CONTROVERSY OVER SHORE CLUB JOB FAIR

esidents and Belongers of the Turks and Caicos Islands will be given top priority when it comes to job placement at The Shore Club, a multi-million-dollar luxury condominium development in Long Bay, Providenciales. This assurance was given by the project’s developer Stan Hartling, who told The SUN that although he advertised a job fair for The Shore Club in The Bahamas, this was not meant to snub residents or Belongers of the Turks and Caicos Islands. The Shore Club is expected to have approximately 200 employees when it opens later this year. The job fair advertisement in The Bahamas has created much controversy on social media in the Turks and Caicos Islands, with several persons claiming that the developers of The Shore Club were overlooking residents and Belongers, especially at a time when jobs are in demand here. However, Hartling said the job fair overseas is nothing more than a fact-finding mission. The event in the Bahamas is not a hiring session, but rather an educational opportunity to further promote upcoming opportunities for Belongers, he said. “The Hartling Group is committed to providing careers to Belongers first, and particularly those living in TCI, and we encourage everyone to take advantage of this opportunity and visit us at the Job Fair, or reach out to our Human Resources departments for an interview at The Palms, The Sands or The Shore Club. Fire razes Five Cays dwellings

The work of an alleged arsonist in Five Cays, Providenciales on Thursday, January 14, led to the destruction of six houses in a densely populated area in the community. While some of the victims managed to save some of their belongings, the raging fire prevented some from salvaging anything. The buildings, it was said, were owned by a female resident in the community. The house in which she lived was also destroyed by the blaze. The woman told The SUN that she lost everything, and is now looking to the public for assistance. statement to The SUN. All these unemployed persons in TCI and you mean they going to hold job fair in The Bahamas....Don’t know if this flyer real or not but this has got to a be joke....SMH at this non-sense. I for one has sent many applications and can’t even get a call and I sure many others has also.” Kendria L Cox said “Only in Turks these thing really happen.... Hope ur dnt waste yall vote this year 2016.” Garnique Thompson, said: “They does it in Jamaica and Philippines and I never see nobody speak out about it but the Bahamas where most TI it’s a prob hmmmm!.” Jedrick Robinson Taylor, said: “No one is making noise about Bahamians!!! Report from January 13th Cabinet meeting His Excellency the Governor, Peter Beckingham, chaired the 1st meeting of the Cabinet on Wednesday, 13 January 2016, at the Hon. Hilly Ewing Building on Providenciales. All Ministers were present. At this meeting Cabinet advised His Excellency the Governor to: •Agree to abolish the fees for the issue of a TCI Status Card for first-time applicants but to retain fees for the replacement of lost or stolen cards; • Give approval for the Tax Information (Exchange and Mutual Administrative Assistance) (Amendment) Bill 2016 to be tabled

at the next House of Assembly meeting in January to bring into effect the Automatic Exchange of Tax Information required by the OECD Common Reporting Standard (CRS) and the UK and USA Foreign Accounts Tax Compliance Act (FATCA); •Approve the appointment of the following members of the Electricity Board as set out in the Electricity (Amendment) Ordinance 2015 for a term commencing 15 January - 31 March 2017 – Mr Oswaldo Ariza (Chairman); the Permanent Secretary, Ministry of Infrastructure Housing and Planning; the Director of Planning; the Energy and Utilities Commissioner; Mr

Cabinet also agreed to waive royalty

payments on excavated materials where appropriate; •Approve the negotiation for the lease of the Local Village property adjacent to the White Sands facilities on Grand Turk (parcels 10506/33 and 34) to enable the beautification of the area and provide additional market opportunities for local vendors. In addition, at this Cabinet meeting TCIG signed a loan agreement with RBC to facilitate the refinancing of the $170 million loan bond for which Cabinet approved a remission of Stamp Duty in this respect. Further information on these matters will be provided by Ministers in due course.

PDM calls on top cops to increase police presence in Grand Turk

A few weeks ago, the PDM was made aware of the transfer of 8 Officers from the Island of Grand Turk. We wrote to the Commissioner of Police and received the same response as was printed in a recent issue of one of the Weekly Papers which stated that the decision was made after careful consideration and that Grand Turk would be assured of the same level of service. The PDM has again written to the Commissioner of Police and have said that we believe this decision to be a bad one and one that will result in a lower level of confidence in the Police due to their inability to respond and deter crime together with possible increase deviant behaviour.

We further believe that this will also affect the Police morale as Officers will know their limitations, together with their being overworked and having less down time for themselves and families. We are calling on the Commissioner of Police to reverse his decision to lower the numbers in Grand Turk. While we appreciate the need for Police presence in Providenciales, we still see this move as one that will cause a breakdown in policing efforts in Grand Turk and a reduction in the level of service the community requires and deserves. Our position stated to the Commissioner of Police listed the following reasons supporting our

position for the Police Force to be strengthened in Grand Turk:

1.Too small a staff that lends only to a 3 shift system. 2.Police Officers will be overworked having to work longer hours and under greater strain with smaller man shifts. 3.Weakens Police Patrol and street presence. 4.Grand Turk sees more tourists than all other Islands combined. These are all reasons for an increase in overall policing numbers. The PDM held discussions with the Former Commissioner of Police and raised this matter and

recommended an increase in District Constables to assist in areas. We are again recommending that District Constables be recruited where they can also help, for the reopening of the Training School and for a Policing Plan complete with numbers. The PDM pledges its full support for any supplementary appropriations for immediate man power increases. The PDM is also then calling on the Government to address the issue of funding as a matter of urgency as there appears to be a shortage of man power. We also wish to encourage our people to not lose confidence in the Police and to continue to report any crimes they become aware of.

Turks and Caicos Government signs $28million loan to refinance $170million bond The Turks and Caicos (TCI) Government on Wednesday, 13 January 2016, signed a new $28million loan agreement with the Royal Bank of Canada. The balance of the $170million UK guaranteed bond will be repaid from the sinking fund and other TCI Government cash resources. The $170million bond is due to be repaid on 22 February 2016. RBC Royal Bank provided the most competitive proposal following the Government’s Request for Financing Proposals in September 2015. The terms of the new loan are very attractive with interest at just 1.2% over Libor. It will be repaid in quarterly installments with the final payment being due in 2019, although the Government may also repay the loan early without penalty. It was not necessary to request a loan guarantee from the UK. “The TCI economy has seen a major turnaround over the past three years and, with its BBB+ credit rating, 4.3% GDP growth and consecutive budget surpluses, this will allow the Government to retire its $170million UK guaranteed debt. This is a major accomplishment for this Government and all involved, and now we can invest in the socioeconomic development of our people and country to a greater magnitude and pace. This is indeed a proud moment for the Turks and

New replacement dialysis machines operating at hospitals By Todeline Defralien

The Turks and Caicos Islands Hospital has recently purchased four new Haemodialysis machines. These new machines are now up and running and are a part of the life cycle process. These machines are to be shared between the Cheshire Hall Medical Centre in Providenciales and Cockburn Town Medical Centre in Grand Turk, with six machines to remain in the Cheshire Hall Medical Centre in Providenciales and three for the Cockburn Town Medical Centre in Grand Turk. The distribution is based on the patient demand. Speaking a media briefing at the Cheshire Hall Medical Centre on Wednesday January 13th, 2016 Dr. Denise Braithwaite-Tennant Chief of Medical Services said, “The cure that we have here is something that we call ‘life cycle’ is part of the contract that we have with government and it’s a feature that is built-in, so that when it comes time for upgrading the equipment it’s an easy process and there’s a reserve fund that we receive supplemental budgets from government on an annual basis to allow machines or equipment by medical equipment to go through a life cycle process. So we are very proud of the fact that we can offer our patients an upgraded version and an upgraded model. It doesn’t mean that these machines can be totally commissioned, they can also be used as backup because they still have life within them.” She said one of the major features of this machine is that it is much more end-user friendly, adding that as technology advances it makes it easier for data collection and analysis and moving away from a more manual process. “For example,” she said, “this machine will be able to capabilities to transmit the vital signs and recording features actually into our electronic medical record system which is a great improvement for us, in that it reduces the manual process of human error when you’re taking down numbers, so that is a very good feature. Plus, we’ve found that the machine is quieter. It’s lets noise and most of all I think the patient comfort knowing that there is a process where we have a system of actually upgrading the machines.” Dr. Braithwaite-Tennant said the machines perform a very critical function as they are taking over the role of kidneys which usually through a filtration process, remove anything toxins or minerals that you build up. She continued: “It serves a very important and vital function. Not only that I think this is an opportunity to showcase how with the state-ofthe-art facility it’s also state-of-theart equipment, but it highlights the initiative of the government to ensure that the patients and the people of the community get good quality care. I am very happy that we’re able to bring this to the patients here and bring this to the community and that the process as it is intended is going along and we have continuous quality improvement for our patients.”

The machines are distributed by the number of patient loads that are there. There are 28 patients on dialysis at the Cheshire Hall hospital and 11 patients at Cockburn Town. There is also a renal clinic that is run by local nephrologists internist Dr. Vancelee Forbes who returned home last year and who, Dr. BrathwaiteTennant said is making a” tremendous impact” in this unit. “Patients are thoroughly satisfied with the fact that they get a hands-on hands contact with the nephrologists actually being on site in the building where previous before it was a visiting consulting program. Of course, there is the extra special thought of her being a native person from the TCI here,” BraithwaiteTennant stated. The Chief of Medical Services said they are also looking at patients as part of their renal transplantation programme which they are working on collaboratively with the government. “On an annual basis, the TCI gets about four bed spaces as a part of the UK collaborative programme, so we’re really looking to head our patients towards that. On average our patients remain on dialysis for about ten to fifteen years. Our patient on the longest is about 16 years. The age ranges from in their 40s to 70s years of age. We do have a patient that is in the 20s but the most common reason why patients are on dialysis is because of complications related to diabetes long standing and hypertension. So this is an opportunity that we want to tell the population when we preach about lifestyle living and modification and taking your medication and all of those things, it’s very important because our objective is not to have more and more dialysis machines or to have more and more patients who are having end-stage dialysis but to have less and less. But if you do end up having end-stage dialysis objectives show that you receive a quality care that you deserve,” she added Braithwaite-Tennant said that the life span of most dialysis machines run about 15 years, but it also depends on the demand that is placed on them. As part of the life cycle project they are going to be replacing every machine with this new model. They have four machines currently in operation now that are being replaced and the others by April of this year they will replace all machines with a total of nine machines that will be replaced and the old machines will be used as backup or to support the dialysis unit. She continued: “Dialysis services are fully funded by the national health insurance plan and government these patients are co-pay waived and I think that’s amazing because I have worked in other jurisdiction where there’s either extreme shortage or a dialysis has to be paid for out of your pocket similar to chemotherapy paid for out of your pocket, but it’s covered by a national health insurance plan and by our government. I think it’s amazing what we have here and I think I will continue to praise the services we have, we’re moving from strength to

30 criminal cases withdrawn or discontinued in 2015

Thirty of the 52 new criminal cases brought before the Supreme Court in 2015 were withdrawn at varying stages of their advancement, according to Chief Justice Margaret Ramsay-Hale, who was speaking at the 2016 opening of the Supreme Court on Monday, January 11. According to Ramsay-Hale, the 30 withdrawn cases were among the 92 over matters that were presented before the Supreme Court in 2015. She explained that of the new cases, 20 were withdrawn at the pre-trial or at trial, seven were discontinued or withdrawn at the sufficiency hearing stage and three were withdrawn or discontinued at the plea and directions hearing. She said also that five other cases were sent back to the Magistrate’s Court for trial. The Chief Justice said that during 2015, 15 persons accused of criminal offences walked free after being found not guilty, but 37 pleaded guilty, while 16 were found guilty by jury. She said that of the 92 cases, 68 were deemed effective. She revealed that of the cases

brought forward, one indicated that it was was from 2011, two held in three sessions from 2012, 12 from - January, May and 2013 and 39 from September. Skippings: PDA alternative for broken parties Oswald Skippings, leader of the Progressive Democratic Alliance (PDA) has described his party as the change agent alternative to the two prevailing political parties - the government Progressive National Party (PNP) and the opposition People’s Democratic Movement (PDM), both of which he said are broken. Skippings, who was speaking at the launch of the PDA at the Opus Restaurant in the Grace Bay on Friday, January 8, 2016, said that it is time for both longstanding parties to be disposed of from governance, with the PDA taking their place. “It is indeed true that if it is not broken, don’t fix it, and if it is broken fix it. But if it is shattered, then dispose of it and get something new and wholesome; something tangible and rewarding, hence you have the timely birthing of the Progressive Democratic Alliance,” he said. “It is an indisputable fact that in the Turks and Caicos that our political parties are shattered, hence it’s time for a real meaningful and effective change, and the PDA offers that change. Ten Dominicans charged for poaching

Ten Dominican Nationals have been apprehended by the local authorities after they were caught poaching in Turks and Caicos Islands waters. They were apprehended on Sunday, January 10, 2016, by the Marine Police, who intercepted the illegal poacher vessel at Whale Breakers, approximately six miles off Bush Cay and approximately 24 miles south of South Caicos, at 1:30pm on Sunday. They were found to be in possession of illegal spearguns, breathing apparatus, as well as just over 200 lbs of illegal catch, including Parrot Fish and Nassau Grouper. Reports are that the Maritime Police and the Fishery Officers received information that a suspicious boat was seen fishing in TC waters.

The Marine Police, who went to the area spotted three 24-foot white pangha small boats propelled by Yamaha engines. The police intercepted the vessels and discovered 10 male Dominican nationals on board. The officers found a number of marine products on the boats, which were suspected of being illegally obtained, and fishing apparatus, suspected of being used to obtain the marine products. They later seized them. The vessels and crew were also taken into custody and brought to the Caicos Marina and shipyard, where the 10 poachers were formally handed over to Fisheries Officer, Paul Dickenson. The men have been identified as 52 year-old Julio Ceaser Ventura; Cesemio Besilio 38; Aneus Ambugos

34; Diomedes Ventura; Ereidy Herrera 21; Junio Gomez Felipe 21; Luis Manuel Capellan, 25; , Ediverto Auduja 60; Mesihson Cabrera Ventura, 24; and Arismendy Andujar, 30. They were each charges with possession of Nassau Grouper, possession of spear gun, taking marine product by use of spear gun, taking marine product without license, possession of unlicensed vessels, possession of Parrot Fish, and taking marine product by use of artificial breathing apparatus. They were scheduled to appear before the Providenciales Magistrate’s Court this past week. The Department of Environment and Maritime Affairs (DEMA) said in a news release that the Turks & Caicos Nassau Grouper season is only due to resume on

February 28, 2016, and it is considered a serious offence to fish for or be in possession of the product during the closed season. “Similarly, the Fisheries Protection Ordinance prohibits the catching of parrot fish at all times. Director for DEMA, Dr. John Claydon, said that he was grateful that the officers were able to apprehend and charge the alleged culprits. He said the men will meet the full extent of the law. “I would like to thank all officers involved in this successful operation. Every time we seize a boat and put poachers in jail, we send a strong message. This is important because the illegal fishing will not stop until poachers understand that it is not worth the risk - they will lose money and go to jail,” Claydon said.

Plans for Maskanoo 2016 is in full effect By Todeline Defralien

The increasingly popular Maskanoo is expected to be even bigger this year. This was stated by the organizers of the Annual Maskanoo event at a press conference held at Danny Buoys on Tuesday January 12th, 2016 in Providenciales. David Bowen, former Director of Culture said the festival which is in its eight year is still growing, and there is still lots to do. "The key here is to get the community a little more involved," Bowen said. "It’s going to the point now where it’s going to expand and we need to ensure that everybody becomes a part of the Maskanoo’s explosion. That is why we are starting early this year to get a hand on everything to ensure that the public knows exactly what to expect from Maskanoo. We have a lot of new entertainment for the lineup this coming year, also a few more guidelines to deal with the vendors. Legal Professions Ordinance needs to be revised By Todeline Defralien

The Legal Professions Ordinance is in urgent need of revision, says Jonathan Katan, vice-president of the Turks and Caicos Islands Bar Council. Katan made this suggestion while speaking during a ceremony to mark the opening of the new court year, at the former Myrtle Rigby Complex, on January 11th, 2016. Katan said one of the key reasons why admissions have become controversial is because the ordinance is in "desperate need of revision" and has "unfortunately has led to litigation in some instances, with attorneys arguing in court as to who should or should not be permitted to appear in court and on what basis". He added: "That is not helpful, because at the very least it detracts

from the courts' primary function of resolving disputes and administering justice to those who work outside the courts' walls. That is not to say the issue of whom should or should not be permitted to practise in these islands is not important. In fact, we would say it’s of key importance to all members of the association and indeed those outside (the courts)." Katan said the Bar Council recognizes and appreciates the work that is being done by Chief Justice Margaret Ramsay-Hale in conjunction with members of the Bar in seeking to reform the regulations dealing with admissions. “When completed, this work should lead to a clearer set of rules and guidelines and criteria for admissions and also whether, and if so, on what basis any conditions should be applied to practicing certificates for

non Turks Islanders. This clarity and transparency would be important as it will avoid, or certainly should seek to reduce the opportunity for any dispute over admissions. Whatever the rules are going to be the Bar Council's view is they need to be clear. This would be in itself the first step on a road to a new and updated ordinance but I am very glad to hear from the Attorney General that the work is advanced on the ordinance itself which we would of course include such regulations,” Katan said. Wilbur Caley appointed Deputy Director of Road Traffic

Wilbur Caley has been appointed the new Deputy Director of the Road Safety Department within the Ministry of Home Affairs, Transportation and Communication. Mr. Caley is a former TCIG employee having dedicated over 10 years of service from 1983-1994 to the Customs Department, rising up the ranks from a Trainee Customs Officer to the post of Sub Collector of Customs at the time of his departure in 1994. Mr. Caley then ventured into the insurance industry for the last twenty years, where he last held the position of Managing Director of British Atlantic Financial Services up to December 2014.

As the Deputy Director of the Road Safety Department Mr. Caley will along with the Director of Road Safety, share the responsibility for the administration of the Road Safety Department and the enforcement of the Road Safety Ordinance throughout the TCI. He will be directly responsible for the daily oversight of the Providenciales office and will oversee and advise on policy and strategy to ensure the effective delivery of the enforcement of the Road Safety Code.

Ange Toussaint newest magazine “KARIB” is making waves in TCI

The hottest and newest magazine making waves in the Turks and Caicos Islands is “KARIB” magazine. The face behind this magazine is well-known reporter Ange Toussaint. This magazine, which was launched on Monday January 11th, 2016, highlights local personalities, culture, people, health, fashion, beauty and everything about the TCI. In an exclusive interview with The SUN CEO Toussaint said, “KARIB magazine is a general lifestyle magazine. It’s TCI newest lifestyle magazine. I stared working on this project about a year ago and the concept came about because I noticed that there was a need to showcase a lot of our young Turks and Caicos talent, a lot of brilliant young minds in Turks and Caicos Islands who I feel like weren’t getting the recognition and the support they needed and that they deserve.” She added: “This idea came about by mostly watching just the lack of representation in a lot of the mediums that are available here in the Turks and Caicos Islands. I felt that we needed to focus more on a lot of our youth, a lot of our businessmen and women. There are many stories being untold; there’s a lot of people in our community, whatever industry that they might be in, who are not getting again the recognition that they deserve for the work that they have done and

Fire razes Five Cays dwellings The work of an alleged arsonist in Five Cays, Providenciales on Thursday, January 14, led to the destruction of six houses in a densely populated area in the community. While some of the victims managed to save some of their belongings, the raging fire prevented some from salvaging anything. Reports are that the two brothers had a dispute over money, which led to a scuffle, but residents initially diffused the fracas. However, the residents said that the older sibling left the scene in a huff, and sometime later, returned with a gallon jug containing gasoline. According to residents,

the older sibling attempted to douse his brother with the flammable substance, but he managed to escape and sought refuge inside one of the houses. In his attempted to ferret his brother from the house, the man alleged drenched three of the houses and set them ablaze before fleeing the scene. The fire quickly spread to three other houses, which it razed in rapid succession. It also threatened a number of other houses, forcing residents to throw buckets of water on both the threatened and affected dwellings, which they fetched from a nearby pipe. Firefighters experienced problems as they battle the fire, mainly due to the difficult

terrain and the densely constructed buildings, which made it difficult to maneuvre . They however, managed to repel the threat to the unaffected buildings, while put out the fire on the affected ones. The Royal Turks and Caicos Islands Police Force, who visited the scene, collected information from the residents of what led to the incident. The buildings, it was said, were owned by a female resident in the community. The house in which she lived was also destroyed by the blaze. The woman told The SUN that she lost everything, and is now looking to the public for assistance. A male tenant in one of the affected dwellings told the media that on top of losing everything, he had nowhere to rest his dead because he was an only child, whose parents are dead. “I don’t have any relatives to stay with. I don’t have no brothers, no sisters, my two parents are dead. I don’t know what I am going to do now,” he lamented. It was taught initially that the younger sibling, who the alleged arsonist was chasing, had been trapped in one of the houses and was killed by the fire. However, a resident said she saw him flee as the building began to burn. The affected residents were visited by the Disaster Management, who took their information with the aim of assisting them.

Trinidad faces downturn as energy prices collapse PORT-OF-SPAIN, Trinidad (AP) — During the good times, earnings from natural gas and oil exports made the tiny Caribbean nation of Trinidad and Tobago one of the richest countries in the Western Hemisphere. The collapse in world oil prices now has it facing the threat of a punishing and prolonged downturn. After two decades of nearly uninterrupted prosperity, the government is being forced to scale back spending by 7 percent, siphon some $1.5 billion from a stabilization fund over the next couple of years and warn its 1.3 million people that they will have to make do with less. “We must all appreciate that the circumstances we now face as a nation require sacrifice and managed adjustment in our living standards,” Prime Minister Keith Rowley warned in a recent speech. Those standards include American-style shopping malls, cheap electricity, subsidized gasoline and so many families with multiple cars that highways weaving past abandoned cane fields are often clogged with traffic jams in both directions. Things have been going so well for so many years that locals repeat the mantra “God is a Trini,” meaning the twin-island republic, known for high spirits and rollicking Carnival

celebrations, is so blessed that things will always turn out well. But the specter of tough economic times is starting to prompt a glum selfexamination. “You can see it coming: Times will be getting hard. Previous governments have spent too lavishly and now it’s time we have to pay the piper,” said Adrian Lashley, a father of five who runs a small clothing shop in downtown Port-of-Spain, the capital. Trinidad gets roughly 45 percent of its gross domestic product and 80 percent of export revenue from the energy industry. In June 2014, the price of Trinidad’s benchmark crude was $106 per barrel and the government had drawn its 2015 budget anticipating $80 a barrel, but the price has plummeted to near $30. Prices for liquid natural gas, Trinidad’s main export, have declined by some 45 percent. The global price collapse has already inflicted serious economic damage in oil-producing nations such as Venezuela and Nigeria. With forecasts suggesting that world prices won’t recover anytime soon, economists say this downturn will have a serious bite here. Last month, the Central Bank of Trinidad and Tobago announced the country was officially in recession, with no economic growth in

2015. “The situation is very, very dire because of the extent to which we depend on the oil and gas sector. The government’s no longer going to have access to the kind of resources it’s been used to in order to maintain the country,” said economist Indera Sagewan-Alli, executive director of the University of the West Indies’ Caribbean Center for Competiveness. Trinidad and Tobago, just 7 miles (11 kilometers) off the coast of oil giant Venezuela, became a significant global energy player about 25 years ago when it tapped big reserves of natural gas. That helped rescue the country following an oil bust in the 1980s that touched off labor unrest, contracted the economy by 35 percent, and forced the government to seek help from the International Monetary Fund. Rowley, who took office in September, has warned that the country will have to go to the IMF again if it doesn’t make the right adjustments now. Trinidad and Tobago has few local industries so the economy is almost entirely dependent on foreign exchange. “We need it for food, medicines, clothing, books and education, cars, trucks and tractors, and computers. We are very dependent on foreign exchange to sustain our economy and our standard

The Bahamas archbishop condemns migrant flogging suggestion Catholic Archbishop Patrick Pinder said the suggestion of flogging illegal immigrants as a solution to The Bahamas’ illegal immigration problem “lacks civility” and indicated that these sorts of pronouncements “speak to a spirit of inhumanity among Bahamians”. Pinder made the remark during his homily on Sunday. While Pinder did not name anyone, attorney Wayne Munroe came under fire in December, when he recommended flogging illegal immigrants as a deterrent to people seeking to illegally enter the country. Munroe joined the Progressive Liberal Party (PLP) in September 2015. “How can we claim democracy when we continue to deny equal rights under the law to a large sector of our population?” Pinder asked. “How far have we advanced towards the perfection [that] Christ desires of us when we hear suggestions of flogging illegal immigrants as a solution to illegal immigration? “The very thought lacks civility and it lacks charity. “It is far from the most constructive thinking on what is a phenomenon globally, and one of our most enduring social challenges locally. “Justice must indeed be served. “He does so by opening the Age of Grace, where justice is to be tempered always by mercy.” Last December, Munroe, a former Democratic National Alliance candidate, said the price is too low for immigration offences in The Bahamas, and suggested that if illegal immigrants believed “we tortured and killed them, they might not come”. Free National Movement (FNM) leader Dr Hubert Minnis called Munroe’s statement “barbaric, brutal and callous”. He also called on Prime Minister Perry Christie to condemn Munroe’s remarks and “strongly state his (Christie’s) position so that the public would not be left with the perception that his failure to admonish Mr Munroe is further evidence of the prime minister’s weak leadership”. Jamaica moves ahead with oil and gas exploration

KINGSTON, Jamaica -- An offshore two-dimensional seismic survey is to be conducted by Tullow Jamaica Limited over the next 30 days to determine Jamaica’s potential for commercial oil and gas. Tullow, a leader in independent gas and oil exploration and production, is undertaking the 3,000 sq km survey as part of the work programme outlined in the production sharing agreement (PSA) the company signed with the Petroleum Corporation of Jamaica (PCJ) in November 2014. Exploratory work is to be carried out on the south coast of the island, which has been identified in the past as having good frontier for exploration. Tullow has contracted the seismic vessel, BGP Challenger to conduct the exploration and collect the data. Addressing the media during a tour of the technologically sophisticated seismic vessel on Tuesday at the Port of Kingston, science, technology, energy and mining minister, Phillip Paulwell, indicated that a number of works valued at US$70 million, is being undertaken by Tullow under contract. Paulwell further indicated that US$10 million worth of work has already been done. He also used the opportunity to commend Tullow for meeting with the fisher folk and being sensitive to their concerns.

“There has to be significant sensitisation and close working relationship so that the livelihoods of the fisher folks are not affected. Everybody is going to be aware of the exact position of the vessel when it is seeking to collect…additional data,” he said. Following the data acquisition phase of the seismic survey, a data processing period of six to nine months will take place, then data interpretation. “A decision will then take place as to whether we go to the next phase, which will be a three-dimensional seismic programme, which will be an extensive operation, taking six to nine months to acquire,” said sustainability external affairs (SEA) manager of new venture business for Tullow Oil plc, John McKenna. The energy ministry has been working to diversify Jamaica’s energy mix by placing greater emphasis on indigenous sources. Finding the country’s own oil and gas will be a crucial boost to the achievement of the country’s energy independence. The PCJ’s group general manager, Winston Watson said, “The search for oil and gas is a long-term undertaking but it is encouraging to be at this phase of the production sharing agreement with Tullow, which will help to guide us on the way forward.”

US Government calls on St. Lucia to “uphold rule of law” The United States, in an unusually forthright public statement has called on the government of St Lucia to ensure the rule of law is upheld. The statement, issued on Tuesday from the US Embassy in Bridgetown, Barbados, noted that in 2014 the government of St Lucia invited CARICOM’s Implementation Agency for Crime and Security (IMPACS) to conduct an investigation into allegations that members of the Royal St Lucia Police Force (RSLPF) committed extrajudicial killings from 2010 to 2011. Unfortunately, progress on pursuing justice in these killings halted after the report’s issuance in March 2015. Despite the significance of the IMPACS report for human rights, national security concerns, and St Lucia’s international reputation, the government of St Lucia has made no meaningful progress towards

criminal prosecution in ten months,” the statement read. The embassy added that it is concerned that four years have passed since these allegations of human rights violations first surfaced and due process is yet to be served. “We respect St Lucia’s separation of powers, but emphasize the entire government’s role in guaranteeing that each branch has the tools and resources to fulfill its commitments to the rule of law. That said, the director of public prosecutions made a disappointing announcement in November that her office was not provided sufficient resources or the report’s investigative files, thus precluding furthering criminal prosecution,” the statement continued. The embassy encouraged the St Lucian Government to activate the promised implementation oversight committee under the prime

minister’s chairmanship. Such a committee could serve to ensure that the entire government is working effectively together to achieve due process, it said. The embassy also applauded the government’s approval in September of a reformed “Use of Force” policy that guides security forces to protect both national security and human rights, and praised the participation of the RSLPF in human rights training courses. “However, these measures alone are not sufficient for St Lucia to demonstrate its commitment to the rule of law,” the statement pointed out. “The Embassy of the United States of America to Barbados and the Eastern Caribbean encourages the government of St Lucia to take all available measures to guarantee the rule of law is upheld. We stand by our offer to assist St Lucia’s

efforts to ensure due process in the framework of St Lucia’s criminal justice system. A clear demonstration of the government of St Lucia’s commitment to the rule of law would benefit the people of St Lucia as well as St Lucia’s international standing as a trusted, democratic partner in economic and security cooperation,” the statement concluded. The statement was issued just ahead of a meeting scheduled for Thursday of European Ambassadors with Prime Minister Kenny Anthony to primarily discuss government’s plans to deal with the IMPACS issue. In December last year the EU representative wrote to the Prime Minister seeking clarification on the IMPACS report, calling on those responsible to ensure due process according to the St.Lucia’s Criminal law. But there has since been no known response from the Kenny Anthony administration.

Dominican Republic Gov’t cautions women to avoid pregnancy Women in the Dominican Republic have been urged to avert pregnancy due to the threat of the Zika Virus. Public Health Minister Altagracia Guzman issued the warning due to the possibility that women infected with the virus could give birth to children with neurological and microcephaly deformations. She said part of the first three months of pregnancy is vital to the formation of the fetus and the disease in that period poses a high risk. Guzman said she agrees with a

Scientists discover evidence of unknown volcanic eruption in Caribbean Scientists from the University of Southampton have uncovered evidence of a previously unknown large volcanic eruption in the Caribbean Sea. The findings, published in the journal Geology says by studying ash layers, known as tephras, in marine sediments the scientists identified an eruption that took place on Guadeloupe 2.4 million years ago. The research indicates this eruption is the largest documented volcanic event in the region since that time. Lead author, Professor Martin Palmer of the University of Southampton said: “Volcanic eruptions are relatively common in this area of the world, but while they are very disruptive for the local community, as seen on Montserrat over the past 20 years, they do not generally have a major impact on neighbouring islands. He said while a large eruption of the scale that has been identified would represent an important hazard to human populations in the wider region if it occurred today “it is very important to note that our research suggests that such events are rare in the Lesser Antilles [as] there is

no indication that another large eruption is imminent.” The research team analysed a sediment core recovered by the Integrated Ocean Drilling Program (IODP) Expedition at a site 30km southwest of Montserrat and 75km west of Guadeloupe in the northeastern Caribbean Sea. This is close to several volcanically active islands in the Lesser Antilles. The core contained an unusually thick (18 cm) tephra that was deposited 2.4 million years ago. By analysing the isotopes, trace elements and grain morphology of the tephra, together with volcanological models, the researchers were able to identify the origin and magnitude of the large Volcanic Explosivity Index (VEI) 6 eruption. In comparison, the largest Montserrat eruptions since 1995 had a VEI of 3-4. “Reconstructing the magnitude of past volcanic eruptions is important to inform predictions about future eruptions and hazards. This is difficult to accomplish from records on land – old eruptions are often eroded away, buried beneath later eruptions, or obscured by vegetation and soil,“ Palmer said.

Winners of $1.6 billion Powerball jackpot still unknown

Three ticket holders with a claim on a record $1.6 billion Powerball jackpot were laying low on Thursday, their identities still a mystery even as lottery officials revealed the retailers in California, Florida and Tennessee that sold them the lucky tickets. Each of the winning tickets is worth $528.8 million to the holders, lottery officials said in California, one of 44 states plus Washington D.C. and two U.S. territories that sold millions of Powerball tickets. The winning numbers of 08 27 34 04 19 and Powerball 10, picked in a drawing on Wednesday night, appeared on tickets sold in three stores: a 7-Eleven convenience store in Chino Hills, California, a Publix supermarket in Melbourne Beach, Florida and Naifeh’s Food Mart in Munford, Tennessee. The jackpot winners overcame odds of 1 in 292 million. “I’m very happy and I really appreciate these guys celebrating this

store,” said a clerk at the California 7-Eleven who identified himself as M. Faroqui. Cheering crowds swarmed the suburban Los Angeles store and its parking lot late on Wednesday. Obama sought to contrast his more optimistic view of America’s future with those of the Republican candidates trying to replace him. He said it was “fiction” to describe the country as being in economic decline. While acknowledging that al Qaeda and Islamic State posed a direct threat to Americans, he said comparing the effort to defeat the militants who control swaths of Iraq and Syria to World War Three gave the group just what it wanted. “Masses of fighters on the back of pickup trucks, twisted souls plotting in apartments or garages: they pose an enormous danger to civilians; they have to be stopped. But they do not threaten our national existence,” Obama said. Republicans say the

president’s strategy to defeat Islamic State is flawed and insufficient. “His policies aren’t working. He didn’t have an answer for how to defeat ISIS,” Republican House of Representatives Speaker Paul Ryan said in a statement after the speech, using an acronym for Islamic State. Obama’s address to lawmakers, Cabinet members and Supreme Court justices was one of his last remaining chances to capture the attention of millions of Americans before the November election. The next president will take office in January 2017. Trump, in a posting on Twitter, called the speech “boring” and lacking in substance. “New leadership fast!” But South Carolina Governor Nikki Haley, who delivered the Republican response to Obama’s address, took her own jab at Trump

and other less moderate candidates in her party. “During anxious times, it can be tempting to follow the siren call of the angriest voices. We must resist that temptation,” said Haley, the daughter of Indian immigrants. “No one who is willing to work hard, abide by our laws, and love our traditions should ever feel unwelcome in this country,” she said. Obama’s address came as 10 sailors aboard two U.S. Navy boats were taken into Iranian custody. Iran told the United States the crew members would be “promptly” returned, U.S. officials said. The event gave Republicans further fodder to criticize Obama’s nuclear deal with Tehran. Obama did not address the issue in his speech. The White House expects the situation to be resolved quickly.

Judge leaning toward sealing some evidence in Cosby sex suit A U.S. judge on Wednesday brokered a compromise on whether to release evidence in a defamation suit brought against comedian Bill Cosby by seven women who accuse him of sexually assaulting them. Cosby’s attorneys wanted to seal all evidence in the case for at least 14 days. This would likely include depositions by Cosby and his wife Camille on topics covering sexual matters. U.S. Magistrate Judge David Hennessy rejected their bid. Instead, he said he was inclined to give each side up to seven days to make the case for whether individual pieces of testimony should be sealed. Tamara Green sued Cosby in December 2014, accusing him of lying when he publicly denied having sexually assaulted her, and six other women have since joined in the lawsuit. Cosby, 78, filed a countersuit in U.S. District Court in Massachusetts last month, accusing the women of defaming him. The seven are among more than 50 women who have come forward to publicly accuse Cosby of sexually assaulting them after plying them

with drugs or alcohol in alleged attacks carried out over a number of decades. Hennessy said that once he had received a request for deposition evidence to be sealed, the other side will have up to seven days to challenge. “Traditionally things like pretrial depositions have not been conducted in public,” Hennessy said. “There is the potential for abuse, damaging reputations, revealing private information about people.” Joseph Cammarata, an attorney for the women, acknowledged that depositions of witnesses including Cosby and his wife, Camille, would delve into personal matters. “Are we going to talk about the sexual history? Of course. Are we going to talk about the extramarital activity? GE to sell appliances business to China’s Haier for $5.4 billion

General Electric Co said it would sell its appliance business to China’s Haier Group for $5.4 billion in cash, another step in its push to sell its non-core assets and project itself as a technology company. The deal comes weeks after GE walked away from a deal to sell the business to Sweden’s Electrolux for $3.3 billion, following months of opposition from U.S. antitrust regulators. GE said the deal values the appliance business at 10 times last 12 months earnings before interest, taxes, depreciation, and amortization (EBITDA). Whirlpool Corp is valued at 7.7 times. GE shares fell 2.3 percent in premarket trading. GE said earlier this week

it would shift its headquarters to Boston, a move aimed at lowering its tax bill and tapping talent in city that is fast becoming a tech hub. For Haier, the deal means ownership of a century-old appliance business that makes refrigerators, freezers, clothes washers and dryers across brands such as Monogram, Café, Profile and Artistry. The business trails only Whirlpool Corp in the U.S. white goods market and reported revenue of $5.9 billion last year. The deal, Haier’s biggest ever, will give a big boost to its U.S. business, which held less than 5 percent of the market last year. The company has been mostly present in the highly competitive, so-called “value segment” of the

U.S. retail sales end 2015 with a whimper U.S. retail sales unexpectedly fell in December as unseasonably warm weather undercut sales of winter apparel and cheaper gasoline weighed on receipts at service stations, adding to signs that economic growth braked sharply in the fourth quarter. The Commerce Department said on Friday retail sales slipped 0.1 percent after an upwardly revised 0.4 percent gain in November. Economists polled by Reuters had forecast retail sales unchanged after a previously reported 0.2 percent rise in November. For all of 2015, retail sales rose 2.1 percent, the weakest reading since 2009, after rising 3.9 percent in 2014. Retail sales excluding automobiles, gasoline, building materials and food services fell 0.3 percent after a downwardly revised 0.5 percent rise the prior month. These so-called core retail sales correspond most closely with the consumer spending component of gross domestic product. Core retail sales previously were reported to have advanced 0.6 percent in November. Economists had forecast them rising 0.3 percent last month. The mixed retail sales report joins weak data on construction, manufacturing and export growth in suggesting that economic activity cooled significantly in the final three

months of last year. It could raise concerns that the manufacturing and exportoriented sector malaise was filtering to other parts of the economy. Manufacturing has been bruised by a strong dollar and sluggish global demand. Business efforts to cut an inventory overhang and energy sector spending cuts have also been a drag. The core retail sales drop last month and the downward revision to the November figure could prompt economists to lower their fourth-quarter GDP estimates, which currently range between a 0.5 percent and a 1.4 percent annual rate. The economy grew at a 2 percent pace in the third quarter. Auto sales were unchanged after rising the prior month. Receipts at service stations fell 1.1 percent after decreasing 1.3 percent in November. Sales at clothing stores dropped 0.9 percent as unusually warm weather hurt sales of winter apparel. Sales at online retailers edged up 0.3 percent and receipts at sporting goods and hobby stores rose 0.9 percent. Sales at electronics and appliance outlets fell 0.2 percent. Receipts at building materials and garden equipment stores rose 0.7 percent likely boosted by warm temperatures. Furniture store sales gained 0.9 percent.

U.S. market and analysts expressed concern about the impact its bigger presence would have on the pricing dynamics. “Even if Haier doesn’t have a history of dumping prices in the United States, as for example LG and Samsung has, this is still an unknown player, a Chinese player,” DNB Bank ASA analyst Christer Magnergard wrote in a broker note. “(Haier) may have a somewhat different agenda than just having high profitability in the United States in 2016.” Haier said the transaction includes GE Appliances’ 48.4 percent stake in Mabe, a Mexican appliance company that has a joint venture and a sourcing relationship with the business for 28 years.

The deal will be subject to customary regulatory filings in China and antitrust approvals in the United States, Mexico and Argentina, said a person authorized to speak on behalf of Qingdao Haier Co Ltd, the Haier unit making the purchase. The deal is also to be approved by shareholders of Qingdao Haier as well as KKR and Haier Group, who jointly own 50.8 percent of the company, the person said. Haier will continue to use the GE Appliances brand and retain the business’s headquarters in Louisville, Kentucky and its current management team, the companies said. Goldman Sachs was GE’s finiancial adviser and Sidley Austin LLP was its legal adviser.

The Turks and Caicos Islands Community College invites proposals from interested individuals, firms or companies for a Consultancy Undertaking to review salaries and allowances of its entire staff.

INTRODUCTION In 1994, the Turks and Caicos Islands Community College (TCICC) was established by Ordinance 25 (1994), with a vision to provide quality education for all sectors of the Turks and Caicos Islands community. Having been in existence for over two decades, the institution continues in its thrust to equip individuals with the knowledge, skills and dispositions that would enable them to access existing and emerging opportunities, prudently exercise their civil responsibilities, enhance their social and cultural lives and become productive citizens. The mission, therefore, encompasses, inter alia, post secondary and continuing education for the school leaving and adult population; it facilitates the promotion of personal and professional development, and the economic growth and development of the Turks and Caicos Islands. TCICC has two campuses, one each located on Grand Turk and Providenciales. The College offers a myriad of programmes, inter alia: Short/Interest courses; one semester courses; Upgrade courses; Full time programmes of two to three semesters culminating in Certificates, Advanced, Certificates, Associate and Bachelors Degrees. Similar to other institutions in the region, and critical to the effective delivery of programme offerings, the Turks and Caicos Islands Community College relies upon the local and overseas recruitment of highly qualified and experienced faculty and staff. Recently, the Turks and Caicos Islands Government conducted a Public Service Salary Review, inclusive of education professionals. Whilst a number of education personnel were reclassified and benefitted from varying degrees of salary increases, the review did not include statutory bodies; therefore, faculty and staff at the TCICC did not benefit from the review, and hence, salaries are purportedly lagging behind those of professionals in similar work-related fields. Notwithstanding that, the TCICC continues in its mission to fulfil its objective of strengthening organizational development, through the strengthening and promotion of employee recruitment and retention strategies. In this context then, the salary review is critical and is intended to bring a level of equity to salaries and other benefits for its entire staff. With this in mind, the TCICC seeks to engage a consultant/consultants to review and propose a revised salary structure for all categories of staff, and explore the feasibility of linking remuneration to job performance.

ANTICIPATED OUTCOME The development of a salary scale that is consistent with other comparator organizations in the Turks and Caicos Islands market; one that reflects equity; is consistent with corresponding local labour market and prevailing levels of pay for similar services, similar contract conditions and similar positions in other statutory bodies in the Turks and Caicos Islands.

DURATION OF THE CONSULTANCY AND DUTY STATIONING The consultancy is expected to be completed within six (6) weeks from the date of signing the contract. The successful consultant/s shall not be required to be present in the Turks and Caicos Islands, but may work in his/her/their own office with coordinated visits to the TCI as necessary.

REPORTING LINE The work of the consultant will be supervised by the Board of Governors of the Turks and Caicos Islands Community College or its designate, and as such, the confirmation of the acceptance of the final report, authorization of payment disbursements, and evaluation of work performance will be undertaken by that entity.

Turks and Caicos Islands Rugby Football Union announce the arrival of the latest Rugby Development Officer for the club

Turks and Caicos Islands Rugby Football Union is pleased to announce the new arrival of Brennan Guy from Ontario, Canada, as the latest Rugby Development Officer for the club. Brennan joins TCIRFU on a three month internship. During Brennan’s time with TCIRFU, Brennan will provide rugby sessions to students across the Turks and Caicos Islands. With trips already planned to run sessions in Provo, Grand Turk and North Caicos, Brennan is hitting the ground running. Brennan’s placement with

TCIRFU ends in April 2016, so TCIRFU are requesting ALL schools across the Islands to please email Dan Willis at pro@rugby.tc as soon as possible to book in a COMPLIMENTARY rugby training session with Brennan. Brennan is currently in his fourth year of the Sport Management program at Brock University, which is located in St. Catharine's, Ontario, Canada. Through the university, Brennan, was able to join a scholarship programme, which sends students abroad to work in sport related jobs. It is through this program Brennan received his current internship with

the Turks and Caicos Islands Rugby Football Union. To date, Brennan’s background in sport is well rounded, with experience in athletics and all major team playing sports, including rugby. Brennan has been learning Sport Management for the last four years, and has also interned with the Welland Recreational Canal Corporation where he was in charge of creating and hosting the 12th World Dragon Boat Racing Championships. Brennan is quoted as saying “I want to teach how fun the game of rugby can be and how beneficial it can be to play” Brennan Guy
