PATIENTS ABUSING DOCTORS By Todeline Defralien
D
octors at medical staff at the Cheshire Hall and Grand Turk hospital are being physically and verbally abused constantly by patients, forcing InterHealth Canada to implement a zero-tolerance policy that could see rowdy patients being charged by the police. Hospital officials confirmed reports that patients have tried to fight medical staff, spit on them, and threatened to do them bodily harm. The medical staff who are abused are mainly non-nationals. The issue has become so serious that the hospital has engaged the Royal Turks and Caicos Islands Police Force, the Office of Director of Public Prosecutions and tougher security measures have been put in place, such as a special glass to protect patient servant associates in the Emergency Department, if they feel that their safety is threatened. Newly-appointed Chief Executive Officer of InterHealthCanada TCI, Daniel Carriere, told the SUN in an exclusive interview that staff members are leaving the hospital because of the abuse. “Just two weeks ago I was stopped by one of our doctors who said she would never come back again because she was verbally abused; and she said she has worked everywhere in the Caribbean and she has never been exposed to something like this,” Carriere said. “I’ve got to emphasise that this doesn’t only happen in the Turks and Caicos Islands. It happens everywhere, but it’s how you respond to it that’s important, and we feel that if we don’t respond to it in the appropriate way it’s a detriment to our staff and to other patients who want to basically want to receive excellent health care.” Chief of Medical Services, Dr. Denise Braithwaite-Tennent said when it comes to physical abuse it is more from mentally ill

The Turks and Caicos Salvation Army Kettle Drive raised over $50,000 this holiday season. It was the most money ever raised in the annual campaign. our environment.” Dr. Denise Braithwaite-Tennant said the abuse can be either verbal or physical and mainly is centred around wait time in the emergency department. “What we are looking at is developing some sort of campaign and will people understand the process of triage. What we find is that people tend to treat the emergency department as if it is a clinic where it is first come first served, whereas it’s actually based on your level of illness. So you may arrive at a certain time and be sitting there as see someone else who arrived later than you go into the doctor before hand and it’s really because of the complaint and the information that is been delivered to the triage nurse.” Continued on Page 2

Increase in robberies discussed at National Security Council meeting The increase in robberies and burglaries in Providenciales highlighted by the Premier Hon. Dr. Rufus Ewing, including the end destination for stolen goods and measures being introduced by the police to find and identify stolen property, was one of the main issues discussed at the TCI National Security Council (NSC) on Friday, 18 December 2015 in Grand Turk. The Commissioner of Police explained measures that were being introduced to tackle the problem including a significant increase in police presence in areas where recent incidents had taken place. The Premier called for better street lighting and the use of CCTV in areas that had been affected;
The meeting was attended by His Excellency the Governor, Peter Beckingham, the Hon. Premier, Dr Rufus Ewing, and the Commissioner of Police, James Smith. The Hon. Minister of Border Control and Employment, Hon. Donhue Gardiner, Her Excellency the Deputy Governor Anya Williams, and the Hon. Attorney General Rhondalee Brathwaite who make up the rest of the NSC, were unable to attend. At this meeting, in response to concerns raised by the Premier, the NSC discussed the recent decision to transfer 8 police officers from Grand Turk to Providenciales. The Commissioner of Police explained that the decision had been taken after careful consideration
to address the higher incidences of crime in Providenciales compared to Grand Turk. A re-arrangement of working practices introduced by the Assistant Superintendent of Police would ensure that the same level of policing in Grand Turk would be maintained as at present. The Premier stressed the need to monitor and review the impact of the change. He also commented that the introduction of District Constables would provide additional policing presence. The NSC also received a summary from the Commissioner of Police of the new draft National Security Strategy. Discussion focused principally on two areas of concern expressed by the Premier – the
need to introduce new measures to address human trafficking and to clamp down on establishments where there are reports of prostitution. The strategy would be discussed in more detail at the next meeting of the NSC in January ahead of wider discussion with the National Security Advisory Group (NSAG); They also concerns expressed by a leading resort in Providenciales about an alleged increase in crime including harassment of guests and measures to address them. The Governor would write to the owner of the hotel offering a meeting with him, the Premier and the Commissioner of Police to discuss the matter, and discussed proposals for a new Police Headquarters.
Filipinos say they are being targeted
Alfonso Palatino, Head of the Filipino Community (FILCOM) believes that the attack that led to the death of one of his countrymen and the injuring of another at an apartment in Five Cays on December 27, was targeted. The incident reportedly took place at the Bryant Cox Apartment in Five Cays, Providenciales. Police gave the name of the deceased as Booby Lavante, 46, and withheld the name of the injured man. The two we said to have been employed by Pastor Bryan Cox of Rock of Jesus Ministry in Five Cays. Palatino asserted that the two men were targeted for their
electronic items such as laptops and cellular phones, adding that because they keep close contact with relatives back in the Philippines, they are known to invest in those items. “We believe that we have been one of the targets of these robbers, because Filipinos are known to invest in their gadgets, especially for us to communicate with our families back home in the Philippines. We needed gadgets like laptops and cell phones to be able to communicate with our families. But unfortunately, these are the things that attract people (criminals),” he said. In a press release, the police, in a statement said that at
approximately 8:30pm, an anonymous caller contacted 911 to report a stabbing incident in Five Cays. Crime sleuths and medical personnel responded and saw male Philippines national, later identified as Lavante, suffering from what appeared to be stab wounds. “He was rushed to the Cheshire Hall medical Center where he succumbed to his injuries, and was pronounced dead at 9:32pm. Also, a 38-year-old male Philippines national living at the same complex was also injured and was rushed to the Cheshire Hall Medical Center by private vehicle,” the report said. Takara Bain, Public
Relations Officer at the Cheshire Hall Medical Centre also gave a report on the incident. “Shortly after 9p.m. on Sunday, December 27, 2015, the Cheshire Hall Medical Centre received two males suffering from multiple wounds. One was dead on arrival. The other was treated and later discharged.” In the meantime, Palatino said the Filipino community is still smarting from the attack. “We are still in a state of shock because one member of the community has untimely taken away from us, especially during the holiday,” he said.

Western Union to reopen in TCI

Western Union is about to resume services in the Turks and Caicos Islands. The SUN was informed that Jamaica-based GraceKennedy Remittance Services Ltd. has been awarded the franchise to operate Western Union but are awaiting final approval from the Financial Services Commission (FSC). It is understood that a number of sub-agents and locations already have been chosen. Western Union closed its operations in Turks and Caicos, The Bahamas and Cayman Islands in July 2015 after being here for the past 21 years. Western Union once operated four outlets in Providenciales, but

I think it is an unfounded and unfair statement that people opposing these changes do not care if locals benefit from the development. I would be disgusted if that were really the case but of all the opposition I have heard none of them can be manipulated so much as to indicate that they do not want development for local businesses. It is in fact the exact opposite; overdevelopment would actually be to our businesses’ detriment in the long term.
As already raised in the past, according to the Poverty Assessments unemployment among Islanders in 2000 was 11.2% and in 2012 it was 12%. We can hardly argue that the increased development over the “boom” years helped our unemployment. How does the Government think it will be any different this time? The government needs to carry out their duty and ensure the developments that they approve have long lasting positive impacts. The changes are being made without proper consideration. Although it has been acknowledged that there are huge risks to this type of development and that mitigation measures need to be taken, no such measures have been publicized. In fact the last public meeting in August was supposedly to discuss mitigation measures – did anything come of it? Why would the government make changes without properly addressing all of the concerns? We need a national identity. The Extradition of Michael Misick
By Royal Robinson I have been in Grand Turk for the past few days and a number of persons have button-holed me about what was happening with the SIPT trials that are taking place. They were mainly concerned about the recent decision of Justice Harrison as it related to the extradition back to the Turks and Caicos Islands of Mike Misick. To a man, they expressed the view consistent with that of JBH when he stated that Justice Harrison was presiding over a “Kangaroo Court”! People were wondering how is it be possible and legal for Mike to be brought here from Brazil under the terms of an Extradition Treaty between the UK and Brazil that has been extended to the Turks
and Caicos Islands, and Mike could not avail himself of some of the provisions of the said treaty to protect his rights! The Specialty Clause in a Treaty speaks to the fact that no one could have charges in his home country laid against him except that they are the same ones listed in the Extradition bundle or emanate from the “facts” so presented in the bundle. An Extradition Court is never set up as a trier of fact, but rather an institution to ensure that the various boxes are ticked. Information can only become fact when tested in an adversarial way in a Court set up specifically for that purpose, whether it is comprised of Judge and Jury or Judge alone. Our own Clive Stanbrook and his father Clive, have written

Sister Sister TCI donates $1,000 to Social Development Foster Care program

With Christmas being the season of giving, Sister Sister TCI made a very generous donation of $1000 to the Social Development Foster Care program in the Turks and Caicos Islands on Wednesday December 23nd, 2015. Ashley Adams Deputy Director of Social Development told The SUN, “In December we received a donation from the Sister Sister program, it was $1000 and it was for our foster care families and I just want to state that we are so thankful and so blessed to have received this donation to help our foster care families.” “I believe that our foster care families sometimes go unseen. Some people don’t think that foster care actually exists and we do have a number of children in the Turks and Caicos Islands in foster care and this donation to our department and into this program and initiative especially will go an extremely long way. We’ve been working with our foster care families in a number of programs with parenting support and support services for our kids as well, and so this will definitely help us. Talking to Hon. Lillian Boyce she had mentioned that this might become a yearly donation to our department and we look forward to that and we are definitely graciously happy that we received this donation,”

He continued: “I am going to do another one in Provo because that is where the biggest market is for the book and the biggest reading population, and I plan to do one later on this month in Grand Turk, then I also want to go to North, South and Middle Caicos and do the same thing and supposedly in Salt Cay. I’ve already began making plans to go and visit the other islands to take it to them so that they can have an opportunity to get a copy of the book.” Seven years ago, Pastor Williams did a book called “Catch the Fire” that was printed here locally by
ABC printing. He said he got a few copies of that sold and now he is in the process of trying to revamp that book as a second edition sometime later this year. Williams stated that he has ideas of different things in his heart and mind that he wants to develop into a book, and some other things that he wants to do surrounding the same theme ‘Walking By Faith’ because his intensions for writing this book is to not just make a book that you just read but to make it a movement. He would like to encourage persons to not just read the book, but to actually get up and walk by faith. “I would like to thank everyone for their gracious support and for everyone who came out on and purchased one of the books and everyone for the words of encouragement on Facebook and through phone calls,” Mr. Williams ended.

Stan Hartling helps Salvation Army Kettle Drive raise over $50,000 The Turks and Caicos Salvation Army Kettle Drive raised over $50,000 this holiday season. It was the most money ever raised in the annual campaign. Hartling Group CEO Stan Hartling served as the honuorary chairperson. He coordinated efforts with a team of Salvation Army volunteers who worked long hours over the holidays accepting donations at the Salvation Army kettles, serving 150 hot meals to those in need, and distributing 150 Christmas hampers and gifts to families. As Captain Derek Miller of the Salvation Army noted, “It always matters what we do." “This has been a very gratifying experience to be involved in an effort that truly helps the most vulnerable members of our society,” said Hartling. “The results of this campaign really shows that while we may be a small community, we have a big heart and recognize the importance of working

Digicel spreads Christmas joy to Nissi House and Wellness Center
In the spirit of the holiday season, Digicel staff members made sure that the kiddies at the Provo Children’s Home, Nissi House, and the residents of the Wellness Center in Grand Turk, were not left out of an extraordinary Christmas. On December 18th, Digicel hosted a Christmas party for the children of Nissi House. This was truly an example of sharing and coming together as staff members brought their own children to play and spend time with the other children. There was music, food and the usual holiday
festivities. Santa Clause even paid a very special visit and handed presents to all of the children, who wasted no time in opening their Christmas presents well before the big day. Digicel staff continued their holiday mission to put smiles on as many faces as possible, when they made a visit to the Grand Turk Wellness Center to spend time with our senior citizens. Residents of the Wellness Center were delighted as they sang songs with Digicel staff and recounted their exploits of younger days. Residents were treated to gifts of
fruit baskets and other supplies. Digicel also donated two 48” LED-TVs and six (6) months free television service to the Wellness Center. Wellness Center Director, Ms. Betty-Ann Been, said that the TVs were a truly welcomed gift, and just in time for the, soon to be completed and opened, new Wellness Center building. Trina Adams, Digicel’s Head of Marketing, expressed that: “It’s an extremely heartwarming experience to see the smiles on the faces of the children of Nissi House and the residents of the Wellness center. Limited room space cramps growing tourism demand
The Turks and Caicos Islands is unable to satisfy the growing demand from vacations because there is shortage of room space, this according to Ralph Higgs, Director for the Tourist Board. The current situation brings into sharp focus the desire by government to introduce high-rise construction, bearing in mind that it is the belief that Providenciales – which developers favors the most of all the islands – is running out of land space for resort construction. Higgs, in an interview with The SUN, said that from reports received over the December period, hotels on Providenciales were booked solid, but the number might not overtake that of 2014 due to space availability to satisfy the demand. “The Turks and Caicos Islands continues to climb. We believe that we performed in 2015 extremely well. We would have met but not surpassed the arrival numbers of the year before, simply because we are at the point where there is not a lot of room for growth in terms of available of rooms to be occupied. We are at a saturation point in terms of growth on Providenciales, especially, because the
room demand is far greater than the availability of rooms,” he said. Investigations by The SUN revealed that most, if not all the hotels on Providenciales, experienced 100 percent occupancy, forcing many walk-in guests to seek alternative accommodation such as facilities that offer short term rentals. Higgs noted however, that the Islands of Middle and North Caicos could be the tourism expansion saving grace, as there has been a growing interest for those islands by visitors, which he said manifested in December numbers, which he said could be released later this month. “We have seen encouraging signs coming out of the family islands over the holiday season. And the forecast for the first quarter of 2016 shows that there will be continued interests in North and Middle Caicos, especially. Right across the country there is visible signs of very robust tourist factor,” he said. Higgs explained that the increase in visitor arrivals stems largely from the vigorous campaign upon which the country has embarked in conjunction with key overseas partners.
“We have had a very good and varied campaign involving many of our key partners, and I think that the approach that we have taken has caused us to keep the destination visible,” he further explained. On the matter of high-rise resorts, and what the Board’s takes, explained that whatever decision government takes, it would get that entity’s full support. “We will support the government’s position on that. The government is the leader, in my view, of what ultimately happens, and being an agency of the government, we will support the government’s view,” Higgs said. Over the summer of 2015, the Dr. Rufus Ewing-led Cabinet agreed to approve certain areas on Providenciales for the construction of high-rise resorts, but the decision was met with objections, mainly from operators of existing resorts, including the Venetian and The Tuscany, who sought judicial review in the matter. Chief Justice Margaret Ramsay-Hale, in her decision, sided with the objectors. She however, left the door open for the government to pursue the plan in a different manner. She said in her statement:
"The allocation of areas, or zones, for a particular type of development - in this case, 12 storey tourism-related coastal developments - is precisely the sort of development which the Director of Planning has the power to propose under section 32 of the Ordinance. “ But before his proposal can be approved by Cabinet, it seems to me that a draft development plan showing what areas are to be zoned for these high- rise developments, must be prepared and all persons affected or likely to be affected by the proposals must be informed and be given the opportunity to make representations before the Plan is submitted to the Governor for his approval. "A decision by Cabinet to alter the density in any given area by approving building heights of 12 storeys, absent the preparation of a draft development plan reporting on the existing conditions of the area and giving reasons for the proposed change in density for that area as required by s 32 of the Ordinance - and absent consultation in accordance with s 34 is, in my judgment, ultra vires."

Ludwina Fulford appointed Director of Culture Ludwina Fulford has been appointed the new Director of Culture within the Ministry of Tourism. Ms. Fulford graduated in the top five of the 2001 graduating class of HJ Robinson High School in Grand Turk. She went on to successfully complete a Certificate and Associate Degree in Business Studies from the Turks and Caicos Islands Community College and later received a Bachelor of Arts in Government and International Relations and a Master’s Degree in Management from the Oral Roberts University in Tulsa, Oklahoma. She was an employee of Scotiabank TCI for the last seven years as both Personal Banking Officer and

Mrs. Wilson a native of Salt Cay, has dedicated over 30 years to the civil service, having worked with the Turks and Caicos Islands Government from 1977 to 2012. She has served as a member of the Royal Turks and Caicos Islands Police Force as well as Superintendent of Her Majesty’s Prison for over ten years from 1996 to 2007.

The Government says big development will provide work for locals! In fact it will be more work for more expat workers as always. The construction workers and service staff will mostly be foreign! Nothing will change except there will be no rental accommodations for local people at reasonable prices and there will be more discontent! Right now we have a good situation underway. Many large homes are being built and residential construction can offer more jobs to local workers than high-rise hotels. The service industry for villas is more suited to the local economy with Villa management companies providing hundreds of jobs suitable for the local worker. Importantly the local workers are being trained and will eventually replace foreign service staff. The Local Plant - the engine - the hotels and villas we have now could provide full employment in just a few years if given a chance to grow with local workers and helpful training programs.
Responsible development not driven by political motivation can and will come if this is truly the best island in the world! We do not need foreign developers dictating to the Government what they want! Government needs to tell them what we want! There are several sites along the beach that can support a much smaller scale than the proposed 12 story and developers will come and will do just fine but must come gradually and be sensitive to our needs. Get it right and we can still have our piece of paradise! Get it wrong and suddenly we are no better than the average destination and we cannot afford to be average because our costs are so high. We must continue to be a high end destination providing the very best experience possible to maintain and possibly grow our market share. All the people - big and small are in this together. Police made several arrests for range of incidents The Royal Turks and Caicos Islands Police Force is reporting that investigators made several arrests from reported incidents across Providenciales reported between Thursday December 31, 2015 and Friday January 1, 2016. The incidents, according to the police, involved the use of firearms and bladed weapons. The police said four arrests were made arising from the incidents. At press time however, it was unclear as to whether any of the arrests led to any charges being laid. The following is a report from the police regarding the incidents: “On Thursday 31st December2015, just shortly after 10pm a female resident of Blue Hills, Providenciales reported that she was robbed at gun point by
a male, who took her cell phone, and a sum of cash. Police launched an investigation and on Saturday 2nd January 2016 a 20 year old male was arrested on Suspicion of robbery. Investigations are ongoing. “On Friday 1st January 2016, at the Caicos Royale Casino located at Turtle Cove, Providenciales, shortly before 5a.m., there was a fight involving several party goers outside the casino along Turtle Cove main road. “During the fight, two males received stab wounds. A 25 year old male was stabbed multiple times about his body, he was rushed to the Cheshire Hall Medical Centre where he was treated and remained hospitalized. “A 19 year old male was
arrested for wounding with Intent. It is understood that at press time, he was still in custody. “The second male who was stabbed was identified as a 20 year old male of a Blue Hills address. He was treated at the Cheshire Hall Medical Centre for a stab wound to his lower stomach and released. “During that same morning of Friday 1st January 2016, two reports of persons shot were reported to the Providenciales police. The first incident occurred outside the premises of Caicos Royale Casino, located at Turtle Cove, Providenciales. “At this location, a 23 year old male was shot in his left upper arm, he was rushed to the Cheshire Hall Medical Centre where he was treated for his injuries, and remains
hospitalized. A 24 year old male was arrested later that morning on suspicion of Wounding with Intent. “The second shooting incident occurred just shortly after 6am, in the Old Subdivision of Five Cays, Providenciales. A 20 year old told investigators that he had just exited his car to check his tire when a male known to him discharged three shots at him, and one shot hit him in his head, he then ran to a nearby house for help, where he was eventually taken to the Cheshire Hall Medical Centre, where he was treated and remains hospitalized. “That same day, a 26 year old male was arrested for the offence of attempted murder, a search was carried out at his house for firearm and items of evidence”

Highlights of the Annual Premier’s Christmas Reception 2015 The office of the Premier under the auspices of the Premier Hon. Dr. Rufus Ewing hosted its Annual Christmas reception, which was held at the Zanzi Lounge on Monday December 28th 2015 in Providenciales. This reception was greatly attended and saw

Successful 5th Annual Maskanoo 2015 The 5th Annual Maskanoo that was slated for Boxing Day was a huge success again this year; the event took place in the Grace Bay strip on Saturday December 26th, 2015 in Providenciales. honouring our pioneers The late Eric Seymour is a former Power House Supervisor, Chief Engineer, Electrical Superintendent and Electricity Commissioner that served the Turks and Caicos Islands from 1969 to 2003. He gained his initial training and experience as a Merchant Marine with American Coast Lines. He eventually joined the TCI civil service and served as Chief Engineer and Electrical Superintendent. During this time, he oversaw the erection and distribution of electricity to many areas of the Turks and Caicos Islands that had not had electricity previously. In 1992, he took up early retirement from the Civil Service and took the opportunity to serve his country as Electricity Commissioner, a post he held until he retired completely from active duty in 2003.
The late Mr. Ken Lightbourne began his service with Provo Power Company (PPC) as an operator in 1989. A former line superintendent he was known as one of the first to take safety seriously. He also had a passion for developing employees who worked in Transmission & Distribution and took pride in helping them grow professionally. When he passed away in 2002, he was serving as the Company’s Superintendent of Distribution.
Mr. Claridge Wilson served with Provo Power Company as the electrical plant superintendent, having been employed by the Company from 1992 until 2005. A well respected professional in the industry, he played a major role in the installation of Caterpillar engines at the Provo plant. He was also responsible for day-to-day plant maintenance throughout the Caicos Islands.
Mr. Ernie Jackson, an electrical engineer by trade, joined PPC in May 1998 as Chief Engineer. He led developments and upgrades on the T&D Systems throughout the Caicos Islands. One of his many major projects was the conversion of overhead lines in Grace Bay to underground. He was promoted to FortisTCI Vice President of Production and Engineering in September of 2007 and served in this capacity until his departure.
Mr. Wayne Douglas joined PPC in November 1998 as Plant Mechanical Superintendent and is known as everyone’s friend. On the job he believed in teamwork, family, and community, possessing a knack for keeping people motivated. His professional skills were fabrication and mechanical engineering. He had since served as a consultant of Special Projects with FortisTCI. His role was instrumental in the logistics and commissioning of the new Wartsila Engines.

Asia, and their accounts leave no doubt of the need for the best possible preparation. Sadly some of the countries were poorly prepared. Travelling on holiday briefly in Anguilla last year I noticed their several signs to tsunami rescue routes. It’s excellent that, like them, we make preparations and plans for the worst eventualities. I hope everyone involved in our awareness plans this month will take them seriously, and support DDME’s important exercise. Never assume “it won’t happen here”.

In spite of the relatively small geographical size and resource endowment of the TCI there is no reason why, like Japan, we cannot embrace a multipronged approach of utilizing both soft and hard measures to mitigate against earthquake and tsunami hazard. A critical step in this effort is to engender a culture of preparedness and resilience among the populace through an active and ongoing public education program aimed at enhancing household and community awareness of measures that can be employed to safeguard against the impact of earthquakes and tsunamis. In the Turks and Caicos Island, let us seek to emulate the approach of the Japanese Government.

Being a small island developing state, located in a region of very high seismic activity, it is indeed imperative that we achieve this.

LIFESTYLE Drug approvals at 19-year high belie industry challenges 2015 was a good year for innovation in medicine with the U.S. Food and Drug Administration approving 45 novel drugs, four more than in 2014 and the most since the all-time record of 53 set in 1996. Across the Atlantic, the European Medicines Agency recommended 93 new products, including generics, up from 82 in 2014. But despite the rosy statistics and the prospect for further progress in 2016, the pharmaceuticals industry faces challenges, with increased political focus on drug pricing having punctured both biotech and specialty pharma valuations in recent months. The prospect of Hillary Clinton becoming U.S. president could further undermine confidence in the
sector's profitability in 2016, given her pledge to rein in drug costs. But any changes in the U.S. pricing model are likely to be gradual, according to Bernstein analyst Tim Anderson. Big pharmaceutical companies, meanwhile, are still struggling to get a decent return on the billions of dollars spent annually on research and development, since many new medicines are forecast to yield relatively modest sales. Moreover, securing a strong launch for new drugs, which must compete with a growing roster of cheap generics, is often an uphill battle as healthcare providers push back against the high prices being charged. Modern cancer drugs can
cost more than $10,000 a month, placing a heavy financial burden on governments, insurers and patients. The rapid pace of new approvals reflects accelerated review times by regulators, who want to get life-saving treatments to patients, especially in cancer, as well as an improved scientific understanding of diseases. That will continue in 2016, analysts believe, with further advances in cancer treatments that work by boosting the immune system, and significant progress in drugs for autoimmune diseases. Switzerland's Roche, the world's largest cancer drug company, could be a notable winner on both counts, with its cancer immunotherapy atezolizumab on track for potential
fast approval in 2016. Roche may also be the first company with a drug to treat the progressive form of multiple sclerosis and some analysts already forecast annual sales for ocrelizumab of $5 billion. Plenty of other companies also have promising new products waiting in the wings for a variety of cancers, as well as disorders including psoriasis, rheumatoid arthritis, hepatitis C and chronic lung disease. Full drug pipelines at many companies suggest the strong rate of new drug launches is likely to continue for a while yet, with IMS Health forecasting a total of 225 new drug approvals between 2016 and 2020.
Risk of heart damage follows some childhood cancer survivors Childhood cancer survivors may face an increased risk of heart damage after exposure to certain chemotherapy and radiation treatments, a U.S. analysis suggests. Previous research has linked cancer drugs known as anthracyclines to weakening of the heart muscle. Research has also tied some radiation therapy to cardiac rhythm disorders and structural damage in arteries and valves. The current study not only reinforces these risks, it also suggests that many childhood cancer survivors may encounter serious cardiac issues at a relatively young age when doctors may not routinely screen patients for heart disease, said lead study author Dr. Daniel Mulrooney of St. Jude Children’s Research Hospital. “A heart-healthy lifestyle, important for all patients, has increased importance for childhood cancer survivors who are at risk for cardiac disease at an earlier age than their peers,” Mulrooney said by email. To assess the prevalence of cardiac problems among former cancer patients, Mulrooney and colleagues examined data on 1,853 adult survivors of childhood tumors who received treatments associated with heart damage. About half of the survivors were men. Overall, half the patients had been less than eight years old when they were diagnosed. At the time of their cardiac evaluations, half were at least 31 years old. More than 82 percent of participants had received anthracyclines during their cancer treatment, and more than 20 percent
took higher cumulative doses of this chemotherapy that are linked to even greater odds of heart damage. Fewer than half of the survivors received radiation to the heart, but about 22 percent had a higher cardiac dose linked to an increased risk of complications down the line. The prevalence of cardiac conditions increased with age at evaluation, ranging from 3 to 24 percent among survivors aged 30 to 39, to 10 to 37 percent among those 40 and older, the researchers report in the Annals of Internal Medicine. Overall, 7.4 percent of the survivors had cardiomyopathy, or chronic disease of the heart muscle, and 3.8 percent had coronary artery disease, the study found. In addition, 28 percent had leaking or narrowing of heart valves and 4.4 percent had heart rhythm abnormalities. Very few survivors had symptoms, and many of them weren’t diagnosed with heart problems until they received evaluations as part of the study. One limitation of the study is that it only included cancer survivors, making it impossible to compare the risk of heart damage to people who didn’t have cancer, the authors note. Newer treatment protocols established since these patients were treated more than a decade ago have also reduced exposure to chemotherapy and radiation that can damage the heart, Mulrooney said. Some preliminary research has also suggested that a family of medicines known as beta-blockers might be

they have a complete record of the timing and dosage of any tumor treatments they received and alert doctors that they require cardiac screenings, Durand said. If they have other risks for heart disease, such as a family history, diabetes or high blood pressure, they need to be all the more vigilant, he added. “Nearly all of the survivors in this study were asymptomatic in their 30s and 40s when they walked into the doctor’s office, and results show that they needed the physical normally given to patients in their 50s and 60s that includes a complete cardiac evaluation,” Durand added by email.

Jamaica murders at four-year high
THE year 2015 will end with the highest murder rate over a four-year period, with western parishes known to be a haven for lottery scammers accounting for a high number of homicides, according to police statistics. With 1,192 murders recorded as at December 26, this year leads murders recorded for each of the years from 2011-2014, although it also boasts the highest clear-up rate at 616. Clear-up rate between 2011 and 2014 hovered in the 400 range. The year 2014 ended with 997 murders; 2013 with 1,190 murders; 2012 with 1,085 murders; and 2011 with 1,117. The figures should not bode well for Dr Carl Williams, who is a year into his tenure as commissioner of police, and National Security Minister Peter Bunting, who has presided over a steady increase in murders since taking over the portfolio in 2011, with the exception of 2014. Both men have been regular features at homicide scenes, promising to rein in murders, but apparently to no effect as the statistics have shown. Like last year, the ‘lotto scamming
parish’ of St James recorded the most murders across the island with 211. The other ‘scam parishes’ with high murder rates are Westmoreland with 106, and Hanover with 59. Bunting had said previously that the prevalence of lotto scamming had been driving murders in western parishes. Other parishes with high murder rates are St Catherine home of the notorious Klansman and One Jamaica had about 45 slayings per 100,000 people in 2015, keeping it ranked among the most violent countries in the world. In recent years, the U.N. listed the island as having the world’s sixth worst homicide rate. The World Bank ranked Jamaica in the top five in 2013. By comparison, Chicago, which has roughly the same population as Jamaica at 2.7 million, had 468 killings in 2015. Last year’s total is a long way from National Security Minister Peter Bunting’s goal of reducing the annual homicide numbers to 320 killings by 2017. He first stated this goal shortly after starting as national security minister in early 2012.

St. Vincent Opposition party files election petitions KINGSTOWN, St. Vincent,– The main opposition New Democratic Party (NDP) has filed election petitions in connection with the December 9 general elections. Party leader Arnhim Eustace who made the announcement on Monday, also used his weekly radio programme to encourage party supporters amidst what he said is a “gloomy” period for the 40-year-old institution that has been in opposition for almost 15 years, after 17 years in government. He noted that the party has not lost any election petitions , stating that they were filed on December 30, two days after a High Court denied NDP candidate for Central Leeward, Ben Exeter, access to certain election documents. “They (petitions) weren’t event filed when the court ruled against this other matter. “The real election petitions – the meat of the matter, the fraud and the theft, the way ballots were dealt with – all these things are being dealt with by the petitions. Not the case that we had a couple weeks ago,” he told listeners. The NDP claims that
it won the December 9 general election, which electoral officials say were won by the Unity Labour Party (ULP), led by Prime Minister Ralph Gonsalves. Election officials say the ULP, secured a fourth term in office by winning 8 of the 15 parliamentary, while the remaining 7 went to the NDP, a carbon copy of the December 2010 elections results. Eustace said the outcome of the petitions could see the ULP administration falling. “The petitions, if we win those petitions, can lead to a by-election. It can even lead to a general election, if we win those petitions,” he said, adding that NDP has a few more days to file some affidavits in support of the petitions. “And over time, we will be giving you information to the extent that it is possible, of what is happening with those election petitions,” Eustace told listeners. “What we lost a few weeks ago had to do with the right to remove all the ballots from the Supervisor of Elections office to the court – the Registrar of the High
Court,” Eustace noted. “And that matter, of course, will come up again in the petitions,” he said, adding that the election petitions are not affected by the December 28 court ruling. North Korea says successfully conducts first H-bomb test
North Korea said it successfully tested a miniaturized hydrogen nuclear bomb on Wednesday, claiming a significant advance in its strike capability and setting off alarm bells in Japan and South Korea. Tearful Obama pleads for urgency on gun control
Washington - President Barack Obama shed tears Tuesday as he announced limited measures to tackle rampant US gun violence and called on Americans to punish lawmakers who oppose more meaningful reforms. Flanked by survivors of the gun violence that kills around 30,000 Americans every year, and relatives of those killed, Obama became emotional as he remembered 20 elementary school children shot dead three years ago in Newtown, Connecticut. “Every time I think about those kids, it gets me mad,” the president said, struggling to collect himself. “So all of us need to demand a Congress brave enough to stand up to the gun lobby’s lies.” Obama was unveiling a handful of executive measures that will make it harder to buy and sell weapons, but which he admitted would not stop the scourge of mass shootings. “We know we can’t stop every act of violence, every act of evil in the world. But maybe we could try to stop one act
of evil, one act of violence,” he said. There are thought to be substantially more than 300 million guns in circulation in the United States, more than one per person. Speaking in the President Barack Obama East Room of the White House, Obama invoked the words of his hero, Martin Luther King, as he called for urgency in a generational struggle akin to the fight for women’s, AfricanAmerican, or gay rights. “We do have to feel a sense of urgency about it. In Dr. King’s words, we need to feel the fierce urgency of now, because people are dying,” he said. “And the constant excuses for inaction no longer do.”

Republicans, who have long championed gun owners, quickly castigated Obama for trampling on the constitutional right to bear arms. “His words and actions amount to a form of intimidation that undermines liberty,” said the speaker of the House of Representatives, Paul Ryan. “No matter what President Obama says, his word does not trump the Second Amendment. Teen Partied in Times Square after killing mom and stepdad SHEEPSHEAD BAY — A 15-year-old Brooklyn girl, who confessed to fatally shooting her allegedly abusive mother and her stepfather, partied on New Year’s Eve while their bodies lay undiscovered in the family apartment, police and sources said Monday. The teen, Destiny Garcia, told investigators that a family friend, who she described as a cousin, got her a .380 automatic pistol on Dec. 27 because she was dealing with some problems at home, sources said. She brought it back to her family’s fifth-floor apartment in the Sheepshead Bay Houses at 2364 Batchelder St., near Avenue X, and shot Rosie Sanchez, 39, in the ear as she sat in a bedroom chair, police and prosecutors said. Sanchez was
also stabbed, according to an autopsy report. The unidentified family friend, who is still at large, then shot stepdad Anderson Nunez, 40, in the arm after he raced in the room to intervene, authorities said. He was also stabbed multiple times, according to the Medical Examiner. Garcia and the cousin then fled the scene, police said. Sources initially had said the teenager claimed her stepdad had once tried to molest her, but Chief of Detectives Robert Boyce said the teen’s only complaint was against her mother. Either way, investigators are not buying the girl’s story of abuse. The bodies lay in the apartment for days while Garcia
partied in Times Square for New Year’s Eve and crashed with her biological father, whom she told she’d had an argument with Sanchez, sources said. Family hadn’t heard from Sanchez or Nunez in a couple days so they called police who went to the home and found their bodies, sources said. Sanchez and Nunez, who was also stabbed, were pronounced dead at the scene, police said. Investigators contacted the biological father and tracked down the girl using her phone, sources said. Oil hits 11-year low, SaudiIran row cuts chances of output restraint
Oil prices hit their lowest in over 11 years on Wednesday, as the row between Saudi Arabia and Iran was seen making any cooperation between major exporters to cut output even more unlikely. Evidence of slowing economic growth in China and India has fueled fears that even strong demand elsewhere may not be enough to mop up the excess crude that has resulted from near-record production over the last year. The furor over Saudi Arabia’s execution of a Shi’ite cleric has stripped nearly 8 percent off the price of oil in the last three trading days alone and has killed speculation that OPEC members might agree on production cuts to lift prices. “There are rising stockpiles and the tension between Iran and Saudi Arabia make any deal on production unlikely,” said Michael Hewson, head of strategy at CMC Markets. Benchmark Brent crude futures were at $35.07 a barrel at 1120 GMT, down $1.35 on the
day, and at their lowest since early July 2004, having staged their largest one-day drop in percentage terms in nearly five weeks. U.S. crude futures were down 88 cents at $35.09 a barrel after already slipping 79 cents the previous day. Oil has slumped from above $115 in June 2014 as shale oil from the United States has flooded the market, while falling prices have prompted some producers to pump even harder to compensate for lower revenues and to keep market share. Adding to this oversupply, Iranian oil exports are widely expected to increase in 2016 as Western sanctions against Tehran for its alleged nuclear weapons program are likely to be lifted. “Shale production and increasing capacity from countries like Russia who need to protect revenue combined with expectations of further Iranian supply mean actual production as well as expectations of future production are rising,” Hewson
said. Still, a senior Iranian oil official said the country could moderate oil export increases once the sanctions are lifted to avoid putting prices under further pressure. Also feeding into broad market weakness, a survey showed that China’s services sector expanded at its slowest pace in 17 months in December, following on from weak factory data on Monday which also knocked markets globally. The People’s Bank of China set a weaker midpoint for the yuan, prompting concerns that the economy of the world’s largest energy consumer could be in worse shape than believed. In the United States, concerns over mounting oil stock levels persisted, with crude inventories likely to have risen by 439,000 barrels last week, according to a Reuters poll of eight analysts. The U.S. Energy Information Administration (EIA) will publish its closely watched weekly data at 1530 GMT.
US auto sales expected to hit an all-time high in 2015 DETROIT — Americans are buying more new cars than ever before. U.S. auto sales were expected to reach a record high of 17.5 million in 2015, topping the old record of 17.35 million set in 2000. Analysts expect sales could go even higher this year as unemployment continues to decline and more young buyers enter the market. Automakers reported December and full-year sales Tuesday. Low gas prices and historically low interest rates left more money in buyers’ pockets. Nationwide, gas prices ended the year at an average of $2 per gallon, according to AAA. And while the Federal Reserve raised a key interest rate in December, it remains near zero. By comparison, that rate was 6.2 percent in 2000.
Oliver Strauss, the chief economist at car buying site TrueCar.com, says the interest rate would have to reach 3 percent before it would cause car sales to stagnate. Employment numbers also improved last year, so more buyers particularly the huge generation of under-34 Millennials found they could finally afford a new car. It followed the July closing of F.A.O. Schwarz, the palace of expensive and unique toys romanticized in the 1988 film “Big.” The massive superstore, which wowed shoppers with a 60-foot indoor Ferris wheel, a growling, 20-foot animatronic Tyrannosaurus Rex, and a life-size Barbie dollhouse, opened in 2001. The company decided not to renew its lease, which expires in January, because of the high cost of renting the 21,000-square-foot space, company spokeswoman Elizabeth Gaerlan said. Toys R Us also cited high rent costs in July when it closed the F.A.O. Schwarz store located near Central Park. She said the company is searching for another Manhattan flagship store and will try to find positions for those among the more than 350 employees of the store who want to keep working for the company. Dean Dreyfuss, 26, a flight attendant from Israel, was shocked the store had closed. “I visited here from Tel Aviv when I was 11. I have a picture of my little sister on the Ferris wheel,” Dreyfuss said. “This is so sad.” Around the corner, employees left through the side door. They said one manager gave two speeches, one in the morning and one just before closing, thanking the employees for their work. Donald Vivanco of Queens, 24, worked at the store for five years as a sales associate. “It was crazy today. A lot of emotion. Some people were crying, tears down their face,” Vivanco said. “But for me it’s a relief. It’s a weight off my shoulders. But I’m never going to forget it. Yahoo must face class action over text messages
Yahoo Inc was ordered by a Chicago federal judge on Monday to face a class action lawsuit accusing the Internet company of sending unsolicited text messages to Sprint Corp cellphone users in violation of the Telephone Consumer Protection Act. U.S. District Judge Manish Shah said the users could sue as a group over messages sent in March 2013 because their claims had enough
in common. Shah rejected Yahoo’s arguments that a class action could subject it to damages that were disproportionate to the alleged harm, promote “piecemeal” litigation covering other time periods and phone carriers, and thwart Congress’ desire that claims be brought individually in small claims court. More than 500,000 cellphone
users could be part of the class, court papers show. The plaintiffs accused Yahoo of sending them automated “welcome” messages when other users sent them separate messages via the Yahoo Messenger service. They said the welcome messages constituted unauthorized advertising for Yahoo services, violating the federal TCPA and
subjecting the Sunnyvale, Californiabased company to damages of up to $1,500 per message if the violations were willful. The Turks and Caicos Islands Community College invites proposals from interested individuals, firms or companies for a Consultancy Undertaking to review salaries and allowances of its entire staff.
INTRODUCTION In 1994, the Turks and Caicos Islands Community College (TCICC) was established by Ordinance 25 (1994), with a vision to provide quality education for all sectors of the Turks and Caicos Islands community. Having been in existence for over two decades, the institution continues in its thrust to equip individuals with the knowledge, skills and dispositions that would enable them to access existing and emerging opportunities, prudently exercise their civil responsibilities, enhance their social and cultural lives and become productive citizens. The mission, therefore, encompasses, inter alia, post secondary and continuing education for the school leaving and adult population; it facilitates the promotion of personal and professional development, and the economic growth and development of the Turks and Caicos Islands. TCICC has two campuses, one each located on Grand Turk and Providenciales. The College offers a myriad of programmes, inter alia: Short/Interest courses; one semester courses; Upgrade courses; Full time programmes of two to three semesters culminating in Certificates, Advanced, Certificates, Associate and Bachelors Degrees. Similar to other institutions in the region, and critical to the effective delivery of programme offerings, the Turks and Caicos Islands Community College relies upon the local and overseas recruitment of highly qualified and experienced faculty and staff. Recently, the Turks and Caicos Islands Government conducted a Public Service Salary Review, inclusive of education professionals. Whilst a number of education personnel were reclassified and benefitted from varying degrees of salary increases, the review did not include statutory bodies; therefore, faculty and staff at the TCICC did not benefit from the review, and hence, salaries are purportedly lagging behind those of professionals in similar work-related fields. Notwithstanding that, the TCICC continues in its mission to fulfil its objective of strengthening organizational development, through the strengthening and promotion of employee recruitment and retention strategies. In this context then, the salary review is critical and is intended to bring a level of equity to salaries and other benefits for its entire staff. With this in mind, the TCICC seeks to engage a consultant/consultants to review and propose a revised salary structure for all categories of staff, and explore the feasibility of linking remuneration to job performance.

ANTICIPATED OUTCOME The development of a salary scale that is consistent with other comparator organizations in the Turks and Caicos Islands market; one that reflects equity; is consistent with corresponding local labour market and prevailing levels of pay for similar services, similar contract conditions and similar positions in other statutory bodies in the Turks and Caicos Islands.
DURATION OF THE CONSULTANCY AND DUTY STATIONING The consultancy is expected to be completed within six (6) weeks from the date of signing the contract. The successful consultant/s shall not be required to be present in the Turks and Caicos Islands, but may work in his/her/their own office with coordinated visits to the TCI as necessary.
REPORTING LINE The work of the consultant will be supervised by the Board of Governors of the Turks and Caicos Islands Community College or its designate, and as such, the confirmation of the acceptance of the final report, authorization of payment disbursements, and evaluation of work performance will be undertaken by that entity.

Chris Gayle was fined but avoided suspension for making inappropriate comments to a female reporter in a live TV interview during a Big Bash League Twenty20 match in Australia. Three NFL teams apply to move to Los Angeles area
The Oakland Raiders, St Louis Rams and San Diego Chargers all submitted applications to relocate their franchises to the Los Angeles area by the start of next season, the National Football League (NFL) said in a statement on Monday. “The applications will be reviewed this week by league staff and three league committees that will meet in New York on Wednesday and Thursday -- the Los Angeles Opportunities, Stadium, and Finance committees,” the NFL statement said. “The applications will be presented for consideration at next week’s league meeting in Houston on Tuesday and Wednesday. “The relocation of a franchise requires the affirmative vote of threequarters of the NFL clubs (24 out of 32).” Monday was the first day organizations were eligible to petition the league, as required by the NFL Policy and Procedures for Proposed

We are sad to have reached this point.” The Rams and Raiders also issued statements. “The St Louis Rams informed the National Football League today that the Rams propose to relocate to the greater Los Angeles metropolitan area. The relocation would be effective for the 2016 NFL League Year,” said the Rams, who were previously based in the Los
Angeles area from 1946 to 1994. “In accordance with the relocation policies, the Oakland Raiders submitted a relocation package to the NFL. The matter is now in the hands of the NFL’s owners,” the Raiders added. The three teams have all suffered from a lack of fan interest in their respective bases and have failed to field a team considered a regular Super Bowl contender. The Rams, who moved to St Louis in 1995, finished the 2015 season bottom of the average attendance statistics on 52,402 spectators per game. Oakland, who also left Los Angeles in 1995, was third from last, while San Diego was also in the bottom half. The Rams have not made the postseason since 2004, the Raiders’ last trip was in 2002 and the Chargers punched a playoff ticket in 2013 but were the worst among the trio this past season, finishing 4-12.

Butler eclipses Jordan record as Bulls edge Raptors
Jimmy Butler on Sunday went where no other Chicago Bulls player had been before, not even the legendary Michael Jordan. The shooting guard scored 40 of his 42 points in the second half -- including the goahead jumper with 30.6 seconds remaining -- and the Bulls came back to defeat the Toronto Raptors 115-113 in a game they had trailed by 15. The 40 points were a Bulls’ club record for a half.
