WORK PERMITS FOR PERSONS WITH HIV/AIDS P

ersons who have HIV/AIDS will now be allowed to get work permits in the Turks and Caicos Islands. That’s because Government has been gradually phasing out the policy whereby persons who test positive for HIV/AIDS were denied work permits and in some cases, asked to leave the country. Legal and medical sources told The SUN that Government really has no choice but to grant work permits to persons with HIV/AIDS because such persons could sue the Turks and Caicos Islands Government on the grounds of discrimination. When contacted, Premier Hon. Dr. Rufus Ewing, who is also Minister of Health, told The SUN that Government intends to formalise the policy to allow persons with HIV/ AIDs to be granted permits. “That is not the policy but that is the intention,” the Premier said. However, The SUN was told that one of the stipulations to be considered for work permit approval is that the HIV-infected applicant must enroll in a HIV/AIDS treatment programme, not necessarily one that is run by government. Many in the community in favor of non-discrimination in the work place now want the measure to become policy document to move and move to becoming a cabinet paper, so that it could be considered for a Bill and then taken to parliament to become law. They said that if such document makes it to parliament, better yet passed, would demonstrate that the Turks and Caicos Islands has turned the corner on workplace discrimination on a seismic level. The thrust, it is understood, is to join other countries around the world that have passed laws to stem discrimination against persons with the disease, which the World Health Organization (WHO) and the

Pan American Health Organization (PAHO) are now deeming as a chronic illness in the category of diabetes and hypertension. The decision has not gone down well with some members of the public, who are arguing that government should not consider such policy, and even if work permit renewal is granted, first time applicants living with the illness should not be considered. A ministry of health official, who requested anonymity, has described the measure as a touchy subject, and one that not many people want to go on record to laud or condemn, for fear of backlash. “Yes, persons (with HIV) are given work permits as long as they join a treatment programme, it doesn’t have to be the government’s own. But if they are being seen by a doctor and taking their medication and stuff, work permit can be granted. “Some people are upset that persons with HIV are allowed to get permits to work in the Turks and Caicos, while others have been saying that the passing of such laws has showed that the Turks and Caicos Islands and its people have shown maturity on certain fundamental human rights issues,” the Ministry official said. For her part, Doreen QuelchStubbs, Head of the Turks and Caicos Islands Human Rights commission, reiterated that persons living with the HIV/AIDS virus should not be discriminated against in any environment. She recalled sometime ago that the Human Rights Commission having to step in to educate the authorities that such demographic group should not be denied work permit solely on their medical status, but should be accorded the rights and privileges as would be given to someone free of the disease. “I know years ago there was a policy that when a person applied for work permit they would carry out a series of tests on them (and if they were found to be infected with HIV) they would say they weren’t fit to be granted a work permit. But that was discriminatory; they had to stop doing

that. “You can’t discriminate against someone because they have a medical condition. HIV is considered as one of the diseases that go under disability. Being HIV positive is no different from having any other medical problems,” she reiterated.

Quelch Stubbs indicated that persons living with the disease must be saved from harm and discrimination at all levels. “Persons living with HIV/ AIDS have a right to be protected. The Human Rights Commission takes the position, as it would with any other

medical or mental health problem, is that, not to discriminate against anyone with HIV/AIDS, whether it is in the work environment or any other environment, because they have the same rights as any other human being. They should be treated with respect and dignity,” she said.

AA drops fares between Provo and Miami By Todeline Defralien

American Airlines has dropped airfares between Providenciales and Miami to the lowest in many years. It is believed that this drop in fares is due to the fact that jetBlue is about to start flying between Providenciales and Fort Lauderdale and many local residents have already been buying up those jetBlue tickets. In the past, fares between Providenciales and Miami on AA were as high as $787 for a round trip ticket. However, AA is now selling tickets for the same route as low as $235. When contacted by email about the drastic drop in fares, AA spokesperson, Martha Pantin told the SUN: “We have proudly served Providenciales for more than 20 years. We currently operate three daily flights from to Miami, nine weekly flights to Charlotte, two weekly flights from Philadelphia and one weekly flight from Dallas-Fort Worth for a total of 33 weekly flights. We are continuously looking for ways to be the most competitive airline, offering the best service. To ensure an efficient and productive network, we undertake ongoing evaluations of operations and fleet and service levels. Revenue management is dynamic and is based on supply and demand. Last week, Lavern Reynolds, the Terminal Manager at the Providenciales International Airport sent out a press release saying that on Thursday, November 19th 2015 US Carrier Jet Blue will commence flight operations to Providenciales International Airport (PLS) from Fort Lauderdale, Florida (FLL). The press release said that Jet Blue has “taken the market by storm and has been rapidly expanding their routes since its inception”. She said the inaugural flight from FLL

Talent contest marks Edward Gartland Youth Centre seventh anniversary The Edward Gartland Youth Centre celebrated its seven anniversary with a concert and talent contest at its downtown Providenciales venue on Saturday, November7. The evening featured song, dance and poetry. Dancer Tommy, who performed ‘Rock with it’, was declared the winner. Jamerson Charitable who performed an original poem called ‘The arrival’, was the second place winner, while the singing duo of Kristina Toomer T’avion Bain, who gave a clinical rendition ‘Hello’ by Adele, was adjudged to have finished in third place. Amber Hall, the Miss Teen TCI 2015/2016 Beauty Queen chaired the event. Roxan Wake-Forbes, Manager for the Centre, said that concert was a fitting way to celebrate the centre’s seventh year serving the community. “Today we celebrated our seventh birthday, which was a huge accomplishment for the centre, and we want to show the kids that we appreciate them, and one of the suggestions that came up was that we do a talent show,” she said.

“There was supposed to be an independent section and a school section, but we focused on the independent. They wanted to sing, they wanted to dance, and obviously, there was poetry as well. So it was an evening for the kids to say thank you for keeping the centre open and thriving,’ Wake-Forbes continued. She said that nearly 200 hundred children were in attendance at the centre on Saturday, and little fewer were there the previous Saturday. “I think it was a great success. We averaged 172 children today (Saturday, November 7, 2015); last Saturday it was about 125. So, we know that this centre is needed, and so, the fundraisers we do throughout the year, and with the local businesses and individuals supporting us, that’s what you make happen. “We make this place stay open; provide the opportunities for the kids. We just kept 100 or so kids entertained for a few hours and they thoroughly enjoyed it,” she said. Wake-Forbes said that the Edward Gartland Youth Centre caters

Six illegal Cubans sentenced to three months in prison By Vivian Tyson

Six Cuban nationals, who entered the country illegally have been sentenced to three months in jail when they appeared before Chief Magistrate Clifton Warner in the Magistrate’s Court 1, on Providenciales on Tuesday, November 10. Prosecutor Oreika Selver told the court that on October 6, 2015, immigration officials received reports that a boat with persons on board was spotted at Bone Fish Hole, located at the southernmost end of Providenciales. Paul Dickenson, Senior Conversation Officer at the Department of Environmental and Maritime Affairs (DEMA), along with other officers responded and discovered the boat with five men and a woman on board. The five were taken to the immigration office where they were processed and fingerprinted. It was discovered that they did not have legal immigration status in the country and were later charged with entering the country illegally. Fortis to generate 12 million KWH power from renewable by 2020 By Vivian Tyson

In five year’s time light and Power Company Fortis TCI plans to generate more than 12million kilowatthours worth of renewable energy from solar Photovoltic (PV) systems, which would represent five percent of its total energy output. This was made known on Wednesday, November 11, 2015, at Fortis’ launch of the Customer Owned Renewable Energy (C.O.R.E.) and the Utility Owned Renewable Energy (U.O.R.E.) programmes, at its Providenciales headquarters, located along the Leeward Highway. Nigel Hosein, Vice President of Energy Production and Project Management, said that the renewable energy would be generated solely through solar and wind. “Solar and wind are the two main areas of renewable power generation for TCI because, as you know, hydro is not an option for us here in the TCI. The potential, based on how the technology evolves, is for ocean thermal energy, because of the deep water and wave currents. But that is still in the design stages. It is not commercially viable at this time,” he said. The C.O.R.E. programme, according to Fortis, is referred to as a buy-all-sell all net billing arrangement, which offers participating residential and commercial customers credit on their monthly electricity bill equivalent to the avoided cost of generation.

The U.O.R.E. programme offers qualified customers the opportunity to lease their rooftop space to Fortis for solar energy generation. Under the agreement, Fortis would own and maintain the system, while giving customers credit on their monthly electricity bill for use of their roof space. Residential customers, under the C.O.R.E. programme, are allow to install up to 10 kilowatts of power capacity, while commercial customers will be allowed a total capacity of 60 kilowatts of power. Part of the U.OR.E. agreement is that residential customers will be able to install up to 10 kilowatts power panels, while business customers are allow a maximum capacity of 60 kilowatts power panels. Talisha Simons, the Corporate Communications Head of Fortis TCI, said that the undisclosed cost to introduce the programme here, was expended on education, research and development. She said that interested individuals and businesses could visit Fortis for registration. “People will need to come in and express interest, and that is what today is all about, they can come in and sign an interest form, and then the company would begin qualifying the customers, making sure that they need the guidelines, which would allow them to participate in the programme. “From there, we would install PV systems on their homes, or if they have PV systems already installed, then they can be inspected and be fullfledged in the programme,” she said.

Simons further explained that the credit awarded to customers would be determined by the size of the particular system that they choose, and will be done on a case-by-case basis. Deidre Forbes begs for a second chance By Vivian Tyson

Deidre Forbes was accused of committing a dangerous infraction, which took the life of her son. She suffered the consequence at her Majesty’s Prison on Grand Turk. She still suffered emotionally from the loss especially, and now she is suffering financially because no one, it appears, wants to hire because of her tarnished police record. A few years ago, she lost a son in a fire, and police investigators the child’s death to be negligence on Forbes’ part, and so charged her with cruelty to a child and sent he to jail for a period. Since her release, the crime has been hanging around her neck like an albatross. She has not been able to land a job because of her police record, she said. The SUN caught up with Forbes in the Five Cays community where she resides, while Premier Hon. Dr. Rufus Ewing on a tour o Thursday, November 6, 2015 and she did not hold back. “A couple of years ago I had a fire where I lost my baby. It was not my intention for anything to happen to that baby. It was my little boy. They charged me with cruelty to juvenile, as if I killed that baby. And when they finished they sent me to jail. When I came out of jail, I was not able to get a job. People made me felt as if I was scorned in society. I feel totally and completely invisible as if I did not exist,” Forbes said. “Have no assistance, I have not help. I have no place to live of my

She said that earlier this year she almost obtained a job at Beaches, but after they viewed her police record, turned out down. “When Beaches was doing all of that job fair in the earlier part of the year, I made it as far as the interview stage. And at the end of the day when they called me to get my police record, they (authorities) put on it ‘cruelty to juvenile’, so they did not accept me for the job,” Forbes revealed. She said that she contacted the office of the police commissioner to have the blot on her record removed. She said that she was told that the impediment would have been removed in August, but to date that has not been done. “I walked up and down those stairs with my no-good knees. I got an appointment with the secretary of the commissioner of police in July, and she said to me, ‘Deidre, we checked on your situation and your record is to be cleared of the 11th of August. Ever since the 11th of August, I have been walking upstairs to those people but nothing has been done. “I cannot get a job, I am not working. Your own people don’t help you no more, I don’t know what is left for me to do. I have bills to be paid, and there is no help from nowhere,” Forbes bemoaned.

Hon. Amanda Missick proudly announces Juvenile Center completed The center was born out of a need to find suitable housing which could provide supervised accommodation for lower to medium risk juvenile offenders, in order to provide interventions and options for society, in specialized juvenile justice interdiction for offending patterns as an alternative to custody. Presently young offenders are accommodated at Her Majesty’s Prison and although they are isolated from the general prison population, this is in contravention of international conventions and raises a number of human rights concerns. The alternative to this situation was to either send juvenile offenders abroad where they would be accommodated at appropriate facilities, which would prove to be quite costly, and may have caused them additional anxiety and subsequently cause further rebellion or to identify a suitable location/ building within the Turks and Caicos Islands (TCI) that would serve this purpose. Realizing this need, the Minister of Home Affairs at the time,

The Contractor, Olympic Construction handed over the Building to the Public Works Department, Ministry of Infrastructure, Housing and Planning on September 29th, 2015 and Minister, Hon. Amanda Missick handed over the keys to the new Minister of Home Affairs, Hon. George Lightbourne Hon. Amanda Missick put all her efforts into seeing this project take flight and painstakingly worked with her Team to bring this much needed facility to fruition. It is through her and her team’s scrupulous determination that this Juvenile Center was born.

Minister Missick stated “I am elated to see this project finally completed and ready for use, it will certainly make a difference in many lives. It is my aspiration that persons will positively benefit from the services provided and use the opportunity

afforded to them through this home, to better their circumstances and rejoin society as upstanding young men and women.” The Juvenile Center is conveniently located on the Old Airport Road. The location is considered ideal as it sits adjacent to, but not directly within, a neighborhood. The building, belonging to Mrs. Josephine James, although in good condition, the building was renovated, retrofitted and furnished at a cost of approximately $240,000.00 so as to be most suitable for the purpose of a Juvenile Home in which to safely and securely house Juveniles. The facility can accommodate at least twelve (12) juveniles (6 males and 6 females) in two separate sleeping quarters with shared social spaces. The recruitment of a house mother and eight (8) Juvenile Officers will manage the day to day operations of the home, with the Department of Social Development and Gender Affairs and Her Majesty’s Prison providing additional support where necessary.

Department of Agriculture Organizes Free Spay and Neuter Clinic The Department of Agriculture in its efforts to combat the stray dog population on the Island of Providenciales, has teamed up with the Animal Welfare Committee and Pets Without Vets (a not-for-profit organisation from the USA) to conduct a third spay and neuter clinic.

The clinic will be held at Atlantic Stones Systems, South Dock Road on November 16-20, 2015. Clinics begin each day at 8:30 am to 5:00 pm. There will also be free pickups for those who may not have the time or for persons that do not have access to a vehicle for transportation. Residents wishing to use this

service are being asked to call 946-5801 or 432SPAY. The Department and the Animal Welfare Committee are strongly urging residents to make use of this opportunity to partner with us as we aim to reduce the number of stray dogs in the Turks and Caicos Islands.

Pelican Bay Restaurant, located on the grounds of the Royal West Indies Resort on Providenciales, walked away with the 2015 edition of the People’s Choice Awards for Best Ribs and Best Chicken at the penultimate day of the Caribbean Food and Wine Festival Street Jerk Fest, at Salt Restaurant in Leeward, on Saturday, November 7. Peter Redstone, Executive Chef of Pelican Bay Restaurant and his crew were over the moon at the announcements. Redstones told The SUN that the win cements Pelican Bay as the best Ribs and Jerk Chicken among both the local as well as the travelling public. Palms Resort stages Food and Wine showpiece A textbook display of culinary showmanship by the food and beverage department of the Palms Resort was the highlight for many who attended the Caribbean Food and Wine Festival, which ran from November 5 to 8, in Providenciales. The show of gastronomic brilliance occurred during the Gourmet Safari, which took place on the second day of the event, Friday, November 6, which involved six stops. Not only were the guests awed by the sumptuousness of the meal, comprising Lamb Duet – Braised Lamb Ragu in a vanilla bean Tortelloni, Smoked Lamb Loin, Barolo DemiGlace with Michele Chiarlo Wines - but also with lavish and captivating ambience of the resort’s ballroom, where the event was held. The dining arrangement was done in a squared fashion with the tables and chairs positioned close to the four walls, with the food preparation area stationed in the centre of the room behind a thick white linen veil, leaving ample space between the dining tables and the food preparation area. Intensive blood pressure lowering cuts heart failure, death: study

Lowering blood pressure below a commonly used target dramatically reduced heart failure and risk of death in adults aged 50 and older in a large U.S. government-sponsored study, results that could lead to a change in treatment guidelines and medical practice. The data presented on Monday had some potentially troubling side effects that researchers said need further analysis, but they felt the benefits outweighed the risk. "I think this is a big deal," said Dr. Marc Pfeffer of Brigham and Women's Hospital in Boston, who critiqued the study at an American Heart Association scientific meeting in Orlando, Florida. Treatment guidelines should be changed accordingly, he said. "If there is a problem with an individual patient, you can always back off." The scheduled five-year study of more than 9,300 patients with hypertension was stopped almost two years early after independent monitors saw a clear benefit on mortality and other risk factors. Preliminary results comparing patients whose blood pressure was lowered to below 120 versus those with a target of under 140 were announced in September, a month after the study was halted. More detailed data unveiled at the AHA meeting showed additional benefits of more intensive

Blood pressure of 140 over 90 has been a commonly used target, but a lack of consensus was a prime reason for conducting the trial. Heart failure, a leading cause of hospitalizations, was reduced by 38 percent, and death from heart-related causes was 43 percent lower in the more aggressively treated patients, researchers found. Previously reported findings showed reducing blood pressure to below 120 cut the combined rate of heart attacks, strokes and heart failure by almost a third, and the risk of death from any

cause by nearly a quarter. But the more intensive treatment group had 1-2 percent higher rates of adverse side effects, including hypotension, or unusually low blood pressure, fainting, electrolyte abnormalities and, perhaps most troubling, kidney damage or failure. The rate of kidney problems was 4.1 percent in the lower blood pressure group versus 2.5 percent for the under 140 group. Patients over age 75 appeared to have no additional problems tolerating more intensive treatment, which researchers found comforting. People who had a prior stroke or

diabetes were excluded from the study, but 30 percent had chronic kidney disease. High blood pressure is considered a leading risk factor for heart disease, kidney failure and other health problems. The results are sure to set off a lively debate over whether guidelines for treating hypertension should be changed to the lower target. "The magnitude of benefit has been so clearly demonstrated that we do believe the evidence from the Sprint trial should be considered when providers and the guidelines committees decide what should be the optimal blood pressure target," said Dr. Jackson Wright, lead author of a New England Journal of Medicine article, on the study. Researchers are still analyzing the data to see if more intensive blood pressure lowering affects cognitive decline one way or the other, or has an impact on long-term kidney disease. The lower blood pressure was achieved by adding one additional medicine, for an average of three medications, from a variety of classes available as inexpensive generic drugs. The classes include angiotensin receptor blockers, or ARBs, such as Novartis' Diovan, calcium channel blockers, like Pfizer's Norvasc, ACE inhibitors, including Pfizer's Altace, and diuretics, such as Merck's Hyzaar.

I worried about his future and all I could think about for him was a life filled with sorrow, heartache, solitude and misery. The Bahamas’ murder record is a disgrace, says Tourism Minister

Tourism Minister of The bahamas Obie Wilchcombe conceded that the Progressive Liberal Party made crime a political issue, but said the party has learned from that experience and realises now that everyone must work together to combat crime. During an interview with The Tribune, Mr Wilchcombe said instead of pointing the finger at politicians for the increase in murders, Bahamians should “get angry and march against it.” Mr Wilchcombe also told The Tribune that the new murder record is “disgraceful.“ However, he said, while the rise in murder has not impacted the tourism industry thus far, the country needs to “reverse this negative trend” before the Bahamas’ brand is negatively affected. On Sunday, the country recorded its 128th murder for the year after a teenage boy died in hospital hours after he was stabbed at a party on Prince Charles Drive. The previous murder record came in 2011, which saw 127 killings that year. The PLP, which was in opposition at the time, used the problem of crime and murders as an election tactic. The party campaigned on the platform that it had the solution to lower violent crime while the Ingraham administration did not. However, since coming to office, the Christie administration has been grappling with the same issue.

“The murder rate is a domestic concern and we are doing all that we possibly can, and must continue to work assiduously to reverse the numbers, to reverse the trend that has unfortunately taken hold in some of our community areas,” Mr Wilchcombe said. “If we want a great country we have (to have) individual responsibility, we all play a role. That’s what’s missing.” “We politicise things too often. Yes, we understand that the PLP did that and I think we’ve all learned from the experience because truthfully crime has been a nemesis to our nation for a long time and if we’re going to blame the politicians, something is wrong with that picture, the blame ought to be placed on persons perpetuating the crime. “They ought to feel as though they are not welcome and their behaviour is not accepted. We are blaming others, calling it a record number - it’s not a major achievement and it’s disgraceful, it should not be celebrated. These people should not be able to enjoy the havoc they wreak in this country. We should get angry, but we seem to have this notion against marching. To march is not just to walk around the corner, but to generate the anger required to fight against it. How is the outside world supposed to take us seriously if we don’t stand up for what’s wrong in our country? We have to collectively begin to shoulder the responsibility and fight. It will obviously be used for political

A senior Barbados government minister says Caribbean countries should not feel comforted by the recent drop in oil prices on the global market and should continue to examine options to lower the region’s dependency on fossil fuel. I ran into a wall of resistance built on a foundation of intolerance to internal descent,” he said. Wells also said that he believes “in governments being responsive to the expressed will of the electives” adding that a leader “ought to be able to forecast a good vision about where one should go”. Minnis said that Bahamians are weary of the “constant rhetoric, inaction, lack of discipline and shuffling of Prime Minister Christie and this government in the face of increasing murders and other serious crimes, increasing unemployment, increasing cost of living, and an also increasing misery and despair index”. He said he was urging Bahamians “to join us under our big tent and help us to rescue our county and put it on the right path of recovery and prosperity”,

ECLAC calls for redoubling efforts to combat poverty in the Caribbean

The Economic Commission for Latin America and the Caribbean (ECLAC) has called for redoubling efforts to defeat poverty and reduce inequality in the current context of economic deceleration in the region The United Nations regional organization made the call in its latest study, entitled “Inclusive social development: The next generation of policies for overcoming poverty and reducing inequality in Latin America and the Caribbean,” which was presented officially and analyzed by authorities and specialists of the region during the Regional Conference on Social Development in Latin America and the Caribbean here. According to ECLAC, in the last decade, Latin America and the Caribbean made notable progress in diverse areas of social development, including a significant reduction in poverty and a moderate decline in inequality as a result of social and labormarket policies implemented in a favorable economic

scenario. ECLAC said this enabled objectives related to social inclusion to gain unprecedented space on the public agenda and in development strategies. But there is still a long path ahead, the Commission stressed, above all considering the current economic situation, “which augurs difficulties in terms of returning to the growth rates recorded in previous years and maintaining public spending levels in some countries.” The report said poverty reduction has stagnated since 2012 and indigence shows a slight upward trend. In addition, the report said Latin America and the Caribbean continues to be the most unequal region in the world in terms of income distribution. According to the latest estimates by the regional organization for 19 Latin American countries, in 2014, there were 167 million people in situations of poverty (28 percent of the total population), of whom 71 million (12 percent of the total

population) were indigent. Furthermore, figures from 2013 indicate that only half of the population of Latin America and the Caribbean (49.1 percent) does not live in situations of indigence, poverty or vulnerability to poverty. The report said children, women, young people, older adults, persons with disabilities, indigenous peoples and Afro-descendants are the groups that most suffer situations of discrimination, scarcity, deprivation of rights or vulnerability in the region. According to information gathered in household surveys from eight Latin American countries in 2011, seven percent of the population that is neither indigenous nor Afro-descendant is indigent or highly vulnerable to indigence, a percentage that rises to 11 percent in the case of Afro-descendants and to 18 percent among indigenous peoples. Similarly, ECLAC said while 62 percent of the non-indigenous and nonAfro-descendant population was considered to be not vulnerable, this figure falls to 56 percent in the case of

CPDC condemns blacklisting of Caribbean countries as tax havens The Barbados-based Caribbean Policy Development Centre (CPDC) says it is in “full agreement” with Caribbean Community (CARICOM) leaders who have called for a review of the policies relating to the labeling of countries as tax havens leading to them being blacklisted. The CPDC said it believes that governments throughout the region are having to divert critical resources, to implement standards and regulations in order to become compliant with the overlydemanding requirements of international tax regulation. CPDC executive director, Shantal Munro- Knight said “governments in this region are bending over backwards to comply with the applicable standards. “Yet, still after all the invested resources and having implemented the stipulated regulations, they cannot avoid being labeled tax havens. If one were a conspiracy theorist, one could suggest that the system is set up to ensure that developing countries remain continually on the periphery of the world economy.” The CPDC said it was adding its voice in condemning the European Union over the recent publication of a list containing 30 countries,

including Caribbean countries as „non-cooperative and „tax havens. It said that the move by the European countries is particularly disturbing given the different levels of cooperation between the region and the EU. “The CPDC is also firmly behind Barbados and other countries in their continued fight against this unfair labeling of countries in the region and encourages leaders to take a joint global approach to lobbying against such practices. “The CPDC also notes that very often due to the huge imbalance in power, countries in the region have little recourse to fight against such labeling when it comes from countries like the EU and the United States.”. The Barbados-based organization that groups several regional non-government bodies said that “often times there is “consultation or transparency in the determination of countries as tax havens, the labeling is arbitrary and inconsistent. “CPDC is therefore calling for a high level regional committee which should include civil society who will thoroughly investigate and report on the regions blacklisting documenting the countries efforts at compliance and highlighting inconsistencies in applied standards.”

It is there that most household income in Latin America and the Caribbean is generated, along with the inherent inequalities in its distribution,” the report said. Based on calculations by ECLAC with data from 17 Latin American countries from around 2013, wage income represents on average 80 percent of total household income; 74 percent of the total income of households in situations of poverty; and 64 percent in households in situations of indigence. The Commission also estimates that 18.9 percent of all employed people earn incomes that are below the

poverty line in Latin America and the Caribbean. These figures show that a high percentage of people in situations of poverty and indigence in the region are part of the labor market; nonetheless, the income they receive from this source is not enough to meet their needs, ECLAC said. Although the region achieved the goal established in the first of the eight Millennium Development Goals (MDGs) by halving indigence in 2015 (compared with 1990 levels), ECLAC said that it is indispensable that significant efforts be made to comply with the recently adopted Sustainable Development Goals (SDGs), especially the first one, which aims to eradicate extreme poverty in all its forms by 2030. In addition to offering an assessment of recent achievements and the challenges that persist in terms of poverty and inequality, the report analyzed the institutions in charge of social policies and proposes policy orientations in various areas that are key to inclusive development.

CCJ grants historic Constitutional relief to Maya people

The Trinidad-based Caribbean Court of Justice (CCJ) says the Belize government breached the right of the Maya community to protection of the law by failing to ensure that the existing property regime, inherited from the pre-independence colonial system, recognised and protected Maya land rights. The 25 members of the Maya Leaders Alliance had been fighting for recognition and protection of Maya land rights before international courts and the courts of Belize for more than 20 years. Their appeal before the CCJ arose out of litigation precipitated by an incursion onto farm lands in the Golden Stream village by Francis Johnson, now deceased. While the appeal was being heard by the CCJ in Belize, the appellants and the Belize government entered into a Consent Order on April 22, 2015 which recognised that the Maya system of customary land tenure gives rise to property rights within the meaning of the Constitution of Belize. The Consent Order also requires the government to develop of a mechanism to recognise and protect Maya land rights in consultation with the Maya people. The parties are to report to the CCJ on the chosen mechanism by April 2016. Under the Consent Order, the CCJ was asked to decide whether the appellants should be granted damages for breach of constitutional rights. In the ruling handed down on Friday, the CCJ found that the

Caribbean Court of Justice Belize government “breached the appellants’ right to protection of the law by failing to ensure that the existing property regime, inherited from the pre-independence colonial system, recognised and protected Maya land rights”. The CCJ emphasised that the protection of the law is linked to fairness and the rule of law. The Court said it demands that the State take positive steps to secure and protect constitutional rights and to honour its international commitments, including its obligations to protect the rights of indigenous peoples. The CCJ, whose ruling was delivered by its president Sir Dennis Byron, said it could not find sufficient evidence to support the appellants’ claim for special damages arising out of the Golden Stream incursion. The CCJ said while acknowledging that the remedial action to be undertaken by the government under the Consent Order was reparatory, it felt that innovative use should be made of the broad jurisdiction to grant redress under the Constitution based on the centuries of oppression and marginalisation suffered by the Maya people.

Florida ‘Facebook Killer’ goes on trial for wife’s murder A Florida man accused of shooting his wife and posting an image of the bloody crime scene on Facebook, murdered her as she cowered on her knees in the corner of the kitchen, a prosecutor told a Miami court at the opening of his trial on Tuesday. Derek Medina, 33, a former front desk supervisor at a Miami condominium, has pleaded not guilty to premeditated, first degree murder and is expected to claim he acted in self-defence. He faces life in prison if convicted of the August 2013 shooting. In an opening statement on Tuesday Assistant State Attorney Leah Klein said Medina was an amateur boxer with a 25-0 record who should not have been afraid of his 27-year-old wife, Jennifer Alfonso. Pentagon to list alternative U.S.sites to Guantanamo prison The Pentagon is expected to unveil a long-awaited plan this week outlining how it would close the detention center at Guantanamo Bay, Cuba, despite fierce resistance in Congress to President Barack Obama’s push to shutter the facility, officials say. The plan would have four sections, one detailing potential U.S. alternatives for detainees, including the Centennial Correctional Facility in Colorado, one of the more promising locations, one U.S. official said. A small Defense Department team has surveyed facilities including the Consolidated Naval Brig in South Carolina and the Federal Correctional Complex in Florence, Colorado, the Pentagon has said. It also examined two facilities at Fort Leavenworth, Kansas - the U.S. Disciplinary Barracks and Midwest Joint Regional Corrections Facility. Obama, who campaigned on a pledge to close the facility, views it as a damaging symbol of detainee abuse and detention without charge that was inherited from Republican President George W. Bush. The House of Representatives overwhelmingly passed a defense bill last week that included measures to bar Obama from closing Guantanamo before he leaves office in 2017. The Senate is expected to pass it as soon as Tuesday. Human trafficking survivor: I was raped 43,200 times

Mexico City - Karla Jacinto is sitting in a serene garden. She looks at the ordinary sights of flowers and can hear people beyond the garden walls, walking and talking in Mexico City. She looks straight into my eyes, her voice cracking slightly, as she tells me the number she wants me to remember -- 43,200. By her own estimate, 43,200 is the number of times she was raped after falling into the hands of human traffickers. She says up to 30 men a day, seven days a week, for the best part of four years -- 43,200. Her story highlights the brutal realities of human trafficking in Mexico and the United States, an underworld that has destroyed the lives of tens of thousands of Mexican girls like Karla. Human trafficking has become a trade so lucrative and prevalent, that it knows no borders and links towns in central Mexico with cities like Atlanta and New York. U.S. and Mexican officials both point to a town in central Mexico that for years has been a major source of human trafficking rings and a place where victims are taken before being eventually forced into prostitution. The town is called Tenancingo.

Even though it has a population of about 13,000, Susan Coppedge, the U.S. State Department’s Ambassador at Large to Combat Human trafficking, says it has an oversized reputation when it comes to prostitution and pimping. “That’s what the town does. That is their industry,” Coppedge says. “And yet in smaller, rural communities the young girls don’t have any idea that this is what the town’s reputation is, so they are not suspicious of the men who come from there. They think they have got a great future with this person. They think they love and it is the same story of recruitment every time.” Karla says she was abused for as long as she can remember and felt rejected by her mother. “I came from a dysfunctional family. I was sexually abused and mistreated from the age of 5 by a relative,’ she says. When she was 12 she was targeted by a trafficker who lured her away using kind words and a fast car. She says she was waiting for some friends near a subway station in Mexico City, when a little boy selling sweets came up to her, telling her somebody was sending her a piece of candy as a gift. Five minutes later, Karla says, an older man was talking to her, telling her that he was a used car

salesman. The initial awkwardness disappeared as soon as the man started telling her that he was also abused as a boy. He was also very affectionate and quite a gentleman, she says. They exchanged phone numbers and when he called a week later, Karla says she got excited. He asked her to go on a trip to nearby Puebla with him and dazzled her by showing up driving a bright red Firebird Trans Am. “When I saw the car I couldn’t believe it. I was very impressed by such a big car. It was exciting for me. He asked me to get in the car to go places,” she says. It didn’t take long for the man, who at 22 was 10 years older than Karla, to convince her to leave with him, especially after Karla’s mother didn’t open the door one night when she came home a little too late. “The following day I left with him. I lived with him for three months during which he treated me very well. He loved on me, he bought me clothes, gave me attention, bought me shoes, flowers, chocolates, everything was beautiful,” Karla says. But there were red flags everywhere also. Karla says her boyfriend would leave her by herself for a week in their apartment. His cousins

would show up with new girls every week. When she finally mustered the courage to ask what business they were in, he told her the truth. “They’re pimps,” he said. “A few days later he started telling me everything I had to do; the positions, how much I need to charge, the things I had to do with the client and for how long, how I was to treat them and how I had to talk to them so that they would give me more money,” Karla says. It was the beginning of four years of hell. The first time she was forced to work as a prostitute she was taken to Guadalajara, one of Mexico’s largest cities. “I started at 10 a.m. and finished at midnight. We were in Guadalajara for a week. Do the math. Twenty per day for a week. Some men would laugh at me because I was crying. I had to close my eyes so that that I wouldn’t see what they were doing to me, so that I wouldn’t feel anything,” Karla says. There would be several other cities. She would be sent to brothels, roadside motels, streets known for prostitution and even homes. There were no holidays or days off, and after the first few days, she was made to see at least 30 customers a day, seven days a week.

Britain’s Unemployment Rate Drops to 7-year Low B r i t a i n ’ s unemployment rate has dropped to 5.3 percent in the three months ending in September, the lowest level in seven years. The Office of National Statistics says the rate is down from 5.6 percent from in the April to June period and 6.0 percent a year earlier. Britain’s government cheered the news, arguing that the figures prove its economic plan is working.

YouTube to support virtual reality video on its app YouTube announced two new features Thursday for its Android app that expand the video site’s use of virtual reality, giving the new technology its biggest platform yet. The app now supports VR video - a format that gives viewers what the company says are more realistic 360-degree perspectives of films. To view it, a user would call up a virtual reality video on the YouTube app, click a button on the video for VR mode, and place the phone in Alphabet Inc’s “Cardboard” device, a handheld gadget made from the standard box material that creates a VR viewing experience. Makers of virtual reality content can upload VR videos compatible with the Cardboard viewer directly to YouTube. YouTube said there are about a dozen VR videos, including one stemming from the “Hunger Games” movies. YouTube also announced that viewers can see its vast library of videos with a more limited virtual reality experience, also using Cardboard. YouTube said that the videos will resemble what a viewer would see on an IMAX theater screen. Neil Schneider, executive director of VR trade organization Immersive Technology Alliance, noted that YouTube introduced 3D video in 2009 and was also an early adopter of highdefinition video. “It’s not surprising they would take the angle of adding virtual reality,” he said. Schneider said the public can expect to see an explosion of high quality content, but said amateur content might be more difficult to come by because the gear to create VR content is typically expensive. But Jay Iorio, a member of the Institute of Electrical and Electronics Engineers who is experimenting with creating films for Cardboard and Facebook’s Oculus Rift virtual reality headset, said he would not be surprised to see VR recording capabilities on smartphones. “The equipment I have right now, people will probably have on their phones in a couple years,” he said. Oculus Rift is scheduled for release next year and is expected to cost between $300 to $350; Cardboard costs between $5 and $50. The YouTube app with the updated Cardboard technology is currently only available for Android phones but an iOS version is set to be released “soon,” according to YouTube.

Snapchat’s daily video views triple to 6 billion

The number of videos viewed each day on Snapchat has tripled since May to 6 billion as the messaging app closes the gap with social media giant Facebook Inc, according to a report in the Financial Times that cites people close to the company. The Financial Times said that Snapchat confirmed the 6 billion figure but had Facebook said last week that it had doubled daily video views to 8 billion from 4 billion in April, according to the report, which notes

that social networking groups are vying for eyeballs in the fast-growing video segment. Facebook’s daily video viewing number is made up of both desktop and mobile views while Snapchat’s is entirely made up of smartphone users, the report notes. Snapchat CEO Evan Spiegel said in May that the company plans to have an initial public offering but did not specify when that would happen. In 2013, Snapchat turned down a $3 billion offer from Facebook to acquire the company.

Facebook sees global surge in law enforcement requests, censorship

Facebook said on Wednesday that requests for user data from government agencies and law enforcement groups surged in the first half of 2015, with the social network site reporting an increase in demands by 18 percent worldwide. Requests for user data spiked across the board, Facebook said in announcing the release of its Global Government Requests Report released this week. Additionally, Facebook said that governments around the globe have ramped up censorship efforts by compelling the website to keep users from accessing

more content than ever before. “Overall, we continue to see an increase in content restrictions and government requests for data globally,” said Chris Sonderby, Facebook’s deputy general counsel. “The amount of content restricted for violating local law increased by 112 percent over the second half of 2014, to 20,568 pieces of content, up from 9,707. Government requests for account data increased across all countries by 18 percent over the same period, from 35,051 requests to 41,214,” Mr. Sonderby said. U.S. authorities led the pack

with regards to user data requests, according to the report, having asked Facebook for information on 17,577 individuals spanning 26,579 accounts during the first half of 2015. Facebook complied with around 80 percent of the requests, the company acknowledged. During that same span in 2014, American officials requested information on 15,433 accounts, according to previous reports put out by Facebook. Users in India, meanwhile, were banned from viewing content far more than anywhere else on the

planet during the first half of the year. Authorities in New Dehli ordered the website to restrict access to 15,155 pieces of content between January and July 2015, or more than triple the number of such requests made by officials in Turkey, the next most restrictive nation. “We scrutinize each request we receive for legal sufficiency, whether from an authority in the U.S., Europe, or elsewhere. If a request appears to be deficient or overly broad, we push back hard and will fight in court, if necessary,” Facebook said.

KFC to deliver buckets of fried chicken on demand

Buckets of KFC Colonel Sanders wants to come to your home: KFC said it will start delivering its buckets of fried chicken to customers in two U.S. cities. It will be the first time the chicken chain has delivered in the United States. Starting Thursday,

people in Los Angeles and San Francisco will be able to have food delivered. KFC said it expects to expand the delivery service into Houston by the end of this year. More cities may come later. KFC is working with online delivery company DoorDash to deliver

its chicken, biscuits and coleslaw. Customers will have to make orders through DoorDash’s app or website. The chicken won’t come cheap: There’s a delivery fee between $4.99 and $6.99, depending on a customer’s location, and prices of some items will be higher than those in the restaurants. Its value meals, however, such as its eight-piece $20 Family Fill Up will stay the same price. All menu items at the restaurant will be available to order, the companies said. KFC’s rival Popeyes Louisiana Kitchen Inc. doesn’t deliver. But other chains have added delivery service recently. Chipotle, McDonald’s and Starbucks work with delivery company Postmates. And Taco Bell, which is also run by KFC owner Yum Brands, works with DoorDash to deliver in certain cities. The chains partner with DoorDash and Postmates because they

provide delivery people, an expense that the restaurants don’t have to worry about. In all, KFC expects 100 restaurants to offer delivery before it decides to expand the service. There are more than 4,300 U.S. KFC restaurants. While it’s a first for KFC in the U.S., it’s common to see KFC being delivered in China, Egypt, Malaysia and other countries around the world. In fact, Yum Brands Inc. CEO Greg Creed said at a May conference with analysts that its delivery business usually grows at a “faster rate” than its main business. Last month, the company said its restaurants in China plan to expand delivery service in the country. “The great thing about buckets of chicken,” Creed said in May, is that “it holds its temperature incredibly well.”

LOCAL SPORTS “SKATE VISITS TCIFA” On October 22, 2015 the Turks and Caicos Islands Football Association (“TCIFA”) welcomed Sarah Kate Noftsinger, aka Skate. Noftsinger currently holds the position as Commissioner of Elite Clubs National League, which is currently at the top of the soccer club pyramid in the USA. She also holds the title as co-founder of Inspire Transformation, which identifies and supports aspiring local leaders to establish locally sustainable team and communitybased programs using sports and other culturally relevant activities as catalyst to bring about positive social changes. Notably, Noftsinger has

a vast experience both as a football player and as a coach. Noftsinger expressed her delight during her first visit at the TCIFA’s National Academy, noting that she was impressed with the infrastructure. She also gave high commendations to the well-structured organization, which was evident in the Women’s Football Development Plan and the commitment of the TCIFA executive members and its staff, WFL members and also the volunteers which participates in the programme. TCIFA is known for hosting guest coaches. However, Ms. Noftsinger was a special edition as she

is the first female guest coach to have participated within this programme. Noftsinger was able to work with the both U15 girls beginners and advance group and also the women’s group which consisted of national team members. Noftsinger was elated to have been given this opportunity and ceased the moment as she was able to motivate players and provide support to Olivia Gravely, TCIFA’s Youth Director. Candace Hanchell, TCIFA’s Executive Director responsible for women’s football, noted that Noftsinger’s visit was specifically in collaboration with the Women’s Football League (“WFL”) as it

Hanchell also noted that with the adaptation of suggestions and ideas which were birthed from various meetings with Noftsinger and members of the WFL Committee, will be beneficial not only to the WFL, but also provide positive results with respect to the Live Your Goals campaign, by helping to increase the number of female participation within the sport. Hanchell also stated that “there is no doubt that the fusion of Noftsinger and TCIFA women’s football will produce positive results and endless opportunities.”

Usain Bolt reveals his diet

Usain Bolt, the world’s fastest man

Usain Bolt is not the fastest man alive. In the realm of documented nonfiction, there is no one faster, alive or dead. He is the fastest person, ever. In the 2012 Olympics, Bolt set a world record of 9.63 seconds at the 100-meter dash, but that’s only a small facet of what makes his dominance so remarkable. At the previous games, Bolt became the first sprinter to achieve a “double double,” where for the second Olympics in a row he won gold medals in both the 100- and 200-meter dashes. In 2012, Bolt won golds in both events again. Even with American runners making admirable wins in all of those same races, no sprinter is better known abroad or stateside than Usain Bolt. When he’s not obliterating world records, Bolt is training to break more of them in his home country of Jamaica. And that training typically consists of very long, very hot days. “I try not to eat too much up to a workout, but I stay hydrated. I drink Gatorade throughout the day because it’s so hot

in Jamaica,” Bolt, a longtime rep for the brand, says. “You have to keep it up throughout the day.” One admittedly small advantage to being the fastest person, ever, is having your own cook. Bolt starts the day with a simple egg sandwich, spends 20 minutes in the weight room, then has a light lunch of pasta with corned beef, or, if he needs to go light on meat, fish. Then his training starts for real. “During the day I only eat just enough to have energy for training and to make sure I digest fast enough. But at nights, before I go to sleep, I consume a lot of food. My coach wants me to eat a lot of vegetables, so I do eat more of that than anything else. I’ll eat broccoli, but I’m not a big fan.” The veggies and grudging broccoli go with yams, meat, and Jamaican dumplings. When Bolt first started running, he was much less regimented. “In the past three years I’ve really focused on my diet. Initially I just had

anything I feel like, but I’ve adjusted my diet to eat more vegetables and protein.” “When you start with a coach and there’s a weight you need to stay at, and every day you have to weigh yourself and watch what you eat. When you get your cravings you just have to look the other way.
