TURKS ISLANDERS ARRESTED IN FLORIDA

A
n undisclosed number of Turks and Caicos Islanders were recently arrested in Florida by the U.S. Immigration and Customs Enforcement (ICE) in an enforcement action targeting individuals who pose a threat to public safety. The Turks and Caicos Islanders were among 314 persons nabbed by ICE Enforcement and Removal Operations (ERO) officers as part of a massive operation. When contacted by The SUN, Nestor Iglesias, public affairs officer with ICE, said he could not reveal the names of the individuals because of “privacy issues”. However, The SUN was reliably informed by law enforcement sources in Miami that the individuals are “in the process of being placed in removal proceedings”; which means that they are about to be deported. Among those arrested by ICE during the enforcement action, over one quarter had criminal records that included felony convictions for serious or violent offenses, such as murder, attempted murder, child sex crimes, sex offenses, weapons charges and drug violations. “As this operation makes clear, ICE is committed to prioritizing convicted criminals and those who are public safety threats for apprehension and removal. Our communities are safer today thanks to the hard work of our officers across the state,” said Marc Moore, field office director for the Miami Field Office of ERO, which oversees

During the three week operation, ERO was supported by ICE’s Homeland

Raymano Taylor murder suspect released The man who was the police took into custody for the shooting death of Raymano Taylor has been released, sending investigators right back to square one in their probe. Raymano Taylor, the son of popular Providenciales pastor, Dale Taylor, was found dead in the early morning of September 28, 2015 on a dirt road in the Dock Yard settlement, a sub Kew Town community. The SUN understands that his body has a single bullet wound. On the same day Taylor was murdered, police took a man from the Kew Town community into custody in relation to the murder. The Royal Turks and Caicos Islands Police Force Information
Officer, Special Constable Audley Astwood, said had confirmed that someone was in custody for the killing. “I can confirm that the police have arrested one person, and that person is still in custody. He is being arrested on suspicion of murder and the person is assisting us with our investigation,” he said at the time. Astwood however, told The SUN this week that the man was released. Dead boy’s parents arrested
Crime Sleuths from the Royal Turks and Caicos Islands Police Force have arrested both parents of the minor who was found dead in is Bottle Creek, North Caicos home on September 29, 2015. It is understood that both parents were taken into custody bout a day after the boy was pronounced dead. The boy’s father had initially told the media that he and his wife picked up the six-year from the Adalaide Oemler Primary School, brought him home before showering he and his smaller
male sibling. Both children, according to the father, were napping before he left the house and returned to work. The father said that when he returned home that night, his younger son was up, but the older one appeared to be still sleeping. His wife, he said, was at church at the time. At that time he said thought the boy was tired and was having a longer than usual nap. He said that about sometime after 8p.m., attempted to wake the boy but he was unresponsive. He said that he then went to the church that his
wife was attending, and informed her. After unsuccessful attempts by her to get the child to wake, the father said that they decided to call the pastor of the church to pray for him. He said after the pastor’s efforts also failed, they decided to call the doctor, which later pronounced him dead. A source said that teacher at the school often saw bruise marks on the child, and that he often appeared tired and complained of anguish feelings. Such information, though, it is understood, was never passed on to
the Child Services or the Royal Turks and Caicos Islands Police Force until after the boy had died. Police has not confirmed the community’s allegation that the boy might have been sexually assaulted. A police source said while they will confirm or deny such claim, they are not ruling out any possibility of such occurrences. In the meantime, The SUN understands that the deceased’s boy’s brother is in protective custody, while the authorities decide where he should end up.

Several Haitian shacks demolished in Kew Town By Vivian Tyson

Close to 20 dwelling houses were bulldozed on Thursday, October 15, 2015, in a squatter settlement at the rear of Dock Yard in Kew Town by a private landowner, forcing a number of families to seek other living alternatives. The land is owned by local businessman and former Commissioner of Police, Albert Grant. And Mr. Grant was not available for a comment, Donald Metellus, Founder of the Haitian TCI Organisation, told the media that the exercise was long in coming because the residents were forewarned. Metellus explained that Thursday’s exercise was mere roadcutting exercise, and not a wide-scale demolition, he though he said another round could take place, but doubt that it would happen. “I was the one who was dealing with Mr. Grant, because it (demolition) was something that was supposed to be done a long time, say two months ago. And I had to call him to negotiate with him to give us another two months extension. “He has been cooperating with the Haitian people, because I understand that the land is family land, and they (squatters) came in and squat like that. I received a call yesterday afternoon (Wednesday) from Mr. Grant to say that this morning he would start doing the road,” Metellus explained. Metellus said that Gant explained during a meeting that after constructing the road, he would be prepared to sell the land to those willing to purchase. “What he told me was that
he is going to first build the road, and after that, whoever wants to buy the land, they would be able to have the first choice to purchase the land from him,” Metellus further explained. While some in the community were upset that things could have been done differently, Metellus, reiterated that someone actually owns the land, and the people who live there enter it illegally, and so they should not be bitter. “That land is his (Mr. Grant’s) land, I understand that those people went too far, but at the end of the day, things have to be done the right way. I am not against him; he cooperated well with the people. He came to the consulate and tried to negotiate to give the people first option to buy it,” Metellus said. It is indeed the natural gems, our beaches, coral reefs, habitats of our endemic and migratory birds, the resident flamingos that feed and breed in the wetlands –

The National Trust, DEMA Migratory Bird Festival will highlight habitat restoration through various activities, including the planting of mangroves as Wheeland Pond Wetland on Providenciales; a Primary School colouring competition and scheduled eco-walks to name but a few activities. “Planting indigenous mangroves and mahogany trees is a fantastic way to beautify your neighbourhood and wetland areas, as well as

Premier Ewing warns Public Servants

Premier Hon. Dr. Rufus Ewing has warned public servants that he will “call them out” if he thinks they are falling short in their duties. And he has told Public Servants that he does not expect them to rebut him. Speaking in the House of Assembly last week, the Premier said: “I am one who normally sticks to addressing issues at the policy level, but where I see blatant shortcomings at the service level, I will call them out, and when I do so, I do not expect a public debate on the matter from public servants and where such situations exists the relevant authority ought to deal with them forthwith for if left unchecked they only serve to support further gross violations of the public service code of conduct. So Mr. Speaker, with that said I do not expect a rebuttal from anyone other than members of this house or persons outside of the public.” Although the Premier did not state it directly, it is widely believed that he was referring to remarks made by Director for Department of Disaster Management and Emergencies (DDME) Dr. Virginia Clerveaux, who publicly defended her department against criticisms from the Premier and members of the public who was said the was inadequate information about Hurricane Joaquin. On October 1st, Premier Ewing stated: “I note with concern the efforts of the Disaster management and Emergency Services to alert the public to the passage of Joaquin and the likelihood of flooding especially in low lying areas of Providenciales. The Director and staff of DDME should have kept the public better informed of the source of the rains and should have sought information where none was received.” However, Clearveaux told the media that strict public information protocol was followed during the passage of Hurricane Joaquin Clerveaux told The SUN that from the time the storm was formed, the DDME began to submit alerts and disseminate information to the public as soon as it received information from the meteorological

We don’t know how much rainfall we had for Erica. We don’t know how much rainfall we had for Joaquin. “We don’t have rain gauges set up through the Turks and Caicos Islands to collect that information that will allow us to say to the public that from this storm, we had x amount of rainfall. We are dependent on the Bahamas to provide us with that information,” she said. Clerveaux pointed out that since Tropical Storm Erica, her department got the Airports Authority to provide it with some level of weather information. She said though that equipment can only provide

She said that under the law, the DDME is not allowed to obtain information from any other source except the Bahamas. The general public can go on NBC, they can go on CBS and ABC, they can go on Storm Pulse and they can pull down this information. We can do that too, but legally we can’t dissemination it. So, it is not that we are unaware of what is happening; legally, we have to wait until we get it from the official source to disseminate the information. “If we were to change that, we would need a policy directive from the government. If we are going to say that we are going to be issuing information from the Hurricane Centre, the government would still need to liaise directly to give us permission to release it directly from them. But now we fall under the Bahamas.

Governor and Premier announce New National Security bodies
H.E. The Governor Peter Beckingham and the Hon Premier Dr Rufus Ewing announced on 14 October the formation of a National Security Council and its Advisory Group. "I am delighted that the Premier has agreed to the formation of these Security Council bodies. The idea originally came from The Police Commissioner, James Smith, as well as a result of discussions I held with the Premier and separately some of my counterparts in other Caribbean Territories", said Governor Beckingham. "We believe that a Council can take a strategic view of the challenges facing the Turks and Caicos. My colleagues in both the Cayman Islands and the British Virgin Islands have also found that their Councils serve a valuable purpose in addressing the security issues across a range of areas. "Establishing a new body will not overnight stem crime or violence," he continued. "But I, the Commissioner and Premier are confident that these bodies will help us take a wider approach to some
of our security - related issues. These are not just policing problems, and the new Security Council should begin to stimulate a "whole of society" approach to them. "Our fervent hope is that by bringing together a much wider group, across the churches, government, business and the family islands, the whole community will begin to focus on addressing, the causes of crime, violence, child safe- guarding and other issues." The Police Commissioner, speaking to the media after the announcement stated; "I am pleased that the Governor and Government have signed up to this initiative. It is not going to solve our problems overnight, but in time I am confident we should see a bigger buy-in by key groups to supporting the police, providing information, and bringing greater confidence into the local communities. BAFSL was licensed to operate, despite an inherited capital shortfall due to lost intragroup claims vis-à-vis BAICO, because an external actuarial report assessed that there was a chance to reduce policyholders’ losses under a new company. However, losses increased, as BAFSL continued to guarantee returns on investments and a substantial amount of money was transferred
from BASFL’s restricted deposit (which should have been earmarked for protecting policyholders) to BAICO’s administrator. The FSAP team was led by Hiroko Oura and included Johannes Ehrentraud, Hibiki Ichiue (all MCM), Ernesto Aguirre, Keith Bell, and Rodolfo Wehrhahn (all IMF consultants). Front Street needs skilled engineering

If sound engineering measures are not put in place to stem the rapid erosion of the shoreline in Grand Turk, especially the areas of Front Street, that island could lose large portion of its waterfront area, according to land surveyor and former deputy premier and finance minister Royal Robinson. In an interview with The SUN, Robinson explained that what is now known as Front Street today, was once the second road to another that sat on the waterfront, but because fierce wave actions caused from a hurricane some years ago, it was swallowed up. With the passage of Hurricane Joaquin, earlier this month, the fear of losing more land to the sea came into sharp focus after a huge section of the Front Street collapsed due to the ferocious waves unleashed by Joaquin, which also caused a section of the road on Front Street to cave in. Robinson said the recent
damage to the area is a grim reminder of the past damage that the location suffered, and should spur the authorities to urgently search for a long-term remedy. “Front Street has been a problem for a long, long time. In fact, where Front Street is currently is, it was the second street. There was another street that was in front of that, that was washed away years ago by a hurricane; I can’t remember which hurricane it was,” Robinson recalled. He said that since then, whenever there is a storm that triggered intense wave action, the area is impacted negatively. He said that at times, when the waves hit the seawall, vibrations could be felt in some buildings adjacent to the area. “You can feel the vibration in all the government compounds, from the pounding that the sea has on the seawall,” he said. He said that after the hurricane, which annihilated the road once located before Front Street, a group of locals was given
responsibility for creating abutments to lessen wave impacts to shore, which he said worked. He said though that after a team of British engineers came in and designed reinforcements through the construction of a wall, things took a downward turn. “Years ago, people like John Lewis Butterfield and others, used to be responsible for abutments and stuff like that. Sometime ago, we had some engineers from the UK who came down and put in abutment in there, which didn’t last very long because the design wasn’t suited for that area. “Before, when the abutment was designed by those old people, they had a lift over the extended area, so when the water came up, it rolled out back to sea without damaging anything on shore,” Robinsons said. Robinson also said that a recommendation was made years ago to create a retaining system in the reef area geared to diminish the level of wave crash that would come ashore, but said that was apparently ignored. “One of the recommendations from
years ago was to construct buffers and a breaker just by the reef, so by the time the waves reach the shore it dies. There is momentum after the waves leaves the reef and comes to shore. So it was proposed that a barrier should be placed out by the reef, so that it would slow the momentum of the waves that are coming to shore. He said that had actions been taken years ago to rectify the quickly deteriorating seafront, the level of damage now sustained would have been far less, adding that it would now take meticulous engineering expertise, to come up with a design that would thwart the current level of erosion. “I don’t know what they are going to do now, now that the sheet of wall has collapsed. It will take a lot of engineering work to redo it. Now, who they are going to bring to do it, I don’t know. But I know that the Dutch people – the company that came here that built the stuff for the artificial carol - I think they are the best builders for that,” he said.

Mega popular Florida talk show host “Duke of Earle” Broadcasts from Beaches TCI Radio listeners from across South Florida were treated to a slice of the Turks and Caicos Islands this week when popular Talk show host and radio personality “Duke of Earle” broadcast live from Beaches Resort TCI Resort and Spa. The Jamaican-born United States based self-proclaimed Duke, whose given name is Bevan Earle, is a household name in south Florida on account of his hard-hitting talk show 'Hot Talk' on WAVS Radio 1170, reaching millions in Dade and Broward in South Florida, and The Bahamas, for the past 27 years. The Duke has won a hatful of awards for his radio programme, which he described, “hot, provocative,
controversial and educational talk”. His programme hits the airwaves and the internet five days a week from Tuesday to Saturday and is voted one of the most popular Caribbean talk shows in Florida. TCI Community College Hospitality students to offer paid service

Impressed by the rave reviews that its hospitality students received after performing duties at several events, and recommendations made by those who experienced the service, the community TCI Community College Hospitality Department is to embark on a service catering programme. Michelle Hosten, Head of the Hospitality Department at the college, told The SUN that such ideas have been on the cards for a long time. However, suggestions made by former head of the institution’s fundraising arm – the TCI Community College Foundation – gave the programme momentum. On Thursday, during a $500 donation to the college, Clare suggested that, due to the seamless services that the college students had offered at a number of events, including the Mental Health Prayer Breakfast earlier this year and at her husband’s Bill Clare’s 70th birthday celebration, it should consider charging for its services. “They were so efficient that everyone (the birthday party) was impressed, including the hostess – the function was held at my house. Provo Primary School celebrated Department of Early Childhood Education’s ‘The Week of the Young Child’ “Celebrating Our Youngest Learners: – Grow a Reader and Watch them Bloom”, with a variety of extra reading activities last week. Highlights of the week were when the whole school got together for some ‘Book Buddy’ reading times, with older children reading to younger ones. TWENTY-SIX RECIPIENTS HONOURED AT TURKS AND CAICOS ISLANDS INAUGURAL NATIONAL HONOURS AND AWARDS CEREMONY National Heritage Day, The Turks and Caicos Islands Government, under the auspices of the Office of the Premier in collaboration with the National Honours and Awards Committee, held the inaugural ceremony for the Turks and Caicos Islands National Honours and Awards 2015. The ceremony, which garnered tremendous community support, saw the honouring of twentysix Turks and Caicos Islanders in five different categories. The event which drew attendants from all across the Turks and Caicos Islands was held at the Parade Grounds in the nation’s capital, Grand Turk, and onlookers where treated to an impressive display of pomp and pageantry by the Royal Turks and Caicos Islands Police Force Band and royal platoon, who led the historic processional march from the Legislative House to the Parade Grounds. The Prison Wardens, the Cadet Corp., the Boy Scouts, the Cubs, the Brownies, the Girls Brigade, the HJ Robinson High School, Eliza Simons Primary, Ona Glinton Primary School and Newman’s Preparatory School were among those that turned out to honour our well-deserving citizens. Performances were rendered in voice by Miss Robyn Hinds and Mr. Julian Garland who sang I Vow To Thee My Country and To Dream The Impossible Dream, respectively, and Mr. Jervon Laporte who rendered the soulful melody Flying Without Wings on the saxophone. The recipients were called off in order of merit and escorted to the honouring dais, where they received the bestowment of their award from the Premier, Dr. The Honourable Rufus W. Ewing, before joining the receiving line for the final honour of a March Past by the Royal Turks and Caicos Islands Police Force and the

On October 10th, The Palms Turks & Caicos and the organizing committee hosted its 7th annual “In the Pink” event to raise money for TCI’s Cancer Society. The event played host to a shopping frenzy, a PINK Poker Tournament sponsored by CasaBlanca Casino and a lavish after-party where PRIME DJ’s rocked The Palms Courtyard well into the night, a silent auction and raffle giveaways. With donations from corporate businesses and individuals, the team transformed The Palms into a shopping paradise, while buyers snagged excellent bargains on a wide variety of new and gently used clothing, shoes, accessories and many designer items. After the shopping, the fun continued with a superb after-party in the elegantly pink-decorated courtyard in front of the famed Parallel 23 restaurant. Weight-loss surgery linked to increased suicide risk Patients may be more likely to harm themselves or attempt suicide after weight-loss surgery, a Canadian study suggests. Researchers followed about 8,800 patients for three years before and after they had surgery to lose weight. Most of them had a common type of bariatric surgery known as gastric bypass, which helps patients shed excess pounds by reducing stomach capacity from about three pints to the size of a shot glass. During the first three years after surgery, 111 patients received emergency care for self-inflicted injuries, or roughly 1 percent of people in the study. While small, the risk of these emergencies was 54 percent higher after surgery than it was before. Most of these incidents of selfinflicted harm happened one to three years after bariatric surgeries,
suggesting that patients may need more long-term behavioral healthcare than they’re getting, said Dr. Amir Ghaferi, author of an editorial accompanying the study in JAMA Surgery. “ Unfortunately, long term postoperative follow-up for bariatric patients is not ideal,” Ghaferi, a bariatric surgery specialist at the University of Michigan and the Ann Arbor Veterans Administration Healthcare System. “This study should not dissuade patients with mental health problems from seeking bariatric surgery,” Ghaferi added. Instead, it should encourage healthcare providers to target these patients for improved follow-up care, he said. Surgical weight loss has gained traction in recent years as a growing number of extremely obese patients turn to this option after failing
to achieve significant weight loss through diet, exercise or medication. Like all surgery, it isn’t risk free, and bariatric operations in particular carry a risk of malnutrition. These procedures also come with a risk of overdosing on alcohol or drugs because patients’ smaller stomachs and intestines may no longer be able to tolerate the same amounts of libations or medications that they could before surgery. In the current study, almost three in four of the self-inflicted injuries were identified as intentional drug overdoses. Most of the time, the patients who harmed themselves had been diagnosed with a mental health disorder at some point in the five years preceding surgery. The risk wasn’t the same for all of the patients in the study, however. People over 35 were 76
percent more likely to be treated for a self-inflicted emergency after surgery than before, and the risk was more than doubled for lowincome patients. Rural patients had more than a six-fold greater risk of receiving emergency care for self-inflicted harm after their weight-loss operations, the study found. One limitation of the study, however, is its use of billing data to identify drug overdoses, which might not be an accurate indicator of whether the act was intentional or accidental, the authors acknowledge. Even so, the findings add to a growing body of evidence linking bariatric surgery to an increased risk of suicide, lead author Junaid Bhatti, a researcher at the Institute for Clinical Evaluative Sciences and the Sunnybrook Research Institute in Toronto.

People who followed a healthy diet and drank a glass of red wine at dinner for two years ended up with better HDL or “good” cholesterol and other good health-related factors than people on the same diet who drank mineral water, researchers found. But what the findings actually mean for individual patients needs to be interpreted cautiously, and with careful medical follow-up, said Iris Shai, the study’s senior author from Ben-Gurion University of the Negev in Beer Sheva, Israel. The risks and benefits of alcohol use among people with diabetes have been controversial, Shai and her colleagues write in Annals of Internal Medicine. While studies suggest possible benefits to moderate alcohol use, both with diabetes and without it, it’s questionable whether doctors should tell their diabetes patients to drink, they say. For the new study, the researchers randomly assigned 224 adults with type 2 diabetes, ages 40 to 75, to drink 150 milliliters (about 5 ounces) of either mineral water,

with it. When Isreal is unable to do or understand something it's really hard to think about being joyful .Still I remember the day he was finally done with potty training. Or when I learnt that he has a sense of humor and he's a genius! Even after cleaning up 52 letters, capital and small from my tiles, that day I learnt he could write brought a smile to my face! There are
going to be challenges everyday that seem to never end and rest assured, there will be times when you feel like you will lose your mind! And then there will be other days; days that will bring you great joy. As you learn and grow together, make every day count. How many other Michaels? By Jamell Robinson
Having recently attended the First National Honors and Awards ceremony on the October 12th 2015 in Grand Turk, where I had the distinct pleasure of witnessing my Mother and my Uncle Mike receive their awards for long outstanding service in the public sector, the day was a day that we all were proud to stand as Turks and Caicos Islanders showing appreciation for all our honorees. However, I cannot help but to think that while on that day they were both honored the same, they were treated differently on leaving the public service. The former, on her exit from the public sector received a portion of her pension as gratuity as afforded to her by the pension ordinance. The latter, on his exit did not receive an ex gratia by the than Interim Administration. While that payment is not mandatory, it was clearly deserved given his designation as a Long Service Medal recipient. So my first question is how many other Michael Simmons’ has this injustice
been metered out against? My second question is after almost three years of local representation, why has this not been rectified? Is it unavailability of money? Can’t be, TCIG has over $77 million in working surplus if not more by now. Also, if the Governor through the CFO can authorize $2.1 million for SIPT body guard protection after more than 5 years of preparation for trials that are not likely to happen anytime soon, given the track record - I am quite sure two million dollars would more than cover the persons who would be eligible for an ex gratia payment who left the Service in 2012. That being said, what’s the hold up? Has a paper been brought to Cabinet with regard to this? If not, why not? Is the CFO holding up another program that would benefit the people of the TCI? If so, why haven’t we heard about it? Where is the motion in the House of Assembly by any Member of Parliament to rectify this matter? MP’s what are you waiting on? The former General Orders and the new Public Service Handbook
are often used by people in positions of responsibility to hide behind the process and pass the buck, rather than doing what is right. So I now ask, has Uncle Mike’s former Supervisor written a letter of support for the issuance of an ex gratia payment? What about former Supervisors of other deserving persons? Have respective Permanent Secretaries added their support for persons they deemed worthy? Has the Deputy Governor done the same? Does the Governor have a stack of these types of letters on his desk unexecuted? If none if these steps have been taken, why haven’t they? Every person who left the Civil Service under the interim administration may not be deemed “worthy” of receiving an ex gratia payment, but I am sure Michael Simmons was because the National Honors and Awards Committee and TCIG Cabinet just told us so. Inaction can be just as bad as taking the wrong course of action. So I end where I began, how many other Michaels are there?

Police officers among four on fraud charges
ST.LUCIA – Two police officers were among four people who appeared in court on Tuesday following investigations into alleged fraudulent claims made to the NAGICO Insurance Company.
A police statement said that Constables Iker Lubin and Terry Chedy have been charged with the offence of conspiracy while two other men, Dave William and Mathias William faced charges
of conspiracy, perverting the course of justice and attempted to obtain property by deception. All four men have been granted bail, the police statement said.
Officials seize more than half-ton of coke near Martinique
FORT-DE-FRANCE, Martinique — Authorities in the French Caribbean island of Martinique say they have seized 1,180 pounts (535 kilograms) of cocaine destined for Europe. Officials said in a statement
Tuesday that the drugs were found aboard a Belgium-flagged boat located more than 460 miles (740 kilometers) from Martinique. They said two unidentified suspects have been arrested.
Martinique’s government said it is the fourth such seizure in the past two weeks involving a total of more than 2 tons (1.8 metric tons) of drugs. Authorities have seized more than 8 tons (7 metric tons) of drugs so far this year.

UNA Morgan, singer with sibling band Morgan Heritage, is convalescing at her Atlanta home after a near-fatal bout with illness while on the recently concluded Catch A Fire tour. The incident occurred while performing in Virginia early last month. “The bad feelings started in Virginia at Wolf Trapp (Wolf Trap National Park for the Performing Arts). I was rushed to the Emory University Hospital, midtown in Atlanta, and spent two weeks in hospital,” she told the Jamaica Observer. Vincentian national charged in relation to sex video in BVI A former member of the Royal Virgin Islands Police Force (RVIPF), Magnus Rickie Latchman, has been charged with one count of Causing Prostitution of a Woman in relation to a widely circulated video, which shows a female performing a sexual act on a man at a business place. The man’s face was hidden,
but another female called his name. The video was eventually posted on social media. The age of the female performing the sexual act is not yet clear to BVI News Online, but members of the RVIPF were trying to ascertain whether she is a minor. The accused, a native of St
Vincent and the Grenadines, is 48 years old. Responding to a BVI News Online query this afternoon in relation to the probe into the sex video, Police Information Officer Diane Drayton said: “I can confirm now that Magnus Rickie Latchman, 48, native of St Vincent and Grenadines residing East
End, was charged with one count of Causing Prostitution of a Woman in relation to the matter you ask of.” While noting that no further information can be provided at this time, Drayton stated that the accused will appear in the Magistrate’s Court at the ‘next available time’.

UBS shifts fund from Cayman Islands
UBS has shifted a fund of hedge funds onshore to Ireland from the Cayman Islands, delivering another blow to the reputation of the Caribbean tax haven as the domicile of choice for international hedge funds. The Swiss investment bank says the move comes in response to rising investor demand for more regulated vehicles, a shift that is expected to continue to diminish the appeal of offshore fund centres. The UBS fund that has been brought onshore, which has $565m of assets, uses a new Irish structure called an Icav (Irish collective asset management vehicle) that was passed into law last February. Although more than 60 Icavs have been established since then, this is the first time the structure has been used to bring an existing fund onshore. Pat Lardner, chief executive of Irish Funds, the trade body that represents asset managers in Ireland, expects “hundreds” more funds to make the transition from offshore vehicles to
onshore Icavs in the next six months. Bill Ferri, head of hedge fund solutions at UBS, says: “The Icav structure has created an opportunity for providers to give a breadth of strategy that was hard to offer before in an onshore fund. We were finding a preference to have funds regulated in the jurisdiction where the investors are.” While demand from existing investors was a primary driver for bringing the fund onshore, Mr Ferri also sees the transition as a marketing opportunity. “This certainly increases the breadth of sales. It is easier than trying to fit the square peg of a Cayman fund into the round hole of the European market,” he says. UBS’s decision follows a series of setbacks for the Cayman Islands. In August it emerged that the European Securities and Markets Authority, the regulator, had not even begun to assess whether hedge funds domiciled in the Caribbean tax haven would be granted a pan-European marketing
passport. Hedge fund managers domiciled in the Cayman Islands, the US, Hong Kong and Singapore continue to face uncertainty over whether they will be granted this passport, which would enable them to sell funds more easily across Europe. Anthony Travers, chairman of the Cayman Islands Stock Exchange, accused Esma at the time of adopting a “fortress Europe mentality”. A poll conducted last year by UBS and PwC, the consultancy, found that most institutional investors believed the EU’s new Alternative Investment Fund Managers directive, which introduced more stringent regulation of alternative funds, had enabled EU-based funds to take market share from their non-EU rivals. Brown Brothers Harriman, a fund-servicing company, also posited that Luxembourg and Ireland, which between them are already the domicile of 81 per cent of funds with crossborder investors, will continue to

Former Trinidad PM racked up millions in helicopter rides

Rowley, contributing to the TT$62.8 billion (One TT dollar =US$0.16 cents) budget debate in the Parliament on Tuesday night, said that Kamla Persad Bissessar

Jamaica to debate new cyber crime legislation The Jamaica parliament will begin debating new cybercrime legislation on Wednesday allowing for new offences such as computer-related fraud or forgery; the use of computers for malicious communication; and unauthorised disclosure of investigation. The new Cybercrimes Act, replaces the 2010 legislation with the government indicating that it has a number of critical updates including cyber bullying, where persons use online means to harass and intimidate persons. “We have also strengthened the fines and the penalties for persons, who are engaged in cyber criminal activity,” said State Minister in the Ministry of Science, Technology, Energy and Mining, Julian Robinson. He said that the government is committed to creating a robust cyber security framework to protect Jamaica’s online space noting that a number of developments have taken place since the launch of the National Cyber Security Strategy (NCSS) in January this year. These include the contracting of Jamaica’s first Chief Information Officer to oversee administration of the newly established e-government (e-gov) agency; and the establishment of a unit for cybercrimes in the Office of the Director of Public Prosecutions (DPP). The Portia Simpson Miller government has also sought to create a uniformed cyber security standard across ministries, agencies and departments. Robinson said that this will be complemented by the training of all Management Information System (MIS) officers in government entities. He said the Ministry will be embarking on a public awareness campaign dubbed ‘Stop Think Connect,’ which will sensitise Jamaicans about the threat of cybercrimes. Mr. Robinson said emphasis will be placed on protecting children. “It is an area that we are conscious of and the public education campaign will definitely focus a lot on that, because, at the most basic level, everybody texts, everybody uses whatspp. “Many of our students are on social media and I know it’s a concern for parents because the parents don’t always have full access to who (their children) are speaking or interacting with,” Robinson said. Rowley, who announced that he would be tightening travel expenditure for his ministers, said there was no money budgeted anywhere for those helicopters but the country was contracted by an officer of state. He said no one could tell him who authorised the procurement. “So the report I have says the transaction regarding the loan financing was not completed by NHSL (National helicopter Services Limited). My understanding is not that they did not complete it. They refused to sign onto it, because it was a questionable arrangement for half a billion
Liquidators talk with stakeholders on Baha Mar project NASSAU, Bahamas – The liquidators appointed to oversee the controversial multi-billion dollar Baha Mar tourism project say they remain optimistic even though “there is still work to be done” regarding the opening of the project. The Joint Provisional Liquidators (JPLs) last week held talks with the stakeholders on the US$3.5 billion project including government officials, financial sponsors Export-Import Bank of China, the construction company CCA Bahamas Ltd. and parent company, China State Construction Engineering Corp. Ltd., as well as the resort’s founder and investor, Sarkis Izmirlian. The JPLs described the talks as “another important step on the road to resolution. “We would like to thank all parties for their good faith participation in and constructive approach during the meetings. Whilst there is still work to be done, it is clear that all involved are focused on quickly reaching a viable solution to ensure that the Baha Mar resort is able to open for business for the benefit of all stakeholders, including the Bahamian people. “We will continue to work with all stakeholders as we explore the best route forward and will issue further updates as talks continue,” the JPLs said in the brief statement. Earlier this year, Izmirlian, chairman and chief executive officer of Baha Mar Ltd, said in order to complete construction and open the project as soon as practicable, Baha Mar Ltd, and entities associated with it, were voluntarily undertaking the process of Chapter 11 under the US Bankruptcy Code. Cayman Islands now offering 10-year visa to Jamaicans GRAND CAYMAN — Repeat Jamaican visitors to the Cayman Islands will be given special treatment under the immigration law, with the option to obtain a 10-year visitor’s visa. Currently, all other nationalities which require a visa prior to visit the Cayman Islands can obtain only single-entry permission, or permission to enter multiple times within a one-year, threeyear or five-year fixed period. A Cabinet directive was issued recently to Cayman’s chief immigration officer to add the 10year visitor visa for Jamaicans only. “Recognising the unique relationship between Jamaica and Cayman ... [this] is an initiative aimed at strengthening our ability to adequately facilitate legitimate visitor travel for qualified Jamaican nationals without jeopardising operations or processes relative to border control,” Ministry of Home Affairs Chief Officer Eric Bush said. The change in visitor visa rules does not affect the 30-day limit in place for most visitors who do not own property in Cayman. It will also not affect requirements for any non-Caymanians, Jamaican or otherwise, to obtain work permits before they can be gainfully employed in the islands. Historical and cultural ties between Cayman and Jamaica date back centuries to when the Cayman Islands were part of the British colony of Jamaica. Though Jamaica gained independence from the United Kingdom in 1962, Cayman eventually opted to remain under the British flag. Jamaican workers have long been the most populous foreign nationality in the Cayman Islands, and many Caymanian families can trace their heritage to Jamaica. Under the previous United Democratic Party Government, requirements for Jamaican nationals to acquire visas were softened to exclude travelers younger than 15 and older than 70. In recent years, the number of Jamaican work permit holders had declined steadily from a high point of about 12,000 in 2007. However, in 2015 the islands seemed to buck that trend as the local economy began growing again. This year marks the first time since 2009 that the number of Jamaican work permit holders in the Cayman Islands has exceeded 9,000 at any given time. The numbers may represent a natural progression due to an overall increase in work permit holders in Cayman within the past year. According to Immigration department records, there are now around 22,000 non-Caymanians on work permits here.

Obama doubles back about troop withdrawal from Afghanistan
Reversing policy on Afghanistan, President Barack Obama announced on Thursday he will prolong the 14-year-old U.S. military engagement there, effectively handing off the task of pulling out troops to his successor. Calling it a “modest but meaningful” adjustment to winding down the American presence in Afghanistan, Obama said Afghan forces were not yet as strong as they needed to be given a “very fragile” security situation and the United States will maintain a force of 9,800 through most of 2016. Obama had previously aimed to withdraw all but a small U.S.embassy based force in the capital, Kabul, before he leaves office in January 2017. Under the new plan, troops will be drawn down to 5,500 starting sometime in 2017 and will be based at four locations - Kabul, Bagram, Jalalabad and Kandahar. Obama has been under pressure from his military advisers, Republicans, and a bipartisan group of national security experts to keep U.S. forces in Afghanistan, particularly as Afghan forces have struggled in assaults from Taliban militants, who briefly took over the northern city of Kunduz. On Thursday, Republican critics warned against rushing to cut troops in 2017. John McCain,
President Barack Obama chairman of the Senate Armed Services Committee, said the proposed 5,500 U.S. troops would be inadequate to handle both counter terrorism missions and training and advising Afghan troops. Family of sunken El Faro crew member files $100 million lawsuit The family of a crew member missing from the El Faro cargo ship is seeking $100 million in a negligence and wrongful death lawsuit against the owners and captain of the ship that sank off the Bahamas in a hurricane two weeks ago. The lawsuit on behalf of the estate of Lonnie Jordan, one of the 33 crew members presumed dead, was filed on Wednesday in Jacksonville, against Tote Services Inc and Tote Maritime Puerto Rico, as well as the El Faro captain, according to court documents. “Tote Services, negligently permitted the El Faro to sail out to sea despite being in an unseaworthy condition to handle the conditions of a violent storm,” the lawsuit states. Pope asks forgiveness after sex scandals rock Vatican and Rome Pope Francis asked for forgiveness on Wednesday for scandals at the Vatican and in Rome, an apparent reference to two cases of priests and gay sex revealed this month during a major meeting of bishops. “Today ... in the name of the Church, I ask you for forgiveness for the scandals that have occurred recently either in Rome or in the Vatican,” Francis said in unprepared remarks during his weekly general audience in St. Peter’s Square. “I ask you for forgiveness,” he said before tens of thousands of people, who broke into applause. The pope then read his prepared address and did not elaborate. Asked about the comments, Vatican spokesman Father Federico Lombardi could not say which scandals the pope had in mind but said Francis wanted to reach out to ordinary people who are “disturbed or pained” when they read about scandals caused by “the Church or men of the Church”. There have been two scandals involving the Vatican and the Church in Rome in the past two weeks. On Oct. 3, a Polish monsignor working in the Vatican’s doctrinal office since 2003 held a packed news conference in which he disclosed that he was gay and had been living with another man for years. The Vatican dismissed Monsignor Krzysztof Charamsa, a theologian, from his job there as well as from teaching assignments in pontifical universities in Rome. A spokesman said at the time that Charamsa’s high-profile coming out on the eve of a meeting of world bishops at the Vatican was “grave and irresponsible”. It accused him of trying to exert “undue media pressure” on the bishops’ debate on family issues, including the Church’s position on gays. After he was fired, Charamsa gave interviews to Spanish and Italian media in which he criticized the Church’s rule on celibacy for the clergy. The pope also appeared to be referring to a scandal exposed in the Italian media last week about an order of priests who run a parish in a well-to-do neighborhood in Rome.

In addition, four of the couple’s fellow parishioners were charged with assaulting the teenager’s younger brother on Sunday at the Word of Life Church in Chadwicks, New York, about 50 miles (80 km) east of Syracuse. “Both brothers were continually subjected to physical punishment over the course of several hours in the hopes that each would confess to prior sins and ask for forgiveness,” Michael Inserra, chief of the New Hartford Police, said at a news conference. The older brother, Lucas Leonard, died on Monday afternoon after being driven to a hospital by family members, who falsely told doctors the teenager had suffered a gunshot wound, police said. Leonard’s injuries were consistent with blunt force trauma to
his torso and extremities, police said. New Hartford police and the New York State Police said they launched a joint investigation after being notified about the suspicious death. Through interviews with church members, police said they learned that Leonard’s 17-year-old brother, Christopher, had also been severely beaten during the counseling session. The sessions are held after church services and are typically led by a pastor or other church member, Inserra said. Police sent tactical teams some time between Monday afternoon and Tuesday to the three-story, red brick church, where they eventually located Christopher on the second floor. Christopher was being treated in an area hospital for blunt force trauma to his body and extremities and was in serious condition. Sarah Ferguson, 33, the victims’ sister, and fellow church members Linda Morey, 54, David Morey, 26, and Joseph Irwin, 26, were arrested on charges of assault in the second degree. Princeton economist wins Nobel for work on poverty
Angus Deaton has dug into obscure data to explore a range of problems: The scope of poverty in India. How poor countries treat young girls. The link between income inequality and economic growth. The Princeton University economist’s research has raised doubts about sweeping solutions to poverty and about the effectiveness of aid programs. And on Monday, it earned him the Nobel prize in economics. For work that the award committee said has had “immense importance for human welfare, not least in poor countries,” Deaton, 69, will receive a prize of 8 million Swedish kronor (about $975,000) from the Royal Swedish Academy of Sciences. Deaton’s research has “shown other researchers and international organizations like the World Bank how to go about understanding poverty at the very basic level,” said Torsten Persson, secretary of the award committee. He becomes the sixth scholar affiliated with Princeton to win the Nobel in economics since it was first given in 1969. “That lightning would strike me seemed like a very small probability event,” Deaton said at a news conference at Princeton. “There
are many people who are worthy of this award.” Deaton grew up in a family of modest means. “Not having money can give you a perspective on the world that you don’t get other ways,” he said. “Most people in my family thought I should be out (working) in the fields, not reading books. Fortunately, my father didn’t think that way.” For Deaton, who was born in Edinburgh, Scotland, and holds dual U.S. and British citizenship, everything starts with an analysis of data. “Thinking about numbers hard is one of the things I think is really important,” Deaton told The Associated Press. Deaton created tools that let governments in poor countries study how families adjust spending in response to, say, an increase in the sales tax on food. “He’s an economist’s economist,” said Dani Rodrik, a Harvard colleague. Deaton has done “very careful, detailed work” on data about poverty at the household level in poor countries “so that one could understand the effects of changes in policies on how people behave,” Rodrik said. Top beer makers to join forces to face industry challenges
BRUSSELS — The world’s biggest beer maker clinched a deal Tuesday to take over its nearest rival in a bid to stave off the megabrewers’ most serious problems: the surge in popularity of craft brews and weakening sales in the rich markets of the U.S. and Europe. SABMiller accepted in principle a takeover bid worth 69 billion pounds ($106 billion) from Anheuser Busch InBev in a deal that seeks strength in size. The combined company would control nearly a third of the global market. Belgium-based AB InBev, already the world’s largest brewer, makes Budweiser, Corona, Stella Artois and Beck’s. SABMiller, based in London, has Miller Genuine Draft, Peroni and Milwaukee’s Best among its 200 or so brands.
AB InBev’s determination to close the deal after five attempts shows how established beer brands know they have to act to adapt to shifting global tastes. In wealthy countries, people are turning to locally brewed beers or other drinks such as wine. In the U.S., craft beer sales account for 10 percent of beer volumes, compared with virtually nothing a few years ago. Samsung Electronics unveils second Tizen-powered smartphone
Tech giant Samsung Electronics Co Ltd unveiled on Wednesday the second smartphone powered by its own Tizen operating system, its latest bid to increase the popularity of its own software ecosystem. Samsung said the Z3 will go on sale in India on Oct. 21 for 8,490 Indian rupees ($130.59). Apple removes some apps from online store over security concerns Apple Inc said on Thursday that it had removed “a few” applications from its App Store, expressing its concern that the security of some users’ personal data could be compromised in certain circumstances. The company said the apps threatened users’ security by installing certificates that can expose data to monitoring by third parties. The company did not specify the precise number of apps at issue. “Apple is deeply committed to protecting customer privacy and security,” an Apple spokeswoman said in a statement. “We are working closely with
these developers to quickly get their apps back on the App Store, while ensuring customer privacy and security is not at risk.” Apps with so-called root certificates route user data to servers where it can be analyzed. That opens the door for network providers to view encrypted traffic, leaving users vulnerable to data breaches. Among the apps removed was Been Choice, which has attracted attention for its ability to block advertising in apps. Court says UK politicians don’t get protection from snooping British lawmakers are not immune from communications-monitoring, a British court ruled Wednesday, saying a 50-yearold doctrine protecting them from phone tapping has no legal force. Three politicians complained to the Investigatory Powers Tribunal that their communications were being intercepted by electronic spy agency GCHQ as part of its mass harvesting of emails, Web traffic and other communications data. Details of the surveillance powers of the U.S and its allies were revealed by former NSA contractor Edward Snowden. Green lawmakers Caroline Lucas and Jenny Jones and ex-Respect Party lawmaker George Galloway argued the datagathering violates the Wilson Doctrine — a rule implemented by Prime Minister Harold Wilson in 1966 that said no lawmaker’s telephone should be tapped except during a national emergency. The tribunal, which hears complaints about surveillance, ruled that the doctrine applies only to targeted, and not incidental, interception of Parliamentary communications — and that it “is not enforceable in English law.” They said the doctrine, “which commenced in respect of the tapping of telephones ... was not intended to extend, and could not in practice extend, to prohibit the interception, as part of a very large quantity of communications, of communications by parliamentarians which were not targeted by (a warrant).” Lucas said the judgment was “a body blow for parliamentary democracy.” “My constituents have a right to know that their communications with me aren’t subject to blanket surveillance — yet this ruling suggests that they have no such protection,” she said. Lucas called for legislation to ensure lawmakers could be “a trusted source for whistleblowers and those wishing to challenge the actions of the government.”
German police warn against posting kids’ photos on Facebook Police in western Germany have issued an urgent appeal to parents: don’t post photos of your children on social media websites for all to see. The appeal by Hagen police suggests to parents that “maybe you think these photos are cute now, but your child will find them endlessly embarrassing in a couple of years.” It warns that such photos may be used by bullies or pedophiles and notes that children are entitled to privacy. A spokesman for Hagen police says the appeal has been shared more than 100,000 times and viewed by more 7 seven million people since it was first posted Tuesday — on Facebook. Former WI batsman Camacho dies aged 69 Steve Camacho, the former West Indies batsman, has died at the age of 69. He passed away on Friday night in Antigua, the WICB said. Camacho played 11 Tests for West Indies between 1968 and 1971, scoring 640 runs. He also went on to play 76 first-class matches as a righthanded top order batsman, scoring 4079 runs including seven centuries and 24 half-centuries. Camacho even captained the West Indies President’s XI against various touring teams. After his retirement as a professional player in 1978, Camacho served as the manager of the West Indies team during the 1980s. He later acted as the secretary of the then West Indies Cricket Board of Control, before becoming the first full-time employee of
the WICB, as the CEO. Dave Cameron, the WICB president, described Camacho as “a true stalwart, champion and leader of the game” in West Indies. “As a player, he represented Guyana and West Indies with pride and played his part in helping to grow the game. He was a mentor for several younger players in club cricket and played a major role in nurturing their development,” Cameron said. “He cared about the game and the people around him. He was very professional and hardworking and had the common touch. Simmons disciplinary hearing postponed
Phil Simmons’ future as West Indies coach hangs in the balance after the disciplinary hearing against him was deferred to next week. ESPNcricinfo understands that Simmons had been asked to present himself on Saturday in front of a human resources panel from the West Indies Cricket Board. On September 30, the WICB had indicated that Simmons’s future would be sorted in a week. Surprised at the lack of notice period given to him, Simmons’ lawyers responded to the WICB, saying Simmons could not make himself available without an advance alert and requested the hearing be rescheduled to next week. It is learned that the WICB agreed, but no date has been set yet. S i m m o n s was suspended on September 28 by the WICB, two days after his outburst on external factors affecting the selection of the ODI squad for the Sri Lanka series. Subsequently, Michael Muirhead, the WICB CEO, clarified that Simmons had not been fired but he would need to face a HR panel to explain the breaches in confidentiality and for bringing the WICB into disrepute. Correctional services department spokesman Manelisi Wolela did not rule out ultimately allowing Pistorius to return to training. He also said Pistorius would not be required to wear an electronic tagging device. Pistorius, known as “Blade Runner” for his carbon-fiber running blades, gained worldwide fame when he ran against able-bodied athletes at the 2012 London Olympics, the first amputee runner to compete at the games. In June, the same parole board had cleared Pistorius to be released from Kgosi Mampuru II Prison in Pretoria on Aug. 21 only for that decision to be suspended by the minister of justice, who ordered a review.
