the weather took a dramatic turn for the worse, shocking many residents who were caught completely off guard and didn’t venture out for emergency supplies or shutter their homes. The NHC said Hurricane conditions are expected to continue in portions of the central Bahamas through Friday and hurricane conditions are expected over portions of the northwestern Bahamas on Friday. “Tropical storm

conditions will affect portions of the southeastern Bahamas through tonight,” the Hurricane Centre stated, without any further mention of the Turks and Caicos Islands. “A dangerous storm surge will raise water levels by as much as 5 to 8 feet above normal tide levels in the central Bahamas in areas of onshore flow. A storm surge of 2 to 4 feet above normal tide levels is expected in the northwest Bahamas within the hurricane warning area, and 1 to 2 feet is expected in the southeast Bahamas. Near the coast, the surge will be accompanied by large and dangerous waves,” the advisory added. When those statements were posted on the Turks and Caicos SUN’s Facebook page, they ignited a flood of criticisms from users who generally accused government, disaster and weather officials of gross incompetence. It was only after 11 am on Thursday October 1st that the National Hurricane Center and The Bahamas Government issued a report placing the Turks and Caicos Islands under a tropical storm warning, further fueling public, as by then, Joaquin was a category four hurricane. Premier gets support for foreign crime-fighting help

Premier Hon. Dr. Rufus Ewing has requested and received commitment from His Excellency Governor Peter Beckingham and Commissioner of Police James Smith, for the immediate recruitment of expert investigators from the UK and the Caribbean region to provide the necessary skills that are required to solve crimes in Turks and Caicos Islands and also transfer knowledge to local police officers. This was revealed in a statement from the Premier’s office which stated that Ewing expressed grave concern about the rising level of crime in the country, and particularly those of a serious and fatal nature. According to the release, last week, the Premier and his Cabinet approved funding in a supplementary budget for the establishment of a Serious Crimes Investigation Unit that would assist in the investigation and apprehension of those persons responsible for the many murder cases that remain unsolved. The Premier and the Governor have also agreed to the establishment of a National Security Council which will be co-chaired by the Governor and the Premier and will consist of lead persons from the various law

enforcement agencies. The role of the Security Council would be intelligence gathering and sharing and the development and coordination of crime fighting strategies. These initiatives will complement and enhance the ongoing efforts to fight crime and illegal immigration in the islands. This came on receiving news of yet another gun related murder which ironically occurred after a successful weekend of activities which sought to begin the national conversation gunrelated crime and focused on educating young people and adults to “break the silence and stop the violence”. In recent months the Premier has continuously registered his dissatisfaction with the level of crime fighting and solved cases with the Commissioner of Police and the Governor, who holds responsibility for national security, and has charged them to step up their efforts to prevent, detect and solve crimes in the Turks and Caicos Islands. On the matter of crime the Premier commented, “The senseless loss of life and especially that of young people is unsettling and vexatious and one can only imagine the pain that their families must be experiencing. Pastor’s son gunned down in Kew Town By Vivian Tyson

Senior Sun Editor The Royal Turks and Caicos Islands Police force have confirmed that they have a man in custody assisting with their investigation into the Raymano Taylor gun murder. Taylor’s body with bullet wounds was found in a section of the sub Kew Town community of Dock Yard on Monday morning, September 28, 2015. He is the son of Pastor Dale Taylor, Bishop-elect of the Revival Faith Centre. At press time, the man was still in police custody, according to Police Spokesman Audley Astwood, who said that the man was in custody on suspicion of murder. “I can confirm that the police have arrested one person, and that person is still in custody. He is being arrested on suspicion of murder and the person is assisting us with our investigation,” he said. Astwood said that the individual was arrested in the afternoon of Monday, September 28, 2015 in the Dockyard community. Residents in Kew Town reportedly heard explosions early in the morning and later discovered

And we, as a people, as a country, we have to do what is necessary to get this crime situation under control because if we don’t, this lovely tourist destination, which is the number one in the world will easily become like some of the other destinations, where crime has riddled their bread basket. “So I plea today to the powers that be, the police, those that are in authority, we need to come together and solve this crime problem,” he said.

Douglas Missick sentenced to five years Douglas Missick of North Caicos was sentenced to five years in jail on Wednesday, September 30th, 2015 in the Supreme Court after he was found guilty for the gun attacked on his family with his licensed firearm on August 30, 2014. A jury found him guilty on Wednesday, July 29, 2015, before presiding Justice Robert Shuster. Five years in prison is the mandatory minimum for firearms charges in the Turks and Caicos Islands. Additionally, the court has ruled that any current firearms license held by Missick has been ordered revoked and for the rest of his natural life will not be allowed to apply for a gun or ammunition. Missick was charged with possession of firearm with intent to endanger lives contrary to Section 21 of the Firearms Ordinance and possession of ammunition with intent to endanger lives. The victims in the matter were listed as his wife and sons Leonorah Missick, Leonardo Missick and Neville Missick respectively. The charges stemmed from a report that he discharged rounds from a Smith and Wesson revolver on the night

of Saturday, August 30, 2014, at the Darlington Higgs Apartment in Withby on that island. The court was told that on the night in question, Leoanorah Missick informed 911 that gunshots were being fired at the Higgs Apartment, where she and her family rented for her daughter’s wedding. She told the police that Douglas Missick fired several shots into the door. Police forensic experts, however, found no evidence of gunshots in the door. Missick was seen later that night at the scene and appeared to be under the influence of alcohol, the court was told. The court was also informed that he had ‘reddish’ substances of what appeared to be blood on his clothing and above his right eye. The police later informed him of the reports made against him. However, he told them that he did not fire any shots at the house, but said that he fired two or three shots at his home near a tank. He was quizzed as to why he fired the shots, but he did not reply. However, while the police were still on the scene, another resident, Delroy Parker, handed over a silver and black

In his defence, Missick said that he went to the apartment complex to get his niece Anitra, who was leaving the next day. He said when he entered the apartment, the plaintiffs rained rocks on him from all angles, forcing him to seek shelter in one of the apartments that was open. He said that he closed the door behind him and barricaded

the door with a refrigerator. He also told the court that he pulled the gun out of his pocket because he feared for his life. Missick said that he held onto the gun, because he was of the view that if his son Leonardo, got hold of it, he (Leonardo) would have hurt him. It came out in evidence that Missick did not have a good relationship with his sons - Leonardo or Neville, and that he did not consider Neville to be his offspring, but that of another man. The jury deliberated for one and hour 15 minutes approximately, from 10:46am to around 12:00 noon, and returned a verdict of guilty. Murder accused found dead at Her Majesty’s Prison By Vivian Tyson

Senior Sun Editor A Blue Hills man, sentenced to life in prison for knifing his wife to death in 2008, but had his sentence overturned by the Court of Appeal, and awaiting a new trial, was found dead in his cell early Friday, September 25, 2015, at her Majesty’s Prison in Grand Turk. The man is identified as 36-year-old Alvin Stanford, who was reportedly found unresponsive in his cell at about 7:30 a.m. The SUN was informed that Stanford was a diabetic, suffered from hypertension and was mentally unstable, even though it is not clear as to whether or not he died from complications associated with that chronic ailments.

Stanford was accused of killing his 51-year-old wife Letetia BarrettStanford at their Stammers Run home on December 1, 2008. He was 29 at the time. Investigators said that he used a knife to inflict several stab wounds to various parts of her body. It was alleged that the couple was having marital affairs, and Stanford had moved out of the matrimonial home but visited on a regular basis. The woman’s body was found at about dusk at the rented apartment, and it was theorized that Stanford carried out the act hours before. Barrett-Stanford’s body was found by their then 7-year-old daughter and the landlord for the property, after the child came home from school and could not gain entry to the house. Stanford was handed over

to the police by his mother the day following the murder. At the time of his death, Stanford was said to have been undergoing evaluation to determine whether or not he was fit to stand trial. A prison source revealed that inmates with mental illness are sometimes ill-treated by other prisoners, drawing reference to a recent case where an inmate was doused with hot liquid substance by another inmate. The source said however that may or may not be the cans with Stanford. Courtenay Barnett, the lawyer for Stanford, said his former client “languished in jail for five years” before being brought to trial, then on November 27th, 2013 evidence was taken in court from two psychiatrists and it was determined that he was insane and therefore unfit to plead.

In a September 25th letter of complaint to Governor Peter Beckingham, Barnett said: “Clearly, Stanford should have been sent to a hospital for his care, custody and proper treatment as the prison over the years did little more than worsen his already chronic medial condition.” The Governor, in a legal notice dated December 19th, 2013, approved Her Majesty’s Prison in Grand Turk to be a secure place for the detention of a lunatic.

New restaurant to open at Alexandra Resort

The Alexandra Resort will open a new beachfront restaurant in early October. The restaurant will be called Asú on the beach. The name means sunset in Taino, the language spoken by the Arawak Indians who lived in Turks and Caicos centuries ago. The restaurant which once housed Mango Reef, is presently being renovated at a cost of close to $1million, said Gloria Thomas, General Manger of the Alexandra Resort. The newly renovated restaurant facilities will emphasize a relaxed environment overlooking world acclaimed Grace Bay. Cheerful and contemporary decor will welcome guests during the day, and by night patrons will be presented with a magical dining atmosphere under a starlit sky accentuated by illuminated baskets. Asú on the Beach will also offer barefoot dining on the beach at dinner, which is always a special treat for island visitors. Thomas said that while renovations are being carried out, the facility will be closed for the month of September and reopen in the beginning of October. When asked about the change from Mango Reef to a new restaurant, Thomas said: “Mango Reef had a lease with us when they were here on

just to manage and working in the restaurant.” The general manager also revealed that $350,000 will be spent renovating the rooms at the Alexandra Resort. The hotel has 153 rooms and not all of them are in the rental program; some of them are privately owned. Thomas said they are doing a complete renovation for the waste water treatment plant. The Alexandra was once owned by current Turks and Caicos Islands Minister of Finance Washington Misick, his brother, former Premier Michael Misick and local businessman

Sherlock Walkin. On June 7, 2012, British Caribbean Bank (BCB), which is owned by British billionaire Lord Michael Ashcroft, placed the Alexandra in receivership, and appointed a receiver/ manager of the property. BCB now owns the property and is reportedly planning to spend millions of dollars renovating it in a few months. The Alexandra resort is the fifth property in the Turks and Caicos Islands that is owned by BCB. Immigration Bill and TCI Status Bill passed The Ministry of Border Control and Employment extends its thanks to the persons who made written submissions via email, the 550 persons who participated in the online survey, as well as to the 305 persons who attended the public meetings in communities throughout the Turks and Caicos Islands (TCI) for their invaluable contribution. The most recent comprehensive overhaul of TCI Immigration laws was over 20 years ago in 1992. This week the Immigration Bill and Turks and Caicos Islander Status Bill were passed in the House of Assembly.

“These Bills will improve the lives of Turks and Caicos Islanders by ensuring greater opportunities for employment as well as upward mobility on the job for our people,” said Ricardo D. Gardiner, Minister of Border Control and Employment. “In addition, the Bills contains provisions to ensure that new comers to our shores who comply with the rules are treated fairly.” These Bills will be implemented after a period of training, public education and resourcing of personal and equipment as necessary.

UK officials in Haiti and DR visit Turks and Caicos Islands

The British Ambassador to The Dominican Republic and Haiti, Mr Steven Fisher, and the UK’s Charge D’Affaires in Port Au Prince, Mr Rick Shearn, visited Turks and Caicos Islands from 14-16 September. The purpose of their visit was to see the links between the DR, Haiti and TCI, and to consider ways to enhance relations. In addition to the Governor, Premier and Minister of Border

Control, they met and visited representatives from the Haitian community and Haitian Consulate, the radar detection station, and the Department of Border Control. The Governor said after the visit: “I’m pleased that the senior members of our team in Santo Domingo and Port au Prince have now seen for themselves the importance of the relationships between our

The British Ambassador, Steven Fisher, also updated the Minister of Border Control on the dispute over the TCIDR maritime border. He said that the British Government continues to use diplomatic channels to reject the DR’s position, and to request an explanation for it. The Ambassador agreed to raise some of these issues at official level with the Ministry of Foreign Affairs in the DR. Commenting on his visit the Ambassador said: “There are understandable concerns in Turks and Caicos, which I heard very clearly, about illegal fishing, the maritime border dispute, and the exploitation of women. These are issues which it is appropriate to discuss with the Ministry, and I will commence a dialogue at official level – which subsequently the Governor and TCIG might take forward - which will underline some of the concerns I heard in Turks and Caicos. I hope too that, as a result of the visit, our Embassy might bear in mind tourism, agricultural and business investment from DR or Haiti to Turks and Caicos. It is evidently a country which has big opportunities for high end tourism.”

Five Cays fire leaves 18 homeless

Senior Sun Editor Three families comprising approximately 18 persons have been left to ponder what their next move after fire of unknown origin razed their houses in a densely populated section in the Five Cay on Tuesday afternoon. A female householder, who was one of the affected, told The SUN that she lost everything, including her legal documents. The woman said that she was at work when she received a call that her house was on fire. Some of her children were at home at the time of the blaze. One of her daughters said that the fire started at one of the neighboring houses. The Department of Disaster Management and Emergencies, on Wednesday, delivered relief items to the families at their office located off the Leeward Highway. Jacque Joseph, one of those affected, said that he, too, was at work when his wife called to inform that the buildings adjacent to his house were on fire. He said

We need to accept the fact that they’re addicts and this is a disease and we need to help them.” “Now on the other side we have these new comers that want to be ‘Big Boys’ and they don’t know what their getting trapped into in the beginning until they find themselves in prison and what we’re doing is we are trying to work with the judicial system on both sides so that these guys that are on their first offences, maybe we can get them into our recovery house and we can help them get straightened out and help them get in jobs.” Longmire noted that Halfway Houses are all over the world and Turks and Caicos Islands needed one for the past 10 years. “I have been working with the Drug Unit since 1995. I have been here for 22 years and started the Alcoholics Anonymous meetings 11 years ago. I

am a recovering addict myself and I have been in recovery for 25 years. I do the alcoholics anonymous meetings here on Mondays, Wednesdays and Fridays and we are hoping that the group will get bigger and we will go seven days a week. I come from Baltimore, Maryland where we have over a thousand meetings a week and it is a much needed thing and people just turn their eyes and if you turn around and look almost every accident where there is a death related, there is alcohol or drug related involved in that death,” she added. When asked what do she think this half way house can do for the patients, she added “Those who want to get clean I think this Half way house can change their lives. Those who want to continue to use then we can’t help. But we will be doing follow ups, it will be mandatory that they do meetings, will be mandatory that they come to the Drug Unit for counseling, there will be something’s that they must do to be able to stay in that house and they will be paying their rent, we are not going to take care of them and they will be buying their own food and cooking it too. They need to learn how to live because when we open the doors and they leave they need to know how to live, we are not going to support them they are going to take care of themselves”.

A Capital Thing

One of the major the differences between a person with a good to great idea and an entrepreneur, is access to capital. Simply, with any business, big or small, often the starting point of whether or not you can be successful is dependent on your access to capital, i.e Money. Money dictates the types of risks you can take, as well as how, when and the timeline with which you can implement your vision. What I have just briefly outlined seems straight forward, but I believe that here in the TCI, we as Turks and Caicos Islanders underutilize or miss out completely on the capital that is readily available to us all. What capital you ask? The capital I speak of is that which is inherently built into the family structure of many households within the TCI. Think about the potential savings over a five to seven year period which can form the needed nest egg for any young focused person willing to sacrifice present niceties for future entrepreneurship. After leaving University, my first job within TCIG paid $2,000 a month. But living with my mother, my monthly contribution to the household was $500 or 25% of my salary. This essentially provided me a roof over my head, food on the table and clothes once she traveled abroad. So I had $1,500 to do as I like. After entertainment, gas, food etc, I was in a position to save anywhere between $500-1,000 a month. One of the things I did was to join an Asue to help ensure I kept a commitment to save. Between what I was able to save over a year and being on a third salary (TCIG scheme) for a year completing my M.Sc. in the UK, I was in position to secure a loan to build a dwelling home with apartments. While I choose to go the building a home route, I could have just as easily choose to invest the 15K plus to start a business. Incidentally, years later, my wife and I would use one of the apartments to start our business Learn and Lead Educational Center on a part time basis. In a few years the business had experienced enough

success so that my wife could leave her teaching job and proceed to develop the business on a full-time basis. OK, so you are thinking what is the likelihood of a student fresh out of high school or TCICC landing a job making $2,000 a month? Let’s say your first job you make $1,500 a month of which you contribute $500 to the household. I’m sure that in many cases, there may be pressure on newly working children to contribute even more to the household but parents and guardians most resist this impulse especially if a child has a vision for where he/she wants to get to. So of the remaining salary, you save $400-$500 a month for 10 months of the year. I am accounting for the ‘lil’ extra you may want to spend for Christmas or other festive occasions. So that’s $4,000-$5,000 a year, and in 5 years that would be $20,000-$25,000. Now you are a 22 to 23 year old young adult with the ability to begin a transition from a point where you are the employee to being an employer/business owner. What I have proposed cannot be done without personal sacrifice or without the 3D’s of Delano Williams: Disciple, Dedication, and Determination. But it can be done. You may not be able to have the latest clothes or sneakers; you may have to miss the Destra or Beenie Man concert. But you won’t be dependent of a government to do for you what you could do for yourself. So when a government eventually prioritizes local small and medium size business creation, the concessions will just be gravy. Take a close look at the children of all local and foreign successful business persons; they are no different from you or me. The ones that choose to pursue business, whether within their family business or a new one, all they had was an opportunity to succeed or fail, but also to try again. While they may not have had to take 5 years to generate their capital, they had access to it. So we must look at alternate ways to get that same access. Be Blessed.

Distrust of law enforcement can breed crime By Vivian Tyson

Senior Sun Editor Trust between law enforcement and the community is probably the reason violence escalates in the Turks and Caicos Islands and elsewhere, according to Dr. Amy Crawford, Deputy Director for the Center of Crime Prevention at John Jay College in New York. Crawford, who was in Providenciales to take part in the “Break the Silence Stop the Gun Violence” forum on Thursday, September 24th, 2015, made the statement during an interview with local media. She said that from her experience, distrust between communities and the police stemmed from the way some of those communities have been treated. “Trust between the police and law enforcement is probably why we have gotten to the place where we are in most communities. You do see (that) violence is higher in areas where there is a lack of trust

in law enforcement. Police legitimacy is the terminology that is used to describe what that is,” she said. She said that oftentimes when the community feels that law enforcement is not protecting them, they take matters into their own hands because they need to protect themselves. “And so, the role of law enforcement really needs to closely tie to their legitimacy to do what needs to be done for the community’s trust that law enforcement in being able to protect them,” she said. Crawford revealed that the method used by the Center of Crime Prevention is to involve the community at large and the service providers. “Homicide is a uniquely and powerful force that really can destroy communities and really hampers the ability for all kinds of other things to happen. We have seen that time and time again in particular troubled cities and neighborhoods, where the violence then prohibits the ability for business to develop,

for children to feel safe going to school, for people to engage in just lawful fun activities because of the fear that they have,” Crawford said. She said that the strategy is usually to target the small number of persons who drive the violence, sitting them down and talk with them in what she described as a forum-like arrangement, which involves law enforcement and other stakeholders. This method, she said, is geared at giving those who drive the violence an opportunity to understand the true effect it has on the community. “One of the things we don’t do enough of is telling people it (violence) is wrong. We respond and we look for the root causes of it, and there are still important things we need to do. “Law enforcement needs to show up when there is violence, and we do also need to see what are the underlying reasons why people act the way they do; what drama they have been exposed to. She said that the rise in violence being experienced in the TCI is rather disturbing for such a small community, but said that there appears to be a concerted effort locally by persons of all rungs, to stop the violence. “Just speaking with some of the people who were either raised here or moved here, one of the very powerful things is that the community is still very engaged in this issue and cares very deeply about keeping your community

safe,” she said. Crawford expressed the hope that some of the ideas shared in the United States that resulted in easement of violent activities would be replicated here and bore similar fruit. “We haven’t got a lot of things right in terms of criminal justice in the United States, that’s both a good thing and a bad thing. It is a good thing that we have learned our lessons and we try to make sure that people use some of the best tools that are available, to work together, and to address violence,” she said.

Williams Storage settles with Stephenson Morris Williams Storage agreed to a $5,000 settlement with ex-employee Stephenson Morrison, but the entity claimed that the sum paid was not an admission of liability to claims that Morris brought against it for unfair dismissal. Morrison, who told The SUN that he only wanted to clear his name, claimed he worked with the entity as a debt collector for about two years. However, after Morris was involved in an altercation with the police earlier this year, which saw his vehicle as well as a police cruiser being written off, Williams Storage took out an advertisement in March, claiming that Morris was never an employee or worked on its behalf. It is not clear if the advertisement was in relation to that incident. Senior Sun Editor A mega creative video shot by local entertainer Jack Nasty could potentially ink a promotional and marketing deal with the Turks and Caicos Islands Tourist Board. The video – Take Me to Paradise; We are Number One which essentially showcases the collective beauty of some of the islands of the Turks and Caicos from a panoramic angle, and also its marine attractiveness, could easily pass for a promo and a luring card to visitors. According to the artiste, the video is set to launch locally at the Palms Resort in October during the “In The Pink” party. He said that the Tourist Board, after viewing the artwork, has verbally agreed to put its weight behind the project. “The Tourist Board has verbally agreed to support and I’m waiting on an official reply,” the artiste told the SUN in a long-distance interview. Jack Nasty, whose given name is David Lightbourne, said that the four-minute video was shot in July, 2015, by a production company out of the United States, capturing stunning beauty of Providenciales, Grand Turk and other islands. It also captures a number of attractions, including the Thursday Fish Fry and Boogaloo’s in Providenciales and Margaritaville in Grand Turk. It also features local products including the famous Bambara Rum.

Many tourists were also featured in the video. Jack Nasty said that the final mix of the song featured local musicians Quinton Dean – guitarist and ripsaw player Zeus. He said that a trio of NFL cheerleaders were also recruited to perform choreography on the project. The local entertainer revealed that the Wine Cellar was the chief backer for the $60,000 project, which many, who viewed the video and listened to the song, deemed it a solid piece of innovation. Jack Nasty said he expects the Tourist Board to partner with him in distribution and marketing of the project, since it can be deemed a promotional highlight for the Turks and Caicos Islands.

TCI International Coastal Clean-up Day a great success On Saturday, 19 September, a staggering 356 people collected a total of 372 bags of trash country wide! The well attended clean-up, hosted by the Department of Environment & Maritime Affairs (DEMA), was in aid of International Coastal Clean-up Day and saw countries around the world working together to fight for trash-free seas. The event was open to all, and participants from all spheres of the community signed up to keep the TCI beautiful by nature! TCI disaster management system assessed by US agency

A team from Environmental Monitoring and Assessment Programme (EMAP) visited the Turks and Caicos Islands last week to assess the country’s disaster and emergencies preparedness capabilities to determine whether or the not to give its stamp of approval. Darryl Dragoo, who headed the EMAP team, there are 16 functional areas that they would be looking at. He added that there are also 54 standard areas that contain 105 elements, which he described as very in-dept. “We would look at the programme’s administrative piece – how is the programe set-up by law, how is it organized, followed by finance and administration. Finance and Administration of day to day, and also during emergencies and after emergencies. We go through the hazards, we talk about exercises, training and so on,” Dragoo said. “We don’t come in and determine the capability of the programme itself. We are not saying they can or can’t respond, they obviously do respond to other regular routine disasters – a hurricane a flood, a tornado. We come in and to the assessment against the 105 elements, and let them know that you either achieve the accreditation,” he said. Dragoo explained that in order for a country to be given the green light, it would need to be 100 percent compliant. “We require 100 percent compliance to achieve the accreditation, or you

Oftentimes in the Caribbean and particularly the Turks and Caicos Islands, we do have

procedures, we do have guidelines but some of these are in our heads,” she said. She said that succession planning, at times, proves difficult because new persons find it challenging to locate documents once handled by their predecessors. To this end, Cleveaux said that the assessment is excellent because it allows the opportunity to provide or to draft documents geared to foster informed decision-making. “Over the past few years we have been drafting documents and a lot of guideline procedures. One of the preliminary assessments we did was to look at the gaps within DDME, how we will be responding to events post Hurricane Ike and (Tropical Storm) Hanna, and a lot of documents were lost during Ike and Hanna. “One of the first things we did was to ensure that we have online system of storing information, so if a hurricane were to destroy this building or our Grand Turk office, we have those documents backed up on a server, that is backed up in Grand Turk and backed up in Miami,” she said. She added: “The other thing is, in the past we recognized that there were gaps. We have persons with the institutional knowledge, but if those persons should leave the department abruptly of if they are transferred to another agency it would affect the continuity of the department and government.”

Second Footsteps4good Charity Walk Kicks Off From 16-24 October 2015

The founder of the Footsteps4Good charity walk, Jill Beckingham, will walk across the main islands of the Turks and Caicos once again this year to raise money for charities in the islands. Last year the total raised was over $30,000 and Jill is hoping to increase that this year. This year’s walk will start on 16th October at the lighthouse in Grand Turk. Jill will be joined by participants of all ages including children and students who will walk with her. “This year I would like to open the event to all children and students who would like to join me, and also raise funds for their schools”, said Jill. PROVIDENCIALES, Turks and Caicos Islands (September 30, 2015) - In what the public is calling the most nail-biting pageant to ever grace the Turks and Caicos, 19-yearold Amber Hall representing the the island of Providenciales was crowned the new Miss Teen Turks and Caicos 2015/16 at the 2nd Annual Miss Teen Turks and Caicos on Saturday, September 26, 2015 at Brayton Hall. The five (5) beautiful, poised, talented and intelligent young ladies competed in Costume, Talent, Swimsuit and Evening Gown competitions before tackling the dreaded Final Question which for the first time, in Turks and Caicos, was selected from the public submissions via social media. Guest judges for the Final Competition/ Coronation Night included Kerrie Baylis, former Miss Universe Jamaica 2010 and Miss World Jamaica 2008; and international pageant critic and predictionist, Leroy Ferguson Jr. After a breathtaking night of glitz and glamour, with all scores tallied, a teary-eyed Malique Ferrette, Miss Teen Turks and Caicos 2014/15 crowned Amber Hall as her successor. Amber Hall also captured the title of Miss Congeniality, Miss Social Media, Miss Lifestyle and Fitness, Miss Intellect from the Private Interview Preliminary Competition, and 3rd Place in Costume. Separated by 1-point, the fiercely competitive Arielle Neely, Miss Teen North Caicos was sashed as 1st Runner Up. Arielle also walked away with four of the night’s five final competition awards, winning Best in Costume, Best in Talent, Best in Swimsuit and Best in Evening Gown. She was also named Miss Photogenic, and Miss Popularity through social media voting via Facebook and Instagram. 2nd Runner Up, Leanndra Pratt representing Parrot Cay won 2nd Place in Costume. Rounding out the contestants were 3rd Runner Up, Gessica Williams, Miss Teen Middle Caicos; and 4th Runner Up, Shanise Laurent, Miss Teen Grand Turk.

The pageant saw executed without technical difficulties and the audience left in awe of the stage production. According to Oehleo Higgs, Chairman/President of the Miss Teen Turks and Caicos Org., “It was definitely our goal to leave the audience with chills, and a positive lasting memory of this year’s event. My team and our performers did just that - we delivered a quality production, creating the ambience and aura similar to what one may see on television when watching a Miss Universe or Miss America competition.” For the newly crowned Miss Teen Turks and Caicos, Higgs noted, “We’re thrilled to have Amber Hall represent our nation in the Miss Teen Universe competition scheduled for February 2016 in Costa Rica. Amber is a delight to work with and her passion for success inspires even me to strive for greatness. She is inquisitive, creative, always bubbly., and will no doubt be an inspiration to our youth. In addition to implementing her platform centered on embracing the arts in the Turks and Caicos, and working with other philanthropic groups or initiatives, Amber will now undergo further intensive training to be fully prepared for international competition. We’re confident that she has what it takes to bring the Teen Universe crown home.” Higgs also notes that this year scouts from the Miss Teenager pageant (among the Big 2 of international teen pageants) have inquired about sending 1st Runner Up, Arielle Neely to compete in the major international teen pageant scheduled for July 2016 in El Salvador. Higgs mentioned that they will be take the inquiry into consideration, as it would be the ultimate dream to send two fiercely competitive representatives away, both capable of winning; however, Higgs makes known that this would only be possible based on further funding and support from the public. Clement Howell High School class of 2005 walkathon By Todeline Defralien The former students and graduates of the Clement Howell High School Class of 2005 hosted a Walkathon on Saturday, September 19, 2015 to raise funds and help with the restoration of the most affected blocks of the Clement Howell High School. They will also be purchasing educational items such as: text books, writing books, pens, pencils and other educational items to present to the less fortunate students of the Clement Howell High School. The route began at 5:30am at New Era Gas Station on Airport Road to the TCSPCA Building on the Leeward Highway. The walk was also used to commemorate their fallen classmates and show appreciation to their families, with the photos of their two passed classmates, Kaziah Burke, Avis Car Rental sales representative who was gunned down on the night of Saturday April 13, 2013 and Cynthia Hinsey, the Clement Howell High School teacher, who was killed in a motor vehicle accident on Thursday August 1st, 2013 along the Leeward Highway, Providenciales photos were printed on

their t-shirts. Tarvado Reasias President of the Class of 2005 Charity told The SUN “This is our 10 year high school anniversary and we the graduates from the Class of 2005 decided to host a walkathon in commemoration of our two fallen friends and also to raise funds to give back to the community. We started an official non-profit organization geared towards supporting educational initiatives. Proceeds made will help to assist the less fortunate school children. We also plan to purchase a drum set for the Clement Howell High School.” He added: “When we first thought about it we said well it is quite a distance from the Airport Road to Suzie Turn on Leeward Highway. So we didn’t expect a large crowd but we still hoped for the best. We can proudly say that for our first time organizing a walkathon it was very successful. Our goal is to raise a total of $5,000, however we have not reached the targeted amount. At this time we would like to appeal to the wider Turks and Caicos to support us and make that dream a reality.”

Digicel NBA Youth Jumpstart Basketball Clinic A Huge Success Top Five Players Off To Trinidad Elite Basketball Camp The Digicel NBA Youth Jumpstart Basketball Clinic, held at the Graceway Sports Centre in Providenciales, was a wonderfully huge success. The endeavor launched by Digicel and the National Basketball Association (NBA), the first of its kind in the Turks & Caicos, saw some fifty (50) young aspiring basketball players from across Providenciales participate in three days of grueling drills and practice games. The camp, which concluded on Tuesday, Sept. 15th, was designed to pass on NBA knowledge and techniques to local players and coaches; it saw five young players rise to the occasion to be selected as the five best: Wilkins Sylvain, Shadarno Clarke, Karl Shand Jr., Brendan Handfield and Willcan Seymour. These five young men will be heading off on Sept. 24th to attend an Elite Camp in Trinidad & Tobago, where they will represent the TCI. Digicel Head of Marketing, Trina Adams, said: “This basketball clinic was an amazing experience and a wonderful opportunity, not just for the players and local coaches but for us at Digicel as well. Our partnership with the NBA has created something special for our youth.” Adams went on to say: “All fifty (50) players worked extremely hard and we wish we could send all but we had to select only the five best in the end. We know the guys will do well in Trinidad, and possibly move on to the final NBA camp in the US. Hopefully this inspires other youth to train and prepare for the possibility of next year.” Christopher Ebersole and Adrian Alveraz, Senior Coordinators and Coaches with the NBA’s International Basketball Operations, hosted the three-day clinic

and remarked that it was an awesome experience being in the TCI for the first time and conducting the first camp of its kind. Both coaches said that they definitely want the Digicel NBA partnership to continue for next year and beyond. According to local coaches from the Provo Amateur Basketball Association and the Rising Stars Basketball Club, who volunteered for coaching training and to assist with the camp, “it was a tough few days but a great experience”. At the end of the camp Digicel donated all of the NBA certified equipment, including balls and other items, to both basketball organizations. This will ensure that local players continue to have access to the best equipment beyond the camp. The Turks & Caicos Islands are one of six countries that were selected to host a clinic. The top eight players from the Elite Camp in Trinidad, as determined by NBA Coaches and an NBA legend, will have the opportunity to attend an NBA game in the U.S, tour an NBA arena and be put through their paces at an NBA facility. The Elite Camp and camper trip to the U.S. to attend an NBA game will be shared with Digicel customers online, digitally and through mobile and will be broadcast on Digicel Sportsmax, which brings NBA fans closer to their favourite teams through its live coverage of the NBA season, which tips off Oct. 27.

The theme for this year’s Youth Day celebration was “Break the silence; Stop the Violence”. Premier Hon. Dr. Rufus Ewing and the 2014/2015 Miss Teen TCI Malique Ferrette, journeyed to North Caicos, where they participated in that island’s list of activities, including a panel

discussion. In Providenciales, Deputy Premier Hon. Akierra Missick, led that island’s activities, which started with a float parade and a march, and ended with a peace concert at the Down town Ball Park, featuring international artiste Romain Virgo. Provo Premier League and Masters League Awards Saturday the 19th of September, 2015 Chopsticks Restaurant in Grace Bay, Providenciales hosted the Provo Premier League (PPL) and Master’s League award ceremony under the aura of the sweet sweltering summer’s heat and the electrical charge of excitement which exuded from the attendees. SOUTH CAICOS VISITATION

LIME’s Road Team comprising representatives from each department (corporate, retail, HR, marketing and communications, and the General Manager’s (GM) office) made their way to South Caicos to be with our customers and potential customers there, and give them an opportunity to purchase handsets at a reduced rate, purchase credit and benefit from the daily specials, ask questions where necessary, and learn how to optimize their experience with LIME products and services available to them. In the early part of the day we were more than happy to be greeted by the District Commissioner for South Caicos, Mrs. Yvette Cox, and her husband, who is the Principal for the Marjorie Basden High School, Mr. Rodney Cox, who have been Cable & Wireless/LIME customers for quite

some time now, and still are. Of course we could not let them leave without offering them the best we had to offer. They both were given complementary handsets courtesy of LIME, presented to them by the GM herself, Mrs. Delleriece Hall. “It is good to have LIME here in South Caicos. It is not very often that the people of South Caicos are remembered, and so it is good to know that in your promo package you considered South Caicos”, District Commissioner, Mrs. Yvette Cox. The community came out in droves to the Regatta Village where we were set up for nearly 5 hours since 10:00am to serve customers. Teachers from both the high school and primary school were present, governments workers, nurses, business men and women, of course fishermen, the

nation’s finest, and the foreign population of Haitian and Dominican natives that also live and work in the nearby communities showed their support to our team for most of the time we were there. We are pleased to acknowledge that LIME still remains #1 to the residents of South Caicos. Among visitors, who are also LIME customers residing in South Caicos, were Mr. and Mrs. Alain Prion. Prion is the General Manager for East Bay Resorts that is set to open next year in the first quarter of 2016. All in all, it was a successful day. Our customers left happy and smiling, and took it upon themselves to invite as many persons out as possible to benefit from our visitation. GM, Mrs. Delleriece Hall, had this to share about our visit to

It is important to us at LIME to be able to see, engage with and reach out to the people that we serve on a daily basis, to ensure them that we are here for them, and we want to give them the best we have to offer. Heartbreak for Hartling at Race Event Earlier this month, Hartling Group CEO Stan Hartling and his H Racing Team made their annual trip to Newfoundland, Canada to participate in the grueling five -­day endurance race called Targa Newfoundland. Close to 50 entrants compete in various classes at the annual event. The Targa rules are simple; participants must beat the benchmark time set for each rally stage or take time penalties. The driver and team with the least amount of time penalties at the end of the five days win the race. The base times set for the various “special stages” (closed sections of public roads for the timed race) become increasingly harder as the week goes on and teams start to be separated by the amount of time penalties. At this year’s event Hartling’s co-­ driver was his friend of 35 years, David Lothian. Hartling’s support crew was lead by Lotus experts, Yesteryear Motorsports from Maryland, USA. Yesteryear are credited for building some of the fastest Lotus track cark configurations in USA competition. The challenge for Yesteryear was to apply their experience to building a rally endurance car versus a track car that sees much less vigorous conditions. “The demands put on a rally car over the five days of road rally racing are completely different than a track car that runs on a perfect surface and for shorter periods of time,” said Jaime Goffaux , lead engineer of Yesteryear Motorsports. “ We sadly continue to work our way through the cars and find out the weak spots that won’t show under normal testing. “ Hartling’s white supercharged Lotus Exige was joined in the race by Scott Knott’s red Lotus Elise. Knott is another veteran motorsport participant. Both teams were hoping this was the year they could prove that the Lotus vehicles were not only the fastest cars in the field but also capable of being able to endure what five days of racing on rough rugged roads could produce. The normal car of choice for rally racing in the Modern and Open class are the Subaru WRX STI, the Mitsubishi EVO or BMW M3. Hartling’s dream is to run the Lotus into a full first place finish. That dream looked very real as Hartling and Lothian lead the entire week in first place, not only in their Modern division but also in total points

overall. By day five (Friday) Hartling had taken only nine seconds in total penalties, which gave him a commanding 40-­second lead over his nearest competitr. With the red Lotus having some mechanical issues that caused it to miss a few stages and take large penalties, the white Lotus of the Hartling team was perfectly poised to not only take a coveted first place in the Modern class but to also beat all time standings including those of Canadian Rally Series driver Jean Luc Bergeron running his all wheel drive STI. With less than a 15 kilometer stage to go in the race, Hartling heard a sickening sound develop in the rear of the car that instantly erupted into a grinding sound that meant the differential on the car could take

no more and had shattered. It left Hartling no choice but to bring the car to rest on the roadside, unable to move. “I was truly gutted,” says Hartling. “It was surreal that after five full days of racing and driving the car over 2000 kilometers that we could lose everything with less than 15 kilometers to go.“ He further adds, “The car performed flawlessly all week and we really thought this was our year to take an overall win.” In the sportsman-­like manner that the Turks and Caicos team are known for, Hartling had the car dragged to the finish line where he and his co-­driver pushed it over the finish line for a ceremonial finish where the team was applauded by spectators and competitors alike. One very positive end to the story was that the organizers and

competitors of Targa were so impressed with the efforts and support of the event, that Hartling and his team were given the prestigious “Spirit of Targa Award” recognizing outstanding determination and competitive spirit. “While we all are still in disbelief over the reality that the car failed just before achieving the first place it deserves, our team is so proud of receiving this coveted award and proving how competitive we are at this event” said Joan Hagan who is a key organizer for H Racing and the Turks and Caicos Motoring Club. “ We cannot control that gear failure, it needs to be behind us and we have already started preparation for next year to make sure the win comes home to TCI as it deserves,” said Hartling.
